Three River Road residents yesterday asked the Goochland Board of Supervisors to reverse the county’s decision to approve the Benedictine Society of Virginia’s most recent plan of development. In hand delivered letter to Goochland County Administrator Rebecca Dickson, Andrew Thexton, James E. Harris, Jr. and Delano and Berlene Richardson, whose properties are adjacent to the proposed Abbey site, claimed the plan, approved by the county Jan. 29, violates county ordinances that require the county Planning Commission to approve any road widening plan and determine that it complies with the county’s comprehensive plan. “Approval of the Plan of Development constitutes authorization of road widening of River Road that was in violation of Va. Code § 15.2-2232, which prohibits the authorization of any road widening unless and until the County Planning Commission makes a determination that the pro-

posed road widening is substantially in accord with the County Comprehensive Plan,” wrote attorney Patrick M. McSweeney, on behalf of the complainants. The letter also claims “... that properties and waterways downstream from the property that is the subject of the Plan of Development will not be protected from damage due to increased volumes, velocity and peak flow rates of stormwater, particularly property located at the northern discharge point of the existing 18-inch pipe carrying stormwater runoff from Benedictine development and associated road and drainage improvements under River Road from the drainage ditch on the south side of River Road immediately west of the entrance to the Pembroke subdivision.” The letter also claims the approved plan would d cause traffic backups on River Road at the proposed entrance to the school. Dickson had no comment Monday evening in response to the letter. “I just received the letter this afternoon and have not had time to read it,” she said when asked for comment during a break in a Board of Supervisors budget workshop meeting. The letter asks the Board of Supervisors to reverse the plan “and refer any Plan of Development involving a road widening to the County Planning Commission for a determination...”

Goochland resident Bryan M. Rhode is enjoying his new role as Deputy Secretary of Public Safety for Virginia. “I am very much enjoying the challenge,” he said of his recent appointment by Gov. Robert F. McDonnell. “With the legislature in session, there is never a dull moment. My primary goal over the next year to is serve the Commonwealth well by working to see Gov. McDonnell’s and Secretary [Marla] Decker’s agenda to completion. They are both tremendous leaders and I feel honored to be on their team.” The 38-year-old Rhode is a native of Portsmouth, but grew up in Springfield. He earned an undergraduate degree in International Studies from Penn State in 1997 and a law degree from the University of Virginia in 2004. In 2005, he received an MSc degree in Public Policy from the London School of Economics. Rhode also has a diversified resume that includes overseas deployment as a captain in the U.S. Marine Corps; a stint as a corporate attorney for the law firm of Hunton & Williams; assistant prosecutor in the Richmond Commonwealth’s Attorney’s Office from 2006 to 2012; and up until his recent appointment by McDonnell, commissioner of the Virginia Department of Alcoholic Beverage Control. His first day as deputy secretary was Jan. 14, and his education and professional experience should hold him in good stead, Rhode said, adding that his annual salary is $120,000. “The Office is a wide-ranging department with the most important of all government functions – public safety,” Rhode said. “Our area of responsibility touches issues related to the military, law and law enforcement. As a result, I think my experiences as a Marine, lawyer and prosecutor have prepared me for the challenge of helping the Governor and Secretary ensure the safety and security of Virginians.” Recent events like the elementary school massacre in Newtown, Conn. have placed public school safety as one of the top priorities for his department, Rhode said. “After Newtown, one of our current and very important tasks is to complete the Governor’s School Safety Task Force and improve the protection of our schools and children,” he said. “We are also focused on some of the Governor’s priorities like prisoner re-entry, human traffick-

