Reviewing the rating County earned AAA score, but what does that actually mean?

G

oochland leaders received some welcome news on Feb. 6, the day they were notified that the county had been issued a AAA rating by the credit rating firm of Standard & Poor’s. It was a great achievement for the county, District 5 supervisor Ken Peterson said, and the culmination of three years of hard work on the part of the county’s leadership Peterson to get their financial house in order. The only problem? Some reading the report that Standard and Poor’s issued along with the rating might have found themselves awash in opaque financial lingo that made it tough to understand why Goochland had so impressed the group. Fortunately for those without a background in finance, Peterson has exactly that (he began his private sector career as a corporate finance professional with Prudential and went on to serve as head of the U.S. high yield bond group of Fortis Inc. ), as well as a knack for breaking things down into layman’s terms. Here, he shares some thoughts on S&P’s comments.

The S&P does note that there are a lot of people employed in the financial sector — most notably in places like Capital One in West Creek, which employs thousands—but the sector appears stable enough not to cause concern.

Why is AAA so good for Goochland?

The rating, which was a first for previously unrated Goochland, did more than provide a feather for county officials’ collective cap.

Peterson: The institutional framework is basically the way the county leadership goes about making sure that all “I’s” are dotted and “T’s” are crossed, Peterson said. It includes everything from the committees that examine certain issues to the frequent progress reports that the Board of Supervisors receives. “What we want to do is to make sure that things are not getting off track — that we know along the way how we are doing and can make course corrections if we need to,” Peterson said.

“The clerk’s office has seen many changes since I started working there 32 years ago,” Agnew said, noting that the biggest change has been in the technology used by the office. “There was a time when all my work was done by typewriter or by hand,” Agnew said. “Today, our land records are digitally imaged and indexed back to 1994. It’s now much easier for the public to access the county records. I have been looking for additional ways to make our office more user friendly. For example, we are now sending renewal notifications to holders of concealed weapons’ permits. This is something our citizens have requested, and we are now providing this service.” Agnew said the office also has begun to digitally image all cases, which provides better access and an additional layer of security for vital county records. Agnew was Goochland’s 2011 Christmas Mother and was recognized as Goochland’s Fire/Rescue Auxiliary Volunteer of the Year for 2013. For the last eight years, Agnew, known as the “Brunswick Stew Queen,” has organized a stew sale for the benefit of Company #2 Fire/Rescue. It has become the company’s signature fundraising event. Agnew lives in Crozier with her husband Jim, who serves as the sheriff of Goochland County. They have two adult children.

GFCFS announces new program to assist those facing domestic violence Contributed report

Goochland Free Clinic & Family Services (GFCFS) is introducing a new assistance program focusing on domestic violence within the Goochland community. Approved by the GFCFS Board of Directors and offered thanks to a grant from the Virginia Office of Family Violence, the program will allow GFCFS to provide domestic violence services to any person regardless of income. Such services include community outreach and education, safety planning, court advocacy, case management, crisis shelter and more. Hotline services are available through the Greater Richmond Regional Hotline at (804) 6126126), which provides support to callers in need 24 hours per day, 365 days a year. “We are pleased to announce the addition of a domestic violence program to our already established assistance programs, including the free clinic, food pantry, clothes

Overseeing the new program for GFCFS, she has extensive experience working with survivors of domestic and sexual violence of all ages as well as experience informing the public about this crucial issue that affects so many people. Meyerhoeffer earned her Master’s of Social Work from Virginia Commonwealth University and her Bachelor’s of Science in Social Work from Longwood University. Another goal of the new program is for GFCFS to provide education and outreach to groups that are interested in learning more about domestic violence in general and about GFCFS’ specific program for Goochland. The group will offer presentations on this issue to churches, businesses, civic groups, neighborhood groups or any other group wanting to learn more. Social media can come with a few downsides By Roslyn Ryan Editor

It’s official: social media is bumming me out. Make no mistake about it, social media has become a wonderful way for us here at the Gazette to keep up with our readers on a daily basis. It also has proven to be a very effective tool for helping to get the word out when there is news that needs to be shared immediately, such as in the case of weather emergencies and school closings. No, when I say that social media is bumming me out, I am specifically referring to the fact that no one ever posts the boring stuff. And it’s making me — and a bunch of other people, I’m sure — feel pretty inadequate. Think I m wrong? Next time you are online, total up the number of perfectly framed selfies, the Instagram photos of gorgeouslyplated restaurant meals, and the casual, What I did on my European vacation” Facebook posts and see what you get. Now compare it to the way you actually spend the majority of your 1,440 allotted minutes each day. I remember hearing someone say, years ago, that the one thing all of our lives are missing is a really good soundtrack. I disagree. I think the one thing most of us are missing are Personal Social Media Curators.

