Schools extend year by one week By Roslyn Ryan Editor
Thanks to this year’s treacherous winter weather, Goochland County Public Schools students will have to wait just a bit longer to start their summer vacations. After missing 16 days of school due to bad weather, the decision was made to add a week to the school calendar. Elementary school students also will have a longer school day — by 25 minutes — for the rest of the year. The decision was made during the March 11 Goochland County School Lane Board meeting. According to a blog post written last week by Goochland school superintendent James Lane, snow days had already cost the schools 87 hours of instruction. Additionally, five twohour delays and two two-hour early release days had cost 14 more hours. By law, students are required to have a minimum of 990 hours of instruction per school year. The area’s largest school systems — the City of Richmond and Chesterfield and Hanover and Henrico counties — have had fewer snow days and have been able to absorb the lost instructional time without having to add days.

County seeking feedback on use for building
The Clothes Closet will host a grand opening with spring merchandise on March 31.
Goochland County leaders are trying to find a new use for an iconic county building — and they want the public to help make the decision. The Central High School building, also known as the “old Goochland Middle School,” sits largely unused along Dogtown Road near Sandy Hook. This may soon change, with a Central High School Building capital project that proposes to address possible repurposing of the building in Fiscal Year 2015. Funds for that purpose are allocated in the county’s Capital Improvement Program, now available for public comment. The original structure, built in 1938, served as a high school for black students. Over the years, several additions and expansions occurred, including the addition of a library, cafeteria, gymnasium, shop and band room. Goochland County Public Schools (GCPS) used the facility as a middle school until the summer of 2007, when the division fully transitioned to the existing Goochland High School/Middle School complex. Local artist to unveil first painting in ‘Village’ series at meeting tonight By Roslyn Ryan Editor
An ambitious, ongoing project by Goochland artist Patti Rosner has hit its first major milestone. At 7 p.m. today, Rosner will unveil the first painting in her four-part Villages of Goochland series during District 1 supervisor Susan Lascolette’s Town Hall meeting at Byrd Elementary School. The painting of the
Hadensville Village is the first in a series Rosner is doing to benefit the Goochland Family Services and The Goochland Historical Society. Proceeds from the sale of items featuring Rosner’s work, including blank note cards, mugs and matted prints, will be donated to these organizations. Once they are completed, all four paintings will be hung in the Goochland Administration building for public viewing. While each district will
have its own town hall meeting (see list, below), residents from anywhere in the county may attend any of the meetings. Rosner also will be attending the District 2 town hall meeting at 7 p.m. on Monday, March 24, in the Community Room at J. Sargeant Reynolds Community College’s Goochland campus. The 10-year anniversary flower is the daffodil, so event organizers will be marking 10 years of bringing together gardeners and teachers by celebrating the daffodil and other pest resistant bulbs with a keynote lecture from world-renowned bulb expert Becky Heath. Registration is required to attend classes, workshops, and the keynote lecture. Classes are filled on a firstcome basis, so register early.

A $10 pre-registration fee covers all classes for the day with modest additional charges for hands-on workshop materials, registering at the door and the keynote lecture. For those who don’t have time for classes, there is no charge for stopping by any time from 8 a.m. to 4 p.m. to stroll the campus and display gardens, get horticultural questions answered at the “Ask a Master Gardener” tent, or visit the “Kid’s Tent” where children can plant items to take home. Since January 2009, the building has primarily been used to store surplus equipment and other items. Costly construction and renovation estimates have been obstacles to using the interior of the facility since vacated by GCPS. The exterior grounds are used and maintained by the county’s Parks and Recreation Department and the Goochland United Soccer Association uses the athletic fields. Additionally, citizens frequently take advantage of the gravel track for exercise. Over the years, ideas for the property have included creating a human services center, an elementary or specialty school, a commu-
nity/recreation center, space for a museum, office space for county agencies, a maintenance shop for the county/schools, incubator office space for new businesses, a senior center and a possible site for a new fire station. While all of the ideas have been considered, the challenge has been finding a balance between significant renovation and construction costs, significant ongoing operating costs associated with some of the ideas, and community desires. Couple these challenges with the weak economy over the past several years and other capital improvement priorities and it’s not hard to see why, no decisions have been made about the building’s future. However, as the Board of Supervisors considers the FY2015 budget and capital plan, this may change. The

