BZA will hear appeal of Benedictine plan County’s challenge is unanimously rejected By Ken Odor Special Correspondent

The Goochland County Board of Zoning Appeals (BZA) has decided it has jurisdiction to hear an appeal of the Plan of Development (POD) granted in January by Goochland County to Benedictine Society of Virginia for a school at its Abbey site on River Road in Goochland. The BZA voted 4-0 on Friday to deny Goochland County’s challenge to its ruling that a June 17 tie vote (2-2) gives it jurisdiction to hear an appeal by Andrew Thexton, James E. Harris Jr., Delano Richardson and Berlene Richardson, who have maintained that the county’s January approval of the society’s POD was granted improperly.

They said they fear traffic congestion and damage to their property from increased storm water runoff caused by road widening. The board scheduled an Aug. 26 meeting to consider the merits of the appeal. The board also granted a request that Benedictine be granted independent standing as a party to the BZA proceedings. What affect, if any, action by the BZA might have on Benedictine College Preparatory School’s planned fall semester schedule remains in doubt. Attorney Patrick M. Goochland County Public Schools is in the process of developing an honor code that will help instill honesty and integrity in students and serve as a guide to uphold those values. Matt Covington, as assistant principal at Goochland High School, gave the Goochland County School Board an overview of research he has been conducting in the development of an honor code during the panel’s meeting last week at the county administration building.

Commercial is key and you can’t do it without water and sewer.” Watkins had a significant role in seeing the project come to fruition. “I’m on the Senate Finance Committee,” he said. “I knew that DOC had a need because that pipe that’s currently under the river is deteriorating, so that needed to be replaced. I said if we’re going to take the time and spend the money to replace it, let’s make sure that we put it in at an adequate size in capacity to cover the needs of Powhatan and Goochland at the same time and they both picked up on it and we all went forward.” Del. Tim Newton, director of Environmental Services for the DOC, said Powhatan agreed to pay for an upgrade of a 12-inch waterline to a 16inch waterline for a significant portion of the project. Ned S. Creasey, who represents District 3 on the Goochland County Board of Supervisors, had the idea to hold a ceremony recognizing the cooperation between Goochland, Powhatan and the DOC. “I thought this is a good way to show the citizens how the governments should work together and how we can reap rewards for all the citizens by working jointly with neighboring jurisdictions,” Creasey said. The benefit of the project for Goochland will be significant, he added. “It’ll be huge,” Creasey said. “It will be a huge impact because it should give us water for the next 50 to 75 years, I’d say.”

Summer fun flourishes at Camp Gooch YMCA camp making memories that last a lifetime By Jim Ridolphi Special Correspondent

For one group of Goochland youngsters, hot fun in the summertime included hot buttered corn, enticing canoe rides and a chance to breathe the invigorating air and vistas of western Goochland County. The group visited a site near Shannon Hill owned by YMCA program director Jan Kenney. All of the youngsters were members of this year’s edition of Camp Gooch, a summer camp sponsored by the local Y. While the group enjoys the courthouse facilities for many of its activities and summer fun, they hit the road twice a week for outings. Tuesdays are usually reserved for field trips, but the bunch heads to the Shannon Hill site on Thursdays. Building a fort or popping a balloon with a perfectly aimed

arrow are just some of the activities offered to the kids, many of them getting their first shot at summer camp activities. The kids range in age from around from kindergarten to sixth grade. “They get to come out here and explore and do a lot of fun stuff,� said Goochland YMCA director Jay Shively. “We do a lot of activities at the Y itself, but here we do a wide array of activities that we can’t do in the courthouse area.� On last Thursday’s visit, Shively was joined by newly installed Richmond Region YMCA CEO Tim Joyce and COO Karen Keegan. The YMCA commitment to core values is what bonds the different locations together, according to Joyce. “I hope when you visit facilities, you will find those same basic cores even the

dynamics and demographics may change,� he said. Six months into his new job, Joyce was making his first trip to Camp Gooch. “We have a saying that if you’ve been to one YMCA, you’ve only been to one YMCA,� Joyce said. “Each one reflects the community that they serve. This is an amazing asset.� Camp Gooch is just one aspect of a comprehensive summer program at the Goochland YMCA, and the efforts aren’t just seasonal. Shively said the Y ensures that every child in Goochland can swim by the time they enter second grade. All of Goochland’s elementary schools participate in the program. “It’s a great partnership with the schools. They provide the buses and we have the pool and the teachers,� Keegan said. It’s just one of many programs, all geared to the same goal for the Y. “We are all under one mission. We have a cause that we are about and that’s strength-

