Pilot program offers schools chance to test iPad-based learning By Roslyn Ryan Editor
W
hile most elementary school students still use glitter to make their projects sparkle, students at Goochland Elementary School prefer to use Google. Thanks to a pilot program involving the school’s third, fourth, and fifth grades, students have been testing the use of iPads in the classroom and for school work at home. So last week,
when one young student wanted to add a little pizzazz to the slide presentation she was working on, she simply ran a search using the key words “Awesome sparkles.” The experiment in iPad-based learning, of course, has been about far more than flashy graphics. The real goal, according to school officials, has been to help facilitate deeper and more personalized learning. see iPads > page 5
If you happened to be looking for some good news about Goochland last Friday evening, the Company 1 fire station in Manakin-Sabot was the place to be. There, after warmly urging a small group of District 5 residents to help themselves to some complimentary brownies, supervisor Ken Peterson launched into a rundown of what the board has been able to accomplish since taking office in Peterson January of 2012. In addition to passing a balanced budget and increasing the county’s investment in public safety, Peterson, who also serves as the board’s chairman, pointed out that the county administration is now more transparent and open to public scrutiny. The board now livestreams meetings on the Internet, Peterson said, so that residents who can’t come in person can still keep track of what is going on. The county’s checkbook register is also posted online, giving residents a chance to page through the transactions themselves. Fiscally, said Peterson, the news see Peterson > page 3

Goochland’s first-ever amateur radio (ham radio) technician class has just concluded. Fifteen students were taught by Rick Cook (AB4U), Ralph Fetty (W4FEG), and Mat Long (N4MI) who gave generously of their time and talent. Amateur radio rules do not allow instructors to be paid. The course was held at the Goochland Parks and Recreation building and the class met once a week for seven weeks. The goal was to teach the material so that the students could pass the Technician exam and become licensed by the FCC to operate as a ham radio operator. There are two higher levels of licenses — General and Expert — which give the operator even more privileges.
The Technician license is the entry-level license and allows unrestricted access on all ham bands above 50 MHz. The Technician Class operator is allowed to talk to other hams across the country or the world. They can bounce signals off the moon and speak to ham radio operators aboard the International Space Station. Using computers, they can send absolutely error-free e-mails and digital slow-scan color photos. Probably the most important aspect of ham radio operation is the service they provide to their communities in the event of an emergency. When all other communication methods fail, the ham radio may be the only method of communication. Every major disaster since the invention of the radio has shown the
service ham radio operators provide to their fellow citizens. Goochland County is fortunate to have a dedicated ham radio community. Seven students have already taken and passed the exam and the remaining students plan to sit for the exam in the coming weeks. Those who passed the exam have all received their call signs from the FCC. Ralph and Mat are longtime Goochland residents and, as contributors to Goochland’s emergency radio program, have dedicated countless hours in service to our community. Last week, Mat was awarded the Goochland County Fire & Rescue Department’s Auxiliary Member of the Year Award. Rick is a neighbor from Ashland who has worked extensively with the Goochland ham radio community.

While the tax rate has remained the same, the county has managed to add staff and facilities. They have done this, Peterson said, by, among
developing a strategic plan to help guide development county-wide. There are also the challenges of expanding access to high speed Internet and the ever-increasing traffic issues to contend with. That said, Peterson told those in attendance that by keeping taxes low and stable, the administration hoped to “set the table” for future, responsible growth—and more good news in the future. “Our goal,” said Peterson, “is to have Goochland be the best place to live, work and play.”

rs. Beatrice T. Blackwell recently celebrated her 90th birthday at her surprise birthday luncheon held in the banquet room at the Bella Sicilia Italian Restaurant in Goochland. The event was coordinated and hosted by two of her daughters. Mrs. Blackwell was born and raised in Goochland County and also resided there during her young adult years. Sixty-two local area and out-of-town guests attended the luncheon and the family had a wonderful time enjoying this milestone birthday celebration with her. Everyone sang “Happy Birthday” to her prior to the cutting of the cake. Family members and the former pastor of her Goochland County church gave warm remarks to acknowledge Mrs. Blackwell on her special day.

