After a year of hard work, countless meetings and several in-depth information-gathering sessions with the public, the Goochland County Board of Supervisors adopted a new strategic plan on Tuesday, Sept. 2. The move was the final step in the creation of a document representing county leaders’ goals for Goochland through 2018. Started in 2013, the plan includes five main goals and represents, according to a brochure handed out during last week’s meeting, “an overarching framework for the county’s work.” “What we want to do is make sure that we are providing the right services for residents in an accountable manner,” board see Strategic plan > 1

After two hours of discussion Monday night about the building that served as Goochland County’s black high school in the days before desegregation, little headway was made on deciding what lies ahead for the structure.

Still, if county leaders were looking for feedback, those attending the meeting — many of whom were alumni of the school — were more than willing to offer it. Questioning the county’s commitment to preserving the 60,000-squarefoot complex once called Central High School, many in the audience of roughly 100 people spoke passionately about the property’s historical — and personal — significance. “Central High School is one of the black landmarks in Goochland County, and it needs to be preserved,” said one woman, drawing a round of applause from the audience. Delores Harris, who attended the

school in the early 1960s before finishing high school in New York, had driven from Brooklyn to attend the meeting. “You have to understand what happened in that building,” she told County Administrator Rebecca Dickson, who served as the discussion leader for the evening. “We learned French in that building. We learned drama in that building. Our history is there.” While the building did serve as a middle school for a time after Central High School was closed, and is still used by the Goochland County Department of Parks, Recreation and Facilities in rare situasee School > 10

While some residents expressed their concern during the public meetings that the plan was not aggressive enough, Alvarez countered that the lack of strong mandates was actually intentional. “To me, it needs to be a little bit ‘vanilla’, ” Alvarez said, borrowing a term he said he heard from residents during the public meetings. “Government doesn’t need to be dictating. We should be making sure that we have the right services in place to allow the community to achieve what it wants to achieve.” Goals detailed in the new Goochland County Strategic Plan include providing: — An efficient, effective and transparent government with an emphasis on customer service excellence. — A balanced development that contributes to the welfare of the community and preserves its rural character.

— Excellence in financial management. — High quality core services, including Education, Public Safety and Community Health. — A positive work environment with a highly qualified, diverse workforce. With each goal, the plan includes two objectives. For example, Goal 2 includes Objective 2.1, “support a balance of business and residential development that contributes to a healthy economy.” “The goal of achieving excellence in financial management was included, in part, because we really wanted to reiterate our commitment to that,” Alvarez said. After the financial mismanagement issues that had plagued the county under previous administrations — including the conviction of the former county treasurer for embezzlement in 2011 and a billing fiasco in the utilities department in 2009 — Alvarez said the board wants to reaffirm its pledge to avoid any such issues

in the future. Another key component of the new plan are the built-in “scorecards” for residents to fill out, a tool supervisors said will insure leaders are held accountable as they work to implement their vision. As the board moves forward, accountability is “critical,” Alvarez said. “The key to the plan, and the goal of the scorecards, is to figure out where we are today so we can get better,” he said. To District 1 Supervisor and vice chairman Susan Lascolette, the scorecard is just one more step in keeping their commitment to county residents. “I am excited that we have this new tool to help us stay focused on our first job — service to our citizens,” Lascolette said. “Every employee and every board member has the responsibility to help us reach the goals in the plan. ing pedagogy and maximizing growth, not achievement, for every child leads to excellence in both areas,” said James Lane, Goochland superintendent. “For years, divisions have been singularly committed to achievement test scores, teaching to and prepping for the SOL tests, often to the detriment of individualized instruction and academic growth.” Goochland broadened its view of what it means to be a successful school division last year when the Goochland County School Board unanimously adopted a long-range strategic plan that targeted the building of positive relationships and increasing student engagement in classrooms. The SOL content is the foundation of the curriculum, but the one-time achievement tests are not. Goochland measures its progress and evaluates its teachers using data that shows individual student growth, regardless of how students perform on the onetime SOL tests. Goochland schools earned top rankings last year despite having missed 18 days of instruction due to inclement weather. “SOLs are important,” said Steve Geyer, assistant superintendent for instruction. “And

