Goochland County’s four-member Board of Zoning Appeals (BZA) deadlocked Monday on a 2-2 vote on the crucial question of whether it has jurisdiction to consider an appeal of
Benedictine Preparatory School’s Plan of Development (POD) for its move to the Abbey location on River Road. The potential deciding vote would have belonged to the vacant District 5 seat. Benedictine’s River Road location is in District 1 and the school is in the process of moving its academic division from Sheppard Street in Richmond. The first day of classes at the new location is scheduled for Sept. 3, according to the school’s website. Meanwhile, the school and Goochland County have agreed on a

Sunday, June 9, was one of excitement for the congregation of the Gum Spring United Methodist Church as an official move was made into the new sanctuary. According to the Rev. Jeffrey J. Haugh, pastor, the service started
in the old building, where the choir sang a collection of favorite songs. After a ritual of leave-taking of the old building, the congregation traveled to the new building, behind the light of Christ, The Bible and the bell choir chiming a processional song.
In the new building, Haugh said, 258 people celebrated with a baptism, preaching, music from all the choirs and Holy Communion. The 20,400-square-foot project, located at 191 Cross County Road (the corner of U.S. 522 and see Church > page 11
School board upset with VHSL response By Ben Orcutt Staff Writer
Could the next Tim Tebow come from Goochland County? That’s a question members of the Goochland County School Board would like answered following their proposal that the Joint Legislative Audit and Review Commission conduct a study regarding homeschoolers being allowed to participate on public school sports teams. Tebow, who recently signed with the New England Patriots of the National Football League, was homeschooled while growing up in Florida, but was allowed to participate on public school teams and went on to become a Heisman Trophy winner at the University of Florida before being drafted by the Denver Broncos. During the School Board’s meeting on Tuesday, June 11, at the county administration building, several members expressed disappointment with a letter the School Board received from the Virginia High School League (VHSL) regarding the issue of homeschoolers being allowed to play see VHSL > page 4

Goochland-based Pete’s Mustard Company recently won a Gold Medal at the 2013 World Wide Mustard Competition from the National Mustard Museum for its “For Pete’s Sake Hot Horseradish Mustard”. Each year, the World-Wide Mustard Competition recognizes the best of the best from around the globe. Nearly 300 mustards competed in 16 categories at the 19th annual World-Wide Mustard Competition, conducted under the direction of Barry Levenson, curator of the National Mustard Museum in Middleton, Wisc. According to Levenson, the winning mustards reflect both the quality and diversity of the mustard industry. “It doesn’t matter if it’s a well-established large producer or a small boutique mustard maker, this competition attracts the finest mustards in the world. The judging is blind, giving each mustard the same chance to win.” Hundreds of mustards compete, but only a select few become “Medal Winners.” Pete’s Mustard Company owner Michelle Emann said she was thrilled. “I couldn’t believe it when Barry called me with the news. I could hardly contain my excitement. I couldn’t wait to tell everyone and thank all of our customers and supporters.” With the Farmers Market season, Michelle said she is excited to spread the word about For Pete’s Sake golden achievement. The White Hawk Music Café in Goochland hosted a celebration on June 7.

The Museum became a nonprofit museum in early 2011. Levenson, who founded the museum in 1986, coordinated the World-Wide Mustard Competition since its inception in 1995. Pete’s Mustard Company produces old-fashioned horseradish mustards using an old family recipe. Pete’s began retail sales in 2012 and exclusively sold at Farmer’s Markets in Goochland.

