Thanks to the efforts of some very dedicated parents, volunteers and businesses, Randolph Elementary School students have a new place to play and learn this year. Earlier this month, the school celebrated the completion of a three-phase improvement plan to renew the school’s playground area. Designed by the
Randolph Elementary School PTA and the Goochland Rotary Club, the plan also called for a new pavilion that now serves as an outdoor learning space. The project was a true community effort, with Lowe’s donating the materials and labor needed to bring the plans to life. Hercules Construction also donated see Playground > 4
After officially taking office in 2011, Goochland County Treasurer Pamela Johnson had several items on her immediate to-do list. Some were simple: Get a phone for the cashiers’ station so employees could answer the phone without running back and forth to their desks — and some, like aggressively pursuing options to collect all delinquent taxes, would take more time. Above all else on Johnson’s list, however, was restoring county residents’ trust in the treasurer’s office, no small feat given the atmosphere when Johnson arrived. Though Johnson would win the election for county treasurer in November 2011, she first assumed the office the previous April after being appointed to take the place of former Goochland County Treasurer Brenda Grubbs. Grubbs was sentenced to serve four years in prison in 2011 after being convicted of embezzling nearly $200,000 Goochland from the county. Ladies and gentleman, there’s a new turtle in town. Tucker the Turtle, the new mascot for Goochland County’s Parks, Recreation and Facilities Department, will make his official debut on Sept. 13 at Tucker Park. He will be helping to unveil the new interpretive signage marking the park’s Nature Walkabout Trail. This event also will help showcase the new outdoor classroom recently added to the park, as well as a new butterfly garden. Tucker also will be a big presence during all sessions of the new Tucker’s Tots Preschool program, a three-day-a-week preschool program new to residents this year. The three-hour sessions will follow the curriculum requirements set forth by Goochland County Public Schools. Johnson continued from >1 While Johnson’s background — she began her career as an English and journalism teacher before leaving to work for the federal government — might not seem at first to have been hinted at a career as the county’s chief tax collector, she insists occupying the treasurer’s seat requires something more important than math background. The office “didn’t need an accountant” when she showed up, Johnson said. “They needed a leader.” In keeping with that idea, Johnson has spent the last three years working to lead her office into the 21st century. In addition to re-establishing internal controls and increasing efficiency in the office, she has urged her four deputies to earn their Treasurers Association of Virginia certification. Two have already done so. Significant changes have happened outside the confines of the office as well. In August, members of the Goochland County Board of Supervisors voted in favor of Jonson’s request to change the county ordinance dealing with vehicle license fees, commonly known as the decal fee. Under the old rule, all vehi-
cle owners were required to pay a decal fee no matter when during the year they bought a vehicle. The new ordinance only requires the fee be paid for vehicles garaged in Goochland as of Jan.1. Calling the previous rule “extremely unfair” and essentially unenforceable, Johnson pointed out that the revised ordinance alleviates a burden on Goochland residents and saves a great deal of extra work for both her office and the Commissioner of the Revenue’s office. When it comes to collecting delinquent taxes, Johnson said she continues to work with residents who have fallen behind, as well as those who may simply not understand the logistics of how and when to pay their taxes. While she estimates around 95 percent of Goochland residents pay their taxes on time and in full, Johnson said she spends a significant amount of time working out payment plans with those who don’t. She recently succeeded in securing a change to another county ordinance that previously forced her to put any money collected toward a resident’s oldest tax debt. This essentially made it impossible, under state law, for someone to pay the current taxes if they didn’t have

NEWS: What’s Going on in Goochland County enough to cover the back taxes — meaning that they would automatically incur late penalties on the current taxes and sink further into debt. Johnson insists she’s always happy to work with people on their tax problems and look for solutions that allow them to avoid consequences of nonpayment. Her patience, however, does have its limits. Once she has exhausted all reasonable measures for collecting delinquent taxes, or a resident defaults on a previously agreed upon payment plan, Johnson has several measures at her disposal, including placing liens on residents’ paychecks or bank accounts, and seizing property through a distress warrant. She doesn’t like to do it, Johnson said, but sometimes it is what her office demands. Though she continues to seek positive changes to help move her office forward, Johnson also insisted last week that her goal has never been to make serving as treasurer a long-term proposition. Her ultimate goal, she said, is to pass the role on to a capable successor. “When I’m done, I’ll retire,” Johnson insisted. “I’m not going to be here forever. But when I leave I’m going to make sure that there are people who can step up.”

