Thanks to a unanimous decision by the Goochland County School Board on Tuesday, March 17, the number of Goochland students who will be able to attend the Blue Ridge Virtual Governor’s School (BRVGS) has been doubled from 18 to 36. “This is really something to celebrate,” Goochland County Publics School Superintendent James Lane said last week. The move will allow the largest group of students yet to take advantage of the BRVGS, a program that offers students the chance to enjoy the academic rigors of a Governor’s School experience without leaving their own home schools. The program “allows us to offer a program that Lane challenges high level learners,” Lane said. Goochland students take part in the BRVGS program alongside peers from the counties of Fluvanna, Greene, Louisa, Madison, Nelson and Orange. Around 70 applicants applied to be a part of the program this year, Lane said, and around 25 to 30 of those were placed on a waiting list. Lane said the cost of expanding the program — around $20,000, or about $1,200 per see Board > 5

Evening performances are scheduled for 7 p.m. Friday and Saturday, with a matinee at 2:30 p.m. Sunday. “Into the Woods,” which was adapted into a hit movie last year, is directed by Neil Burch, who is in his fourth year as head of the GHS Drama Department. Just in time for spring, the Goochland Department of Parks, Recreation and Facilities has announced a new program for residents, as well as a new improvement to Tucker Park. Starting this week, Goochland residents will be able to take part in the county’s new Adopt a Trail program, an initiative that allows volunteers to help care of trails in the county’s public parks, as well as those located at Goochland’s three elementary schools. According to Derek Stamey, director of Parks, Recreation and Facilities, trail adopters will be asked to register online at the county’s website and to keep an eye on the local trails and report any issues to the Stamey county. They will be recognized for their efforts in the annual Parks and Recreation program. At Tucker Park, which opened in October 2012 just off Route 522 along the James River, an Eagle Scout project has provided an elevated octagonal stage and new tiered seating for the park’s Outdoor Classroom feature. The Goochland Animal Shelter, located at 1900 Hidden Rock Lane in Goochland, has the following pets available to a good home: a female Mastiff mix, about 1 to 3 years old; a male Lab/Pit mix, about 2 years old; a very friendly female hound, about 1 year old. The shelter will be hosting a rabies clinic at the old fairgrounds lot from 10 a.m. to noon on March 28. The cost to take part is $10. Donations of cans of cat food also are greatly appreciated as the shelter is currently housing many cats. Anyone interested in adopting a pet is urged to visit from 9 a.m. to 2 p.m. Tuesday through Saturday. The facility has many lost dog and cat fliers posted. GFCFS holding annual winter sale this week Shoppers can fill up a bag for $6, help Goochland residents in need Contributed report
There will be plenty of great deals to be found during the annual end-of-winter clearance sale at The Goochland Free Clinic & Family Services Clothes Closet today and Friday. From 10 a.m. to 5 p.m. today, all the items that fit in a paper grocery bag cost just $6. On Friday, from 10 a.m. to 3 p.m., prices drop to $4 per bag. Any items that are too large to fit in a bag will be 75 percent off during the sale only. The store will be closed Saturday and Monday. On Tuesday, March 31, at 10 a.m., the Clothes Closet will reopen with all new spring and summer merchandise. According to a recent press release from the National Association of Resale and Thrift Shops (NARTS), “The average
family with children in grades K-12 will spend $669.28 on apparel, shoes, supplies and electronics,” with the largest portion being spent on clothes and shoes. Budget-conscious shoppers can shop without breaking the bank at The Clothes Closet. New and gently-used name brand items are available for the whole family. Also, the Clothes Closet is in great need of gently used boys and men’s summer clothes and shoes. Those considering donating such items may do so at the store or one of GFCFS’ donation boxes located around the county. The Clothes Closet is the only low-cost thrift store in Goochland for Goochland and is located at 2946 River Road West right next to the Goochland Courthouse. In addition to providing for
over 600 Goochland residents, including nearly 300 children with clothing, shoes, house wares, bedding, appliances and more last year, the store also sells these items to the public. One hundred percent of the proceeds are reinvested in the community via GFCFS to provide access to health care and basic human services to Goochland residents in need. GFCFS is a private, 501(c)(3) nonprofit corporation supported by individuals, churches, corporations, grants and businesses that share its vision. Those interested in learning more about Goochland Free Clinic & Family Services may attend the group’s “Seeing is Believing” tour. The 45-minute behind the scenes tour is offered at least once a month and provides attendees an overview of GFCFS programs and services. No place for dudes “Dude, you don’t have to earn their trust. You’re their boss. They’re supposed to earn your trust.” — Rep. Chris Stewart, RUtah, to Secret Service Director Joseph Clancy during a recent House Appropriations subcommittee hearing. By Roslyn Ryan Editor
Let’s face it: Being hauled before a congressional panel and grilled like a shish kabob — no matter what the reason — typically makes for some very cringe-worthy television. But last week, as Secret Service Director Joe Clancy was forced to defend both himself and his employees after reports surfaced that two agents were found to be inebriated while on duty, it wasn’t Clancy’s unfortunate predicament that had me rolling my eyes. My issue? The “dude” in the room. When it came time for him to offer his assessment of the situation at hand, Rep. Chris Stewart, R-Utah, unironically and with seeming ease, addressed the acting head of the United States Secret Service as “dude.” Dude? Dude?? Call it the slang that broke the camel’s back. But I think we have crossed a line. Are you trying to tell me that
it’s come to this? That a former CEO and bestselling author with a degree in Economics cannot think of a single more appropriate address than “dude?” That the good people of Utah’s second congressional district are being represented by a latter day Jeff Spicoli? I am not against bending the rules of decorum from time to time, even in the political realm. Did I join the outraged chorus when some members of Northwestern University’s national championship women’s lacrosse team wore flipflops to the White House in 2005? No. I didn’t even flinch two years ago when Boston Red Sox superstar David Ortiz took an impromptu selfie with the President — a selfie! But this — this “dude” thing — is simply too much. Am I overreacting? Perhaps. But I would also posit that this is where it starts —that from this one “dude” will eventually spring forth more and more seemingly innocuous indiscretions, snowballing until half the members of Congress are wearing cargo shorts to work and all bills are written in text lingo (OMG!). Call me a stodgy old bat if you must, but I simply cannot abide this. Give me liberty or give me death — just please don’t give me dude.

