In order to address spending challenges and the relatively moderate growth in recurring revenues, Dickson told to board, the FY2015 budget has been balanced using $1.8 in year–end surplus from FY2013; $525,000 from a reserve established by the Board of Supervisors for Virginia Retirement System (VRS) rate increase for schools; and other reserves from debt service savings and for county capital projects. When it comes to things Owen Sundstrom gets excited about, travel and marine biology are both near the top of the list. So when Owen found out that the People to People program he will be participating in this June will include a chance to work side by side with Canadian naturalists as they study Orcas, he knew he was in for a wonderful adventure. Started by President Dwight D. Eisenhower in 1956, the People to People program offers students from countries around the world the opportunity to travel and study abroad. The goal of
the program is to help break down barriers between cultures and help students form connections with those they might not otherwise meet. To Owen, a fifth grader at Goochland Elementary School, the 12-day trip will offer a chance to add to the list of places he’s already been, including California, Massachusetts, Florida and Mexico. Make no mistake about it, this is no pleasure cruise: By the time Owen and the other students taking part in the trip leave, they will have spent five months learning about Canada’s geography, history, animals, government, money, food, etc. The students also take quizzes, complete projects and use social media to get
to know a group in Michigan they will join for the trip. Owen’s trip will include, among many other experiences, a trip to Vancouver, a gondola ride in the Canadian Rockies and a visit to Victoria’s parliament buildings to learn about the political process in Canada. “I think it’s going to be a great experience,� Owen said. “I’m really excited.� Owen and his family are currently raising funds to help send him on his People to People trip. Virginia Cooperative Extension in cooperation with the Virginia Horse Industry Board and the Virginia Forage and Grassland Council will be holding the annual Southern Piedmont Equine Extravaganza on Saturday, April 5, at the Goochland campus of Reynolds Community College. Keynote speakers include Dr. Scott Pleasant and Travis Burns from the Virginia-Maryland Regional College of Veterinary Medicine and Dr. Chris Teutsch from the Southern
Piedmont Agricultural Research and Extension Center. Topics and demonstrations include parasite control, fecal egg counts, shoeing, hoof problems, forages, feed management, and preparing horses for participation in the sport of mounted shooting. Holding on to home, no matter where that is By Roslyn Ryan Editor
Over the course of the past few decades, I’ve had the opportunity to live in both an urban area up North and a rural area in the South. And while life in both places certainly had pros and cons, I have rarely thought much about any other ways in which they are similar. In fact, it recently took none other than Spike Lee, the outspoken film director, to point out one. Lee, if you’ll remember, made national headlines several weeks ago for his impassioned — if somewhat inelegant — rant concerning the gentrification of some of New York City’s historically underprivileged neighborhoods, particularly his assertion that the influx of upper-middle class residents was effectively bulldozing a culture that had thrived in those neighborhoods for generations. Upon hearing this, my first reaction was not particularly kind — or elegant. I think I may have even said something to the effect that Lee’s complaint was among the dumbest I had ever heard. But hearing a bit more about the events that had fueled his concerns — new neighbors calling in noise complaints about longstanding local cultural events, for example — I started to feel something else entirely: a sense of familiarity.

No matter where you go, it seems, you will find people trying valiantly to hang on to the way of life they have always known while newcomers threaten — sometimes without even realizing it — to inject new ideas and viewpoints. Sometimes, as in both Lee’s neighborhood and places like Goochland County, newcomers spur economic development, help usher in better services and improve schools. But they also bring change, and all changes, said the writer Anatole France, “have their melancholy.” Lee, in explaining his emotional reaction to what he sees as the cultural insensitivity of encroaching “come-heres,” certainly sounded almost indistinguishable from those who live in rural sections of Central Virginia — including Goochland — who find themselves pulled into debates over noise and other aspects of country life that “city folk” often find unpalatable. In the end, there may be no easy answer to the problem; if there was, someone surely would have found it by now. Perhaps the only way to make peace with the fact that change is inevitable is to remember a quote by the British politician Harold Wilson: “He who rejects change is the architect of decay. The only human institution which rejects progress is the cemetery.”

