Supervisors elect 2013 leadership team By Ken Odor jodor@goochlandgazette.com

Ken Peterson and Manuel Alvarez Jr. were elected last week to lead the 2013 edition of the Goochland Board of Supervisors. New Chairman Peterson, (District 5) served as ViceChairman under Ned S. Creasey. He and newly elected Vice- Chairman Alvarez were elected unanimously. No other board members were nominated for either spot. Peterson, emphasizing that he was voicing his own thoughts and not the policy of the board, talked later in the week about his priorities for 2013. “In 2013, I would like to see us build on last year’s success and move the county forward,” said Peterson. “Additional economic growth, to the extent it occurs, would provide the county with resources to continue to enhance public safety, invest in our schools, improve the quality of life and enable Goochland to take care of our own by providing services to those that are in need of special assistance. Finding ways to provide broadband internet access to the entire county is another initiative begun in 2012 that we should continue to pursue. “Economic growth in Goochland needs to be done right. debt, it should be concentrated in targeted growth areas, so we can protect and preserve the county’s rural character; something many see as the county’s greatest asset,” said Peterson. Alvarez struck a similar note in a telephone interview later in the week. “Last year we focused on fixing issues,” he said, referring to the refunding of the Tuckahoe Creek Service District debt. “This year we are focusing on the future.” Alvarez said he would focus on bringing more

broadband capacity to the county.’’ Besides investigating ways to bring more broadband into the county, Alvarez said he would work with the county’s legislators “to identify what regulations may be hindering broadband expansion and work with our legislators to make appropriate changes.” Alvarez said he would also continue as vice chair of the Audit Committee and will continue to represent the county in the Metropolitan Planning Organization (MPO).

They came, they listened, they voted. After holding their organizational meeting in the afternoon of Jan. 2, in which District 5 Supervisor Ken Peterson was elected Chairman and District 2’s Manuel Alvarez Jr., was named Vice-Chairman, Goochland’s Board of Supervisors had to deal with one of the most contentious issues in recent memory, Orapax Shooting Preserve’s application to operate a commercial sporting clay’s shooting range on four acres of their 672 acre site off Route 6 across from Dogtown Road. More than 50 speakers gave their input during the public hearing, which began shortly after

7 p.m. Most opposed the project, but shortly before 2 a.m. the next morning, the supervisors unanimously approved a revised conditional use permit (CUP) for the range. Linda Trice told the supervisors that the negatives outweighed the positives for the county, citing possible adverse physical and emotional consequences for nearby residents as well as lead pollution and negative effects on property values. Acoustical engineer Scott Harvey from Phoenix Noise and Vibration, questioned the validity of the noise test conducted by Backstage. Resolving to get in shape or stay in shape is a New Year’s goal shared by many members of the Goochland Family YMCA. “It is,” 20-year-old Ashleigh Saturday said during a recent interview following her Zumba dance-exercise class. “I’m trying to keep up with it but it’s something new. This is my first time actually.” The hip shaking element of Zumba is what she enjoys most, Saturday said. “Because it’s just fun,” she said. “It gives you a little bit more dancing, loosens you up a little bit.” Saturday said she’s doing Zumba to lose weight and to learn more dance moves. Staying committed to New Year’s resolutions is not easy, she said. “Yeah they’re hard to keep,” she said. “So far, so good. I mean we’ll see how this goes but it was really fun.” What keeps 57-year-old Michelle Lyne of Goochland motivated is “looking in the mirror,” she said. “I’m not looking for miracles, just maintain – stay healthy, eat healthy,” she added. Grace Croonenberghs, 56, said she is resolved to swim more miles this year. A lifelong swimmer, Croonenberghs keeps a record of her mileage. “I swim by the mile and only did 115 last year and I’m disgusted with myself,” she said.