to create their own Tuckerthemed keepsake storybooks, he can envision a time in the future when the turtle could be adopted as a mascot for the entire county. Tucker’s arrival — as well as all the projects currently underway — is simply another step in their mission to help residents enjoy their leisure time, Stamey said. “Our basic goal has always been to make Goochland a wonderful place to live learn and play,” Stamey said. “We try to keep that in mind in everything we do.”

Application forms available at each school and at schools’ central office Goochland County Public Schools recently announced its policy for providing free or reduced price meals for children served under the National School Lunch and/or School Breakfast Programs. Each school or central school nutrition office has been provided with a copy of the policy, which may be reviewed by any interested party. Household size and income will be used to determine eligibility for free or reduced price meal benefits. Children from households whose income is at or below the Federal Income Eligibility Guidelines, shown in the chart on page 5, may be eligible for either free or reduced price meals.
Children who are members of households receiving Supplemental Nutrition Assistance Program (SNAP) benefits (formerly the Food Stamp Program) or who receive Temporary Assistance for Needy Families (TANF) may be automatically eligible for free meals. Children who are homeless, migrant or runaway also may be automatically eligible for free meals. Foster children, who are the legal responsibility of a welfare agency or court, are eligible for free meals regardless of the income of the household with whom they reside. Children who are members of households participating in WIC also may be eligible for free or reduced-price meals based on the household’s income. Application forms, available at the principal’s office in each school and at the central office, are being distributed to all households with a letter informing households of the availability of free or reduced price meals for their children. I’m going to make a confession right now, one that I know may take me down a few pegs in the eyes of some. It’s kind of embarrassing, but here it goes: when I first heard about the ALS Ice Bucket Challenge, that now-viral campaign to help raise both awareness and funds for amyotrophic lateral sclerosis, I wasn’t really a fan. Despite the hilarious videos inundating the Internet, including those of perfectly-coiffed celebrities dousing themselves with icy water, something about the whole thing felt just a bit off. Unlike some, I didn’t have an issue with the campaign on religious or moral grounds. Some religious groups, if you’ll remember, recoiled at the fact that ALS research sometimes makes use of embryonic stem cells. Others groups objected to research being conducted on animals. No, after much consideration, I realized that my issue with the entire endeavor was that it just seemed like so much … fun. Does not liking something simply because it’s lighthearted and entertaining make me, by definition, an insufferable curmudgeon? Oh, yes. Totally. But having seen the effects of ALS up close, and knowing the devastating, irreversible impact it has on its victims, the idea of raising awareness by stag-

ing what one columnist comically referred to as a “wet t-shirt contest for social media activists” just didn’t sit quite right. After all, a diagnosis of ALS is perhaps one of the most heartbreaking news any of us will ever hear. And the only thing that could possibly be worse than facing the disease yourself is having to watch as it slowly claims someone you love. I thought, what’s next? Bowl-athons for Gaza? Pie eating contests for Ebola victims? No, I will admit that I questioned the Ice Bucket Challenge. That is, however, until I considered the one thing that rendered all of my objections to the whole affair completely moot and proved to me that I was being, well — dumb. That one thing? The fact that, when it comes to ALS, there is no cure. Even though many of the thousands of chilly challenge answerers may not know much more about the horrific effects of ALS than they did before they soaked themselves, the campaign has thus far raised more than $100 million for the ALS Association. If all goes according to plan, that money will be translated into far more funding for research than has ever been seen before. And it means, in no uncertain terms, that we move at least a little closer to a cure. Even for a killjoy like me, that is cause for some serious celebration.

