Mother still seeking justice

A beautiful day for a ride

Christina Maxwell says she won’t stop looking for the driver who struck and killed her son three years ago By Roslyn Ryan Editor

Three years after her son Billy was killed, Goochland resident Christina Maxwell still finds reminders of him everywhere. After her son Billy was killed in a hit and run in 2010, Christina Maxwell had his portrait etched on her forearm. As of the third anniversary of his death last week, the case had still not been solved.

Mother continued from > page 1 placed where she’s put all of the others, in front of Billy’s portrait in the living room. The table below it has become a sort of shrine, filled with childhood photos and sports trophies. On that particular day, the third anniversary of the day Billy Maxwell III was hit and killed while walking along the side of Route 250, the living room was also filled with teens who had been his friends. “They come every year on the anniversary,” said Maxwell. It was around 4 p.m. and Maxwell had several bouquets of artificial flowers they would soon be taking to the spot where Billy was killed. A few days later, she planned to set up a booth at the county’s annual Field Day of the Past, passing out fliers in the hope that just one out of the thousands of attendees

might have the answer she’s been seeking for so long. More than anything, she wants to know who killed her son. What she does know, said Maxwell, is that Billy and two girls he knew were driving back from a party in the early hours of Saturday, Sept. 18, 2010. At some point, as they traveled down Route 250, Billy was dropped off on the side of the road. Maxwell said she doesn’t know why her son was left alone in the dark, only that a newspaper carrier later reported seeing the young man trying to hitch a ride. It was around 3 a.m. when another carrier called 911 to report finding Billy unresponsive on the side of the road. He would be pronounced dead at the scene, sending both law enforcement and his family searching desperately for the person responsible.

Maxwell believes the person lived — and may still live — in Goochland and that it is only a matter of time before the case is solved. For her part, Christina Maxwell has worked tirelessly to find answers. She has printed fliers and posters, hung banners and talked to reporters. The family has held blood drives in Billy’s honor and manned information booths at local events. Asked what she would want to say to the person who left her son to die, Maxwell stressed not her own pain but theirs. “It must be a burden,” she said. “I would tell them to stop looking over their shoulder.” Maxwell said she has never considered accepting that the case may never be solved. “I’m just never going to give up,” said Maxwell. “Whoever did this, their days are numbered. I just want them to come forward and tell me what happened.”

Allen-Bowles honored by Goochland NAACP for service to community Former Christmas Mother says she intends to keep serving residents any way she can By Roslyn Ryan Editor

When it came time to introduce Jane Allen-Bowles, this year’s Goochland County Branch NAACP Freedom Fund Banquet honoree, some in attendance at the annual event Sept. 21 may have wondered how the presenters of the award would ever be able to list all of AllenBowles’ achievements. After all, this is a woman who has spent the bulk of her life working to support myriad organizations and community efforts, from Fauquier Baptist Church — where she has been a member for more than 55 year — to Goochland Powhatan Community Services. She is a Silver Life member of the Goochland Branch NAACP and a leader in the Order of the Eastern Star. In 2010, she served as the Goochland County Christmas Mother. Rather than list all of these

Jane Allen-Bowles achievements, many of those who spoke during the banquet chose to focus instead on Allen-Bowles’ personal attributes. Her son, James Allen Jr., jokingly referred to his mother as the “drill sergeant” of his youth, thanking her for making him and all his siblings into the successful adults they became. Ruby L. Jackson, a Deaconess at Fauquier Baptist Church, thanked Allen-Bowles for the lifelong friendship the two have shared. “You have never been anything less than amazing to me,” said Jackson, praising Allen-Bowles for her integrity

and her unwavering support. A native of Hackensack, N.J., Allen Bowles came to Gum Spring before she was even one year old. She graduated from Central High School and graduated from the Richmond Technical Center School of Nursing before adding credentials from the J. Sargeant Reynolds School of Horticulture and Richmond Professional Institute among others. She was employed by James H. Bowles MD, Sandy Hook Family Medicine and Bowles, Bowles and Short for 42 years and three months and also served as the secretary at Randolph Elementary School and a nurse at Retreat Hospital. When it came time to accept her honor, AllenBowles thanked those in attendance and insisted that she intends to continue serving her community in any way she can. “This will not be the last you hear from me, of course,” said Allen-Bowles. “People are always telling me, ‘slow down’ and I’m trying. [But] each day of your life you need to be able to say ‘I have helped someone along the way.’ We all need to leave a legacy and we need to make it a positive one.”