Goochland Historical Society to welcome author of book on Hatfields and McCoys Contributed report

The Goochland Historical Society will hold its next general membership meeting at 3 p.m. on Sunday, Sept. 28, in the auditorium at Elk Hill. The program will feature a presentation by Dean King, the award-winning author of nine non-fiction books. King will share the story behind his most recent success, “The Feud,” about the Hatfields and McCoys. Nearly every American has heard of the Hatfields and the McCoys and their infamous feud, yet almost nobody knows the truth of this legendary violent clash in the heart of Appalachia. Contrary to popular belief, this wasn’t just a matter of two hillbilly families taking potshots at each other: The Hatfields and

McCoys were well-established landowners, who had intermarried and interacted for decades. But after the Civil War, things turned bloody. By the time the fury subsided, 13 family members lay dead, and the King hostilities had become a national media spectacle as state officials and the United States Supreme Court were drawn into the grisly dispute. Though it’s hard for most of us to fathom, could there possibly be a day in the distant future when Sept. 11— the date — will go back to being a day that feels like any other in the calendar? Few people of my generation, after all, attach the appropriate significance to Dec. 7 (Pearl Harbor Day), or know automatically why May 8 (Victory in Europe Day) is such an important date in our country’s military history. For now, however, hearing the phrase “Sept. 11” spoken or seeing it written on a page still causes a shudder, bringing to mind a day when the Earth was rocked off its axis and time was suddenly, jaggedly divided into two parts — an innocent before and a shattered, scarred after. Anyone old enough to

remember that day, and what they were doing when they heard the news of what had happened in New York, Pennsylvania and Washington, D.C., will never forget. Those who had a family member at Ground Zero that day will always remember the sheer terror, and the agony of waiting. Those with young children will always remember the sinking realization that they were now raising their children in a country where such evil could reach us. And all of us will forever remember the deep ache we felt for the people who perished that day, including the rescue workers whose bravery continues to inspire us to this day. Though it’s certainly strange to think about, the teens starting high school this year have no memory of that day. But since they are the people who will ensure that we always remember both the tragedy and the heroism of that day, it is up to the rest of us to make sure they understand. As we today honor the American men and women lost on Sept. 11, 2001, let us do so in the hopes that the next generation — and all future generations — will honor them evermore.

In the midst of horror, America was at its best By Bill Mackay Contributing Columnist

The East Coast of the United States was bathed in brilliant blue sky. Children were settling into seats in their new classrooms and commuters were making their way to their places of employment. All indications were that this would be a beautiful late summer day. Shortly before 9 a.m., news reports started filtering in about a plane having struck the North Tower of the World Trade Center in Manhattan. Initially, we all formed our own perspective of what had happened. Small planes had accidently struck skyscrapers before and, in fact, the Empire State Building had been struck by a B-25 on a

Saturday morning in July 1945. What was to occur over the next 70 minutes would be no accident and would change our country forever. Americans were fixed to their televisions when at 9:03 a.m. a second plane would strike the South Tower of the World Trade Center. It was clear that something horrible was playing itself out on live television. Mohammed Atta and 18 fellow conspirators had set a plan in motion that would take the lives of over 3,200 innocent people from some 30 different countries. At 9:37 a.m., the horror of what was playing out in New York came to Virginia. American Airlines flight # 77 was deliberately flown into the west face

of the Pentagon in Arlington, resulting in a massive fire at the home of our nation’s military. Soon military jets filled the sky as the FAA (Federal Aviation Administration) ordered an unprecedented grounding of all aircraft in the United States. I, like many of you, will never forget that day. It was a day that we looked into the face of evil and came to realize the resolve that our enemies have. On that day we also saw commitment, dedication, compassion,and goodness. We watched as people helped one another make their way up the West Side Highway to safety. We saw boat operators pulling their craft into Battery Park to take thousands of peosee Sept. 11 > page 9

