Family, friends and co-workers continue to mourn the loss of longtime Richmond-area attorney Albert M. Orgain IV, who was killed on June 27, when the plane he was piloting went down in a field in Littleton, North Carolina. According to the Federal Aviation Administration, the single-engine plane crashed around 10 a.m. after its pilot reported engine trouble en route to Halifax-Northampton Regional Airport. The National Transportation Safety Board said Friday that it has initiated an investigation into the crash. Orgain, a Goochland resident, Orgain was a celebrated pilot and former chairman of the Virginia Aeronautical Historical Society and a member of its Hall of Fame. A spokesman for the Sands Anderson law firm, where Orgain had worked for 43 years, said Ordain was scheduled to fly to North Carolina on business Friday morning and was piloting the plane alone. The firm announced on its website “the sudden passage . . . of an integral part of our firm.” “Mr. Orgain was one of Virginia’s foremost aviation attorneys and was considered an expert in the aviation and insurance industry. His practice included representing clients in commercial transportation, aviation and utility law and product liability,” the announcement said. Long before joining Sands Anderson, Orgain had distinguished himself through his military service. Hadensville resident Judy Crutchfield said she happened to be looking at the side of her garage on Tabscott Road last Memorial Day when she suddenly realized that the blank expanse of wall was missing something. “I was looking at it and I just thought ‘I’m going to paint a flag there,’ ” Crutchfield said. Enlisting the help of her husband Luther, Crutchfield got to work. She didn’t measure or rough in the flag before she started, but did use painters’ tape to ensure the red and white stripes
were even. Luther took on the painstaking work of stenciling in the 50 stars, no small feat considering the undulating metal walls. It took them a couple of weeks to finish the project done, but they did manage to get in done just in time for the July 4th holiday. Those who saw the image Crutchfield posted on Facebook were very excited, she said. “I don’t know exactly why we did it, but I’m proud of it,” Crutchfield laughed. “I think it looks neat.”

County Historical Society seeking WWI items for anniversary exhibit Contributed Report
Next month marks the 100th anniversary of the start of World War I, the “war to end all wars.” The U.S. didn’t enter the fray until three years later in 1917. The Goochland County Historical Society is developing a presentation on World War I to take to local schools, civic clubs and other organizations. Special attention will be paid to the involvement of Goochlanders in the war.

One Goochland resident is about to embark on the adventure of a lifetime. Morgan Wagner, 23, of Crozier, has been accepted into the Peace Corps and departed for Guinea on Tuesday, July 1, to begin training as a secondary school science teacher. During her assignment, Wagner will be teaching basic science concepts to secondary school students. Wagner said she was inspired to join the Peace Corps by one of her professors at the University of Virginia. “Hearing about her experience and the work she accomplished is what first motivated me to look into and join the Peace Corps myself,” Wagner said. During the first three months of her service, Wagner will live with a host family in Guinea to learn the local language and integrate into the local culture. After acquiring the language and cultural skills that will help her make a sustainable difference, Wagner will be sworn into service and assigned to a community in Guinea where she will serve for two years. Wagner will work in cooperation with the local people and partner organizations on sustainable, community-based

A member of the Sands, Anderson, Marks and Miller law firm for 43 years, he served as the leader of Coverage and Casualty Litigation Group for more than 20 of those years. As a specialist in aviation litigation, he earned many honors over the course of his career to include selection to the “Best Lawyers in America” list for the last six years and “Virginia Super Lawyers” for the last seven years. He served as the chairman of the Virginia Aviation Historical Society and was inducted into the Virginia Aviation Hall of Fame in 2010 for his enthusiastic and persistent work in promoting aviation in Virginia. In 2011, Orgain was named a Virginia Lawyers Weekly Leader in the Law in recognition of his aviation law practice and support of aviation history in the Commonwealth. In 2013, he was named a Fellow of the Virginia Law Foundation. Born in Columbia, South Carolina, but raised in Richmond, Orgain left home to spend his high school years at Randolph Macon Academy in Front Royal, where he graduated in 1961 and would later serve on the Board of Trustees. After graduating from Virginia Military Institute in 1965, Orgain served three years in the United States Army as an armor officer, helicopter gunship pilot and instrument flight instructor. During the Vietnam War, he was twice awarded the Distinguished Flying Cross and the Purple Heart and received six Air Medals. Upon graduating from Washington and Lee Law School in 1971, Orgain clerked for the Honorable Judge John A. McKenzie in Norfolk for two years before being hired as an associate at Sands Anderson. A memorial service was held on Wednesday, July 2, 2014, at St. Stephen’s Episcopal Church at 6000 Grove Avenue. In lieu of flowers, contributions may be made to the Albert M. I suspect that, for those among us who love nothing more than order, whose hearts rejoice when everything fits neatly in its own box, all lines are straight and ambivalence is nowhere to be found, trying to define American must be absolutely maddening. Need proof? The next time you have a spare half hour, go ahead and read the Wikipedia entry that attempts to explain, using numerous headings and subheadings, exactly what an American is. Sure, in the first paragraph you’ll find the obvious answer — Americans are people who live in, or are citizens of, the United States — but read on and it soon becomes obvious that any attempt to neatly define the word is an exercise in futility. Forget the fact that we don t all look the same thanks to the