When it comes to providing a first-rate education for Virginia’s children, William Quarles said his position can be summed up in two words: start early. Speaking recently about the importance of supporting early childhood education, Quarles, the Democratic candidate for the 65th District seat in the Virginia House of Delegates, said it comes down to making sure that students are given opportunities and encouragement from an early age. “If we don’t do that,” said Quarles, “we miss that opportunity to have a group of people who are able to get the jobs that they want.” Quarles, who was born in Louisa and graduated from Goochland High School, has been involved in education in one form or another for most of his life. After graduating with a Bachelor of Science in chemistry and biology from Virginia Union University, Quarles taught middle school in the

City of Richmond and in Louisa. Later, during his 32-year career with Dominion Virginia Power, he served as an instructor of nuclear chemistry at the North Anna Nuclear Power Station in Louisa. Before running for the first of his two four-year terms on the Goochland County Board of Supervisors, Quarles attended the University of Virginia’s Sorensen Institute for Political Leadership. Even his failed re-election bid (he lost to Republican challenger Manuel Alvarez Jr. in 2011) was viewed as an educa-

plan in keeping with Rosner’s philosophy of making art as continued from > page 1 accessible as possible. “I believe it is important exhibited in the Goochland Administration Building, a for the general public to have access to art in public places,”

Project

tion of sorts. “I looked at it as a learning experience,” said Quarles. He has also come to see it as something more, a sign that it was time to consider his next move. “Sometimes out of difficult circumstances come opportunities,” he said. After announcing his candidacy in April, Quarles wasted little time in letting the residents of the 65th District know where he stood on several hot-button topics, including civil rights, health care and women’s issues. As he states on his website, http://www.quarlesfordelegate. com/, Quarles supports legalizing gay marriage and restoring voting rights to felons who have successfully served their sentences. Concerning the Medicaid expansion, he is characteristically frank. “We have 400,000 people in Virginia who are uninsured — 12,000 in the 65th District. That’s a travesty,” said Quarles. “We are better than that and we have to make sure we are taking care of the people who can’t take care of themselves.” He also is firm in his belief

that women in Virginia are in a particularly vulnerable position. “No one has a right to tell women what to do when it comes to their health issues,” said Quarles, adding that he feels women are in danger of being made second class citizens. Quarles said he knows he faces a tough battle in the weeks leading up to the Nov. 5 general election. His opponent, Del. R. Lee Ware Jr., RPowhatan, has held the seat since 1998. A woman he met at a Powhatan restaurant told him flatly that, as a Democrat, he had little chance of getting elected in 65th District. While the “D” next to his name is certainly no arbitrary letter, Quarles said it does not define how he will serve the people if elected. “Once you become elected, you have to work together,” said Quarles. “Yes, you may be elected as a Democrat, but you still have to represent the Commonwealth. We want to make sure we can move our country forward so everyone can be valued and valid.”

said Rosner, “not just galleries and museums.” To promote the project, Rosner has also created a Facebook page with images from each of the 5 districts. She is asking Goochland residents to help choose the image they would like to see represent each district. The images with the most “likes” will be the ones used to create the final five paintings. The Facebook page address where residents can vote on the images Rosner will paint is www.facebook.com/

villagesofgoochland. In order to help fund the project, Rosner is selling items featuring her images including coffee mugs, decorative plates, matted prints, canvas reproductions and note cards. Retail costs range from $7 to $90 and items can be purchased at http:/gogetfunding. com/project/the-villages-ofgoochland. Once her costs are covered, said Rosner, all of the profits will be given to the Goochland Historical Society, and Goochland Free Clinic and Family Services.

