To Goochland County Sheriff James Agnew, however, nothing said during the press conference came as a shock. In fact, Agnew said, he thought that officials may have actually underestimated the number of gang members currently operating in the area. If Agnew is familiar with the issue of gang participation, it is because he has seen its effects first-hand. The Hoppers, who have been called “America’s favorite family of Gospel Music,” will be performing at at 7:30 p.m. on Friday, May 23, at the Benedictine Abbey. Founded in 1957 by brothers Claude, Will, Steve, Paul and Monroe Hopper — and later joined by piano player Connie Shelton — The Hoppers had their beginnings in rural Madison, North Carolina. Workshop aims to get area veterans into agriculture Contributed Report
The Livestock Conservancy, in partnership with Southern States, Virginia Cooperative Extension, the Framer Veteran’s Coalition and other leaders in the Ag industry, is offering a slightly “outside-the-box” alternative for veterans to consider: raising heritage livestock and poultry. On June 6-7, a workshop on the subject will be held at the Stoneridge Events
Center in Warrenton. This one-of-a-kind, heritage livestock workshop is designed to educate and train America’s service men and women on the skills necessary to steward some of America’s most historic and endangered farm animals. “Our goal is to help returning veterans and retired service members succeed financially in heritage breed, sustainable agricul-
ture by providing them with the knowledge and skills they need,” Livestock Conservancy executive director Eric Hallman said. Gang continued from >1 view on Monday that gang violence has visited the county on multiple occasions. “Often, we hear people say [about the Bloods street gang], ‘They can’t be here, that’s an L.A. street gang,’” Agnew said. But he said many gangs that originated in urban areas have been known to canvass rural communities as a way of expanding their criminal enterprises. The most recent crime linked to gang activity —the alleged murder of Capt. Quick by members of the Bloodsaffiliated 99 Goon Syndikate, a number of whom had ties to Goochland — is just part of an ongoing battle. In September 2010, a gang-related shooting after a Goochland baby shower left one man dead and several
injured. In January of this year, a rash of break-ins was linked to a Cumberland County group affiliated with the Bloods. While any gang activity will likely strike many county residents as too much, Agnew said there isn’t cause for alarm. Much of the gang-related violence in the county has been limited to those in and around the gangs themselves, Agnew said, and the makeup of the county itself doesn’t offer many places for gang members to congregate. “As we get bigger, and more businesses come to the county, we may see more of [gang activity],” Agnew said. “You do see it more in places like Short Pump and Charlottesville, but Goochland is not really the kind of place where gang members are going to be hanging out.”
Four charged with murder of Waynesboro reserve captain Law enforcement officials announced that four people have been charged with the murder of Waynesboro Police Reserve Capt. Kevin Quick. Daniel Mathis, Shantai Shelton, Mersadies Shelton and Travis Bell stand accused of abducting Quick, who was reported missing on Feb. 1, shortly before shooting him and leaving his body in a remote area of western Goochland. Also charged in connection with the case are
Quick Anthony White, Gert Wright III, Anthony Stokes, Leslie Casterlow and Devante Bell. Mathis, the Shelton siblings and Bell have been linked to the 99 Goon Syndikate, a group with ties to the Bloods street gang. The group also is accused of committing several arm-ed robberies in Louisa, Charlottesville, Albemarle County, Fluvanna County and Gordonsville. A trial has been set for Wednesday, July 23.

Donalda Chumney; his son, Keith Turner; and grandchildren, Elizabeth Spradlin, Vanessa McGrogan, Christopher Turner, Beau Aaron Nunnally and Brian Nunnally; and seven great-grandchildren. Don was born in Kinston, North Carolina, and enlisted at 16 to serve aboard the USS President Jackson, a South Pacific troop transport ship, during World War II. For 30 years, he worked in the mechanical department of the Chesapeake and Ohio Railroad Company and owned his own barbershop in South Richmond, McGuire Park Barber Shop, where he spent his after-work hours. Don became a Christian in 1956 and dedicated his life to showing God’s love to others. He studied and earned a Doctorate of Theology at Brown Theological Seminary in 1985 and pastored Walmsley Baptist Church until 2011. Whole-hearted, he worked to establish the Spanish ministry at Walmsley Baptist Church and was passionate about serving the physical, emotional and spiritual needs of Richmond’s Latino community. In 1990, he co-founded Faith International Bible College for those who wish to study God’s word and prepare for full-time ministry. He loved teaching, reading and thoughtful conversations, and started each morning with a prayer asking the Lord to show him someone in need of help that day. He tremendously enjoyed North Carolina BBQ, taking trips to his farm in Goochland County and spending time with his beloved wife and precious dog, Annie. He never met a stranger and had a special, encouraging way of talking with people. His remains rested at the Bliley Funeral Homes’ Chippenham Chapel at 6900 Hull Street Rd., where his family received friends on May 13, 2014. A celebration of his life and the love of Christ was held on May 14, 2014, at Gospel Baptist Church at 1300 Turner Rd. Entombment followed at Greenwood Memorial Gardens. His family encourages memorial contributions to Smile Train, a life-giving international children’s charity.

