A Goochland man accused of setting fire to both an art studio and a vehicle trailer at his home on Rock Castle Road on July 22, was reportedly grieving the recent death of his wife, according to an affidavit filed with the Goochland County Circuit Court. David Mark Rhodes, an Associate Professor of Art at the University of Richmond, reportedly also told

officers responding to the scene that a room in his home was “booby trapped” and that anyone trying to enter the area of the home where he stored his weapons “would have a bad day.” Rhodes was arrested on July 28, charged with two counts of arson. He appeared Monday in court in Goochland, and a preliminary hearing was scheduled for Sept. 14 at 9:30 a.m.

It’s the middle of summer which means gardens all over Goochland are bringing forth a bounty of fresh, delicious, and healthy food. Home gardeners, who plan all year for their gardens, often end up with a bumper crop and have more vegetables and fruit than they can use. However, there is yet another alternative –consider donating surplus produce to the Goochland Free Clinic & Family Services Food Pantry or other local food pantries. The benefits of providing fresh produce to local food pantries are many. One of the challenges that the GFCFS Food Pantry faces every week is to provide clients with fresh and nutritious vegetables and fruit. For families who live in poverty, fresh produce is often a luxury they simply can’t afford. By sharing healthy food that is lovingly grown in local gardens, our neighbors in need will be better nourished. Healthier diets can mean fewer trips to the doctor and contribute to overall well-

North Chesterfield was traveling south on Route 288 around 1:50 a.m. when his 2011 BMW vehicle ran off the road, struck an embankment and continued across Route 6, stopping at

the northbound ramp. Dennard, who was not wearing a seatbelt, was transported to MCV hospital where he later died from injuries sustained in the crash.

Rhodes continued from >1 According to court documents, the Goochland Sheriff’s Office was first alerted to a problem at Rhodes’ residence when a women who had been staying at the home called to report a fire. Dawn Douglas Yates told officers that she had been staying with Rhodes for the past several days, and that he had been grieving the loss of his wife. She said he had become agitated when she told him she was going to the store, saying that “if she left he was going to burn his life’s work.� Yates eventually left, she told officers, and when she returned to the property a short time later she saw smoke coming from the backyard studio. When she attempted to approach the building, Yates said, she heard multiple explosions and saw flames coming from inside.

Once law enforcement personnel arrived on scene, according to documents, Sheriff Jim Agnew asked Rhodes how he had started the fire. Rhodes responded “very skillfully.â€? Rhodes then told Agnew that he had a gun in every room and a Barrett Rifle 50 caliber “that was worth a lot of money ‌ and he didn’t want it scratched.â€? He also told officers that he had cameras recording the weapons and could view them remotely. According to Goochland Lt. Chuck Henley, officers made the decision to search Rhodes’ home because they suspected he might been in possession of bomb-making materials. A search warrant obtained by the Goochland Gazette listed 64 items removed from Rhodes’ home, including guns, ammunition and computer equipment. According to an obituary printed in the Gazette in April, Rhodes’ wife, Elizabeth

Kirkland, died on April 3, 2015. The two were married for 24 years. The University of Richmond’s website lists Rhodes as an Associate Professor in the Art and Art History Department, specializing in figurative sculpture in stone, clay and bronze and wood-fired ceramics. University of Richmond’s Director of Media and Public Relations Cynthia Price confirmed in an e-mail last week that Rhodes is employed by the University and is currently on sabbatical through the end of the calendar year. NEWS: What’s Going on in Goochland County

Legislation enacted during the 2015 General Assembly (Senate Bill 1319) combined the three existing sales tax holidays into one, three-day holiday in August. The legislation took effect on July 1, 2015. Prior Virginia law allowed for three separate sales tax holiday periods during which specified tangible personal property could be purchased exempt of the Retail Sales and Use Tax: a week-long exemption on hurricane preparedness items in May, a three-day exemption on