“I’ve been up to 195, 210. I write it down. So this is Jan. 3, put 1 on my checklist. Got 1 down and a lot more to go this year.” It’s time to get serious about swimming, she said. “I decided to enjoy the holidays, eat what I wanted and now I’m back,” Croonenberghs said. “It’s my favorite form of activity. I love gliding through the water. I love the way it feels and the strokes. I love doing the freestyle. That just feels good to me.” Goochland residents James Hauser, 67, and Barbara Sheppard, 76, are workout buddies. Hauser said his goal is to walk on the treadmill for about an hour. Volunteers needed at GFCFS County tax base decline slows The New Year has arrived and if you are like most people you’ve made a few resolutions. Why not start out the New Year by giving back to your local organizations? Often people resolve to give back more to their communities, and keeping that in mind, Goochland Free Clinic and Family Services is always looking for volunteers. We know that individuals’ time is valuable and a major donation for our organization. We would not exist without our volunteers. The Goochland Free Clinic and Family Services is a non profit that provides access to health care and basic human services for Goochland residents.– GFCFS encourages and promotes good and charitable

Goochland’s tax base continued to decline last year but at a rate less than half as the year before, according to a report by Country Assessor Glenn Branham delivered to the Board of Supervisors last week. “It has been another challenging year,� said Branham, who said the tax base declined by 1.5 percent in 2012 compared to a 4 percent decline a year earlier. “So things are getting better,� he told the board.

Assessment notices are due to be mailed January 15, said Branham. While the tax base did shrink, new construction more than doubled, from just under $22 million to $44 million for the 2013 assessment. Branham said Capital One, the new Goodwill store and the HCA West Creek Emergency Center accounted for much of the growth, along with residential development in the eastern part of the county. Many homeowners will see their assessments decline aby about 2 percent, said

Branham, although some will increase by as much as 10 percent. Branham said agricultural and residential land values decreased from 3 to 15 percent, with total land assessments in the county down 15 percent. But assessments for property in land use categories will rise, said Brnaham, due to recommendations from the Department of Taxation. Agricultural land will rise from $280 to $385 per acre and forestry values from $613 to $619 per acre.

Harvey’s firm conducted their own test of the 15 shots fired during the October 25 test by Backstage at the boundary between the Orapax property and that of Jim Gottwald, 1,700 feet from the range site where the shots were fired and reported in a letter to him that the gunshots were 30 dba higher than ambient levels at the Gottwald property line. Planning commissioner Courtney Hyers, speaking as a private citizen, questioned the opposition, citing the four sound studies done and calling the results basically consistent. “What’s most striking to me tonight is that a substantial portion of the speakers have never heard gunfire from this site,” said Hyers. “But many, a substantial portion, are testifying based on what others have told them and hearsay,” said Hyers. District 2 Supervisor Manuel Alvarez Jr., before introducing the motion to approve the modified CUP, said he gathered some sound data on his own. “I did testing from some of the locations where I got complaints,” said Alvarez, reporting that at several locations in Holland Hills he could hear nothing when shots were fired. “But I do believe a lot of people are fearful because they don’t know what is coming,” said Alvarez. Chairman Peterson summarized the Board’s concerns “We’re working on imperfect information,” said Peterson, citing the noise repetition,

lead, property value impact and the precedent nature of a favorable ruling. Alvarez then introduced his lengthy motion with additional limitations on the operation of the range. The modified CUP will allow Orapax to operate the range during the same period as their hunting operation, from September through May and will expire on Jan. 31, 2015. The Dykers had asked for a threeyear CUP. The Board also reduced the days of operation from seven days a week to Wednesdays through Saturdays and the hours from 10 a.m. to 4 p.m. No more than 18 shooters would be allowed per day, down from 24 in the original CUP. The county also added a requirement that Orapax post a “lead removal bond” in

an as yet undetermined amount to protect the county from financial liability for any future lead cleanup. “We are very happy the Board of Supervisors approved our application and are thankful to the many people who gave us their support,” said Tom Dykers, son of applicants Andrew and Nancy Dykers the next day. Trice, one of the leading opponents of the range, was disappointed at the Board’s decision. “I honestly believe that if someone unfamiliar with the case had come to the meeting and listened to everyone, they would have assumed the board would deny the application, but elections have consequences,” said Trice in an emailed comment to the Gazette the next day.

