Board approves raises for two top positions By Ken Odor jodor@goochlandgazette.com

Goochland Board of Zoning Appeals members Harriet Phillips, left, Richard Carchman and Yasmine Hamad chat before Monday’s hearing. Goochland County and Benedictine urged the board to dismiss an appeal of the school’s proposed plan of development by neighbors on River Road but the board agreed to hear more arguments on June 17.

BZA will consider appeal of Benedictine development plan By Ken Odor jodor@goochlandgazette.com

Benedictine College Preparatory School’s plans to open for the fall semester got a setback when the Goochland Board of Zoning Appeals (BZA) refused to throw out an appeal by neighbors of the school to overturn the Plan of Development (POD) approved by the county in January. Attorneys for Benedictine and Goochland County argued that the neighbors did not have standing to mount an appeal, nor did the BZA have jurisdiction to hear such an appeal. “This body does not have the

authority -- that’s the long and short of it,” Benedictine attorney Darvin Satterwhite told the four members. And Satterwhite said according to Virginia law only the applicant, in this case Benedictine, would have standing to appeal a plan of development (POD) if it were rejected. Attorney Patrick Taves, hired by the county to represent it, agreed. “This board does not have jurisdiction to hear this case,” he said, and argued further that But attorney for the four plaintiffs Patrick M. McSweeney said the General Assembly could not have intended to prohibit such an appeal. “The General Assembly has

always given aggrieved landowners a right to appeal,” he maintained in answer to a question from the board. After a brief recess to confer with their attorney, Maynard Sype, the board moved to continue its deliberations on the appeal and scheduled a hearing for June 17, asking the parties to address several points in the suit at that time, including whether failure to refer the POD to the county zoning administrator and alleged non-compliance with county code concerning possible damage caused by increased stormwater runoff to neighbors’ property do not constitute grounds for rejecting the POD.

Goochland’s supervisors unanimously approved 7 percent salary increases for County Administrator Rebecca Dickson and County Attorney Norman Sales at their Tuesday meeting. Effective July 1 this year, once the changes to the employment agreements have been signed, Dickson will earn $164,841 yearly, up from $153,913 and Sales will earn $155,780, compared to his current salary of $145,453. Deputy County Administrator for Financial Services John Wack said money for the increases was included in the FY2014 budget adopted by the supervisors in April. Both individuals also receive $10,000

annual deferred compensation packages; in addition Dickson is provided a $12,000 yearly automobile allowance by the county. “One of the county’s key objectives is to attract and retain high quality employees,” said Board of Supervisors Chairman Ken Peterson. “The county is fortunate to have a great team of professionals that report to work each day. The compensation adjustments contained in the fiscal year 2014 budget are designed to reward good performance, relieve some salary compression pressures that have been building, and with respect to our contract employee positions, including the County Administrator and County Attorney, to help the county remain competitive with changing market conditions.”

Trial set for man accused of beating school teacher By Ken Odor jodor@goochlandgazette.com

A Henrico man charged with beating a Goochland Middle School teacher last December will stand trial next month in Goochland Circuit Court. Uriah K. Harris, charged with attempted murder and malicious wounding plus two misdemeanor charges, will face a jury June 18 for the attack on the morning of December 5 last year, when he allegedly lay in wait for his former girlfriend in the parking lot of Goochland Middle School and began to beat her. Two other teachers pulled Harris off the woman and he fled, turning himself

into the Goochland Sheriff’s Office later that day. Sheriff James Agnew credited the two teachers who came to their coworker’s aid with possibly saving her life. Harris, accompanied by his attorney John Amos, pled not guilty to all four charges and requested a jury trial at the arraignment before Judge Timothy K. Sanner last Friday. Goochland Commonwealth’s Attorney Claiborne Stokes told the court he anticipated calling three witnesses and said the trial could be completed in one day. Harris is being held without bail at the Henrico County jail.