school supplies and clothing in August, and a four-day exemption on items designated as Energy Star or WaterSense in October. The legislation consolidates all three of these holidays into the same August weekend each year, with the holiday beginning on the first Friday in August and ending on the Sunday that immediately follows. For 2015, the holiday begins Friday, Aug. 7 at 12:01 a.m. and ends on Sunday, Aug. 9, at 11:59 p.m. For 2016 and subsequent years, there will be no separate Hurricane Preparedness holiday held in May, nor a separate Energy Star or WaterSense tax holiday in October. During the combined sales tax holiday, consumers may purchase portable gener-

ators, gas-powered chainsaws, chainsaw accessories, other hurricane preparedness items, clothing, footwear, school supplies, and Energy-Star or WaterSense-designated items, provided that each such item is priced below the maximum sales price and meets the other requirements set forth in the statutes. Notable additions to the list of qualifying items from previous years include certain computer supplies priced at $20 or less per item, such as computer storage media and printer paper, and all light bulbs affixed with the Energy Star label. Making ‘home’ a reality for all still a challenge By Roslyn Ryan Editor

As I sat down to write a column this week concerning affordable housing, I had to pause momentarily to readjust the icepack on my foot. Why, you might ask, did I have an icepack on my foot? Let me explain. For my husband and me — who are both still waiting eagerly to either win the Mega Millions or receive word that a long-lost (and very wealthy) relative has bequeathed us everything — owning a home has always gone hand-in-hand with fixing a home. And while we have owned only one to date, we have repaired enough leaks, patched enough holes, painted enough walls, and completed enough miscellaneous projects to last a lifetime. “What are we going to do when we run out of projects?” my husband asked me last weekend, as we repaired the legs on some rickety porch furniture. This was only a few moments after I accidently dropped a piece of said porch furniture on my foot (hence the icepack). Running through my mental inventory of yet-tobe completed tasks around the house — and now in a consid-

erable amount of pain — I told him I doubted that would be an issue. Having been blessed to have jobs that allowed us to become homeowners, I often think about those for whom owning a home is simply not a possibility. Just as difficult a situation, and perhaps worse, is the dilemma faced by those, including our seniors, who can no longer afford to stay in their homes. Fortunately, the Goochland County Board of Supervisors appears to not only recognize the current and future need for affordable housing in the county, but has implemented strategies to address that need. Including work on mixed-use zoning, the board has taken several steps in the right direction, steps that will ensure more people can call Goochland home for years to come. At the end of the day, home means different things to different people. But we here at the Gazette salute the efforts of the board to help make sure that having a home of their own is a possibility for those who desire it. Providing affordable housing will always be a challenge, but, at least in Goochland, it appears to be one our leaders are prepared to meet head-on.

We recently asked him why he thinks it’s so valuable for people to gain a deeper understanding of the history of their hometown.

wo reasons jump out at me. First, we draw our identity, in part, from where we live. Most of the Gazette’s readers are first Americans, second Virginians and third Goochlanders. Each of those identities carries values that make us proud to be who we are. I love telling people I’m an American. I love telling people I am a Virginian. I love telling people I am a Goochlander. President of The more I learn about these communities, the more I can personally the Goochland define what they mean to me.

Many memories made along the James By Jim Ridolphi Contributing Columnist

I’m a small part of a group of journalists who have been lucky enough to serve as editor of The Goochland Gazette. And it’s a given that many of the names on that long list have accomplishments much greater than mine. I consider it good company. Growing up in Richmond, I didn’t know much about Goochland County when I arrived in late 1990s. I quickly learned why residents seemed a little bit secretive about a slice of heaven that was uniquely theirs. Working in Goochland County for almost two decades, it’s always a pleasure to cross the county line, breath in a good whiff of good, clean air and enjoy the most beautiful sunsets in Virginia. While the surroundings were soothing and refreshing, it was the people who made my stay in Goochland one of my fondest memories. Admitedly, there were ups and downs as ownership changed and journalism entered a new age of tech-

nology. I had my share of strike outs, but also enjoyed carrying on a tradition that has served Goochland well for six decades. Teaming with Kevin Myers and the Goochland Department of Recreation and Parks, the Gazette co sponsored the county’s first Fourth of July celebration held at Hidden Rock Park. The event has grown in to a Central Vriginia attraction and is now a must see for neighboring county residents. Over the years, the list of people who have made The Goochland Gazette a valued tradition is long and distinguished. My success clearly hinged on the efforts of the great people who surrounded me — folks like Doris Brooking, Debbie Beck, Joey Matthews, Ann James and countless others. The list of folks outside the office who made the experience memorable is too lengthy to begin to recall. Some have left us too soon, and others continue to make Goochland the gem that it is. The people, the surroundings and the general atmosphere in Goochland

