School Board hears ‘state of the school’ reports By Ben Orcutt Special Correspondent
Goochland Middle School and Goochland High School are on the path to success according to school administrators. Middle school principal Johnette Burdette and high school principal Mike Newman briefed the Goochland County School Board at the panel’s Nov. 13, meeting during “state of the school” presentations. “We’re changing the world,” Burdette told school board members. The middle school is proud of the fact that after a two-year absence, the Student Council Association has been re-established this year, Burdette said. She said school pride also is being reinforced by students wearing blue and white wristbands that bear the inscription, “I will change the world.” A primary focus this year for the 584 students in grades 6 through 8 is after school activities, Burdette said. She added that the middle school is working with the YMCA on creating after school programs and noted that the school has started a step team. “We are revamping our instructional model,” Burdette said. “This is a work in progress.” The middle school continues to promote professional development and is encouraging faculty to think of themselves as facilitators of learnsee Schools > page 9
Following a three-hour plus public hearing, the Goochland Planning Commission recommended denial of a conditional use permit application filed by Andrew and Nancy Dykers. The couple sought approval to operate a sporting clay shooting range at Orapax, their 670-acre hunting preserve located just west of Goochland Courthouse off Route 6, but neighbors voiced strong objection to the proposed operation. James Scott of Jackson’s Shop Road said he supports the Second Amendment but opposes the Orapax application. “I’m not opposed to guns. I’m a gun owner,” Scott said. “This is not an issue of guns. Who would buy a piece of property this close to a gun range? I wouldn’t and you wouldn’t,” he added. Scott was one of more than two dozen citizens who spoke in opposition to the plan citing reasons that included mental health, environmental, quality of life and property value concerns. Some said the range could affect noise levels at the county’s new park, Leake’s Mill. Other neighbors in the Orapax area said they had lived in the neighborhood for years without disturbance from the hunting preserve. County assessor Glenn Branham

told commission members that some property values surrounding the State Police gun range on Route 6 have been devalued due to noise. He said any future assessment could only be made once the Orapax range was in operation for a real world evaluation. Branham did note that the firing he heard during the test would not influence his assessment parameters. The application was deferred last month to allow the Dykers time to conduct a sound study on the property to determine the impact on neighboring lots. The sound study prepared by Backstage, LLC, indicated that there was no disturbance from the test shots that exceeded ambient noise
levels. Neal Kauder, a son in law of the Dykers, presented the family’s proposal and said the sporting clays range was envisioned as a way to help the family preserve the plantation. “Orapax is a recreational and environmental asset to Goochland, and I don’t think there’s any question about that,” Kauder said. “It’s important to realize that we are being as creative as possible trying to maintain Orapax through some difficult times.” Kauder said the family is willing to move forward even with the conditions suggested by the Planning Department that included six-day a see Orapax > page 4