ing and gang reduction.” One of his primary responsibilities, Rhode said, will be to help Secretary Decker make the Department of Public Safety an effective branch of state government. “We have 11 different agencies we oversee,” Rhode said. “ABC, Department of Corrections, Department of Military Affairs (National Guard), State Police, Commonwealth Attorney’s Services Council, Department of Criminal Justice Services, Department of Emergency Management (the State’s FEMA), Department of Forensic Science, Department of Juvenile Justice, and the Parole Board.” Rhode, who made an unsuccessful bid in 2011 to win the Republican nomination to run for the 22nd District seat in the Virginia Senate, said that he’s not looking beyond this year when a new governor takes office in 2014. “I really haven’t thought that far ahead,” he said. “Right now, my focus is serving the Governor and citizens of the Commonwealth well. Once the administration ends, I’ll need to look for a new challenge. I’m just not sure what that will be yet.” He and wife Lynne moved to Goochland in 2008 and live in Crozier, Rhode said. They have two sons – 4-year-old Andrew and 2-year-old Bryan Jr. “The thing we have enjoyed most about Goochland is the people,” Rhode said. “They have been tremendously welcoming and gracious. We also have come to love the rural lifestyle and natural beauty of the area.”

Tucker Park at Maidens gets grant from CarMax By Ben Orcutt Special Correspondent

Tucker Park at Maidens Crossing is progressing nicely thanks to a grant from the CarMax Foundation and the support of the Friends of Goochland Parks and the county. During last week’s afternoon session, the Goochland County Board of Supervisors voted unanimously to authorize County Administrator Rebecca T. Dickson to execute a Memorandum of Understanding for the Friends of Goochland Parks to receive a $30,000 grant from the CarMax Foundation that will be used mostly for the construction of a performance area at Tucker Park. In separate action, the supervisors also voted unanimously to authorize the execution of a Memorandum of Understanding formally acknowledging a partnership between the county and the Friends of Goochland Parks. During last week’s meeting, Friends of Goochland Parks president Beth C. Moore updated the Supervisors on the organization she represents and the progress at Tucker Park. According to a recent press release issued by Moore, the mission of the Friends of Goochland Parks – a nonprofit, volunteer group – is to help enhance recreational opportunities through the county’s park system. Through its collaboration with the county, area businesses and donors over the past several years, her group has been able preserve Tucker Park’s James River site and establish a 1-mile walking trail and a handicapped-accessible 35space parking lot, Moore added. “In establishing a separate 501(c)3 organization, we will now be able to raise and receive donations for Tucker Park and create a vehicle that can provide a broader range of support for all of the parks in Goochland,” Moore said in the press release. District 3 supervisor Ned S. Creasey, where Tucker Park is located, said the park will be a valuable asset. “It’s going to be great for the county,” Creasey said. “You got the fishing, the ball fields, from what I understand a skateboard park, archery place, canoe launch and a picnic area and the amphitheater-type area where they’re going to have bluegrass music and stuff like that. So it’s going to be a great plus for the county.” During an update on the county’s legislative agenda for the current session of the Virginia General Assembly, County Attorney Norman B. Sales told Board members that bills pertaining to the reimbursement of costs associated with elec-

tions are not faring well since they involve spending money on a statewide basis. “They just don’t affect Goochland County,” Sales said. In other Feb. 5, business, the Board also voted unanimously to amend the county’s FY 2013 general fund budget by appropriating $166,000 in reserve funding to the Information Systems budget to meet technology needs. Also by unanimous vote, the Board agreed to amend the FY 2013 general fund budget to appropriate $150,000 in reserve funding for mandated Comprehensive Services Act expenses for at-risk youth. In other action, the consensus of the Board was to authorize advertisement for a public hearing on March 5, on an ordinance amendment that would decrease the number of members on the Planning Commission from seven to five to represent the number of magisterial districts. The Goochland County School Board has adopted a proposed FY 2014 budget half a million dollars less than the current fiscal year budget. Superintendent Dr. James F. Lane said the proposed FY 2014 budget that the School Board adopted unanimously on Feb. 5, and that was presented to the Board of Supervisors on Monday totals $26,185,081, compared to the FY 2013 revised budget of $26,684,710. School Board Chairman John D. Wright explained why the current budget is smaller. “Last year after approving our budget in April, we received some one-time funding from the Board of Supervisors to address nonrecurring expenditures,” Wright said following last week’s School Board meeting. “Actually, we have a budget that reflects roughly the same amount of funding as what was approved in last year’s original budget.” The proposed FY 2014 budget includes a level funding request from the county of $17,796,626, which is what the county originally approved for FY 2013, Lane added.

