Riders set to travel through county Police Unity Tour pays tribute to all fallen officers By Roslyn Ryan Editor
Goochland residents may find themselves sharing the road with a large group of cyclists Sunday, as riders taking part in the 2015 Police Unity Tour make their way through the county. The group will be about 20 miles into the first leg of theirthree-day journey from Kroger Center Agnew Boulevard in Midlothian to the National Law Enforcement Memorial in Washington, DC. Among the riders will be Goochland Sheriff Jim Agnew. “Almost everyone who has been in this business knows someone whose name is on the wall of the memorial,” Agnew said. “All of us who are riding are sacrificing time and resources to make this challenging trip, but see Ride > 3

or the first few years of her life, no one would have called SaraLea a lucky dog.
A graceful, long-legged hound with a caramel and crème coat, she was born with a benign eye problem that made her appear a touch cross-eyed. At around 3 years old, she and her two sisters were abandoned on a lonely country road and left to fend for themselves. Finally, she was found and brought to the shelter run by For the Love of Animals in Goochland (FLAG), a nonprofit dedicated to finding permanent homes for abandoned, abused or neglected dogs. And that was where her luck began to change. See FLAG, page 8
For the second year in a row, Goochland County Public Schools has been awarded the Distinguished Budget Presentation Award by the Government Finance Officers Association of the United States and Canada (GFOA). This national award represents the highest form of recognition in governmental budgeting. “The school board remains committed to fiscal transparency,” superintendent James Lane said. “A clear, accessible process of budget development and accounting throughout the year is tantamount to the goals of our strategic plan.” In order to earn the award, GCPS satisfied 14 recognized guidelines designed to assess how well an entity’s budget serves as a policy document, financial plan, operations guide and communications tool. The school board also put a greater focus on community see Budget > 4

Memories of America’s favorite pastime helped make up the speech that sent Fluvanna native Jonathan Corbin to the American Legion’s National Oratorical Contest in Indianapolis April 10-12. As Virg inia’s state representative, he joined 51 other state and international repreCorbin sentatives to compete for the national title and one of three substantial scholarships. The Legion is the sponsor of the annual nationwide contest for high school students in which
they prepare an 8- to 10-minute oration on some aspect of the Constitution, and then also give a 3-to 5-minute discourse on one of four assigned amendments. Students must win at their local, district, regional and state levels to attend the national tournament. In his oration, Corbin recounted childhood memories on the baseball field and related them back to the Constitution, stating that “having grown up in Central Virginia, I naturally spent my summertime Saturdays as a child at the baseball field ... and while the competition could get fierce, we all knew that Saturday’s foes on the field would be Monday’s friends back at school. We were, after all, in the same league —
the same community.” Corbin went on to suggest that, like the regulations of baseball, theConstitution “was never meant to determine the outcome of the game, but rather lay the essential foundations and protections so that we the people could participate in and shape our own government as time progresses.” Corbin’s speech took him all the way to the semi-final round, along with eight other contestants. In the end, it was contestants from Iowa, Illinois and Florida who were on the stage Sunday morning, but Corbin did not leave empty handed: He took home $3,000 in scholarship awards and memories to last a lifetime. “It was one of the great-
est opportunities I’ve had,” he said after the competition, “just being able to compete and converse with everyone there. Even though we may have had different political or personal views, the competitors were all on the same page, and it was almost more fun talking with them afterwards than it was to actually compete. We had all done the research, written the speeches, and it truly seemed like everyone believed in what they were speaking about — it wasn’t just a contest for scholarships.” For more information on the contest, or to donate to the veterans who make such events possible, go to www.legion.org or contact your local American Legion post.

For the love of dogs By Roslyn Ryan Editor
Saying you love dogs is like saying you love bright, sunny days in May— not everyone does, I suppose, but those who don’t will always be just a tiny bit suspect. How, after all, can you not love dogs? As I’ve said many times since we brought him home two years ago, my dog Bo would test the patience of Job. From the moment he entered our house — and promptly “marked” the living room rug — he has continued to find new and increasingly creative ways to make our home his own. He has reserved the sofa for the sole use of himself and will only allow someone else to sit on it so long as they supply a steady stream of belly rubs. He prefers chewing expensive shoes above anything else and has decided that if he can’t jump over a fence (he is a bit on the short, stubbylegged side) he will gleefully try to dig under it. And yet … Bo is as much a member of our family as he possibly could be and brings far more to our lives than he could ever cost us in ruined furniture or carpet cleaning solvents. We are dog people, through and through, and can’t imagine our home without one. Of course, this sentiment will be very familiar to plenty of Gazette readers, many of whom