ening foundations of the communities we serve and the foundation of communities are families,� Joyce said. The Greater Richmond YMCA served more than 170,000 last year. “We’re the largest social service agency in this area,� Joyce said. For a busload of kids at Camp Gooch for an afternoon of fun, Joyce’s visit was eventful, but couldn’t compare with the other activities. “That corn is really good. I’m going to go see if I can get another piece,� said one tiny camper as she licked the butter off a freshly picked cob

of corn. Camp Gooch not only provides unique opportunities for Goochland’s youth without regard of ability to pay, it also offers counselors a rewarding and educational experience. Many of them return year after year. Jaleel Jackson, a junior at Goochland High School, was enjoying his first year volunteering at the camp, and said it’s been fun and challenging. “The kids get kind of wild sometimes, but you get used to it. It’s all about having fun,� he said. Kenney said the Camp

Gooch experience exposes many of the youths to environments foreign or unique to their experiences. “This gives them an experience that helps them grow and thrive,� Kenney said. “A lot of these children live in the country, but sometimes we become immune to our culture, so it’s taking them deeper in to the community in which they live.� In addition to the usual camp experience, Camp Gooch provides more, according to Kenney. “These kids make friendships that last a lifetime.�

A Goochland native was among the 90 new troopers welcomed to the ranks of the Virginia State Police on Friday, June 28. Quintin Orlando Kelly Jr., a member of the 119th Basic Session, was assigned to Stafford. Graduation exercises were conducted at Meadow Event Park in Caroline County. The 119th Basic Session was the largest class to graduate from the Virginia State Police Academy. In October 2012, the Department graduated 89 new troopers. The members of 119th Basic Session began a rigorous 34-week training session on Oct. 25, 2012.

ue with our character education so our students that leave Goochland County [Public] Schools have good character, they are stand-up citizens that – no matter where they go – they know what’s right, they know what’s wrong. “We know our students already know that, but we want to take it to the next level. We want them to be able to say and to take pride in their community, take pride in their subdivisions, take pride in their own schools and pull that pride into their own school.” Just so parents and students are not misled, even though GCPS does not have an honor code, there are consequences for those who cheat or violate school policy, Covington said. “There already are procedures in place and your grade will end up actually decreasing due to cheating or plagiarism, those types of things,” he said. “So those are already in place. What we’re really trying to do is going ahead and providing a situation in which it’s not just cheating on a paper or cheating on a test, but it could be something else – identifying with somebody different, identifying for somebody else, or giving an improper identification, that type of thing.”

This is standard statute.” It doesn’t matter if children have previously been enrolled in public school, their families still have the option of applying for religious exemption, Wright said. “The point is that circumstances in people’s family lives can change, whatever their religious beliefs, and therefore they can make an application at the time that they feel [is appropriate],” Wright said. Typically, applications for religious exemption are filed prior to the beginning of a school year, Wright said. “That’s not to say that it couldn’t happen mid-year,” he added. Chesterfield man arrested for threats at scout camp Contributed Report

A Chesterfield man was arrested last week on disorderly conduct charges after threatening to “start shooting people” during an argument with staff at a Cub Scout Camp in Goochland County. Goochland County Sheriff James L. Agnew said deputies charged Gregory James Stapleton, 34, of the 9800 block of Chanelka Lane in Chesterfield. He was charged with one misdemeanor count of disorderly Stapleton conduct and one misdemeanor count of curse and abuse. Agnew said that Stapleton He was placed under a $3,000 secured bond by the magistrate and transported to the Henrico Jail.

According to the sheriff, no one was hurt in the incident, which occurred on Thursday, July 11, at the Cub Scout Camp at the Heart of Virginia Scout Reservation on Maidens Road in Goochland. Deputies arrived shortly after 8 p.m. when camp authorities called to report that a man on the property had threatened to shoot people on the grounds. They found multiple witnesses who confirmed that the man made numerous threats to shoot people after he became upset over the distribution of meal tickets for attending campers, adult supervisors and parents. Deputies did not find any firearms in Stapleton’s possession, but did confiscate several knives. According to Boy Scout officials, about 400 Cub Scouts, ranging in age from 8 to 11, were at the camp for summer programs.