Earl Barrett BARRETT, Earl Thomas, 69, departed this life September 2, 2014, at Retreat Hospital. He was born to the late Mabel R. Brice and Earl C. Barrett. He was preceded in death by his brothers, Leroy S. Brice and Oscar Z. Barrett. Earl was an excellent cook, grill master and outdoorsman. He leaves to cherish his memory his wife, Veronica Barrett; four sons, Thomas, James, Bryant and Isaiah Barrett; two daughters, Sharon and Gabriella Barrett; two stepchildren, Erin and Joshua Montgomery; five brothers, Deacon Curtis Barrett (Sharon), William Barrett (Shirley), Eugene Barrett (Fannie), Richard Barrett

Dorothy Robelen ROBELEN, Dorothy, 75, died after a yearlong illness on September 4, 2014, at her home in ManakinRobelen Sabot, surrounded by her family. She was born

January 13, 1939, in Jamaica, New York, to Victor and Helen Schwaegler. She is survived by her husband of 53 years, Don Robelen. She also is survived by three sons, Doug Robelen (Amy) of Glen Allen, Keith Robelen (Aline) of Charlotte, North Carolina and Erik Robelen (Sheila) of Silver Spring, Maryland; seven grandchildren, Margaret, Caroline, Lindsay, Sam, Drew, William and Theo; and her sister, Bette Piece (Geoff) of Lincoln, Massachusetts. Dot lived in the Richmond area for 28 years. She devoted much of her spare time to the local community, including serving as president of the Richmond Council of Garden Clubs, Richmond Horticultural Association, Sleepy Hollow Garden Club, Tri-Club Women’s Club and New Virginians. She also was treasurer of the Old Dominion Herbal Society and the Virginia Federation of Garden Clubs, Piedmont District. For 24 years, Dot served as a docent at the

Family was always Dot’s first priority and passion, as a wife, mother and grandmother. She also was a voracious reader (and avid book club member), loved gardening (even earning a “master gardener” designation) and for many years (up until her illness a year ago) enjoyed a vigorous early morning walk five days a week with a small group of friends. In addition, she had a special talent for arranging flowers and knitting. Dot spent much of her childhood on Long Island and graduated from Bayport High School in Bayport, New York. She earned a bachelor’s degree from Alfred University and a master’s degree in education from the State University of New York. She taught at the elementary school level on Long Island for five years before having children. In 1973, Dot, her husband and

Police officers and EMS personnel stood their ground and attended to those that needed their help. Soldiers, civilians, first responders and even the Secretary of Defense were removing people from the largest office building in the world to ambulances and treatment areas. And who can forget the bravery shown by the passengers of United Flight 93? When it became apparent that their plane was hijacked and under the control of terrorists, the passengers refused to sit by helplessly. The passengers were aware of the events in New York and Virginia and decided that they needed to act. Their attempt to retake the plane resulted in the hijackers aborting their plan to fly the plane into the White House or the U.S. Capitol. Instead, the plane crashed into a field outside of Pittsburgh.

I arrived in lower Manhattan the evening of Sept. 12. Smoke enveloped the area where the “Twin Towers” once stood was bathed in spotlights. I had watched the towers go up and some of my friend’s dads worked as Ironworkers on the project. What were two 110-story structures was now reduced to a pile about 75 feet tall. It was an eerie site that in a short 24 hours had changed forever. It was a busy site as firefighters, police officers, tradesmen and others were digging in a desperate attempt to find survivors. The next few days and weeks saw America and its residents at its best. We queued up in lines a mile long to donate blood. Sporting events were cancelled as we put things in perspective. People took time to talk to their neighbor and our leaders let the world know that -- while we might have been knocked down -- we were far from finished. It’s been 13-years since that day and America has changed. Let us not forget the over 4,000 military men and women who have made the ultimate sacrifice since September 11, 2001, so that we can enjoy all that this

