Sundstrom and friends Bill, James and Will McLemore were the only ones sledding Friday at Hidden Rock as the snow melted away.
While putting together a fiscal budget can be an arduous task, Goochland County Public Schools officials are making an effort to inform staff members and the public on how the process works. The School Board held a budget workshop on Jan. 16, at Goochland High School, which featured five breakout sessions led by Board members in the categories of elementary education; secondary education; technology, transportation and maintenance; division-wide, administration and textbooks; and school nutrition and federal programs. A second budget workshop and public hearing was scheduled for Tuesday at 6:30 p.m. at the county administration building and another workshop is slated for Tuesday, Jan. 29, at 6:30 p.m. at the county administration building. The final budget workshop is scheduled for 6:30 p.m. on Tuesday, Feb. 5, at Goochland High School, with the School Board slated to adopt a budget that will be presented to the Board of Supervisors. Superintendent Dr. James F. Lane’s proposed budget of $26,243,506 for FY 2014 is slightly higher than the FY 2013 see Budget > page 8

The Goochland Education Foundation is raising its fundraising sights, with hopes of generating more funds to help the county school system.
“We’re hoping for more corporate involvement,” said fund raising chairman Timm Bechter in an interview last week. He’s been contacting local corporations in advance of this year’s GEF fund raising gala, set for March 23 at the Richmond Country Club. “I’ve been sending out emails to some of the local larger companies hoping to get larger donations, as much as even $10,000, said Bechter. Casino Royale will be the theme
for this year’s event and sponsorship is available from the Freshman level starting at $500, which includes two seats at the Gala and a logo in the program all the way up to the Graduate Level Sponsor of $10,000 plus, which creates a one-time scholarship in the sponsor’s name, includes16 seats at the Gala and the back cover on the Gala program, along with other benefits. see Gala> page 3

On Sunday, January 13, Cyndi and Dean Young, Emily Walls Ray, English teacher at Goochland Middle, and Renae Townsend, ESOL teacher at Goochland Elementary, Middle and High distributed holiday cards to veterans at McGuire VA Medical Center. Along with the cards they delivered a holiday CD of community artists, musicians, and students entitled “Got Talent” holiday CD. Nicole Shuman, the hospital’s recreational therapist, distributed
the remaining cards/CD’s to various departments in the hospital for soldiers and veterans. Cyndi Young started the holiday card drive by contacting community members, teachers and Terry Hazelton, owner of White Hawk Music Cafe’. Hazelton provided a central drop box in his cafe’ for the community card drive. Five hundred of the cards were donated to Goochland citizens by Sue Corral, the creative director and founder of Page Stationary in Richmond.
Goochland county students also made numerous cards with pictures and poems. Gisselle Gomez, a ninth-grader at Goochland High School, wrote the soldiers a sincere and heartfelt letter in her card. Many of the cards had equally sincere and endearing messages to our brave men and women of the military, some of which were read out loud to veterans during the visit. From the beginning of the school year to now, I have already seen vast improvements in our students’ public speaking skills and ability to make informed decisions,� said Burch. Nelson-Lyda said GEF would like to expand its scholarship program. “We envision 10 percent of Goochland High School graduates getting a scholarship from us,� she said last week. Bechter echoed that sentiment, saying scholarships could be either for college or vocational school. He said he is looking into creating a scholarship endowment fund.

Gala continued from >1 page GEF President Elizabeth Nelson-Lyda said last year’s GEF Gala netted $5,000 after expenses. This year’s goal is to raise $15,000 after expenses, which she said will be considerably higher than last year’s event.
Founded in 2008, GEF funds scholarships for graduating seniors and Teacher of the Year awards at the school and county level. The foundation was also instrumental in creating the Critical Thinking Fund and the debate program at Goochland High School. New superintendent James Lane is an enthusiastic GEF
supporter. “The Goochland Education Foundation is an invaluable partner in helping the school system build and enhance quality programs in our schools and improve opportunities for our students,� said Lane. “Their status as an approved 501(c)3 Education Foundation gives