may be reading this with a furry friend at their feet (or, as is usually the case with Bo, in their lap). As we celebrate the 100th anniversary of Be Kind to Animals Week, an initiative started by the American Humane Association, we are particularly grateful for all of those in Goochland who volunteer their time to make sure that abandoned dogs — and cats, horses and all other animals — are able to find loving, nurturing homes. Goochland is so fortunate to have organizations like For the Love of Animals in Goochland (see the story on page 1), as well as Animal Shelter staff members who work tirelessly on behalf of animals. What they have been able to do with limited space and resources is amazing and it is obvious that they put their hearts into their work. For animal lovers, it is truly a wonderful thing to see. Every once in awhile, when I see my dog rolling happily in the grass or dancing with glee as I come through the front door, I think about a saying I heard from my mom — another lifelong dog lover. “God loved dogs so much,” she liked to say, “he spelled his own name backwards.” Judging by all the happiness dogs bring to their owners, He must have loved us an awful lot too.

Goochland Elementary staffers honored On Wednesday, April 23, Goochland Elementary School (GES) honored Carolyn Trongone and Diane Rigsby, two of the school’s “well-deserving, dedicated, faithful and committed administrative assistants.” Both were “treated like queens” by Tina McCay, the principal, students, faculty and staff. They wore crowns (made by a preschool class) and were showered with cards, flowers, and hugs throughout the day at GES. Trongone and Rigsby were picked up in a red and white 1956 Chevy owned by Edward Tyler and chauffeured to lunch at Bella Sicilia Italian Restaurant by Tyrone McCowin. The two were then treated to a spa experience at Francesca’s.
Letter to the Editor Poor schools, bad policy to blame for problems in U.S. cities Dear Editor, The riots in Baltimore are sad but predictable, as are future riots in other large urban areas. I travel around the U.S. a lot and see firsthand the problems that progressive Democrats have caused in our great nation. Visiting the core areas of major cities such as Baltimore, Philadelphia, Detroit, Chicago, Atlanta and others in the summer is a fascinating experience. The number of young shaggy looking people roaming the streets with no purpose in all of these major cities
is appalling, scary and enough to discourage visitors. Then there is Gary, Indiana, which I visited last year. Downtown Gary is an abandoned ghost town. It looks like a movie set and even the police don’t want to go there because of the violence. It’s worth a visit, in the early morning, to see the ultimate result of progressive Democrat rule. So what’s to be done? Change the public education system before it is too late! Stop passing kids through failed public schools that benefit only teachers and administrators with their regular pay checks and benefits, and the politicians who support them. I have had many experiences with
high school graduates who could not read at a third grade level. Goochland might be an exception, but most public schools are failing as the riots in Baltimore demonstrate. Today’s public schools should concentrate on only four areas: reading, English, math and job skills. Most public school officials have lost sight of the fact that without these skills no person can function in modern society. Forget the music, foreign languages, social studies, basket weaving and other extraneous classes and give kids a job skill for God’s sake! Teach plumbing, carpentry, auto mechanics, air conditioning, see Letter> page 7

County students gather to celebrate Arbor Day
continued from >6 masonry, and other skills that will get kids a job rather than put them on the streets as unemployable ingrates after graduation. Kids destined for college will find their way and let the colleges help those kids. I attended Emory University on a grant during the summer quarter between my junior and senior years of high school. Third-graders in Goochland County Public Schools enjoyed a fun and educational outdoor event on Arbor Day, April 24. They all came to Byrd Elementary School to celebrate trees as part of their participation in Dominion’s Project Plant It!, an environmental education program developed in 2007 by Dominion Resources, parent company of Dominion Virginia Power, to teach students about trees and the environment. Each participating student also received a redbud tree seedling to plant at home. During their time at Byrd Elementary, the students rotated among several learning stations to enhance their knowledge about trees: They ate food that comes from trees; looked at items on a table to determine if the item came from a tree or not; played a Quick Freeze Critters game, where some students were hawks and others were animals that have to hide in trees to stay safe; and learned about the things that trees need to survive. They also planted dogwood trees with help from Dominion foresters. This year, more than 44,000 elementary students in six states, including about 12,000 students in the Richmond region, were enrolled in Project Plant It! For more information about the program, visit www.projectplantit.com.