County students enjoy ‘island time’ Last week, Goochland Elementary School hosted the “Island Adventure Social” for all third, fourth and fifth graders. In Hawaiian shirts, shorts and leis, students danced away the winter blues to island tunes by DJ David Clough. In addition to the fun and games, the event also included community service. Students were asked to bring one canned food item to donate to the Goochland Free Clinic and Family Services Food Pantry. The total donation was 192 pounds, with plenty of canned fruit to fit in with the luau theme. Canned fruits are one of the most needed items at the GFCFS Food Pantry, which services 125 Goochland families in need every week. I’m not sure exactly when going to the doctor’s office became one of the most dreaded experiences of my everyday life, and I’m also not convinced it’s not just a product of six decades of life. But, a simple medical appointment causes me more dismay and anxiety than a ton of other more dangerous tasks I perform daily.
And doctor’s offices have sure enough changed over the years from one friendly receptionist, a doctor and a nurse to mini hospitals and an emphasis on expanded billing staffs. I’ve taken the same asthma medication for 20 years, and when the prescription ran out, I recently called my doctor’s office for a refill and what I naively thought would be a simple procedure. see Anxiety > 7

Long story short, refilling the prescription would require not only a visit to the office, but also a hospital visit for a chest x-ray. When I finally arrived at the office, I discovered that I would not be seeing the doctor, but a doctor’s assistant. No problem with that on my end, but let’s get this show on the road. Not even close. I was handed a medical records form to fill out regarding family history and surgeries. When I inquired if we were returning to paper forms after all of the hype I’d heard about computerized medical records, I must admit I was surprised at the answer. “It will be transferred to a computer,� the lady answered. “Isn’t that a little inefficient, and what happened to standardized, computerized records that would access our history at the touch of a finger?� I asked. “That would mean the loss of a job for someone in this office who enters that information,� she snapped. “Oh.� And that idea that doc-

tors could access our medical records from anywhere and anytime that we’ve heard about for more than a decade? “That’s years down the road,� she said. Now, I could have asked why can’t some genius software designer design a system for every licensed medical provider in the United States, but I displayed restraint. It doesn’t seem that overwhelming to me, and I suspect there are political reasons for its nonimplementation. You give me the kind of money that has been appropriated, distributed and wasted on promises of a universal records system, and I’d give you a system that works. But, I didn’t ask, and thought I was finally through to the doctor’s assistant’s office, and that all-elusive refill. Not quite. I still had to endure an encounter with who I assumed to be the person behind the voice on the phone. “OK, honey, let’s get your weight and blood pressure,� she said. “How tall are you, about 5-5 or 5-6?� she continued. “No, 5 feet 9 inches, all of my life,� I replied. The doctor’s assistant walked in and began to introduce himself. “We’ve met several

But, I left never wanting to return, feeling almost insulted or at least belittled. I’m not sure it’s the medical insurance side of the equation that is broken or a more fundamental function of the system that may be flawed. Doctors — and people who work in medical facilities — should realize they have jobs just like the rest of us. Working in a medical office does not make office personnel medical experts, and — when we want to speak with our doctors — they need to pick up the phone. We pay premium prices for the healthcare we receive and it wouldn’t hurt for it to be delivered with an ample amount of respect and appreciation. As I left the parking lot, I noted — although there was an empty waiting room when I exited — the parking lot was full of employee vehicles. There were more people working at the doctor’s office than there were people visiting the place. What’s wrong with that picture? You guys with the M.D. after your name should be able to figure that one out.