Defining ‘American’? Not as easy as it seems fact that we count immigrants from dozens of different countries among our ranks, we don t all have the same cultural background or reference points either. You can credit that old First Amendment for the fact that we don’t all practice the same religion, and even trying to pinpoint our language can be tricky. Having lived in New Mexico, I can tell you that English is not the official language in every state -and it’s not difficult to find neighborhoods in many major American cities where it isn’t spoken very much at all. You can’t even say that Americans are people who live in the United States or one of its territories, since it is estimated that more than 1,000,000 Americans currently live in other countries. So how, then, do you easily define us? Perhaps you really can’t. But we’re American just the same. As we celebrate our nation’s birthday tomorrow, let us celebrate both our vast differences and the one thing that manages to tie us all together in one glorious — if at times a little chaotic — assemblage. We are a collection of thinkers and strivers, successes and failures, dreamers, doers, believers and skeptics. We are one nation, indefinable, regardless of Wikipedia’s best efforts. Here’s hoping you and yours have a happy, safe Fourth of July.

Examining a few extraordinary minds By Jim Ridolphi Contributing Columnist
While the events of 1776 intrigue most of us, it is the Founding Fathers we think of when we celebrate holidays like the Fourth of July. Sure, the documents are important and are the creation of progressive-minded thinkers with an eye for detail. After all, the words they formed would guide a nation for centuries to come. But, it’s the men who founded the country that come to my mind. The Founding Fathers, as we know them, in actuality, were no more or less than the politicians of their day, human with frailties that would disqualify many for office by today’s standards. As we picture them in their sterling white hosiery and pressed knee britches, we often fail to recognize them as everyday citizens, but many of them were. And some, even many, had a much more colorful past than many of us would like to believe. So, on this Fourth of July, we can collectively reflect on how and who formed this great nation of ours, and how a few insightful Americans inspired our laws and traditions. Since we celebrate the signing of the Declaration of Independence on July 4, it’s appropriate to take a look at the men who wrote it. Thomas Jefferson considered the Declaration one of his finest works, second only to his Virginia Statute on Religious Freedom. He
mentioned both of those items on his epitaph, oddly omitting his most important job, president of the United States. James Madison is credited with assisting Jefferson in authoring the Declaration, but the joint venture could not ensure their lasting friendship. The two maintained an on-andoff relationship for most of their lives, only resuming regular correspondence in their final years. Even odder, both men died on July 4, neither of them realizing the other had met their maker on the same day. The nation’s most famous author apparently had more expertise in governing than in finance, and Jefferson died smothered in debt. John Hancock, president of the Continental Congress and the man whose name is most synonymous with the Declaration, was a convicted bootlegger, not an uncommon profession for the period. So, what is the point of highlighting the inadequacies of the great Americans who founded our nation and produced the most enlightening document in world history? They were human beings. James Madison once described himself as obnoxious, and many of his colleagues took the description even further. None of them were perfect, each with human frailties, personal conflicts and challenges of life in America, circa 1776. It’s not much different today as
we celebrate this Fourth of July, and it’s easy to see where the real wealth of a nation lies. It’s the men and women of this great nation who hold the explanation of its past and the solutions of its future. An empowered citizenry continues to produce a flowing fountain

Goochland County residents who would like to enroll in free classes to prepare to take the GED (high school equivalency) exam are invited to register for summer orientation sessions starting July 7. Day classes (Monday afternoon and Tuesday and Wednesday mornings) start Monday, July 7, at