Kudos to teachers who make history come alive

Coaching them up and saving a life

“If one could make alive again for other people some cobwebbed skein of old dead intrigues and breathe breath and character into dead names and stiff portraits. That is history to me!” George Macaulay Trevelyan

This is a busy time of year for college football coaches, and they have enough on their schedules without taking on a lifesaving mission each fall . . . but they do. Most of them will don patches this Saturday to recognize a national effort to raise awareness and money about a disease that is silently killing young boys. Coach to Cure is an annual campaign organized by Parents Project for Muscular Dystrophy (PPMD) and the American Football Coaches Association (AFCA). This year, more than 600 high schools and colleges have signed up to participate. Many of the teams invite Duchenne-affected boys to their practices during the week, or have a young man who can’t run lead a team of athletes who can onto the field. These coaches have taken the time to educate themselves about Duchenne-Muscular Dystrophy and realize the devastating effects a diagnosis can have on a family. Duchenne is the most destructive form of muscular dystrophy, a genetic muscular degenerative disease that robs its victims of their ability to walk, move, breathe and

All teachers, as we know, face tremendous challenges. But perhaps the group of educators I have always held in particularly high esteem are those tasked with teaching middle school history. Honestly, I can think of few responsibilities more challenging than trying to connect students who have not even hit their teen years with the vast expanse of human experience stretching back further than most of them are even capable of fathoming (to wit: I distinctly remember, as a fourth or fifth grader, conveniently lumping everything from Caesar’s Rome to Sherman’s march into roughly the same historical period. I knew it happened, but it happened in a time referred to as “back then.” Further back, as in the dinosaur age, was “way back then”). Please don’t misunderstand me: I know there are tremendously gifted, dedicated teachers who have found ways to make history exciting and

enjoyable for their students. I just have no idea how they do it. Given the obstacles they face — including, of course, a kid’s natural disinclination to choose memorizing the dates of the Truman administration over playing pretty much any video game ever created — it is fortunate that there are events out there that can occasionally lend a hand in making history come alive. One such event, last weekend’s Field Day of the Past, offered local kids (and adults, too, of course) the chance to witness everything from chainsaw carving to wheat threshing to full-scale re-enactments — and the opportunity to see history come alive. It was a wonderful event and if you didn’t get the chance to attend I hope you have marked it on your calendar for next year. As I have moved further away from my own middle school days (let’s just say they now fall under “way back then”) I have come to yearn for a closer connection to those who came before us, and events like Field Day of the Past go a long way toward helping to foster those connections. As for the kids who attended, there is little doubt they picked up a few mini history lessons as they enjoyed the sights and sounds of the day — and that’s good news for teachers everywhere.

eventually live. Many families affected believe a cure or treatment is near, but a serious lack of dollars is preventing researchers from taking the final steps to solving this complicated genetic puzzle. And, that’s where PPMD, AFCA and Coach to Cure MD have played an enormous role in the past years as their campaign grew by leaps and bounds. And there’s a reason for that. Once the public knows about Duchenne and Muscular Dystrophy in general, it pulls on their heartstrings and evokes a sense of empa-

thy duly deserved by the ones who suffer through the inhumanity of this disease. The kindness and compassion of parents and friends who do not have children with MD constantly amazes me, and, in the end, it will be their generosity that will end this nightmarish scenario. That begins with awareness and Coach to Cure has been one of the most effective campaigns in recent memory to raise awareness and quite a bit of money as fans in college stadiums across the nation donate to a worthy cause. Earlier this week, my son participated in a Coach to Cure high school event in Goochland. It was a big night for Jack, 9, who suffers from Duchenne. After he met with the team and flipped the coin during the opening ceremony, Jack manned a booth to accept donations for Coach to Cure. As I sat with him, I noticed the multitude of people who slipped coins and dollars in the boxes. They all had been touched by the message of Coach to Cure, from the youngest of children to the oldest of fans, who stopped by and gave what they could. One child’s suffering is sometimes see Coaching > page 7

