Judge orders Hadensville woman to give up her dogs By Ken Odor jodor@goochlandgazette.com

A Goochland woman must give up her 70 dogs after Goochland General District Court judge Edward K. Carpenter issued an order Monday afternoon prohibiting her from owning companion animals. Annette M. Thompson, 67, was in court for a hearing to determine whether the seizure by Goochland Animal Control of five dogs from Thompson on April 1 was warranted. Those five animals were taken to Goochland Animal Clinic and were euthanized after being examined by veterinarian Virginia Dechant. Thompson’s home on Tabscott Road was badly damaged by fire on March 26 and media attention drew the interest of animal advocates such as Sue Bell, president of Homeward Trails, a Northern Virginia animal rescue organization.

“The fire and the search warrant are absolutely linked,” said Bell last week after Goochland Animal Control seized the five dogs. Bell said “the media jumped on this and got our people rallied.” Animal Control obtained the warrant on the advice of Staff Veterinarian Daniel A. Kovich for the Virginia Department of Agriculture and Consumer Services (VDCAS) who visited Thompson on April 1. “We recommended Animal Control seek a search warrant,” said Kovich, who testified he saw two “clinically emaciated dogs” in the kennel building on Thompson’s property. A volunteer Goochland County Fireman and County Fire Board representative has been charged with three thefts from the company 5 Firehouse in Goochland Courthouse. Dennis J. Gordon, 54, of Dogtown Road in central Goochland faces two felony grand larceny charges and one misdemeanor larceny said Goochland Sheriff James L. Agnew. Thursday. According to Agnew, deputies received a report on March 19 of a theft of $1,300 in cash from the firehouse. The cash, part of the $3,000 sales price of a lunch wagon, was reported missing from an office at the firehouse. A hidden camera placed by deputies later videotaped Gordon entering the locked door of the office at Company 5 on March 29 and then rifling through drawers and pocketing two envelopes later determined

to contain cash and change from drink sales. According to the Sheriff, Gordon was wearing rubber gloves as he was searching through the office. When confronted by investigators Monday, Gordon admitted to the theft of $200 on March 29 as well as the $1,300 theft reported on March 19. It can be difficult for youth to get work experience, which is why the Summer Volunteer Program sponsored by Goochland County Parks, Recreation and Facilities will be such a boon for a group of local youngsters. The deadline for applications for the program is Monday, April 15. Each year, the department hosts summer camps during an eight-week period that span a wide range of topics. This year’s selection includes sports camps that include each of the most widely-played pastimes and specialty camps that cover subjects in the areas of arts and entertainment, science and technology. At any rate, Derek Stamey,

the director of Goochland County Parks, Recreation and Facilities, said that participation in the Summer Volunteer Program could possibly lead to future summer employment opportunities with his department. Although teenagers who have not taken part in the summer camp program before can apply, Stamey said that special consideration will be given to youngsters who have previously participated in the camp. “Essentially, we have a counselor-in-training program, and we offer it mainly to kids who may have aged out of the summer camp program, and they can volunteer and interview for a position within the department,” Stamey said. “They interview like it’s a regular job, and they might be able to roll with in the usual seasonal summer

workforce the next year.” The Summer Volunteer Program is designed for Goochland County youth who are in or have already completed middle school. Stamey said that volunteers will assist camp counselors and take on various responsibilities such as assisting with lesson plans, helping campers with their lunches and providing first aid. In order to qualify for a position, volunteers must be at least 13 years old but under the age of 15 on Sunday, June 30. Furthermore, they can only work with campers who are younger than they are. “Well, essentially, it says (age) 13, but it’s probably going to be for kids who are a little bit older,” Stamey said. “But, a volunteer who is 13 would be working with see Volunteers > page 7

Fiscal 2014 budget well received By Ben Orcutt Staff Writer

Based on public hearings held by the Board of Supervisors on Monday, the proposed 2014 fiscal budget for Goochland County appears well on its way to adoption. Only one person spoke during the public hearings on the proposed FY 2014-2018 capital improvement program, the FY 2014 combined county and schools budget, tax rates for the 2013 tax year, including the Tuckahoe Service District, and water and sewer rates. The Supervisors are scheduled to vote on those items at their upcoming meeting on Tuesday.