country offers. This is still the land of the free because of the brave. The evolving threats that we are exposed to are bringing the face and actions of evil into our living rooms. We struggle to achieve balance between a free society and one that is secure. I remind every resident of Goochland County that we have our own physical connection to 9-11 at our memorial at Fire-Rescue Company 1 (180 River Rd West). Here is a place where you can sit and contemplate what 9-11 means to you. More important, this is a place where you can take your children or grandchildren, see a piece of history, and make sure that future generations never forget. Goochland County Fire-Rescue will be hosting a Community Based 9-11 Remembrance Service at 7 p.m. on Thursday, Sept. 11. The event will be held at Fire-Rescue Company #1 located at 180 River Road West and is open to the public. Bill Mackay has served as Goochland’s Fire-Rescue Chief since 2010.

home can increase your chance of surviving a fire by 50 percent. Smoke alarms have proven to save lives, but they can only do this if they are working properly. This means that homeowners need to make sure they have fresh batteries and are dust-free. It is good practice to check smoke alarms monthly by pressing the round button. A loud “BEEP!” means it is working properly. If a smoke alarm is making a “chirping” noise, this means the battery needs to be replaced. Most smoke alarms only require a 9-volt battery, but many families have been killed in home fires because someone removed the batteries from a smoke alarm and didn’t replace

The county has designated $500,000 in funds through the Capital Improvement Plan to help move the project along, but projected costs to renovate the entire Dogtown Road complex, which includes several sections built at different points between 1938 and 1988, range from $9 to $12.5 million. Though Dickson opened the meeting by offering four possible scenarios for the building’s future, one of those — selling or giving away the building and its 19 acres — was met with

protest from the majority of the audience members. “You need to take [that option] off the table,” said one woman. “I really think it is unfair to the people who graduated from there. We need to figure out what we are going to do to keep it, not sell it.” Similarly, the idea of demolishing the entire building was also quickly dismissed. That left only two options: either restore and use the entire building or restore part of it and demolish the rest. Regardless of its potential to be used in the future, some said they saw the building as a critical piece of an unjust past. “The county now has the opportunity to address the injustice that was done [by segregation],” said one man. “So how are we going to do it?” “That passion is why you all

Others asked about possible public/private partnerships. River cleanup will help kick off James River Week Contributed Report

The 15th Annual James River Regional Cleanup on Saturday, Sept. 13, will kick off a weeklong celebration of the James, featuring fun and educational events and activities sponsored by the James River Advisory Council and its partners throughout the region. The cleanup is the launch for JRAC’s first James River Week celebration.

Each year, hundreds of volunteers spend a morning picking up trash in and along the James River, resulting in hundreds of bags of trash and recyclable materials being collected. This year’s event will feature sites from Lynchburg downstream to Newport News. Cleanup activities run from 9 a.m. until 1 p.m., and lunch will be provided to all volunteers.

Online registration for the cleanup is open at jrac-va.org, where volunteers can quickly and easily sign up and choose from a list of sites to go to the day of the cleanup. fast start propelled Benedictine to its first victory of the season over visiting Bishop Sullivan, 49-17, last week at The Abbey. The Cadets posted 49 first half points in a lopsided contest that could have been worse if Benedictine coach Greg Lilly hadn’t called off the dogs in the second half.

