Those who stopped by the Central Convenience Center in the past nine months likely noticed several facility enhancements and improvements. Beginning last August, the facility, located at 1908 Hidden Rock Lane, underwent a complete overhaul to allow for a more user-friendly experience. The improvements take advantage of a redesigned layout and space adjacent to the facility. The most notable improvement is improved traffic flow for the entire site. A separate entrance and exit were created to make this happen. The new entrance is now located about 200 feet from the location of the old entrance. Upon arrival, residents are greeted by a brand new attendant building. The old attendant building outlived its usefulness and was demolished as part of the renovations. As a result of the overhaul, access for solid waste drop-off increased from two drop-off spots to five, a change made possible by replacing the facility’s old solid waste compactors with new modern and efficient units. The recycling area also was enlarged and improved for
customer access. It now has additional capacity for general recycling (cardboard, paper, plastic, and aluminum), as well as for oil, batteries and paint. The final improvement was a complete repaving of the entire site, which occurred over two days last month. These improvements were made possible as a result of a new waste disposal contract with Central Virginia Waste Management Authority (CVWMA) that the Goochland County Board of Supervisors approved in early 2013. In addition, with the new contract, the county is realizing a significant savings per year. In a further enhancement to customer service, the Board of Supervisors has included funding in the 2015 budget that makes it possible to restore hours at both county Convenience Centers. Both centers will now also be open on Thursdays from 7:30 a.m. to 6 p.m. and on Sundays from 1 to 6 p.m. The new schedule will take effect in July. County Convenience Centers are for the use of county residents only and identification is regularly verified.

Landscape lesson number one? Test that soil Hadensville designer says some lessons don’t need to be learned the hard way By Roslyn Ryan Editor
A professional landscape designer for more than a decade, Hadensville resident Chris Coen recently began her second consecutive term as the secretary of the Virginia Society of Landscape Designers. As the owner of Nature’s Palette Landscape Design, Coen has amassed plenty of experience when it comes to deciding what to plant, where and why. As spring planting season kicks into high gear, we decided to check in for a little advice. Her best tip? Get a soil Coen test before embarking on any landscaping projects. “I always ask about that first when I am talking to potential clients,” Coen said, explaining that the test will tell you

Rotary Notes
Annual festival will offer trip back in time Contributed Report
A team of volunteers from the Rotary Club of Goochland will be lending a hand at the upcoming Rassawek Spring Jubilee Wine & Heritage Festival on June 7 and 8. Organizers say the family-oriented festival “celebrates the local, the handmade and the homegrown.” The jubilee, now in its fourth year, is expected to attract thousands of visitors from Richmond and beyond. “This festival is one of the premier events in Goochland County. I’m delighted that Rotary can help make it a success,” Jack Martin, president of the Rotary Club of Goochland, said. The Rassawek Vineyard’s rolling hills hug Route 6 on the
western end of Goochland’s fabled 35-mile drive. Experiencing Rassawek is more than a stroll among cultivated rows of Norton and Chardonnay grapes. The property is home to a variety of historic structures, each of which had been tabbed for demolition. Joseph E. Liesfeld Jr., a prominent contractor, preservationist and visionary, acquired the buildings just ahead of the wrecking ball and hauled them to Goochland. The first structure one encounters upon entering Rassawek is a prominent hilltop gazebo. Anyone familiar with downtown Richmond will recognize the gazebo’s roof as what was once the distinctive centerpiece over
the 6th Street Marketplace’s elevated walkway. The first cabin to find a new life at Rassawek was the “Saylor” cabin, believed to have been built in 1844. The two-story building was relocated and restored at Rassawek in 2003. In order to relocate the cabin, it was moved in sections by separating the first and second floors. The “Cherokee” cabin, built in 1910, was relocated from the Bon Air area of Richmond to Rassawek in 2008. The planks in the porch, which was added after the move, were milled from trees that grew around the original cabin on Cherokee Road. The Lord & Burnham greenhouse, built around 1910, is from Montpelier,
the home of President James Madison. The greenhouse was taken apart pane by pane and reconstructed at Rassawek. Rassawek’s barn, which overlooks the James River, is new but many of its materials have long and colorful histories. For example, the barn’s cupola was salvaged from the original gymnasium at St. Christopher’s School in Richmond. The beams come from a former dance hall in Goochland. Make plans to enjoy this and more at the Rassawek Spring Jubilee. For more information and to order tickets, visit: http:// rassawek.com/rassawekspring-jubilee/welcome/. Concert continued from >1 for Crohn’s fundraiser, and that gave us the idea that we could try and help too.” In an effort to help raise funds for the Crohn’s and Colitis Foundation of America, the two have organized a benefit concert set for Saturday. The concert will kick off at 6 p.m. on the Goochland High School football field and will feature performances by Nick Smith, Alex Norman, and Phillip and the Dudemans. Concert-goers will be seated on the football field and are encouraged to bring blankets or lawn chairs. The cost to attend is $7 for adults and $5 for students, children under 12 and those age 55 and over.
Crohn’s Disease is a chronic inflammatory disorder affecting the gastrointestinal tract, and is associated with increased risk for certain cancers, including bowel cancer and colorectal carcinoma. There is no cure for the disease, which currently affects around 150 people out of every 100,000, according to the Crohn’s and Colitis Foundation of America. Hopkins said the goal of Saturday’s concert is to offer support in whatever way they can. “We hope to offer a fun concert where people can enjoy some good music and raise money to support everyone suffering from Crohn’s Disease, Ashley included,” Hopkins said. “We just want to try and help make a difference.”