The proposed FY 2014 total budget of $67,461,431 is slightly lower than the FY 2013 budget of $67,527,461. Following the public hearings, Board Chairman Ken C. Peterson noted that the proposed FY 2014 budget does not raise taxes, yet increases the funding for schools and public safety. District 3 Supervisor Ned S. Creasey said the FY 2014 budget is the best budget he’s seen in six years. The increase in funding for public safety – 5.8 percent – and schools – 1.8 percent – is a reflection of what the residents of Goochland indicated were their top priorities, Peterson said following Monday’s meeting. “They want first-class schools,” Peterson said. “They want top quality schools for their children to attend. They want to feel safe and secure in their own environment. And so those two areas – schools and public

safety – are our top priorities on the minds of our citizens and so then our budget reflects that. Now in addition to that they also want to take care of those that are most in need and so we’ve also in this budget provided funds to continue to contribute to those areas for people that are in greatest need in the county so we can take care of our own as well.” The proposed tax rates for tax year 2013 keeps the real estate tax rate at 53 cents per $100 assessed value, personal property at $4 per $100 assessed value and the ad valorem real estate tax rate for the Tuckahoe Creek Service District at 32 cents per $100 assessed value. If approved, bi-monthly residential water rates would increase from $5.24 per 1,000 gallons with a 4,000-gallon minimum to $5.50 and nonresidential rates from $7.35

to $7.71. Also, sewer rates will increase bi-monthly for residential customers from $5.73 per 1,000 gallons based on a 4,000-gallon minimum to $6.02 and non-residential rates from $11.01 to $11.56. The smoothness of the FY 2014 budget process is a testament to the work of county staff, the Supervisors and town hall meetings, Peterson said. County Administrator Rebecca T. Dickson spoke in a similar vein. “I think the proposed budget for next year is the result of the efforts of a lot of excellent directors and staff that we have in the county,” she said. “They work very hard to be as efficient as they can be and yet provide quality services and it’s really to their credit that we were able to present a budget like we did tonight. I appreciate them very much.”

The Goochland Planning Commission deferred action on proposed ordinance amendments to design standards for the Centerville Overlay District at a regularly scheduled meeting last week. Environmental planner Leigh Dunn said the revisions were designed to promote a cohesive neighborhood for the quickly developing area while protecting landowners in the area. Dunn said as available land in neighboring Henrico County becomes exhausted, the development will eventually move to Centerville. “What we’re trying to do is encourage high quality growth and development within in the Centerville village,” Dunn told the five-member panel. That development would promote economic growth, protect landowners and result in a cohesive, well planned vil-

lage, according to Dunn. One significant change suggested was a unified setback of 35 feet from all arterial roads including Broad Street. Dunn said new construction in the area should have a residential flavor with arched roofs, but some board members said that requirement was too subjective and would not adapt well to large businesses like grocery stores and car dealerships. “The more current design for commercial is kind of a crown molding around the top that hides all of the things that are on top of the roof,” commissioner Joe Andrews said. Another sticking point for some members of the fivemember panel was a requirement that all sides of the building be uniform. Requiring businesses to use more expensive building materials for the rear of their operations didn’t sit well with one local developer. Tom Kinter of General Land spoke in opposition of the amended design standards, and said some of them, including the four-side requirement, just didn’t make financial sense. “We wish to formally

oppose the ordinance amendment. It is our opinion that the development standards as proposed while well meaning and prepared with good intentions, will not only negatively impact the development of properties if a rezoning is proposed, but will also infringe on property owner rights under a by right development scenario,” Kinter said during the public hearing sector of the meeting. Specifically, Kinter opposed amendments that: • Eliminate parking of more than a double row in front of businesses. • Require residential

type architecture for commercial uses. • Require unified sides on a building. • Require that all heating and HVAC units be screened. “The existing development standards should be maintained, and we respectfully request that the ordinance amendments being requested be denied,” Kinter concluded. Animals continued from > page 1 when he and other officers from Animal Control and the Goochland Sheriff’s Office exercised the search warrant. Several dogs could not stand on their own, said Clough. One dog had a cough that indicated heart worms, according to Clough. Clough testified the five dogs were taken immediately to the Goochland Animal Clinic, where Dechant examined them, determining that all five needed to be euthanized. Three of the dogs did have heart worms, according to testimony by Dr. Jamie Weisman of VDACS.