McDonnell proposed bringing Teach for America to the state to help place teachers in hard-to-staff schools, simplifying school performance ratings by giving each school a report card on an A - F grade scale and supporting the Reading is Fundamental Initiative. Trial by fire That’s what the 2013 version of the newly organized Goochland County Board of Supervisors had to deal with last Wednesday evening at a public hearing that new Board of Supervisors Chairman Ken Peterson speculated might have set a record for length, with the vote coming as it did shortly before 2 a.m. Thursday morning. The fire in question was gunfire and the noise expected to be generated by it if the board approved the conditional use permit sought by Orapax Hunting Preserve for a commercial sporting clays range on their property. The public hearing saw more than 50 speakers come forward from the packed meeting room in the county administration building. The majority of the speakers opposed allowing Orapax’s request (see story page 1). And the supervisors seemed almost reluctant to bring the issue to a vote when the time came in the wee hours of the morning. It was an understandable unease, for whatever decision they reached was bound to make many unhappy. On the one hand, granting any sort of permit was guaranteed to incur the wrath of the well-organized opposition to the range. But to deny the application entirely would have been a blow to the free exercise of property rights this board appears to hold as one of its core principles. In the end, newly elected Vice Chairman Manuel Alvarez (District 2), in whose district Orapax lies

along with most of those opposed to the CUP, introduced a motion modifying the Orapax CUP, a motion that significantly reduced the hours of the day, days of the week and months of the year that the range might operate. And limited the duration of the CUP to only two years. His motion passed unanimously. Tom Dykers, speaking on behalf of Orapax, would afterwards only say he was pleased that the supervisors had approved their application, although one must believe that the applicant would have preferred a freer hand in the range operation. And the opposition also must surely have been strongly disappointed, given the hellish picture of unbearable noise that speaker after speaker painted. Neither side seemed willing to compromise, as District 1 Supervisor Susan Lascolette noted in her remarks. So the supervisors did it for them, crafting a “compromise” CUP with a bevy of conditions and such a short time frame that one could almost call it a test period. Sometimes making everyone unhappy with a compromise is the only way to resolve an issue. It would appear the supervisors saw this as one of those situations and imposed one They did the right thing. -Ken Odor

Letters to the Editor Thanks to those who opposed the Orapax sporting clays range We wish to thank the 436 people from all five districts of Goochland who supported our neighborhood in its desperate struggle to keep a commercial shooting range out of the Dogtown neighborhood. We futilely attempted to convince the Board of Supervisors that it was an incompatible conditional use in our neighborhood because of the noise from up to 1,000 shots per day, the threat to wetlands, the danger of lead pollution of our waters and a potential of a lowering of our property values. Although we failed in this phase of our attempt, we do not regret the hours of hard work gathering petitions and facts and presenting them to Supervisors. I am incredibly thankful that I was able to meet and to work with so many wonderful people of Goochland. Approximately 100 people in support of us from all districts attended the meeting and stayed until 2 a.m. beseeching the Board and logically explaining to them the reasons a commercial shooting range does not belong in our neighborhood. It proved to me once again how special the people of Goochland are because of their unselfish concern for each other and because of the way they were willing to inconvenience themselves in order to stand up for what they believe to be right. Bulldogs take and deliver a beating 40-25 After slow start to season, Goochland leads district 5-0 By Charlie Leffler cleffler@goochlandgazette.com

Two beatdowns took place at Goochland on Friday night; the one delivered on the scoreboard by the Lady Bulldogs in their 40-25 win and the other provided by the ultra-physical play of the Randolph-Henry Lady Statesmen. Despite a nearly two and a half week layoff, the Lady Bulldogs (6-4, 5-0 JRD) commanded the basketball action during the James River District matchup. However, the Goochland state championship football team may have been better suited to deal with the physical nature of the game itself. The Statesmen (47, 2-3) held an advantage in size and they did their best to utilize for any advantage they could gain. Though whistled for 16 fouls in the contest, the Randolph-Henry players appeared as if they wanted to get everything they could out of each one. “It was probably the most physical game I’ve seen in seven years of coaching here,” said Goochland head coach Sarah Voyack. “It was definitely a lot more physical than we were expecting. “My girls said the same thing, that they’ve never played in a game so rough before,” she added. “But we’ve got to continue to play our game no matter what happens, what the other team is running, what they’re doing. We need to continue to play our game.” Goochland guard Chakiryn Jackson, who led the Bulldogs with 10 points, nine rebounds, six steals and three assists in the contest, went to the foul line