‘Miss Connie’ is the latest face to grace Parks Wall of Fame By Ken Odor jodor@goochlandgazette.com

Goochland Parks and Recreation and Facilities Management added a new face to their Wall of Fame last week with the addition of Constance M. Reid. Reid was honored both at a dinner at the old gym and later at the evening session of the Board of Supervisors meeting. “Ms. Connie as she is called by those who know her has professionally and voluntarily served the Goochland community for upwards of 15 years,” said Director Derek Stamey. “She’s worked for Parks

and Recreation in a number of various roles. She’s done it all, run programs, operated the office at times, answered questions from the public, assisted with Department special events, and even served French fries from the concession stand. “Her service to the community doesn’t stop with her contributions to Parks and Recreation. Ms. Connie served as a founding member of Goochland’s Court Appointed Special Advocates, where she worked to provide a voice for abused and neglected children, both in the courtroom and in the community. Her work with CASA spanned over a decade

and included numerous efforts to fundraise for the organization. “In addition to CASA, Ms. Connie has served on the board for the Goochland Christmas Mother for over 10 years, and as its President for 2.5 years. Thanks to her selflessness, hundreds of families in Goochland have received a Christmas when they may not have otherwise.” “Her induction to the Wall of Fame and more importantly her service that got her there can serve as an example to everyone on what service to your fellow citizen looks like,” he concluded.

Visiting group elevates acoustic gospel music By Korey Hughes Special Correspondent

Acoustic choral singing is a somewhat neglected art these days, but the Higher Ground Quartet is keeping the rich and soulful sound of a capella gospel music alive. And, local residents will get the chance to hear the group perform live when the Virginia-based singers perform at Goochland Baptist Church at 2454 Manakin Road in Manakin-Sabot at 6 p.m. on Sunday, May 19. Brothers Jared and Rodney Heatwole, the group’s founders, grew up in the Shenandoah Valley, and originally, the first and second tenors started singing two-part harmonies together. Then, the pair formed its first group, the Streets of Gold Quartet, in its local area and began recording. But, when the duo relocated to McDowell, Va. in 2003 after their father started a mission church there, they started the Higher Ground Quartet with members Joe Shell and Timothy

Heatwole, who provided a third tenor part and a bass sound, respectively. Although current member and baritone Jeff Freed eventually replaced Shell, the group found the signature sound that it is now known for, and it has been performing at churches throughout the state for several years. In fact, Sunday’s appearance is a stop on the group’s current tour. Since its inception, the Higher Ground Quartet has released five albums, including “Better Than Life,” “Brothers Forever,” “Jesus, Our Jubilee” and “Land of the Living.” And, its most recent release,“Wonderful Savior,” is now helping the group to find new fans. Incidentally, Sunday won’t be the first time that the group has lifted the spirits of church goers at Goochland Baptist Church. Adam Phlegar, the pastor of families and music, said that the Higher Ground Quartet has performed there in the past and that he has seen one of their skillful shows before. Phlegar also men-

tioned that the group has connections with members of Goochland Baptist Church’s congregation, which is how it was introduced to the church in the first place. “They were absolutely phenomenal,” Phlegar said. “Everything they do is a capella, and listening to them blend and make their own music and not be covered by an instrument is pretty remarkable.” The performance is open to Goochland Baptist Church members and the general public alike, so if you enjoy acoustic vocal performances and soul-stirring gospel music, you won’t be disappointed. And, according to Phlegar, it will be the kind of uplifting performance that families can enjoy listening to together. “They’re a very talented group,” Phlegar said. “And, it’s a family-friendly atmosphere with good music and good fellowship.” The performance is free, but a love offering will be collected for the group.

Poet John Blake encourages students’ efforts By Ken Odor jodor@goochlandgazette.com

Poet John S. Blake sat quietly last Thursday afternoon as the members of the Goochland High School Dead Poets Society worked on their assignment. Sitting quietly doesn’t seem to come naturally to Blake, who exhibited a wealth of energy at the afternoon session, encouraging the six students to validate the emotion that their short poems revealed. “Yes,” he hollered, as one student was moved to tears by the lines she had written. “Go through the pain,” he said, encouraging the young writers to validate their feelings. “Don’t deny it if you feel it he said. “Crying is like taking your soul to the laundromat.” Blake spent two weeks this month speaking to 31 English classes. “More than 700 students have seen John,” said English teacher Emily Holloway-Costa, who brought Blake to the school. Blake, 43, now lives in

