It’s been almost 10 years since Jennifer Waldrop found her mother Joan Weigelhofer shot to death at the Busy Bee Realty office in western Goochland. No one has ever been charged in the murder and that fact tears at Waldrop’s heart. “We have experienced a night-

mare which has altered our life permanently,” said Waldrop before a crowd of about 30 who gathered on a cold, windy Thursday evening at Goochland Courthouse to hold a vigil for Joan Weigelhofer and two other Goochland residents, one missing for years and the other dead after a hit and run accident. Wade Sharp disappeared almost 15 years ago from his home on Route 250, leaving his wallet and cigarettes on the steps of his trailer home, said his step-sister Connie Taylor “The family took off for a week, looking for him and putting up signs.

Sharp, who was 32-years old at the time of his disappearance, worked construction always kept in touch with his family. “Not a day went by that he didn’t call his mother,” said Taylor, who wonders why no progress has ever been made in resolving the case. “As small as the county is I’m surprised no one knew anything about it,” she said. Now she yearns for a resolution of the mystery. “It’s hard – you still think about it. We’re hoping that someone will come forward,” she said. see Cold cases > page 5

Goochland County officials presented District 1 residents with an overview of the state of the county during last week’s town hall meeting at Byrd Elementary School. District 1 Supervisor Susan F. Lascolette and District 1 School Board member Michael E. Payne, who is vice chairman of the panel, joined Schools Superintendent Dr. James F. Lane and County Administrator Rebecca T. Dickson at the Thursday meeting. Dickson told the roughly 30member audience that about 83 percent of Goochland’s tax base is residential as compared to 17 percent on the commercial side. “The county’s certainly seeking economic development, but in a balanced way maintaining the rural character,” she said. Dickson noted that the Board of Supervisors has determined that the primary focus for growth should be in the Tuckahoe Creek Service District and the courthouse

village area. Capital One, who employs about 8,600 people at its Tuckahoe Creek campus, has indicated that it plans to continue to expand, Dickson said. The county also is earnestly proposing that a regional children’s hospital locate in Goochland, she added. “We are trying very hard to get in front of the right people for the children’s hospital to go in West Creek,” Dickson said. “We and about five other localities are doing the same thing, but we’re working very hard on that.” “Things are picking up and we have a lot of interest in Goochland,” she said. As for county spending, a large portion of the county’s capital improvement program is dedicated to debt service, Dickson said. The county also is planning to hire consultants to conduct a space needs study to help determine the most efficient use of the county’s facilities, she said. see Growth > page 3

Goochland Middle School 8th-grader Alexandria Herrera doesn’t want to be a politician, but she wouldn’t mind being a Congressional Page, she said last week, in an interview after the Goochland School Board recognized her at their March 12 meeting for her service as a page for the Virginia House of Delegates. Alexandria 13, said she learned a lot about how the General Assembly works. “It taught me a lot about bills turning into laws and how they vote on them,” she said. “A lot of times they were rushing bills through.” Alexandria stayed in the Omni Hotel downtown each week during the short session, which lasted from Jan. 7 to Feb. 23, coming home each weekend to Goochland. “It was very tiring,” said Alexandria. “Weekends all I did was sleep.” The daughter of Capitol Police Sgt. Rebecca Herrera and retired Richmond Police Officer Jose Herrera, Alexandria followed in the footsteps of older sister Erica, 18, who was a page during the 2008 session. Jose said the experience taught his daughter responsibility and the value of a dollar. “She got her first pay check,” said Jose, explaining that she had to open a bank account and learn how to manage her $135 weekly salary and $125 meals allowance. Alexandria agreed the experience made her more mature. “I learned independence and responsibility,” she said.

But it wasn’t all work and no play. The pages had a talent show and a dance at the end of the session. Not to mention the pillow fights. “It’s really fun,” she said, acknowledging that the 11:15 p. m. lights out rule was not always strictly adhered to. The pages duties varied from bringing delegates food to fetching their coats and transferring documents to and fro. Each day’s session was different, with one lasting only 17 minutes, while another last nine hours, she said. When not working on the floor the pages would hang out in the Page Room in the

basement of the General Assembly Building, the same spot where they started each day. Restricted to a two-block radius around the Omni and Capitol Hill, the pages had to learn to grab lunch quickly. Dinner was a more leisurely affair, from 5 to 7 p.m. each evening. A mandatory study hall from 7 to 9 p.m. was also part of the daily regimen. Alexandria said now that the session is over she misses it. All in all, she’s glad for the experience. “It was a lot of fun. Others should apply to do it,” she advised.