An overview of the 2015 General Assembly By Lee Ware, R-65th Contributing Columnist
S
olid accomplishments on each of state government’s core responsibilities marked this year’s “Short” Session of General Assembly. We balanced the budget — as required by the Virginia Constitution — at $1 billion less for the General Fund than the original 2014-2016 budget adopted last year. The reduction reflects the continuing effects of the sluggish economy both within Virginia and across the country. We also eliminated $33 million in debt, rejected $11 million in fee-increases proposed by Gov. Terry McAuliffe, held firm against the proposed expansion of “Obamacare,” and invested in public education, higher education, and public safety, while targeting funds to be spent for transportation. Here are the budgetary highlights:
Taxes and spending The legislature: Enacted no new taxes. Funds the state’s share for localities that wish to provide a 1.5% increase for public school teachers—and includes funds for teachers’ professional development. (Since 2008 — the onset of “The Great Recession” — salaries for elementary
teachers have increased on average by a modest 3.4 percent while salaries for secondary teaachers by 4.1 percent). Assigned $40 million in additional funding for the teachers’ retirement fund to bring the total for the biennium to $190 million.

Whereas the Appropriations committee spends taxpayers’ monies, the Finance committee, by handling all bills having to do with revenues and taxes, in effect raises a goodly sum of the monies in our General Fund. It was in the Finance committee that costly proposals for tax increases and more spending — at a time when our economy remains fragile — were
defeated. Two issues generated the most debate in the House this year. House Joint Resolutions (HJR) calling for a Convention of States to compel the federal Congress to balance its budget, etc., drew statewide attention—and participation. My own House Caucus devoted two days of private debate to the issue. In the end, patrons of these resolutions in both the House and Senate withdrew their proposals—in each chamber falling just short of a majority of pledged votes. Assuredly this is an issue that will be back on the agenda next year. Dominion Power sought
— and gained — legislation to exempt the company from oversight of the State Corporation Commission (SCC) for the next five years, in exchange freezing the baserate charged to Dominion customers for electricity service. Bulldogs open season with two wins Goochland downs Louisa two times in one week By Jim Ridolphi

D
espite some early season weather delays and postponements, Goochland’s varsity baseball team is off to a good start with a 2-0 record. Both of those wins came
at the expense of neighboring Louisa High School, which dropped its second game of the young season, 5-2, to the Bulldogs earlier this week. Although it’s early in the season, Goochland coach Wes Farkas said he is pleased with the good start, but more impressed with the team’s potential. “It’s early, but it’s nice to get off to a good start,” he said. “I’ve liked what I’ve seen so far and I think this team has a good mix of players that should lead to a good season.” Louisa got on the board early when Goochland starter Nick Norman walked Cole Agee. Agee scored when Cameron Stanley drove him in with a single, giving the Lions a 1-0
first inning advantage. The Bulldogs answered quickly when newcomer Scott Carter drove in Cory Alexander who had reached base on an error. Tanner Bradshaw added an RBI and the Bulldogs were up 2-1. That lead lasted until the top of the fourth when Louisa knotted the contest at two. The Bulldogs answered with a three-run bottom of the inning, including an RBI by Noah Doczi. Goochland used five pitchers to secure the 5-2 victory, something Farkas said is valuable early in the season. “We wanted to get some of our pitchers some work, and it see Baseball > 11

