Those looking to secure a stormwater management permit will soon be able to keep things local. Citing concerns about longer wait times for permit approval — as well as other possible customer service-related issues — the Goochland County Board voted 3-2 Monday night to move the stormwater management permitting process under the county’s control as of July 1. The state’s Department of Environmental Quality (DEQ) currently oversees the process for issuing the permits, which are typically required for any building project undertaken on more than one acre of land. O
ut of all the things Goochland High School senior Hope Spoonhower remembers about her friend Katie Anderson — her smile, how much fun she was to be around — perhaps the most heartbreaking thing is this: Even as Anderson, then 16, was fighting the battle of her life against leukemia in 2014, she always tried to put on a brave face for her friends. “It was one of the scariest things imaginable,” Spoonhower said, “but she never complained. When we would visit her in the hospital, even though she was so sick, she was always trying to make us feel comfortable. She was always just trying to be Katie.”

Tragically, Anderson lost her fight on March 16, 2014, leaving behind a host of devastated family members and friends. Now, as a way of honoring her memory and raising funds to support cancer research, Spoonhower and a group of GHS students — many of whom also had been close with Anderson — are organizing the first-ever Kolor Me Katie 5K race. The event will be held on Saturday, May 16, at the Goochland Family YMCA (1800 Dickinson Road), and will feature a 400-yard race for children in grades two and under, a one-mile fun run for children in see Color > 3

continued from >1 To District 2 representative Manuel Alvarez, bringing the permitting process in-house seemed to make sense from a logistical standpoint. “If we do [issue the permits] the citizens are going to want us to be out there,� Alvarez said. “But if we don’t, they are going to want us to be out there anyway.� Alvarez also urged fellow board members to consider Goochland’s reputation as a business-friendly locality, noting that leaving the permitting with the state might make the county look “more difficult to work with� when compared to neighboring communities like Henrico, which already oversees its own stormwater permit program.
Now that county leaders have decided to take on the responsibility for stormwater management permits, the administration will need to submit a package of materials including their plans for staffing and funding the program. According to County Administrator Rebecca Dickson, most of the $170,000 price tag for the program is already in the county’s budget. Around $10,000 would be required in start-up costs, she said, but there would be no need to increase current staffing. Like several board members, Dickson described the potential impact on those seeking permits as a key reason to make the move. “I think right now we see a customer service issue,� Dickson said, pointing to the fact that

While all five board members had positive things to say about the proposed change, two – board chair Susan Lascolette and District 5 representative Ken Peterson — voted against it. “I share [developers’] concerns, because time is money,� Peterson said, adding that he was pleased with the diligence of county staff in organizing the information and preparing the county for the eventual assumption of the permit process. Peterson said he remained concerned, however, about lingering issues that may not have been resolved. “This body is charged with doing what is best for the county,� Peterson said, “and right now that is not clear.�

Thursday, April 16, marks the fifth annual Regional Kindergarten Registration Campaign, coordinated by Smart Beginnings Greater Richmond. “Our goal is to reach more parents about the kindergarten registration date and help more parents understand what school readiness is,” Jacque Hale, director of Smart Beginnings. said. “Parents are their child’s first and most important teacher,” she added. GFCFS honoring volunteers this week Contributed report
During National Volunteer Appreciation Week (April 1218), Goochland Free Clinic & Family Services (GFCFS) is recognizing and thanking over 400 volunteers who support GFCFS’s mission: to provide access to health care and basic human services for the Goochland community. GFCFS relies on volunteer support to staff the majority of the 12 critical assistance programs. In 2014, volunteers gave over 13,800 hours to GFCFS – that equals the value of nearly $350,000.
National Volunteer Week was established with an executive order in 1974 as a way to recognize and celebrate the efforts of volunteers throughout the nation. Most residents know someone who volunteers their time with GFCFS or at any other organization, and should thank them for the work that they do for the Goochland community. Visit Goochland Free Clinic and Family Services any day of the week, and there are volunteers donating their time and talents. They are stocking shelves in the Food Pantry, sort-