group. “At the End of Life, a Secret” by Reginald Dwayne Betts was one of the poems Blake read to the group before their writing assignment. In it, a bored coroner processes a body, weighing each part and comes up 21 grams short, the weight of what some think is the soul. “all that moves you through this world.” – ends Betts’ poem. Holloway-Costa said The Dead Poets Society sprang from a student’s suggestion. And she found out about Blake after going to a “poetry slam.” She got funding from the Central Office and brought Blake to GHS for his two-week stay. Blake’s writing assignment for the group this afternoon was to create a poem with a turn – to go in one direction and then change the message at the end for dramatic impact. As they read, Blake praised each students’ effort, even while chiding several about trying to issue “disclaimers” before they read their work aloud. “Mr. Blake opened up the eyes of the sometimes close-

minded Goochland population. He showed us that there are more things out there than gossip and long, hard to understand poems,” said student Mollie Ball. After the session Blake talked about what he hoped to accomplish with his seminars with the GHS students. “I want you to write about what matters to you,” he said was his message to students. “Then the technical stuff comes,” referring to style, rhyme and meter. “It’s got to have some risk,” he concluded. “Mr. Blake effected a significant impact on the students here at GHS and made them view poetry, and perhaps their own lives, in a whole new light,” said Holloway-Costa. “For so many of our students, this experience was as positively therapeutic as it was educational. I am so glad and grateful to Mr. Blake for the gifts of poetry and empathy he shared with all who had the opportunity to see him in action and to my department for welcoming Mr. Blake with open arms and open classrooms so that he could touch the life of nearly every student at this school.”

JSR garden benefits Goochland Free Clinic By Ken Odor jodor@goochlandgazette.com

The Goochland Food Pantry has a new source of fresh produce, thanks to the efforts of a group of interns and students at J. Sargeant Reynolds’ Goochland Campus. According to Toni Gregory, who is coordinating the Organic Vegetable Garden under the direction of Horticulture Department Director David Seward, the garden has already produced 116 pounds of fresh organic produce for the pantry, which is operated by the Goochland Free Clinic and Family Services Agency. New Goochland Food Pantry manager Terri Lynn Smith said the produce is delivered to the

food pantry, which is virtually across the street in Goochland Courthouse, each Wednesday. “ You can’t get any fresher than that, said Smith. On a recent Wednesday afternoon students were harvesting cool weather vegetables. “Part of what draws me to farming is to feed people who are in need, said Tracy Aiello, a student from Charlottesville who was helping out with the harvesting. Gregory said Seward reached out to the food pantry to find out what they needed most and fresh produce was the answer. “It was a learning opportunity for the students, said Gregory, as well as an chance to help out the community.

Habitat breaks ground on its 19th Contributed Report

No, I’m not talking about taking to the streets to protest, smoke pot, or badmouth Uncle Sam. I’m talking about resisting the insidious, constant pressure to replace people with machines. And the destructive effect on human society of such a process. For example, when returning from the always entertaining evening meetings of the Board of Supervisors or School Board in Goochland County, I often stop in a the local supermarket for a late night treat – say some chocolate ice cream. As those meetings often run late, there may not be too many cashiers on duty but there will always be those soulless automatic checkout machines waiting. I don’t use them. I won’t use them. How come? Because every time I do I help deprive someone of a job running a cash register at that grocery store. Running a cash register at a grocery store was one of the first jobs I had as a teenager after being a paper boy. It was fun -- one of the most enjoyable jobs I ever had. They made me the express register operator ’cause I was pretty fast back then, believe it or not. I got to see all the folks in the neighborhood -- flirted with the girls, joked with the boys, and said “Yes, ma’am” and “Yes, sir” to their parents. Likewise at my local supermarket, there are some folks I see regularly working the registers. I ask

how they’re doing and we chat a little. I like that and I think they do too. The auto checkout machines talk too, but it’s not quite the same. Somehow I don’t think they are really interested in me. They don’t know how to flirt -- that’s for sure! Or, for another example, I recently had the unpleasant experience of trying to track down a package shipped through one of our two major national parcel post companies. It soon became quite clear that great effort had been taken to prevent a caller from talking to a human being, which had me checking via computer at any number of locations to see where the small cardboard parcel might be lurking. I finally did get a person on the phone and a tentative location. But when I asked for a phone number to verify the parcel was in fact there, the clerk told me there was no phone number for this location. This, I maintained, could not be true and demanded I be given a phone number. I got one; I phoned and was told by an actual living person that the package was there. I’ll find out later this week if it’s true. Is it more efficient to use recordings and the computer to run a business? Maybe. Is it worth it? I don’t think so, do you? -Ken Odor

Shalita Randolph turns the first shovelful of dirt where her new home will stand.