I was reminded of this last week when I viewed a recently created video about Goochland on the Internet. It was created by the county to show off Goochland’s best attributes — and it does. The video is phenomenal. The production quality is excellent, and it features enough idyllic country scenes and sweeping camera shots to make Robert Redford blush. I honestly do not see how anyone who doesn’t already live in Goochland can watch this video and not immediately pack a suitcase and put their house on the market. So what is my point? It’s simple: I want someone to make this kind of video about my life, giving it the kind of weight and drama that I feel it deserves and editing out the mundane and the blah parts. I would like my trips to the grocery store for iceberg lettuce and toilet paper to awaken the kind of envy I feel when someone else posts a carefully-filtered Instagram shot of the African safari from which they just returned. I know it won’t happen. But I can dream. Short of that, I guess I ll have to take solace in the fact that I get to spend much of my less-than-glitzy life in Goochland. It truly is an amazing place, after all — even when the cameras are off.

As I sit listening to ice pellets bounding off my front door, spring seems a long way off for Virginians suffering through one of the coldest spells in recent years. After a week of frozen inactivity, residents are preparing for winter’s final push after the recent snow provided a welcome, or not, reprieve from our normal schedules. The merits of time off due to snow are easy to note, but the downside of a week off for my school-aged children is becoming painfully evident as the impending reality of Monday morning begins to descend on their recently acquired snow bum personalities. Almost three dozen eggs and as many gallons of milk later, the unscheduled winter break also is ending at my home. Like many parents who didn’t accomplish what they had expected in the past seven days, I’m glad to see school doors open again, and big yellow buses in my neighborhood are a welcome sight. I don’t envy the educators who

have to pick up the academic pieces after an episode like this. If anything was clear that week, it was the lack of scholarly activity my kids enjoyed on their days off. My futile attempts to guide them toward the library or perhaps a magazine during the seven-day hiatus were met with a lack of enthusiasm that mirrored their carefree attitude with hours off and nothing to do. I feel fortunate, I think, to live next to a ready-made sled run. It’s not the biggest hill in the world but has the right angle for a speedy ride with a safe landing zone. After three or four days of incessant in and out of the house trips to the convenient hill, the thrill lessened, and the track lost its luster of excitement. My children quickly redesigned the course, adding additional bumps in the middle of the hill to add excitement to their runs. I must admit some science was learned during this activity in the form of a new appreciation of gravity. The first bump sent them airborne and the second flipped them over as they attempted time and time again to

complete their newly abbreviated run. They made minor adjustments until the hill was just the way they wanted it, making numerous tweaks in the angles of the bumps. To a delirious parent who had spent too much time at home for an adult the past week, the attraction of the hill was mystifying. For one shining moment, the thrill of a downhill run on snow made video games, iPods, Kindles and the rest of their wide collection of technology seem insignificant. So, perhaps there were lessons learned in a week that seems, otherwise, wasted. With only hours remaining in my kids’ unplanned winter break, the faces have become long and the excitement level has returned to normal. “I hope we don’t have a word study test tomorrow,” Jack said to his twin sister Emma. “They wouldn’t do that to us, would they?” she replied with a puzzled expression. “I dunno. They may be mad over the week we’ve just missed,” Jack see Life > page 7

Obituaries Virginia Dorey DOREY, Virginia Belle Morris, 80, passed away peacefully at her home, Feb. 19, 2015. “Jenny Belle,” the daughter of Robert and Nettie Nash Morris, was born Oct. 12, 1934, and raised in Warsaw, Dorey where she dedicated 15 years of service to the Northern Neck Electric Company. She is preceded in death by four siblings. After moving to Goochland, Virginia worked for Design Distributing in Hanover for 39 years. She served the Lord at Oakland Baptist Church as a spiritual leader, teaching Sunday School for over 40 years and becoming the church’s first ordained woman deacon. Survivors include her husband of 48 years, Robert E. Dorey; daughters, Elizabeth Alford (Bruce) and Susan

Heffinger (Michael); grandchildren, Dori Lynn Henley, Nathan Alford, Ray Henley, Brandon and Joshua Heffinger; sister, Myrtle M. Franklin (George); brother-in-law, Leslie Sanders (Peggy); sisterin-law, LaBirda Morris; and a host of nieces and nephews. A Celebration of Life Service was held at Bennett Funeral Home on Monday, Feb. 23. Interment will be private in Oakland Baptist Church Cemetery at a later date. In lieu of flowers, contributions may be made to Oakland Baptist Church.

