Kevin Quick, 45, of Nelson County, was last seen about 10:15 p.m. at his mother’s home in Afton. He was on his way to visit his 4-month-old child and girlfriend in Albemarle County.

y the time the official word came last Saturday that remains found along a secluded section of Old Columbia Road in Goochland were those of missing Waynesboro Police Reserve Capt. Kevin Quick, many who knew the Rockfish resident had already been mourning for several days. On Feb. 8, many of those same people gathered at a memorial service for Quick, who had first been reported missing on Jan. 31.

What a difference one word can make. When county leaders first learned about Senate Bill 430, a bill that would help pave the way for more farm breweries to operate in the Commonwealth, they initially opposed the measure on the grounds that it would take away the local government’s ability to regulate certain aspects of the operation. An early version of the bill, introduced by Sen. John Watkins, R-Powhatan, stated that “No local ordinance should impose minimum parking, road access, or road upgrade requirements on any brewery.” And that one word — “should”— didn’t sit right with District 1 supervisor Susan Lascolette. “Traditionally, localities have had the right to make zoning decisions,” Lascolette said. “When there is a local zoning decision to be made, it is sent to the Planning Commission and then there is a public hearing. And that gives us an opportunity to hear from constituents.” Taking away the county’s right to control the zoning of farm breweries effectively “takes away the opportunity for a public hearing.” It’s not that leaders object to having farm see Breweries > 3

released for Quick, who was found after law enforcement agents received a tip that led them to the property near the border of Goochland and Fluvanna counties. On Monday, Goochland Commonwealth’s Attorney Claiborne Stokes withdrew murder accessory charges against three people charged in the slaying, telling a judge that a criminal street gang offense was the more appropriate charge for the trio. Stokes said after his office became involved in the case and reviewed the charges, he decided the initial charge filed against the defendants — being a principal in the second degree to kill Quick in the commission of an abduction to extort money — was inappropriate. But he moved forward with felony gang charges against Leslie Hope Casterlow, 49,

and Anthony Darnell Stokes Jr., 31, both of Manassas, and Halisi Uhuru, 22, also known as Gert Wright, of Danville, and asked that they remain jailed without bail. The trio appeared in Goochland General District Court via a video feed from Henrico Jail West — a regional facility that holds Goochland inmates — as did Anthony L. White, 22, of Mineral, who was charged Sunday with a single felony count of criminal gang participation. The dates of offense for all four defendants is between Jan. 31 — the day Quick disappeared — and Feb. 5, the day after his body was found in western Goochland. General District Judge Edward Carpenter ordered the four held without bail pending a hearing March 10, when he will set a date for a preliminary hearing and consider defense motions for bail. Breweries continued from > 1 breweries in the county, Lascolette said, “we just object to not being able to make those decisions.” Farm breweries are defined as agricultural operations in which beer is made from ingredients grown on the property. According to county ordinance, farm breweries are allowed on agriculturally zoned parcels of 50 acres or more. While brewery owners are not required to seek permission from the county to operate, or to obtain a conditional use permit, the county can regulate issues connected to roads and parking. After Goochland leaders raised their objection to the bill earlier this month, the language in the offending portion of the bill from “should impose” to “may impose.” And that change was enough to satisfy county leaders. In an e-mail sent out last week, District 2 supervisor Manuel Alvarez confirmed that, due to the change in language, the county is now in support of SB430. *** To Lisa Pumphrey, county leaders’ about-face regarding the bill is a welcome change. Pumphrey, who opened Goochland’s Lickinghole Creek Craft Brewery with her husband Sean in 2013, said she has always seen the

NEWS: What’s Going on in Goochland County bill as a way of helping small businesses like hers to grow, and, in turn, to help grow local economies in a responsible, environmentally friendly way. Pumphrey said she understood that the bill might originally have appeared to allow farm breweries to operate with fewer restrictions, but points out that they would still have been — and remain — tightly regulated by the Alcohol Beverage Control board and other agencies. “Basically, [the bill] puts us in an even playing field with the wineries,” said Pumphrey, describing the legislation as “a really exciting opportunity” for other entrepreneurs looking to open farm brewery operations of their own. “It’s a really, really positive bill.” But while Pumphrey said she would love to see the bill encourage more farm breweries to open up across Virginia, others take a different view. “Every rural landowner in Virginia could be affected by this,” Janet Turner, who has been vocal in her opposition to SB430 since it was introduced, said. “It’s really paving the way for commercial operations to come in and screw up everything. It just makes you realize how these developers are trying to push these things through.” Turner said she has grave concerns about what the bill will do to the county’s ability to regulate growth, but admits that she also has a

