On Friday, Feb. 6, Standard & Poor’s Rating Services (S&P) assigned the highest credit rating possible of AAA to Goochland County. In receiving the AAA rating in its first-ever attempt, Goochland also becomes the only small county in Virginia to be rated AAA by S&P, as no other county currently with a population under 60,000 is designated AAA. By comparison, Goochland County’s current population is estimated at 21,400. Goochland County Dickson Supervisor Ken Peterson, County Administrator Rebecca Dickson and Deputy County Administrator John Wack, along with Kevin Rotty of PFM, the county’s financial advisor, traveled on Jan. 12 to Wall Street to tell Goochland County’s story. During a three-hour due diligence session with S&P, county officials highlighted Goochland’s strengths in management and leadership, the local economy, planned growth, strategic planning, and, most importantly, in financial management, including strength in the areas of budgetary performance and financial flexibility and liquidity. No one could have accused the students in Goochland teacher Daniel Allen’s class of ducking their responsibilities last week. In fact, ducks — and their nesting habits — were very much on their minds. As a project for Allen’s Fisheries and Wildlife Management class, students at Goochland High School have been spending their class time building nesting boxes for local wood ducks. see Boxes > 5
Goochland County Sheriff James L. Agnew announced last week that he intends to seek a seventh term. First elected in 1991, Agnew has served as Goochland County sheriff for more than 23 years. He is a 1977 graduate of the University of Virginia and a 2000 graduate of the FBI National Academy. In 2005, he obtained a Master’s Degree from the University of Richmond. Prior to his election as sheriff, Agnew served in the U.S. Coast Guard Reserve and was a Game Warden with the Department of Game & Agnew Inland Fisheries. Concerning his decision to seek another term, Agnew said he enjoys the job and appreciates the fact that he is able to have a positive impact on the community. Agnew said that Goochland’s growth and proximity to Greater Richmond, the emergence of gangs, traffic incidents, identity theft and increasingly complicated and protracted criminal investigations are some of the most pressing issues facing his agency. “I think that we have done a great job of responding to our citizens’ needs despite having fairly limited resources,” Agnew said. “Our deputies are well trained and considerate, I am very proud of the job they do. Backstory: For much of the 18th and 19th centuries, coal mines in southeastern Goochland shaped the identity of the county. Accounts claim that French Huguenot, Clinton Pierre Cottrell, first found coal deposits south of the James River in 1701. The most productive mines, north of the river, were located near the mouth of Dover Creek and along Tuckahoe Creek. The coal mined along Dover Creek claims to be among the first in the Colonies. Planned YMCA History Walking Tour will feature well-known landmarks Contributed report
The Goochland Historical Society and the Goochland Family YMCA will soon be introducing, and co-hosting, a walking tour series to be conducted at well-known Goochland landmarks and properties, starting this spring. Since Goochland is home to so many beautiful and historic places, members of both organizations have said that a need exists to gather folks together to “walk and learn” in ways that are educational, energizing and fun. The program will be called the Y History Walkers. Tours will be open to anyone and free of charge. Reservations will accepted by the Goochland Historical Society via its website and at the Y’s membership desk. The first tour will likely be held at the recently opened Tucker Park, which features historical markers, nature trails and other park amenities. Another is being planned as a “behind the scenes tour of The Bethlehem Walk.” Rassawek and Field Day also are under consideration. Both organizations welcome suggestions for possible destinations. Jay Shively, executive director of the Goochland Family YMCA, said, as part of its commitment to healthy living, “The Y welcomes this opportunity to expand opportunities of health and well-being to people throughout the Goochland community” and Wayne Dementi, president of the Goochland Historical Society, cites the value of such a program in “supporting our motto of ‘See it. Share it. Celebrate it.’” A schedule will be released in the coming weeks.

many ups and downs during its existence. From crude, shallow surface pits to more advanced slope mines advancing to a depth of 386 feet under the James River, the Dover Mines were in existence for nearly 180 years before concluding operations in 1889. The Dover Mines played a critical role during the Civil War, supplying coal to Tredegar Iron Works, the South’s primary iron and artillery production facility. As the Civil War continued, Joseph Reid Anderson, owner and operator of Tredegar, was so concerned over the ability to maintain supply lines of coal that he purchased the Dover Mines in 1862. As larger coal operations began in the western part of the Commonwealth in Appalachia, large-scale mining in Goochland was nearly extinct by the start of the 20th century. Coal mining and the families of those involved helped shape and develop much of the eastern part of Goochland for nearly 200 years.