J. Morton Eggleston EGGLESTON, J. Morton Jr., 78, of Richmond, died on Feb. 14, 2015, 14 days after the death of his beloved w i f e , Au d re y. They were married for 53 years and Eggleston their love for

each other knew no bounds. Born in Norfolk, Morton was the son of the late John Morton Eggleston and Gladys Fore Eggleston. He graduated from Granby High School and attended the Virginia Military Institute, graduating in 1959. Morton also studied marketing at New York University and International Economics at New York University Graduate School of Business Administration. After graduating from VMI, Morton was a Parachute Infantry Officer in the U.S. Army. He began his career in the coal industry in Beckley, West Virginia, in 1962 with the then Norfolk & Western Railway, eventually becoming assistant director for International Coal and Ore Traffic in New York. In 1970, he joined Amax Inc. in order to participate in the development of the Mount Newman Iron Ore Project in Western Australia, a joint venture of Australian, American, Japanese and British interests. he became vice president of Amax Mineral Sales and Amax Pacific Sales Corporation. Both he and Audrey loved their time in New York City. In 1974, Morton joined A.T. Massey Coal Company Inc. (now Alpha Natural Resources) as vice president of Massey Coal Export Corporation in Richmond. He became executive vice president of Massey Coal Export in 1977 and president in 1982. Massey Coal Export was a principal exporter of American coal throughout the world. After retiring from Massey in 1993, he joined Dominion Energy Inc. the following year to participate in the development of independent power projects around the world. After retiring from Dominion, he formed Eggleston Services LLC, consulting on coal supply to independent power developers. Morton was a director of the National Coal Association (now National Mining Association), threeterm chairman of the Coal Exporters Association of the United States and a member of its Executive Committee. He was a past chairman of the International Issues Committee of the Electric Generation Association (now Electric Power Supply Association). Morton was greatly involved in the nonprofit community, believing that it is our duty to make the world a better place. He served on the development board for the Parkinson’s Disease and

Movement Disorders Center at Virginia Commonwealth University. He also was a member of the “Movers and Shakers” Parkinson’s support group. Morton served on the Board of Directors for the Boys and Girls Clubs of Richmond, Free Clinic of Goochland and Goochland Historical Society. He was a member of the International Iron and Steel Institute and enjoyed membership in the Country Club of Virginia, Commonwealth Club, Deep Run Hunt Club and Norfolk German. Morton will be forever remembered for the deep love and friendship that he showed to family and friends, including his Brother Rats, duck hunting buddies and many friends from all over the world. He blended a rich international eclecticism with his deep love of Virginia and her country ways. A beloved husband, father and Pop Pop, Morton is survived by his daughter, Leigh Twiford of Camp Hill, Pennsylvania, and her husband Kurt; his son, John Eggleston of Austin, Texas, and his wife Malena; four fabulous grandchildren, Madeleine and Carson Twiford and Gabriel and Liam Eggleston; and sister, Sarah Frances Eggleston of New York City; and her daughter, Lucy Eggleston Millette of Richmond, and Lucy’s husband Nick. Funeral services were held at 2 p.m. Saturday, Feb. 21 at St. Mary’s Episcopal Church at 12291 River Rd. in Richmond A reception was

held immediately following the service in the parish hall and guests were asked to wear red, white and yellow for VMI and bring their best duck calls for a post-service hail. Earl Taylor TAYLOR, Mr. Earl J. Sr., 85, of Goochland, entered into eternal rest Feb. 18, 2015. He was born to the late Deaconess Rebecca Martin on June 5, 1929. He leaves to cherish his memory his loving wife of 66 years, Ida B. Taylor; nine children, Larry Taylor (Margaret), Rebecca Turner, John, James and Melvin Taylor, Lloyd Taylor (Florence), Ralph Taylor (Nancy), Brenda McCallum (John) and Cordellia Taylor. His remains rest at the Robert Mealy Funeral Home in Goochland. Funeral services were held at 1 p.m. Monday, Feb. 23, 2015, at Ebenezer Baptist Church in Goochland, with Rev. M. Randall Williams, pastor, officiating and Rev. Bruce Claiborne eulogist. Interment followed in the church cemetery. Seed catalogs serve as gardeners’ dream books By Terry Festa Goochland Powhatan Master Gardener

