What’s cooking? Grant allows market to offer shoppers a taste of chefs’ talent By Roslyn Ryan Editor

T

hanks to a $1,000 grant from Richmond-based non-profit Slow Food RVa., Goochland’s Manakin Market will be offering local marketgoers a chance to sample while they shop. According to market manager Lisa Dearden, the grant, which was matched by the Virginia Foundation for Agriculture, Innovation and Rural Sustainability, will allow the market to feature a demonstration by local chefs every other week. The chefs will offer tips on easy ways to prepare fresh, flavorful and healthy meals — and offer those in attendance a chance to taste the final product. This week’s event, which will run from 10 a.m. to noon, will feature butcher Michele Wright of The Local Agrarian, who will be preparing wildcaught seafood. Retired bank president will lead Goochland Rotary Club County resident Tom Winfree has been a member of county service organization since 2007 Contributed report

Serving the community is nothing new to Tom Winfree, newly installed president of the Rotary Club of Goochland. Winfree, who took the helm of the county’s largest service club on July 1, cut his teeth on community service during his four-plus decades in the banking industry. He retired in 2014 as president and CEO of Midlothian-based Village Bank. He currently serves as vice chairman of that bank, which has 11 branches in the Richmond area. The Chesterfield County native is a graduate of Huguenot High School. He studied three years at the now-defunct Frederick College in Portsmouth. After that, he took a job in 1966 as an auditor at the Virginia Department of Transportation. It was at this time that Winfree decided to pursue a degree at night at the University of Richmond (UR). “I could take only one class a semester because of the extensive traveling required in my job,” he said. He graduated from UR in 1977 with a degree in accounting. Winfree began his banking career in 1970 when he joined the auditing department at the Bank of Virginia. In 1971, he became senior vice president and treasurer of the newly formed Capital Savings & Loan Association in Richmond. Nine years later, Winfree launched a new savings and loan in Gloucester County. As the president and CEO of Security Savings & Loan, he managed all aspects of the regulatory process. His next position took him in 1984 to Warrenton where he served as senior vice president and chief administrative officer for Jefferson Savings & Loan. He said he often traveled throughout the country following up on “problem loans.” He was elected president of the bank in 1989.

The Goochland Animal Shelter, located at 1900 Hidden Rock Lane in Goochland, has the following pets available to a good home: A spayed female Chihuahua/pug, about 5-8 years old; a male Red Tick Hound, about 1-3 years old; and a male kitten, about 10 weeks old. Donations of cans of cat food are greatly appreciated as the shelter is currently housing many cats. Winfree continued from >1 In 1995, he signed on with the Community Bank in Staunton as president and CEO. Six years later, he returned to Richmond as president of Southern Community Bank & Trust. Under his leadership, the bank changed its name to Village Bank. Winfree joined Goochland Rotary in 2007, soon after he and his wife Donna moved to Manakin-Sabot. Prior to that, he had been a Rotarian at clubs in Gloucester, Warrenton and Staunton. He also is a former president of the Chesterfield Chamber of Commerce. He currently serves on the boards of Bon Secours Health System and the Better Business Bureau. Winfree, a former Naval reservist, is passionate about

assisting wounded veterans and their families. He and a small group of other Richmond-area leaders created Families of the Wounded Fund, a nonprofit charity. The charity supports family members of military service men and women who have either been wounded in combat or injured as the result of lineof-duty activities in support of combat operations. This assistance targets patients at Hunter Holmes McGuire VA Medical Center in Richmond and Fort Belvoir Community Hospital. Since its launch 10 years ago, the fund has raised over $4.3 million. Winfree was honored as a distinguished alumnus of the University of Richmond and addressed the commencement of UR’s School of Professional & Continuing Studies. In addition, he is a recipient of the

Bernard L. Savage Community Service Award, recognizing his work to enhance the quality of life in Chesterfield County. Journeys offer reminders of what ‘home’ means By Roslyn Ryan Editor

I have a confession to make: Despite some very grand aspirations about someday hitting the road and seeing the world, I have yet to add “globetrotting adventurer” to my resume. And while I did manage to snag one wonderful but very brief trip abroad years ago, most of my time over the past 15 years has been spent within a stone’s throw of Goochland. Not that there is anything wrong with that. In fact, a recent