So, the joy of sharing the special things about where we live with friends and family presents yet another reason why the pursuit of gaining “a deeper understanding of the history of the place you live” is meaningful. This year the Goochland YMCA and the Goochland Historical Society launched a program that fits nicely with this question. We call it Y History Walkers, which con-

sists of lectures and a walking tour of significant places in Goochland. We have walked Tucker Park, Rassawek and the James River Correctional Center. Over 75 Goochlanders have participated. We thank Chuck Peple, Joe Liesfeld, Lenora Johnson and Warden Dillman for leading these walks. Our next walk is tentatively scheduled for Tuesday, Sept. 15, with a behind-thescenes tour of Field Days of the Past, followed by the last walk of 2015, also a behindthe-scenes tour. This walk will be of the Bethlehem Walk, scheduled for Sunday, Nov. 29.

It was late in the day when a young Hampden Sydney graduate named Matthew Philips entered my office and tried his best to convince me he knew how to write. He was the least experienced editor I ever hired, and also turned out to be the best. He quickly gained the same love and respect for the county that accompanies the editor’s job at The Gazette. Harvest continued from >1 The benefits of providing fresh produce to local food pantries are many. One of the challenges that the GFCFS Food Pantry faces every week is to provide clients with fresh and nutritious vegetables and fruit. For families who live in poverty, fresh produce is often a luxury they simply can’t afford. By sharing healthy food that is lovingly grown in local gardens, our neighbors in need will be better nourished. Healthier diets can mean fewer trips to the doctor and contribute to overall well-being that stems from eating better. According to Ample Harvest, an estimated 100 billion pounds of food is thrown away annually in the United States. In today’s tough economic times, 1 in 6 people don’t have enough to eat. Here in Goochland County, nearly 1800 senior citizens, disabled persons, hard-working adults, and children who simply cannot make ends meet are forced to skip meals. The Federation of Virginia Food Banks considers Western Goochland County to be a ‘food desert’ — an area

where populations live more than 10 miles from a supermarket or large grocery store if in a rural area (Ver Ploeg et al. 2012). The only chance to get food is often through food stamps and/or churches pantries and non-profit organizations like the Goochland Free Clinic & Family Services. Just think what homegrown fruit and vegetables would mean. The GFCFS Food Pantry makes every effort to provide clients with the most nutritious food possible by working with local community partners and farms as well as Goochland neighbors. GFCFS Food Pantry accepts donations of fresh produce plus backyard eggs, non-perishable food items, and household products like toilet paper and children’s diapers. t isn’t every day you hear about children being encouraged to play with their food. But for a group of young participants in this year’s annual Goochland County Public Schools STEM Camp, that was exactly the assignment. Tasked with making miniature racing cars out of vegetables, the students—who were in kindergarten through second grade — spent a funfilled day learning about the different fruits and vegetables they were working with, and studying the science of plant production. They may not have realized they were getting an in-depth science lesson, said Bruce Watson, Director of Career and Technical Education for Goochland County Public Schools. But, then again, that was kind of the point. Now in its fourth year, the STEM Camp is offered every summer as a way to engage students in the study of science, technology, engineer-

ing and math through both hands-on activities and field trips. Rather than study a textbook detailing the laws of thermodynamics, for example, students were treated to a visit from a professional chocolatier and a science lesson on melting chocolate. On the last day of the week-long program, which was offered for students from kindergarten through eighth grade, the group of 135 camp-

ers spent a full day visiting the Science Museum of Virginia. There, said Watson, they were able to see numerous exhibits that tied in perfectly to what they had been learning. Though attendance was slightly down from last year, Watson said camp organizers were thrilled with the turnout and, once again, with the quality of the program. “It’s just a wonderful, wonderful experience for the kids,” Watson said, noting that the school division also makes every

attempt to make the program easy on parents. Scholarships are available to students who qualify, and free transportation to and from camp are provided. Watson confirmed that the division is already planning a camp for next year, and that they are looking into opening the program for ninth grade students as well. Talent shines bright at Envoy Contributed report