Program offers men a chance to rebuild lives By Roslyn Ryan Editor
After years of covering community news, I’ve written my share of stories involving correctional facilities. As you can imagine, most of the time the news has been bad. After all, most people don’t go into a correctional facility without leaving a trail of damage behind them. And, judging by recidivism rates across the U.S., many former prisoners struggle to leave the grip of prison behind even after they’ve served their time. Fortunately, last Sunday offered the chance to tell a very different kind of story, one that highlights the fact that opportunity and hope exist even in the grimmest of circumstances. On that day, the Thoroughbred Retirement Foundation held an Open Barn event at the James River Correctional Center, offering the public a first-hand example of what is right about Virginia’s correctional system. Through the Thoroughbred Retirement program, inmates are given the chance to take care of and bond with retired racehorses while learning valuable skills they can use to support themselves once they have served their time. The program has already

celebrated numerous success stories, including that of Tamio Holmes, a former inmate who now makes his living as a farrier. After he was found guilty on drug charges, Holmes arrived at James River in 2003 to begin his sentence. Once there, he developed a close bond with former Thoroughbred racehorse Covert Action, the grandson of legendary 1973 Triple Crown winner Secretariat. “You believe in love at first sight? It was one of them deals,” Holmes, who recently was the subject of a feature story in the Washington Post, said. “That was how it was. Covert Action was coming off a trailer and I went to get him. We were meant to be with each other.” Holmes now returns frequently to James River to work with inmates in the program, offering proof that it is possible to rebuild one’s life after leaving prison. While few could say with absolute certainty why the Thoroughbred Retirement Foundation’s program has had such a positive impact on so many, the fact remains that it works. And in a place where painful pasts and hard luck stories abound, it has given quite a few men the one thing they need the most: a second chance.

Letters to the Editor County leaders must not stray from current spending policies Dear Editor, The Goochland County Board of Supervisors should be commended and held in high esteem for adopting a budget with no property tax rate increase. This is the kind of government service most Goochland residents have been wanting for a long time. I greatly appreciate the board’s efforts to contain spending and the efforts of Goochland County employees who had to make hard choices on recommending funding levels for their departments. As a retired Federal employee, I know how easy it is to justify
more government spending without regard to the ultimate source of the money. So I greatly appreciate Goochland County employees who can keep their spending low while maintaining an acceptable level of services to county residents. If I wanted city level government services, I would move. However, Henrico and Hanover counties passed budgets with no tax rate increases and Chesterfield County with only a penny increase — so Goochland is not exceptional. A simple reason for no tax rate increases is that the national economy is improving and property values are rising, as will be property taxes again. This pumps more
property tax money into county coffers. So county belt tightening during the last few recession years will now be rewarded by rising property values and more money to spend as county property tax receipts rise. What I fear is that Goochland County might start to increase spending far beyond what we have found acceptable during the current recession and belt tightening. As tax receipts rise, I foresee encouragement on the part of supervisors and county employees to start spending on unnecessary projects for a variety of ill-conceived reasons. For example, our new see Letters > 7