The proposed budget is based on an average daily enrollment of 2,311 students and a total of 415 employees, Lane said. The proposed budget also includes maintaining a benefits package for part-time employees, who work less than 30 hours per week. This year’s budget process appeared to be smoother and less contentious than previous years. “We have worked really hard to get a lot of input into our budget process before we put it forward,” he said. “I had meetings in all five schools. We held listening and engagement sessions in the community and additionally we held that workshop where we really invited people to the table to analyze our budget. ” Lane said Goochland is less dependent on state and federal funding than some other local school systems. “Well, one of the downsides of having a high composite index is that you have to fund so much from the locality,” he said. “But one of the upsides of that is that when you have difficult times at the state and federal level, it impacts us less than it impacts other localities.” Parents who attended the School Board’s Feb. 5 meeting agreed that this year’s budget pro-

cess was smoother than in years past. “I went to a PTA meeting and the superintendent came and discussed a lot of kind of the high level details of the budget,” said Marc Maier, who has two children at Goochland Elementary School. “I was very impressed with it,” Maier added. “They seem to have a smooth process down and it’s a definite improvement in communication and the documentation over the previous years.” Cynthia Cox, who has one child who attends GCPS, spoke in a similar vein of this year’s budget process. “It went very well,” she said. “I look forward to reading it online, every bit of it. I haven’t had a chance to look at all of it but I like what I heard tonight.” Wright said he and his four colleagues are in their second year on the Board and they have a better understanding of how the budget process works. “We actually are able to do more with the same, which always makes people happy.” It also helps to have “a really good finance director, a really good superintendent and some good software,” Wright added. The process also is transpar-

ent, Wright said. “You know what’s going on because we’re discussing it and so people know that we’re thinking about it and it’s not a back room deal,” he said. In other news, GCPS had its first lock down drill on Feb. 5, and the exercise went well, Lane said. “We are moving towards having monthly lock down drills in all of our schools to practice for intruder situations just like we would practice for fire drills,” he said. “It went very well [Feb. 5]. I toured Goochland Elementary School myself. The faculty was amazing. The students were perfect in their response to the situation and we hope that by practicing this more often we’ll be able to more quickly respond if there’s ever an issue. “We’re going to do whatever it takes to make our schools safer. We’ve started our school safety task force. Dr. [Peter M.] Gretz [assistant superintendent of operations] is going to bring a report to the Board in less than a month and we hope that that task force along with our extra practice will put us in a position that if something terrible were to happen in our schools we would be prepared.”

Schools in the news Just when it appeared that the way was finally clear for Benedictine College Preparatory School’s move to the campus on River Road West, property owners adjacent to the location have appealed to the Goochland Board of Supervisors to reverse the Jan. 29, 2013, approval by county staff of the Plan of Development submitted on behalf of the Benedictine Society of Virginia and deny the Plan of Development or else refer the plan to the Planning Commission (see the story on page 1). The property owners’ appeal was only delivered to the county on Monday and it remains to be seen what effect it will have on the school’s plans to open its academic campus at the Abbey site this fall. As far as Goochland County Public Schools go, the remarkable thing this year seems to be the almost complete lack of controversy over the proposed schools budget, which was approved by the School Board last week and submitted to the Board of Supervisors Monday night. It seems like only yesterday when each meeting of the School Board was an occasion for a parade of speakers to arise during the public comment period to air their concerns about how School Board members were spending their money and to bewail cutbacks in this or that area. Last year the new School Board pondered cuts in a number of areas, even considering reducing the number of days of instruction in order to make ends meet, as well as some other

controversial options that aroused opposition, such as outsourcing custodial services, an option that was eventually dropped. In 2011, before the election of the current School Board and under former superintendent Linda Underwood, a similar presentation of a school budget to the supervisors was a shocker, coming in at more than a million dollars in excess of what the county had indicated it was willing to give to the system, sparking controversy and a long process to bring the two boards together on a budget figure for the school system. As noted previously in this space, the ensuing election in the fall of 2011 seems to have made the difference, with the supervisors and School Board members now operating in a more cooperative rather than adversarial mode. It makes for a much smoother process, even if it generates fewer headlines.