Letter to the Editor White deer population deserving of protection Dear Editor, Some time ago, when I was driving to Charlottesville early one morning, a large white doe was standing in the center of the road. The highway was quiet, no cars in sight. I stopped the car and sat mesmerized by the sight before me. Calm and deliberate, the doe returned my gaze, then walked to the side of the road and at the edge of the woods turned and looked at me before disappearing into the dense foliage. That moment electrified me with its astounding beauty. Recently, a white fawn has been spotted in my neighborhood. A surge of passion and compassion sent me to the Internet to learn more about this hauntingly beautiful creature. As John Bates says in his book White Deer:
Ghosts of the Forest: “Whenever I talk with people about white deer, almost without exception they recall with great clarity their first sighting.” The time has come to give attention to protecting the rare white deer in Virginia. My model has been the tireless efforts of people in Leland, Wisconsin. I talked with a woman in Leland about their successful efforts to reinstate a law that makes it illegal to shoot white deer. I learned that a handful of other states have laws that prohibit the shooting of white deer. Virginia is not among them. I learned that the argument of many biologists and state agencies is that white deer are mutants, inferior and not worth saving. I learned that white deer can live for years and are not genetically inferior. Protecting the white deer is controversial in many areas. I learned that in Wisconsin about 85 percent of
the support for protecting white deer came from hunters. White deer are beautiful and rare creatures of nature. A big threat is trophy hunters, and Virginia does not have a law prohibiting the shooting of white deer. As one hunter stated about his attitude toward killing white deer: “I would not kill one, legal or not. While many of my friends are climbing into golf carts for a leisurely ride to their favorite eatery on some windswept southern seashore, I’m shopping for back to school supplies. Now, I’m not complaining. Let’s face it, I’m just one in a legion of parents who are preparing for the upcoming school year, and, like many of them, I’m asking myself, where did the summer go? Between swimming lessons, Minecraft School and summer camp, I suppose it’s not hard to figure out where what was once a leisurely respite from a hectic school year went. I recall those last few days of summer as a kid, and, even today, I’m somewhat sad to see the season go. On the other hand, I recognize it’s time for my children to return to
a structured environment with plenty of social stimulation. Needless to say, they are not as enthusiastic regarding a return to routine that includes rides on the big yellow bird … and math. This year’s preparation seems a bit different as one of my daughters is embarking on her middle school career. The change in campus is evoking an out of her comfort zone anxiety that other parents tell me is normal. Coupled with her first trip to the orthodontist, it’s quite a period of transition for Sophie. Her anxiety can only be consoled by the thought of her receiving a brand new computer on her first day of school. She has studied her schedule, picked out an outfit for the first day and studied the quickest route to her homeroom. I must admit it is encouraging to see her enthusiasm for sixth grade. My twins are preparing for their final year in elementary school, so
their preparation is something they are used to. We’ve picked up the normal notebooks, crayons and pencils required for their educational rigor, but they don’t seem as excited about the first day of school. They are, more or less, looking at the final days of summer as a glass half empty, and they keep asking me how many days until school starts. As the number diminishes, the look on their faces becomes more dismayed. They’ve finally realized that no amount of resistance can postpone the inevitable first day of school, and they don’t appreciate my goodnatured taunting regarding the waning days of summer. “Only one more week of swimming and then it’s back to peanut butter sandwiches and juice boxes,” I joked with them several days ago. Their response was predictable. “Dad, we are not amused.” I understand the not amused part. I’m just glad they are enrolled.