Though I can’t claim to be particularly well-traveled myself, I grew up with a father who had the opportunity, through his job, to visit dozens of far-flung places. As teenagers, my sister and I soaked in stories about the food, language and customs of those distant lands, hoarding the coins and trinkets brought back to us and dreaming of how strange and wonderful it would be to live “somewhere else.” It was only when we got older that we learned, as all of us eventually do, that the world is not quite the way we thought, and that so much of what we had taken for granted — our freedoms of speech and religion, our ability to shape the course of our

own lives — is not guaranteed. During my lifetime, genocide has visited Bosnia, Rwanda and Sudan. Dictators have come and gone and millions have suffered under oppressive governments. All the while, we here in the United States have continued to live our lives largely oblivious to these goings-on, easily able to separate our relatively comfortable lives from the suffering and persecution of those unfortunate enough to live “over there.” What we rarely think about, of course, is how much of what we enjoy depends on the willingness of so many exceptionally brave servicemen and women to lay down their lives in defense of our country. As of this writing, more than 1.3 million Americans have lost their lives fighting for this country. That’s hundreds of thousands of sons, daughters, sisters, brothers, fathers and mothers who have voluntarily given up their own claim to happy, full lives so that the rest of us could lead them. We are fortune enough to live in the greatest country on Earth, a shining example of democracy and freedom to so many around the world. Next Monday, as we celebrate Memorial Day once again, let us bow our heads in honor and appreciation of those who made it so.

Lately, the community got the news it so dearly wanted when the Federal Drug Administration (FDA) yielded and agreed to fast-track the study of a drug that holds promise for some Duchenne patients. But it wasn’t a miracle that produced these unique results. It was the persistent effort of a determined group of parents who are not willing to surrender to a disease that unfortunately boasts an unblemished record when it comes to lives taken. Sarepta Therapeutics recently announced that discussions with the FDA have resulted in a quicker test schedule for the drug eteplirsen. The FDA allowed Sarepta to submit a new drug application that could result in the

drug being approved outright, denied approval or could receive accelerated approval, meaning it would be available almost immediately. This not only means hope for Duchenne patients, it also means an abbreviated path forward for other drugs that may offer some relief to DMD patients. But it also reflects a change in philosophy at the FDA, and displays the importance of advocacy groups and support organizations in finding and approving treatments … and the government’s willingness to listen. It’s a lot of medical gobbledygook, but it means one thing to parents with children with MD: hope. And, for thousands,
that’s all we have as we fight to ensure our kids have a chance at what others take for granted: life. It also means that what once were considered certainties are not as cut and dry. All of us believe there is a cure out there, and we live with the constant hope and belief that something will help our children. But, closer to home, it offers a ray of sunshine in a world that is permanently clouded by Jack’s diagnosis. And, in the real world, it means I grab and hug that little booger every time he walks by and give him the biggest hug I can muster. I wouldn’t want to let one get away.

