County planning board OKs plan for medical office By Ben Orcutt Staff Writer

A proposed medical office complex at West Creek Business Park is closer to becoming a reality following last week’s unanimous vote by the Goochland County Planning Commission to approve a conceptual master plan for the project. Plans call for three 60,000square-foot three-story medical office buildings to be built along with 900 parking spaces on a 13.8acre tract on the west line of Wilkes Ridge Parkway that will connect to Broad Street Road on the north, with preliminary indications that a traffic signal will need to be installed there.

According to documents provided by the Goochland Department of Community Development, the project is seen as part of “a masterplanned community of commercial office, and multi-family residential,” known as The Notch at West Creek. Thursday’s vote by the Planning Commission to approve the conceptual master plan for the proposed medical office complex was 3-0, with District 1 member John D. Myers and District 3 member Derek Murray absent due to personal obligations. Although she retired 16 years ago after teaching elementary school in Philadelphia for 35 years, Elaine Wadkins remains passionate about education. “Absolutely,” the 73-year-old Goochland County resident said while attending a recent Goochland County School Board meeting. “It’s still there and especially for community involvement. I know just how important that is.”

Wadkins has lived in Goochland 13 years and for nine of them has been a fixture at school board meetings, representing the Second Union Wadkins Baptist Church and the NAACP (National Association for the Advancement of Colored People) Goochland Branch. “I try,” she said. “I’m rarely not see Wadkins > page 7

Ex-Goochland resident writes Civil War book

oochland publisher Wayne Dementi hosted a party on Sunday, July 28, to launch the latest offering from Dementi Milestone Publishing: “Empire of the Owls – Reflections on the North’s War Against Southern Secession” by former Goochland resident H.V. “Bo” Traywick. “Empire of the Owls” gives a moving account of the Civil War told through the writings of those who actually lived it. Traywick spent 35 years researching, studying and editing the original source material that makes up the central portion of the work. Among the works quoted is a chilling account of life at the Point Lookout, Md., prisoner-of-war camp written by Traywick’s great-grandfather, a Confederate who was captured at Fisher’s Hill when he was 19 years old. Traywick is a 1967 graduate of the Virginia Military Institute and holds a graduate degree from the University of Richmond. He served on the Board of Visitors at VMI in the 1990s. A decorated veteran of Vietnam, Traywick is semiretired following work as a commercial diver, a trawler captain and a 29-year career as a tugboat captain. He devotes his time to reading and writing and occasional trips as a tugboat pilot. Among those attending the celebration was H. Learn about the sheriff’s office during the fall citizen’s academy By Korey Hughes Staff writer

A fortunate group of local residents will soon find out more about what happens behind the scenes at the Goochland County Sheriff’s Office during the Fall 2013 Sheriff’s Citizen’s Academy. The classes will begin on Wednesday, Aug. 21, at the Goochland County Administration Office at 1800 Sandy Hook Road in Goochland. The deadline for registration for the program is Monday, Aug. 12. Some of the classes will happen at other locations such as the General District Courtroom at 2938 River Road West in Goochland and the Henley Fire-Rescue Training Center at 2485 Old Courthouse Road in Maidens. Sergeant Steven Creasey, the organizer of the Fall 2013 Sheriff’s Citizen’s Academy, explained its goal. “It’s a way that the Sheriff’s Office shows the citizens what we do and what we’re about,” Creasey said. According to Creasey, adults from all walks of life have participated in the Citizen’s Academy in the past. Some have enrolled for educational purposes, while others just want to learn more about an essential aspect of county government. “It can be pretty much any citizen of Goochland County,” Creasey said. “We’ve had seniors in high school who were working on their senior projects, and we’ve had a lot of volunteer fire and rescue (personnel), retired and working people, and people in the county government and in the schools.” Classes include lecture sessions and demos that show what deputies do up close. “Some are in a classroom setting, like the Traffic Operations and DUI Operations, which are done on the same night,” Creasey said. “With that one, part of it is outside, and we do mock traffic stops in a controlled environment, like a parking lot.” Participants also will witness a K-9 demonstration, tour the Henrico County Jail facility