You’re very Southern if . . . I’m a sucker for good fried chicken, and I’ve searched high and low for that perfect piece of fried bird, cinched with that perfect burn. And there are plenty of good places around here to get real Southern fried chicken, but you have to look. Some local grocery stores make chicken that’s as good as restaurant cooked I’ve had. And there are tried and true versions throughout the city and its surroundings, and, of course, those hidden gems that only the most local of locals know about. Sadly, I’ve come to the conclusion that the fried chicken heyday has ended, and healthy and less burdensome editions have replaced the once king of fast food. When we first arrived in Richmond, the choices were limited, and my father often piled us into a 1952 Chevy and drove down Broad Street to a place called Wakefield Grill. Their chicken was a thing of beauty, perfectly browned and crisp, but still moist and tasty on the inside. It came in a box with
Letters continued from >6 Goochland budget includes a reported $500,000 for rehabilitation of the old segregated high school in District 2, my district, for some unspecified and unproven public use. scrumptious French fries and a homemade roll. Once Wakefield closed, a place called Lendy’s served a new fangled invention called Kentucky Fried Chicken. Like a lot of things in my life, the KFC back then tasted better than the current version, but it’s still good. But, that Lendy’s chicken was something special, and we made the trip down almost to the Boulevard often to get the crispy delights. I’ve worshipped at the all the altars — Golden Skillet, KFC, Lee’s, Church’s, Popeyes and all the rest, but the results only temporarily fulfill this need for the perfect piece of fried chicken. I’m not sure what this lifelong attraction, or addiction, to fried chicken is or what the origins may be, but it’s a part of my psyche I’ve learned to accept. But, it’s still a fact that once I land at an unknown location, the first thing I do is Google fried chicken and start searching for that poultry nirvana that is out there. I have results to back up the hours of searching, and, admittedly, some bad plates of
chicken. But it’s paid off more times than not. For example, on a trip to Barbados, a local told me of a local chain of fried chicken stores in the Georgetown area. I rented a car, crossed the island and ended up at a place called Cheffette, where some of the best chicken I’ve ever eaten was served. The cook told me it was broasted chicken, which brought back a slew of childhood memories when broasted chicken flashed on many a restaurant neon sign. Can you still get broasted chicken in the United States? Hey, you are talking to an expert. Jack and Jill in Charlottesville has the best broasted chicken I’ve had since I was a child. The search continues, the mission always unfulfilled, but the effort fueled with enthusiastic worship of the bird, and a distant memory of what Sunday dinner tasted like at my grandmother’s house. So, the words of a little place I discovered on a recent trip South sum up my sentiments almost to the “t” when it comes to fried chicken. “It’s Cluckin’ Good!”
monument to racial segregation and divisiveness should not convince the majority of Goochland citizens to support this project until it is thoroughly evaluated for its viability and return on investment. The $500,000 in the new budget to renovate and preserve the old segregated high school should be returned to citizens, put in the emergency fund, or transferred to our current school system. Let Richmond be the keeper of segregation history. So I strongly suspect there is still fluff in the Goochland County budget that all residents
should continue to question. Art Bachman Goochland

School Board continued from >1 feel like we would meet most of the criteria for the certification,” Lane said. Goochland students already have access to a walking club, Lane pointed out, and many elementary school students sit on exercise balls instead of chairs while working at their desks. Recently, one elementary school teacher even began using the transition time between classes as an opportunity to get students up and moving around. Pete Woody from the Richmond Sports Backers was on hand during the meeting to address the board during the workshop, and explained that the goal of the Active RVA certification is “to create a culture of physical activity” within the schools. Once the schools have earned the certification — which involves completing an application process and meeting several benchmarks
set by the Sports Backers organization — they will be able to more easily network with other school divisions and share ideas and strategies, Woody said. Schools’ achievements also will be honored at an annual awards luncheon. To assistant superintend ent Stephen Geyer, the Active RVA certification could offer a wealth of opportunities “to see how we can become more fit in our schools and develop more wellness programs for our students.” Geyer explained that the certification would serve as an excellent complement to the hard work teachers and administrators have already devoted. “Our students already have many opportunities during the day to be active,” he said. “We are very fortunate that we have teachers who understand how important that is, and how the brain functions when it comes to movement and learning.”