Goochland Free Clinic hosts open house events By Korey Hughes Contributing Writer
Community services like those provided by Goochland Free Clinic and Family Services can be helpful when county residents face dire times in their lives. However, some people still don’t know about the nonprofit organization’s outreach efforts, and that’s why the tours it offers twice monthly provide a glimpse into its inner workings. The next Seeing is Believing open house tours will take place at 2 p.m. on Monday, June 24, and 6 p.m. on Monday, July 8, at 1800 Sandy Hook Road in. Director of development Adair Roper explained the Goochland Free Clinic and Family Services’ purpose. “The clinic’s mission is to provide access to health care and basic human services,” Roper said. According to the clinic’s
website, 17 percent of the county’s population lacks health insurance, so the medical and dental services it provides have been beneficial to the people who have used them. “We have had over 8,000 medical visits by Goochland residents, so 843 families would have suffered without it,” Roper said. Roper said education is the aim of the Seeing is Believing tours and that informational sessions can be brought to other venues such as churches, homes and neighborhood meetings. “We want people to be aware of our programs and our services or to volunteer,” Roper said. “It’s amazing how many people aren’t familiar with what we do.” Geography could be one of the reasons why some local residents don’t know much about what Goochland Free Clinic and Family Services does. That is, according to Roper, people
who live in the county’s west end may be more familiar with its functions. “I would say that it’s due to the fact that Goochland County is very long and that those in the east end of the county are less familiar because they don’t come west that often,” Roper said. “And, those in the west donate more and have the time to volunteer more often because much of the wealth is in that part of the county.” It should be noted that Goochland Free Clinic and Family Services isn’t just a health provider. In fact, it provides 11 different programs and services that include case management, emergency housing and transportation. Additionally, it operates a food pantry and a thrift store called the Clothes Closet that provides apparel and other necessities for the home to needy families. “The Clothes Closet is a
Goochland man sentenced on child pornography charges Contributed Report
A Goochland man was sentenced on Wednesday, June 12, to 17½ years in prison for production of child pornography. Attorney General Ken Cuccinelli and U.S. Attorney for the Eastern District of Virginia Neil MacBride made the announcement after Adam Hobart Stanley, 35, was sentenced by United States District Judge John A. Gibney. Judge Gibney additionally
ordered Stanley to pay $205.21 in restitution to the victim, and ordered a term of 20 years of supervised release following imprisonment. He also will be required to register as a sex offender in any U.S. jurisdiction in which he lives, works, or attends school. Stanley sexually abused a 12-year-old child whom he babysat during 2012, and used a hidden video camera to produce a child pornography video of the victim. Stanley also distributed
child pornography videos and images over a peer-to-peer network on the Internet and saved hundreds of videos and images of child pornography on various computers and computer media. This case was investigated by the Federal Bureau of Investigation Innocent Images Task Force. Senior Assistant Attorney General and Special Assistant United States Attorney Gene Fishel is prosecuting the case on behalf of the United States.

As Roper explained, the organization accepts private donations from individuals and businesses. “If someone wants to get
involved, they can go to our website and donate or they can hold a food or clothing drive,” Roper said. “They can also do a planned gift in their will or in an insurance policy.” But, during the Seeing is Believing tours, Roper said participants will see the clinic from the perspective of board members, volunteers and clients. The excursions, which run about 45 minutes, will take attendees on a tour of the free clinic space, and they will view photographs of the Clothes Closet and the food pantry. “The tours are an informational and inspirational session with a behind-the-scenes look

The VHSL’s Feb. 11 letter was in response to a Dec. 11 letter from the School Board, in which the School Board requested that the Virginia General Assembly postpone legislation concerning homeschoolers participating in VHSL-sanctioned events until a Joint Legislative Audit and Review Commission (JLARC) study had been completed. The VHSL responded to the School Board’s letter in a Feb. 11 letter from Kenneth G. Tilley, the group’s executive director. While Tilley said in the letter that the School Board’s letter will be included on the VHSL’s Feb. 20 Executive Committee meeting, he also said that “at the previous Executive Committee meeting on December 5, the committee voted 23-1-1 to oppose homeschool legislation with no compromise. The overwhelming sentiment of the committee . . . is that all participants in VHSL activities must meet the same standards of eligibility and that homeschoolers cannot satisfy that requirement.” The so-called “Tim Tebow” bill failed in the recent session