The Goochland County School Board voted unanimously last week to approve a request for religious exemption from compulsory attendance. The vote was 4-0, with W. Kevin Hazzard, who represents District 2 on the School Board, absent from the meeting. Chairman John D. Wright, who represents District 5, said there have not been many requests for religious exemption during his 18-month tenure. “No, my recollection was last year we had three or four cases that came before us,” he said. “Typically it’s a family. Like in this instance [July 9], we had two students, one family that we were approving their religious exemption. They sent us a written application.” The School Board does not meet with the family that is requesting the religious exemption, Wright said. “No they may meet with school leadership – the principal or [school superintendent] Dr. [Robert F.] Lane, someone

of that sort in order to present the application, but, as far as the [School] Board’s concerned, we don’t meet with them,” Wright said. “In my vast 18 months of experience, everybody who’s applied has been approved.” The standard for approval of religious exemption is the same statewide, Wright added. “It is, although it’s up to the discretion of each [School] Board to go through,” he said. “But, by and large, they need to have a valid reason for what they are presenting. Typically the letters would state what those reasons are. A lot of times they would cite scripture and similar things and indicate that that is their strong belief and therefore it’s their desire to circumnavigate the public school system.” Quoting state code, Wright said that, “Parents who have sincere religious convictions against sending their children to school may consider a claim of religious exemption to compulsory schooling.” “This is basically homeschooling,” Lane added. “So there are several ways to apply

That included aunts, uncles and anybody else who claimed a slight association with the family. On the way home, I chose to ride with my uncle. He had a shiny new Pontiac Catalina that seemed to offer a more intriguing trip home than my parents’ Bel Air. Somewhere in Pennsylvania, we stopped for soft ice cream at a small stand beside the two-lane highway. Now, my uncle could start a conversation with anyone, so it didn’t surprise me when I saw him engaged in full discussion with the clerk behind the small window under the “ORDER” sign. out of the car. Players stopped and talked with us as they headed for the showers. After several players passed, I thought of autographs. Now, I’m not the autograph seeking type, but this was different. We quickly discovered the new car had no paper in the glove box. The only option was the pile of napkins from the dairy bar, so I gathered them up with a poorly working ballpoint pen and headed back to a large group leaving the field. All of them signed the tiny napkins, shook hands and lazily strolled off toward the field house. Years later after the death of my uncle, the car was in storage in Maryland. My cousin had enormous foresight to see the value in an immaculately maintained Catalina to future buyers. On a trip to Maryland, I drove to the warehouse where the car rested. The key slid in the door lock easily, but proved much more difficult to turn and unlock. Finally, I pushed the button on the glove compartment and there they were: a yellowed pile of napkins with faded ink signatures that were barely readable. Letters to the Editor Response from Wittman’s office on spying issue shocking Alarmed by the multi-billiondollar spy grid known as PRISM, I contacted U.S. Rep. Rob Wittman’s Congressional office to express my outrage at yet another criminal attack by this administration against the American people. Wittman’s representative demurred that if I had nothing to hide what did I care about being spied on? Shockingly, this seems to express the majority sentiment about this insidious, unconstitutional, utterly nefarious all-seeing beast. Benedictine attorney Darvin Satterwhite agreed in his presentation and suggested it might make sense to refer the matter to the Goochland County Circuit Court. But McSweeney held that the tie vote affirmed the board’s jurisdiction, citing decisions by the Virginia Supreme Court. “The burden shifts to the county to prove you don’t have jurisdiction,” McSweeney told the four-member panel. On returning from closed

session, the board voted 4-0 to reject the county’s motion. Satterwhite said Benedictine would appeal the BZA’s decision that it has jurisdiction to the Goochland Circuit Court. McSweeney said he was pleased with the BZA vote but said work should be stopped now that the board has “found jurisdiction.” “There is no justification for allowing this project to go forward,” said McSweeney. The four petitioners also have filed suit in Goochland Circuit Court challenging the Land Use Permit issued to Benedictine by the Virginia Department of Transportation.

Students in Goochland County will learn about science in a whole new way in the fall. Elizabeth Ferguson and Sara Rowan, teachers from Randolph Elementary School in Crozier, were selected to join an innovative, free professional development project designed to change the way science is taught in schools across the state. They are attending the Elementary Science Institute on the Virginia Commonwealth University (VCU) campus in Richmond. Their year-long participation in the Virginia Initiative for Science Teaching and Achievement (VISTA) kicks off this summer with a fourweek training institute. Its goal is to shift from the tra-

VISTA, funded by one of the biggest grants ever awarded by the U.S. Department of Education, was created to validate existing research that shows this hands-on learning model improves student learning. As part of the institute, area students were invited to attend a free, two-week camp, beginning this week. The embedded student camps give teachers a chance to practice the handson approach they are learning.

