Board of Supervisors Goochland County government was fundamentally transformed in 2012 when four new supervisors took their seats in January. District 3 Republican Ned S. Creasey was picked to be its chair-

man at the January organizational meeting. Creasey was the only one of four incumbents running for re-election to retain his seat. Ken Peterson, who defeated Planning Commissioner Courtney Hyers for the Republican nomination in District 5 and then ran unopposed, was selected to be vice-chairman. Also during its organizational

seated. “We seek to restore credibility and trust in your School Board,” said Beth Hardy, District 4, shortly after being elected chair at the organizational meeting, along with District 5 member John D. Wright as vicechair. Goochland educator is a multiple award winner By Ben Orcutt Special Correspondent

John G. Hendron, supervisor of instructional technology for Goochland County Public Schools, is an ideas man. Hendron, 39, began his career with GCPS in 1999 and for two years taught web publishing and graphic design at Goochland High School before moving on to his current position at the central office. “I’m responsible for our website and all of our web servers that we use for instructional purposes,” he said. “I’m responsible for professional development with technology for teachers. I’m responsible for the blogging initiative, [which] was something that I spearheaded here at the schools back in 2005 that we still do, having every teacher and administrator blog. I have a seat at the table with the instructional leadership team and the leadership

team of the division to give input on basically the dayto-day operations of what we do here in Goochland. As a member of the technology team I help advise what software we use, what hardware we use.” In recognition of his hard work and creativity in the field of information technology, Hendron received the Making IT Happen award from the Virginia Society for Technology in Education during the group’s annual conference on Dec. 3, in Virginia Beach. A professional development organization, the VSTE has more than 5,000 members. Hendron has been a member since 2000 and has been a presenter at the VSTE’s annual conference every year since he joined. The International Society for Technology in Education sponsors the award, Hendron said, adding that most states have a local chapter. “So in order to get this

award, a state has to nominate you and so this year I was the representative from Virginia, but our group here in Virginia has only given this award a very few number of times,” Hendron said. “So they kind of treat it as a real special honor…You can only get it once in your career so this was it.” The state winners are honored at the ISTE’s national convention, which is usually held in July, with this year’s host city being San Antonio, Texas, Hendron said. “It’s kind of validation for all the crazy ideas I come up with that some of them actually work and that people are benefitting from them,” he said of receiving the Making IT Happen award. Hendron also was recently listed in Converge Magazine’s 2012 Yearbook as one of the top 50 most innovative educators in the country, “which was kind of a neat distinction see Hendron > page 8

Supervisors approve multi-family housing Goochland’s new Board of Supervisors showed it was serious about stimulating development when they unanimously approved a zoning ordinance allowing mulit-family housing at their April meeting. In a meeting that lasted late into the evening, the board voted unanimously to allow multi-family residential development in a Planned Development Park. Emergency Center opens April also saw the opening of the long awaited West Creek Emergency Center, a $11.2 million dollar facility on Tuckahoe Creek Parkway with 12 treatment rooms. Long-range plans envision the center as the nucleus of a hospital and medical office building on the 60-acre site developed by Hospital Corporation of America. “The most important thing is that it will allow us to get our units back into service quickly,” said Goochland Fire/EMS Chief Bill MacKay. of the proximity of the center. “Once they leave here they are ready to go on a call,” he explained, whereas a trip into the city or Henrico could mean a two-hour expedition.

Supervisors approve Bellview Gardens office project over resident, Planning Commission objections Goochland supervisors unanimously approved a request in November from Bellview Gardens Medical LLC to rezone a 2.7-acre tract at the northwest intersection of Broad Street Road and Mills Road to be rezoned from limited residential use to limited business use. Bellview Gardens Medical LLC plans to build two single-story professional/generaloffice buildings with a total of 19,000 square feet and 95

parking spaces. The Planning Commission voted 6-1 recommending denial of the project at its September meeting and Bellview Gardens residents were vehemently opposed. “The people in this neighborhood, we made it clear what we wanted,” said Jordan Hedgepeth. “They [supervisors] favor developers over their own citizens today. That’s what you get in Goochland County.”