of the General Assembly, but Tilley’s response still did not sit well with the School Board. “I think the response was disappointing,” Elizabeth A. Hardy, who represents District 4 on the School Board, said. District 2 member W. Kevin Hazzard and District 1 member Michael E. Payne, the panel’s vice chairman, spoke in a similar vein. “Our letter that we wrote in response to some things that happened at the VSBA [Virginia School Boards Association] convention and some other issues was that we really wanted to shed the light on the problem that would allow them [the VHSL] to make that case with numbers and facts rather than conjecture and in many cases hyperbole,” Hazzard said during a break in last week’s School Board meeting. “So we just wanted them to have the facts. Now if the facts came down the other way [that it is not feasible to allow homeschoolers to participate], that’s fine too, but you have to have the facts to do it. So it was really just more of let’s just throw up a hard defense and no compromise, no discussion. We are not going to highlight anything. We’re going to stop this discussion and that’s what we were opposed to. That’s all we
said.” “We want the facts and I think JLARC is more than willing to go after it and do this study,” he added. Despite the response from the VHSL, Hazzard said he remains undeterred. “No, actually this kind of emboldens me,” he said. “When I see them come back and say the vote went this way with no compromise and as one of the other board members said, ‘You’re on the wrong side of this issue,’ is really what they’re saying with that is they’re assuming that we have a side on the issue. The only side we have is we want some more information. That’s it.” The crux of the issue for him, Payne said, comes down to academics and local control. “I think I would advocate if we’re saying what they’re doing at home school is good enough for them to get accredited to go into college, that we should take that with weight saying that it is good enough for them to have an opportunity to try out for a team,” Payne said. “But, more importantly, I don’t think that an organization should be telling localities what they have to do. I think the localities should be able to control what they want to do in [athletics].”

by people who obviously believe that a world destroyed by horrific events is a place worth living, and they’re ready for all of it. It’s like a version of “Be Prepared” on steroids, but another blow against optimism for what I thought would be a night off of mindless television. I suppose only a glutton for punishment would have clicked on my next stop, a show that examines what the earth would look like years after man’s demise. Subways in collapse, large skyscrapers standing windowless and overgrown streets present a daunting visual as viewers imagine what life would be like 50 years after man disappears. I’m not sure that’s something I need to examine. My search continues. I’m up in the high numbers of cable television now, and a screaming televangelist comes on yelling about the last days. He’s convinced that our days are numbered, and, realistically, all of ours are, but he offers a puzzling and somewhat unique solution to the impending destruction. Elvis is dead and I don’t feel so good myself – Lewis Grizzard Living in America these days is not for the faint of heart. One night of television reinforces that presumption, and a brief glance of the evening’s lineup removed any doubts that I had on a recent leisurely evening. It began with a news report that warned of an impending SARS type epidemic quickly appearing in other parts of the planet. The World Health Organization said the outbreak could have perilous consequences and global impacts, and experts know little about the new virus. Whoa, I couldn’t turn the channel fast enough until I stopped on something called Forecasting the End. A group of scientists theorized on just how the world will end, examining scenarios as if they were weather patterns instead of the Apocalypse. There has to be something else on that’s not all gloom and doom. Let me see. What is this? It’s not the positive message I was searching for. The show is called Doomsday Preppers and it’s about ordinary people who prepare for the end of society as we know it. The show explores secret hideouts and bunkers constructed