Letters to the Editor Library patron dismayed by display of rude behavior Dear Editor, Having just returned from a visit to our wonderful local library, I am distressed at the great volume of loud conversations, screaming babies, and other distractions that detract from the enjoyment of browsing for books and reading periodicals in a quiet space. Almost every time I visit I am amazed that people are not aware or do not care of the proper behavior that one should exhibit in our quiet public spaces so as not to disturb

others. It seems that the staff chooses to ignore this problem or has been told by management not to address it. What happened to the days of talking in a very low tone, or moving your distractions or conversations to another venue? Is this just another example of the “Me generation” and if it works for me, then who cares how it affects others? I would be interested in a response from the Library Administration that states their policy on this issue. Thank you, Gene Fletcher Sandy Hook

Lickinghole brewery to host grand opening celebration Korey Hughes Special Correspondent

In his 1979 classic The Gift, Lewis Hyde described the difference between work and labor: “Work is what we do by the hour. It begins and, if possible, we do it for money. Welding car bodies on an assembly line is work; washing dishes, computing taxes, walking the rounds in a psychiatric ward, picking asparagus–these are work. Labor, on the other hand, sets its own pace. We may get paid for it, but it’s harder to quantify… Writing a poem, raising a child, developing a new calculus, resolving a neurosis, invention in all forms — these are labors.” In the heart of Goochland County, off Route 6 and before George’s Tavern, Lisa and SeanThomas Pumphrey know all about labor. Their craft brewery, Lickinghole Creek Craft Brewery (named for the creek that runs around the bottom of the property), opens its doors Sept. 28. Inside the cavernous brewhouse,

the first full batch of their Three Chopt Tripel is fermenting. The brewery is located on a 220-acre farm and below the 20barrel brewhouse, the hanging skeins of the hops fields dominate the landscape. The Pumphreys have 1,000 hop mounds growing, making them one of the largest growers of hops in the state of Virginia. “We started three or four years ago as a test location for hops,” Lisa Pumphrey said. “We grew several different varieties in a pilot study. We grew Chinook, Columbus, Cascade, Centennial. We discovered that Columbus and Cascades grow the best in the Goochland red clay.” Lisa Pumphrey, an energetic mother-of-three, walks through the brewery with an entrepreneur’s eye for detail and a citizen’s love of community. For Pumphrey, whose background is in wildlife biology, the agribusiness model that LCCB represents is the real goal of the project. When the Pumphreys realized they were ready to open a brew-

ery, not just grow hops, they were faced with the prospect of selling the farm in order to move to a manufacturing location. Instead, they petitioned the county to make a change to the zoning ordinance. Now, any person in agriculture who has 60 acres or more can open a brewery. “We’re trying to create an agricultural business model where you can have a successful business and also grow crops,” Pumphrey said. “The goal is to set an agricultural business example, that we can preserve this land and save it as well as share it with the community.” Pumphrey is frank about the economic implications of what she calls doing everything “the hard way”: “It would be a lot less expensive for us to start it in a manufacturing facility, and maybe a smarter economic model, so it was an attachment to land and a passion for conservation of the environment that made us want to do it here,” Pumphrey said. Part of the conservation ele-

and join hundreds of football coaches, fans and everyday Americans in a grassroots effort to defeat a killer. And, we all know from personal experience that good deeds are in fact paid back many times over, and often the satisfaction of an act of compassion can far outweigh the joy of receiving.

That’s what brings me to this Saturday and those small patches you will see on the sleeve of every coach in America. You will know why many of the coaches seem emotional at the start of the game. A young boy with Duchenne has touched their hearts. Mine, too. I hope yours has been too, and thanks.