Students are attending from schools around Richmond. In addition to the free, four-week program, each teacher receives a $5,000 stipend, $1,000 in teaching resources, science materials and web content for their classrooms; a master teacher assigned to coach them in the new teaching method throughout the school year; and an all-expense-paid trip to the Virginia Association of Science Teachers Professional Development Institute in the fall.

Ponytails remain alive in Dixie softball title hunt By Dave Lawrence sports@goochlandgazette.com

Goochland’s Ponytails were one of three teams still vying for the Dixie X-play state softball title Monday. Goochland was one of three teams with one loss in the double-elimination tournament after Monday night. To claim the title, it must knock off Montgomery Tuesday night and Crewe/Burkeville Wednesday to claim the crown. The Ponytails started the tournament strong, with an 11-1 victory over Powhatan Friday night. Goochland’s first four runners scored in the first inning as it jumped out to a quick 4-0 lead. Powhatan could not get its offense going — somewhat unusual for a team that had put up a good fight againg Goochland previously. “We played them in the regular season, and yeah, they have a good organization. They have a good team,” said Goochland

coach Jeff Roby. “I think it just wasn’t their night.” Goochland was having a great night, however. “Our girls were playing pretty well, pretty focused,” Roby said. “I don’t think we made any errors, and we were hitting the ball well and bunting well. ... In softball, bunting is key. We’ve been working on it since January.” The rain-soaked infield may have had a lot to do with Goochland’s bunting success. “We’ve played in conditions like this before,” Roby said. “The ball deadens, doesn’t go very far. It’s perfect for bunting.” Powhatan coach Rick Corbitt said Goochland is always a lively opponent. “Those girls are spunky,” Corbitt said. “They know how to hit, and they know how to get around the bases.” Corbitt said Powhatan got too far behind too fast. “We didn’t execute early and we let the game get out of hand,” Corbitt said. “[We]

made great contact. We just didn’t push the runs across when we needed to.” Goochland ran into a problem when it faced Montgomery Saturday, falling 4-0. Montgomery did to Goochland what it did to

a 12-1 victory over Halifax Sunday and a 3-0 victory over Amherst Monday. A big first inning played a role in Goochland’s win over Halifax. It scored four runs to take a 4-0 lead, and after Halifax responded with a run

in the top of the second inning, Goochland scored seven more in the bottom of the inning. Goochland did not get off to such a big start against Amherst, but one run in did score in the first inning was enough for the win. Roby expected his team to be facing Montgomery for the title Tuesday night, but Montgomery hit a snag of its own, losing to Crewe/ Burkeville Monday night. Crewe/Burkeville took advantage of a six-run fourth inning to set up the three-way tie in the tournament. To advance past their rematch with Montgomery, Goochland must not let its emotions get in the way, Roby said. “They’re a good team,” Roby said. “They put a lot of pressure on you. They take away your short game. They have really good defense, and they’re well coached. They’re not going to beat themselves. ... We‘ve just got to keep our composure and play our game.”

Goochland falls in Dixie Pre-Majors tournament By Dave Lawrence sports@goochlandgazette.com

Goochland’s Pre-Majors got the contact, but could not get the breaks in the Dixie 1517 state baseball tournament at Fighting Creek Park in Powhatan. The Pre-Majors opened the tournament Friday against Carroll County, but a penchant for hitting the ball where Carroll’s defenders where doomed Goochland to a 3-2 defeat. Goochland staved off elimination with a 20-7 victory over a depleted Mecklenburg Saturday, but fell Sunday in extra innings to Halifax 10-9 for a disappointing exit from the tournament. “I think we had a good chance at making it further in the bracket than we did,” said Pre-Majors coach Charles Carter. “We actually played pretty well. The games that we did lose, we actually hit the ball well.” Carter knew beforehand that Carroll was a tough draw for the opening game, but both teams played excellent defense and ensured a lively pace. Carroll scored first, with a run in the run in the first inning and added two more in the sixth to take a 3-0 lead. Goochland fought back, scoring two runs with one out in the seventh inning. Goochland had the tying run on third base, but a double-play ended the game. Goochland had an easier time Saturday against a Mecklenburg team that could field only nine players — one of whom was playing with a broken hand and batting with just the good one. Mecklenburg’s depleted roster hurt it the most on the mound. Goochland took advantage of it, scoring runs in