and hear first-hand accounts from members of Virginia State Police. They also will take part in a ride-along with a uniformed deputy during a scheduled shift. It goes without saying that civilians will remain in the car if a deputy has to respond to a crime, but they could witness any number of infractions during a ride-along. “DUI arrest to a domestic dispute or a traffic stop,” Creasey said. “In other words, they might see anything that we deal with on a regular basis.” Attendees who finish the Citizen’s Academy will receive a certificate during a ceremony. “There is a small ceremony where the sheriff speaks, and it’s like a normal graduation,” Creasey said. Of course, since the program is hosted by law enforcement, participants will be required to follow certain rules and regulations, which are listed on the department’s website. “I would say that, for the sake of professionalism and safety, all of them are equally important.” In any event, people might be surprised to learn a few things about the Sheriff’s Department’s inner workings during the program. For instance, Creasey said that participants typically don’t know about the close relationships between his department and other entities such as the Commonwealth’s Attorney’s Office and Virginia State Police. For that reason, the Citizen’s Academy will be an unforgettable experience for the participants. “I would say that, for the participants, the best part is the relationships that they gain with the Sheriff’s Department and with the deputies,” Creasey said. “And, they meet every one of them.” Admission to the Fall 2013 Sheriff’s Citizen’s Academy is limited to 25 participants. Office continued from > page 1 glowing remarks about the proposed medical office complex. “Well, it was part of what was approved back earlier in the year as to being able to do these types of developments in West Creek and with the construction of the new road going in, the construction of the apartments, which appear to be topnotch, I feel this development is just going to follow right along that line. I haven’t seen anything that’s gone into West Creek yet that wasn’t of high standards or quality work.” Planning Commission chairman and District 5 member Tom Rockercharlie spoke in a similar vein. “Well, everything they’ve done over there has been just a first-class development and we don’t expect it to be any different,” Rockercharlie said of the medical office buildings. “They have a necessity for them

and it greatly improves the economic-commercial base in the county. If you go out there and look at the office buildings that are there now, they’re pretty high-quality-looking facilities – CarMax and Capital One and all the other ones out there.” District 2 member Matt Brewer said the proposed medical office project will only enhance West Creek, which he termed “a gem on the east end of the county.” West Creek Associates owns the property where the project is located, which is being developed by Glen Allen-based Lingerfelt Development. Pending approval of site and building plans, construction is slated to begin on the project within the next 120 days. Due to a lack of a second, the Planning Commission deferred a decision on a request for a conditional use permit by National Communication Tower LLC to build a communication tower up to 199 feet on Triple Estate Lane, which

is off Sheppard Town Road. The property is zoned A-2 – Agricultural, Limited. In other business, the Planning Commission voted unanimously to: Approve rezoning request by Atack Properties ME Tech Park Partners LLC from A-2 – Agricultural, Limited – to RPUD – Residential Plan Unit Development – for a roughly 59.3-acre tract on the east side of Hockett Road, south of The Parke at Centerville, for the development of a 100-lot single-family subdivision. Approve a request for a conditional use permit by Thomas and Cynthia Cebro to convert a three-bay garage to operate an automobile repair shop at 2542 Davis Mill Road, about 800 feet from Davis Mill Road’s intersection with Hadensville-Fife Road. The property is zoned A-1 – Agricultural, General. Hold a public hearing on an outdoor lighting ordinance on Sept. 5.

By Jim Ridolphi Contributing Columnist Our country was founded and has prospered on an abundance of opportunities. We are free to learn anything we want, attempt to do almost anything we want and can achieve something we call the American Dream by displaying an openness to almost any new idea. While they’ve been doing it longer on the other side of the Atlantic, we’ve been doing it with more freedom and flair. And those opportunities present a chance to succeed, or — in other cases — a chance to fail miserably. But having those choices is what makes the country great. Kayaking down an out of control rapids is not necessarily the safest thing in the world to do, but we trust you enough to let you try. Jumping out of an airplane doesn’t seem like a good idea to me, but hundreds of reasonably minded Americans do it every week. But, there are a few cultural celebrations our European neighbors enjoy that are not celebrated here in the good old USA. Up until this year, the running of the bulls was reserved for a hearty bunch of thrill seekers in Spain. Admittedly, there are imitations in some other parts of Europe, but the art of daring a bull to trample you has largely gone unnoticed and uncelebrated in America. But, in perfect American entrepreneurial motif, someone has determined that there is a market here for folks who want to test fate, dare Mother Nature, and attempt to out-