ing donations at the Clothes Closet, taking blood pressure at the Free Clinic, answering and making phone calls. Not only individuals contribute, but also groups from universities, schools, churches, organizations and corporations volunteer with specific projects. Local churches provide dinners for staff at Tuesday Evening Clinic. Performance Food Group sent ham donations and volunteers to the Food Pantry earlier this month for Easter, while Capital One has committed to a service day in June. “Our volunteers are the heart of our organization,” Sally Graham, executive director of GFCFS, said. “They could be doing anything with their time. But, instead, they choose to give back to the community; they choose to help their neighbor in need. We simply cannot provide food for nearly 1,600 residents or dental care to over 400 patients or build wheelchair ramps without our extensive volunteer corps.” GFCFS always has openings for volunteers in several differ-

Obituaries ELEANOR BRIDGES Eleanor Sherwood “Shorty” Bridges of Beth Sholom Gardens, Henrico, widow of the late Lt. Col. (Ret.) Robinson E. Bridges, passed away on April 4, 2015, at the age of 97. Born in Penns Grove, New Jersey, on July 15, 1917, to the late James H a r r y and Eva Sherwood, she was the oldBridges est of four children. In addition to her parents, she was preceded in death by her husband, Lt. Col. (Ret.) Robinson E. Bridges; a daughter, Beryl Ann Bridges; and two brothers, James Harry Sherwood and Paul W. Sherwood Sr., both of Wilmington, Delaware. She is survived by a son and daughter-in-law, Robinson E. Bridges Jr. and Claudia Boggs Bridges of Maidens.; a brother, Kenneth E. Sherwood (Shelby) of Demopolis, Alabama; and three grandchildren, Robinson E. Bridges III of Henrico, Tyler Dulong of Maidens and Megan Dulong of Maidens. She married her Sunday School childhood sweetheart, Robinson Earl Bridges, on Valentine’s Day 1942 and, during his career in the U.S. Army, she traveled the world from Alaska to Africa during their 62 years of marriage. She lived in many states, as well as in Germany and Eritrea, Ethiopia and she was affectionately known as “Shorty” by most who knew her. She was an accomplished marksman, shooting smallbore rifle matches competitively for many years, winning numerous medals and awards. She also was an excellent seamstress and loved to play the piano and organ. She attended Wilmington High School and Goldey Business College
in Wilmington, Delaware, becoming an executive secretary at the Speakman Company in Wilmington, Delaware. During World War II, she worked for the War Department at Ft. DuPont, Delaware and Governor’s Island, New York. She later worked for many other companies in locations where they lived, including Specter Real Estate in Petersburg and the Ralph M. Parsons Company in Eritrea, East Africa, which had a mining operation in Ethiopia. She and her husband moved to Prince George in 1963, where they lived until retiring in 1977, and moving to Wildwood Point at Lake Gaston, Littleton, North Carolina. She was an active member of the choir at Littleton United Methodist Church until moving to Beth Sholom Gardens in Richmond. in 2003 when her husband became ill. In later years, she lost her sight to advanced macular degeneration, which prevented her from continuing with many of her hobbies. Her true loves were traveling, animals, reading, flowers, her family and grandchildren. She loved life, was a friend to everyone and always found the best in things even in the worst of times, encouraging others to do the same. EMILY B CARPENTER Emily B Carpenter, 77, died on April 3, 2015, of cancer. She was born in Washington, D.C. on October 16, 1937. She is survived by her husband of