every inning: two in the first, four in the second, one in the third and 13 in the fourth. The game looked destined for an early end, but Mecklenburg rallied for five runs to make it 10-7 before Goochland could shut it down. Goochland dug itself into a big hole Sunday againt Halifax, falling behind 7-0 after one inning. But the Pre-Majors fought back, tying the game 9-9 on a Brandon Carter home run in the seventh inning to send the game into extra frames. Halifax scored a run in the ninth inning to end Goochland’s season. “We let a guy get on base and he worked his way around to third,” Carter said. “We

brought the infield in and brought outfield up —just trying to make the one play at the plate because that run was going to be the winning run. ... They hit one just enough, it was back over the outfielder as a pop fly, but just out of the play enough for the boy to tag and score and that ended the game for us yesterday.” “We had a few innings of just an error here or an error there and they’d come back to bite you” Carter said. “Or we would walk a guy and that guy would end up scoring.” Carter was concerned about having enough pitching at the start of the tournmanent, but he need not have worried. “We pitched well,” Carter

said. “Every game we would have one of those innings that would come back to bite you a little bit.” Carter was not sure Gooochland would win, but he felt the team could have stayed in the tournament longer. “I think we had a shot at probably going further in the tournament,” Carter said. “Amherst, from what I hear and from what I saw — they were stacked and a pretty tough team to beat.” He said the team was taking the loss OK. “Several of them were kind of bummed out that we didn’t make it,” Carter said. “I think all of them realize that we should have went further.”

Goochland’s Dixie boys baseball team clinched a berth in the 13-14 state tournament with a 17-2 victory over Powhatan Monday in the Dixie Boys’ East Region tournament at the Mason Day Complex in South Boston. Goochland faced Buckingham Tuesday night at 6 p.m. to determine the region champion. No matter who wins the region tournament, both teams will advance to a fourteam state championship tournament, which begins Friday. It will also be held at the Mason Day Complex in South Boston. The Goochland Boys advanced to Tuesday night’s game against Buckingham undefeated. They opened the tournament with a 161 victory over Timberlake Friday night. They continued to roll over opponents, defeating Powhatan 23-2 Saturday nght, and knocking off Buckingham 6-3 in their first meeting Sunday. They knocked off Powhatan again 17-2 Monday night to earn its rematch with Buckingham for the state title. Goochland’s Dixie Majors team was eliminated from the 18-19 tournament, held at Gene Dixon Memorial Park in Buckingham. The Majors took advantage of stellar all-around effort to win their first game — postponed for a

day because of the weather — knocking off Amelia 4Saturday. The effort began with pitching. “We had Chase Nuckols start, and then I finished with Austin Goyne,” said Goochland Majors’ coach Jim Starke. “We played a good game that game. We hit the ball pretty good,. We didn’t get a lot of runs, but we had a fair amount of baserunners, and we played an error-free game.” The Majors then lost a seesaw contest against Mecklenburg Sunday. They held a 4-2 lead after six innings, but Mecklenburg scored five runs in the top of the seventh inning. Goochland scored three runs to tie in the bottom of the seventh to send the game into an extra eighth inning. “We ended up walking three and a wild pitch scored a run for them,” Starke said. In the bottom of the inning, Goochland’s offense fell one base short. “Our leadoff batter got on base and he ended up on third base,” Starke said. “We just couldn’t push him across. One kid grounded out and two other kids flew out to center field.” Goochland was then eliminated from the tournament in a wild 20-10 loss to Carroll County. After taking a 10-5 lead in the top of the fifth inning, Goochland gave up 15 runs in the bottom of the inning to end its season in frustration.

