BOS urged to draft resolution against rumored housing of illegal immigrants Citing ‘larger agenda,’ residents make preemptive strike; DOC denies plan to use State Farm
Her passport to the world Goochland native turned award from Woman’s Club into career spent helping women around the globe
By Roslyn Ryan Editor
Around a dozen county residents took the opportunity during the Aug. 5 Goochland County Board of Supervisors meeting to express their concern about the issue of illegal immigration and how it could impact Goochland. While the topic was not on the agenda for the meeting, Maidens resident Margie Derreberry asked during the public comment period about the board’s plans for resisting any attempt by the state or federal government to house illegal immigrants at the Department of Corrections’ State Farm in Goochland. Speaking on behalf of a small crowd that stood up to show their support for her position, Derreberry told the board she believes that “there is a much larger agenda here, not just Contributed Photo

wenty-five years ago, Goochland High School senior Jacqui Elliott, learned that she had won the college scholarship presented annually by the GFWC Goochland Woman’s Club. That scholarship, and others, would help her attend Mary Baldwin College to pursue a major in psychology and minors in Asian studies, Japanese and music. Elliott made a notation of the GFWC Woman’s Club award on her list of those who touched her life, a journal she had decided to start keeping the year before.
After completing her doctorate this year from The George Washington University School of Education and Human Development, Elliott decided it was time to revisit the list in her journal, and to thank those who helped start her on her way. A few weeks ago, she sent an email through the Goochland Woman’s Club’s website: “I wanted to write to thank the women’s club (again) years later for the scholarship you gave me in 1989 to attend Mary Baldwin College. Without that opportunity, I would have never continued my
education to obtain my doctoral degree and help serve other women who aspire to be leaders, worldwide.” Dr. Jacquelyn D. Elliott serves as international liaison specialist at the University of Missouri-St. Louis, coordinating academic affiliations in the Middle East in support of forming American-style schools with accreditation and faculty development compatible with schools in the U.S. Elliott’s work takes her to partner facilities in Oman, Kuwait and Saudi Arabia see Elliott > 3

BOS continued from >1 immigration.” Along with those currently crossing the border seeking asylum, Derreberry said, “We have criminals, terrorists and diseases. And we are very concerned about that.” Derreberry asked the board to consider a resolution banning any illegal immigrants from being housed in Goochland, and urged board members to coordinate a plan with other localities. Though they would likely get little help at the federal or state level, Derreberry said, “If we work together and unite the counties, there is power in numbers.” Since the item was not on the agenda, the board did not offer any comment on the request once the public comment period was over, nor did
members make any move to add the issue to an upcoming agenda. Asked later about the possibility of housing illegal immigrants at the State Farm, County Administrator Rebecca Dickson said the county has not been approached by the Virginia Department of Corrections or any state officials about such a plan. While Dickson did caution that the state would not be required to consult with, or notify, the county about any plan to use the State Farm to house illegal immigrants, Virginia Department of Corrections spokeswoman Lisa Kinney said in an email Monday that there “are no plans” to do so, nor has the department been approached about the issue.
the board voted 4-1 to amend an ordinance concerning the height of the grass on nonagricultural property in Goochland. While the rule, as previously written, did not apply to occupied residences, the change allows the county to require all residents to keep the grass cut. Should the grass grow over a foot tall, according to the ordinance, the county can either enforce the code or cut the grass and compel the property owner to cover the cost. Noting that enforcement of the rule would happen “extremely judiciously,” Dickson added that the change would put Goochland on par with most surrounding counties. “It’s just an extra tool in the toolbox,” Goochland County Attorney Norman Sales said, *** noting that the county would Turning their attention to first seek to work through the property maintenance issues, issue with the property owner.