Byrd in the 21st Century The Reverend Donn Langfitt served as interim pastor from 2001 until early 2004. At that time The Reverend Johan O’Connell was called from South Africa, installed, and has served to the present. During the time Reverend O’Connell has been here, Byrd Church has grown from a very small church with only 35 members to a thriving church of 80 members with an outreach ministry which includes several ongoing programs. One of these is a building program which includes home repairs for those in need and ramps for access to the homes of the disabled. The church assists the YMCA by providing lunches for children attending the “Y” summer camp programs and backpacks with school supplies in support of the “Bright Beginnings” Program. Many members of Byrd Church volunteer their time and talent to numerous other ongoing Community programs such as Habitat for Humanity, the Goochland Free Clinic and Family Services, Christmas Mother, wood delivery to the needy, and additional programs to help make Goochland a better place for all. In spite of many ups and downs during the past 265 years, Byrd today is a vibrant, loving congregation which is actively involved with the well-being of our church, our community here in Goochland, and in the world.

iPads continued from > page 1 Students have made short anti-bullying videos, worked through algebra lessons and submitted personal essays assigned by teachers, all by using their iPads. As Goochland Elementary School principal Tina McCay made her way around the work tables in one classroom during a tour of several classrooms last week, students rushed up to show her their screens and the information they had just learned about their own family crests. In another classroom just down the hall, a young man was able, with a few taps on his iPad screen, to project the short story he was writing up onto a projector for the entire class to read. For those whose last memories of school work included plenty of paper, pencils, blackboards and chalk, the idea of handing thousands of dollars worth of the latest technology over to a classroom of elementary school kids unleashes a flood of practical concerns. What if the students can’t figure out how to use them? What if they break them? What about the possibility that students, using their school-issued iPads, might stray into areas of the Internet that are less than appropriate? All of these concerns are valid, according to school officials, but none have proven to be problems so far. As a trip through several
classrooms quickly makes clear, students have mastered the use of the iPads in no time and extra-tough cases help ensure that the devices can handle pretty much anything the students dish out. As for concerns about students being exposed to inappropriate content, McCay said the schools have plenty of measures in place to control what – and who – students can access. “If something like that does happen,” said McCay, “we address it quickly, learn from it and make sure it doesn’t happen again.”
Even if the students have taken to the new technology like ducks to water, it’s hard to imagine seasoned teachers being totally comfortable with such a revolutionary idea. While there has been a learning curve – teachers were actually given a head start of several weeks to make sure they were comfortable with the technology before school began – most, like fourth grade teacher Krystle Demas, didn’t take long to see the benefits of the program. “It’s definitely more engaging,” said Demas. “It’s a little more work on the back end for the teacher, but I definitely think it pays off in the end.” But what about the issues that arise when a student inevitably leaves his iPad at home or forgets his password? Those things do happen on occasion said Demas, but the solution is pretty simple: “They just grab a piece of paper,” she said. “I
think it is a little bit upsetting to them because they want so badly to do what their classmates are doing.” If some teachers have faced a steeper learning curve than others, the school administration’s stance has been to offer support rather than criticism. “Teachers [know they] can take risks and they can make mistakes,” said McCay. “Some things may not work out they way they thought and that’s OK.” Also key, said McCay is the fact that teachers know the iPads are not intended to be used as a replacement for traditional teaching methods. “We don’t want them to force it,” she said. “If it’s an activity that works better without the iPad, [we want them to] do what’s best for the skill that’s being taught.” According to the schools’ supervisor of instructional technology John Hendron, the fact that students and teachers have been learning together is more of a blessing than a burden. “The teachers don’t always know [how to do everything], and we hope we don’t lose that,” he said. “A really powerful part about learning is not always relying on others to tell you the answer.” Hendron said he hopes the teachers and their students will continue to find new and innovative ways to use the iPad, working through the unavoidable challenges that crop up along the way. “You kind of have to strap yourself in for a fun ride,” said Hendron, “but so far we’ve been very pleased.”