Baseball continued from >10 seemed like a good time to do that,”Farkas said.“We didn’t have any preseason scrimmage games so some of them are getting on the mound for the first time.” Norman started and was replaced by Hunter Bailey in the fourth inning. Chase Doczi worked an inning followed by brief stints from Carter and Coleman Duty. “I thought all of them looked pretty good today,” Farkas said. The team played its first game without starter Joe Cutchins who Farkas described as “one of the best players on our team.” Cutchins broke his arm on his first at bat of the season as he headed to third base with a
triple and fell awkwardly. “It was just a bad break,” Cutchins said as he watched his teammates from the dugout Monday. The senior had surgery on his arm this week and hopes to return to the lineup in four to six weeks. “Of course we’ll miss him, but I think we have guys who can step up when something like this
happens,” Farkas said. So far, the Bulldogs are getting hits and scoring runs when they need them. “I think we had two good offensive innings today where we showed good momentum,” Farkas said. The team hopes to maintain that momentum in matchups with Cumberland and Prince Edward later this week.

FY2016 Goochland County Budget: The making of a general county levy or the imposition of other taxes or the collections of such levy or taxes shall not constitute an appropriation nor an obligation or duty to appropriate any funds by the Board of Supervisors for any purpose, expenditure or contemplated expenditure. The laying or making of any levy in an amount sufficient to cover or pay all estimated and contemplated expenditures for the fiscal year shall not be construed as imposing any obligation or duty on the Board of Supervisors to appropriate any amount whatsoever. No part of the funds raised by general county levies or taxes shall be considered available, allocated or expended for any purpose until there has been an appropriation of funds for that expenditure or purpose by the Board of Supervisors. Further, the advertisement of this contemplated budget does not limit, in any way, the ability of the Board to make further reductions or adjustments at any time as deemed necessary or appropriate by the Board. PUBLIC HEARING NOTICE
The Goochland County Board of Supervisors will conduct a Public Hearing on Monday, April 13, 2015, 7:00 PM Goochland County Administration Building 1800 Sandy Hook Rd., Board Meeting Room Suite 250, Goochland, VA on the following item(s). The meeting is open to the public. Ordinance to amend Chapter 5 (“Erosion and Sediment Control”) of the Goochland County Code of Ordinances by adding the title Article II (“Erosion and Sediment Control”) to the existing provisions and adding Article I (“Stormwater Management”) to consist of Sections 5-1 (“Purpose and Authority”), 5-2 (“Definitions”), 5-3 (“Stormwater Permit Requirement; Exemptions”), 5-4 (“Stormwater Management Program Established; Submission and Approval of Plans; Prohibitions”), 5-5 (“Stormwater Pollution Prevention Plan”), 5-6 (“Review of Stormwater Management Plan”), 5-7 (“Technical Criteria for Regulated Land Disturbing Activities”), 5-8 (“Long-Term Maintenance of Permanent Stormwater Management Facilities”), 5-9 (“Monitoring and Inspections”), 5-10 (“Enforcement”), 5-11 (“Administrative Hearings; Conduct of Hearing”), 5-12 (“Judicial Review”) and 5-13 (“Fees”) to comply with changes to State law and regulations related to stormwater management Ordinance to amend the Goochland County Code of Ordinances by amending Chapter 5.5 (“Fees and Taxes”), Article II (“Schedule of Fees and Charges”), Section 5.5-19 (“Land Disturbing”) to comply with changes to State law and regulations related to fees associated with stormwater management, as authorized by Virginia Code Section 62.1-44.15:28(A)(5)

Ordinance to Amend the Goochland County Code, Chapter 5.5 (“Fees and Taxes”), Article II (“Schedule of Fees and Charges”), Section 5.5-26 (“Water and Sewer Charges”) to Increase the Countywide Water and Sewer Volume and Service Charges and to repeal the provision relating to “water modeling” services, as authorized by Virginia Code Sections 15.2-2111, 15.2-2119, 15.2-2122, 15.2-2143 and 15.2-2403 1.