continued from >1 As they have done with thousands of dogs since the organization was founded in 1985, the volunteers at FLAG quickly set about making sure that SaraLea received the medical care she needed, plenty to eat and a cozy bed. Now, through their closely-followed social media presence and other contacts, they are working to find her a home. “She’s just the most gentle, sweet girl,” said FLAG volunteer Darleen Morano-Brown. “She’s had such a hard time, but she really just rolls with the punches.” If SaraLea is a model for fortitude and perseverance, so too is FLAG. Thirty years after its founding by a small group of concerned animal lovers, (see box, below), the group now has 60 volunteers working three shifts a day at their Goochland kennel, which is equipped to comfortably house 8 to 10 at a time. To Penny Pearsall, who has served as FLAG’s president for

nearly three decades, the organization’s humble origins gave little clue to what it would one day become. “When we started out, you were really just wondering where the next penny would come from,” Pearsall said Now, FLAG enjoys partnerships with the Goochland County Animal Shelter and the Virginia Federation of Humane Societies, and receives financial support from animal lovers far and wide. More than a few times, people have left money for the group in their wills. “It’s just interesting how you start with this small idea — that you want to help animals — and all of the sudden you have this group that starts forming,” Pearsall said, watching as three dogs scampered back and forth in the spacious, outdoor area of the facility. “Isn’t it amazing?” As hard as they work to make sure the dogs in their care find homes, FLAG volunteers also devote a significant amount of time and effort to making sure those homes are the right ones. Laura Thomasson, a professional dog trainer who has volunteered with FLAG since 1994, serves as a screener for for the organization, making sure those looking to adopt dogs
have the resources to provide a stable, loving home. When it comes to bringing a pet into a family, “people are getting more educated,” Thomasson said. “But there is still a lot of educating to be done.” Occasionally, Pearsall said, looking out for a dog’s best interests means having to disappoint someone. Pearsall said the reasons they will not allow an adoption often have to do with the living situation the pet would be going into. Not all dogs are appropriate for a family with small children. For example, some dogs do better if they are the only dog in the home. FLAG also requires those who adopt to have a fenced area for the dog, and prefers owners whose work schedules don’t keep them away from home for extended periods of time. The conversations can get uncomfortable at times, but “honesty is really important when it comes to these types of things,” Pearsall said. “It has to be the right situation, because this is for a lifetime.” Over the years, FLAG has arranged the adoptions of thousands of dogs, many of which remained with their new owners for the rest of their lives. Through it all, Pearsall

Goochland FLAG volunteer Darleen MoranoBrown plays with SaraLea, a hound that came to the shelter with her two sisters after being abandoned. “She’s just the most gentle, sweet girl,” said Morano-Brown. “She’s had such a hard time, but she really just rolls with the punches.” The week after this photo was taken, SaraLea was adopted. Photo by Roslyn Ryan
said, the two things that have remained constant above all else are the dedication of the volunteers and the goal of making sure that every dog that comes through FLAG’s gate finds a safe, happy home. After three decades of service, Pearsall said she often gets questions about whether the organization has any plans to expand. Probably not, she said, pointing out their small size is one
factor that helps FLAG function so successfully. “We stay small,” Pearsall said, doing what they can handle and doing it well. “If we can take in 100 dogs in a year, that’s 100 dogs that are happy now.” One look at SaraLea as she snuggled in close for yet another head scratch from Darleen and it was clear she was one content canine. The volunteers, for their part, seemed pretty pleased as well.
“It’s a privilege to do this, and it’s a privilege to work with people who are so dedicated to what they’re doing,” Darleen Marano-Brown said. “Everybody works together and the common thread is making sure that these dogs have a great environment.” FLAG is always in need of more volunteers, president Penny Pearsall said. Anyone interested in volunteering is urged to call FLAG at (804) 342-6975.

NEWS: What’s Going on in Goochland County
May 7, 2015
VA State Inspections
FLAG’s story begins with ‘Belle’ Few might have guessed that when Goochland residents Elaine and Richard Tinsley rescued a cow and calf from Richmond’s Belle Isle during a flood in 1986, the event would become the catalyst for an organization that would go on to rescue
thousands of animals. The story of the rescue that would lead to the founding of FLAG is detailed in the book “Belle of Belle Isle” by Joan Caravetta. The book, published in 1986, is being brought back as a limited edition in celebra-
tion of FLAG’s 30th anniversary and 100 percent of the proceeds will be donated back to the organization. For more information, or to purchase a copy of “Belle of Belle Isle,” visit http://www. flagpets.com/ or call (804) 342-6975.