On sludge debate, let’s not get mired in the muck By Roslyn Ryan Editor
Oh, sludge. Other than the fact that it smells unpleasant — and, depending on your point of view, the meaning of “unpleasant” here can range from “mildly irritating” to “ferociously awful” — I have found that there is pretty much nothing else about sludge on which there is a general consensus. When it comes to allowing or regulating the use of sludge, or biosolids, it’s also easy to see why governments face a tough task. After all, show me an issue
“Looking at the facts (and just the facts) will be key to making a decision that is safe, fair and equitable to all parties involved.” that manages to combine land use rights, the support of struggling local farmers, environmental regulations, health concerns and people’s general displeasure at having the smell of several tons of waste wafting into their backyard during a summer barbeque, and I’ll show you a Maalox moment times 10. a case like this — what you call a thing really does seem to matter (let’s face it, “sludge” sounds infinitely less appealing than “biolsolids”). And mixing in hearsay and out-of-context information only muddies the water. So, as the State Water Control Board continues to debate a plan by the Baltimore-based company Synagro to use sludge on county farmland, looking at the facts — and just the facts, please — will be key to making a decision that is safe, fair and equitable to all parties involved. It would seem that Goochland County officials have pledged to do that. as well. The fact of the matter is that the use of biosolids is allowed by law, which means that there must be a certain amount of give and take on the part of residents forced to live with their unpleasant attributes. But it is also incumbent on localities to ensure that those who use sludge do so in a safe, legal, responsible manner and that anyone seeking to bring sludge into Goochland does so in full compliance with current law. The answer, in the end, is that there is no easy answer. We must simply insist that those tasked with protecting the interests of residents on both sides of the debate continue to seek a solution that works for all. Otherwise, we’ll all just stay mired in muck.

Headed off to college this fall? Be sure to make the most of it By Ryan Pledger Contributing Columnist
If you are getting ready for your first year of college, you are probably feeling a bit anxious and uncertain. Take comfort in knowing that you are not alone. Whether attending a local community college or a big university, most first year students share similar concerns and fears. I survived that first year and was asked to provide a few suggestions on how to approach this exciting new challenge in your life, make the most of new opportunities, and succeed in college. College, like most things in life, will be what you make of it. You can become involved in your college community by joining clubs, attending sporting events, and meeting people, or you can take online classes and barely leave your dorm. I recommend the former. College will provide you with the opportunity to meet many different kinds of people from all over the country and world. It is a fantastic chance to branch out, learn new things, and figure out who you are and what you like. By becoming involved in your college community, you will not only enrich your college experience, but you also will likely learn about numerous opportunities, including scholarships, fellow-
ships, and networking events. When you do find out about unique opportunities, make sure you take advantage of them. Many people do not seize opportunities because they are “too much work.” If you take this approach, you will miss out on some phenomenal possibilities. From the very first day of class,
sit in the front row, participate in class discussions, and interact with the professors and other students. You may be thinking, “That is awkward.” Well, yes, it may be. But do not let the fear of rejection stop you. The only way to grow is to leave your comfort zone. Although you are hopefully
well aware, procrastination will be one of your biggest threats to success. In a typical college class, you will be assigned reading or homework, but the professor will probably not check if you completed it. Many classes will only consist of two grades: a midterm and a final exam. So waiting until the last minute to study for all of your exams (which will be in the same week) is a very bad idea. College will improve and define who you are, giving you valuable opportunities along the way. Make sure you get involved, seize every opportunity, and step out of your comfort zone on a regular basis. And please do not let common tendencies like procrastination and the fear of refection hinder your success. It happens all too often. I wish you much success in your studies and collegiate endeavors. Feel free to message me on Facebook if you have any questions or concerns. J. Sargeant Reynolds student Ryan Pledger recently was honored with a prestigious Valley Protein Fellowship. After completing an associate in science degree in business administration at Reynolds, Pledger’s goal is to attend the McIntire School of Commerce at the University of Virginia to pursue a bachelor of science degree in commerce with a specialization in global commerce.
“Many people do not seize opportunities because they are ‘too much work.’ If you take this approach, you will miss out on some phenomenal possibilities.”

the many Monarchs that pass through our area. “Planting milkweed is a great idea for anyone interested in helping Monarch populations,” Dan Nortman, an entomologist and Cooperative Extension agent from York County, said. sandy, well-drained soil.” “The soil shouldn’t be too rich,” explains Parks. “I think the mistake many gardeners make is being too kind to it.” A. tuberosa is slow to emerge in the spring and tends to go dormant earlier than many other plants. Parks recommends allowing the plant to die back on its own until it is completely brown. This means allowing it to grow on in your garden even when it’s at its height of ugliness.
For people who have trouble growing A. tuberosa, there are several other species that have different growing requirements. Parks recommends A. incarnata for slightsee Butterflies > 12