Four quar-terbacks saw action for the Cadets, but it was starter Scott Bracey who provided the initial punch after he broke free for a 43-yard touchdown run. Cameron Cougill added the point, his first of seven, and the Cadets led 7-0. With five minutes remaining in the opening period, Ramon Jones found the endzone on a four-yard dash, and Donovan Tennyson added another

score on a 52-yard strike from Bracey shortly before the period ended. The Crusaders answered early in the second period as quarterback Blake Larussa hit George Wahee with a 79-yard bomb. The Cadets answered the spoiled shutout with three consecutive scores. Jones scored on a 12-yard run, Bracey added his second score with a 18 yard scamper, and Alex Williams blasted in from the two-yard line to put the Cadets up 42-7 with two minutes left in the half. Larussa found Wahee again for an 80-yard scoring strike, but Cadet quarterback Jake Waldrop negated that score with a 50-yard scoring pass to Blade Word, putting the Cadets up 49-13 at the half. Bracey had three completions on as many attempts with one touchdown and a 100-yard plus rushing performance, and Waldrop finished with one touchdown pass. Getting the first win of the season is important, and Cadet coach Greg Lilly said the team bounced back well after last week’s loss to McDonogh. “The kids had a great week of practice after a loss and that’s why we had a chance to win,” Lilly said. “I thought the defense played with more enthusiasm and had fun. They ran to the football and played to the whistle,” he added. FUMA running game grounds Bulldogs By Jim Ridolphi Special Correspondent

T

he Goochland Bulldogs ran into a buzz saw traveling east in the form of Fork Union last week as the team dropped its first game of the season to a Blue Devil team that arrived in town with vengeance on their minds. The Bulldogs won a hardfought battle last year, and the annual contest seesaws back and forth in wins and losses. But, this year, the visitors left no doubt who won the Battle of Route 6, 33-14. “This is always a great game and coach Fowler always has a great team, “ FUMA coach Brian Hurlocker said. “Next year they can come out and do the same thing to us.” FUMA running back Rashon Torrence turned in a 162-yard rushing performance that featured an almost equal number of broken tackles as he slashed through the Bulldog defense. “There were little gaps for me to hit. They were playing five down linemen, but I got what I could get and bounced a couple of runs out,” Torrence

said following the game. For Goochland, it seemed like an insurmountable task once FUMA flexed its muscles early in the game. “They were just bigger, stronger and faster than us tonight,” said GHS coach Joe Fowler after the loss. The Bulldogs took the opening kickoff and marched down the field, but the Blue Devils thwarted the attempt to take the initial lead with a blocked field goal. The Bulldogs also displayed their defensive prowess on FUMA’s first possession, as Jordan Jefferson elevated and picked off a Julius Puryear pass intended for Rashad Bruce. FUMA running back Josh Nevers added the next Blue Devil score early in the second period when he dove in from three yards out for the touchdown. Puryear found Freeman again late in the first half with a 10-yard pass, making the score 19-0. The Blue Devils scored once more in the first half when Puryear scored on a keeper from three yards out, and the visitors took a 26-0 lead to the locker room. Goochland quarterback Reid Chenault scored for Goochland

late in the third quarter on a short sneak. Daric Clarke scored again for the Bulldogs in the fourth quarter after scampering eight yards to the Blue Devil end zone. FUMA added its final insult late in the game with a Hunter Lewis touchdown. Blue Devil coach Brian Hurlocker was pleased with his team’s first half performance, but not enamored with the second half effort. “I thought we could have played better,” he said. “We had some personnel problems getting guys on and off the field. Cracked Bricks? Uneven Floors? Goochland travels to Bluestone this week for their district opener, and FUMA takes on a tough Monticello team.

BOX 38060, RICHMOND, VA 23231 PROJECT DESCRIPTION: The DEQ has initiated the modification of the permit identified above to incorporate amendments to regulations pertaining to biosolids, 9VAC25-32 and 9VAC25-20, which became effective on September 1, 2013. Significant changes involve provisions for biosolids staging, sign posting and notifications, landowner consent, setbacks and field operations.

HOW TO COMMENT AND/OR REQUEST A PUBLIC HEARING: DEQ accepts comments and requests for public hearing by hand-delivery, e-mail, fax or postal mail. All comments and requests must be in writing and be received by DEQ during the comment period.