County seeking intern Contributed Report

Goochland County is proud to offer an internship opportunity again this summer, following the successful creation of the County Internship Program in 2012. The program was created with the goal to support and educate future leaders who have an interest in local government. The inaugural year included two summer interns, Mr. William Gilchrist and Mr. Mark Holman, from Virginia Commonwealth University and Virginia State University. The County anticipates selecting one candidate for this summer part-time internship opportunity. They will provide specific assistance conducting research for the County Administrator, working on the production of

the County’s annual newsletter, and assisting various departments with projects. The selected individual will work between 15 and 20 hours per week Monday through Friday from May 20, 2013 through August 2, 2013. The County is targeting this opportunity towards students enrolled in an accredited community college, college or university pursuing course work towards an undergraduate degree in Political Science, Public Administration or a related field. Third or fourth year college students are preferred, and all applicants must have a GPA of at least 2.5 on a 4.0 scale. The part-time internship opportunity is being advertised on the County website (www. co.goochland.va.us) and through J. Sargeant Reynolds Community College, University of Richmond,

Growth continued from > 1 “We really just need to stop and figure out what we want to do with the facilities that we have before we do anything else,” Dickson said. On the schools front, the county has increased funding in the proposed 2014 fiscal budget by $320,000, Dickson said. “Currently there’s $6 million allocated for school facilities,” she added. “So we are light years from where we were in terms of some of the school needs….” Another important issue the Supervisors are working on is a joint effort with Powhatan County and the Department of Corrections to increase Goochland’s water capacity in the courthouse village area, Dickson said. Other items on the county’s docket include resolving the border issue with Louisa County and working with

the Virginia Department of Transportation on road planning, Dickson said. County schools have had a number of accomplishments, with one of the most notable being among 34 school divisions out of 132 statewide that met all federal academic achievement benchmarks, Lane said. GCPS is placing more emphasis on its STEM – Science, Technology, Engineering and Math – program, Lane added. The county school system also is committed to providing more career and technical education – CTE – offerings that would enhance graduates’ ability to enter the workforce as opposed to attending college in pursuit of a career, Lane said. “Everybody can’t go one route,” Payne added. Several District 1 residents who attended last week’s town hall meeting were appreciative that county officials came to them. The meeting also was

Shannon spoke in a similar vein. “I enjoy very much coming together and pointing out issues,” he said.

No arrests have been made since his death in the early morning hours of Sept. 18, 2010. His mother Christina Maxwell also spoke at the vigil. “As far as finding out who did this, there’s been no progress,â€? she said. “It’s a nightmare – you don’t get much sleep,â€? she said. Maxwell works at Taylor’s CafĂŠ, right at the intersection of Route 522 and Dogtown Road, where a large sign confronts everyone stopping to turn right or left onto 522, asking for information. Goochland Sheriff Jim Agnew said Monday there are no new leads in the Sharp and Maxwell cases. Weigelhofer’s son Howard Smith said the family is offering a $15,000 reward for information leading to the arrest and conviction of whoever killed his mother. But after 10 years and

changes in the investigative team at the Virginia State Police, who are in charge of the case, he and his sister are frustrated. “We do feel shuffled around,� said Smith. “We’re on our fifth or sixth investigator,� he said, acknowledging that some of that change was caused by retirements at the agency. “At least we accomplished meeting the new detective,� said Waldrop, whose daughter, 18-year old Nikki Cuozzo, gave an emotional plea for help at the vigil. Waldrop said the family will be meeting with the new investigator assigned to the case in the next few weeks to renew the search for answers. And she thinks the vigil served the purpose of drawing attention to the three cold cases. “The vigil made an impact. People have been so supportive,� said Waldrop. Prepared for the worst