Capt. William G. Haneke, (ret.) will speak at this year’s Goochland County Memorial Day observance, scheduled to be held at 10 a.m. on Monday, May 26, at the Goochland Court House. Haneke graduated from the United States Military Academy (USMC) in 1966 and served on several infantry assignments in the United States and in Germany before attending the Army Special Warfare School at Ft. Bragg. A decorated Vietnam veteran, Haneke was awarded three Bronze Star medals, a Purple Heart, the Combat Infantryman Badge and the Vietnamese
Cross of Gallantry for his service in Vietnam. After being severely injured in Vietnam and retiring from the armed services, Haneke earned a master’s degree in health care and business administration from Virginia Commonwealth University. His civilian career focused on managing organizations in all sectors of the health care field. Haneke is a member of the Blinded Veterans of America, the Disabled American Veterans and Vietnam Veterans of America. He is the co-founder of The Families of the Wounded Fund Inc., which provides assistance
to family members and caregivers of combat wounded or injured military patients receiving treatment at McGuire VA Medical Center. Haneke has been presented with the prestigious National Veteran of the Year award by the Daughters of the American Revolution and is currently serving on the Veterans Service Board of Virginia. During Monday’s celebration, music will be provided by The Heartstrings Chorus, a team of 73 ladies whose mission is to bring joy through music and song to the many senior citizens in retirement and nursing homes across the Richmond metropolitan area.
Play will offer rarely seen view of history Contributed Report
A play set to open this week offers some behind-the-scenes detail about one of our nation’s most tumultuous times. “Lady Patriot,” based on a true story of prejudice and patriotism during the Civil War, will run Friday through Sunday, May 23-25, at the University of Richmond’s Modlin Center for the Arts. The play is presented as a fundraiser by Francis-Emma Inc., a nonprofit
formed to preserve and restore the 19thcentury Belmead Plantation in Powhatan County that later served as the site of two groundbreaking schools for black students in the 20th century: St. Francis de Sales School and St. Emma Industrial and Agriculture Institute. “Lady Patriot” is the kickoff for a $7 million capital campaign. The play is written and directed by Ted Lange, author and actor known for
his role as bartender Isaac Washington in the 1970s and 1980s television series “The Love Boat.” The play focuses on three women: Varina Davis (wife of Jefferson Davis), Elizabeth Van Lew and Mary Bowser. The cast includes Anne Johnstonbrown, Connie Ventress and Chrystee Pharris. Tickets are $36, or $32 for seniors and groups. Limited preferred seating is $50.

Thinking small County native part of project testing new kind of home By Roslyn Ryan Editor
Here’s a question for you: When it comes to the place you call home, how small is too small? Goochland native Glennis Lofland, 24, a graduate student in writing at the Savannah College of Art and Design (SCAD), recently attempted to answer this question when she signed on to take part in a project engineered by an interdisciplinary team of 75
current SCAD students, alumni and professors. The project, called SCADpad, offered willing students a chance to spend a week living in student-designed homes. The furnished living spaces had electricity, running water and heat, as well as the ultramodern touch of being fully controlled by iPads. The only catch? Each of the three dwellings created was only about 135 square feet. Lofland admitted she did have a few concerns before she moved in, namely how she would be able to cook, eat, sleep and entertain in a space roughly the size of an average parking space. Once she saw her SCADpad, however, her concerns were replaced by amazement at
what designers had managed to do in such a tiny space. “I was thinking the SCADpad was going to be very utilit a r i a n ,” Lofland said, “but they really turned out to be works of Lofland art.” The home featured a fullyfunctioning kitchen and a full bathroom. The bed had been lofted to increase floor space, and a small desk beneath the bed offered a place to study and write. In addition to the work they put into the houses, SCADpad see SCADpad > 10

While the SCADpads were placed in a parking deck on the school’s campus, designers added a community garden and plenty of spaces where the residents could gather for socializing. The work the SCADpad designers are doing isn’t exactly new: As far back as 2002, the aptly-named Tiny House Movement saw ecologically-minded homeowners begin to see downsizing as a way to leave a smaller carbon footprint (and save money on heating bills in the process). But the idea of creating a small village of tiny dwellings in the middle of a city is a pretty revolutionary idea, one that could have an impact on how city dwellers think about their living spaces in