The Pray 4 Clay Warriors will be hosting a Spring Vendor Fair from 10 a.m. to 3 p.m. on Saturday, March 7, at American Legion Post 215 in Goochland. The booth fee is $25 and space will be reserved once payment is made. Tables are eight feet long and vendors may set up at 8 a.m. Saturday. Organizers ask that vendors donate an item to be used for door prizes. Last Thursday, as students drilled holes and carefully fit boards together for the boxes, Allen made his way around the room to make sure everyone was on the right track. An agriscience teacher at Goochland Middle School, Allen also is the advisor for the high school’s Future Farmers of America program. His Fisheries and Wildlife Management class, an elective, is being offered for the first time this year as part of the Goochland school division’s recently renewed agriculture program.

The class has been eyeopening for students, Allen said, adding that he wants them to leave at the end of the year with more than just a letter grade. “I hope they’ll take into consideration how important the environment is and understand why it is important for us to be aware of how we manage our land,” Allen said. To that end, he recently invited Neal Roth, a regional director with the wetlands conservation organization Ducks Unlimited, to visit the class. Roth, who traveled from Lewisburg, West Virginia, spent the day sharing information on wetlands and the critical role they play in maintaining a healthy ecosystem. “Our organization is always looking for a way to engage young people,” Roth,
who has worked with Ducks Unlimited for nearly three decades, said. Roth noted that he was particularly impressed with the give-and-take during his time with the GHS students. “I think we hit a great note with them, and they were a great group of young people,” Roth said. “They’re there for the right reasons. Low-tech connections in a high-tech world By Roslyn Ryan Editor
Recently, as I was having a wonderful chat with a good friend’s young son, I suddenly found a way to bring the entire conversation to a grinding halt. How did I do it? I mentioned, in passing, that when I was his age we didn’t have smartphones (I left out that we didn’t have laptops, DVD players or the Internet either). The boy, who is 12, thought I was kidding. And then he was simply astonished. He asked, How could that have been possible? How did we talk to our friends? How did we play games or look up things? Basically, he was asking: How did we survive? It was a funny moment, but one that underlined a concern that many of us “old-timers” have had for some time. Just as this young man seemed to shudder at the thought of a world without smartphones, those a generation or two ahead of him often find ourselves worrying about the downside of the ultra-wired, always-plugged-in, e-everything society in which today s youth are being raised. Perhaps that was why it was so refreshing to spend a few minutes last week in Goochland

There, surrounded by piles of carefully cut wood and boxes of fasteners, students were creating nesting boxes for ducks, part of a lesson on wetlands and their role in maintaining a healthy ecosystem (see page 1). Other than the power tools they used, it would have been hard to imagine a more lowtech way to spend an afternoon. Over in one corner of the room, a group was tending to a tank full of tiny trout. In another area, plants thrived in a makeshift garden. All around, students were actively engaged in their projects, learning by doing and absorbing lessons on everything from ecology to woodworking. Don’t get me wrong: I know that technology offers many advantages when it comes to education, and I’m not willing to part with many of the gadgets I’ve come to rely on either. It was simply nice to observe this tableau, one in which students seemed content even without texts or tweets or gaming or Googling. As I hope my young friend will learn someday, it is possible to go “tech-less” every once in a while — and sometimes it’s even preferable.

he greatest challenge over the next five years to Goochland County Fire-Rescue is to be able to continue to deliver the high quality service that the organization is known for. There are many dynamics that may effect that. The modern fuel package in today’s home is much more deadly than ever before. The time to safely get out (even with working smoke alarms) has been reduced and the heat produced in today’s fire environment is 3 to 4 times greater than just 25 years ago. This means we need more firefighters to combat the fire and they have to arrive quicker than in the past if they are going to be able to perform rescues and save structures.

A move to serve healthier food to kids in American school lunch rooms is proving more difficult than just changing a few menus. Many school systems across Virginia, and nationwide, are struggling to balance food service budgets in the wake of new regulations that require healthier choices. Oversized rolls and salisbury steak have been replaced with whole grain pastas, fresh fruits and other sodiumreduced choices. Whichever side of this, yes, political argument you support, few would argue about feeding our children healthier food. That direction certainly is an honorable and worthwhile goal. How to achieve that goal provides the basis for debate, and some assert the new government regulations are an overstep. There’s also little controversy when considering the effects of the new guidelines on struggling school sys-

tems and their food service budgets. Many are running in the red while attempting to transform a Taco Bell generation into educated eaters who know a good choice when it’s placed on the table in front of them. Many school systems have requested waivers so they can return to the old system, a tried and true method of serving children a nutritional meal for a small amount of money. And consider the politics surrounding healthy lunches. The program is priority one for First Lady Michelle Obama, and she has displayed a reluctance to back away from or delay the program. The President’s wife and many food service directors across the nation have discovered just how difficult it is to change a culture — even if it is to the benefit to the majority. Virginia also is looking for alternatives, and some of them are attractive, both from a nutritional viewpoint and as a fiscally sound consideration. Serving farm fresh food from local