four times as a result of strong contact. Though surprised by how physical the game was, Jackson compensated. “Just suck it up and play has hard as you can play,” she said. Svelte post player Tammara Taylor, (9 points, 11 rebounds) also went to the free throw line four times after hard fouls, but continually had to position herself against sizable Statesmen Alexis Gee, Colleen Washington and Ally Roberts. “It’s hard because I’m definitely undersized for a post player so I’ve just got to play my game speed-wise to get by them,” Taylor said. The rust showed early for the Bulldogs in the area where a layoff has the most effect– offense. But despite seeing short shots and layups continue to carom of the rim, Goochland controlled the offense. “I thought we might be a little bit rusty,“ Voyack said. “I was hoping we could shake some of the missing wide open layups, that kind of thing off, but that was something that

I was happy with the way we played given that we have had so much time off.” Taylor jokingly had an explanation for the poor offensive showing. “Too much Thanksgiving turkey and Christmas ham I guess, but we pulled it together,” she said. Breaking out of a 4-4 tie with 4:21 left in the first quarter, the Bulldogs went on a 11-0 run over the next five and one half minutes. Roberts provided the only offensive threat by the Statesmen, scoring RandolphHenry’s first eight points of the game. Gee was the only other Randolph-Henry player to score in the first half as Goochland took a 21-10 lead into the locker room. The Bulldogs came out of the locker room on fire to start the second half, dialing up the defensive pressure to force multiple Statesmen turnovers out of the full court press. In the first minute of play Sydney Ezell (8 points) scored

off a dish from Jackson then Asia Keith did the same after Jackson stole the ball. Keith then stole the ball and was fouled and Ezell scored again to push Goochland’s lead to 27-10 a little over a minute and a half into the third period. “Third quarter they really came out and played hard and took it to them,“ Voyack siad. “That was the difference maker in the game.” Jackson said the team learned a lesson from early losses this season. “We are definitely a half time team,“ she said. “We’ll do good in the first half and come out in the second half a lot better because we know we have to keep our lead because it’s happened to us before where we’ll be leading at the half come back and get beat.” A three from the right wing by Randolph-Henry’s Jasmine Brooks momentarily halted the Goochland run but they were the only points scored by the Statesmen between the 4:21 mark of the second quar-

ter and nearly a minute into the fourth. Dana Rodriguiz answered for the Bulldogs with a jumper and pair of free throws then Taylor added four more from the line. Ezell scored on a putback with 19 seconds remaining in the third to cap a Bulldogs’ 18-3 run for a commanding 37-13 lead. The shots once again stopped falling for the Bulldogs in the fourth. Jackson scored on a plus-one field goal with 5:18 remaining in the game and Goochland did not score again. “Fourth quarter, still lapses of playing sloppily,“ Voyack said. “But we got it done in the third quarter which is something we struggled with, so I was happy with that.” With the victory, Goochland remained undefeated atop the district standings, a far cry from the way the season began with high expectations and several losses. “When we started we were not ready at all,“ Jackson said. “We were very rusty. We were

out of shape but now we’re getting back into shape with our running and practicing hard, playing hard.” Taylor agreed. “Now we play together more,“ she said. “We’re more as a group. We’ve come together more then we were at the beginning of the season.” Voyack likes the improvement she’s seen in her team over the last month. “I think we’re building confidence and we’re taking it a game at a time,” she said. “Right now we are sitting at the top of the district and we want to stay there.” RANDOLPH-HENRY (4-7, 2-3 James River) — Nichols 0, Harris 0, Allen 2, Brooks 3, Stith 2, Baker 0, Gee 2, Washington 2, Roberts 14. Goochland swimmers shorten vacation for meet By Dave Lawrence Special Correspondent