The Monacan Soil and Water Conservation District is sponsoring scholarships to Youth Conservation Camp (coordinated by the Virginia Association of Soil and Water Conservation Districts), available to students living in Goochland or Powhatan counties. The camp will be held at Virginia Tech July 13-19. Each scholarship of $450 includes camp tuition, room and board, and all educational materials. Each scholarship winner is responsible for transportation and a $100 commitment fee. Applicants must be in grades 9 through 12 during the 2013–2014 school year. Previous campers are not eligible. Students who attend Youth Conservation Camp will participate in classes at Claytor Lake State Park, the Virginia Tech campus
and agriculture farm, Mountain Lake, the New River, and Cascades hiking area. The camp is geared toward information used in the Envirothon contest. Completed applications are due to Monacan SWCD by Thursday, April 10. There is a $100 confirmation fee attached to the scholarship. I forge outside to attend to any damage. Occasionally, I’ll fly in and out of the herb garden, taking snips from plants that are cold hardy. On warm days I take a leisurely trek to appreciate the line and form of the terrain and hardscape. The stateliness of leafless tree and shrub branches, and attractive dried plant material which was left intact, add interest to the view. As daylight hours and the temperature noticeably increase, I search out my garden gloves. There is an anxiousness to again be outside in the midst of the newly stirring world. There is also the panic of realizing the vast amount of work needed to get the gardens in shape. For in spring, there are more tasks to do than at any other time, especially if winter has not been kind. We all had good intentions in the fall to do a great job of putting our yards in order. The overachievers did fine work. Others got a late start, made a valiant effort, but were halted by an early snow. The human slugs in the garden world who may or may not regret their lethargy during the fall, have a much longer “to do” list. No matter in which scenario we find ourselves, we all feel trapped behind the eight ball as we think about meshing garden tasks with all of life’s other responsibilities and commitments. Calm down and take a breath. I have to remind myself to start out slowly. In my head, I have the speed and agility of a 25-year-old. The mirror and my much older body let me know quickly that this is not the case. Garden cleanup can be broken down into manageable tasks. Take advantage of the dry days whether cold or warm. For most, the end of February is a good time for planning with active work to follow in early March. Start in one spot and take care of all of the tasks there before proceeding. When you feel overwhelmed, look at what has been accomplished and not at what still needs attention. We all have our own way of working. Some may prefer or only have time to do a small amount during each work session. I prefer to schedule large chunks of time. Since I get “down and dirty” when I work outside, I might as well keep going: black smudges on my face, dirt embedded in every groove on my hands, mud and wet spots all over my see Garden > 9
Your garden to-do list: • Assess winter damage to plants and signs of pests, moles, crabgrass, etc. • Clean, sharpen and repair tools. • Clean up winter debris from walks, steps and driveways. • Rid the lawn of dead growth, stray leaves and twigs. This will get light and air to the soil level, encouraging the grass to grow. • Weed. Seedlings are easier to pull out while their roots are still shallow in early spring. You will most definitely want to pull them before they go to seed and make more. If you can’t tell if it is a beloved annual or perennial or is actually a weed, wait a bit. • Prune trees and shrubs. This will improve their shape and encourage denser growth. • Repair and/or paint outdoor garden accessories such as trellises, statuary, bird feeders, and pots. • If a soil test was not done in the fall, now is not too late. Add fertilizer and soil amendments such as lime where needed. Keep fertilizer off foliage to avoid burning. Less is better than more, but always follow label directions. • Add plant supports in the form of cages or stakes where needed. • Label plants. Metal markers work best.

Also, keep an eye out for emerging plants. Resist the temptation to cultivate and plant until you are sure the soil is ready. Soil condition and not the calendar determines planting time. Grab a handful of soil and squeeze. If the lump is sticky or if water runs out, you will need a tad more patience. When the lump crumbles apart when tapped,