Thompson was not represented by counsel, although she told the judge that she had contracted Cullen Seltzer to represent her and expected him to appear. Caudill told the judge that Seltzer had called him to say that he would not be at the Monday hearing. The judge then called a recess to allow Caudill and Thompson to call Seltzer’s office to verify this. Thompson said she had contracted with a Charlottesville veterinarian to euthanize the dogs but the fire had delayed his visit to her kennel. Thompson was ordered to pay $559 in fees for vet services at the clinic. She has 10 days to appeal the

court order prohibiting her from keeping companion animals but must pay a $5,600 bond if she chooses to do so. She also faces five charges of animal cruelty and must appear in court April 15 on those charges, each of which carries a maximum penalty of one year in jail and a $2,500 fine. Bell of animal said after the proceedings that she was sure that homes could be found for the approximately 70 dogs still on Thompson’s property. “We’ve got them covered,� said Bell. We’ve got about 15 organizations lined up.� Richmond SPCA Director Robin Starr said her agency was also ready to help take and place animals.

Deja vu all over again? Just in case you hadn’t figured it out already, one thing this old boy loves is a good, well worn cliché, or a clever quote. Famed New York Yankee catcher Yogi Berra’s line about how things repeat thus sprang into my mind as I sat down to write about the sad situation out in Hadensville, where Annette Thompson recently found herself not only burnt out of her home but shortly thereafter arrested and charged with animal cruelty. I spent a lot of time covering the case in 2010 and 2011 which led to Thompson being convicted of six counts of animal neglect. I’ve spent even more time talking to Thompson since the fire and her arrest. Plus talking to animal advocates as well, who are convinced she should be prevented from keeping animals. They got their wish Monday during a hearing in Goochland General District Court, when Judge Edward K. Carpenter issued an order prohibiting her from owning companion animals. This means, unless the order is overturned, that the remaining 70 dogs on her property will have to go elsewhere. Thompson’s criminal case will now unwind in the judicial process but it’s interesting to speculate whether there would be any judicial process at all had it not been for the unfortunate fire that seems to have set this train of events in

motion. (See story on page 1). I started working on this story with the idea that someone is in the right and someone is in the wrong. You know, the good guys and the bad guys. Think phrases like “animal hoarder should be forbidden from ever keeping dogs again, even as pets.” Or “animal advocates persecute poor lady who just likes to take in unwanted critters.” The court system is sorting it all out but for the time being it appears what we are dealing with is a bunch of people, all trying to do the right thing. Thompson, who obviously wants to take care of animals, even if she may be unsuited for the task. The animal advocate community, convinced she should not be allowed to keep animals and vindicated by the court after Monday’s order. Animal Control, in the past sympathetic to Thompson but required to enforce the law. I figure a lot of folks may take issue with this point of view, wanting to pick a villain and a hero in this sad case. If so, weigh in and let us know. Meanwhile, we trust the system will sort it all out and the animals will get the proper and humane care they deserve. -Ken Odor

April 11 2013 “The volunteers will go through the exact same training as the counselors,� Stamey said. “They will learn to deal with campers and parents, they will be taught first aid, and they will become familiar with the paperwork that is necessary at the camps.� Five positions are available, but since the Summer Volunteer Program is a newly-implemented pilot program, Stamey said that the number of positions may increase down the line. “If we can expand it, it would be great, but this year, we have to cap it at a reasonable number,� Stamey said. “We want to develop folks who want to be counselors, so they can experience the program and then want to give back once they age out of it.�

Goochland County officials have threatened to stop work at the new site of Benedictine College Preparatory school over concerns about how the school plans to relocate there from its longtime location in Richmond. Last month, Goochland Building Official Gary L. Fisher sent a letter to the school’s project manager alleging four violations related to the school’s preparations at the Mary Mother of the Church Abbey on River Road. The letter, dated March 27, cites issues related to construction-site safety, premature staff relocations, miscommunication regarding meetings with county officials and talk of a wrestling and weight-training center that the county didn’t know about. “Please do not take the county’s willingness to work with BPS as a sign of weakness to be abused,” Fisher wrote. Benedictine still plans to start classes in Goochland in the fall, but the scolding from the county and a new legal motion filed by nearby property owners and Benedictine alumni opposed to