A

chilled, stillness blankets our garden spaces. Holiday poinsettias are dropping leaves and becoming leggy. Some may look outside at the sleeping earth and fall into the doldrums of this stark season. This is not true for gardeners. The New Year, which brings tax return booklets to our mailboxes, also brings a swelling stack of seed catalogs to supplement our personal gardening libraries. Catalogs are chock full of attention-getting photos, plant descriptions, and useful information on germination and plant culture. There are a staggering number of seed offerings along with many book, accessory, and gadget choices. Even the experienced gardener can become overwhelmed. Are seeds or plants better? What varieties are best? Which seed companies are reliable? How should seeds be stored? When planting from seed, whether for the vegetable garden or for the landscape, there is a myriad of varieties to choose from with desirable traits: disease resistance, newer introductions, improvements in productivity, longer storability, or better taste. Varieties should be selected which provide the size, color, and habit of growth desired. If more than one variety fits the bill, the eeney, meeney, miney, moe method would suffice. There is always next year to try again. Seeds are a fraction of the cost of plants. A small packet will supply a vast

number of seedlings for less money than one potted plant. There’ll be plenty to share with friends too. Seeds that do not transplant well and seeds that germinate and grow foliage quickly are sown directly in a garden bed or in pots outside. These seeds can be ordered with abandon. It is an inexpensive and easy way to fill the garden to capacity and try new varieties. Some plants take a long time to come into fruit or flower from seed, and need to be started in a warm environment during the winter and early spring. This would also be the case if a head start on the outdoor growing season is desired. If you own a greenhouse, there is no problem. For the majority of us, restraint must be practiced when

compiling seed lists if the available germination space inside the home is limited. The goal is to produce seedlings that are stocky, healthy, free from disease, and have good roots. A sunny window and/or an area for shelves and grow lights offer the best situations for indoor growing. Propagation from seed may be impractical if only one plant is needed, if the seed is difficult to germinate, or if the plant takes too long to grow to an appreciable size. Seedlings grown under low-light conditions are likely to be leggy and weak. More homegrown seedlings are probably lost to

lack of light than to any other factor. Dragging potting mix and plant care paraphernalia through the house is a messy business. Having a jungle of seedlings in an active spot or where it will be an eyesore isn’t much better. Our baby sprouts will be our companions for a few months before being ready for the trip outdoors. ast week’s snowstorm wreaked havoc on school schedules and postponed a number of playoff tournaments scheduled throughout the state. The foul weather also doused Goochland’s faint playoff hopes as Conference 34 playoff games were pushed further and further back as the week progressed. “I was afraid this would happen, and I told the team as the season wound down that any game could be our last. With the weather, I knew it could end anytime,” Goochland coach Preston Gordon said as his team wrapped up their 2014-15 season. It didn’t end the way the coach would have preferred. “I wanted to get the team together one last time, but it just didn’t work out,” Gordon said. “I would have rather told them about the cancellation face to face rather than by text,” he added. As weather forced postponement of the semifinal games, it became apparent that the tournament was in jeopardy. “They finally tried to hold the tournament on Friday, Saturday and Sunday, but school officials decided it was just to dangerous to travel on Friday,” Gordon said. The team’s chances were less than good as they were scheduled to play top seeded

Prince Edward in the quarterfinals. “We still wanted to play that game,” Gordon said. And why not? The team turned in playoff caliber performances against Prince Edward, Nottoway and Randolph Henry in the final weeks of the regular season. “We had some big wins against some good teams,” Gordon said. It was a season of ups and downs for the Bulldogs, who began the campaign with four losses by five points or less then rebounded with a win in their holiday tournament over Louisa. “We knew we had a problem with turnovers and were averaging over 20 a game,” Gordon said. “Midway through the season, we corrected our mistakes and played better. We slipped back in to those bad habits toward the end of the season.” And there were highlights. After team leader and starting guard B.J. Snead went down with an injury in the Amelia game, the team responded with a home court victory over Randolph Henry the following night. “They really reacted well to the adversity, played hard and turned in a great effort,’ Gordon said. “We felt like we really gave our fans what they deserved that night.” The top four seeded teams advance automatically due to the cancellation of the Conference 34 tournament. Greenville, Prince Edward, Brunswick and Amelia continue their post season campaigns this week. For the Bulldogs, its time to sit back and consider the season. “I thought this team played hard for us all season long, and I’m proud of their efforts,” Gordon said.