County drops out of lobbying groups Goochland made state-wide news when supervisors decided in August to sever their ties with the Virginia Association of Counties – VACO – and with the National Association of Counties – NACO as well. County refinances TCSD debt Goochland supervisors unanimously approved a resolution at its Oct. 2 meeting to refund the 2002 Virginia Resource Authority bonds that were used to finance the Tuckahoe Creek Service District. County Administriator Rebecca Dickson unveiled the plan at a Sept. 26 meeting to restructure the Tuckahoe Creek Service District debt which reduces debt service payments. The plan as outlined would reduce debt service payments every year for the next 23 years and would save the county about $4.2 million over the next 10 years.

OPINION: Editorial, Letters to the Editor

2012 - A look back Picking the top stories of a year gone by is always a challenging exercise but this past one may be one of the hardest when it comes to Goochland County. Starting on the front page you’ll find a list of what we think could qualify as the top 10 stories of the year. No doubt many readers will not find their favorite stories among that group, and, if that’s the case with you, please write and tell us so. We don’t promise to amend the list but we’ll certainly mention any stories that readers think deserved inclusion and were overlooked. You’ll notice we left out the national election. That was intentional since that will be on every metro and national news organization’s top list -- we’re thinking about Goochland and Goochland did what it always does in a national election -- voted conservative. We also left off the as yet unresolved issue of the controversial Orapax sporting clays range, while including the Board of Supervisors’ approval of an office complex at Bellview Gardens. Our reasoning? Both stories are connected to our top story of the year, the transformation of the Board of Supervisors with the election of four new members. That was the catalyst that led to so much of what has happened this year, for instance, the remaking of the Planning Commission

and the apparent readiness of the supervisors to consider that panel a truly advisory board, rather than adhering slavishly to its recommendations. However, Orapax turns out (it’s on the Jan. 2 agenda for the BOS) will tell us more about the changes wrought in the 2011 election. The second big story is the School Board. Five new members took the oath and before too long Superintendent Linda Underwood departed. Not to mention the numerous changes that new board has made. Other development news was big too, with the supervisors approving multi-family housing and the opening of the West Creek Emergency Center. We’re pretty sure that a couple of our picks will find consensus with our readers -- for instance, the Goochland Bulldogs winning their second state football championship is something the entire community is proud of. And the heroic story of Doug and Ann Rohrer, who most likely saved the life of a fellow teacher, is something to take to heart in these difficult times. “May you live in interesting times,” goes the old saying. If you’re living these days in Goochland, you’ll likely never be bored. -Ken Odor

Letters to the Editor What needs to be done for school safety? The recent horror in Newtown, Ct. following so quickly after the recent event in our middle school raises the issues surrounding safety of our children in the county schools to the front page. Though all the facts are not in as to the whole picture in Newtown, I am certain that parents, teachers, children, administrators and our public safety personnel are mulling over what we might do here in Goochland to try and prevent, if indeed prevention is absolutely possible for such a catastrophe. I do not believe that schools should become fortresses, if indeed that was even possible. But what additional actions can we take that would still provide an environment that was both safe and nurturing? I am hopeful that all the relevant parties will take a considered view towards what to do and not simply react. We need to know from our county officials and employees responsible for both our children’s education and

safety have in mind. In our society there is no way to provide 100 percent defense against these types violent and reprehensible acts but we can consider, in a measured way, how to balance the risks against our goals as parents , teachers, citizens and safety officials. Richard Carchman Columbia

Why the community opposes the Orapax CUP This is not a gun debate, despite the current national spotlight on the Dec. 14 tragedy at Sandy Hook Elementary in Newtown, CT. Many Goochland residents own guns, support the Second Amendment, hunt, and are members of the NRA. My wife and I both worked at the NRA. This is not a new residents vs. longtime residents debate. The households opposing Orapax’s CUP application are a mix of residents that have lived in Goochland all their lives, lived near Orapax for 20 years, and moved from suburban areas in last 5-10 years. New residents are not trying to impose suburban zoning