On Halloween, Department of Corrections to closely monitor sex offenders Contributed Report
Virginia Department of Corrections director Harold Clarke has announced this year’s plans to monitor sex offenders under probation and parole supervision throughout the Commonwealth on Halloween night. Through Operation Porch Lights Out, offenders are either required to remain at home with their lights out and not answer the door for trick-or-treaters or they are required to attend a meeting at a secure location during the evening hours when children are likely to be trick-ortreating. Pursuant to the VADOC mission to enhance public safety, the Thursday, Oct. 31, Porch Lights Out operation will closely monitor a high-risk population during a time when children could be vulnerable. “This collaborative operation between local and state authorities has been in place since 2001,” Clarke said. “We hope to give families peace of mind with the knowledge that this program has proven to successfully handle high-risk offenders while children are out trick-or-treating.” Operation Porch Lights Out represents
a collaborative effort between VADOC Community Corrections, State Police and local law enforcement. This year, of the 43 Probation and Parole districts in the Commonwealth, six districts plan to hold mandatory meetings at secure locations while the remaining districts will require offenders to remain at home with their lights out, not answering the door for trick-or-treaters. To ensure offender compliance, VADOC Probation and Parole officers, State Police and local law enforcement will make random home visits. Those offenders attending organized meetings will be required to participate in educational sessions and drug and alcohol screening while law enforcement provides oversight of any existing warrants. The Virginia State Police will verify and update each offender s registration on the State Police Sex Offender Registry. VADOC Community Corrections supervises about 57,000 probationers and parolees across the state. Of those, about 3,400 are sex offenders. Goochland resident receives Virginia Endowed Scholarship Contributed Report
Christine Craig of Manakin was recently honored with the Virginia Endowed scholarship from Southern College of Optometry in Memphis, Tenn. The award comes with a $3,000 monetary award. Craig is the daughter of Mike and Cathy Craig. A graduate of Virginia Tech, she will be part of SCO’s Class of 2017. Each year, SCO recognizes its most outstanding applicants by awarding scholarships in amounts ranging from $1,000 to $10,000. This year, 36 students were honored with awards and scholarships worth more
than $180,000. Southern College of Optometry was established in Memphis, Tenn., in 1932. SCO is an independent, not-for-profit institution of higher education with nearly 500 students from 40 states. The Eye Center at SCO serves nearly 80,000 patients annually, helping make the college one of the top in the nation for clinical optometric education. SCO’s Community Outreach Program reaches more than 12,000 children through vision screenings provided annually to Shelby County, Tenn., students in public, private and charter schools.

Goochland voters set example others in state should follow By Roslyn Ryan Editor
When it comes to voter turnout, Goochland residents have plenty to be proud of. In fact, during the last two presidential elections, a higher percentage of Goochland residents headed to the polls than could be found in any other locality in the entire state. Unfortunately, while this county could boast a voter turnout of 87.4 percent in 2012, many other localities don’t come anywhere near that number. Here’s a factoid that probably won’t come as a surprise to many people: out of the hundreds of millions of Americans eligible to vote in the last presidential election, only 53.6 percent headed to the polls, a drop from 57.1 percent in the 2008 election. So the question is; how to we get the rest of the country to follow Goochland’s lead? Do we make voting compulsory? Fine people when they don’t make it to the polls? Do we continue to blast celebrity-drenched messages at the 18-35 set, trying to make voting look cool? Obviously, there is something somewhat un-American about forcing people to vote or imposing a financial penalty for skipping the polls.

As for trying to make voting cool, that’s likely a losing battle. Voting is, after all, pretty much the opposite of everything we seem to embrace so readily today: you don’t get accolades for it (unless you count the little “I voted” sticker), and you don’t get any instant gratification. The technology involved typically isn’t very flashy or complicated and there is no express lane or app to get it done any faster. Basically, no matter your age, sex or creed, the reasons to vote have essentially remained unchanged for the last 237 years. You vote because it’s a privilege that so many have fought and died for. You vote because it is the only way to either endorse—or begin to change—the way things are done. You vote because you live in the greatest country in the world, and making your voice heard is perhaps the best way to honor and celebrate that fact. Voting isn’t sexy and it might throw a bit of a kink into your already busy day. But it will probably be the single most important thing you do on Nov. 5. Goochlanders will no doubt be headed out to the polls en masse that day. Here’s hoping the rest of our citizens follow suit.

Editor’s note: This is the first in what will be an occasional series on those who have come to embrace life in Goochland after moving here from somewhere else. Our first subject, Goochland’s District 2 supervisor Manuel Alvarez, Jr., escaped to the United States from his native Cuba in 1968 at the age of 14, fleeing Fidel Castro’s communist regime. Here, Alvarez shares his memories of his early life in Cuba, the joy of being reunited with his family in the United States (46 years ago this week), and the early premonition that he would end up living on a farm.
On life in Cuba . . . “I remember it as a beautiful place, and I remember the weather was always wonderful and you were never far from the beach. It was a great life. My father owned a shoe store and most of my family lived within a few blocks of us. My uncle owned a farm, and when I could I would take the bus to the farm and help him. I could always see myself growing up and being a farmer—that’s what I thought I would do, live on a farm. Maybe that’s why I ended up living in Goochland!”