the move suggest the school isn’t in the clear just yet. If the safety issues were not addressed by April 1, Fisher wrote, the county would issue a stop-work order. Benedictine Headmaster Jesse Grapes said school officials met with the county on Wednesday and addressed what he said were “non-issues.” “We went through all the items in this letter and we’ve resolved what are merely communication issues, not actual work issues,” Grapes said. The headmaster said the county has been “good to work with.” “We are communicating well and have a safe work site and a good plan that all parties are on board with,” Grapes said. “And we’re ahead of schedule.” Fisher wrote that county officials have tried to respond quickly to Benedictine’s needs, but the county’s response is “greatly undermined by the selective and inconsistent communications BPS continues to provide.” The letter from Goochland takes issue with several statements made by Grapes during a speech to the school community in early March. and no-trespassing signs around open excavations and construction areas and prevent unauthorized entry by people without proper protection. According to the letter, Grapes promoted parent tours of the site, which were scheduled for early this month. “The school, at that time, will still be an active construction zone and having such an activity within such an area is not safe for the general public,” Fisher wrote. “In addition, while I am not entirely sure of the scope of these ‘parent tours’ they are considered school activities.” School activities are not permitted at the renovated location until the county has issued a certificate of occupancy, Fisher wrote, which requires a minimum 60-day notice from Benedictine. The headmaster also said that Benedictine’s financial department will move to the new school in May and that other staff and faculty will follow in June, according to the letter. That would also violate the permit, Fisher said. Grapes suggested that the school would be meeting with county officials in June to review the certificate of occupancy but Fisher said he had no knowledge of such a meeting being requested. Regarding the wrestling and weight-training center, the headmaster has said that construction on that facility would begin after the school renovations are finished, according to the letter. “The county has no knowledge of such a facility and it is not on the county approved (plan of development),” Fisher wrote, adding that Goochland may have to issue a new or revised plan of development. Grapes said the designs for that building were given to the county on Wednesday.

Fisher also instructed the school to postpone the tours and refrain from letting any staff or faculty in the building until the certificate of occupancy has been approved. Under the original timetable, the move was scheduled to happen by the start of the 2012-13 school year. A zoning issue involving right-of-way was resolved in February of this year, which cleared the way for Benedictine to begin the renovations and site work. But the opposition group still maintains that the county cannot legally authorize a widening of River Road without a determination by the Planning Commission that the widening would fit with the county’s comprehensive plan. Patrick M. McSweeney, a Powhatan County attorney and Benedictine graduate orchestrating the legal opposition, filed a motion March 29 seeking a new ruling on the matter. In an interview last month, McSweeney said Benedictine’s application for the new school is not “clean.” “From the very start, they’ve provided inadequate information or misleading information,” McSweeney said. “Their tactic has been to get one foot in and bully.” Darvin E. Satterwhite, an attorney representing the Benedictine society, said he will be filing a response to the motion. “From a legal standpoint, we’ve gotten everything we need to move forward,” Satterwhite said. “We just don’t think any of these legal maneuvers by our opponents have any merit to them.” No hearing has been set on the new motion, according to online records for the Goochland Circuit Court.

Goochland girls’ tennis looking to defend JRD title By Jim Ridolphi Special Correspondent

The Goochland girls’ tennis team entered a match with Steward School on Monday sporting an unblemished 3-0 record, but Bulldogs’ Coach Terry Hood knew getting win number four wouldn’t come easy. “Steward has a strong tennis program, so this is real challenge for us. We’d be fortunate to get out today with a victory,” she said before the match. Her concerns proved warranted as the Bulldogs dropped a 5-4 decision but the girls didn’t go down without a fight. Goochland and Steward were tied 3-3 after singles play but the Bulldogs won only one of the three doubles matches. Even with the loss, Hood noted steady improvement in the team’s performance as the Bulldogs prepare to defend their James River District title.

“Considering that The Steward School beat us 7 - 2 last year, I was very pleased with the competitive matches I saw today,” Hood said. Maddie Parker, the team’s number one seeded player, recorded her fourth singles victory of the young season against Steward’s Maclaine Ellis 8-1. The freshman leaves little doubt when it comes to who should fill the top slot. “She’s clearly out best player,” Hood said. “That was clear from the first day she showed up. When we had our challenge matches, she just dominated.” Kerri Anderson usually occupies the number two slot, but competed at four for the match with Steward. Anderson took the win 9-8 (7-3). Brett Alvis was second seeded for the match and narrowly fell 8-9 (5-7). Hood is entering her third

season as girls’ head coach, and it’s been a steady climb for her team. She said more members of the team are taking advantage of private lessons and year round tennis. The results are

showing on the court. “I think it really does seem to make a big difference and we’ve seen real improvement in the girls who have taken advantage of that,” she said. “It’s made them much steadier

players.” It also doesn’t hurt that the majority of Hood’s starting lineup are returning players, familiar with their roles and comfortable as team leaders. Although the lineup has remained virtually the same for all four starts this year, Hood said her number two through five seeds are “interchangeable.” “They are all strong and could play in any of those positions.” In addition to Alvis and Anderson, Catherine Brown and Molly McLaughlin round out those positions. Another veteran, junior Daisy Cutchins, is anchoring the team at the number six seed. Hood doesn’t discount the importance of her seniors and their experience. “We had a tough match against Fluvanna, but the girls hung in there and