On a beautiful Sunday afternoon, May 5 Habitat broke ground for its 19th house to be built since its inception in 1997 with the latest partner family of Shalita Randolph and her two children, Nydja, a girl aged 8 and Corey, a boy aged 6. Shalita handled the shovel in front of 10 of her family, who came to cheer her on and help her with the 300 hours of sweat equity she will have to put into the building of her new home to qualify to receive it. She applied to Habitat in 2011 and kept applying until accepted this year. Shalita is 30 years old and looking forward to her first home of her very own to give a better life to her children. She has been living with her parents and one of her sisters and her family in a happy but very crowded home. Her father works in commercial construction for Platinum Enterprises and so should be a big help in the work on the house as the volunteers progress with the construction. Shalita works in Louisa at Tridem Corporation where she has been for the last three years. She is working on her GED and hopes to soon take courses at J. Sargeant Reynolds to help her to make a better life for her family. Habitat welcomes such a positive and hardworking partner family.

Cuccinelli on our side says supervisor

One thing we have always known for sure: Ken Cuccinelli is on our side. He was on our side against an overreaching federal government seeking to impose unwanted health care mandates. On our side against an EPA exceeding its authority to regulate water as a pollutant at a cost to counties of tens of millions of dollars, and seeking to eliminate desperately needed jobs in Virginia’s coal industry. And now, on our side against high taxes and budget-busting spending that drive away employers and create burdens on Virginia families. Ken’s growth plan would cut tax rates while closing loopholes to benefit job creators and working families alike without wrecking the budget. It would also make sure that Virginia government tightens its belt with the rest of us by holding spending increases to inflation plus population growth. As a leader in a small county, I’m proud to support a candidate for governor who I know will always stand Mary Ann Cisne up for our interests against ever-growPartridge Hill ing state and federal governments. Ken

Cuccinelli’s economic growth blueprint is just one more piece of evidence that he is the right man to lead our commonwealth into the future. Susan Lascolette Member, Board of Supervisors, see Letters > page 7

Memorial Day coming May 27 This coming Memorial Day, Monday, May 27th again finds Americans serving our Nation in the Armed Forces of the United States locked in battle half way around the world. These brave men and women did not make the decision to defend our National interest in Afghanistan, or in any other corner of the world where they are called to serve. Selflessly, they do so, voluntarily and willingly following the directions and orders of those placed above them in the chain of command and ultimately as directed by the President of the United States and the Congress of this Democratic Republic. Far to many of these warriors do not return home safe and intact in body, mind and spirit, but are damaged by war. Many make the supreme sacrifice on our behalf.

Unfortunately, it seems to have always been this way and history would suggest that freedom will never be free, or without immense sacrifice to those who would fight to be free. Here in lies the purpose of Memorial Day and Veterans Day, one day set aside to honor those who have lost their lives for this Nation and the other to honor all who have served in the Armed Forces of the United States. Today, less than one percent of our Nations population serve. Fortunately, for the last 30 years, our warriors have had the most sophisticated and effective equipment and systems to defend freedom that any Nation has ever had. But, most important, the quality, capability and dedication of our protectors has never, since 1775, been greater than today. It is therefore appropriate that we honor this generation which has been called on to make greater sacrifices than we have ever previously asked of our active, reserve and guard forces, by recognizing those who have made

Any person who has ever been in harms for this Nation will tell you that they are NOT heroes for having served, but that the true heroes are those who did not return home and those who have endured great physical and mental wounds. Let us honor them and all who serve this Memorial Day. Before you light the fire for the family barbecue, or begin the baseball game, consider the following. Pick up a poppy from the veteran at your local shopping center. You may wish to attend the Virginia War Memorial’s Memorial Day Ceremony, or stay right here at home in Goochland and on Monday, May 27 at 10 a.m. be at the Goochland Courthouse for the finest Memorial Day event in many years (Goochland High School Auditorium is the inclement weather site). Bulldogs fall to Statesmen heading into busy week By Jim Ridolphi Special Correspondent