Letter to the Editor Quarles the best candidate for the job Dear Editor, I am writing this letter in support of my friend, William Quarles, former Chairman of the Goochland Board of Supervisors. As some of your readers know, William is running against the “unknown” incumbent, Lee Ware. Unknown because most of us would not know who he was without William Quarles in the race.
Who is Lee Ware? He’s one of the extreme Republicans who voted for legislation that threatens women’s reproductive healthcare services and will result in the closing of many of the clinics in Virginia. My friend, William Quarles, is for keeping women’s clinics open. William Quarles is also for a strong educational system, including bolstering pre-kindergarten, trade schools, and job training. He is for helping Virginians get the kind of education that is competitive in the global econ-
omy, and he knows that education is the link to bringing back manufacturing jobs to Virginia. On reuniting with his family in Richmond on Oct. 31, 1969, after he and his sister had been temporarily “adopted” by a minister and his family in Richmond . . . “It was the greatest day of my life. As it was for so many of the Cuban immigrants, you always had hopes to reunite, but there were no guarantees. After a successful career with Phillip Morris (now Altria) , he retired in December of 2011. While Alvarez eventually found his way to Goochland, the rest of his family still lives in Henrico County.

Bright sunshine and crisp fall weather greeted the thousands of visitors who turned out for Goochland County’s annual Fall Festival last Saturday. “Our estimated attendance from yesterday was approximately 3,000 people,” said Derek Stamey, Director, Goochland County Parks, Recreation, and Facilities Management. Scores of contestants lined up for the Halloween costume contest, won by 3-yearold Maggie Isabella Murray, who came as “Strawberry Shortcake,” a desert she loves according to her mom Katie. Residents offer input at focus group By Ken Odor Special Correspondent
Opinions differed among the 11 county residents who showed up Monday night for the last of a series of focus group meetings on the county’s strategic plan. Consultant Lori Strumpf facilitated the meeting, held at the board conference room in the county administration building. “What challenges face the county in the next three or four years?” was the first question Strumpf threw out to the group, which included two former and one current planning commissioner. “Growth,” answered Adeeb Hamzey, who said that it can’t be prevented and how it is managed is the key. “Adeeb just said it all,” said Ann Marie Frank, as Strumpf went around the table soliciting each person’s input. George Hambleton, who works in the construction industry, said the county needs to be quicker with its permitting process and warned of the challenges posed by more stringent
regulations, such as those for storm water runoff manage. Former planning commissioner Courtney Hyers said the challenge was to “decide what kind of county we want to be,” and said she favored channeling growth into specific areas while retaining the rural character of the county. But opinions differed on what kind of growth should be encouraged. Planning commissioner Joe Andrews said a proper mix of business and commercial along with residential was important, with a target of at least a 20 percent commercial tax base or more. Former planning commissioner Bob Rich said the most important thing was to “get an economic payback from West Creek,” which he called an “albatross around the county’s neck.” Rich said the county needs to bring more people in and that many are not interested in single family residences. But Richard Camp, who said he had lived in Fairfax and Henrico counties, warned that commercial development see Planning > page 10

Strumpf wound up the evening saying that input from the focus group would be passed along to the supervisors for their consideration in future planning sessions.

Locked in a three-way tie for the district championship, Goochland flexed its muscles against an undermanned Cumberland team, putting up 51 points against the hapless Dukes who managed only one score. After taking the opening kickoff, the Dukes wasted no time showcasing their premiere running back, T. J. Ford. On the third play from scrimmage Ford raced 63 yards to the Bulldog end zone to take a 6-0 lead. The exuberance on the Duke sideline would be short-lived. “They jumped on us early with that long touchdown run on their first series, but we were please with the way we bounced back and took
the ball right down the field to score,” Goochland coach Joe Fowler said. “They ran a completely different offense than they had shown on film so it took us a few plays to get a handle on what they were doing. But after that first drive, they probably had negative yards for the game,” Fowler added. On the ensuing drive, Goochland mounted a four play drive capped by David Dyer’s first of two rushing touchdowns in the first half. Things only went downhill from there for the Dukes, as Goochland chose to forego the long drive for several long gainers that produced points. The Midlothian Trojans and the Goochland Bulldogs were in very different states coming into last Wednesday’s match at Midlothian High School. Goochland hadn’t lost since Sept. 11, when they dropped a 3-2 heartbreaker at home against Powhatan in front of a raucous, red-clad student section. In fact, the Bulldogs hadn’t lost a single set since that ill-fated night. Let that sink in for a second.
Not one set. That’s eleven consecutive match victories, and 33 straight sets in which they outplayed their opponent - an impressive feat no matter the level of competition. The Midlothian Trojans (11-7), on the other hand, were a team trending south. Far south. Competing in the Dominion District, which is populated with some of the most talented volleyball teams in Central Virginia, the Trojans began the season on the upswing: their record, after 10 games, rested at a sparkling 8-2. “Our second team guys work very hard in practice and some Friday nights they don’t get much, if any, time in the game,” he said. “They understand and embrace their roles of working hard in practice as part of the scout team to help us get better on Monday through Thursday.” The coach said getting those players game experience is important and personally satisfying. “It is very gratifying to see those