Letters to the Editor Support expressed for background checks My concern is the issue of background checks, which was defeated recently. The background check has the support of many members of the NRA (National Rifle Association). In the southwest corner of Virginia is Lee County. I understand that it has the highest percentage of gun owners and NRA members in all of Virginia. I believe that 94 percent of these gun owners are in favor of background checks. I strongly believe the background checks do not infringe on gun owner rights. If a criminal was to attend a gun show with the intention to purchase a weapon, if the backgrounds check was enforced, this individual would not be able to purchase a weapon. Also, I am in favor of the mental database check. Let’s give it a try. If the background check and/or the mental database check saved just one life, do you not think it was well worth it? In order to get these passed is it going to take the death of a child of someone in
Congress?! Maybe members of Congress should have been presented with the photos of the Sandy Hook tragedy, which may have awakened their senses. I am a member of the Henrico County Democrats and last fall before the 2012 election at our meeting we had a guest speaker, Lori Hanky Haas, representing the “Coalition to Stop Gun Violence.” Her daughter was one of those shot at Virginia Tech. Her daughter was shot two or three times in the head and survived. She presented to us many facts about gun ownership and statistics in favor of background checks.

Besides, I’m beginning to yawn, and still not amused or satisfied with my night off. Wait, this looks interesting. It’s kind of an old movie about Rome and looks like it has the potential of some great historical scenes. This may be what I’ve been looking for, some mindless escape to a time long past.
The beginning credits are beginning to reveal the disturbing information that this is a documentary. Well, that’s OK. I can deal with a few minutes of educational information on old Rome or Italy or whatever. The final insult to my plans came in the unexpected revelation of the title of the thing I was watching. On a night when I was confronted with every form of end of the world destruction imaginable, I must admit I wasn’t prepared for the final blow the title dealt: “Pompeii: The Last Days” Next time, I’ll try the radio.

The richness of the Philippines will be celebrated at the 8th Annual Filipino Festival on Friday and Saturday, Aug. 9-10, at Our Lady of Lourdes Catholic Church at 8200 Woodman Road in Richmond. Traditionally held on the second weekend of August, this year’s event runs from 5 to 10 p.m. on Aug. 9 and 10 a.m. to 10 p.m. on Aug. 10. Hallmark Filipino cuisine such as lumpia, pancit, adobo, lechon, halo-halo and maja-blanca will be on the menu. Attendees will be able to quench their thirsts with the popular San Miguel island brew, Sierra Nevada, as well as favorite Virginia wines. Some vegetarian dishes will be available. The festival schedule includes lively entertainment from and an atmosphere with a cultural program that is a fusion of dance, music, song, artwork and exhibits by local and regional Filipino talent. She will be missed by all. The family received friends on Friday, June 14, 2013, at the Mechanicsville Chapel of Bennett Funeral Home at 8014 Lee Davis Rd. in Mechanicsville. A funeral service was held on Monday, June 17, 2013, at the Morning Star Lutheran Church in Mt. Jackson. Interment was in the church cemetery.

John “Frank” Bradshaw Ariz. Frank also is survived by BRADSHAW, John Franklin Jr. “Frank,” was born July 28, 1926, and passed away peacefully on Saturday, June 8, 2013. Frank lived a full life, graduating from Goochland High School in 1944 and embarked upon career endeavors, commencing with service in the U.S. Navy and followed by the U.S. Treasury Department of Engraving and Disbursement. He also was a business owner, establishing Goochland ESSO Service Center at Goochland CourthouseandlaterBradshaw’s Texaco in Henrico. Frank later worked for and retired from F.G. Pruitt Inc. as an office manager. He was a former deacon at the Salem Baptist Church in Goochland and was a longtime supporter of Oakland Baptist Church in Gum Spring. Frank enjoyed many things, but none so much as fishing on the James and Rappahannock Rivers and the Outer Banks, followed in later years by great attention to his yard work. Throughout his life, Frank was known for his integrity, charity, perseverance, devotion to family, quiet strength and gentle spirit. Frank was predeceased by his wife Jean in 1997, having been married since July 3, 1948; and is survived by their two sons, Don and Mark; and Don’s wife Karyn, who became the daughter they never had. Additionally, he is survived by his grandson, David Bradshaw of Tucson,