Evening classes (Tuesday, Wednesday, Thursday) will be held beginning Tuesday, July 8, at 6 p.m. at the Goochland School Board office, located at 2938 River Road west. The GED test measures adults’ skills and knowledge — passing the test is like get-
ting a high school diploma. Today, a high school diploma remains the primary ticket to many entry-level jobs. In many cases, it can help a person get better employment, job promotions, occupational training and college education. For more information on the summer GED session, call (804) 780-6039.

cies name, Rosmarinus, means “dew of the sea� referring to its seaside habitat where it receives water from ocean mists. Its genus name, officinalis, refers to its medicinal and herbal use. Every ethnic group arriving on the shores of America brought this herb with them, a testament to its widespread use and importance. It is said that Queen Elizabeth I of England used the herb to make a tea that she drank to soothe her colds. Rosemary was thought to aid in memory, so the students of Socrates and Aristotle wore garlands of rosemary during their exams. A centuries-old symbol of remembrance and fidelity, colonial brides tucked sprays of rosemary into their bridal bouquets. Most of us are probably more familiar with rosemary as a culinary herb whose tiny fragrant leaves, both fresh and dried, are used to flavor soups and stews, breads and stuffing, as well as meats and fish. The plant’s oil is used commercially in perfumes and soaps.
Rosemary is a lovely, usually upright, evergreen plant with aromatic, gray-green, needlelike leaves. It prefers dry to medium, well-drained soils in full sun and produces a bevy of tiny blue flowers in early summer. It is deer-resistant and drought-tolerant once established. Container-grown plants can be brought inside for the winter. Keep these plants in a sunny window, and be careful not to over-water, as this causes root rot. Although listed as winterhardy in USDA Zones 8 to 11, many of us who “dig in the dirt� surveyed our gardens this spring to find that our robust rosemary plants had succumbed to this past season’s harsh, wet winter. If you are in need of a new rosemary plant to satisfy your culinary wiles or just as a beautiful, fragrant garden plant, be aware that attempting to grow them from seed can be difficult, so usually it is propagated from cuttings. Take a 6- to 8-inch stem, cutting in the fall or early win-
ter, strip the leaves from the lower half and place it in moist garden soil. It should root by summer. If you neglected to
take a cutting prior to your plant’s demise you can always purchase a new one at your local garden center.

Hamzey named president of Goochland Rotary Club Goochland resident grew up in Lebanon, went on to work for Virginia power company Contributed Report
Adeeb Hamzey began life 6,000 miles away in Lebanon. He eventually found his way to Goochland where he now heads the largest and most influential civic organization in the co u n t y. Hamzey Hamzey
took the reins of president of the Goochland Rotary Club on July 1, succeeding Jack Martin. Hamzey grew up in AlEbadiyeh, a small village along the road between Beirut and Damascus. He was unique among his friends in that he held dual citizenships in the U.S. and Lebanon. Hamzey’s father, a Lebanese native, had become a naturalized American citizen while living in Ohio. Hamzey explained that his dad emigrated to the U.S. in 1912, nearly 40 years before he was born. He lived in New York and Pennsylvania before settling in Cleveland. His wife, who had remained behind in Lebanon with their daughter, died during World War I. In 1946, the older Hamzey decided to visit his daughter in
Lebanon whom he hadn’t seen since her birth. While there, his family convinced him to stay in Lebanon and remarry. He followed their advice and, at age 65, married again. The couple had a son, Adeeb. Adeeb’s high school education was at International College, a prep school for the American University of Beirut, which he attended for two years. In order to make permanent his American citizenship, Hamzey was required to come to the United States at age 18 and live there for five consecutive years. He chose Cleveland as a destination and spent a month visiting various universities in Ohio. He returned to Lebanon where he would teach
for a year to save money for college. Hamzey returned to Ohio and was accepted into The Ohio State University’s electrical engineering program. He sat out his first year, working as a construction laborer, in order to take advantage of lower in-state tuition. After entering OSU, he worked at the International House of Pancakes to “make ends meet.� It was there that he met his future wife, Charlotte Cerne, also an OSU student. Hamzey graduated in 1979 and immediately joined Virginia Electric & Power Co. (now Dominion). Over the next 30-plus decades, he worked in various jobs of increasing responsibility in the Richmond area. He retired
from Dominion in 2010. He has since returned to the company as a part-time contract worker. Hamzey and his wife have four children: Nidal, Rami, Tariq and Rena. They moved from Richmond’s Church Hill to Goochland Courthouse in 1995. He joined the Goochland Rotary the same year. Hamzey’s new board
of directors includes: Jack Martin, immediate past president; Tom Winfree, president-elect; John O’Connor, secretary; Chuck Swaim, club administration; Katie Swaim, sergeant-at-arms; Taska Parker, treasurer; Larry Frank, membership; Paul Miller, club relations; Kevin Kelly, The Rotary Foundation; and Jesse Lockhart, club service.