wouldn’t give up. They pulled it out 7-2,” she said. “That was a really big win for us.” Anderson and Brown have been playing number one in the doubles competition so far this season. The Bulldogs also sport an impressive lineup of support players, who get their share of playing time in exhibition matches and some doubles competition. “The older girls are never too busy to help our younger players, and they are steadily improving. They are very enthusiastic and they are getting a feel for the game,” Hood said. The experience, talent, maturity and composure all add up to what should be a successful season for the Bulldogs, who will compete with Randolph Henry and see Tennis >page 13

Minutes after Collegiate sophomore midfielder Caroline Weinberg scored in the second half against St. Catherine’s on Thursday, precipitation began falling from the slate-gray skies as spectators, already huddled under blankets and jackets, brought out their umbrellas. But this April shower wasn’t rain, but sleet. It fell hard enough at the St. Catherine’s fields in Goochland that referees called the game, resulting in a 3-2 Saints victory. “It’s always nice to win on our home field,” St. Catherine’s coach Laurie Marshalek said. “The girls kept their composure under pressure and we came away with the ‘W’.” Collegiate coach Bill Rider didn’t think the weather conditions had any effect on the

“The camaraderie amongst them is impressive,” she said. “Of the four seniors we have, they amount to 19 years of varsity experience. Weinberg’s goal came off a corner kick in the 66th minute, but any chance of a comeback was put to rest because of the weather. Rider said that the game went as expected when it comes to the St. Catherine’s-Collegiate rivalry. “The kids were working hard out there,” he said. “It’s a rivalry amongst friends. It’s what you’d expect in a match

like this.” The Saints and Cougars meet again on April 18 at Collegiate, a game that will count toward the LIS standings. Marshalek said that even though this game didn’t count toward the LIS standings, her team will gain confidence from the win. “I think any win against any team is a sweet win,” she said. “Whether it be Collegiate, or Trinity or Norfolk Academy. A win is a win. Drivers getting feel for Gen-6 car at RIR By Charlie Leffler cleffler@goochlandgazette.com

Early last week a select group of Sprint Cup drivers took advantage of a change in NASCAR’s testing policy to put the new Generation 6 car through its paces at Richmond International Raceway. For the first time since 2008, race teams were allowed to run up to four test sessions at tracks that will appear on the NASCAR schedule. Therefore, Earnhardt-Ganassi Racing’s Juan Pablo Montoya and Jamie McMurray joined Richard Petty Motorsports drivers Marcos Ambrose and Aric Almirola at RIR to take advantage of two days on the short track. While most of the drivers were looking for insight into how the car would perform at RIR Almirola sought an opportunity to establish an early season baseline for every short track on the circuit. “Other than Phoenix, we’ve really not had much time with this new car and the new setups and stuff that we’re running on a short track,” he said. “This is really an opportunity for us to test here at Richmond and get dialed in for our short track package and get a better grasp on what we need.” While testing produced few specifics that will prove beneficial for the drivers’ return trip to

RIR in three weeks, McMurray said the crews get a chance to get a closer look at things they can’t micromanage over the course of a busy race weekend. “The one thing you get out of this is you get to have lasers on the car, the travel indicators on the shocks so you can really get the splitter and all that you don’t get to look at when you come back here for the race,” he said. “When you come to test it’s just really nice to be able to look at all that and get a really good baseline when you come back.” Likewise, RIR presents unique challenges for teams. “This has been a really hard track to get around,” McMurray said. “It’s really hard to make your car turn in the middle of the corner and it’s probably the slickest race track to drive off group of parents. They’ve been incredibly supportive.”

the corners. You literally, in the race here, spin the tires all the way from Turn 4 to the start finish line. So you work really hard on trying to get your car to do both of those things and it’s hard to do one without hurting the other. So really that’s what we’ll work on the whole time we’re here.” As such, Ambrose said drivers are battling the same problems they faced with the previous version of the car. “We’re fighting similar characteristics,” he said. “These cars are very heavy anyway and hard to get them to turn the middle without spinning the rear tires coming off the corners.” Still, the overall impression among the four drivers was the Gen-6 car is much faster at RIR than past versions. During early morning laps under low temperatures, the cars nearly reached the track record speed of 129.93 mph set by Brian Vickers in 2004. “The track was extremely fast in the morning,”