Make my day It doesn’t take much. As I was fixing to sit down and write this week’s column I was lamenting to myself how badly I wished I could find an old brown wool cap I used to be fond of. I lost it somehow a month or two ago and hadn’t felt the same since. I looked everywhere for it and then just plumb gave up in disgust. You can’t imagine how exasperated I was. But, since I had plenty of other hats and caps and having come to grips with my habit of misplacing things (just ask Lisa at county administration how many times she’s retrieved my digital recorder for me!), I bowed to fate and moved on. I’ve adopted a universal backup policy for small items, which means I keep at least two or more of everything that is easily lost: hats, caps, pens, pocket knives, digital recorders – you name it. Believe me, that policy has served me well. But last Sunday evening, motivated by Lord knows what impulse, I glanced under the bed – and there was the elusive cap along with the dust bunnies! I must have fallen asleep one night with it on and had it fall to the floor, only to be kicked under the bed the next day by me or one of the dogs. Who knows? Well, it made my day, or evening shall we say. That cap is

my favorite, as I used a photo of myself wearing it on Facebook and a couple other social media sites. Anyway, it sits atop my balding noggin once again as I write this.

Learn to build fish cages at VSU Contributed Report

The Cooperative Extension at Virginia State University will conduct a cage-building workshop on Wednesday, April 10 from 9 a.m. to 12 noon at VSU’s Cooperative Extension Pavilion located on River Road, Ettrick. Free and open to the public, the workshop is designed to teach fish farmers, small farmers, farm pond owners and others interested in learning about cage production and construction for growing cat-

fish in cages. Since the workshop involves hands-on cage-building activities, participants are encouraged to dress appropriately. H a r r y Wallace Lee Jr., 81, of Bon Air, died March 10, 2013 surrounded by his loving family. Lee He is survived by his wife of 54 years, Nancy T. Lee; their two sons, David Lee (Laurie) of Sanford, Fla., and Stephen Lee (Julie) of Goochland, Va.; and three grandchildren, John, Taylor and Madison. He was born November 6, 1931 in Portsmouth, Va. He graduated from Virginia Tech with a B.S. in mechanical engineering and University of Richmond with an MBA. Harry worked 40 years as an engineer at Reynolds Metals, where he held many patents. He loved his work there as both an inventor and innovator in the aluminum beverage can industry. Harry was an avid outdoorsman who loved fishing with friends and family and was an avid gardener. After retirement, he volunteered at the Science

Museum of Virginia. He also spent many years crafting handmade wooden grandfather clocks from exotic woods. Harry was a devoted member of Centenary United Methodist Church, where he held many leadership positions. Burial was March 16, at Hollywood Cemetery, and the memorial service will be held at Centenary United Methodist Church, 411 E. Grace St., Richmond, Va. 23219, with a reception that followed the service in the Fellowship Hall. Bulldogs flattened by Flucos in first time on field By Dave Lawrence Special Correspondent

Weather has wreaked havoc on the Goochland boys’ soccer team’s preseason, and the effect showed in the Bulldogs’ season opener against Fluvanna on Thursday afternoon. The Flying Flucos, already with one game under their belt, hammered host Goochland with a 7-0 victory. The critical damage was done in a seven-minute span in the first quarter in which Fluvanna (2-0) scored three goals to extend its lead to 4-0. Goochland coach Patrick Brook said weather prevented the Bulldogs (0-1) from holding a single scrimmage prior to Thursday’s game. “Both of our scrimmages last week got cancelled, so this was our first time out on the field against somebody else in competition,” Brook said. “I think that makes a huge difference. The only scrimmages I’d seen were my team against my team. We’ve only got 18 guys, so that’s nine on nine. I can’t even field a full team during our scrimmages.” Meeting another team for

the first time in a season has educational value – for the coaches as much as the players. “Seeing these guys work together for the first time taught me a lot about where people need to play and things we need to work on during practice,” Brook said. “I think we need to work on communication. We need to work on

working together more as a team.” Brook said Goochand’s team captains were the only Bulldogs on the field doing much in the way of communication. “We have our three captains doing primarily all the talking,” Brook said. “There are eight other players on the field. They

have to communicate more. They have to do more talking, more directional talking. The person with the ball can’t be doing all the talking.” Fluvanna coach Earl Gibson noted that the Bulldogs had graduated nearly a dozen seniors from last year’s squad. “That’s a big hit to your program,” Gibson said.