Scot Mitchell of Goochland High School, Goochland, Va., has been selected to be a member of the 2013 U.S. Army All-American Marching Band. Mitchell will join an elite group of musicians who will perform during halftime of the U.S. Army All-American Bowl at the Alamodome in San Antonio, Texas. “This is such a tremendous honor for Scot, Goochland High School and the entire community,” said Acting Superintendent Peter Gretz. “Thousands of students are considered each year and it is amazing to have one of the few selected right here in Goochland. What a testament to Scot’s parents and teachers, and especially his own dedication. Field Day of the Past grounds will light up this Christmas Contributed Report
Field Day of the Past will once again usher in the Holiday Season with the lighting of the ground on Sunday, Nov. 25. The Field Day of the Past show grounds will be awash in holiday finery in anticipation of the upcoming season. Field Day’s star, which hangs from the fire lookout tower, will light up the night, and several of the Field Day buildings and exhibits will be sporting holiday color. As part of the annual celebration, Field Day of the Past will host its annual Holiday Open House, “A Celebration of the Season” on Saturday, Dec. 1, 2012. Lots of fun family activities have been scheduled for this evening. Visitors can enjoy a ride through the grounds which are lighted with holiday color. Icicles drip from the eaves of the Short Pump Garage and Grocery
Store, both of which are open during the evening. Enjoy some apple cider and homemade ginger bread, made with sorghum molasses processed at our show. The gold mining equipment, the Announcer’s Stand, the Pullman Railroad Car, the Information Booth and Souvenir Shop are also decked out in lights. Color splashes across the landscape at Springfield Baptist Church and the Sorghum Mill and a huge Christmas tree hangs from the water tower The Educational Building will also be ablaze with lights. Inside Girl Scouts will be selling hot dogs, chips and cold and hot drinks. A huge Christmas tree dominates the interior of the building and children of all ages are invited to make their own decorations to hang on the tree. All supplies are provided for this activity. Field Day volunteers at the Log Cabin, which is also decorated, invite guests in for refresh-
ments. At the Canning Kitchen, outfitted in holiday array, hot soup and ham biscuits will warm up even the chilliest of souls. There will also be some of the prettiest and most tasty sweets you have ever laid your eyes on or sunk you teeth into. Be sure to pay a visit to the Heidi Hall, the 2012 Goochland Christmas Mother, who will be on hand early in the evening to meet and greet guests, and be sure to bring a donation for the Christmas Mother Program. There is no charge for admission but your donations of nonperishable food stuffs are greatly appreciated. We also have it on good authority that Saint Nicholas will be putting in an appearance during the evening. That doesn’t mean we won’t want to negotiate those at some point, but we are willing to go forward,” Kauder said. That didn’t sit well with commissioner James
Atkinson. “I thought when we approved this we approved it with conditions already negotiated,” he said. “There’s nothing to negotiate. If we approve this, it’s with these conditions,” he added. Commissioner Joe Andrews said he couldn’t approve the application as presented, but indicated some changes might alter his decision, but no motion emerged. Following a motion by Commissioner Ty Querry recommending denial of the application, Chairman Courtney Hyers expressed some concerns that drew
some audience members’ rebuke. “I think it’s somewhat unrealistic for us to talk about Goochland as if it’s a park where nothing is allowed,” she said. “In addition, I’m concerned we’re simply ignoring testing. We asked the Dykers for these tests and now we’re saying we’re going to ignore those tests,” she added. She added that sporting clay ranges are allowed in agricultural areas for private landowners and they are allowed to invite as many guests as they desire. The audience quickly reminded Hyers that the
Orapax operation is a commercial venture. “The rights of Mr. Dykers to do what he wants with his property does not outweigh the rights of the current population that surrounds him,” Querry said. The motion passed 6-1 with Hyers recording the only nay vote. Tom Dykers, son of the applicant, said he “presumes” the family will move forward with the application, but noted that decision isn’t just up to him. The Board of Supervisors will make the final call on the application.

Because the United States Postal Service has been losing millions of dollars in revenue the past several years, USPS determined that smaller post offices would either be closed or the hours open would be reduced. Questionnaires were mailed to each patron of the office asking whether they preferred a reduction in the hours the office would be open or whether the office should be closed. After receiving 92 percent of the questionnaires mailed out, it was determined by Postal officials that the office would remain open but instead of the eight hours it would normally provide service to its customers, the office would be open six hours each day. The letter, advising customers of the new hours, reads: “It has been determined that effective Nov. 17, 2012, the Oilville Post Office will provide six hours of window service each weekday. The facility retail hours will be from 9:30 a.m. to 4 p.m. with lunch from 12 to 12:30 p.m. Monday through Friday and from 9 a.m. to 12 noon