personal stake in the matter: She and her husband live on the small private road that leads to Lickinghole Creek Craft Brewery, and said the traffic headed to and from the facility has already impacted both their quality of life. Turner said she had no inkling when she bought the property in 2006 that there would be any kind of commercial operation nearby. At that time, she said, there were restrictive covenants in place for the subdivision that forbade commercial activity, as well as prohibited outbuildings of any kind on any lot without a main residence. The Pumphreys, as owners of four of the six lots in the subdivision, were able to change the covenants to allow the brewery to be built. “If we knew we were moving to a place where the general public would be driving past our home, basically to a bar, we would have stayed in town,” said Turner. While they used to enjoy a friendly relationship with the Pumphreys, Turner said they no longer speak. Concerning the Turners, Pumphrey expressed regret that the relationship has soured. “It’s unfortunate not to be friends with them,” she said. “We are definitely not running a brewery to upset them.” At the end of the day, she said, “we just want to run our farm, support agriculture and create jobs.”

Homestead series kicks off with beekeeping workshop Contributed Report

The Center for Rural Culture will be holding a beekeeping workshop from 9:30 a.m. to noon on Saturday, Feb. 22. This is the first workshop of the CRC’s 2014 “Homestead Series.” The program will take participants through all aspects of beekeeping, from the equipment needed to the care and monitoring of hives throughout the season.

Keith Flannagan will lead the discussion on how to establish a hive and harvest the honey and other beekeepers will be on hand to answer questions. Grants available for tree projects Contributed Report

The USFS Chesapeake Watershed Forestry Program has approved $108,000 in grant funding to improve water quality in the Chesapeake Bay by creating and supporting long-term and sustained tree canopy cover. Citizen groups, educational institutions, private citizens and local governments within the Chesapeake Bay watershed are encouraged to apply for grants under the “Virginia Trees for Clean Water” program. Grants are awarded through this program for planting riparian buffers or trees in neighborhoods and communities. The grant covers projects to be completed during the spring and early fall of 2014. The goal of the program is to plant trees that restore and improve the waters of the Chesapeake Bay for the benefit of current and

future citizens of the Commonwealth. Types of eligible projects include riparian buffer tree planting as well as community tree plantings. Successful proposals will demonstrate “on-the-ground accomplishments” to obtain clean water in the Chesapeake Bay, the merit of the project and how the trees will be maintained. Funding is available on a 50/50 match basis. In-kind match, including volunteer time, is permissible. The grant application deadline is today (Thursday, Feb. 13). Letters to the Editor School system has seen change for the better Dear Editor, There can be little doubt that things have changed for the better in our county. The Gazette’s recent highlighting of the School Board, initially focusing on its new chair, Michael Payne, helps further focus on the new page that has been turned in the county. The hiring of Dr. James Lane, his hiring of Bruce Watson as director of Career Technical Education, recent recognition at the state level for its STEM programs, education awards for exemplary teachers, Dr.

Stephen Geyer’s educational abilities are but among a few of the actions that have occurred. No question as to the major change at all levels, School Board and the Board of Supervisors, more effective utilization of community support, and the role all of this has had on both teachers, administration, citizens and, most importantly, on the students. It is nice to be able to see changes in something that we can all be proud of. It also is important to recognize that there remains much to be done, and clearly all benefit now and in the future if our school system provides the educational opportunities that our children and

Lumpkins Jr. In honor of School Board Appreciation Month, The Goochland Gazette will be featuring interviews with each of the county’s five elected School Board members throughout the month of February. This week we caught up with John L. Lumpkins Jr., who represents District 3.

On what inspired him to run for the School Board: Shortly after my family moved to Goochland, and my children started attending GCPS, I began hearing and seeing things that concerned me about local government leadership — both at county and schools. I started attending School Board meetings and talking to more people and decided that change was Lumpkins needed.

rooted in the reason I ran for office. I felt effective leadership at the School Board level was needed so I set out to help build a cohesive team at the Board. Then we obviously needed to get to know division leadership and their vision and plans for the school division. Not too many months into the term we were in the position of beginning a search for a superintendent. So my goal at that point was to hire the best superintendent. My overarching goal for the term has been to build strong leadership throughout the school division. That effort, combined with the development of a strategic plan, is essential to our success.