Wells characterized the hostility as “the war to end war.” Years later, President Woodrow Wilson would adopt the phrase as his own, calling it “the war to end all wars.” The British labeled it the Great War; Americans called it simply the World War. Decades later, as the world engaged in yet a second and even more horrific worldwide conflict, the war took on yet another moniker: World War I. In commemoration of that war’s 100th anniversary, a team of Goochland Rotarians is taking its World War I history lesson to students and civic groups in the county. The effort, a joint project between Goochland Rotary and the Goochland County Historical Society, is led by Dr. Ray Drinkwater, vice presi-
dent for student affairs at John Tyler Community College. Drinkwater, a Rotarian and Goochland resident, also is a professor of history. Drinkwater’s presentation highlights not just the events that shaped the war but some of the names and faces of those troops who endured the horrors of the trenches. Some, including writers and poets, were famous; others would become infamous after the war. One, a young German corporal and message runner named Adolf, would ultimately slaughter 6 million Jews and lead Germany into another world war, far more devastating than the first. Marjorie was born on February 25, 1925, in Richmond. She graduated from Glen Allen High School in 1942, attended the Pan American Business School, and worked for the Internal Revenue Service before her marriage to Mike in 1948. Their honeymoon was a delightful month-long, winter crosscountry road trip with Mike’s mother, father and brother. This trip was an example of her ability to love and be loved by everyone. Marjorie was a homemaker and often said that her happiest times were as a wife and mother, supporting her husband and raising four daughters in the Ginter Park neighborhood of Richmond. Marjorie spent time each summer at a family river cottage on the Mattaponi River near Walkerton, beginning with her parents and siblings. Later, she prepared amazing meals, taught her own husband and daughters to fish, and played “chee-chee” in the river with her grandchildren. She

Her constant prayer became: “May thy healing power flow through me in my life, day by day.” Marjorie “lived” her faith. Her life leaves us the legacy of her infinite joy and love in our hearts. Goochland Free Clinic & Family Services (GFCFS) is implementing a new approach to its Adult Literacy Program which includes GED Classes starting this fall. Much more than learning reading skills, the program will also offer ‘life skills
training. What does that mean? Beyond reading improvement, GFCFS will provide additional education for critical skills needed every day. These include basic banking; completing applications; understanding medical instructions; following food recipes and making grocery lists; identifying key words and symbols (poison, danger, police, etc.); comprehending routine paperwork (bills, letters, schedules, etc.); and finding information and resources through various outlets. There will only be 5-6 individuals in each class in order to maximize focus and
learning environment. Reports show that as the education level of adults improves, so does their children’s success in school. Therefore, helping adults improve their basic skills has a direct and measurable impact on both the education and quality of life of their children.GFCFS looks to provide the citizens of Goochland County an opportunity for free educational assistance. Second half deja vu = win for Bulldogs By Jim Ridolphi Special Correspondent
W
ith his team trailing by four points after two periods, Joe Fowler had a simple message for his troops as they warmed up for the second half: “You win this half and you will win this game.” The Bulldogs proved him right with a second half shutout of visiting Essex, securing a 36-26 opening night win for Goochland. It didn’t come easy. The Trojans depended on blistering speed to challenge a young and inexperienced Bulldog secondary. In the end, it wasn’t enough to thwart a determined effort from the 2014 version of the Bulldogs. Bulldog quarterback Reid Chenault returned under center in his first appearance since a shoulder injury sidelined him last year. The layoff didn’t show, and Chenault played the short game in the first half, completing eight passes for almost 100 yards. “I thought that was a great game,” the junior quarterback said after the game. “We wanted to come up and jump on them quick. Once we felt comfortable, we wanted to pound the ball against them.” Jordan Jefferson broke the scoreless tie on a three-yard run in the first period. Goochland’s all everything running back/ receiver/defensive back turned in a gutty performance coming off a week battling the flu. “We didn’t know until this morning he could even play,” Fowler said following the game. “That’s just another big play he’s made for us to add to the list. It’s also not the last big play he will make for us.” Essex answered the Bulldog
score quickly as running back Leo Gaskins blasted the Goochland defense for 143 yards on 10 carries, one of them producing the Trojans’ first score following a 10-yard sprint to the end zone. He provided the encore on a twoyard run to open the second period. Chenault found Jefferson with a 64-yard bomb midway through the quarter, reclaiming the Goochland lead at 1413. Essex answered with a three-yard run by — who else — Gaskins, making it 19-14. Chenault took matters into his own hands for the answer and scored on a sneak from the one-yard line. The 22-19 lead didn’t last as Essex moved the length of the field. Raasan Monroe gathered in a 6-yard pass from Dominic Broaddus, and the Trojans took a 26-22 lead to the field house. It was a different story in the second half as Chenault relied on a familiar game plan to carry the day. After engineering a sevenplus-minute drive in the third quarter, Chenault scored again from one yard out. The Trojans appeared to be answering that score, down 2926, when Jefferson stripped the ball from Broaddus after he broke free on a long run in to Bulldog territory. On a hot muggy evening, cramps took their toll late in the contest with several key Trojans heading to the sidelines — temporarily in most cases. Chenault attributed his team’s durability in the fourth quarter to a rigorous off-season training program that obviously benefited the Bulldogs. “It paid off,” Chenault said. The off-season work by
his quarterback also didn’t go unnoticed by his coach. “No one deserves it more than Reid,” Fowler said. “Nobody has worked harder than Reid in the off-season. His teammates listen to him.” To Bulldog observers, the win came as a result of what Goochland does best: running the ball. “It’s what we do,” Fowler said. The coach said halftime adjustments were made on both sides of the ball. “We moved our guys around in the secondary to try to take away the intermediate stuff they were getting us with,” he said. The win over Essex gets the Bulldogs off on the right foot, and the non-district win could make the difference come playoff time. “They are going to win a bunch of games,” Fowler said. “Essex is going to go 9-1, maybe 8-2 at worst and that’s a lot of playoff points.”