Letters to the Editor Glad supervisors support landowner rights I would like to thank the Board of Supervisors for their decision to grant a permit to Orapax to operate a sporting clays course on their property. I’m glad our board recognizes landowner rights. Many of the people who have opposed the application seem to feel they should be able to dictate what others do with the land they own and pay taxes on. To the ones that say they’re farmers – how would you like it if you had to ask permission to operate a tractor, combine or other equipment during hours your neighbors (many of them living miles away) may not like, maybe before 9 a.m. or after 7 p.m. or if you had to ask them for their permission before you spread manure or chemicals on your fields. To the ones that say they moved to the country for the “peace and quiet,” I’m sorry you’re disappointed, the country isn’t peaceful or quiet. For 40 years I’ve suggested to anyone that has thought about moving from the city or suburbs to the

country to go somewhere and try it first, I would suggest planting season, harvest season and hunting season (which here in Virginia is almost year round). You may not like what you see, hear or smell. I have lived here in Goochland for 12 years and during that time I’ve read letters almost on a weekly basis in the Gazette from people that complain about the slow-moving farm equipment on the roads, about the slow response time of the Fire, EMS and Sheriff’s Department and the amount of shooting and the number of hunters and their barking dogs. If any or all of these things bother you or upset your peaceful life I have a simple solution for you – move back to where you came from! You moved to a rural area and then complain about life there and want it to change to suit you. I’m tire of you passing me when I’m pulling horse or hay trailers on back roads because you think it’s okay to endanger others so long as you get where you’re going a little sooner. Don’t demand paid professional Fire, EMS Services, join your local volunteer fire department. You’ll find out

that they’re professionals also and very dedicated to their community. Before you call the Sheriff ’s Department about the loud boom you heard or that your house just shook during an earthquake or because a stray dog just walked through your yard, take a moment to think, am I hurt or is this something I need to call 911 about? Jim Agnew and his staff do a great job serving Goochland County but when they are forced to spend time answering dumb questions or responding to calls about a dead deer beside the road or hunting dogs in the road it drives up the cost of operating the Sheriff’s Department. I know you feel you taxes pay for it but mine do too, don’t waste my money. And finally, before you complain about that the new proposed subdivision, remember someone probably complained when the subdivision you live in was built several years ago. If you like the view you have but don’t own the land that you see from your home, then you have no control of what the view will be in the future. Survivor Day coming to Goochland Feb. 23 Contributed Report

Natural and man-made disasters are ever present and on occasion affect Goochland County. The past several years we have seen earthquakes, tropical storms, tornadoes, and winter storms. Are you and your family prepared to be without electric power and other essentials for up to 72 hours? On Saturday, Feb. 23, 2013 Goochland County will play host to it second Survivor Day training. Residents will be provided information to help them cope with emergencies of a varying nature. Emergency and Community Response professionals will teach citizens the best way to prepare for those life threating situations that may have significant impact and what to take if you are forced from

your home during an emergency. Goochland is one of 10 localities in Central Virginia that are participating in this event which is being funded by the Department of Homeland Security. Last year’s event was held in the east end of the county and was a tremendous success. This year’s event will be held at the Goochland Elementary School located at 3150 River Road West. The program will begin at 9 a. m. and will conclude around noon. Pre-registration is required and sign-up is limited. Upon completion of the training each family will receive a free survivor backpack that contains essential supplies. There is a limit of one backpack per family. I came to appreciate his quiet strength, love and commitment to others and I know that his message and commitment will be carried forward, even by those who only came to know him for a short time like myself. To his church and family his works and good deeds and legacy of love and caring will hopefully provide comfort and inspire others to follow in his path.

It most likely puts the Bulldogs on the road for an extended run if they hope to keep this year’s playoff hopes alive.