On the biggest challenge he has faced as a School Board member:

Our first year was tough as we got our feet under us. That has allowed our board members to take on leadership roles outside of the division — at the Virginia School Board Association, at our Governor School’s joint boards, and in communications with our state legislators.

On who inspires him: As far as my work related to the schools I am inspired by our best teachers. I am inspired by the teachers who obviously love what they do, who love preparing children for their futures, who are creative, and who can come in each day ready to work despite the sometimes many challenges they face.

feet didn’t need a permit, but I’ll admit I found out that you need a primary house on the land. I can understand and agree to rules, but I don’t agree to how the residents of Goochland responded. I was

only planning on keeping the storage shed there for two years and then start building, but the residents of Goochland had to make a huge fuss to the county zoning department. My main reason for wanting to keep my stuff stored is

because I’m a Service Disabled veteran and have a hard time moving heavy items so I wanted to have my items nearby for the future, but now this is causing more strain. I didn’t appreciate how the residents went about this,

Attorney General urges Target customers to take advantage of free credit monitoring Contributed Report

Attorney General Mark R. Herring is urging any Virginia residents who have shopped at Target stores or the company’s website to take advantage of the one year of free credit monitoring being offered by the company following last month’s security breach. Target, which has 57 retail stores in Virginia, announced in December that a data breach had given hackers access to the

payment card information of about 40 million customers. The stolen information included credit and debit card data, customer names and PIN numbers. Target recently revealed that hackers had stolen a second batch of data which included the names, mailing addresses, phone numbers or email addresses for up to 70 million people. Target is offering one year

of free credit monitoring to all Target customers, not only those customers who had information compromised in the data breach. Consumers can register for free credit monitoring at creditmonitoring.target.com. The free credit monitoring will be offered through Experian’s ProtectMyID. She was preceded in death by her husband of 63 years, Louis (Ray) Mustian Sr. and her oldest son, Louis R. Carl “Chuck” Scott SCOTT, Carl Postal Jr. “Chuck” of Goochland passed away on January 30, 2014. Chuck was born on May 12, 1951, in Washington, D.C., to the late Carl Postal Scott Jr. and Edgelah Harris. Carl’s dad remarried the late Gracie Starks Scott who was responsible for Carl’s upbringing. Carl was blessed with three children; Carl Andree Scott (Lardenia), Track Scoot who preceded him in death, and Kalisha Scott Harris (Leon Jr.) and LaKayla Arlene Harris, the one and only grandchild whom he loved dearly; a brother, Oscar Sharpe; two sisters, Veronica Green (Willard) and Phyllis Harris, who preceded him in death; two aunts, Ann Starks and Shirley Revis (Eric); and a host of nieces and nephews; a host of special relatives and friend; Earl and Calvin Yates, Wayne Starks, Jimmy Fowler, Daryl Tyler (deceased), Earline Pace, Carl Processer and Rose Brown. Carl completed high school at Central High School in Goochland. He was an employee at the James River Correctional Center for about 15 years. Carl joined the Antioch Baptist Church at an early age and later as the years passed he was on the hospitality committee where Cleo, known as “Pie,” kept him in line in that department. He also helped the food bank committee by delivering boxes every Monday. Our Lord and Savior saw fit to take him to be Him. Easy fried oysters

or as long as there have been paper hearts and boxed chocolates, men and women around the world have wrestled with the question of how to make Valentine’s Day special for the one they love. As we approach the big day on Friday, we asked three Goochland residents for their suggestions. The twist? They each had to tell us how they would make it great if they only had $5, five minutes or five ingredients.

1 pint raw oysters 1 cup of House Autry Seafood Breader Peanut oil for frying Salt 1 fresh lemon, cut in quarters Wasabi sauce for dipping Directions

Preheat oil in deep fryer to 375°F. Drain oysters in a colander (do not rinse them with water) and drop them in a large ziplock bag with the seafood breader and shake until they are all coated. Work quickly and only bread as much as your fryer will hold in one batch. If oysters sit in the breader more than about 30 seconds the coating becomes thick and gummy.