Spain and wife Angie of Sandston; one daughter, Sheila Graziano and husband Phillip of Glen Allen; two brothers, Jimmy Spain of Glen Allen and Jerry Spain and wife Frances of Rockville; three sisters, Jean Glass and husband, Charles, of Louisa, TUESDAY EVENING 4 PM 4:30
Mary Jane Hix and husband Danny and Linda Proffitt and husband, Norman, both of Goochland; nine grandchildren, Cody Spain, Philip Graziano, Josh Graziano, Nathan Spain, Hannah Spain, Sierra Spain, Alexa Spain, Mary Graziano and Jeffery Hill; several nieces, nephews and cousins. The family received friends Thursday, August 28, 2014, at Woodward Funeral Home, Louisa. Funeral services were held on Friday, Aug. 29, 2014, at Mt. As summer winds down, make use of fresh corn Michael Hastings Contributing Writer
Nothing says summer like corn. And whether it’s picked fresh or purchased from the farmers market, knowing a few easy tricks will help you make the most out of this muchloved veggie. Step one? Cutting the corn. Trim the thick-
est stem end of the ear so it’s flat. Also, trim 3/4 inch to 1 inch of the other end. Stand the ear upright on the stem end and hold in place with one hand. With a chef’s knife, cut straight down from top to bottom, removing about an inch’s width of kernels. Angle the knife slightly inward to cut as close to the cob as possible. Hold the knife firmly, but not so hard that the knife cuts into the cob. Rotate the ear slightly and repeat with the next width of kernels. Continue until the ear is clean. Corn husks can be used to make vegetable soup or stock. Simmer the husks in lightly salted water about 30 minutes to extract their flavor. This time of year, I almost always have some cooked corn in the fridge. A couple of weeks ago, I had some leftover meat in addition to leftover corn. Mainly for convenience, I threw them together in a pan and ended up with a decent meal that was fast and easy. I call it corn toss. Essentially, I’m tossing corn, meat and whatever else I fancy in a skillet until it’s hot and cooked. When the corn and meat are
cooked ahead of time, this dish takes about 10 minutes to make. My first experiment was with leftover ground beef from tacos. That was a natural choice to pair with corn, but I’ve since found that most any meat or seafood tastes pretty good with corn - chicken, shrimp, pork sausage, you name it. It just has be to off the bone or out of the shell, and chopped or ground. For vegetarians, cooked beans are a great substitute. I like to use a lot more corn than meat. The meat is an accent flavor. The corn is the star ingredient. Aside from an onion or scallions, I’m partial to two other vegetables: tomatoes and green peppers. They go really well with corn, so I’ve been adding those regularly. I also like some jalapeno when I’m in the mood for spicy heat. Sometimes I use a seasoning blend, such as Cajun, but mostly I just season it with salt and pepper. I also like a tablespoon or so of vinaigrette tossed in the mixture at the end for a bit of tang. Add meat, leave it out, add or omit vegetables, change the proportions. Feel free to adapt this to suit your tastes. About the only constant is that I use lots of corn.