Pink Tie Gala presented by

Brewery continued from > page 7 the Lickinghole Creek Watershed, so we’re not taking from the water table, except for what goes specifically out in the beer.” The water comes from two on-site wells, and doesn’t require any filtration. “The mineral balance and the pH is perfect for beer, so you’re actually using the true water from Goochland County,” Pumphrey said. Although the Pumphreys have to source some ingredients from off-farm — barley, for example, because the brewery does not have a malting operation — they will be producing an Estate Series that will be produced entirely with on-farm produce. This will include the Wet Hop Ale, which Pumphrey hopes will be ready by the September 28 grand opening, as well as a pumpkin ale made with pumpkins grown organically on the farm. This sense of place is not surprising from an operation owned and managed almost entirely by native Virginians: Although the Pumphreys lived in Montana

for six years prior to starting the farm, Lisa is a Goochland native who grew up riding at Swift Creek on Miller’s Lane, and SeanThomas is from the west end of Richmond. Their head brewer, David Achkio, calls Richmond his “adopted” home (despite a luminous career in Pittsburg and at Pyramid Breweries on the west coast). The Pumphreys’ partner in the business, Ferris Loutfi, is also a Virginian. “We moved all the way to Montana and we still got sucked right back in to Goochland County!” Pumphrey said. “You get tied to your place.” Proof that the Pumphreys seem determined to do things “the hard way” in pursuit of quality is the warm room inside the brewery. A warm room is a feature typically found in Belgian breweries where beers are held at a constant temperature for two weeks post-bottling to allow for “bottle conditioning.” “The beer is re-fermenting in the bottle, getting its CO2 volumes to where we determine,” head brewer David Achkio said. “A lot of places don’t do the bottle conditioning, but it’s an impor-

tant step for what Sean wanted to accomplish with the flavors. It adds another level of complexity in the flavor. It produces more CO2 and alcohol, and a flavor that you don’t get from force-carbonating. People argue that it changes the mouth feel.” The Pumphreys original interest in beer-making stemmed from a homebrewing hobby they acquired in the vibrant craft beer scene in Montana, and Lisa Pumphrey emphasized the importance of that “mouth feel.” “Sean and Ferris and I feel passionately that the mouth feel that we get, as homebrewers, from bottle conditioning versus force carbonation, was very different,” Pumphrey said. “We reduce our output but we increase our quantity.” Lickinghole Creek’s Grand Opening will run from 1 PM to 7 PM on September 28 and will include a performance by yacht rock band Three Sheets to the Wind. On November 16th, LCCB will collaborate with Lisa Dearden with Chick-N-Egg Productions to host local farmers and craftsman and release the Estate Series Pumpkin Saison.

CASA takes part in relay race Contributed Report

Goochland’s Court Appointed Special Advocates group (CASA) recently participated in the Colonial 200 and the Colonial 70 to raise money for their organization. The mission of the group is to insure that all children who are in the court system through no fault of their own may have a home that is stable and permanent. The colonial races are relay races that involve 12 or six runners completing a distance of 200 miles or 70 miles. It is designed to be a fun and challenging running race involving multiple runners. TUESDAY EVENING 4 PM 4:30

The Colonial 200 is an overnight run that begins in Crozet and end at the Jamestown Park with a party and celebration. The Colonial 70 follows the same course but begins in Hanover Courthouse and ends in Jamestown Park. The Colonial 200 is a 36-leg race with each of the 12 runners completing three legs. The legs vary in length from three to seven miles. The team rides in a van from the start to the first exchange point. They pick up runner one and drop runner two who then runs the second leg of the race. This is repeated until all 12 runners have run a leg and then runner one begins running again. The total distance a

participant run is about the same as a half marathon but they get to rest and eat in between running their leg. The 200-mile race begins on Friday morning and runners take about 30 hours to complete the course, so running takes place throughout the night. Back roads are used for running and night time runners must have head lights and lighted vests so any traffic can see them. This was an exciting new venture for CASA, with about 90 teams running this year’s race. Some of the CASA volunteers manned some of the exchange points as a way to raise funds in addition to contributions from running teams.

Contributed report

The HERA Foundation is a non-profit organization that provides funds for cutting-edge research grants to scientists at respectable medical institutes. Help raise awareness about ovarian cancer by participating as a individual or a team. Go to www.runlikeagirl8k.com to learn more.