No, not quite yet. This native Virginia plant is just reaching its most vital stage of life. Here’s why: The southern tip of the Delmarva Peninsula on Virginia’s Eastern Shore is one of only five “super stops” in the world for the migrating Monarch butterflies, according to the U.S. Fish and Wildlife Service. So even here in Central Virginia, we are a critical “bed and breakfast” for
for Monarch butterfly it’s the holy grail. The lack of milk weed places the future of the Monarch in peril. “Gardens that are planted for butterflies need not only have plants that butterflies get nectar from, but they also need plants for caterpillars to feed on,” Les Parks, curator of Herbaceous Plants at the Norfolk Botanical Garden, said. “Adult butterflies may visit many types of flowers both native and non-native, but many caterpillars can only feed on a select group of plants, and many of these must be native plants.” What you grow in your garden all depends upon the species of butterfly you are looking to attract. “We do grow A.tuberosa and have pretty good luck with it,” Parks said. “The main key is to make sure it is in full sun in

at least a small grouping of native plants and milkweed to provide a habitat and refuge for the Monarchs and to reduce or completely cease the use of pesticides, especially insecticides,” Nortman added. Butterfly weed, milk weed and pleurisy root are some of the many names given to Asclepias tuberosa. Its name is derived from the Greek god of medicine Asklepios, and this beautiful “weed” has been used throughout the eons to cure many ailments. Native Americans once used it to treat bronchitis and fevers by chewing the boiled or dried root. A. tuberosa also was used to treat asthma, bronchitis and pleurisy and was a part of the U.S. Pharmacopoeia from 1820 to the early 1900s. Today, this herb’s relevance may seem outdated for human use, but

Friday nights could be special for Bulldogs Team prepares for opener later this month By Jim Ridolphi Special Correspondent
N
o one is talking about those final two minutes of last year’s season that separated Goochland from a chance to defend its state title and a long, disappointing ride home … at least, not yet. The Bulldogs took to the field last week with their eyes clearly focused on the task at hand. “The entire JRD (James River District) will be improved this year and there won’t be any easy weeks,” coach Joe Fowler said last week. Two of the biggest hurdles
fall early in the season with Essex coming to town for the opener on Aug. 30 and Fork Union visiting the following week. “We always want to find strong opponents for our non district schedule and Essex and FUMA (Fork Union Military Academy) are two of the best,” Fowler said. “Essex played in the state title game last year and FUMA has brought in some outstanding players so those two will be huge tests for us,” he added. The Bulldogs will open at full strength, with quarterback Reid Chenault healthy and ready to go. “Reid is back healthy and has had a great offseason. He looked very sharp in 7-on-7 all summer,” Fowler said. There also are some new faces on the squad that could play major roles in this year’s drive for the championship. Jayrell Myles, known for his
prowess on the Bulldog basketball court, also is showing promise at wide receiver as he makes his first appearance on the football team. Jordan Jefferson returns as one of the top defensive prospects in the state with 13 interceptions last year. He’ll take snaps as the Bulldogs tailback, joined by Daric Clarke and Calvin Martin. Isaiah Minor and Kavonte Cosby will hold down the fullback position in an offense that depends on solid play for that position. “These guys are perfect fits for our system,” Fowler said. They’ll depend on an offensive line that returns a majority of experienced players. “We return four starters from last year, but we need to find someone to fill that open spot,” the coach said. Defensively, the Bulldogs are solid with Jefferson anchoring the secondary and K.K. Timberlake solidifying the defensive line.
“K.K. Timberlake is going on the field. basis, we are capable of doing to have a big season. He has “If we can stay healthy and very special things on Friday worked very hard in the weight stay focused on a week to week nights.” room and it will transition well to the field,” Fowler said. The Bulldogs return all last year’s specialists on special teams. “Punter Javier Moreno and placekicker Raleigh Marria return after all state seasons as juniors,” Fowler said. “Ricky Gordon has handled kickoff duties for two years and Colby Noel returns as our longsnapper.” Averaging over 400 yards a game last year on offense, Fowler said he thinks this year’s squad has that kind of potential. “We could be better offensively than we were last year and we averaged 43 points per game,” the coach said. “Isaiah Minor could have a break-out year as the featured back in our Wing T-based offense.” Regarding those final minutes at Riverheads High School in Augusta County last year, the Bulldogs will do their talking