Corn Toss Makes 1 generous serving 2 teaspoons oil or butter 1/2 cup chopped or ground meat, raw or cooked 1/2 cup chopped onion or scallions 1/2 cup diced green bell pepper 1/2 to 1 seeded and minced jalapeno (optional) 1/2 cup cherry tomatoes, halved if large 11/2 cups cooked corn kernels (See Note) Salt and pepper, or a favorite seasoning blend (See Note) 1. Heat the oil or butter. If the meat is raw, add it first and cook just until done. Remove from heat with a slotted spoon. 2. To the skillet, add the onions, bell pepper and jalapeno, if using. Cook, stirring occasionally until slightly softened, about 5 minutes. 3. Stir in the tomatoes and cook about 1 minute. Stir in the corn and the meat. Season to taste and cook, stirring, just until heated through. Note: This can be made with raw corn, too. To do so, add the raw corn to the skillet earlier, with the onions. Other possible seasonings include a squeeze of lemon juice or tablespoon or two of vinaigrette dressing, added just before serving. Also, hot sauce, added just before serving, can substitute for the jalapeno.
County brewery’s beer to be featured at State Fair Virginia Midway, crafted by Midnight Brewery, will be 2014 fair’s signature craft brew Contributed Report
There will be lots to celebrate at the 2014 State Fair of Virginia, including exciting rides, cuddly animals, great foods and exhilarating entertainment. Add to that list Virginia Midway, the State Fair’s new signature craft beer. The pleasing-to-the-taste-buds wheat beer will be on tap throughout the fair’s 10-day run, which will begin Sept. 26 at The Meadow Event Park in Caroline County. Virginia Midway will be sold at two locations on the property, along with other Virginia craft beers. Made by Goochland County’s Midnight Brewery, it has garnered rave reviews from customers at the Midnight tasting room. “Virginia Midway has been a hit since the day it was put on the tap at our facility,” owner Trae Cairns noted. “It’s a beer everyone enjoys.” Virginia Midway is an unfiltered wheat beer that contains malted wheat, local honey and Cascade hops. “We are honored
to provide the State Fair’s official craft beer, and we hope that fairgoers will enjoy it,” Cairns said. The fair and Midnight worked out a partnership in May. Shortly thereafter, the beer was brewed and then put on tap at the brew facility’s tasting room. To keep the arrangement a secret, the beer was given a temporary name, Need to Know, until a ceremony was held June 12 to announce the partnership. “This gave Trae and the fair an opportunity to test-market the product to make sure it was worthy to represent the State Fair,” explained Greg Hicks, the fair’s vice president of communications. “The fair strives to offer the best of Virginia in a variety of disciplines, including great beer. That’s part of our mission, to showcase excellence.” This is the second year the State Fair has offered Virginia craft beers. For 2014, the lineup has been expanded, and craft beer will be available all 10 days and nights. “With the meteoric rise in the craft brewery industry, especially in Central Virginia, we felt it was important to expand our selection and availability,” Hicks added. There are now 84 active craft breweries in Virginia, according to the Virginia Craft Brewers Guild. The industry has created more than 8,000 jobs and poured $623 million into the state’s economy.
Only a few breweries are growing their own ingredients, but new legislation could encourage more to start growing hops and barley. Farmers seeking to diversify their crops might consider growing hops and barley for the craft beer market. Many craft breweries are located in urban areas but purchase locally grown ingredients. Currently most of the hops grown in Virginia are used by brewers. Barley growers are showing an interest in growing the malt-type barley used in craft beers, with production jumping in recent years. Local breweries also use a small portion of Virginia’s annual 14.8 million bushels of wheat in their beers. “The craft beer movement parallels the emphasis on locally sourced foods and the greater appreciation of local flavor,” Hicks said. As an added educational opportunity for fairgoers, Cairns and Midnight Brewery will give a beer-making demonstration at 2 p.m. on Sept. 30 near the Horticulture Pavilion in the fair’s Harvest Landing area. Three days earlier, at 10 a.m. on Sept. 27, the Rusty Beaver Brewery of Caroline County will offer a similar demonstration in the same location. Both demo batches will be non-alcoholic. The 2014 State Fair of Virginia will open Sept. 26 and run through Oct. 5. Information is available at StateFairVa.org.