They were on vacation, and they had just days to prepare, but most of the Goochland Bulldog swim team made it to Ashland on Saturday for a meet against host Patrick Henry. Outnumbered as they were, it was something of a foregone conclusion that the Bulldogs would finish second to the Patriots; 120-43 in the boys competition and 119-31 in the girls’ meet. But there was plenty of competition in the water – some of it between swimmers, but a lot of it consisting of swimmers against themselves trying to beat their personal best times. Goochland coach Elizabeth Ford was happy with the Bulldogs’ performance, especially given the short notice to prepare and the smaller roster. “We’re still on winter break, and we didn’t have this meet planned to begin with – we picked it up at the last minute. We had about five swimmers who were still out of town and enjoying their break,” Ford said. “We have a way smaller team – we’re single A and they’re triple A, so it makes a big difference. “But our kids always come out and enjoy themselves and they at least worked to get their personal best times. We do have some starters who got first out here. They all do wonderful and that’s all we care about. They’re doing their best, and we do what we can with the number we have.” Mary Wright and Justin Edwards won events for Goochland. Wright won the 200-yard individual medley and 100 breaststroke and Edwards won the 100 breaststroke. “We were happy with all those results. Everyone else got great times,” Ford said. “We’re just working on building those

times up – this is only our second meet of the year. … We’ve got some work to do, but they all know that.” In addition to her two wins, Wright was a member of the second-place 200 medley relay team along with Madalyn Carter, Hannah Lumpkins and Jackie Tremain. Carter, Lumpkins, Tremain and Maddie Baxter were on the third-place 400 freestyle relay team. Carter, Baxter, Sara Hardy, and Kendal Michels combined for third place in the 200 freestyle relay. Tremain had two second place finishes in individual events: the 100 butterfly and 100 backstroke. Lumpkins finished fifth in the 200 freestyle and 50 freestyle, and Carter finished fifth in the 100 backstroke. Baxter and Hardy also had two fourth-place finishes, Baxter in the 200 freestyle and 100 butterfly and Hardin in the 50 freestyle and 100 freestyle. Michaels took a fourth in the 100 breaststroke. Edwards led the Goochland boys’ team with a win in the 100 breaststroke, He came in second in the 200 individual medley, and was member of the third-place 200 med-

ley relay and second-place 200 freestyle relay teams with Robert Brown, Chase Lewis and Sean McCauley. Brown also finished third in the 100 freestyle and fourth in the 100 backstroke, while McCauley finished third in the 100 backstroke and fourth in the 200 freestyle. Lewis had fifth-place finishes in the 200 freestyle and 100 breaststroke. Paone Davis also scored in multiple events, finishing fourth in the 50 freestyle and fifth in the 100 freestyle. As for the opponents, Patrick Henry swimming coach Bob Flanagan said it was difficult to single out a Patriot swimmer. “There were such great group efforts,” Flanagan said. “We definitely had some swimmers out there getting best times. We did have a swimmer who qualified for states this evening – which is an extreme challenge. His name is Ted Schubert, and he was able to qualify in the 100 backstroke this evening, which is always a feat. Those times are difficult to come by.” Like Ford, Flanagan was pleased with the results. “The swimmers did very well. We had quite a few …

Saturday, Jan. 12 On Saturday, January 12, the Shady Grove Coffeehouse continues its twelfth season with a concert Virginia-based roots duet The Honey Dewdrops. With a blend of new Americana and traditional folk music, Laura Wortman and Kagey Parrish create songs that are rooted in the experience and lives of people. They write all their own songs and yet are not just another singer-songwriter couple, as they embed a sparse Appalachian clarity in every song. Their songs feature a handful of acoustic instruments and tightly layered

harmonies. Several of the tunes on their debut album, If the Sun Will Shine, won awards, and they won first place in A Prairie Home Companion’s “People in their Twenties Talent Show” in 2008. Since then, the Honey Dewdrops have released their second CD These Old Roots, and a third CD Silver Lining. The concert starts at 8 p.m.; doors open at 7:30 p.m. Tickets are $12 in advance; $15 at the door. Children 12 and under are admitted free of charge; teens 13-18 are admitted at half price. The Goochland County Public Utilities Department is accepting applications for a Utility Inspector/ Pump Station Operator to inspect and oversee the maintenance and construction of the County’s water and sewer systems. Primary duties include Construction Inspections, monitoring gauges, reading meters and control panels, observing variations in operating conditions to determine processing requirements, operating valves and gates, performing maintenance on pump stations, applying knowledge of water treatment to solve problems, collecting samples and mixing chemicals for processing, installing water meters, managing the repair of broken water lines, and arranging delivery of materials and equipment.

College training in Engineering preferred. A minimum of a State Class IV Waterworks license is required.