The second annual Envoy at The Meadows Talent Show was held on July 30, at The Meadows on Dogtown Road in Goochland. This is an event held every year by the entire Meadows staff with Laverne Key Johnson, Activities Director, as the Director for the show. “This Talent Show brings our wonderful residents and the community together to celebrate life and their unique talents,” Johnson said. “The Meadows wants to be a beacon of light in our hometown of Goochland.” Envoy at The Meadows is part of the Consulate Healthcare Company which operates over 300 rehabilitation and long term care facilities throughout the US. The Meadows has grown with their rehabilitation

programs over the past year and is recognized as a leader for short-term skilled rehabilitative services. According to Human Resources Director Earline Collins, organizers incorporated a bake sale with this event “to show continued support for our community through our Alzheimer’s Awareness project whereby all proceeds will be donated to the Alzheimer’s Association. The baked goods for the sale were donated by the staff at the Center. We are continually looking to bring awareness to organizations and groups from whom our Residents at the Center may benefit.” The entire Envoy team will be walking together for the Alzheimer’s Association on Oct. 24 in Charlottesville.

Jerry Howard, Executive Director, was the Master of Ceremonies for the event and was also one of the participants in the Talent Show. Howard came to The Meadows with experience managing skilled nursing centers and continuing care retirement communities around the state of Virginia. He currently resides in Chesterfield with his wife and four children. Mr. Whitmore attended University of Richmond and summer school at Roanoke College. He graduated from MCV School of Pharmacy in 1949. When Mr. Whitmore began his career as a pharmacist with People’s and CVS Drug Stores, he was one of the company’s youngest managers. He served his pharmacy customers for 43 years until his retirement. He was a longtime member of Saint Andrew’s United Methodist Church. Survivors include a faithful companion, Charlene Mahurin, of Henrico, Va.; cousins, Sara Barlow of Texas, Dr. George H. Snead (Mary Lou) of Danville, Va.; Ruth B. Collegiate swimmers earn postseason awards Cuthbert named an All-American Contributed Report

n wrapping up the 2014-2014 high school swimming season, the National Interscholastic Swimming Coaches Association (NISCA) has announced its end of the year awards. Each year, the NISCA honors the top 100 high school swimmers and divers in each of the 12 contested high school events. Sam Cuthbert was named to the NISCA All-American team in 100-yard backstroke

and won various other awards for Collegiate School swimming and athletics. Three Richmond area swimmers in four events have been named AllAmerican by the organization. During the past year, Collegiate School swimmers also excelled in the classroom. The Collegiate girls were named gold medal winners in NISCA’s Scholar Team Awards, posting a 3.846 team GPA to tie for 15th among teams nationwide. The boys squad, gold medal honorees in 2014, with its smaller than usual upper class roster, was ineligible for entry this year. NISCA also ranks swim team strength through a national Power Point com-

petition in which coaches assemble dual meet lineups based on actual results. This year, Collegiate School girls finished seventh place nationally among independent schools in the enrollment category of 1-900 students. This placement is down two spots from last year’s fifth place finish. Five College graduates who are now participating in college athletics also earned Academic AllAmerican honors for their seven semester GPA’s in excess of 3.75. The student-athletes were Campbell Brewer (Dartmouth), Allie Douma (Colby), Collin Moore Contributed photo (Virginia), Caroline Pollard Collegiate School’s Sam Cuthbert was named an All-American in the NISCA for the 100-yard back(Tulane), and Trey Schmohl stroke. wenty six years. That’s how long I’ve lived in the Richmond area. OK, well, minus those four and a half years at college in Newport News, its technically more like 21 1/2. But you get the idea: I’ve been in this area for a long time, and even when I wasn’t living within county limits. I was working within them, doing a job I’ve learned to love: sports reporting. Twenty-plus seems like such a

