Byrd Elementary named ‘Virginia Naturally’ school

oochland’s Byrd Elementary School (BES) has been recognized by the Virginia Department of Game and Inland Fisheries as a Virginia Naturally school for the fourth year in a row. The Virginia Naturally award is given to schools that are committed to environmental education and stewardship of Virginia’s natural resources. Byrd was one of 51 schools recognized in 2014 in the state. As a fourth year winner, the school received a pennant featuring an oyster, the Virginia state shell. This year BES is continuing to raise environmentally responsible citizens by educating students on the Chesapeake Bay Watershed. Students have learned about the importance of the Chesapeake Bay and their responsibility to protect it. A Fall Farmers Market was held in November at Byrd, with all money earned donated to the James River Association to be used to help the environment. A check for $1,877.91 was presented to Georgia Busch from the James River Association prior to Byrd’s winter holiday program.

County CASA volunteer has seen value of job first-hand Goochland High graduate Katie Presson now serves with county organization that once came to her aid By Roslyn Ryan Editor

When she decided to become a volunteer with Goochland’s Court Appointed Special Advocate (CASA) program — an organization that works with the courts on behalf of juvenile victims of abuse or neglect — Goochland resident Katie Presson was already familiar with the program. In fact, unlike most volunteers she serves alongside, Presson, 21, had seen the program from the other side. As a teenager, Presson found herself embroiled Presson in a custody case that pitted her parents against her older sister, who had petitioned the court to become Presson’s legal guardian. It was a wrenching situation, Presson remembers, fraught with confusion and anxiety. What she also remembers, however, is meeting CASA volunteer Ann Casey. “She just came in and she was really calm, and she showed us that she really cared,” Presson remembers. “She was able to explain to us what was going on, and she was always there for us when we had questions.” Fast forward five years and Presson is now see CASA > 8

Community-wide effort provided gifts, food for families across county Contributed report

The Goochland Christmas Mother program reached just under 900 county residents in 2014. Over 319 families were given a happier Christmas thanks to the work of hundreds of volunteers and support from the community. Of the 319 families supported, 85 were “adopted” to local organizations and families who provided for “their” families on behalf of the Christmas Mother. The adopting groups enable the Christmas Mother to support many more families than would otherwise be possible. Eighty-five local organizations, churches and families stepped up to adopt qualified Christmas Mother recipients. Adoptions are a vital part of the association’s ability to help so many in need. “It is a huge undertaking to match up so many of our families with those who want to provide for them in the name of the Christmas Mother,” Cindie Valentine, GCM President. said “Our adoptions chair, JoAnn Dabney, worked with a team of volunteers to match recipients with donors. The generous support from the community is so important to our helping so many in need.” From those who volunteered for shopping and wrapping, prepared boxes for delivery, collected canned goods and other donated items, to those who contributed monetarily; it was truly a community effort. volunteers turned out to shop for recipient gifts on Shopping Day, and over 100 came to make those gifts beautiful on Wrapping Day. Forty bicycles and helmets were donated, as were meals for working volunteers, and so much more. The children’s bicycles are donated each year by the Richmond Area Bicycle Association. Goochland’s Christmas Mother program provides food, clothing and other special gifts and support to meet the needs of each approved family. The work of hundreds of volunteers is required to organize the donated and purchased food and supplies, shop for and wrap gifts, and deliver the items to each family. Volunteers from other county organizations, like the Rotary, the Goochland Woman’s Club and the Goochland Sheriff’s Office support the effort along with many businesses, schools, families and individuals. Volunteers are key to meeting the need, and it is a community effort that many enjoy participating in each year. A county resident is asked to serve as the Goochland Christmas Mother during the season, and the 2014 Christmas Mother was Meta Potts. Potts worked hard to raise funds and contributions in support of the program. As of the end of December, her fund raising efforts had reached $66,282. Contributions are accepted throughout the year and are still coming in. Anonymous Christmas gift meant more meals for Goochland residents in need By Roslyn Ryan Editor

Thanks to the generosity of one Goochland family, a grant obtained through the Richmond Christmas Mother program will have an even greater impact. Seeing a news report about a donation of $5,000 given to the Goochland Education Foundation (GEF), the family — who wishes to remain anonymous — decided to match the donation.

According to Elizabeth NelsonLyda, president of GEF and the one who applied for the initial grant through the Community Foundation, the money will be used to help support the Goochland County Schools’ Brown Bag Program, an effort that provides food for children in need when they are not in school. Nelson-Lyda said she was very pleased when she got the news that GEF had received the funds — and even more thrilled when she learned of the matching donation.