Carpenter IV; and daughter-in-law, Margaret Carpenter of Colorado Springs, Colorado.; with grandchildren, Austin Ashby, Sarah Caitlin and Jeremy Connor; and daughter, Caroline B. Carpenter of Richmond; daughter-inlaw, Michelle Ashby Rogers of Sarasota, Florida; cousins, Warren Redfern (wife, Lou) of Midlothian, Thomas Redfern (wife, Patti) of Crozier, Ray Clarke of Henrico, North Carolina and Rebecca Cowart (husband, James) of Richmond, Texas. Emily was baptized, confirmed and married in historic St. John’s Church. She graduated from Mary Washington College in 1959 and taught language at John Marshall High School for three years. She was a loyal U.S. Army wife for 24 years, especially enjoying tours of duty at West Point, Germany and Belgium. While living in Westport, Connecticut, she coowned an interior design firm, arranged flowers professionally and was active in the Historical Society. A memorial service was held on Tuesday, April 7, 2015, at St. John’s Episcopal Church in Richmond. She was buried at West Point, with her predeceased son, Stephen Ashby Carpenter. It’s a funny thing about volunteers: As I have learned after interviewing dozens and dozens of them over the years, the people who give the most back also are often the ones who seem least likely to want to talk about it. Of course, in my line of work, this can create a bit of a problem — it would take both hands and at least one foot to count
The best of the best often seem to think that giving back means going about it quietly, without fanfare. the number of times a person I had interviewed about their volunteer work managed to leave out at least half of what they actually do. As I m sure our readers have realized, Goochland County is awash in selfless residents who spend hours each week giving back to their community. There are those who mentor students, those who gather food for fellow residents, and those who help build houses for families who would otherwise never know the

Volunteer spotlight Goochland resident Meta Potts has spent countless hours giving to her community over the years, including serving as last year’s Christmas Mother. In honor of National Volunteer Month, we asked her to share her philosphy on giving back.
M
y husband and I are firm believers in the concept of “neighborhood,” and find strength in the spirit of camaraderie. Therefore, we become involved quickly and deeply in activities that create solidarity. The team spirit that we enjoy in the Parke at Manakin Woods has enabled us to conduct neighborhood food drives each spring to benefit the Goochland Free Clinic and Family Services as well as service projects to raise funds each holiday season to benefit organizations such as Wounded Warriors of Virginia, the Angel Tree and Christmas Mother. One of the most exciting projects was suggested by my daughter, a music teacher. We called it “Tunes for the Troops,” and we filled 14 large boxes with CDs and DVDs, which we sent to Iraq. Most of my volunteer energy these days is devoted to CASA, Court Appointed Special Advocates for Children. I was drawn to this organization when I saw a Dr. Phil show during which he introduced the national director of CASA, who spoke of the need for child advocates in the court room. People die every day and you don’t have to be a newsroom veteran to realize that obituaries keep coming in no matter what else is grabbing the headlines. We often become immune to the loss of life and tragedy as we sift through the stories for the ones that affect readers the most and have the most appeal. Truth is, every one of those lives matter, and each one is accompanied by grieving relatives and human beings whose lives are forever changed with the announcement of one person’s passing. What may seem small and insignificant to us might be a major influence in another’s life … and
the cycle of life continues with or without those small notices in the newspaper. It’s even more rare for the death of a stranger to impact or influence our daily lives. Then there are those stories you see and feel that never leave, and suddenly someone you didn’t know becomes very important. Often, it’s the deeds or the personality that goes with a name we see in the latest obituaries that makes us stop and take note. Or sometimes it’s the way the person lived that inspires and moves us, capturing a place in our hearts and garnering our unwavering admiration. Lauren Hill was a 19-year-old sophomore at Mount Saint Joseph’s College. She attended the Division
III School to play basketball, the love of their life. She dreamed of one day taking the floor in a college game, and scoring a basket. Shortly after her high school graduation, Hill received a diagnosis that seemed certain to cut those plans short. After being diagnosed with inoperable brain cancer, the spirited player continued her pursuits in spite of the obstacles a lifethreatening disease can present. The prognosis was not good, and doctors told Hill she had only two years, at most, to live. That, also, did not interfere with her plans to start and play in a college basketball game. Her spirit, tenacity and composure as she struggled against insurmountable odds to accomplish a dream sends a message to all of us. In her final days, Lauren urged supporters to continue to donate to her Layup4Lauren fund to fight

pediatric cancer. Lauren left more than just a memory of a heroic struggle. She inspired millions to pursue their dreams, no matter the obstacles and or seemingly impossible odds. That’s a gift that lasts a lifetime for those of us who were touched by Lauren’s life. In my mind, that’s the true definition of a legacy, a perfect description of Lauren Hill.