County Chamber honors new board

he Goochland County Chamber of Commerce hosted its annual dinner and silent auction on Jan. 29, celebrating with the theme of “Starry Night.” The event was held at the Heart of Virginia Cub Adventure Camp on Maidens Road, and featured catering from Clover Forest Plantation. Timberlake named Cadet of the Month By Roslyn Ryan Editor
G
oochland High School junior Akia “KK” Timberlake has always liked to dress well. But, despite a self-professed fondness for a sharp suit and a good haircut, Timberlake admits he had never experienced truly “buttoned-up” style until joining GHS’s Marine Corp Junior Reserve Officers’ Training Corps (MCJROTC) program last fall. The details of just how to wear his new uniform were a bit tough to master at first, Timberlake said, but his dedication to the task would soon pay off: He was recently selected as the GHS MCJROTC Cadet of the Month for January, an honor based in part on having the best uniform for his class during a weekly inspection. As a weekly winner, Timberlake, 16, was then invited to compete with other weekly winners in a test of appearance, program knowledge and military bearing. In addition to being selected as the Cadet of the Month for January, Timberlake also was assigned the leadership billet of Cadet First Sergeant. This is the most senior enlisted billet in the MCJROTC program and will require Timberlake to continue to work hard by setting a positive example for his fellow cadets. The son on Lekisha Timberlake and D’Wayne McCowin, Timberlake said he decided to sign up for the MCJROTC program after meeting program leaders Maj. Michael Petruzziello and Staff Sgt. Daniel Strong. “They are just straight forward, great people to be around,” Timberlake said. When he isn’t in class or taking part in MCJROTC, Timberlake can be found on either the football field — he is a defensive end for the GHS Bulldogs — or on the track, where he competes in shot put and discus. An emphasis on better foods combined with a commitment to utilize local farm products could provide a solid basis for what we all agree is a wellreasoned goal: better nutrition for our kids.

Obituaries Rev. Harry Baldwin BALDWIN, The Reverend Harry Webster Jr., died on Feb. 3, having lived a full and exceptionally rewarding life. Harry was born on Sept. 6, 1919, in Goochland, Baldwin to Bessie Childress and Harry W. Baldwin Sr. Having grown up from very modest means, he learned how to exchange his mother’s homemade bread for “store bought sliced bread,” how to mend the

broken stitches on a baseball and how to repair a cracked baseball bat with screws and tape. Mr. Baldwin attended the University of Richmond and graduated after three years in 1945. His love for baseball allowed him to pitch briefly for Coach Mac Pitt; however, the rigors of classes cut short his hopes for baseball. Following college, Mr. Baldwin graduated from Virginia Theological Seminary before beginning his Episcopal ministry in the Northern Neck, “God’s country” according to his Bishop, the Rt. Rev’d Frederick Dean Goodwin.