AMELIA COURT HOUSE – Goochland picked a bad night to go cold. With a share of the James River District regular season title at stake, the Lady Bulldogs managed only five field goals against host Amelia, falling to the Raiders 58-32 Friday night. A win by Goochland, in what was the final game of the regular season for both teams, would have left them sharing the top spot in the James River standings. Instead, the Raiders finish the regular season undefeated in the district with a 17-2, 14-0 James River record. Goochland (13-7, 12-2) finished in second place. Both teams play at home Tuesday night for the opening of the James River District Tournament. Top-seed Amelia will host Buckingham, while

The Goochland Bulldogs brought a state football championship to the county, now they can use the county’s help in getting a memento they can wear the rest of their lives. They need help raising money to get their championship rings. Head coach Joe Fowler said the cost is $17,000, but that is for a lot of rings – more than 60 players, eight coaches, and the team’s trainers. The fundraising challenge, called “1st Seed Goochland,” will be made easier by an anonymous donor who lives in the county who has offered a $7,000 matching grant. He will

match contributions dollar-fordollar up to $7,000. Goochland Educational Foundation President Elizabeth NelsonLyda said the deadline the matching grant is March 31. Nelson-Lyda, mother of Goochland football player Kevin Lyda, said money is needed for more than rings. “Boosters needs a lot of money right now,” Nelson-Lyda said. “There’s football, but then Boosters, it takes care of everything. I don’t know if people really realize that in Goochland. Anything that has to do with athletics, the wraps, the getting the fields ready, all of those costs are not absorbed by Goochland County Public Schools. That is absorbed by Boosters.” This past Sunday, 250 Sports Grill held a Goochland Bulldogs

Spirit Night in which 15 percent of the proceeds was contributed to the fundraising effort. Several more are planned: on Feb. 17 and 24 and on March 3, 10, and 24. We shot terribly – probably the worst we have all season.” Tammara Taylor was the only Bulldog in double figures, and even she struggled from the floor, nabbing only one field goal. She went 12-for-12 from the foul line, however, and finished with 14 points. The Bulldogs had no shortage of opportunities, at times getting off several shots in a possession but coming away with no points. Goochland’s free-throw shooting was the only bright spot of their offense. They converted on 22 of 30 attempts. “Free-throw shooting was amazing,” Voyack said. “Without our free-throw shooting, it would have been real ugly.” Amelia had three players in double figures: Khadija Givens with 14 points, Takia Williams with 11, and Sydnie Baker with 10. Amelia coach Robin Gary was expecting a closer game. “They had been playing well and they were coming off a big win against Bluestone,” Gary said. “It could have been

that they had played two games this week and their legs were a little tired. … We talked about it. I told my girls we played on Monday, but Goochland has had to play on Monday and Wednesday. That’s a lot.” Fresher legs or otherwise, the Raiders’ inside play seemed to rule the evening. “When my big girls are playing well – Jasmine [Mitchell] and Khadija [Givens] and Briarna [Royal] – that’s a tough trio to try to stop underneath. “They’re just so athletic, they each bring something different to the table. Khadija is extremely strong, Jasmine is just naturally athletic, and Brianna can just jump out of the gym. They bring so much to the game so when they all are playing well, they’re hard to stop.” Givens proved especially hard to stop. “She had offensive rebound after offensive rebound,”Voyack said. “She was really tough and strong inside.” Amelia’s big three were not the only ones deserving credit for shutting the Bulldogs down.

“We couldn’t stop them,” Voyack said. “We got their biggest girl out in foul trouble. We got their best player out in foul trouble. Their whole starting lineup was sitting at one point. But their bench came out and kudos to them – they played well tonight.” While Goochland’s regular season ended on something of a sour note, the Bulldogs have to focus on their immediate future. “I know that we can play better. The girls know that they can play better,” Voyack said. “I told them Monday starts a new season. It starts with a clean slate. Cadets take Senior Night tilt, 70-60 By Thomas C. Dozier Special Correspondent