you have the green light to proceed. A clean garden is a clean slate for creative growing. Give yourself a pat on the back for a job well done and enjoy the days ahead of planting and cultivating. Famed aviator Charles Lindbergh landed on the lawn. Gen. William Horace Rose organized baseball games on the grounds. And the celebrated landscape architect Charles Gillette designed the circular flower garden. Yes, Goochland’s historic Ben Dover Farm has plenty of ties to history, but it also enjoyed a more recent moment in the spotlight: Last year, Jay Leno made reference to the property’s somewhat unique moniker on The Tonight Show. To real estate agent Pam Diemer, the property is one of Goochland’s shining stars, a historically and architecturally significant gem just waiting for the right person. That person would need to appreciate the mansion’s unique charm, including a working bowling alley added by Rose in 1905. “That,” said Diemer, “is a real conversation starter.” Located in Manakin-Sabot, Ben Dover is listed on both the Virginia Historic Registry and the National Register of Historic Places. see Ben Dover > 16
3. Effective Rate Increase: The County of Goochland proposes to adopt a tax rate of $0.53 per $100 of assessed value. The difference between the lowered tax rate and the proposed rate would be $0.009 per $100, or 1.7 percent. This difference will be known as the “effective tax rate increase.” Individual property taxes may, however, increase at a percentage greater than or less than the above percentage. 4. Proposed Total Budget Increase: Based on the proposed real property tax rate and changes in other revenues, the general fund budget of the County of Goochland will exceed last year’s by 7.0 percent and the total budget of the County will be 2.9 percent less than last year’s, primarily due to a decrease in the FY2015 budget for the Capital Improvement Program. A public hearing on the increase will be held on April 7, 2014 at 7:00pm in the Board Meeting Room at 1800 Sandy Hook Road, Goochland, VA.

Trinity beats Benedictine for first time in 17 years in VISAA quarterfinal

I
t’s safe to say no one predicted the Benedictine basketball season to end like this. In one of the biggest upsets in the VISAA this season, Trinity Episcopal defeated the defending state champion Cadets 55-53 at Rut Court, which is widely regarded as one of the hardest places to play in the in the Central Virginia area. It was Trinity’s first victory over Benedictine in 17 years. The playoff match-up was the third game between the two teams this season. The Cadets handled the Titans in the regular season, beating the Richmond-based school by 17 points on both occasions. But, this time around, all the pieces fell into place for Trinity. A last-second lay-up by Josh Hamlin gave them a two-point victory and, to some degree, avenged two decades of futility against one of the strongest prep basketball programs in the state of Virginia. Adding meaning to the victory was the fact that Benedictine eliminated Trinity from the postseason each of the last two seasons. Benedictine had a chance to send the game into overtime. With the clock nearing zero, University of Indiana-commit Robert Johnson (a nominee for the McDonald’s All-American team) put up a jumper just inside the three-point line. But Trinity’s Austin Williams slapped the ball to the hardwood. The crowd at Rut Court was stunned as the Trinity bench went into celebration mode. Johnson scored 20 points in his final game with Benedictine. Williams had 18. The early playoff exit ends what was, up until this point, a typically dominant year for Benedictine. They ended the regular season 23-5 and entered the postseason with hopes of defending their VISAA Division I state title. In December, they won the Richmond Times-Dispatch Invitational tournament at the Siegel Center, dominating Henrico, a Group AAA state champion last season, by 29 points in the title game.

Henrico defeated Wakefield in the Group 5A quarterfinal. They will play Potomac on Friday, March 14, in the state final. The Cadets began the season 11-0, but lost three of four from Dec. 28 through Jan. 4. They rebounded from that midseason slump, winning 11 of their last 12 games. The late-season push ensured the Cadets a fourth seed in the postseason tournament. Trinity was a fifth seed.
They fell to undefeated Cape Henry Collegiate in the state final. The result, while surprising, isn’t as unexpected as it may have seemed at first glance. Trinity has been a strong program in recent years, especially this season, finishing the year 20-8. Like Benedictine, the Titans suffered through a midseason slump, losing three times over a six-game span in December before
bouncing back to secure a playoff spot. They were 7-3 on the road this season, so the fact that they were able to pull off an upset in at Rut Court – in front of what is described as one of the most unapologetic student sections in the area – isn’t all that far-fetched. The Cadets will lose five key players to graduation: Johnson, Reid Jacoby, RG Gordon, Josh Bailey and Faiz Shaheen.