he Fourth of July has been a federal holiday since 1941. Though that may seem like a long time for the country to wait to celebrate the independence it declared in 1776, the tradition of the Fourth of July, often referred to as Independence Day, dates back to the dawn of the American Revolution and the adoption of the Declaration of Independence on July 4, 1776. Since then, July 4 has been recognized as the dawn of American independence, and celebrations that included fireworks and parades
can be traced back to the 18th century. On July 4, 1777, the city of Philadelphia, which would become the first capital of the United States of America, held the first annual commemoration of American independence, and exactly one year later George Washington ordered that all of his soldiers be offered double rations of rum to commemorate the anniversary. In 1781, Massachusetts was the first state to make July 4th an official state holiday, and the day was actually declared a federal holiday by the U.S. Congress in 1870. — MetroCreative

Mosley twins qualify for national meet results are the last thing on their minds. Instead, they said they plan to approach the situation by attempting to achieve personal goals and letting the chips fall as they may. A top-five finish would be great, sure, they agree, but, as long as they can leave Durham knowing that they ran their best race — and perhaps set a new personal best — they said that will be good enough for the two swift-footed twins, Jonteya said. “The most important advice we have ever gotten was to stay focused, excel at each meet,” Jonteya said. “Don’t let other times distract you from what you can do,” she added.

F
or the Mosley twins, being a supremely talented runner is something that runs in the family. On June 21, at the Junior Olympics at Sports Backers Stadium in Richmond, Jonteya and Cierra Mosley — frateral twins who just finished their freshman year at Goochland High School — qualified for a national meet in Durham, North Carolina. After eating their routine pre-meet breakfast of eggs and fruit (“prefarably bananas,” Jonteya said) and taking a moment for a quick prayer, the Mosley sisters went out and had one of the most memorable meets of their lives. Jonteya finished third in the mile, while Cierra placed fifth in the 400m. It was a moment that the Mosley twins have seemingly been destined for their entire lives, considering their notably competitive upbringing. As Jonetya described, sports have always been a central theme in the Mosley household. “Growing up around the Mosley household has been fun, difficult, tiring, just about everything you can think of,” said Jonteya. “We were very competitive in soccer and crosss country, and we used to argue about who was better at running.” Now that the Mosley girls are a little older — 15 to be exact — that chilldhood debate has been put to rest . . . well, sort of. As a general rule of thumb, Jonteya is better in the mile, while Cierra is quicker in the 400-meter, which are the two

There is little doubt where Jonteya and Cierra got their keen athletic prowess from. Their mother, Deborah Meredith, was a member of the cross country team at Colchester College in England during her early 20s. Meredith was considered a highly skilled runner, going so far as to represent South Wales at a national competition, where she came away with a bronze medal. “My mom has been through everything we’ve been through,” said Jonteya. “It’s tough, but she’s always told us to run your race like it’s the last time you’ll ever to be able
to run. You might be tired, but the faster you run the faster you’ll finish.” “She always tells us to stay positive and focused,” she said about her mother. Staying positive, Jonteya and Cierra said, also helped them flourish at the Junior Olympics, despite the fact that they didn’t quite know what they were getting into. Jonteya went as far as to call the experience “overwhelming,” at least initially, considering the majority of the competition was much older — and much more experienced — than she and her sister. “I wasn’t expecting to qualify for nationals, especially with the competition I saw,” said Jonteya. “Once we checked the results we were very surprised. Thinking this was our last meet, we were glad we had another chance. We were excited to go one step further,” she said. Now that they’re set to compete on the national stage, the Mosley twins said that