In 1996, he earned a B.A. in music from the University of Rochester in New York. In 1999, Hendron received a master’s degree in music education and conducting from Case Western Reserve University in Cleveland, Ohio and in 2005 earned a master’s degree in instructional technology from Virginia Tech. He is currently pursuing a doctorate in educational leadership at VCU. “My parents recognized early on that computers were going to play an important part of the future,” Hendron said. “They did well to equip me with computer equipment

throughout my growing up years. When I went to college my passion was music and when I was looking for a job I found this job in Goochland that required some technology skill, which I had and I’ve enjoyed my time here since. Even though I haven’t been doing music I’m still able to have a lot of fun each and every day I’m here.” For Hendron, it’s all about using information technology to help students learn. “Well I really think that I have the opportunity to make a difference in the lives of our students in the types of things we do to educate them and I really enjoy the opportunity to have the leadership,” he said, “and for me it’s very important to stay on the cutting edge of what’s happening, to look for innovative and creative solutions and to make school a more creative environment for kids.”

In hunting, miss the target on first shot and the target has likely ran off. In sporting clays, you pull another clay and continue to shoot. Goochland residents neighboring the Virginia Department of Corrections shooting facility or neighboring the Boy Scouts’ yearly clay shooting fund raiser have given testimony to the noise they experience. Professional sound studies shouldn’t be solely used to determine nuisance to the community. Measuring equipment does not account for the human and environmental variables that could impact a sound study: • direction of shot • elevation of range vs. surrounding topography • leaves on the trees or not • grade of shot used • gun construction • existing ambient noise during time of study due to wind, trains, Route 6 traffic, aircraft, nearby construction and landscaping And people’s varying quality of hearing and sensitivity to high vs.

low sound frequencies, so the study findings are very subjective compared to what people actually hear and consider a nuisance. At the planning commission meeting, Linda Trice presented a compelling map of properties around Orapax, the majority of which signed the petition opposing the shooting range. The Board of Supervisors is voted into office by those households. Approving the Orapax permit is voting against their own constituency. Why would a business go against the community, even divide the community? This is socially irresponsible and bad business practice. Orapax has been responsible up until now, but pursuing this permit after public outcry cast doubt in what Orapax states about number of shooters, level of noise, and lead pollution. This permit benefits Orapax financially, while negatively impacting residents and the county. At the planning commission meeting, Orapax stated that they would not be aggressively advertising the new sporting clay range and that they expected only about 4 parties per week to use the range. In contrast, Orapax said they have an active client list of about 1,400 and their website states they are Virginia’s #1 quail hunting preserve. We are having a hard time believing

that Orapax will not advertise this new capital investment to their client base and advertise via shorting sports and hunting media within Virginia. If this permit is approved, what stops Orapax from applying for a handgun or rifle shooting range permit later? What precedent does this set for other property owners across Goochland County applying for permits? Orapax stated they copied “standard EPA language” into the CUP application, but that is just not good enough. The county should be partnering with the EPA to perform a lead pollution impact study. The range is on a flood plane into the James River, an already polluted river. The Virginia State Park Authority has plans for a state park across the river that includes cabins and water sports. What would municipals and residents down-stream think of the potential environmental impact? I hope the Board sees why approving the Orapax CUP would be the wrong decision. It violates the property rights of residents around Orapax. It’s bad business for Goochland. And it’s a political risk to members of the Goochland Board of Supervisors. Neighborhood donates to Va. Wounded Warriors By Ken Odor jodor@goochlandgazette.com

Residents of The Parke at Manakin Woods have donated $4,565 to the Virginia Wounded Warriors project. Col. Jack W. Hilgers, USMC (Ret), executive director of the foundation, said, “Our organizations commend you for your kindness and thoughtful consideration of our veterans and their families who are in need of primary and behavioral health care, rehabilitative services, and community support. We know that the donations really came from the hearts of all concerned in the great endeavor to which you contributed. “It is through the kindness of our nation’s citizens, organizations, and its veterans that the lives of those

who have sacrificed so much for our freedom, our veterans and their families, are made richer.” Meta Potts said the neighborhod presented the donation to Martha Utley, Regional Director of Virginia Wounded Warriors on Veterans Day. The money was dedicated to a special project, Mission Healthy Families, which put together at family retreat at Westview on the James Nov. 30 - Dec. 2 to help families recover from the effects of traumatic brain injuries and post traumatic stress disorder suffered buy service members. No. 1 Cadets hold off No. 2 Warriors for TDIT title By Charlie Leffler cleffler@goochlandgazette.com