Recent rains have wreaked havoc on this season’s high school baseball schedule, forcing postponement after postponement, putting the once surging Goochland varsity baseball team in a start and stop mode that might not be prompting the best results. That was definitely true in the Bulldogs’ 4-1 home loss to James River District foe Randolph-Henry last week, ending Goochland’s eight game winning streak. “I think we did have to come out and shake some of the rust off, and we just didn’t get it going tonight,” said Goochland coach Wes Farkas. “But, there are no excuses and (Dantae) Eubanks pitched well for them tonight.” The defeat dropped the Bulldogs into a first place tie with Amelia heading into the final week of the regular season. However, Goochland wraps things up with a home showdown against the Raiders this Thursday in what could not be a district deciding battle. Taking the JRD regular season title will place the Bulldogs on more sound footing head-

ing into the post season. “We really want to secure that home field advantage,” Farkas said. “It means a lot.” The Statesmen (8-4) got off to a quick start, scoring two first-inning runs as Eubanks scored on a double by Derek Harvath. Drew Jackson added another and the Statesmen led 2-0 before the Bulldogs took a swing. “We left it up to our senior today,” said Randolph-Henry first year coach J.R. Allen. “I don’t know if it was a change-

up, slider or a curve but he was throwing it good today.” Goochland starting pitcher Trace Nixon doubled in Jake King to draw within one in the bottom half of the first, but the Bulldogs could get no closer. Goochland had its opportunities, but lacked key hits throughout the contest. The Bulldogs loaded the bases in the fourth inning, but a close, controversial call out at first base ended that threat. “We didn’t do much offensively tonight,” Farkas said.

“We got some hits but couldn’t string them together.” While impressed with the progress of the Bulldogs’ pitching staff Farkas felt Nixon needed the work to get back in a routine. “He hasn’t had the chance to pitch much with all the rain, but I thought he threw well tonight,” Farkas said. Nixon scattered five hits in five innings of work. After a tough one-run, inning loss in their first meeting, Allen was glad to get out with a win against the Bulldogs this time around. “We beat a good baseball team today,” he said. “We came out and battled and I’m proud of the team effort.” Farkas said the final chapter of the district race would be written this week as his team plays four games in four days, including the crucial showdown with Amelia. “We have to take care of business and I think we will,” he said. “We want to win out. We don’t want to leave any questions about who is going to be where. That Amelia game could mean a whole lot.” On Monday evening the Bulldogs got back on

Kaitlyn King admires the iris at the 9th annual Spring Garden Fest at the Goochland campus of J. Sargeant Reynolds last Saturday afternoon. King, a horticulture student at JSR, was one of more than 600 visitors who turned out on a perfect day for the event sponsored by the Goochland - Powhatan Master Gardeners Association. Master Gardener Linda Toler, coordinator for the event, was pleased. “It’s the best turnout we’ve ever had,” she said. This year’s festival including a new children’s garden tent, she said, in addition to always popular workshops, of which some of the most popular were classes on succulents, bonsai and Shitake mushrooms.

Goochland veterinarian Beth Schooley teared up as she talked about what being a mentor at Byrd Elementary School means to her. “I don’t have any kids of my own,” she explained. “It’s a very rewarding experience,” she said. Schooley was wearing a paper wrist corsage colored in crayon and carrying four letters from girls at the school thanking her for being a mentor.

It was all a part of last Friday’s lunch organized to thank the 15 or so mentors who meet with more than 30 students each Wednesday morning at 8 a.m. The boys program has been going on for two years. A girls program was added this year. “I think of them as step granddads,” said fourth-grader Steven Parrish, as he worked on downing his third sub sandwich, provided courtesy of the Goochland Rotary Club, which provides mentors along with Second Union Baptist Church and Forest Grove Christian Church. “Seeing how the young men have developed over the school year has definitely been rewarding to the mentors,” said mentor Calvin Hopkins. “It helps them become better citizens.” Deacon Curtis Parrish of nearby

Second Union Baptist Church, said he has seen a difference since the mentoring program started. “I can see an improvement in their Sunday School work,” he said. Byrd principal James Hopkins praised the program. “It’s a great way to involve county members with our children,” he said, and said the cliché “it takes a village” applied to the way the program worked. School counselor Kathy Albert, who coordinates the girls’ program, said it gives children a chance to learn how to talk to grown ups about leadership and character. Maykayla Pannell and Ashley Athey sat down to eat their lunch with mentor Dolores Nicholson, who joined see Mentors > page 5