The Goochland Family YMCA is looking for enthusiastic, positive, role model volunteer coaches for its youth sports programs. Volunteer coaches are needed for t-ball, soccer and lacrosse 2- 3 hours a week for a total of 7 weeks from mid-March to mid-May. The Y is looking for an experienced player or coach to lead its first ever lacrosse
team. This is an excellent opportunity for an individual to help grow and develop the sport of lacrosse in Goochland. The Y is looking for volunteer coaches with an ability to work well with kids and teach not only the game of lacrosse, but promote sportsmanship, respect toward others and teamwork. It snowed for the first time last week in Goochland and if Ben McCray has anything to do with it, sometime in the future weather watchers will be able to see the snow falling live from Byrd Elementary

An aspiring weather forecaster, McCray, 8, a third-grader at BES, finds the weather fascinating and he wants to start a WeatherBug station at his school. “It’s a weather station that tells the weather here because the news always tells the weather in Richmond,” explained McCray last week at his school. “But the weather never knows what it’s like here,” he said. But if McCray’s project bears fruit, a video camera at Byrd E.S. would transmit live pictures of the weather to the WeatherBug web site, one of the most popular internet weather information sites. McCray said he’s been interested in weather for the last three years. “What Ben’s interested in is the WeatherBug station that would be here to tell him and people in the Hadensville-Fife area what the weather is in this particular area,”explained Bruce Watson, Director of Career and Technical Education, who is encouraging McCray with his project.

McCray said he started working on his idea last fall as part of his Gifted Research Based Interest Project (GRIP). “Mrs. Hawk got me interested in WeatherBug in October,” he said. Hawk is Byrd E.S. enrichment teacher. Now the aspiring young
weatherman is reaching out to the community to raise the money to make a WeatherBug station a reality at Byrd E.S. He needs to raise about $10,000 to make it happen he said. Watson said there is a possibility of finding some grant money but McCray is going directly to the community. He’s written a fund raising letter to solicit money from

Vet cards continued from > page 2 card drive, Hazelton initiated the “Got Talent” CD contest in which individuals from the community submitted songs and poems for compilation by Lee Bobbio, recording artist of the new White Hawk recording studio. Hazelton volunteered his time and resources to propel this effort and fronted the entire costs for the CDs. The “Got Talent” CD starts off with an amazing rendition of “The Star Spangled Banner” sung by McKenzie Lyda and is followed by “The Pledge of Allegiance,” “The Price of Freedom” by Ben Burkhart feat, Scout Troop 710 and “Come Thou Fount” original acoustic rendition by Pete Gretz, Ed.D. It also has several different holiday songs from members of the community. There is an excerpt “Holiday, Holiday” from the 2012 Christmas Play by Goochland Elementary students, composed and directed by Kim Watts along with a “Winter Medley” by the Goochland High School Women’s choir, directed by Susan Duty. The end of the CD boasts of creative poems by Emily Walls Ray’s Creative Writing students and multicultural poems written

The selected winning cover picture on the CD was drawn by one of Emily Walls Ray’s 6th grade English students, Midori Mendez, a former ESL student. The visit was a success as many of the veterans were happy to receive the holiday cards and CD in early January after the holiday cheer had already blown over. Every card was received with a big smile of gratitude and sincerity. Our gratitude goes out to everyone who participated in the “Got Talent” CD contest and holiday card drive. Currently the “Got Talent” CD is for sale in White Hawk Music Cafe’. They are taking orders if anyone were to be interested in purchasing a copy. Proceeds will be given to the McGuire VA Medical Center. Hazelton was the sponsor of the Marathon Jam Benefit held at the Glen Allen Cultural Arts Center that raised $14,000 for McGuire VA Medical Center in 2012 This year’s benefit is set for Feb. 23, with the goal to raise $20,000 for the veterans and soldiers of McGuire VA Medical Center.