supervisors said they believe it is time to make a decision about the use of the building. And they want the community’s input. While it is most likely not financially feasible to save the entire building, there may be uses that would benefit the community and that could be done with limited resources. Some examples include retaining the original 1938 section and the gym; saving the gym only and keeping the rest of the site for a future fire station; and saving the 1938 section only. The supervisors would like to hear thoughts about how best to use the limited funds in the proposed capital plan for this facility. There are numerous opportunities for input, including emailing County Administrator Rebecca Dickson at RDickson@ co.goochland.va.us; emailing or calling your supervisor,

attending a town hall meeting (see page 2 for schedule); attending the budget public hearing at 7 p.m. on April 7 in the public meeting room in the County Administration Building; or speaking during the public comment period at the monthly Board of Supervisors meetings. Citizen input matters. It was a citizen who had the idea to purchase the building that is now the new Schools Maintenance and Bus Facility. BARTELL, Lloyd Gus, born on November 11, 1921, passed peacefully into the arms of Jesus on Sunday, March 9, 2014, in his Goochland home. He is survived by his devoted wife of 68 years, Mildred Haden Bartell; and 12 of his 16 brothers and sisters. The Lord blessed Lloyd with four beloved children, Janie Catherine (Richard Davis), Lester Lloyd (Patsy), Benjamin Hale (deceased) and Joseph Wayne (Sandra). Lloyd took immense Bartell joy in his six grandchildren, Kelley Hope (Chris), Graham Bartell (Emily), Carey Stagg (Keith), Jennifer Bartell, Amber Bartell and Melanie Bartell. He also greatly loved his four great-grandchildren, Kylie and Conner Stagg, Caroline and Oliver Hope. He served his country in the U.S. Navy during World War II. He was known for a strong handshake and for service to his church and community. A life celebration service will be held at 3 p.m. on Sunday, March 23, 2014, at Mizpah Christian Church, 5257 Old Columbia Rd. in Goochland. William Lee LEE, William David, 87, of Manakin, formerly of Roxboro, N.C., died at home on Wednesday, March 12, 2014. He is survived by his loving and devoted wife, Gay Proctor Lee. He is survived by two daughters, Robin Hillman (Tom) and Patricia Larch (Terry Sr.); five grandchildren, Phillip Hillman, Kaitlyn Hillman, Terry Larch Jr. (Elena), Lori Larch Ostler (Brett) and John Larch. Newton McDaniel McDANIEL, Newton W., was born in Goochland on June 30, 1921, and passed on February 26, 2014. Newton lived in Hanover for more than 30 years, and owned and operated a home improvement business. He was a member of New Hanover Presbyterian and enjoyed his Bible. Newton is survived by his daughters, Sharon Buchanan (Boyd) and Joan Lemley; his brother, William McDaniel (Ann); as well as two grandchildren. He was preceded in death by his wife, Eugenia McDaniel. A visitation was held on Monday, March 10, 2014, at the Mechanicsville Chapel of the Bennett Funeral Home. Services followed in the chapel on Tuesday, March 11, 2014. Finally, spring in the air By Roslyn Ryan Editor
Well, Goochland, it looks like we made it. After what seemed like an endless string of brutally cold days and a heaping helping of snow, slush and slop, we’ve finally arrived at the first day of spring. And no one is happier about that than me. Spring, to me, has always been the best time of year, full of new beginnings and the awakening of neighborhoods as people emerge to enjoy the sunshine. It’s no secret that our friends to the far north — those who count their snowfalls in feet rather than inches and won’t see temperatures above 30 for at least another month or two — often scoff at us down here for complaining about what, even in years like this, is a comparatively mild winter. But I say let ’em scoff all they want. We’ll barely have time to notice, after all, as we burrow into the backs of our closets looking for all those short-sleeved shirts and sandals we so mournfully stowed away last fall. If you are fortunate enough to live in a place like Goochland, where fresh air and open spaces abound, spring also means the chance to get out and play in the garden, an experience I first embraced a few years ago. I wouldn’t say that I was blessed with a particularly green thumb — far from it. But even the most inept gardener eventually