Day in May festival, set for this Saturday, will feature five events By Roslyn Ryan Editor
Every dog has its day — and Saturday promises to be a good one for Goochland County canines. As part of A Day in May, the newest incarnation of the annual spring festival many residents may remember from years past, Goochland County Animal Control will be hosting Dog Dynasty, an event organizers promise will be packed with plenty of pooch-themed fun. Dog Dynasty will be held from 10 a.m. to 2 p.m. on Saturday at the Goochland Elementary School track and will offer, among other events, a costume contest, rabies shots and the opportunity to have your pet microchipped. For those looking for
some off-leash enjoyment, Goochland Parks and Rec director Derek Stamey promised that the day will offer plenty of other opportunities. “Basically, what we decided to do this year is to take a lot of the smaller events Goochland residents have enjoyed every spring and combine them,” Stamey said, explaining that their goal was to give the county the biggest bang for its buck. “Essentially, you’ve got five events in one,” he added, “so it’s really kind of cool.” The 2014 A Day in May festival will take place at the Goochland Sports Complex, located behind the County Administration Building at 1800 Sandy Hook Road. Also part of the festivities: Attendees can watch some of Goochland’s top skaters
catch some air during the Xfest from 12 to 4 p.m. This event, which drew 350 people last year, will feature demonstrations and competitions, as well as music, pizza and refreshments. Skate vendors also will be on-site. The Goochland Show and Sell will celebrate the work of local artists from 8 a.m. to 2 p.m. Spaces will be divided into arts, crafts, businesses and yard sale vendors. A Kids Korner will be held from noon to 4 p.m., offering ladder ball, arts and crafts and carnival games. Goochland County Fire and Rescue Company 5 will be holding a yard sale from 7 a.m. to 1 p.m. For more information, call (804) 556-5854 or visit www. co.goochland.va.us.

Easy does it By Michael Hastings Contributing Writer
S
hrimp is a very versatile food. It seems to go with just about anything. Sometimes I get caught up in all the ways I can use shrimp — and I forget about the simplest ones. And these are the dishes where you can best taste the flavor of the shrimp, instead of the herbs, spices or other ingredients that may have been added. Shrimp have a fairly assertive flavor for seafood (more than white fish anyway) so they can stand up to some reasonably bold flavors. Too often, though, I run across shrimp dishes that bury shrimp in an avalanche of strong flavors. The result may be delicious, but it often doesn’t taste like shrimp.

YOUR TABLE: Cooking Tips and Recipes

So I decided to get back to basics with some of the simple dishes I’ve always loved. When I was growing up, shrimp salad was something my mother or grandmother would make for a ladies’ luncheon. Sure, it’s oldfashioned, but it was popular for a reason. And the plain mayonnaise dressing with little more than celery in it ensures that the shrimp remains front and center. One of the near-forgotten great Southern dishes is pickled shrimp (see recipe, right). Perfectly cooked shrimp are marinated overnight with onions and a few spices, typically including allspice, for a tantalizing and tangy appetizer that keeps people coming back bite after bite. Garlic and lemon are natural partners for shrimp. A satisfying meal for me is shrimp baked or sautéed with garlic, lemon and butter. Some people would call that shrimp scampi; I just call it shrimp with garlic and lemon butter. The butter, which takes on the garlic

and lemon flavors as the dish cooks, becomes a sauce that is a great partner for chunks of good bread or a side of rice. Greeks love shrimp with feta and tomato, and so do I. For years, I used to place shrimp in a baking dish with tomato sauce and top it with feta. But I recently came across a recipe from Michael Symon, one of the hosts of “The Chew” TV show. He uses fresh cherry tomatoes with shrimp and feta in aluminum packets that are cooked on the grill. He adds some white wine and dill, too, but it still has only five ingredients, not counting oil, salt and pepper. Finally, I like shrimp skewers on the grill every once in awhile. You have to watch them closely so they don’t overcook, but the flavor of grilled shrimp is hard to beat. One recipe I love creates a simple marinade with garlic and fresh oranges. It offers plenty of flavor and color. But it also lets me taste the simple goodness of the shrimp.
Pickled Shrimp 4 pounds large, raw shrimp in shell 6 quarts boiling water mixed with 1 tablespoon salt 6 small yellow onions, thinly sliced 24 whole allspice 24 peppercorns 30 whole cloves 6 large bay leaves 1 small lemon, thinly sliced 6 cups cider vinegar mixed with 2 cups cold water 1. Cook the shrimp in the boiling salted water for 3 to 4 minutes or until bright pink. Drain, rinse in cool water, then peel and de-vein. 2. Layer the shrimp and onions in a 1-gallon glass jar, sprinkling with allspice, peppercorns and cloves and tucking in bay leaves and lemon slices as you go. Pour in the vinegar-water mixture, cover and refrigerate overnight. 3. Drain the shrimp well, discard the whole spices, bay leaves and lemon slices and serve cold as an appetizer.