The first annual Celebration of the Horse fundraiser will take place on Saturday, May 2, on the historic property of Belmead in Powhatan County. Proceeds from the event will support the Future Farmers of America and 4-H youth programs in the county, as well as maintenance of the roads of FrancisEmma, which are utilized by the equine community, farmers and many more. The event will be hosted by the Powhatan Farm Bureau, Powhatan FFA Alumni and Belmead Stables and Riding Club. The main attraction for the day will be the horse show featuring 19 classes in Western, English, Hunter and Dressage. There will be opportunities for novice riders on up to advanced riders. All ages are welcome. Belmead Stables and
Riding Club will be the site for the horse show. Nicole ZoetOostermeyer has volunteered to be the Dressage judge. To kick off the horse show, a Parade of Breeds Class will begin at 9 a.m. This event will feature speed demonstrations by Lexie Akins and Elizabeth Jones, both members of High School Rodeo and Foal ’N Around 4-H Club. Caitlin Reamy of Foal ’N Around 4-H Club will present an obstacle course demonstration with several miniature horses. Marty Adams, equine nutritionist for Southern States, will be a featured presenter for the day. Ask Fern A Dear Fern, After taking my first stab at an early spring vegetable garden this year, I am facing what many people would surely consider a “good problem to have” … I am awash in artichokes! All of the other produce I think I know how to handle, but I am finding myself at a loss when it comes to creative ways to prepare artichokes. Needless to say, my family and I can only eat them steamed or boiled so many times. Any suggestions?
Hot Crab & Artichoke Appetizer 1/2 Cup Mayo 1/2 Cup Sour Cream 1/2 Cup Extra Sharp Cheddar 14 oz Artichoke Hearts 1/2 lb Shelled Crabmeat 1 Clove Garlic 2 T Course Grain Mustard 1 T Fresh Dill Mix all ingredients together in a large bowl. Pour into a round baking dish and bake at 425 degrees for about 15 minutes until browned and bubbling. Serve with French bread or pita chips.
Stuffed Artichokes 2 Large Globe Artichokes Juice of 1 Lemon 1/4 Cup White Wine 1 tsp Old Bay Seasoning 1 Cup Bread Crumbs 1/4 Cup Chopped Parsley 1/4 Cup Fresh Mozzarella 3/4 Cup Ricotta Cheese 3 T Butter 1 T Olive Oil Except for the oil and butter, mix together all other ingredients folding in the mozzarella and ricotta lastly. Wash and trim artichokes by slicing off the stem and tips. Spoon out as much of the center choke as possible. Place artichokes in a large bowl of lemon juice and water to keep them from turning

Preserved Artichokes 6 Cups Distilled White Vinegar 1 tsp Fine Sea Salt 1 tsp Black Peppercorns 4 Whole Cloves 4 Whole Allspice 6 lbs Baby Artichokes 4 Pint Jars With Lids 4 Sprigs Oregano 3 Cups Extra Virgin Olive Oil In a large saucepan combine vinegar, salt, peppercorns, cloves, and allspice. Trim outer leaves, green leaf ends and trim the base of any dark green areas. Place artichokes into the pot of vinegar mixture. In the meantime, bring a large pot of water to boil. Ladle the artichoke mixture evenly into each pint jar, dividing the peppercorns, cove and allspice among them. Put a sprig of oregano into each jar. Cover the artichokes with oil. Put tops on the jars. Boil sealed jars in prepared pot of hot water for 25 minutes. Let the jars set in a dark, dry place from 2-4 weeks. Once opened, store in refrigerator.

Bells ring out at county courthouse Contributed report
Goochland County residents joined in the national commemoration signaling the end of the American Civil War last Thursday in front of the Goochland courthouse. The ceremonies were dubbed Bells Across the Land, and consisted of local communities gathering together to ring a bell for four minutes – one minute for each year of the Civil War. Goochland’s commemoration took place at 3:15 p.m. on the lawn of the Courthouse, following the lead of the bells being rung at Appomattox at 3 p.m. Participating bell-ringers included Dr. James Bowles, Ned Creasey, Isabelle Duke, Steve Fleming, Sophia Pryor, and two Goochland students, J. T. Massey and Jacob
Massey. The invocation was offered by Rev. Lauren Lobenhofer, pastor of Gum Spring United Methodist Church. Concluding remarks were offered by Dr. Bruce Ventor. The event was organized by the Goochland Historical Society.
Y History Walkers The inaugural Y History Walkers walk is scheduled for Sunday, April 26, beginning at 3 p.m. at Tucker Park at Maidens Landing. The tour will be led by Chuck Peple, and representatives of the Friends of Goochland Parks, the YMCA and the Goochland Historical Society. The event is free and open to the public. Reservations are being accepted at the Goochland YMCA, or by calling (804) 556-9887.