Top ranked Benedictine overcame adversity and a feisty second ranked Henrico squad to claim the Times-Dispatch Invitational Tournament title 66-59 at the Siegel Center on Saturday night. It was the Cadets’ fourth title out of five trips to the championship game since 2003. The game lived up to the billing of a top-two team tugof-war as Benedictine repeatedly opened leads only to see Henrico close the gap. “We showed a level of mental toughness that we’ve been working toward,” said Benedictine first year head coach Robert Churchwell III. “That’s probably what I’m most proud of.” Benedictine ran out to a quick 13-2 lead getting scores from four of its five starters but Henrico showed their tenaciousness by closing the gap to 19-12 by the end of the first period. With four minutes remaining in the half, the Warriors had closed to within five, 30-25. But a vicious in-your-face dunk by Benedictine’s L.G. Gill sparked the Cadets to a 40-30 lead with under a minute to play. Yet, even in the final minute of the second Henrico made a comeback when Stephen Booker drew a foul from Nick Gorski on a made shot. The free throw trimmed Benedictine’s lead to seven heading into the locker room. The Cadets had an opportunity to widen the margin but Gorski was called for charging with 21.5 seconds remaining, signaling a trend for Benedictine throughout the remainder of the game. Henrico came out with intensity to start the second half and showed their passing skills scoring their first five baskets off assists.

More importantly the Warriors’ pesky full court defense prevented baskets and harassed the Cadet ball handlers to create turnovers. “Getting the ball up the floor against their pressure all night long, that pressure wears you down,” Churchwell said. With five minutes remaining in the period, Marvin Smith Jr. connected on two free throws to pull the Warriors within one, 46-45. On Benedictine’s next possession, Kris Lane took a pass from Nick Coppola but Lane was whistled for a charge when he turned to the basket. “That’s real tough being as we get a lot of points in transition, when you have to come and make that decision whether you’re going to pass it or shoot it,” said Cadet junior guard Robert Johnson. “Even when we was passing inside to the big man, jump-stopping then passing, they were still sliding and taking charges on the big man so it was tough.” In all, the Cadets were tagged with five charging calls, four in the second half alone on drives to the basket.

“Calls like that, whether they’re good or bad, can easily take you out of the game,” Churchwell said. “I think it did kind of wear on us a little bit but you’ve got to give Henrico a lot of credit. They put their body in the way and they took the charges and to be able to overcome that, you start to see signs of that mental toughness.” The Cadets displayed their resolve scoring five straight. Gill connected on a plus-one field goal followed by three free throws from Johnson. Still, Henrico refused to go away and a jumper by Timmy Jones pulled the Warriors within two, 56-54 with less than five minutes remaining. The Cadets looked to widen the margin on a breakout, but Raymon Minor was called for his second charge on a pull-up over R.J. Moses. Once again Benedictine showed their resolve. Getting the ball back, Minor drilled a three from the right baseline, Johnson scored on a put-back and Nick Coppola on a plusone field goal to put Benedictine ahead 62-54 with less than two

minutes remaining. Johnson, who scored 11 points and pulled down eight rebounds in the champions was named the tournament MVP. He was joined on the all-tournament team by teammate Khris Lane, Henrico’s Tim Jones, St. Christopher’s Rodney Williams and Cosby’s Troy Caupain. Jordon Talley led Henrico with 15 points. Jones added 13, and Smith had 10 points and 12 rebounds. The Cadets reached the championship by rolling past Manchester 78-33 then pulling out a hard fought 76-52 win over St. Christopher’s. Henrico downed Trinity 71-68 then defeated John Marshall 84-66. The Cadets get little time to enjoy the holidays as they return to action as host of the Benedictine Capital Classic. Benedictine opens against Bishop Walsh in an 8 p.m. contest on Dec. 27. Second round games are on Dec. 28 with the championship on Dec. 29.