Far left, Bulldogs all-purpose player Jordan Jefferson returns for what promises to be yet another stellar season on offense, defense and special teams. Jefferson will anchor the defensive secondary, start at running back and fill any other role that will help his team to victory Left, K.K. Timberlake returns to anchor the defensive line after a productive offseason in the weight room. Coach Joe Fowler said Timberlake’s tireless work during the offseason will serve the young lineman well when the regular season rolls around. Top, starting quarterback Reid Chenault is back for his junior season, healthy and anxious to lead his teammates through the perils of a high school football season. Chenault has an excellent summer and competed well in all 7-on 7 contests, according to Bulldogs head coach Joe Fowler.

Sports and words of advice: Protect your head By Mike Schoeffel Sports Writer
I’m lucky — or perhaps unlucky, depending on your frame of reference —to only have suffered one concussion during my football career. It came during my junior year at Christopher Newport University, my only season on the football team. I was playing quarterback during an intrasquad scrimmage. I was carrying out a fake after handing the ball off to the running back, something I had done countless times before without incident. But this time, it ended painfully. I got thwacked by a bulky outside linebacker by the name of Bryan Oliver. My feet flew out from under me. My head went careening toward the turf. Defensive players like to hit people. It’s in their job description. I happened to be in Oliver’s path, so he hit me — hard. I remember stumbling to the sideline in a haze. The head coach, Matt Kelcher, peered into my face mask, noticed the glazed-over look in my eyes, and sent me to the trainer, who escorted me into the training room. As she ran me through a standard series of concussion tests, I was struck with an unrelenting case of the giggles. Apparently this is something that sometimes just happens after your brain is slammed against the inside wall of your skull. There I was, howling like a hyena strung out on laughing gas, surrounded by stonefaced athletes being taped and treated for various ailments. I was shipped to the hospital for further examination. The doctor confirmed I had a concussion. He told me to stay awake for a few hours and to avoid popping pain pills. I wasn’t allowed to engage in football activity for a full two weeks, as was protocol at the time. I was given an old yellow jersey and joined the infirmary unit on the bleachers during practice. Taking it easy was supposed to be the name of the game, seeing as physical activity could prolong the recovery process or cause additional injury. But Kelchner is old school. He put us to work, placing cones on the practice field and other menial tasks. During the recovery period, I remember experiencing all of the usual post-concussion symptoms: headaches, nausea, sensitivity to light, confusion. For a few weeks, I just didn’t feel like myself. My case was relatively mild, so these symptoms weren’t nearly as pronounced as
they could have been. That being said, it was a rather uncomfortable thing to experience. Certainly not something I’d want to go through again. Before the start of the season, each player was required to take a baseline concussion test on a computer. The tests were similar to the sorts of games you’d find on Lumosity: word games, memory games, games involving shapes . . .brief examinations that gauge one’s cognitive abilities. A player was not allowed to return to the field until the post-concussion test results matched or exceeded the original test results. This, in theory, tells the trainer that a player is functioning as his peak cognitive level. I came up short on my first two attempts, but exceeded my original score on the third attempt, a fact that I jokingly attribute to the brain injury actually improving my intellectual capabilities. Once I was cleared, I finished out the season and decided to pull the plug on my football career once and for all. A couple of years after my rendezvous with brain injury, my brother Phil suffered two consecutive concussions while playing at Shenandoah University. He was a talented safety, but decided to leave football for good at the conclusion of the season. Now he spends his time participating in less-abrasive activities like church softball, pick-up basketball and intramural sports. He’s probably better off for it. Unlike my brother, the concussion wasn’t my primary motivation for calling it quits. But it was certainly a factor. After all, why risk the long-term mental health for the offchance of Division III football glory? To this day, I wonder if the effects of that concussion have somehow stayed with me, lingering inside my skull like some malicious apparition. On certain days my memory seems jumbled. I occasionally feel anxious, distant, sometimes downright slow. I can’t help but think “Are these maladies somehow linked to that shot Bryan Oliver laid on me nearly halfa-decade ago?” It may just be a case of paranoia, but it’s hard to shake this feeling, especially nowadays, with fear of concussions and their potential devastation on long-term health hanging over the athletic world like a dark cloud. Junior Seau’s suicide and Mike Webster’s startling mental decline are horror stories that prove how bad things can get. The ongoing case of Nathan Martin, a Powhatan resident, hits even closer to home. And even though those three suffered multiple concussions, which increases the chance for long-term
problems, there is scientific evidence that suggests just one concussion can alter the architecture of the brain. Stephen R. Flanagan, Howard A. Rusk Professor of Rehabilitation Medicine and codirector of the concussion center at New York University Langone Medical Center, pointed out this during an interview with National Public Radio. “Most people who have a concussion, a mild traumatic brain injury, do fairly well and actually become asymptomatic within a fairly short period of time. But there is a significant minority, ranging from 10 to 20 percent, depending on what literature you read, that may go on to develop chronic problems. That may include problems with mood, being depressed or anxious, problems with headaches or balance, or maybe just difficulty with their thinking, having problems paying attention or concentrating. So it’s a small percentage, but a significant minority.” With football season underway on all levels, now is the time to rekindle the dialogue on head injuries. If you are a player, do not
hesitate to pull yourself out of a game or practice if you think you’ve suffered a concussion. No one will think you are less of a man because of it. But, even if they do, what does it matter? Is it really worth it to “tough it out” with all we know about second-impact syndrome? A sense of concern about your health is a matter of prudence, not a show of weakness. Thankfully, the belief that high school or recreational league football players need to be exceedingly warrior-like, ignoring obvious injuries for the sake of the team, seems to be on the way out. That’s not to say a player shouldn’t feel a healthy sense of duty toward his/her teammates. But there is a fine line between nobility and recklessness. Know your body. Remember Junior Seau and Mike Webster. You can play through a bruised thigh, a broken finger, perhaps even a separated shoulder. But don’t mess around when it comes to the brain. Seek proper treatment and make sure you are completely healed before heading back out onto the field You’ll thank yourself in 30 years.