Thanks to the incredible hospitality of some friends who moved from this area to the Gulf Coast of Florida several years ago, my husband and I were able to spend the first real vacation we’d taken in almost a decade lounging on a beach fit for the cover of a glossy travel brochure. It was all there: tall palms, easy-going locals and tiki-themed restaurants that welcomed diners in right off the beach. And yet . . . Will you think me crazy if I admit that there were at least a few times I felt my heart tugged back toward Goochland? Will you think I have unequivocally lost my marbles if I say that palm trees are a poor substitute for oaks and elms, or note that a traffic jam is a traffic jam — even when it’s in paradise? No, I will be the first to thank my lucky stars for the opportunity to enjoy a bit of time away with people I love. But it didn’t take long to realize that while you can take the girl out of Virginia . . . well, you know the rest. If you happen to be heading out on vacation in the coming weeks, I wish you safe travels and perfect weather. But if you also feel yourself thinking fondly of Goochland while you are away, I won’t hold it against you. It’s not a bad thing, after all, to know your heart is happiest at home. As we ventured out for dinner on the Fourth of July, the streets of the city were deserted. Most Richmonders were on their way to the many organized fireworks displays featured throughout the metro region. And even an occasional afternoon

downpour didn’t dampen enthusiasm for the celebrations, all of them ending in a spectacular predictable fashion with an artful display of explosives. We watched from afar this year as we cruised around catching glimpses of numerous celebrations creating colorful blasts from all differing directions.

We are usually one of the thousands packed into viewing areas to enjoy the festivities, but this year we did things with a flair toward simplicity. The weather didn’t look promising as we packed our gear and headed for Beaverdam for the annual Ruritans see Looking back > 7


New law affects search warrant procedure for electronic data (Editor’s note: The following was submitted by R.E. “Trip” Chalkley III, Hanover County commonwealth’s attorney.) HANOVER — The following is a summary of new laws that took effect on July 1. This article is only a summary of laws that I believe are of interest to my fellow citizens in the area of criminal statutes enacted by the most recent General Assembly. The following is not a comprehensive list of all statutes passed or amended by the General Assembly and again, is only a summary of certain changes to the law. If there is any question as to statutes mentioned or not mentioned in this article, please contact me directly at 365-6186. A law enforcement officer (hereinafter LEO) will be required to secure a search warrant prior to obtaining electronic communications or real time location data. No device to collect such data may be used without first obtain-

ing a search warrant. Certain exceptions are provided and specifically listed and the use of ‘stingrays’ is addressed. The search warrant for real-time location data shall be issued if a judge or magistrate is satisfied that probable cause exists to show the data sought is relevant to a crime or that there is an arrest warrant for the person sought. An amendment to section 19.2-53 provides that a search warrant for a computer, etc., shall be deemed to include its physical components and the electronic or digital information contained therein. These provisions are declarative of existing law. Section 19.2-10.2 was amended to permit Attorney General, as well as Commonwealth’s Attorneys, to issue administrative subpoenas to electronic communication services if relevant to the investigation of select crimes. This subpoena shall order the ser-

vice provider not to disclose the existence of the subpoena upon written certification that: the victim is underage, disclosure will endanger a person, disclosure will lead to flight, disclosure will lead to evidence destruction, disclosure will lead to witness intimidation, or disclosure will seriously jeopardize the investigation. Newly created section 23-9.2-15 mandates that a “prominent notification” shall be included on a student’s academic transcript if the student is dismissed, suspended or withdrawn while under investigation for violation of the college’s or university’s code of conduct. VMI is exempt due to its demerit system. Venue (where the trial may be had) is addressed by amendment. If venue cannot be readily determined, it may be had in the Virginia county or city where the defendant resides, where a non-resident defendant is apprehended or where

a related offense was committed if the defendant is a nonresident not apprehended in Virginia. Venue for homicide cases was expanded to include any jurisdiction where any part of the body was found. Venue for Medicaid offenses may be had where any act was performed in furtherance of the offense or where the defendant resided at the time of the offense. Strangulation of a family or household member was added to the list of crimes for which there is a rebuttable presumption against bond. Section 19.2-264.3:1.1 was amended to clarify the procedure to be followed in reporting scores of tests for mental retardation in capital (death penalty) cases. This was in response to the U.S. Supreme Court Decision in Hall v. Florida. Upon certification if any

But, as I sat on a brick wall enjoying the peace and tranquility of western Hanover county, I noticed the kids getting restless. “Dad, there’s not much to do here,” one of my kids finally complained. I explained that celebrating the Fourth of July is not really about doing things, but more about feeling things. “This is what people do on the Fourth of July,” I replied. I suppose they understood some of my explanation, but it was clearly evident that they preferred the extravaganza type Fourth celebration, while I am a die-hard supporter of the old-fashioned events. I’m quite sure there is

enough patriotism to go around at both types of events, but I must admit the subtle display of patriotism we enjoyed in the country brought back some memories. Like everything in America, the Fourth of July has become more commercial, more organized and more celebrated over time. Americans cherish the opportunity to endorse the values and beliefs on which their precious country was founded. When I was little, it was a little less explosive, and fireworks were a rare reward for excited youths. Most years, we ran around with sparklers in the backyard and sang “Yankee Doodle Dandy.” I noticed that same brand of enthusiasm as kids frol-

icked at the Ruritan event in Beaverdam. I also noted a high degree of dedicated respect and reverence for what the holiday means to the people who have reaped the benefits of our forefathers’ good judgment. The kids ended up happy, their bellies full of hamburgers and pockets overflowing with yummy candy as we made the trip home. As we passed the many flags on display in front of homes, I couldn’t help but appreciate the value of a holiday that celebrates the creation of our nation. Although the Fourth of July has changed considerably since my childhood days, I noted that, in reality, it has changed very little.