“When I filled out the application, I said we’d never done anything like this,” Nelson-Lyda said. “We’re very grateful. We’re very fortunate to be able to disperse funds in this way. We’re hopeful that it does have an impact.” The good deeds did not stop there. Once Food Lion representatives found out that the funds were going to be used to purchase supermarket gift cards for 143 families with children identified as nutritionally needy, they donated an additional 5 percent — $500 — to the cause.

based. Speaking on behalf of the Home School Legal Defense Association, attorney Scott A. Woodruff attempted to outline why the board was not in danger of being sued in the future by those denied an education due to their parents seeking an exemption from compulsory education. “Parents are the custodians of their child’s right to an education, and religious exemption is just one more way for a parent to waive that right,” Woodruff said. “The statute does not need to be fixed — all that needs to be fixed are the people who can’t read it.” After dozens of people had spoken against the policy, several board members expressed their agreement that the policy was too intrusive and infringed on parents’ rights. This drew a thunderous round of applause from the audience, as did the final vote to appeal the rule. In the newly revised policy, written by District 1 representative Michael Payne, the school board will require only a letter from a school age child’s parents requesting exemption from school on religious grounds. By code, the board is required to accept the letter.

One audience member, who earlier in the meeting had echoed many of the other attendees’ sentiments about preserving personal liberties, said, “This is the closest thing I’ve seen to 1776 in all my 70 years. Thank you all.” In a statement released on the Goochland County School System’s website on Wednesday, Jan. 14, the board called the meeting “an amazing example of the democratic process,” and reiterated that they understood how the previous policy could be seen as “overreaching.” “We believe the newly proposed policy complies with the both letter and the spirit of the law,” the statement read, “including acknowledgement of the child, without being overly intrusive.” A second and final reading of the revised policy will occur at the Jan. 27 school board meeting, during which the board will hear any additional public comment.

continued from >1 newly elected chairman John Lumpkins insisted that much of the ire in recent weeks had been stoked by misinformation. “This board fully supports parents’ rights to choose what is best for their children,” Lumpkins said, but added that it also was incumbent upon the board to uphold the law. Lumpkins explained that some confusion had arisen between the schools’ LBD policy, which applies to homeschooling, and the LBE policy, which covers exemption from education based on religious grounds. Lumpkins’ remarks drew a swift rebuke once the board opened the public comment period, with one speaker insisting that those angered by the policy “know injustice when we see it.” “We are not in the least bit confused as to why we are here tonight, and, frankly, I am insulted by your remarks,” the man continued. “We know, sir, that our rights are being trampled on. This is a shameful act and we know exactly what it is.” The vast majority of those in attendance reported that they either currently, or had in the past, home-schooled their children, and most expressed the concern that under the policy — which was put in place in 2013 — children could essentially be pitted against their parents. Many also questioned the board’s interpretation of the law on which the policy was

School Board’s actions renewed faith of many By Roslyn Ryan Editor

If you needed a reason to believe that the democratic process is alive and well in the County of Goochland, the County Administration Building was a good place to be on Jan. 13. Provided you could find a seat in the packed meeting room, you would have witnessed a small group of motivated individuals demanding — and getting — action by their local government. The policy that drew so many out on a frigid January evening (and kept many of them there until after 11 p.m.) dealt with students claiming a religious exemption from compulsory education, specifically stating that children 14 and older had to confirm that they themselves wanted to be exempt. The policy had drawn fire from many parents who stated that they — and not the Goochland County School Board — had the right to make decisions about their children. The meeting was contentious from the outset, but followed the usual trajectory. The board spoke. The people spoke. Then however, the board, weighing what they had heard,

did something I have rarely had the opportunity to witness during my years of covering government proceedings: They admitted they had been in error and reversed themselves, a move that was met with booming applause. Regardless of whether you saw the policy as a simple, inadvertent misstep by a board bent on following its interpretation of the law, or, as at least one person in attendance said, the harbinger of the county becoming “a totalitarian state,” it was hard not to leave the meeting feeling as though you had witnessed something special. Personally, I cannot say that I agree with the sentiment that parents are always the ones who know best, or that they can always be presumed to have the best interest of their children at heart. I have seen far too many incidents — and written far too many stories — involving child abuse to believe this is true. But in the case of parents failing to live up to their obligations to educate their children, it is not the local School Board that should be tasked with correcting the situation. The School Board made the right call, not just in repealing the rule, but in responding to the voice of the people they serve.

One quick question ... The Goochland Gazette recently asked supervisor Manuel Alvarez to describe the working relationship the five board members share ... “We have had three excellent years. I think our success is due in great part to the fact that we trust each other and we leverage each other’s skills. Each of us focuses on what we know best or on those things we are passionate about. We are very supportive of each other and work very well together as a team and with our county administration. From the first day we focused on rebuilding our citizens’ trust in county government. We started by increasing transparency and strengthening our financial policies. We want to be known for our excellent financial management. We’ve also been very open to our citizens’ input. We’ve held 30 Town Hall meetings in three years and the input we’ve received has been invaluable. We are also working with County Administrator Rebecca Dickson and County staff to make our agencies more efficient and effective; I believe we’ve made great strides. I have no doubt that District 2 the coming year will be even better than Supervisor the last three.”