While in Alexandria at the Seminary, the country boy from Goochland met, fell in love with, and married Elizabeth King in 1950. She was working at the Pentagon and he was in the seminary, but the Church of the Epiphany in Washington was where they began their lives and ministry together. Harry prided himself on being a “Virginia Churchman” and was the longest resident clergyperson in the Diocese of Virginia at the time of his death. He served St. Andrew’s, in Richmond, for 30 years and then served the Church of Our Savior in Sandston, St. John’s in Petersburg (“on loan” from the Diocese of Virginia) and St. Martin’s in Doswell. He retired four times from parishes, but he never retired as a clergyman. One of his greatest accomplishments was that of being a family man. His legacy and expectations of integrity and loyalty continue after his death with his partner in life, and in ministry, Elizabeth; his son, Harry III and Jeannie, their beloved daughter-in-law. He loved deeply and was very proud of his three grandchildren and their spouses, Jennifer Dunn (Howard), Becky Roy (Kevin) and Webster Baldwin (Alexandra.) He sported a huge smile when he played with his two great-grandsons, Lewis and Matthew Dunn. Much appreciation is given to all the dedicated and lov-
ing staff of Lakewood Manor who cared for him during his poor health. Visitation was at Bliley’s-Central, 3801 Augusta Ave., Richmond, Va. on Friday, Feb. 6. The funeral was on Saturday, Feb. 7, at St. Andrew’s Episcopal Church, 236 Laurel St., Richmond with burial in Hollywood Cemetery. She was the sister to Edward Messner, Ralph Messner and Emily (Messner) Benner (all deceased). She married Hurley Thomas Wilvert, also of Sunbury, on Nov. 17, 1942. Hurley was in the Army and they traveled the world. They lived in Yokahama, Japan; Columbus, Ohio; Orleans, France; and Ft. Knox, Kentucky. Then Hurley Sr. retired from active duty and worked as a civilian for the Army. He was then assigned to Arlington (then moved to Alexandria), and assigned again to Ft. Lee. They lived in Hopewell, and made their final move to Petersburg. Florence generously spent time as a Girl Scout leader, cooked for the homeless, and was a member of various sewing clubs. She was a kind, thoughtful and generous person who carried herself with dignity and graciousness. She will be sorely missed. Services were held Saturday, Feb. 7, at Our Redeemer Lutheran Church, 1769 S. Sycamore St., Petersburg, Va. Bulldogs wrap season with inspiring win Goochland boys defeat Statesmen, prepare for district tournament By Jim Ridolphi
Special Correspondent All’s well that ends well. At least, that’s what Goochland fans are hoping for as the team prepares for the start of the James River District Tournament this week. And that’s the way the Goochland Bulldogs ended their regular season as they fought back from a six-point first half deficit to defeat Randolph-Henry 52-47. Ending on a high note is just what Bulldogs head coach Preston Gordon was looking for after a difficult week — a challenging final stretch with five games in seven days. The Bulldogs hosted Nottoway in an unofficial Senior Night celebration last week. “I wasn’t sure what the weather was going to do this week, and they were calling for snow on two days this week, so I was trying to be proactive,” Gordon said.
The Bulldogs defeated the Cougars in an emotional night that featured a final return for senior guard Jordan Jefferson who sat out the season nursing a broken leg suffered during the football campaign. Jordan got in the game just long enough to register time in his final season, and an appreciative audience let the senior know how much they appreciated his efforts. “He deserved that,” Gordon said. The evening was emotioncharged, with the Bulldogs registering a 64-61 win over the Cougars, who defeated top-seeded Prince Edward last month. “It proves that we can play with anyone in the district when we play well and focus,” Gordon said. “We know we are capable of winning these games.” A busy final week began with a loss to Buckingham, followed by a second loss to Lunenburg Central. After a disappointing loss to the Knights for the second time in a week, the Bulldogs returned home for the finale against Randolph-Henry. “The kids were fired up,” Gordon said. “We talked about the fact that it would be the last time for many of the players to play in this gymnasium.” Even with the charged atmosphere, by the time the third period rolled around, the Statesmen had claimed a five-
point lead. “We got sloppy with our passes and let them take the lead,” Gordon said. “We changed up our defense and climbed back in to the game.” The change from zone defense allowed the Bulldogs to rebound their way back in to the contest with Cordell Mattox and Jack Twombley leading way. “Cordell played lights out and Jack really stepped up his game when it came to rebounding,” Gordon said. Colton Johnson led all Bulldogs scorers with 15 points, including four 3-pointers that made the difference down the stretch. “He made some gigantic shots for us against Randolph Henry,” Gordon said. Johnson fought off a second half blow to the nose and returned to the lineup. “He’s a tough kid and turned in a big time performance for us,” the coach said. The gutsy performance provides confidence as the team prepares for opening round play in the James River District Tournament and Conference playoffs the following week. “I’m really proud of the way the guys fought through adversity and came through in the Randolph Henry game,” Gordon said. “Hopefully, some of that will carry over to the Prince Edward game.” With Cory Alexander hitting his late season offensive stride and Jayrell Myles stepping up into a senior leadership role, Gordon said anything is possible in the playoffs. “We’ll go in there and pack it in and see what happens, but this team can play with anyone in the district. We’ve proved that. We look at all these games as winnable.”

Sports Briefs St. Catherine’s track and field Collegiate sports team fare team places first in LIS meet well in LIS, Prep League

The Collegiate School girls varsity swim team won its fourth consecutive League of Independent Schools title on Saturday, Feb. 7, in decisive fashion, finishing with 498 points, 52 more than second place finisher St. Catherine’s School. The girls will compete in the VISAA state swim meet on Friday, Feb. 13, at the Colleigiate Aquatic Center. Action begins at 9 a.m.
The St. Catherine’s School track and field team finished the season with a record-breaking first place finish at the LIS meet. The Saints scored 64 points higher than second place finisher Norfolk Academy, breaking five school records along the way. St. Catherine’s runners took gold in nine events and silver in five events. St. Catherine’s School high water marks fell in the shot-put (Nikki Aganbi, 35’2.75), triple jump (Bri Miller, 36’8.5), 55M hurdles (8.82 seconds), 55M dash (Austin Smithers, 8.44 seconds), and 4x200M relay (Smithers, Miller, Eryn Carlisle, and Haley Tucker, 1:47.66). The Saints track and field team will participate in the VISAA state indoor meet on Saturday, Feb. 14, at St. Christopher’s School.
The LIS and Prep League results for the 2014-2015 winter sports season are in books for swimming, track and field, and wrestling.. For Collegiate School, the varsity girls swim team placed first at the LIS meet for the fourth consecutive year. The boys swim team finished sixth in the LIS and sixth in the Prep League. Girls track and field finished third in the LIS. Boys track finished sixth in the Prep League. Wrestling finished fifth in the Prep League.