Act locally on school safety So there was “Fightin’ ” Joe Morrisey, D-74 (Henrico), last week on the floor of the House of Delegates, hoisting a borrowed AK47 look-alike rifle into the air for dramatic affect in support of the gun control bill he had introduced. (He reportedly got clearance from the Capitol Police in advance.) Morrisey, as some will remember, has had a, shall we say, colorful career that involved fist fights with opposing legal counsel and losing his license to practice law some years back (since restored). That’s all irrelevant to his stunt last week, which really only served to point out the triumph of theatrics and emotion over substance in the debate over possible new gun control legislation in Congress and statehouses across the land. But it would seem that lawmakers who want to restrict firearms possession might at the very least learn how to safely handle the “props” they are going to use in their presentations. Rule number one on any list of gun handling safety rules is: Make sure the weapon is unloaded. The delegate violated that one by not removing the magazine. He assured the lawmakers that the rifle was unloaded but anyone familiar with how that rifle works must have felt a bit uneasy, since to the observer there was no way to tell if it was indeed unloaded or rather fully stoked with a round in the chamber ready to fire.

The point of all this observation? That the gun control debate has been undertaken by representatives in Congress and the states by folks, many of whom have literally no knowledge of how firearms work or what the consequences of their proposed new laws might be. Will new restrictions prevent future tragedies like Newtown? Likely not. What might? Putting security in every school might, as would examining ways to prevent those with serious mental problems, in a way that would not violate doctor patient privacy, from accessing weapons. So why talk about a national debate in a local weekly? Because here in Goochland County, couldn’t the Board of Supervisors choose to act to increase security in the schools without waiting for the feds or the state? Couldn’t they consider the option of putting deputies in the elementary schools in addition to the resource officer now assigned to the high school/middle school complex? Couldn’t they figure out the cost and examine how to raise the money as part of the current budget process? At least then they would have the option of acting at the local level to make Goochland schools more safe. -Ken Odor

Letters to the Editor Former supervisor praises current BOS decision on Orapax range I wish to congratulate the Board of Supervisors for the diligent way in which they examined and ultimately decided this request for a conditional use permit for Orapax. While a recent writer to your paper thanked the 436 people who supported their position, it should be noted that Goochland County has about 22,000 residents and therefore some 21,564 citizens either supported the Orapax petition or did not oppose it. The Board of Supervisors hears from many citizens privately and this case was given an exhaustive review and received a fair ruling. Kudos to the Board of Supervisors. James W. Well, follow this logic: the applicant’s son is treasurer of the Goochland Republican Party, all five BOS members are beholden to the party for their nominations and election and all five voted for the Orapax shooting clays CUP approval. If that weren’t bad enough, Supervisor Alvarez, whose district contains the most vociferous opponents, actually made the

Instead of dealing with the noise issue with a simple two day test as described above, this Board’s decision will now subject us to two years of wait and see. Wait and see if the noise is really that bad, wait and see if the property values really go down, and wait and see if the applicant is serious about the environment. This board seems to have no problem putting many of our citizens in a wait and see position on these very important issues in order to protect the ‘rights’ of one applicant/ landowner who clearly has no regard for the opinions of many of his neighbors and many in the surrounding community. It’s called the superintendent’s proposed budget and then once adopted it’s the board’s adopted budget.” There’s a reason that the lineby-line budget is lengthy, according to Debbie White, director of finance for GCPS. “I have found in the short time that I’ve worked with school budgets that there are so many reporting requirements that we have to identify whether an expense is secondary or elementary, for example,” she said. “We have to identify for federal programs specific federal program expenses. a resource as the budget process moves forward, Wright said. “Much of what we end up presenting is really sort of aggregated information,” Wright added. “In other words, we’ve rolled the numbers up into larger ones and then when there’s questions we can then refer back to some of the underlying data to get to that….” The FY 14 budget includes about 700 line items, Lane said, with 82 percent of the budget designated for salaries and benefits. Budget workshops like the one held Jan. 16, are helpful, Lane said. “I really like it because it really is the one time every year where we can guarantee to the community that our board and our staff has gone line by line to analyze and make sure that our expenditures are where they should be,” he said. So pretty much our chart accounts and how we have to charge our expenses are defined by the Department of Education. They actually set our chart of accounts.” Mike Newman, principal of Goochland High School, attended the secondary education breakout session on Jan. 16, and said that the session and the budget process has been beneficial. “I think that it’s been extremely beneficial because principals at the schools and the faculties have all had a part in developing the budget, had some input into the budget, and are learning what the operational budget will be earlier than they ever have,” he said. Cynthia Stansberry, who has children in the 6th and 8th grade at GCPS, also attended the secondary education breakout session and spoke highly of the exercise as well. “It’s been very beneficial and really increases my confidence in the work that they’ve done,” she said. “They’ve worked very, very hard. There’s a tremendous amount of collaboration and that’s very, very gratifying to see.”