Kids can play safe when taking part in sports Metro Creative Connection
The spring sports season is a popular time for school-aged children. After a few months of being cooped up indoors, many kids are ready to spend time in the fresh air. Organized team sports are one way they can burn energy and learn lessons in camaraderie and problemsolving. Spring sports season presents a host of opportunities for athletic youngsters. But the secret to a successful season has little to do with wins and losses and a lot to do with making sure children have fun and take the necessary precautions to reduce their risk of injury on the playing field. According to the National Institute of Arthritis and Musculoskeletal and Skin Diseases, nearly 40 million children and adolescents participate in organized sports across North America each year. Although sports are an ideal way to socialize and get
much-needed exercise, they also can increase participants’ risk of suffering a sports-related injury. The Centers for Disease Control and Prevention state that millions of children age 15 and under are treated in hospital emergency rooms for sports-related injuries every year. Some of the more common injuries include sprains and strains, growth plate injuries, repetitive motion injuries, and heat-related illness. Certain sports go hand-in-hand with the spring season. Here is a look at some popular spring sports and how to reduce a child’s risk of suffering some of the more common injuries associated with those sports. Baseball/Softball The start of the spring season coincides with the commencement of the professional baseball season. Therefore, many schools and towns have baseball and softball leagues that also begin once the weather
warms up. Baseball and softball are popular sports. However, each sport involves sliding, running, fast-moving balls, and long hours out in the elements. Each of these activities can cause injury, and some of the more common injuries associated with baseball and softball include soft tissue strains, fractures after being hit by a ball, sunburn and heat fatigue. Children who are playing baseball or softball should always wear the recommended safety equipment. This includes a batting helmet, shin guards, athletic supporters, sunscreen, mouth guards, and eye protection. Proper stretching and warmups can make muscles and tendons limber before play.

When the weather warms, the desire to get out on the field and engage in play increases. Adults can safeguard their children by ensuring the rules of the game are met and that the proper safety equipment is always used.
Youth baseball offers former player a trip down memory lane By Mike Schoeffel Sports Writer
Perhaps the best perk of being involved with youth baseball — as a coach, fan or player — is the absurd occurrences you get to witness on a routine basis. You know the sort of youthful hijinks I’m talking about: The kid who sits Indian-style in left field, gnawing on Laffy Taffy instead of paying attention to the game. The pitcher who walks 15 batters, but has to “tough it out” despite tears of horror forming in his eyes. The kid who gets an inside-the-park home run because the other team somehow managed the hurl ball over the backstop. These are not rare happenings. They take place every day of every summer on ball fields all across this great and wonderful land.
Spend enough time at a ball field and you will witness a fair sampling of this ludicrousness. I know, because like many others, I’ve experienced the hijinks first-hand as both player and fan. I have come away with bizarre stories, some of which have become admittedly murky with the passage of time. With that truth in mind, while the following tale may not have unfolded exactly as put forth, the general spirit of the thing is rooted in non-fiction. Here goes. I played Dixie Youth with a kid I’ll call “Dilbert” for anonymity’s sake. Dilbert wasn’t blessed with grace. He was lumpy in strange places, eventually obtaining the nickname “Beetle” for reasons that aren’t entirely clear (A bizarre moniker he eventually shed, thank goodness for him). But in spite of his odd body structure,
every once in a while he’d put on a performance that left you saying: “How’d you do that, Dilbert?” On one particular summer’s eve, when we were around 10 years old, Dilbert struck out an incredible 18 batters in one game. It was an impressive feat in itself, but the true difficulty of Dilbert’s gem was revealed after the game when he admitted, matter-of-factly, that every pitch he threw was a palm ball. That’s like Justin Verlander mowing down a Major League lineup with 100 consecutive change-ups. Or Peyton Manning throwing for 600 yards on nothing but five-yard out routes. It’s a completely unfathomable and ridiculous thing to happen, but logic does not apply on the little league ball field. Youth baseball is an entity completely independent of normal space and time, a veritable “Twilight Zone,” except with hordes
of little rascals running the bases backward. When we inquired to Dilbert why he had thrown exclusively palm balls, this is what he said: “I don’t know. I thought that’s how you threw a fastball.” Beetle — or, should I say, the player formerly known as “Beetle” — has gone on to do good things in the community, accomplishments that have, I’m sure, given him a sturdy sense of pride. But if I could hazard a guess, I’d say the greatest moment of his life thus far was striking out 18 hapless 10-year olds on that fateful day some 14 summers ago. Anyone who has had the privilege of watching the innocent farce that youth baseball often devolves into has similar stories to share. Absurdity in recreation ball, like gravity, is a universal truth. Parents,
coaches and players from Santa Monica to Appleton to Buffalo I’m sure would confirm this. Several other tales I recall from my childhood are “The Putz Who Spent the Entire Season Batting Right Handed Only To Find Out He Was Left-Handed During the Final Game of the Season,” “The Dope [aka me] Who Stuck His Head Over the Plate Because He Couldn’t Hit a Curveball and Wanted a Free Base,” and “The Kid Who Wore a Rib-Protector Because He Was Deathly Afraid of Being Hit By a Pitch.” Even if the details of these stories have faded and warped with the passage of time, their essence is real and they confirm the idea — at least for me — that life is indeed a divine comedy, a comedy that becomes even more obvious when you put 18 energetic, sugar-fed children on a baseball diamond.