Let there be light That’s always been my motto and -- like a lot of folks as they get a few years on them -- I like a little more light than I used to. I believe it’s a given that, as we age, we don’t see as well in dim light as we did when we were youngsters. So, imagine my surprise when I heard a brief snippet on my favorite publicly financed radio station (National Public Radio) last week while driving home that mentioned that the federal government has banned the sale of 100-watt incandescent light bulbs. My favorites! Big bulbs make big light and when I want to see what I’m doing I like them. But I guess what surprised me most was the fact that I hadn’t heard about this egregious usurpation of my “right to light” before last week. Certainly an event of this magnitude had to have been reported on the nightly news -- am I right? Well, like anyone would, I did a computer search on the topic and found out the facts (I hope). It linked me to a news article that says Congress has temporarily halted the ban on 100-watt bulbs, but that manufacturing has ceased anyway and they are virtually unobtainable. It all goes back evidently to an omnibus spending bill in 2007, which set the stage for the gradual elimination of incandescent bulbs of all sizes. The good news is some high tech

company has come up with a politically and environmentally correct light device that will produce illumination equivalent to a 100-watt incandescent bulb. The bad news is that each one will cost about $50! Call me crazy, but this whole business of doing away with the incandescents sounds to me like government run amok. Like New York’s Mayor Bloomberg and his ban on big soft drinks. Like overly stringent regulations on coal power plants that will raise electricity rates. Like the never-ending push to build smaller, lighter cars that get even better gas mileage at the expense of less occupant protection. The very same news article says 75-watt incandescent bulbs are to be banned at the end of this year and 60-watters a year later! Say it isn’t so and, if it is so, tell me how did we progress so far down this crazy road?! Whoever voted for this mess in Congress should be voted out. But wait, we just had an election and I don’t remember the 100-watt bulb issue ever being mentioned. Call me crazy, but if there’s a candidate in two years who will run on a platform of a 100-watt bulb in every household, they’ve got my vote! -Ken Odor

Letters to the Editor Why even have a planning commission? My name is Otho Ragland. I have been a resident of Bellview Gardens Subdivision for over 40 years. There have been many changes over those years; however, never have I seen a Board of Supervisors completely ignore the recommendation of their planning commission who voted 5 to 1 to keep our subdivision intact. Why do we even have a planning commission? The motion to change the residential property to commercial was made by our supervisor Bob Minnick, whom we thought represented his constituents, I feel that those owners of undeveloped commercial property nearby feel betrayed as well, for they have been paying commercial taxes all these years. There was some reservation by at least one supervisor who stated he hoped they had made the right decision. You need to know, Bob Minnick that a lot of members in your district can assure you that you did NOT make the right decision. We now realize we need a supervisor

They were certainly not “muffled in the distance” as stated by Mr. Alvarez in an article in last week’s Gazette. Mr. Alvarez was on Rock Castle Road along with at least 3 others who heard the shots “loud and clear.” Others throughout the neighborhood heard the shots clearly including from Leake’s Mill Park with the bulldozers running! The loudness of the shots has never been my complaint. It is the constant repetitious noise, day in and day out. I know what this range will sound like. I lived through the sporting clays range back in 1989 when it was operating without a permit. Orapax states that the neighborhood will not hear the shots. If so, why do they refuse to do a live test of the entire course as requested by the Planning Commission showing exactly what it will sound like? My only guess is that they don’t want to prove that the neighborhood will
hear the noise. At the District 2 town hall meeting, when “quality of life, the James River, and Leake’s Mill Park” were discussed, I voiced my concern about the approval of the Orapax request in that it would definitely diminish my quality of life and that of my neighbors, as well as diminish the quality of the James River from the noise and the lead, and the quality of life for those who will be using Leake’s Mill Park. I was a little taken aback when it seemed that Mr. Alvarez quickly defended Orapax when I noted that the previous Sunday morning I had counted 38 shots in 5 minutes from my back porch. As well, a neighbor on Rock Castle Road had counted 26 shots in six minutes earlier that same morning. I’m hearing from a number of people that the “Supervisors are in the bag” for Orapax and that the neighborhood is wasting its time. An email that Mr. Dykers