realizes one truly beautiful thing about plants: a seed pushed into the ground wants to grow. Give it even the minimum amount of care and attention and you will be amazed at what can happen. (As a side note, you might be so amazed by the fact that you grew anything at all that you will be tempted to talk about it, ad nauseum, to anyone who will listen until someone finally tells you “enough about your sweet pea plants already, we get it.” Not that this has happened to me or anything — I’m just saying.) Much like that little sprout pushing its way through the soil and unfurling its leaves, our community also will begin to come alive as the weather warms. At least a half dozen activities are scheduled for the next several months — including April’s annual Spring Garden Fest on April 26 — all of which will offer a chance to shake off the winter blues and reconnect with the world outside. Even as we trudge through the last vestiges of winter, the fact that the calendar says it is spring has surely allowed most of us to step a little lighter as we look forward to the days ahead. I hope you will take a few ideas from our Guide to Spring on this week’s front page, and that perhaps you will be tempted to attend an event or try an activity you may not have thought about before. Most of all, I wish you plenty of sunny, snow-free days ahead — I think we’ve earned them. County celebrates Leakes Mill Park opening Dozens of young soccer players and proud county residents braved the late-winter chill last Thursday to help dedicate Leakes Mill Park, a wide expanse of green space featuring the county’s first publicly maintained regulation soccer fields. “It was quite an undertaking,” Derek Stamey, Goochland director of Parks and Recreation and facilities manager, said, explaining that the four-year project was funded in large part by grants, including a $250,000 award from the Community Foundation. The surface of the fully irrigated fields “is just amazing,” Stamey, who is looking forward to seeing young soccer players take the field, added. “I’m really happy.”
Letter to the Editor County Clothes Closet offers help to those in need, tax breaks for those who donate Dear Editor, It’s the time of year when nature unfurls it’s tightly held buds and leaves, causing our hearts and outlook to brighten. Spring is in the air and many folk are preparing to declutter and clean their houses. GFCFS hopes people will keep them in mind while doing spring cleaning. Box up those unwanted items and donate them to the Clothes Closet (located at 3001 River Road West). The Clothes Closet provides Goochland County residents in need with clothing, housewares, shoes, appliances,and more. Tax receipts are available. A good spring cleaning project produces more than just a dust-free existence! The Clothes Closet is a program of the Goochland Free Clinic and Family Services whose mission is to provide access to health care and basic human services for the
Goochland community. It is supported generously by donations from the public. The Clothes Closet also sells to the public, and those funds are reinvested into all of GFCFS’ services. From clothing and household items to jewelry and more, the Clothes Closet is loaded with great deals for every shopper. People come in to donate things they no longer need or want, but also stay and shop for items like clothing in their sizes and their children’s. Crucial to helping our community, in addition to donations, are many valuable volunteers. They help daily in a variety of tasks that enable the Clothes Closet to benefit the community as it does. The volunteers’ incredible efforts and gift of time enabled a totally restocking and decorating the store for Spring. So come celebrate and help the community of Goochland celebrate spring as well. The Goochland Clothes Closet will hold a Bag Sale start-

Program resuscitated after 2 years Nearly given ax in 2012, Goochland swim team lives on By Mike Schoeffel Sports Writer
Goochland High School has had a swimming program for nearly two decades, but a couple of years ago it was in grave danger of being eliminated. Due in part to its status as a non-mainstream and therefore non-essential sport — at least in the eyes of certain individuals — it was put on the block to be cut from the public schools budget. It seemed doomed to suffer a dark and unfortunate fate, despite the fact that it retained relative popularity among the student body. But the story gets brighter. The program ultimately dodged the ax, thanks to the determined action of influential supporters within the swimming community. Goochland High School athletic director Bryan Gordon was one of the major movers and shakers in the pro-swimming fight. He used political sway and well-reasoned arguments to help rescue the program from certain death. “It was a sport that the stu-

“Justin has been a leader and a role model for the entire GHS community,” she said. “Every swimmer looks up to him. He maintains a 4.0 GPA (grade point average) while juggling his swim career, family and friends.” “I hope to see him succeed at the next level,” she added. For Edwards, the next level means suiting up for nationally-ranked Virginia Tech (the H2OKIES) this winter, joining his old high school teammate Sisk at the Division I level. Edwards is so advanced for his age that he’s even taught his coach a thing or two about the sport. “Since I didn’t swim in college, I’ve been out of the pool for some time,” Kilberg said. “Justin is always teaching me something new about the swimming world.” Through dedicated swimmers like Edwards, Kilberg has witnessed the positive effects of life in the pool. Like Gordon, who fought so hard to keep the program in place, she said she understands the numerous benefits that competitive swimming has to offer. “The team and myself have recruited several students over the year who enjoy a cardio workout,” she said. “Also, like any sport, the focus is never solely on swimming. We help the kids learn life skills in a fun and positive environment.”
Goochland Family YMCA now offering lacrosse program remain active and healthy this spring. As part of its Spring 2014 youth sports programming, the Goochland Y is now offering a lacrosse program for middle school age boys. conditioning is being held three days a week for two weeks. Practices start on April 1 and will be held twice a week. The season runs through mid-May. The Y will provide all the necessary equipment for each child to use throughout the season.
Lacrosse equipment consists of sticks, helmets, shoulder pads, gloves and elbow pads. Each player will be required to provide their own cleats, mouthpiece and protective cup. As part of its commitment to youth development, the Y works with each player
to improve his game over the course of the season, while also emphasizing the development of character: caring, honesty, respect and responsibility. “The Y is dedicated to supporting healthy living in our community. We want to provide local youth a safe place to go and have fun, but