It was Senior Night at Benedictine and the class of 2014 couldn’t have picked a better time to collectively roll out their finest performance of the season. Five seniors – Nick Coppola, L.G. Gill, Nick Gorski, Khris Lane (not in uniform) and Josh Pilot – were honored before the Cadets played their final regular-season home game and each one did something special in the 10th annual Warren Rutledge Classic. Gill scored a game-high 23 points, Coppola added 16 points and nine assists, Pilot hit a big 3-pointer in the second half and Gorski worked inside for seven points and pulled down a team-high 12 rebounds as Benedictine pulled away from visiting Christchurch 70-60 held on Rut Court at Memorial Gymnasium on Friday. “This is special,” said Benedictine first-year coach Robert Churchwell III. “Mainly because we have been through so much adversity, the players have hung together and bought into what we are doing. But along the way, we have become a family.” The beauty of this victory was that every single dressed player contributed to the victory, which at times put the reserve players on display. “I think they started getting their confidence from the beginning of the season,” Churchwell added. “We have talked to them about the fact they are only one ankle sprain, one bad grade or one family emergency from having to step up. Washington, D.C. prior to the VISAA tournament, Benedictine began the first half on a 5-0 run and ended the half on an electric 6-0 spurt to take a five-point lead (33-28) into the locker room. The first half was fast and furious but most of all physical. In all, there were 15 total fouls called, including four technical fouls and an ejection. But in-between there was some terrific high-school basketball being played on Rut Court by both sides. At half, Devin Robinson paced the Seahorses with 13 points and seven rebounds. Gill had netted 11 points and seven rebounds for the Cadets while Coppola tallied 10 points, five rebounds and four assists as the Cadets gained the upper hand. In fact, it was the duo of Coppola-Gill that spearheaded a 6-0 run in the final minute of the first half that had the home team walking on air for most of the second half. It all started when Gill hit a jumper in the lane off the nifty assist from Pilot, then Coppola sent a lob-pass high in the air for a Gill dunk and Coppola finished it off with an underhand left-handed layup to give his team the ultimate momentum boost. “We felt the alley-oop play was the play of the game,” said Coppola, who was awarded the game’s MVP award. “We knew when we came into the locker room it felt like it was our time to shine. “Plus no one wants to lose on Senior Night, so we went hard the rest of the way. The lone losses for the Cadets came against Brunswick and Cape Henry Collegiate. Christchurch, No. 7 in the VISAA poll, has four players from the Central Region area including former Hanover standouts Nick Douglas and Justin Peebles. Douglas finished with eight points as the Seahorses seven-game winning streak came to an end. Gill also had 10 rebounds while Pilot and Clelin Ferrell (six points) had five rebounds apiece as the home team 48-29 rebound edge on the evening. “Coming into the game we knew since it was Senior Night we just wanted to leave it all out there on the court,” Gill explained. “We are not surprised that some of the role players stepped up, they are a pretty confident group and they were ready when we needed them. But I think the game changed on the pass for the dunk right before the half. It got the fans motivated and just kept us going throughout the second half.” Coppola, who will play at Louisiana-Monroe, helped out inside with eight rebounds while junior Raymon Minor, who suffered an eye injury

against John Marshall last Saturday, did not dress. Even though five regularseason road games remaining, the players and the coaches couldn’t help but feel the afterglow of the Senior Night victory. Churchwell reflected back on his seniors’ performance. “Pilot stepped into a starting role and plays big and goes hard,” Churchwell said. “Gorski in the past four or five games has done a great job inside and he has helped us with our communication on defense. “Gill brings us a little bit of everything – his shooting, his rebounding, his defense but most of all he is long and knows how to use his length on the court. “And Coppola, what can you say about him. I have been saying since Day 1, he is the best point guard in the area, bar none, and he is what holds us together and makes us go.”

“God brought me here for a reason,” Churchwell stated. “And I just try to do what he wants me to do, and with these players good things have happened, but I think most of all it is the fruit of their labor.” On Thursday the Cadets hit the road for a game at Virginia Episcopal. Benedictine finishes up the regular season with a game against Princeton Day School (Md.) on Feb. 16 in the Presidential Hoopfest and a three-day Sleepy Thompson Tournament (Feb. 21-23) at St. Alban’s.