Letter to the Editor Action on exemption policy showed leaders do listen to residents Dear Editor: First we would like to thank the Gazette for providing a place where citizens can reach other citizens with their concerns, opinions or thanksgiving. We are writing to do the latter. We would like to thank the citizens of Goochland County and those from surrounding areas who came out to support the effort to repeal the religious exemption policy and to replace it with a liberty-affirming alternative. We were humbled by the turnout and by the quality and passion with which each person spoke. Mothers, fathers, lawyers, pastors, young adults, senior adults and children all provided a unique and significant voice to the corporate message. We were in awe as we saw the power of God unfold through the many who stood to speak. We thank the Lord for all of you.

We also want to thank the Goochland County School Board for listening patiently and intently to each speaker. We were struck by the genuine humility expressed by the board in overturning the policy. They acted honorably to tear down a wall of tension that had been erected by the old policy. They acted as good neighbors and as people who value freedom. We are proud to be citizens of a county where our elected officials are willing to correct a wrong and to do so with grace and humility. We know this issue has gained national attention. And for this we are thankful, as it may stir others to examine policies and laws that may also be at odds with the Constitution and the freedoms it guarantees. Ultimately, our prayers are that the end story of all this will show that Goochland rose to

She was born to the late Harry and Irene Fleming Sr. on November 8, 1942. Diane was a registered nurse at Beaumont Correctional. She was preceded in death by her sister, Margaret Covington; and a brother, Harry (Flip) Fleming Jr. Diane is survived by her beloved husband of 50 years, Howard E. Ask Fern A Dear Fern, Like millions of other people around the world, I am trying to make a fresh start in the New Year and really clean up my diet. The problem is that I love sweets — and when I say “love” I mean I seriously don’t think I could make it an entire day without eating at least something chocolaty. I also love to bake, so I could really use a recipe or two that I can make that will help me satisfy my sweet tooth without destroying my new diet. Any ideas?

Dear Resolute Reader, You, me and the rest of America are fresh on our quest to conquer cravings, reflect on the changes we would like to make in this new year and muster every morsel of resolve we have to follow through on those self-improvements. Now if only there were a recipe for all of that! Many choose to give up sweets altogether during such cleansing pilgrimages but you seem more realistic. You should not have to give up your beloved chocolate but you must not let it get the best of you either. And there is no magic wand or personal trainer to keep your hand out of the cookie jar, so the question is “How can YOU keep better tabs on YOU?” I am excited to offer up some guilt free sweet recipes but do remember what we all know, “everything in moderation” or you’ll

Perhaps you will consider focusing not just on willpower, smaller portions, foods with less fat, carbs/sugar but also consider fitness as a means to that end. Studies show that regular exercise will enhance your mood. Also, if you’re making the effort to exercise you’ll likely think twice about reaching for that second brownie. Set reasonable goals such as walking 30 minutes each day. Once you’re in the groove, add a few minutes each day. You’ll be amazed at the results, and not just on an appearance level. Sure, it’s nice to fit into your clothes but it’s even better to feel good. So grab your sneakers (and maybe even a willing walking partner) and out the door you go. And if it’s chocolate that makes you happy, by all means enjoy. But don’t let what you’re eating eat you!

Low-fat Double Chocolate Chip Ice Cream 3/4 cup unsweetened cocoa powder 1/2 cup white sugar Dash of salt 1 cup skim milk 2 cups light crème 1 teaspoon vanilla extract 1 cup semi-sweet chocolate chips Whisk the cocoa powder, sugar and salt together in a large bowl. Add milk and beat until sugar and salt is dissolved. Stir in cream and vanilla and chill overnight or for at least 2 hours. Once chilled pace mixture into the frozen canister of an ice cream maker and stir for 15 minutes. Add chocolate chips and stir an additional 10 minutes. Serve or freeze. Serves 6 see Fern > 16

Bulldogs split two games in two days Girls looking for win after improved play By Jim Ridolphi

T

he Goochland boys’ basketball team started off last weekend on a high note, defeating visiting Cumberland 68-62, but the celebration was shortlived as the Bulldogs headed to Altavista for a match up the following day. The Bulldogs dropped the away game against the perennial powerhouse 56-20. Coach Preston Gordon’s team returned home with a

7-7 record entering the final stretch of their schedule. The Lady Bulldogs continued their pursuit of a win last week, coming up short against Cumberland and Powhatan. “Powhatan is always a tough game for us, and they are a great measuring stick to see where we are,” Goochland said coach Dib Oglesby. “Despite the loss, we played what to this point is our best all around game. We were patient but aggressive on offense, and we tightened up nicely defensively.” The team’s play was not as good against Cumberland, but the effort still contained positives in Oglesby’s mind. “I’m encouraged that though we didn’t play our

best game, we stayed within striking distance well into the third quarter,” he said. “Cumberland is better than their record, and is going to have something to say about how the district tournament plays out,” Oglesby added. As the team enters its final stretch, Oglesby said he is pleased with his team’s progress and their improvement. “We have raised the bar for our level of play, especially over the last five games or so. We are playing our best basketball right now, and we all know that we can improve on that further,” Oglesby said. “It took a while for nine players to become one team, and we are seeing the results of that on the court.”