Cadets sweep Commonwealth Catholic Classic

With nine schools represented at the 2013 Commonwealth Catholic Classic, host Benedictine had their work cut out for themselves; especially seeing as they were shy in two weight classes (112 and 220) due to sickness. Even so, all but one on their active roster placed in the day’s matches. Perhaps not surprisingly, eight of them made it to the championship round, and of those, five won, helping the Cadets edge out Pope John Paul VI, 226 to 206.5. Coming into the event Cadets head coach Ryan Hall felt the outcome would be close. “We knew it was gonna be a barnburner with Pope John Paul VI, and it was,” he said. “They are a well coached team; always on the top private school teams in the state; and we had a real close dual with them last week, so we knew it would come down to the final round.” At the end of the day, Benedictine’s Zach Walker, Braxton Walker, Shane Corbin, Cabel Thoma and Ralph Tomey each claimed titles. “These final five guys are the ones that carried us home,” Hall said. “I’m real proud of them… Hats off to all the other teams who had some real solid kids [wrestle] as well.” Most of the five Benedictine champions made short work
when it came to winning their matches. At 120, sophomore Zach Walker pinned Bishop Ireton’s Andrew Grabowski in 1:08. “It felt really good,” Walker said. “I worked really hard to get to this point and I’m pretty happy with my success so far. I’m really looking forward to [states]. I have a couple of tough matches though; so, I’ve got to keep working hard in the room and get my mind straight for those matches.” In the 126 class, Zach’s brother, Braxton pinned Brian Salakas of Roanoke Catholic in 1:42 and received one of the three Outstanding Wrestler Awards of the Invitational. “It felt great,” Braxton said. “I came in knowing what I had to do to support our team. (I know we were missing a few kids). So, we needed some kids to step up on the team; and I did what I had to do. I just happened to wrestle really well, and it felt great to get that Outstanding Wrestler Award.” Shane Corbin, at 132, took a little longer to pin Pope John Paul The Great’s Christian Willoughby (3:20). “It was a good match,” Corbin said. “He did a really good job of not letting me set up my shots. It was only 2-0 in the second period. But, like our coaches tell us, ‘You gotta wear out the kids, and try to dominate the whole time.” Senior Ralph Toomey also won by pin, taking down Bishop

O’Connell’s Michael Curtain in the closing moments of the second period at 3:57. “It felt good,” Toomey said. “I was just really happy.” At 170, Cabell Thoma was the only one of the five who did not pin his opponent; Paul IV’s Daniel Carlton; his nemesis from the year before, who had beat him in the same venue. It was a very tightly contested match in which the outcome was only determined in the final seconds. Thoma got a last second takedown to come away with a 3-1 victory. The slightly battered and weary warrior came into the match on a mission. “My thoughts were… it was kind of personal; ‘cause last year he beat me, 2-0, what have you,” Thoma said. “I just wanted it more than him. I wanted to win. I wanted our team to win; and that’s what we needed.” For Thoma, getting the vic-
tory in the final moment made it all the better. “It felt really good,” he said. “It felt like the hard work has paid off; but we still need to keep working hard.” Three Cadets claimed second place finishes, Sam Tomey at 152, Ulysses Avergos at 150 and Austin Hague at 285. Though the Cadets have reached some of their goals for the season, there are still more to be obtained. “We’ve had some small goals [reached],” Hall said. “This is the first Commonwealth Catholic Classic that we’ve won in my first four years here. That was one of them; but our main goal we have not yet reached. “It’s a team aspect; and the entire team’s goal is to get better everyday and to compete; to compete hard,” Hall added. “Don’t get me wrong. A lot of these guys have had some individual goals that they’ve
been working hard and they’re reaching; whether it’s one of these guys or anybody else on the team. But, again, our team goals and individual goals kind of go hand-in-hand because these guys put the team before they put themselves.” The Cadets, who came into the week ranked No. 6 in the Central Region Power rankings still have a tough road ahead. Next stop for Benedictine is a trip to 11-time defending VIS champion St. Christopher’s on Tuesday. “John Gordon is a phenomenal coach, phenomenal program” Hall said. “We want to go in there and compete hard and see what happens. Shake things up a little bit. We’re excited and believing in our team and what we’re capable of. So, we’re going to get good practice in on Monday and then focus on them and Collegiate on Tuesday.”