BARRY WALKER Barry Quentin Walker, M.D., 86, died Sunday, March 8, 2015,at home at Kendal, surrounded by loved ones. He is survived by his beloved companion of seven years, Marilyn Carson; by the mother of his children, Elizabeth Villaume; by his son, David Walker; by his daughter, Katherine Walker; by his brother, Dr. Stuart Walker; and by his three grandchildren. Dr. Walker was widowed by his second wife, Marilyn Moran, in 2007. Dr. Walker grew up in Hartsdale, New York, attended Bronxville High School and Middlebury College in Vermont. He went on to attain his Master’s Degree in Zoology from the University of Arkansas, and
would pursue a lifelong passion for the preservation of wildlife and the natural world. He ultimately chose to pursue medicine, attending Case Western Reserve Medical College, completing his internship and residency at the Cleveland Clinic. He would go on to become an accomplished Interventional Radiologist who practiced for more than 20 years at St. Mary’s/Bon Secours Hospital in Richmond, while teaching residents at the Medical College of Virginia. He fully retired from medicine in 1999. At the height of his career, Dr. Walker traveled extensively to teach cutting-edge radiological procedures, from the former Soviet Union to China, from East Africa to Brazil. A true “gentleman farmer,” he lived for more than 20 years on 20 acres overlooking the James River in rural Goochland. He enlisted his entire family to care for over 250 exotic ducks and geese, several hawks, many dogs, snakes, rabbits, a raccoon and a horse. “Doc” Walker, as he was known by his neighbors, was locally famous for rehabilitating the county’s injured birds and
other wildlife. From an early age, Dr. Walker was a highly skilled artist. By the mid-1960s, he became world-renowned for his unique “feather paintings,” a rare Chinese art form in which actual cut-feathers are applied to paper to render highly accurate images of birds. In later years, he became a globally-recognized expert in butterfly photography. His collection of over 25,000 butterfly and moth photos will be donated to the University of Florida at Gainesville’s Lepidoptery library. Dr. Walker retired to Oberlin, Ohio’s Kendal community in 2002, where he became an active member of the community known, as always, for his love of birds. Memorial services for Dr. Walker were held on May 2, 2015, at the Kendall Community Center in Oberlin, Ohio. Memorial donations, in the name of Dr. Walker, are suggested to the Nature Conservancy (www.nature.org) and the Kendal at Oberlin Residents Assistance Fund at 600 Kendal Drive, Oberlin, Ohio 44074-1900. Arrangements are in the care of Dicken Funeral Home and Cremation Service in Elyria, Ohio.
Local group working to restore graves at Grace Church Contributed report
Goochland Courthouse will be on its way to having a restored living museum on Saturday, May 9, thanks to the Chancellor Wythe Chapter of the National Society of the Daughters of the American Revolution and Grace Episcopal Church.
When Grace Church and DAR member Karen Mick noticed the Payne family plot in the Grace Church cemetery, she became curious about the background of George Payne whose grave rests within the metal fence in the old part of the cemetery that pre-dates the church by several decades.

Teams on win streak as season winds down By Jim Ridolphi Special Correspondent

oleman Duty pitched his third complete game of the season leading the Bulldogs to a 15-1 shellacking of visiting Bluestone. The Bulldogs pounded out 12 hits and recorded no errors in the field to up their record to 8-2 as last week began. Duty struck out six and settled in after a shaky first inning to get the win. Baron starter Kawhawn Hilliard had a rough outing on the mound and five errors in the field didn’t help the Baron effort. Andrew Harcum was 3-4 with two doubles in the victory. The Bulldogs continued the offensive tear against Cumberland the following day with a 14-0 win over the Dukes. Goochland starter Tanner Bradshaw allowed only two hits,
and Bulldog bats came alive in the fifth inning for eight runs. Bradshaw also had three hits in the game, and Reid Chenault had a home run and a double in the win. The team faces a doubleheader this week against Prince Edward on the road and finishes the week with Amelia at home. The girls continued on their quest for an undefeated season with victories over Bluestone and Cumberland. The Lady Bulldogs defeated the Barons 9-4 and the Dukes fell by a 9-2 count. The girls’ soccer team also recorded two wins last week against Bluestone and Cumberland, 7-0 and 8-0. The boys’ soccer team defeated the same two teams by scores of 4-2 and 8-1.