GYAA wins Sportsmanship Award

Goochland Youth Athletic Association (GYAA) won the 2012 Metro Youth Football League Sportsmanship Award. The award is offered once per year and requires a team to achieve a perfect score in sportsmanship during the entire eight-week football season. Gordon also liked what he saw from a Bulldog team who displayed a refuse-to-lose attitude. “I’m so proud of them for not giving up when they were down by 12 or 13 points,” he said. “They never gave up and kept fighting.” The coach feels the team has a collective winning attitude that could provide the spark for this year’s campaign. “I’m excited about this team,” he said. “I don’t know if it’s something that carried over from football, but they trust each other and continue to play together as a team.”

In an obvious gesture of holiday good will, Goochland (3-1) hosted Louisa, West Point and Nelson County in the Bulldogs first annual Holiday Tournament last weekend. The initial greeting, however, was less than cordial as the Bulldogs blasted Louisa, Goochland Coach Preston Gordon’s former team with a 78-48 tournament opening win. The victory placed the Bulldogs in the finals against a strong West Point squad who defeated Nelson County on Friday night. Goochland had a much tougher test in the championship but took the tourney title with a 74-67 win over the Pointers. In the championship, West Point came out firing with many of the shots coming from 3-point range. Thanks to a combination of Goochland turnovers and miscues, the Pointers trailed by only two as the first period ended. Pointers guard Gabriel Lee settled that issue with a 3pointer to open the second quarter and Goochland withered under a fast-paced offensive attack. L.A. Allen’s jumper, with less than a minute remaining in the half, gave West Point a commanding 38-27 lead at intermission. Goochland started the second half with two quick steals and two buckets to cut the lead to seven. The rejuvenated Bulldog offense then took control midway through the period and finally retook the lead with two minutes to go in the third. But the Pointers weren’t finished and stormed back to retake a 49-47 lead in to the final period. Five consecutive

steals by Bulldog defenders followed by easy baskets gave Goochland some breathing room as they closed out the contest for the win. “The defense won this one for us,” Gordon said. “I think some of our experience showed up in the second half, and I was proud of the way the guys fought back.” Guard Nathan Mattox did not want to come up short in the school’s first Holiday Classic. “We just didn’t want to lose this tournament since we were hosting it and we took control,” he said. “We just decided to come out and play hard and not give up and come back and that’s what

we did.” Senior forward Nathan Adams came alive in the second half and played a major role in the Bulldogs’ comeback. “We started playing better defense and rebounded better in the fourth quarter. That should give us confidence as we enter district play,” he said. Goochland takes a week off before hitting the road for five of their next seven games. The Bulldogs next play at Central on Jan. 2 and Randolph Henry on Jan. 4. They return home for a two-night stand against Buckingham and Bluestone on Jan. 8-9 then it is back on the road. The U-10 Devil Monkeys from Goochland were triumphant by winning their division of the Mega-Blast Tournament held at Hensley Park in Chesterfield County Nov. 17-18. In the championship, the Devil Monkeys defeated the Kickers Lighting 2-0. Leading up to the championship game, the Devil Monkeys ran into some tough competition from other Kickers teams. A combination of strong defense lead by Amanda Williams, Claire Anderson and Michaela Ellison, goalie play by Bridget Dinora, Anderson and Williams, and midfield play by Becca Holcombe, Raegan Harrahy, Valyn Grebe and Miyah Kellam helped keep the scoring low. On the other side of the field, scores in the

first three games by Harrahy, Holcombe, Grace Juran, Ellison and great assists by Alex Geyer helped the Devil Monkeys reach the championship. In the Championship Game, strong performances in goal by Dinora and two key penalty kick scores, one direct and one indirect, by Harrahy led to the shutout. Coach Holcombe noted that while Dinora was one of our younger players, she played well above her years as goalie. The Devil Monkeys had an outstanding regular season with an undefeated record.