run a four-legged creature that jogs for a living. Enter The Great Bull Run scheduled later this month in Dinwiddie County at Virginia Motorsports Park, the usual home of muscle dragsters roaring down a quarter-mile track. But, this time it’s bulls, and your first question might be will anyone actually sign up for the unequal race between bull and human. More than 5,000 have penned their names on a sacrificial list to be possibly trampled, and it’s growing daily. I guess it’s a case of the more, the merrier — certainly true for the bulls. The Dinwiddie event is the first in a series of bull-challenging races at venues across the nation. Organizers say the runs will not be quite as hairy as the ones in Pamplona, Spain, and runners will have notches in fencing to evade the charging animals. But, still, I’m thinking you get a dozen or so bulls running full speed directly at a group of inebriated daredevils and you could have the potential recipe for disaster. It’s a case of round-up the usual suspects when it comes to folks who oppose the runs. Animal rights groups say it’s cruel to the bulls. I suppose they could get hurt running over a drunk, but it certainly beats their fate at the traditional running in Spain. Organizers say veterinarians will be on duty to monitor the bulls and their well-being.

The meetings are getting longer and longer – so, about 10 p.m., I usually am ready to leave.� In addition to attending the meetings as the chair of the Education Committee for the local NAACP, Wadkins said she also brings “reports back to my church community because I wish more of them would come out. I guess – on a regular basis if there’s something very important – we can rally up a group, but, when things are sort of low profile and now that they’re doing everything over the Internet, there’s even less people in the audience.� When she first started attending school board meetings, Wadkins said things were different.

“You had to come early to get a seat,� she said. Attending school board meetings is a top priority for her, Wadkins added. “I think it’s important to come so you can hear firsthand; plus, when they have the public [comment] part if there’s something that you are concerned about or passionate about, you are given anywhere from three to five minutes, depending on how many people are speaking to give your point of view. And with this new school board they will give you an answer almost right away, where before they would get back to you so sometimes you didn’t get an answer to a question or answer to a problem or concern until you got something in writing, which could be a month later.� The children who attend Goochland County Public

Schools are in good hands and the school board is doing a “great job,� Wadkins said. “I pay taxes so I think it’s very important that we know what’s happening with our tax money and I think they’re doing a good job with our dollars,� she said. “However, I would like to see more community involvement.� School board chairman John D. Wright, who represents District 5, said before being elected to the panel, he attended school board meetings for several years and has enjoyed having Wadkins attend. “I think I’ve only missed one in that time period and she’s always here at every-

thing,� he said. “When I was sitting in the audience, I always was excited to see her there. “It was a familiar face and somebody that I knew I could turn around and whisper quietly to, make my comment as things were being presented, but as a school board member, it’s that much more valuable to be able to see her there, to know that she has a lifetime of experience as an educator. Although it isn’t here in Goochland, she has a wealth of knowledge to draw from and I have always welcomed her input to things and many times sought it out on my own whether she offered it or not. So it’s been fantastic to have her here.�

Goochland teams ousted from Dixie World Series By Dave Lawrence sports@goochlandgazette.com

No one wants to leave early during tournament time, but two Goochland’s teams both felt the sting of a return home from their respective Dixie baseball World Series. The Dixie Boys 13-14 team held on through Monday in the Dixie Boys & Majors World Series in Seneca, S.C., leaving after a 10-0 loss to Louisiana. The Dixie Majors 11-12 team was eliminated after two losses in the Dixie Youth Baseball World Series in Laurel, Miss., Sunday. The Boys’ team finished in a tie for seventh place in its tournament. While it managed a 74 victory over Texas, Sunday, it opened the tournament with a 13-0 loss to Georgia Saturday. Head coach Greg Harlow said the team had a hard time getting used to the pitching it encountered in the Dixie World Series. “We didn’t have a whole lot of hits,” Harlow said. “The boxscores weren’t all that pretty. That was the issue – we didn’t hit the ball the way we normally hit the ball. I think it was due to the pitching we were facing.” Harlow said nerves may have explained some of the hitting problems. “I’m sure some of it was nerves a little bit from being in the World Series like that,” Harlow said. “It is a pretty big stage to be on.” Prior to the tournament, Harlow said sports like Dixie baseball are important in teaching boys how to play on a team. Despite the difficulties the Goochland boys faced on the diamond, he said we was pleased with the way they maintained their team spirit. “We played hard and we stuck together,” Harlow said.