Almirola said. “When we rolled out on the track at nine this morning it was still kind of cool and the track had a lot of grip. We were running lap times close to the pole speed for the spring race- in race trim. So, really surprised at how fast the track was.” Ambrose concurred. “This car is certainly capable of going lap record speeds around this place,” he said. “If the weather is good in qualifying and nice and cool we’re going to lay down some fast lap (times). “This car has got inherent characteristics that are better for the race car,” Ambrose said. “It’s got less weight. It’s got more down force. It’s got a wider track. All those things really make for better lap times.” Early in the season some drivers voiced displeasure with the Gen-6 car but the drivers testing at RIR had nothing but praise for the latest version. “Everything’s been really g o o d

about it,” McMurray said. “It’s got much more grip than what we had last year. I think you’ll be hard to find anybody that says they don’t like that. It just turns better, has more drive off, everything’s better about it.” Montoya agreed. “Probably the racing is better than it was before and I think it was great already and the way the cars look; this Chevy SS- I think it’s amazing.” Almirola utilized sarcasm to point out, from a driver’s standpoint, little has changed. “Inside the car, the steering wheel’s in the same location and the pedals are in the same location so I really don’t’ have a whole lot to adjust to,” he said. However, he was quick to add- “The crews, the crew chiefs, engineers and stuff, they’ve had quite a bit of stuff to adjust to from track to track to track that we’ve gone to. So, really for me, I just get in and drive and complain about what I’m doing.” Some

early driver complaints were it was difficult to pass with the Gen-6 car but McMurray disagreed. “For me it’s been a little bit easier to pass than the last couple of years so I don’t think that’s a fair assessment,” he said. While Ambrose did not go so far as to condemn the Gen-6 passing ability, he did point out everyone is still going through a breaking in period. “The teams and the drivers are all brand new to this car and we’re going to look at what it means to go fast,” he said. “When we do, I think we’ll be passing cars and not having any problems. It’s just what racing is. Racing is always about change and things moving forward and what we did last year to race them and to set them up are different than what they are now. So we have to be aware and mindful of that and working to putting on better races for the fans. “It’s just the evolution of racing,” Ambrose said. “That’s really what it’s about.”

The Goochland County Convenience Center is searching for a full-time employee to supervise and direct the activities of the waste disposal centers. Incumbent will supervise, train, enforce rules and guidelines, counsel and discipline staff, and produce and maintain employee schedules and time/attendance records. Incumbent will also collect and deposit all revenue, ensure that the facilities are maintained in a clean and safe manner, maintain documentation on waste disposal operations and maintenance of equipment, schedule contractors to service containers, and perform duties of an Attendant, filling in as needed. Requires comprehensive knowledge of solid waste regulations, principles and practices of a Convenience Center, prior supervisory experience, excellent customer service skills, and ability to perform physical labor in extreme temperatures and conditions, including the ability to lift, carry, and move 50 to 100 pounds, and to climb, bend, and stoop for extended periods of time. Requires high school diploma and valid VA driver’s license. Knowledge of heavy equipment operation is desired. CDL and registration as a Solid Waste Facilities Manager is preferred. District 4 RZ-2012-00006 Application filed by NDIRT, LLC requesting zoning reclassification of 42.393 acres from A-2 (Agricultural, Limited) to B-1 (Business, General) on Assessor’s Parcel No. 59-1-0-41-0 (GPIN 7726-63-8915). The property is located east of Route 288 and is approximately 0.5 mile south of Broad Street Road (State Rte. 250) and adjoins West Creek Business Park. The applicant plans to develop the property for office, medical office, warehousing, retail shopping, hotel, or other related uses as permitted in the B-1 Zoning District. The property is within an area designated as West Creek in the 2028 Comprehensive Plan. c. District 4 CU-2013-00001 Application filed by McDonald’s USA, LLC requesting a Conditional Use Permit to construct and operate a fast food restaurant with drive thru located on a portion of Assessor’s parcel 47-1-0-43-P (GPIN 7726-08-3555) in the Broadview Shopping Center at the corner of Broad Street Road and St. Matthews Lane in the Dover Magisterial District. The property is currently zoned B-1 (Business, General). The Conditional Use Permit is required by Article 16, Section 3.11 of the Goochland County Zoning Ordinance. The 2028 Comprehensive Plan recommends Commercial use. d. Public Hearing for the sale of timber harvested from Matthews Road Tract (GPIN 6811-50-5473) to comply with Section 15.2-1800 of the Code of Virginia. The 36-acre tract is planned to be select-cut.