Special Correspondent The Goochland High School boys’ basketball team apparently saved their best efforts for last, winning four games in five days to complete the regular season. Coach Preston Gordon said he hopes the team can continue on the track and carry the momentum in to post season play that begins this week. No matter what happens, the final four game run confirms what many had speculated: The Bulldogs can play with anyone when their game is in the on position. “Playing four games in five days is tough for any team, but our players did a remarkable job of giving us their best effort,” Gordon said. “I think that our rotations have improved tremendously along with our team chemistry on the floor,” he added. The coach said the final week win streak gives the team the attitude it needs as postseason play begins this week. “Winning four consecutive games helps build confidence, and I truly believe that our guys are focused for the district tournament,” Gordon said. The team’s improvement is something Gordon has been looking for since the season began. “This team has improved tremendously over the past

Getting better every day is one of the ideas we constantly stress to our players.” Gordon said they are ready for the pressure-packed postseason where only the best effort will do. “We put our players in positions in practice and the off-season to prepare for a situation like this,” Gordon said. The process started last spring and continues. “Our guys did a great job at Liberty University’s team camp this past summer in their final day tournament, which is win and advance or lose and go home. We won every tournament game and had to fight through some challenges, just like we have done this season,” the coach said. And, in this case, timing might be everything. “What matters the most is that we are playing our best basketball now.“ The boys opened James River District tournament play on Monday, Feb. 10, at Buckingham. It was their second game against the Dukes in the last five days. The first game between the two teams was an instant classic, with the Bulldogs escaping with a 67-65 victory at the buzzer. Goochland’s leading scorer in that game was Josh Hayden, who finished with 19. If the Bulldogs had any shot of hanging with the Dukes this past Monday, there’s little doubt that another big game from Hayden was needed.

Sports Writer Parents, friends, media members and Cadets filed into the Benedictine library late on the morning of Monday, Feb. 5. On one side of the room in front of a book shelf sat a table with a green cloth draped over it, the words “Benedictine College Preparatory” spelled out across the front. The few chairs that had been set up were occupied. Cameramen fiddled with their machines, waiting for the chance to capture the proceedings on tape. The reason for the gathering was a matter of significance: It was National Signing Day, and athletes all across the country were putting pen to paper to officially commit to their schools of choice. At Benedictine, Cadets football players Cornell Urquhart and Raymon Minor were signing letters of intent to continue their athletic careers at two major Virginia institutions. Urquhart, a 6-3, 251-pound two-star defensive end, made the decision to play under first-year head coach Everett Withers at James Madison University in July 2013. His signing process was a formality. There was no sense of surprise when he placed a purple and yellow JMU cap on his

college football coaches were drooling over Minor’s tangibles. At 6-3, 220 pounds, he is big enough to play nearly every position on the field, save offensive lineman and defensive tackle. With a 40-yard dash time around 4.6, he’s fast enough to play positions that demand pure speed, such as wide receiver and outside backer. Urquhart, on the other hand, was pigeon-holed into

the defensive end position from the early stages of the recruiting process. He received interest from all of the major FCS schools in the Commonwealth, including William & Mary, Richmond, Old Dominion and, of course, James Madison. When he hits the field in Harrisonburg, he said he will look to help the Dukes improve on a somewhat disappointing 6-5 record and a first round exit from the FCS playoffs.

Student raising funds to travel abroad By Roslyn Ryan Editor

Goochland Middle School student Robbie Wood, 13, hopes to make his second trip to Europe in the summer of 2015.

When it comes to international travel, Robbie Wood has a few pieces of advice he’s happy to pass along. First, when travelling to a different time zone, try to grab some sleep on the plane. Have a good lunch to keep your energy up, especially when sightseeing. Finally, should you find yourself eating dinner in Scotland, skip the haggis (sheeps’ heart, liver and lungs).

It might be noted, of course, that Wood is only 13 years old. But he’s already developed such a passion for travel that he may soon have compiled a whole book of travel tips. Wood, a student at Goochland Middle School, said he is hoping to take part in an educational tour through Switzerland, Italy, France and Spain in the summer of 2015, and is raising money to help fund his trip. He and his family will be hosting a spaghetti dinner from 6 to 8 p.m. on Saturday, Feb. 15, at the Dover Baptist Church at 635 Manakin Road in Manakin-Sabot. 10 PM