New laws now in effect for Virginia drivers Contributed Report
The following is a summary of recent changes to existing criminal statutes and new criminal laws that took effect on July 1. The Motor Vehicle Code (Title §46.2 of the Code of Virginia, 1950, as amended) was amended to include “autocycle.” An autocycle is defined as “a three-wheeled motor vehicle that has a steering wheel that does not require the operator to straddle or sit aside and is manufactured to comply with federal safety requirements for motorcycles.” An autocycle is not a three-wheeled motorcycle. Drivers and passengers must wear the same safety equipment as with motorcycles (helmet with faceshield or goggles), the autocycle must be equipped with seatbelts, have a headlight, a taillight, a brake light and display a rear license plate. All mopeds must be titled and registered through DMV. The moped must display a rear license plate. The provision providing for an administrative suspension of the driver’s license of one charged with operating under the influence if the operator provided a breath test of .08 or greater or refused to submit to a breath test was amended to include an administrative license suspension for the operator who refused to submit to either a breath test or a blood test. Previously, the operator who was unable to provide a breath sample but refused a blood test was not sub-
ject to administrative suspension. Drivers of commercial vehicles will be prohibited from using a handheld mobile telephone while driving a commercial vehicle. This is an expansion from the prohibition on texting. It is applicable only when driving, not merely operating. A mobile telephone is not a CB radio. One convicted of being an accessory after the fact to a homicide offense punishable by death or as a Class 2 felony will be guilty of a Class 6 felony (up to five years). Currently, the punishment is as a Class 1 misdemeanor. The sexual battery code section added a provision of within a two-year period, one who sexually abuses more than one complaining witness or one complaining witness on more than one occasion, intentionally and without the consent of the complaining witness, is guilty of sexual battery. Prior convictions of strangulation and/ or unlawful wounding will count as prior convictions to trigger the felony charge of domestic assault, third or subsequent offense. These prior offenses can be used to enhance the offense from a misdemeanor to a felony with the resulting increased punishment. Various criminal sexual assault statutes were amended to clarify the acts prohibited as well as to clarify the sex crimes prohibited by the crimes against nature code section. The amendments did not expand
the prohibited acts or increase the penalty upon conviction, but merely added more definitive language as to the specific acts prohibited. An amendment to the adultery and fornication statute defines parent as including step-parent, grandparent as step-grandparent, and child as step-child and grandchild as step-grandchild. The General Assembly passed a new law (§18.2-386.2) to criminalize dissemination of certain images. “Any person who, with intent to coerce, harass, or intimidate, maliciously disseminates or sells any videographic or still image created by any means whatsoever that depicts another person who is totally nude, or in a state of undress so as to expose the genitals, pubic area, buttocks or female breast, where such person knows, or has reason to know, that he is not licensed or authorized to disseminate or sell such videographic or still image is guilty of a Class 1 misdemeanor.” To be charged with this offense, one does not have to create the image, but merely publish or forward the image without license or authority. Nicotine vapor products (e-cigarettes) and alternative nicotine products may not be sold to or possessed by these under the age of 18. The first offense is punishable by a $100.00 civil penalty, a second by a $200.00 civil penalty and a third or subsequent violation by a $500.00 civil penalty.
§18.2-422 was amended for clarification purposes. It remains unlawful for a person over 16 years of age to, with the intent to conceal his identity, wear any mask, hood, or other device whereby a substantial portion of the face is hidden or covered so as to conceal the identity of the wearer, to be or appear or appear in any public place, or upon private properly without the consent of the owner or tenant. Exceptions are provided for traditional holiday costumes, wearing protective masks which are deemed necessary for the physical safety of the wearer or other persons, or a bona fide medical reason upon a physician’s advice and carrying an affidavit from the physician specifying the medical necessity, the date when no longer necessary, and a brief description of the device. An individual required to register with the Sex Offender Registry must register in person with the local law enforcement within three days following a change of name. Additional language was added to the reckless handling of a firearm code section to create a new felony offense “Any person who handles any firearm in a manner so gross, wanton, and culpable as to show a reckless disregard for human life and causes the serious bodily injury of another person resulting in permanent and significant physical impairment is guilty of a Class 6 felony.” Submitted by Ramon E. Four recruits from the Goochland County Sheriff’s Office recently graduated from the Hanover County Sheriff’s Office law enforcement basic academy. A ceremony was held in the Hanover County Board of Supervisors Room in the Hanover County Administration Building. Col. David R. Hines, sheriff, delivered an address to the graduates, as well as presented them with their certificates and awards. In addition to the Goochland graduates, nine recruits were from Hanover County. Five of the graduates will enter into their final phase of their training as patrol deputies where they will spend at least 12 weeks with a field training officer.
The four remaining graduates will receive additional training as court services deputies. Over the past 22 weeks, each graduate successfully completed more than 820 hours of instruction. In addition, the recruits were tested on more than 1,300 training objectives established by the Virginia Department of Criminal Justice Services.