Board of Supervisors seeks input on proposed strategic plan for county Contributed Report
In the fall of 2013, the Goochland County Board of Supervisors undertook the creation of a Strategic Plan for the County. Feedback gathered from citizens, businesses and employees helped to formulate the plan. The plan provides the overarching framework for the county’s work and focus. Realization of the vision, mission and goals occurs through the achievement of the objectives identified in the plan. The objectives are achieved through strategies and initiatives that take place within each county department. Through the county’s budget process, departments are allocated funding to
carry out the strategies and initiatives identified in the Strategic Plan. Annually, the Board of Supervisors plans to provide a “report card” to the citizens and businesses of the county. This report card will tell citizens what progress has been made in reaching the goals and will serve to keep the county accountable. This plan will be assessed continuously to ensure that it remains dynamic and flexible while providing the necessary framework and direction for the future. A high level summary of the plan can be seen in the chart advertised on this page (below). The county will be hosting
two facilitated public meetings for anyone to attend to provide feedback on the Plan. The public meetings are scheduled for 7 p.m. on Wednesday, June 25, and 7 p.m. on Thursday, June 26, in the Board Meeting Room (Room 250) of the County Administration Building, located at 1800 Sandy Hook Road in the Courthouse Village. Citizens are urged to attend one of the meetings. Those unable to attend either meeting should contact their Board of Supervisor member to provide feedback on the Strategic Plan. Camp registration now open As the staff of the Goochland Parks and Recreation Department continues to count down to the start of the 2014 summer season, one thing is clear: This ain’t your parents’ summer camp. This year’s summer camp series includes a “Jedi In Training” session in which campers will learn about famous Jedis from the Star Wars movie series, see how Jedis live and even make their own light sabers. This is in addition to “Monster Madness” camp (in which campers will create their own recycled monster), and “A Pirate’s Life for Me!,” a camp in which kids will have a chance to spend a week playing pirate. Three day trips are planned, including a rafting trip down the James River and a trip to Kings Dominion. Along with all of this, of course, are the camps that offer kids a chance to hit the field. Tennis, volleyball and cheerleading camps will all be offered through the Sports Series, as well as a
Richmond Strikers Soccer Camp and a Flying Squirrels Baseball Camp, featuring on-field instruction from current Flying Squirrels players and coaches. The department also has taken steps to make getting kids off to camp more convenient this year, offering parents the opportunity to fill out camper packets and pay camp fees online. They also have increased “after camp care” hours, allowing parents to drop off campers as early as 7:30 a.m. and pick up as late as 6 p.m. Registration for Goochland County Parks and Recreation summer camps is now open, and the cost for most camps starts at $85 per week (financial aid is available). But the pesky rainouts leave the Bulldogs with a four game final week where every win is important. “I think if we win out we should wrap up third place, but we’re not taking anything for granted and we need to win these final games,” the coach said. The team’s chances against visiting Prince Edward didn’t look good after the Bulldogs loaded the bases in the first inning and produced no runs. The Eagles also threatened early but a stellar tag out at the plate by catcher Ford Slater thwarted the visitors’ second final at bat. They took full advantage. inning push. Benedictine pounds Bird in season finale By Mike Schoeffel Sports Writer
M
onday, May 19, was Senior Night at L.C. Bird High School, but that didn’t stop the visiting Benedictine Cadets from crashing the party and putting a lopsided coda on a difficult season for the Skyhawks. The Cadets pounded out 15
hits on the mild spring afternoon, downing the homestanding Skyhawks 11-2. Benedictine got the ball rolling in the top of the first, when Brian Fitch singled to centerfield to bring home Reid Leonard. The visitors added two more runs in the top of the second, and would periodically extend their lead throughout the afternoon: one in the third, three in the fifth, and four
more in the seventh, just for good measure. In addition to being L.C. Bird’s Senior Night, it also was the the last game of the regular season for the Cadets. Benedictine head coach Sean Ryan made it a point to give every player on the roster a fair amount of playing time. He succeeded in his goal and the Cadets reserves responded in fine fashion.

WILLIS, William “Bill” King, 74, of He was a long-time member of Forest Grove Christian Church, where he was an elder Manakin-Sabot, walked his last mile on earth and served as a past chairman of the board. May 6, 2014. He was retired from Landin He thoroughly enjoyed his participation in Companies. After retirement, he worked at the the Goochland Powhatan Master Gardeners Tuckahoe YMCA and Newman and Wright where he served as a past co-coordinator and Law Firm as a paralegal. He was preceded in death by his parents, Ernul and Tommie served on various committees. FACILITY NAME AND LOCATION: Mary Mother of the Church Abbey Sewage Treatment Plant; 12829 River Road, Richmond, VA 23238. PROJECT DESCRIPTION: Benedictine Society of Virginia has applied for a reissuance of a permit for the private Mary Mother of the Church Abbey Sewage Treatment Plant. The applicant proposes to release treated sewage wastewaters at a rate of 15,000 gallons per day into a water body. The facility proposes to release the treated sewage in the James River in Goochland County in the James River Basin Middle watershed. A watershed is the land area drained by a river and its incoming streams. The permit will limit the following pollutants to amounts that protect water quality: nutrients, organic matter and solids. HOW TO COMMENT AND/OR REQUEST A PUBLIC HEARING: DEQ accepts comments and requests for public hearing hand-delivery, by e-mail, fax or postal mail. All comments and requests must be in writing and be received by DEQ during the comment period. Submittals must include the names, mailing addresses and telephone numbers of the commenter/requester and of all persons represented by the commenter/requester. A request for public hearing must also include: 1) The reason why a public hearing is requested. 2) A brief, informal statement regarding the nature and extent of the interest of the requester or of those represented by the requestor, including how and to what extent such interest would be directly and adversely affected by the permit. 3) Specific references, where possible, to terms and conditions of the permit with suggested revisions.