Butterflies continued from >7 ly wet or poorly drained soils. It is sometimes called “swamp milkweed.” A. incarnata also is more tolerant of shade and grows taller than A. tuberosa. A. incarnata is a good choice for people who don’t like the color orange in the garden. This cultivar has more of a pinkish mauve color. Similar in appearance to A. incarnata is A. syriaca, the common milkweed species more prevalent in the Piedmont and mountain areas of the state. But A. syriaca also does fine on the coast. drained soil. “Be careful where you grow this one, as it tends to take over if it is happy,” Parks warns. There are other cultivars that can only be treated as annuals here. A. curassavica, sometimes called blood flower, is mixture of orange and red. Yet there is a golden yellow variety called “Silky Gold” and an all red variety called “Silky Deep Red.” These plants bloom all summer and into fall, but come frost they die. No matter which species you grow, Monarch butterflies will lay eggs on all of them, and they are all good food for the caterpillars. There is still one more cultivar that has recently undergone a name change from A. physocarpus to
(23)
Gomphocarpus physocarpus, according to Parks. It’s sometimes called the swan plant. It prefers full sun in average conditions and is very easy to grow. The flowers are white and not terribly showy. It forms interestinglooking seed pods later in the season. Most native plants are easy to grow and require little maintenance and watering. Several years ago, the York/Poquoson Master Gardeners started the Monarch Initiative and have established butterfly gardens at each elementary school in York and at Poquoson High School. For more information on growing native plants attractive to butterflies of all kinds, contact your local Cooperative Extension office.