Producer members of county Farm Bureaus throughout Virginia are extremely pleased that Question 1 on the Virginia ballot passed by 75 percent on Nov. 6, said Wayne Pryor, president of the Virginia Farm Bureau Federation. “All farmers depend on their land for their livelihood, and the amendment to Virginia’s constitution that voters approved this week will help protect their property rights,” Pryor said. “We’re pleased the General Assembly and the governor worked with us to put this amendment to a popular vote, and we’re looking forward to it going into effect on
Jan. 1, 2013.” The amendment requires all government and private condemning authorities to assure that any eminent domain condemnation is for public purposes, not for private gain. It also requires that property owners be paid fair market value for their land, limits a taking to land necessary for the public purpose, and requires compensation to landowners for lost business and access. “The Question 1 private property rights amendment tilts the scales back in favor of the landowner” in an eminent domain dispute, Pryor said. “For many years that hasn’t been the case. Landowners can always sue
to dispute an eminent domain taking or the amount of compensation, but legal proceedings take time and lots of money. Those are two things most Virginians don’t have a lot of.” Pryor said he also is grateful for support for the amendment from elected officials and Farm Bureau members. “We have to include Attorney General Ken Cuccinelli and the patrons of the amendment, and of course the General Assembly for passing this constitutional amendment not once but twice” in order for it to be on the ballot, he said. “I also want to thank Farm Bureau members and our 88 county Farm Bureaus for the grassroots work they did over the
past two years.” County Farm Bureau members mailed more than 14,400 postcards to their state legislators last winter, distributed more than 10,000 yard signs this fall and ran local radio and newspaper ads. Pryor said he’d heard that the pace of eminent domain proceedings had picked up this fall as condemning authorities in Virginia anticipated passage of the amendment. “But this will help landowners in the future and assure that future state legislatures cannot easily strip away our private property rights,” he said. This November, many families in Eastern Virginia are thankful for something special: the gift of their friendship with a New York City child. Each summer, over 4,000 inner-city children visit suburban, rural and small town communities across 13 states from Virginia to Maine and Canada through The Fresh Air Fund’s Volunteer Host Family Program. By volunteering as a host family for summer 2013, the spirit of Thanksgiving can continue in your home throughout the year. “I love how quiet and peaceful it is compared to the city. When I’m with my host family, I always experience something different,” says 14-year-old Reggie, of Queens, NY. The Fresh Air Fund, an independent, not-for-profit agency, has provided free summer experiences to more than 1.7 million New York City children from low-income communities since 1877. Fresh Air children are boys and girls, from six to 18 years old, who live in New York City. Children on first-time visits are six to 12 years old and stay for one or two weeks. Children who are reinvited by host families may continue with The Fresh Air Fund through age 18 and can enjoy extended trips. Over 65 percent of all children are reinvited to stay with their host families, year after year. When compared to area school systems with similar middle school enrollments, Goochland Middle School ranks at the top in test scores, Burdette said. “Overall, we’re making great strides,” she said. “We’re here to teach, learn and inspire.” First-year Goochland High School principal Mike Newman was accompanied by assistant principals Matt Covington and Karen Scott in a team presentation of the state of the school. The high school has an energized administrative team, Newman said. “We have an outstanding instructional team,” he added. Administrators make it a priority to visit every classroom at least once a week, Newman said. “I think there’s a great Bulldog spirit at Goochland High School,” he said. “We’re always very proud to be Bulldogs.” Each day there is “something to bark about,” Newman added. Newman said the high school uses Robert J. Marzano’s book, “What Works in Schools: Translating Research Into Action,” as a guide to creating a successful learning environment, which includes establishing a viable curriculum with challenging goals. “We expect teachers to be setting the pace in the classroom,” Newman said. Morale among the 750 students in grades 9 through 12 is high, Newman added. “I think they’re excited to be coming into the building,” he said. “I really do.” District 2 School Board Member W. Kevin Hazzard noted that the Goochland High School Class of 2012 garnered $3 million in scholarships. “I just want to congratulate you and the job that you have done,” Hazzard told the high school principals. School Board Chairman Elizabeth A. Hardy, who represents District 4, spoke in a similar vein. “I think it’s all very positive and not just the two presentations tonight, but at our last meeting we had all three elementary schools as well,” Hardy said. “The energy and the enthusiasm, I mean it’s palpable and it’s very rewarding to see such dramatic positive change in such a short
period of time within the schools. I mean you walk into any school and you feel it.” Hardy said Goochland County Public Schools has a total enrollment of about 2,400 students in grades K-12. In other School Board business, the panel voted 4-1 to adopt a budget calendar that calls for adoption of budget priorities on Nov. 27, the same day that the community budget survey is due. The calendar also indicates that the School Board will adopt its proposed fiscal 2013-2014 budget on Feb. 5, and send it to the Board of Supervisors the next day. District 3 Member John L. Lumpkins Jr. cast the dissenting vote on the budget calendar. During the public comment period, Bob Marcellus, the parent of a Goochland High School student, suggested the School Board consider not charging students admission to attend athletic