“We played hard and we played together, and when it was done we went out to eat together and they all kind of stuck together. I feel like that was one of the highlights of the weekend.” The Majors team fell in

its opener 8-1 to Alabama Saturday. The Goochland team held a lead through most of its second game, against North Carolina Sunday, but after the heat caught up with starting pitcher Alex Poling and a reliever took the mound, the

North Carolina team overtook it and handed the Majors a 4-2 defeat. “We got in a little trouble the first game,” Murray said. “We weren’t sharp. We missed a couple of cues. But, heck, the second game we were winning until the sixth inning – we were up two-nothing in the sixth. It just so happens that that they got us a little bit in the end. ... It’s a heartbreaking loss, but that’s baseball. You’ve got to play until the last strike

is called.” Murray said that the Majors struggled just like the Boys did at the plate. “Our major problem was that we could get the guys on base through disciplined hitting, but we just didn’t have the bats to bring them in,” Murray said. “We just didn’t hit in opportune moments.” The sting of the defeat does not detract from what the team accomplished, Murray said. “It’s not the way I wanted

to finish, but it was a great experience for the kids,” said head coach Derek Murray. “Everybody hates to lose, but these kids got to do something that most kids don’t get an opportunity to do.” In any event, Murray said the kids had fun. “I think the kids did have a good time,” Murray said. “It was a long trip for them. I think it took 13-14 hours for some of them to get there, but once there, the activities! “They had a home-run derby competition; they had an around-the-horn competition and a baserunning competition that the kids got to enjoy. They had a nice dinner for all the kids on Friday night, then they had opening-day ceremonies where the kids were introduced, and a fireworks show in the town of Laurel.” But now this season is over. The players, coaches and parents get a few days’ off, but not for long. “We’ll see what happens next year,” Murray said.

Goochland triathlon organizers aim for accident-free day By Paislee Winkler Special Correspondent

Megan Kurle of Herndon, Va., was riding hard down River Road during the bicycle phase of the Goochland Sprint Triathlon when a Ford Explorer pulled out of Scott Street in front of her Kurle could not avoid the SUV. She and her bike were both banged up – though she was not hurt seriously – but she was literally knocked out of the race. The accident between Kurle and the SUV is the only one that happened in the first two years of the Goochland triathlon, organizers are hoping that it will be the only accident between a race participant and a driver no matter long the race is held. The mantra for all is – to quote a character from the old television series, Hill Street Blues – “Hey, let’s be safe out there.” Triathlon director Kevin Reid wants everyone who will be in the neighborhood of Goochland Courthouse Saturday morning to be safe. “This incident [last year] was an unfortunate coincidence,” said Goochland triathlon director Kevin Reid. “…We want all parties more aware.” The bicycle route remains

the same: riders will ride two times in a clockwise loop beginning at the Goochland YMCA west down River Road to Route 522 to Fairgrounds Road. From Fairgrounds, they will turn right down Maidens Road to River Road and follow that back to the Goochland

YMCA. The triathlon begins at 7 a.m. with swimming, followed by the bike race and ending with a 5K run. Deputies from the Goochland County Sheriff’s Office and personnel from the Virginia Department of Transportation will be on

The Eagle Classic golf tournament returns to Richmond County Club next week featuring a diverse slate of events beginning with a fashion show Tuesday and ending with the final round of Sunday. The Eagle Classic is a makeor-break opportunity for many

of the world’s top players to gain entry to LPGA Tour. The tournament was the first win of the 2012 season for Paola Moreno, who is now a member of the LPGA tour. But golf is not the only item on the week’s agenda, which formally begins with a fashion show Tuesday at 6:30 p.m. in the Richmond Country Club clubhouse.

“There’s a lot of special stuff coming up during the week,” said Don Lee, communications director for the Eagle Classic. “Tuesday is a fashion show that features a number of pros as well as some local celebrities. It will be a great opportunity to see some of the people there.” Next follows a pro-am event on Wednesday and Thursday in which local golfers can hit

the links with a member of the LPGA Futures Tour. Pro-Am rounds begin at 1 p.m. both days. Scores of volunteers will be needed to help wiht a wide range of jobs. The bike course is open to traffic and it is a standard for this kind of event. I think the race is a unique blend for participants”