A new section creates an affirmative defense if caught while seeking medical attention for oneself or another for the unlawful possession, purchase or consumption of alcohol, drunk in public and unlawful possession of drugs and paraphernalia. For the defense to apply, the individual must remain

It is now unlawful to follow more closely than reasonable non-motor vehicles such as bicycles, mopeds, electric assistive mobility devices, etc. Prior to the amendment the statue was limited to motor vehicles. Vehicles assisting with traffic incidents or management may now use flashing, blinking or alternating amber warning lights. Antique motor vehicles manufactured before 1950 are exempt from the requirement that the exhaust system prevent excessive or unusual noise if the engine is compatible to that designed as standard factory equipment for that vehicle and the exhaust system is “in good working order.” Section 46.2-838 was amended to read that a driver overtaking a stationary vehicle displaying flashing, blinking or alternating amber lights shall proceed with due caution and maintain a safe speed for the

conditions. Also, on a four or more lane highway, a driver overtaking a stationary refuse collection vehicle shall yield the right of way by making a lane change into a non-adjacent lane or on a highway of less than four lanes, decrease speed to ten miles below the limit and pass at least two feet to the left of the vehicle. Tow truck drivers and recovery operators may not knowingly permit a person to occupy a towed vehicle. Drivers may cross a double yellow line or a solid yellow adjacent to a broken yellow line in order to pass a pedestrian or device moved by human power, if such movement can be safely made. A new statute, section 32.1370, allows a mother to breastfeed in any place where she is lawfully present. The Conflict of Interests Act was amended, effective Jan. 1, 2016, to state that any person who knowingly and intentionally makes a false statement of a material fact on a Statement of Economic Interest is guilty of a Class 5 Felony. Civil penalties are provided for local and state officers or employees who do not timely file a Statement of Economic Interest. I emphasize the preceding is only a summary of select pieces of legislation.

hen Post 361’s Kyle Battle stepped to the plate in the bottom of the ninth, the game tied and the winning run on third base, he had already logged an impressive day with the bat. For Wilton Speight, life moves at breakneck speed. That’s what he expected when he committed to play football for the University of Michigan, and that’s what he got from the moment he

stepped on the Ann Arbor campus. A sales and marketing major, the 2014 Collegiate alumnus and former All-Prep League, All-State and AllMetro quarterback hopes to earn his degree in three years. That’s a tall order in itself at an institution known for academic rigor, but throw in sky-high athletic expectations and you up the ante quite a bit. When he cast his lot with Michigan, Speight expected to play for head coach Brady Hoke and offensive coordinator Al Borges. Shortly after he arrived

in January 2014, however, Borges was fired and replaced by Doug Nussmeier, whom he actually knew from the recruiting circuit. Then after his redshirt 2014 season when the Wolverines finished 5-7, a new “sheriff” came to town in the person of Jim Harbaugh, and, instantly, the Michigan program became the focus of intense media attention. A quarterback at Michigan and in the National Football League, Harbaugh had, as a coach, returned Stanford to national prominence, then led the rejuvenation of the San Francisco 49ers.

In the football world, he’s a rock star. “Obviously, it’s a challenge, but it’s the best challenge possible,” Speight said of playing for Harbaugh and immersing himself into yet another offensive system. “You’re learning from the best. It makes it easier when you’re coached by someone who’s had bullets flying at him in the pocket and really understands the position.” Speight recently enjoyed a nine-day breather in Richmond. During his holiday visit, he spent time with family, caught up with friends,

played golf, worked with Will Allocca, the Cougars’ current quarterback, and, for a few moments, shared his thoughts about his journey. “Wherever I go now,” Speight said, “it’s not so much, ‘How’s football going?’ It’s, ‘What’s Coach Harbaugh like?’ He’s a celebrity, which is great for the program. “You see him everywhere: Twitter, ESPN.com, Instagram. He’s definitely using his platform to get his name out there as much as possible for recruiting and publicity for Michigan.”

She was a native and lifelong resident of Surry County and was the daughter of the late Hendricks L. and Inez Barham Bell Bailey. Mary Beth worked and retired from Dominion Virginia Power, Surry Nuclear Power Station, as a Health Physics Administrative Assistant. Mary Beth was a member of Surry United Methodist Church. A beloved and devoted mother, grandmother and great-grandmother, Mary Beth leaves to cherish her memory her daughter, Jeanette Winder-Tipling of Midlothian; son, Terry J. Moody of Surry and Goochland; grandson, J. Bradley Winder Jr. and his wife, Andrea;