These special dogs make a big difference in people’s lives”. McAdams’ favorite helper and inspiration is her own dia-

With the support of her family, McAdams continues to take on new challenges. “I don’t want my health problems to define or limit who I am, even though some people think I shouldn’t push myself. She may look like a typical, energetic teenager who loves competition rodeo, singing and playing guitar, and helping her dad with woodworking projects, but Cassidy McAdams has
had more challenges in her 15 years than some may face in a lifetime. Even before she was born, doctors thought the pre-birth stroke McAdams suffered would prevent her from walking or talking. She was born with a congenital neck muscle condition that required 11 surgeries to correct, and wearing a helmet to ensure her head and neck would grow correctly. Then, sometime during one of her many hospital stays, doctors believe she was exposed
to a rotavirus that brought on severe and hard to control type 1 diabetes. In spite of these challenges, McAdams thrived and started to walk and talk, but a stutter prompted her mother to send her for voice lessons. Singing helped her overcome the stutter, and she went on to take music lessons, learning electric and acoustic guitar, mandolin and piano. She started writing and singing her own music at the age of 12, often using her talent at special events to raise

Collegiate scrimmages St. Chris St. Christopher outscores the Cougars 5-4 in four-inning scrimmage By Mike Schoeffel
Sports Writer The Collegiate School Cubs-level baseball team traveled to St. Christopher’s School on Monday, April 13, to take on the Bulldogs in a mid-season scrimmage. Though the score was not officially kept, St. Christopher outscored the Cougars 5-4 before the game was called after the the fourth inning, right as darkness was begin-
ning to creep in. Instead of playing the traditional three outs per halfinning, each team sent six hitters to the plate before switching, ensuring that each team received as many at-bats as possible Collegiate and St. Christopher each threw a different pitcher every inning. For Collegiate, Daniel Bruffy, who pitched the second inning, and Jasper Jones, who pitched the fourth inning, put on the most memorable performances from the hill. Bruffy struck out two of the six batters he faced, while Jones struck out three. Offensively, the Cougars were led by Ross Jones, Tony Almonte, and Josh Groban. Each finished the scrimmage with one RBI.

On April 1, the Goochland High School Strib Walker and Katherine Golladay of Collegiate School recently received the Lexus girls tennis team beat Randolph-Henry by a of Richmond Pursuit of Perfection Leadership final score of 6-3. Award. Lexus of Richmond recognizes an outstanding scholar-athlete each week of the GHS boys soccer team wins school year, culminating in the selection of a 4-1 over Buckingham single annual winner at the end of the school On April 1, the Goochland High School year. The prize for the yearly winner is a boys soccer team defeated Buckingham 4-1. $10,000 stipend.

The Goochland High School girls soccer team recently defeated Nottoway High School by a final score of 12-0. The victory improved the Bulldogs record to 5-1 and helped the girls rebound after their first loss of the season (a 9-1 defeat at the hands of Trinity). Maidens, beloved daughter of Robert and Barbara Williams and sister of Robert C. Williams III, passed away on Monday, April 6, 2015. She is survived by her aunt, Patricia Slone; and her cousins, Elizabeth Schneider, Patricia Janovitz, John Williams and his wife, Karen, and Evan and Olivia Williams. There was a chapel service on Thursday, April 10, 2015, with a family visitation following, at the Parham Chapel, Woody Funeral Home in Richmond. Graveside services were held in Rest Haven Cemetery in Cincinnati, Ohio. In lieu of flowers, contributions may be made to the Goochland County Fire and Rescue Squad, Station 5, P.O.