Tommy Galloway tournament stays in the family By Danny Polk sports@goochlandgazette.com

Hermitage Country Club hosted the 72nd annual Tommy Galloway father-son golf tournament Thursday and Friday. The tournament played host to 170 teams on a rainy and overcast set of days. Four shotgun start, best ball rounds were designated, with a morning round and an afternoon round each day played on Hermitage’s Manakin course. The morning round on Friday was postponed to August 9 at 1 p.m. due to the wet course conditions. In the field was Mills Godwin High School junior Mark Lawrence Jr. who teamed up with his father Mark Lawrence Sr. The duo looked to repeat as tournament champions, chasing Thursday’s leaders Hank and Knox Milligan, who posted a one under par 71. The Lawrence duo made their first move when they birdied No. 2, a 532 yard par five. They finished with a 2-under-par 70, enough to top Thursday’s leaders by a stroke, but not enough to take the title. Ed and Kevin McGeorge posted a 3-under 69 to claim the tournament’s

“Today was a great experience.” The Tommy Galloway tournament is one of the longest running tournaments in the Richmond area. “I think so many teams are attracted to the tournament because of Mr. Galloway’s legacy,” Holmes said. “I also think the hard work and dedication of Rocky (Hermitage head golf professional) has allowed this tournament to continue for over 70 years.” The Holmes weren’t the only competitors with a legacy in the tournament. Mark Lawrence Sr. and his dad Walter won the tournament in 1974 and went on to win it three more times. Mark Sr. and his son Mark Jr., who placed fourth in the VHSL group AAA tournament this past season and led Mills Godwin to the team state title, won the tournament for the first time in 2008 and then again in 2010 and 2012. Goochland 9-10 year olds win District 5 title The Goochland Youth Athletic Association (GYAA) 9-10 year-old softball teamwon the District 5 Traditional Angels Dixie Youth Softball Title on Monday, June 24, in Powhatan. Goochland dominated the tournament, outscoring their opponents 58-11 over five games. The campaign to victory was not easy for the Goochland girls. They lost 2-1 to Amelia in their opening game of the dou-

ble-elimination tournament, but they came back strong to win the next 3 games over Cumberland, Buckingham and Fluvanna by a combined score of 44-6. Goochland faced their rival Amelia in the District 5 championship game. The contest lasted two and a half hours and ended after midnight. Goochland pitchers Lexi Hooe and Kyndall Bradshaw dominated Amelia, leading their team to a 13-3 victory.

“It was a great team effort,” said head coach Robert Hooe after the victory. “Every girl played a significant role over the five games. “I am very proud of these girls and our GYAA softball program. The community came out to support us in a big way this week and we are bringing home the trophy.” Goochland led the tournament in several major offensive and defensive categories including runs scored, runs

allowed and earned run average. On offense, the team was led by Keeley Shoemaker and Karsyn Martin. In addition to Hooe, the team is coached by Richard Barlow and Ted Price. Goochland advanced to the state tournament in Amherst. Goochland fell to tournament host Amherst 8-5 in the first game Friday. Goochland was eliminated with a 4-0 loss to Floyd Saturday. Local counties get DOJ approval hours before voting rights decision By Jim Ridolphi Special Correspondent

In a decision that was rendered null and void hours later by the U.S. Supreme Court, the U.S. Department of Justice approved Hanover County’s application for a Voting Rights Act bailout. The word came down on Monday, June 24, a day before the Supreme Court eliminated portions of the preclearance requirements. Sean Davis, vice chair and Henry District representative on the Hanover County Board of Supervisors, said he was on his way to a town hall meeting TUESDAY EVENING 4 PM 4:30

regarding high speed Internet access in the eastern portion of the county when he got the news. “It says a lot about how we feel about voting here in Hanover. We think everyone who can legally vote should be able to,” Davis said. DOJ officials said the county had met all requirements for a bailout, including a spotless record for the past 10 years regarding Voting Rights Act violations. In earlier statements, Canova Peterson, chair of the HCBOS from the Mechanicsville District, said pre-clearance regulations required the county to

stalls the act. “I think it speaks volumes that before the Supreme Court made their ruling, Hanover County was the last county in the nation to have the bailout, which shows that we had no voter rights violations,” Davis said. “We want open accessibility for everyone to vote.” Goochland County Attorney Norman Sales told supervisors at a recent meeting that the county’s request for additional precincts in District 4 also was approved just short of the deadline. Sales got the county’s letter a day after the decision came down, but the

correspondence was dated before the court acted. “The letter is dated June 24 and we received it in my office on June 27, which I think was a day after the Supreme Court had invalidated Section 4 of the Voting Rights Act,” Sales said. With the elimination, Sales said the ball returns to Congress’ court. “Section 4 has been invalidated, so that kicks it back to Congress to decide whether they would like to come up with a new formula to determine which states or localities might be covered,” Sales said. “They may take it up, and they may not.”