“Goochland’s always a good team for us to play because they bring a good game. They never give up. They play hard. [Today’s] score is not really evidence of how the game went.” Goochland had its share of shot opportunities, but could not find the back of the net. Conversely, Fluvanna spread its scoring around – the Flucos seven goals were made by seven different players – so it was difficult for the Bulldogs’ defense to concentrate effectively. Robert Powers scored the first goal in the 14th minute. Nigel Manifold ignited a flurry of scoring in the 23rd minute, followed with another by Christian Franco (with an assist by Hunter DeForge) in the 26th minute and a third by a sliding kick by Brad Bullock in the 30th minute. Despite threatening Fluvanna’s goal several times, Goochland could not come up with a score, but the Flucos kept applying their own pressure – and getting through. Quinn Johnson added a goal in the 50th minute, followed with one by DeForge in the 59th minute, and finally with one by Matt Reilly in the

68th minute. Goochland keeper Mills Neterer had eight saves. All too often, a save or a deflection would leave him out of position among a swarm of blue uniforms, and Fluvanna took advantage of the opening. “He’s a freshman. He’s looking real promising for this year,” Brook said of Neterer. “He did a good job. … I’m really proud of him.” Brook expects the Bulldogs will do better, and soon. “The next couple of games – I’m not saying they’re going to be easy games, but they’re against opponents that we traditionally do better against. I think that’s going to be a big boost, and hopefully we’ll get a couple of wins under our belt.” This week the Bulldogs hit the road for games at Central and Fluvanna. Benedictine falls to 0-2 with 9-4 loss at Midlothian By Thomas C. Dozier Special Correspondent

The Midlothian High School baseball team is a good team attempting to become great. The Trojans made the most of their opportunities against Benedictine on a breezy afternoon last Friday. Midlo capitalizing on a wind-blown pop fly with two out in the first inning that resulted in an error to later score five runs and eventually defeat the Cadets 9-4. The scoring dynamics started with Benedictine junior Johnny LaVoie on the mound. Midlothian’s first two batters

– Matt Miller and Jacob Moore – reached base safely and then Lavoie induced Del Fuller, a VMI commit, into the 6-4-3 double play and the visitors appeared en route to be out of the inning. But then Midlo junior Zach Ayoub hit a fly ball that got caught up in the wind between short and left resulting in an error. Thus, it was game-on for the home folks. Designated hitter Kevin Oakey doubled, Blackburn tripled and Yeary, homered before the dust had settled. In the final tally, the Trojans sent eight batters to the plate,

pounded out four hits and registered fives runs, all the team needed to remain unbeaten. Benedictine manufactured its first run in the second inning on a fielder’s choice and another in the third after catcher Jordan Schmeer doubled and came in on the single by Reid Leonard to cut the deficit to three at 5-2. Midlothian, which turned two double plays on the afternoon, would answer in the fourth on RBI singles by Ayoub and Oakey to increase the lead to 7-2. In the top of the fifth, the Cadets tried to make it interesting when Michael Geary

reached on a single with one out. Leonard followed with his second hit of the game. Senior third baseman Griffin Flinn deposited a single in right-center field gap to score Geary and then Zach Anderson drove in Leonard on a bad-hop single to pull the visitors with 7-4, but that would be as close as they would get. Ayoub hit a towering tworun homer over the left field fence in the sixth inning for the Trojans, after Miller opened the inning with a triple, to provide the final margin. Leonard, who batted .449 last season with 26 RBI, paced

the Cadets with a game-high three hits on the day while Flinn (double, 2 RBI), Geary, Nick Roth and Jordan Schmeer (double) also recorded base hits. “We have a young team this year and we have three games against three quality opponents to start the season,” said Benedictine veteran coach Sean Ryan. “They took advantage of an opportunity we gave them in the first inning, which was a combination of a few things, we didn’t communicate on the play, we didn’t make the play and we weren’t able to make the pitches we needed to get out of the inning.”

But the good news for Benedictine is there was light at the end of the tunnel. “We competed until the end,” Ryan added. “They swung the bats pretty well and they can hit a fastball but we didn’t roll over. It was kind of a challenge but I think we responded to the challenge.” The Cadets picked up their first win of the season, defeating St. Joes, Pa. 1-0 on Saturday. FY2014 Goochland County Budget: The making of a general county levy or the imposition of other taxes or the collections of such levy or taxes shall not constitute an appropriation nor an obligation or duty to appropriate any funds by the Board of Supervisors for any purpose, expenditure or contemplated expenditure. The laying or making of any levy in an amount sufficient to cover or pay all estimated and contemplated expenditures for the fiscal year shall not be construed as imposing any obligation or duty on the Board of Supervisors to appropriate any amount whatsoever.