Goochland County to Test New Emergency Notification System Be Notified in an Emergency-Please Sign Up! Goochland County wants to be able to notify you in the event of an emergency! To this end, the County has recently made some enhancements in how we can do this. Modern lifestyles and advances in technology have resulted in the older, traditional notification systems, which only call land based phones, obsolete. Estimates are that about 20% of Goochland homes do not have a land-based telephone anymore. The use of cell-phones and internet based phone systems has prompted the county to explore new notification technologies so that we can serve you better and keep you informed. The County’s new emergency notification system is called Code RED. It is a web-based mass emergency notification system that will dramatically improve both the speed and ways in which residents are notified. Code RED will notify residents on their land-lines (if you have one), but it will also notify residents on other devices of your choosing, if you register. You can register to be notified by e-mail and text to your own personal communications devices such as cellphones and other telecommunications devices. On January 31, 2013, 3:00 p.m., Goochland County will conduct a test of the Code RED Emergency Notification system. The test will be conducted in the afternoon. You will be informed that this is a “test” call. Now would be a great time to sign up for this service-prior to the “test”. This way, you will know if the notification system is working as you desire. In order to be notified via cellphone or other device, residents must register those devices. This is a simple self-registration process that can be done by logging onto the Goochland County website at www.co.goochland.va.us and clicking the CodeRED link. Those without Internet access may call 804-5565304 Monday through Friday from 9am to 4pm and we will help to get you registered. The information required for registration is street address (physical address, no P.O. boxes), primary phone number and cell service provider. PUBLIC HEARING NOTICE The Goochland County Board of Supervisors will hold public hearings on Tuesday, February 5th, 2013 at 7:00 p.m. in the Goochland County Administration Building, Board Meeting Room Suite 250, 1800 Sandy Hook Rd., Goochland, VA on the following: 1. District 5 RZ-2012-00004 Application filed by Manakin Village (Austin Brockenbrough, III) requesting to rezone (down zone) 186 acres from R-1 District (Residential, Limited) to A-2 District (Agricultural, Limited) a portion of Assessor’s Parcel 63-35-0-1-0 (GPIN 7714-26-7592) located along Manakin Road approximately ¼ mile north of River Road West. The property was rezoned April 3, 2007 to create an 84 lot single-family subdivision. The property is planned to remain open space and to be used for timber production. The site is in Manakin Village and is designated Residential Minimum One Acre Lots in the Comprehensive Plan. 2. District 5 CU-1999-00014 Application filed by MGGK, Goochland-River, LLC (dba Portico Restaurant) requesting a Conditional Use Permit for a restaurant that was previously granted such a permit in 1999 and in 2008 for Assessor’s Parcel No. 64-2-0-5-0 (GPIN 7733-07-0662) located at 12506 River Road in the Dover Magisterial District. The property is zoned A-2 and the Conditional Use Permit is required by Article 3, Section 3.24 of the Goochland County Zoning Ordinance. The site is designated Residential Minimum One Acre Lots in the Comprehensive Plan.