Although Collegiate’s first two drives were abruptly thwarted — the first ended in a punt, the second on a Speight interception in the Bulldogs’ endzone — the Cougars were finally able to string together a quality drive on their third possession. Starting on their own 48 yard line, the Cougars ran nine plays, the last of which was an 11-yard touchdown reception by Alexander Byrd that put the Cougars up 7-0 with seven seconds remaining in the first quarter. Despite promising possessions by both teams in the early goings on the second quarter — Collegiate strung together an eight-play drive, but punted, Norfolk Academy suffered the same fate after a 12-play drive — neither the Cougars nor the Bulldogs were able to find the endzone until the waning seconds of the first half. With 42 seconds remaining in the second quarter and the ball on their own 19 yard line, the Cougars turned to Speight and his athletic receiving corps to swiftly move the ball down the field. Wide receiver William Norman hauled in two receptions during the drive, the highlight of which was a 44-yard post-route on the first play from scrimmage. Speight ensured that Norman’s efforts weren’t for naught, as the long-armed gunslinger
had managed only two wins since Oct. 8. Needless to say, the Midlothian girls were in dire need of a pick-me-up. And, much to the joy of the mothers, fathers, brothers, sisters and friends who packed the Midlothian gymnasium, that’s exactly what they received. Playing in front of a packed home crown on senior night, the Trojans tapped into some of that early-season magic, defeating the visiting Bulldogs 3-1. Despite the loss, Goochland head coach Jennifer Erixon felt as though playing against a quality program from a higher classification helped her team get a sense of the stiff competition they will face in the postseason, which is set to get underway at the beginning of November. “Playing against a team like Midlothian gives us an idea of the level of talent we’re going to face when the playoffs roll around,” Erixon said. “So, yeah, we would have liked to win, but still, I think the girls learned a lot tonight.” Though the 3-1 final implies that the match wasn’t all that close, a look at the scores from each set proves that the Bulldogs were nipping at the heels of the Trojans’ all evening long. Goochland (15-2) lost the first set by three, the second set by eight, won the third set by four, and dropped the fourth and final set by two. They held late advantages in three of the four sets, leading 22-19 in the first, winning the third, and pulling ahead 19-17 in the fourth. Had the girls been a bit more accurate with their spikes, slightly more vocal when attempting to communicate, the match easily could have fallen in their favor. Sydney Alvis had two critical aces late in the third set to help give the Bulldogs their only victory. Meghan Andrews added an ace of her own and a key block to tie the score at seven.

In the second half, the Cougars continued to deliberately and systematically pick apart the Norfolk Academy defense. On Collegiate’s third drive of the second half, Speight connected with Guido Scruggs on an 11-yard touchdown to give the Cougars a 21-point cushion. After a three-and-out by the Bulldogs, the Cougars reeled off a lightning-quick three play drive that culminated in a 26-yard touchdown
reception by Byrd. The Bulldogs would finally get on the board late in the fourth quarter when Dmitri Boyce scampered into the endzone from five yards out, but by that point the game was already well-in-hand for the Cougars. Collegiate accumulated 401 yards of offense — 348 of which were a direct product of Speight’s right arm. The Cougars will travel to St. Christopher next Friday for the final game of the regular season. Kick-off is set for 1:30 p.m.

Military Times announces its Best for Vets: Law Enforcement 2014 Contributed Report
The website Military Times recently announced its Best for Vets: Law Enforcement list for 2014, and the Goochland County Sheriff’s Office was listed among the top organizations. The list shows veterans which agencies make special efforts to recruit veterans, give them hiring preferences over non-vets, provide retirement credit for time served in the military, and are currently hiring.
“As with all of the Best for Vets rankings, Best for Vets: Law Enforcement is an editorially independent news project that evaluates the many factors that make an organization or agency a good fit for military veterans,” said Amanda Miller, editor of Military Times EDGE. Best for Vets provides service men and women a gauge by which to judge whether a law enforcement agency will truly benefit them. The list considers agencies’ efforts to recruit current and former service mem-

bers, policies related to veterans and reservists, and departmental culture. The rankings are published in full in the October issue of Military Times EDGE magazine and online at MilitaryTimes.com, as well as ArmyTimes.com, NavyTimes. com, AirForceTimes.com and MarineCorpsTimes.com.