Bulldogs fall short against Statesmen Errors doom Goochland’s efforts to take first place By Jim Ridolphi Special Correspondent
F
irst place in the James River District was on the line last week when the Randolph-Henry High School Statesmen made a trip to Goochland County for a varsity baseball match up. Both teams entered the contest with only one district loss, and Goochland’s came early in the season against Bluestone. Since then, the Bulldogs have reeled off a string of victories that seem to point to a strong finish and promising post season prospects. But the Statesmen didn’t get the memo and readily immersed themselves in a pitching duel in which neither hurler prepared to yield. “It’s always a tough game against Randolph-Henry,” Goochland coach Wes Farkas said. “It’s always a one- or tworun game.” It’s also not unusual for the

teams to be battling for district honors. “We both came in with one loss, so this was for first place,” Farkas said. Admittedly, district rankings are not as important with new conference alignments, but
the game is important for district bragging rights. The visitors pushed across a run in the fourth when Cameron Vassar drove in Drew Jackson. They added two more in
the fifth fueled by two Bulldog errors to hand Goochland a tough loss, 3-1. “I told the guys you can’t make mistakes like that against a good team like RandolphHenry. We could get away
with that in some of our other games, but not against a team like them,” Farkas said. The defeat couldn’t tarnish a stellar pitching performance by left-hander Joe Cutchins, who displayed control dosed with
savvy to stifle a strong hitting Statesman lineup. “I thought we played well enough to win tonight,” Cutchins said. Pitching well and not getting the win is part of the game, and Cutchins said it wouldn’t affect future performances on the mound. “It’s tough, but we’ll bounce back and take advantage the next time we get a shot at them,” Cutchins said. The loss didn’t diminish Farkas’ confidence in a pitching staff that is hitting the mark. “I am pleased with the pitching this year, and Joe did a good job tonight. Coleman Duty is pitching well, and Tanner Bradshaw is also doing well . . . and we’re getting good relief,” Farkas said. The Bulldogs get that chance next month in an away contest with the Statesmen. “We get another chance at their place, and there’s still a lot of baseball left to be played,” Farkas said. “Tonight, we just beat it around a little bit too much.” Cutchins went the distance and got the loss, while Statesman starter Derek Harvath went all the way in the win. The Bulldogs (8-3) recorded two wins earlier in the week against Nottoway.
Tennis team triggers tremendous turnaround With only one win last year, GHS comes back
one of the greatest two-year turnarounds in the history of the program. Last year, the Bulldogs roster was saturated with a startling number of young and untried players. By Mike Schoeffel All-in-all, they had one Sports Writer upperclassmen leader — junior he Goochland High Jamal Jackson — and a whopSchool tennis team ping 12 sophomores. This rampant inexperience is in the middle of
T
led to a tough year on the court, as they won only one match and failed to be competitive in many of the matches they lost. It didn’t help that head coach Eric Schlaud, a Michigan native, also was a bit on the green side. Last year marked his first year at the helm of a varsity program, although he had coached “different things way
back when.” Taking that into consideration, last year was a learning experience for everyone involved. “Some of the players had never even picked up a racket before,” Schlaud said. But this year has been different. Schlaud and his players have grown into one of the
strongest teams in the James River District. As of April 28, the Bulldogs boasted a 7-3 record — a sixgame improvement from the difficult season they experienced a year ago. “It’s been a miracle, really,” Schlaud said of his team’s resurgence. “I think they took what I was teaching them last year to heart and really stepped
up. They’ve done so well this year.” If one spends enough time talking to Schlaud, the phrase “want to” will crop up at regular intervals. That’s because Schlaud said he believes that particular phrase and everything associated with it — a willingness see Turnaround > 13