Ben Dover continued from > 9 In 1703, the Royal Patent for 2,700 acres in what is now Manakin-Sabot was held by John Woodson, a successful merchant, surveyor and mill builder. Later, 1,300 acres, which included the Joe Brooke and Ben Dover lands, was inherited by one of his children. In 1853, 466 acres of Ben Dover were sold to William B. Stanard, where he built the informal Italianate mansion with a tower and loggias that closely resembled homes designed by the renowned New York architect, Richard Upjohn. Reed Sr., who transformed the mansion into a Colonial Revival by removing the tower and adding the columned front porch. Reed’s grandson, Robert S. Preston, Jr. and his wife, Louisa D. Preston, farmed and maintained Ben Dover for the last 60 years. These days, aside from the occasional mention on late-night television, Ben Dover stays largely out of the limelight, waiting for its next chapter to begin. To Diemer, it is one of the county’s hidden gems. “It really is something to be proud of,” she said.

He had endured chemotherapy and high doses of medications. He was hospitalized 24 times during the last two years. Among other impacts, Swinson had lost almost all function of his kidneys. “This has given Steve a new life,” said Mrs. Swinson. “His energy, his color, it’s all coming back. He has a new life.”

PUBLIC COMMENT PERIOD: March 13, 2014 to April 11, 2014 PERMIT NAME: Virginia Pollutant Discharge Elimination System Permit – Wastewater issued by DEQ, under the authority of the State Water Control Board APPLICANT NAME, ADDRESS AND PERMIT NUMBER: Elk Hill Farm, Inc. – P.O. Box 99, Goochland, Virginia 23063; VPDES Permit No. VA0062731. FACILITY NAME AND LOCATION: Elk Hill Farm Wastewater Treatment Plant (WWTP)– 1903 Elk Hill Road, Goochland, Virginia 23063. PROJECT DESCRIPTION: Elk Hill Farm, Inc. has applied for reissuance of a permit for the private Elk Hill Farm WWTP. The applicant proposes to release treated sewage wastewaters at a rate of 12,500 gallons per day into a water body. Liquid sludge from the facility’s digester will be pumped and hauled to the City of Richmond’s Wastewater Treatment Plant’s receiving station. The facility proposes to release the treated sewage wastewater into an unnamed tributary to Little River in Goochland County in the Middle James River watershed. A watershed is the land area drained by a river and its incoming streams. The permit will limit the following pollutants to amounts that protect water quality: nutrients, solids, and organic matter. HOW TO COMMENT AND/OR REQUEST A PUBLIC HEARING: DEQ accepts comments and requests for public hearing by hand delivery, e-mail, fax, or postal mail. All comments and requests must be in writing and be received by DEQ during the comment period. Submittals must include the names, mailing addresses, and telephone numbers of the commenter/requester and of all persons represented by the commenter/requester. A request for public hearing must also include: 1) The reason why a public hearing is requested. 2) A brief, informal statement regarding the nature and extent of the interest of the requester or of those represented by the requester, including how and to what extent such interest would be directly and adversely affected by the permit. 3) Specific references, where possible, to terms and conditions of the permit with suggested revisions. A public hearing may be held, including another comment period, if public response is significant, based on individual requests for a public hearing, and there are substantial, disputed issues relevant to the permit.