Founded in 1955, one of the East Coast’s oldest shows got underway on Wednesday and continues through Sunday (June 19-23) at the Deep Run Hunt Club Show Grounds at 1540 Manakin Road in Manakin-Sabot. Horses and riders will be competing in 225 classes over the five days, hoping to gain points towards yearend awards and/or qualifying shows, along with receiving more than $40,000 in prize money and trophy awards. Retirement Foundation at James River www. JamesRiverHorses.org is the named beneficiary of the horse show this year. The Foundation, working with the Virginia Department of Corrections, established a Second Chances program at the James River Work Center in Goochland County, providing rehabilitation and training for offenders, using ex-racehorses. Graduates of the program become certified
in the nationally acclaimed Groom Elite program and the Foundation assists them, upon their release, in finding jobs in the horse industry. With the program, the retired racehorses have new jobs as teachers and receive a secure home. The Thoroughbred Retirement Foundation is the oldest and largest equine sanctuary of its kind in the world. It was founded with one
purpose in mind -- to save Thoroughbred horses no longer able to compete on the racetrack from possible neglect, abuse, and slaughter. The horses are assured a lifetime of care with the opportunity to be adopted out if suited. Their success stories confirm that the program is horses helping people and people helping horses. Despite the frequent rains this spring, Dixie baseball’s three-week season has begun, and Goochland’s teams have been in action – weather permitting. Wednesday night, the Goochland 15-17 team hosted Cumberland for a doubleheader at Goochland High School. Goochland stopped a fourthinning rally in time to preserve a 4-3 win in the opener, but had a hard time getting Cumberland batters out in the nightcap, falling in a 12-1 shellacking. “We kind of unraveled there for a moment,” Goochland coach Charles Carter said of the second game. “We made some errors that we typically wouldn’t make – boys that usually don’t make errors made some errors, then errors kind of fell on top of other errors. Once they seemed to happen, they tended to keep rolling on us.” The first inning of the nightcap started with a bang. The first four Cumberland batters reached – on three walks and a single — and three of them scored. Cumberland added another run later in the inning to take a 4-0 lead.

Collegiate athletics director Charlie McFall is retiring. McFall spent 43 years at the private school, 26 as director of athletics and 21 as football coach. Among his former play-

St. Gertrude offers girls’ summer leagues Saint Gertrude High School is offering summer field hockey and lacrosse leagues for girls at their new facility on Scott Road. Lacrosse will be played on Mondays beginning

“The statute is clear as day,” he maintained. Plaintiff’s attorney Patrick M. McSweeney said he was equally convinced the vote did confer jurisdiction on the BZA. In comments after the hearing, he also maintained that the appeal should halt work on the road widening and entrance at the River Road site. “It is my opinion that Benedictine has been acting in violation of that provision by going ahead with the road widening, drainage features and new entrance since we filed our appeal. The county’s erroneous legal position has been that the BZA lacks jurisdiction; therefore, that provision does not apply. It offends logic to suggest that one party to a BZA appeal can unilaterally decide that an explicit prohibition in state law does not apply because that party argues that the BZA appeal lacks jurisdiction. The determination on jurisdiction is to be made by the BZA and ultimately the courts,” he said. “At a minimum,
the work out front of the Abbey on the road and drainage not only must stop, but also should be undone because it was constructed illegally. Benedictine should not be allowed to benefit by violating the law.” But Benedictine attorney Darvin Satterwhite disagreed, as did Benedictine Headmaster Jesse Grapes. “Nothing that happened here today will stop us from doing our work,” said Grapes after the hearing. “We concur with the county’s interpretation that the BZA has no jurisdiction.” Eventually, after discussion with all the attorneys involved, the four members agreed on a July 12 session to settle the question of whether the BZA has jurisdiction to hear the appeal. If they decide that they do have the authority to rule on the appeal, they’ll hear arguments on the merits of the case at an Aug. 19 hearing.