Turnaround continued from >12 to practice hard, improve, and, perhaps above all else, win — has been an effective rallying cry for a team that has exceeded expectations so far this season. “It’s a huge deal,” Schlaud said. “The turnaround has just been remarkable. They’ve shown an incredible amount of want to get better. It’s been great coaching them this year and I can’t even begin to describe how proud I am.” Though Schlaud was quick to point out the importance of each player on the roster, he specifically noted Jackson, Blake Smith, Riley Braniff, Chase Lewis, Myles McClenney and Joseph McCluskey as the main catalysts behind the team’s unprecedented turnaround. Schlaud also praised freshman Jacob Webb, a kid “who took some private lessons” during the summer and figures to be a major contributor over the

next four years. Interestingly enough, Schlaud studied music at Judson University in Chicago. He said there are many parallels to be drawn between the two seemingly disparate worlds, the most notable of which is the necessity of conscious and correct repetition. “The biggest thing is practice,” he said. “If you don’t go out there and swing that racket, you’re not going to get better. It’s a discipline. That’s true in both the music world and the realm of athletics.” So how did a music major from Michigan come to take the reins of a tennis program in rural central Virginia and subsequently lead them to one of the greatest resurgences in school history? “I have a friend who teaches at Goochland and she knew my desire to help influence kids and keep them on the right path,” Schlaud said. “You can really do that with sports. Registration now open for 4-H Junior summer camp Contributed Report
Looking for something different for your children to do this summer? Goochland 4-H Junior Camp will be held during the week of July 2125 at the Jamestown 4-H Center in Williamsburg. Camp is open to young people ages 9 to 13 years old. Campers select from a variety of classes, including kayaking, crafts, archery, wild life, canoeing, fishing and leather crafts. Jamestown 4-H Camp is situated on 16 wooded and open acres, located outside of Williamsburg along the
banks of the James River. The facilities include air-conditioned cabins and lodges, a swimming pool with a diving board, air rifle and archery ranges, an amphitheater for campfire programs and picnic pavilions. The recreation hall and dining facility also are air-conditioned. Campers are transported on county buses from Goochland County to 4-H camp on Monday and returned safely back on Friday afternoon. The camp fee covers lodging, meals, activities, transportation and pro-
grams. Camp scholarships are available but applications must be submitted by today. Spots are limited, so those who would like to attend are urged to register as soon as possible. For more information, or to pick up a camp application, contact Jocelyn Dailey, 4-H Extension Agent with Virginia Cooperative Extension’s Goochland Office, at (804)556-5841 or email jddailey@vt.edu. Public Notice – Environmental Permit PURPOSE OF NOTICE: To seek public comment on the proposal to utilize an alternate groundwater point of compliance (APC) at the below-described solid waste landfill with a permit issued from the Department of Environmental Quality. PUBLIC COMMENT PERIOD: 30 days total, extending from May 1, 2014 to May 31, 2014 PERMIT NUMBER:
179
FACILITY NAME AND LOCATION:
Goochland County Sanitary Landfill Intersection of State Route 632 (Fairground Road) and State Route 665 (Hidden Park Lane), Goochland, Virginia 23063
VARIANCE DESCRIPTION: The landfill has requested a variance to locate one or more of its groundwater monitoring wells somewhere other than at the edge of the landfill waste mass as is normally required by the Commonwealth’s solid waste regulations. The applicant has demonstrated that moving the location of the monitoring well further from the edge of the waste mass will not result in an unreasonable risk to public health or the environment and will result in a facility design that is equally protective of human health and the environment. If approved, this variance will allow the facility to replace MW-3R and MW-4 with a new well which will be located 120 feet downgradient from the edge of the waste mass, but the well will remain located on landfill property. MW-1 will also be relocated 30 feet from the edge of the waste mass, but will remain on landfill property. HOW TO COMMENT: DEQ accepts comments by e-mail, fax or postal mail. All comments must include the name, address and telephone number of the person commenting and be received by DEQ within the 30-day comment period defined above. The public may review all related variance petition documents at the DEQ Regional office named below. CONTACT FOR PUBLIC COMMENTS, DOCUMENT REQUESTS AND ADDITIONAL INFORMATION: Dean E. Starook, Groundwater Remediation Specialist, Piedmont Regional Office, 4949A Cox Road, Glen Allen, Virginia 23060; Phone: (804) 527-5049; E-mail: dean.starook@deq.virginia.gov; Fax: (804) 527-5106.