Deep Run Hunt Club in Goochland held their annual Hunter Trials on Sunday, Nov.11, and had a record turnout, with at least 30 horse and rider combinations in almost every class. Sarah (Sabbatini) Greenway of Powhatan on her mare “Padi’s Celtic
Measure” had an excellent day, winning the 3 ft. Adult Division, the 3 ft. Handy Hunter Class, the Deep Run Member Grand Champion and Overall Grand Champion. Greenway has been trainer/manager of Levremont Farm on Ballsville Road in Trenholm since 2000. She teaches lessons to riders of all
levels, trains horses and runs a boarding barn as well as buying and selling horses. She has been an avid horsewoman since the age of eight and enjoys many different aspects of the sport, including fox hunting, show jumping, and has recently started eventing, which includes dressage, show jumping and cross-country.

Jefferson and GHS run past Buckingham 28-7 By Chip Knighton Richmond Times Dispatch
Jordan Jefferson is nothing if not efficient. The sophomore, half of a youthful quarterback tandem at Goochland, scored on three 1-yard touchdown runs as the Bulldogs defeated visiting Buckingham County 28-7 in the Division 2 Eastern quarterfinals on Friday night. Part of the credit for those scores, of course, goes to the Goochland defense, which stiffened up after allowing an early touchdown to Kyree Koonce. Senior linebacker Nathan Adams provided the biggest play for the Bulldogs (10-2) when he blew through the Buckingham line and blocked a Devin Smith punt, setting up Jefferson’s second touchdown. Adams’ block capped off a punt-heavysequencethatbegan with the Bulldogs appearing to force a turnover on a muffed catch that was negated by an inadvertent whistle. After a second punt that counted, Goochland forced a three-andout that brought Smith out on the field to punt. Buckingham (9-3) was called for fair catch interference on the ensuing kick, and instead of taking decent field

Back in the dog days of summer when the Goochland Bulldog football team began practice, a D-2 East Section title looked like a long shot. After a championship run in 2011, Coach Joe Fowlers’ troops were depleted from graduation. The players who did come out were long on enthusiasm but short on experience. Those warm weather memories seemed a long way off on Friday night as the Bulldogs

as the post season continues. “We’re a playoff team and we know how to play in the playoffs. We can get the job done when it counts,” he said. Goochland bounced back immediately after Koonce’s touchdown, going 61 yards in 13 plays and melting seven minutes off the clock on a drive that ended with Jefferson’s first touchdown. The Knights never threatened again as the Bulldogs overcame three lost fumbles. “We played really good defense,” Adams said. “We turned the ball over a lot, but the defense stepped up.” Camre Johnson ran for a game-high 79 yards for Buckingham. Mitchell Brice led Goochland with 68 yards on 11 carries.