Survivors include Priscilla’s husband of 66 years, Dyer Talley; three children, David Talley (Bente Kjos) of Tenents Harbor, Maine, Antoinette “Toni” Halstead (Eric) of Goochland, and Michele Talley (John Wood) of Moseley; two granddaughters, Lesley Buttars (Dustin) of Chapel Hill, N.C. and Haley Lillibridge (Mathew) of

She leaves to cherish her memory a daughter, Evelyn Mealy (Earl); son, Richard Waddy Jr.; four grandchildren and three great-grandchildren; sisters, Yvonne Herndon Brice and Hazel Herndon Glover; brother, Anderson Herndon (Virginia “Dolly”); and a host of other relatives and friends. Remains rested at the Robert Mealy Funeral Home in Goochland. Funeral services were held on Sunday, March 9, 2014, at County Line Baptist Church. Emma Waddy Interment followed in the Church WADDY, Emma Louise Griggs, Cemetery. Pastor Walter Jones Sr. 85, of Goochland, departed this life officiated.
Eldersburg, Md.; and two greatgrandsons, Miles Buttars and Jacob Lillibridge. A private memorial service will be held on Sunday, March 23, 2014, at the home of Ric and Toni Halstead. CONVENIENCE CENTER ATTENDANT The Goochland County Convenience Center is searching for a full-time Attendant to monitor the activities of the center by assisting the public in the disposing of waste. Incumbent will direct public to appropriate areas, controlling traffic to facilitate the movement of vehicles in a safe and timely manner; advise of safe disposal techniques; schedule the switching of open top containers and compactors; coordinate the disposal of tires and grinding of wood waste; and maintain the site in a clean and neat order. Public Notice – Environmental Permit PURPOSE OF NOTICE: To seek public comment on a draft permit from the Department of Environmental Quality that will allow the release of treated wastewater into a water body in Goochland County, Virginia. PUBLIC COMMENT PERIOD: March 13, 2014 to April 11, 2014 PERMIT NAME: Virginia Pollutant Discharge Elimination System Permit – Wastewater issued by DEQ, under the authority of the State Water Control Board APPLICANT NAME, ADDRESS AND PERMIT NUMBER: Elk Hill Farm, Inc. – P.O. Box 99, Goochland, Virginia 23063; VPDES Permit No. VA0062731. FACILITY NAME AND LOCATION: Elk Hill Farm Wastewater Treatment Plant (WWTP)– 1903 Elk Hill Road, Goochland, Virginia 23063. PROJECT DESCRIPTION: Elk Hill Farm, Inc. has applied for reissuance of a permit for the private Elk Hill Farm WWTP. The applicant proposes to release treated sewage wastewaters at a rate of 12,500 gallons per day into a water body. Liquid sludge from the facility’s digester will be pumped and hauled to the City of Richmond’s Wastewater Treatment Plant’s receiving station. The facility proposes to release the treated sewage wastewater into an unnamed tributary to Little River in Goochland County in the Middle James River watershed. A watershed is the land area drained by a river and its incoming streams. The permit will limit the following pollutants to amounts that protect water quality: nutrients, solids, and organic matter. HOW TO COMMENT AND/OR REQUEST A PUBLIC HEARING: DEQ accepts comments and requests for public hearing by hand delivery, e-mail, fax, or postal mail. All comments and requests must be in writing and be received by DEQ during the comment period. Submittals must include the names, mailing addresses, and telephone numbers of the commenter/requester and of all persons represented by the commenter/requester. A request for public hearing must also include: 1) The reason why a public hearing is requested. 2) A brief, informal statement regarding the nature and extent of the interest of the requester or of those represented by the requester, including how and to what extent such interest would be directly and adversely affected by the permit. 3) Specific references, where possible, to terms and conditions of the permit with suggested revisions. A public hearing may be held, including another comment period, if public response is significant, based on individual requests for a public hearing, and there are substantial, disputed issues relevant to the permit.