long time to stay in one place, but somehow it feels like it’s all passed by within a single day, or a particularly quick hour. One second I was a senior a Powhatan High School, playing sports and masquerading as a good student. The next moment I was frequenting area schools as a reporter, to cover and interview coaches I played for and against back before I could even buy a beer. (Legally, at least.) It was a weird sort of dynamic, having to assume a professional role within a setting where I was once an amateur at everything. It took time but I eventually felt comfortable in my new clothes – not only at local schools, but also at places outside the local campuses, like Redskins training camp; the Siegel Center; at Skateland in Richmond amongst world-champion roller

skaters; running wild with the bulls in Dinwiddie; in the stands and on the sidelines at fields spread out across this great Commonwealth; I could go on and on. I encountered incredibly friendly people everywhere I went. One of the most important things I’ve learned during my two-plus years at Richmond Suburban News is that people are capable of great friendliness and openness, so long as you keep an open heart yourself. As the New Radicals put it in their one-hit wonder back in the ‘90s: “You only get what you give.” But sometimes clothes can grow too comfortable, and when that happens, change in other areas is necessary. Uprooting, reinvention, whatever you want to call it, is the next logical step. And that brings us to the main point of this article: it’s

with a heavy feeling of anxiety and excitement that I announce that this edition will be my last as sports editor with the Goochland Gazette Later this month, I’ll be moving to Austin, Texas with my girlfriend to experience an entirely different way of life. Central Virginia is a relatively quiet place. Austin is big and loud, and overflowing with traffic, music, and food – for good or ill.

Central Virginia offers tranquility and stability. Austin offers stimulus and a certain sense of spontaneity – a splash of cold water on an aging face. As Casey Stengel once said “There comes a time in every man’s life, and I’ve had plenty of them.” This move is one of my first moments as a man (which is pretty telling, considering see Farewell > 13

ollegiate School graduate and current Seattle Seahawks quarterback Russell Wilson has signed one of the biggest deals in National Football League history. Wilson, who has led the Seahawks to two Super Bowl appearances, winning one, signed a four-year $87.6 mil-

lion contract last week. The contract includes a $31 million signing bonus and $60 million guaranteed. The contract makes Wilson the second highest paid player in the NFL, behind the Packers Aaron Rodgers ($110 million) and just in front of the Steelers Ben Roethlisberger ($87.4 million).

To-do lists include many of the typical tasks that precede going back to the classroom, including shopping for new clothes, purchasing school supplies and finishing summer reading assignments. Another essential requirement parents must find time for is completing their childrenÕs health screenings and immunizations so youngsters can return to school. Health screenings may include, but may not be limited to, routine physical exams, eye exams and dental cleanings. Each school district may have its own set of health requirements that must be met in order for children to attend school. Many schools require that children are up-to-date with all immunizations before they can begin a new school year. While the issue of vaccinations has inspired debate in recent years, parents should recognize that many schools will only exempt students from receiving certain vaccinations due to religious reasons. For a list of state vaccination requirements and possible exemptions for schools in the United States, visit www2a.cdc.gov/nip/ schoolsurv/schImmRqmt.asp. Students who have specific learning disabilities or medical conditions that require classroom modification should obtain recent documentation from any therapists or specialists prior to beginning a new school year. Doing so facilitates the process of setting up procedures within the school while ensuring children have what they need to excel in the classroom. All parents may want to ask doctors to provide copies of medical and immunization records so that schools will have the most recent copies on file. Parents should schedule eye examinations well in advance of the first day of school so they have ample time to fill new prescriptions for youngsters before school begins. This ensures kids wonÕt be starting off on the wrong foot because of vision problems that could already have been addressed. Parents of adolescents or students on the verge of adolescence may want to address the subject of bodily changes before the school year begins anew. Dust off kidsÕ backpacks and study areas from last school year to determine which supplies you need to buy and which you already have. Going forward, encourage kids to store their supplies in a predetermined area once the school year ends, as this will make next yearÕs inventory that much easier to examine and assess. Spend more now to save later. While inexpensive supplies can be hard to resist, such items likely wonÕt withstand the test of time, forcing you to spend time and money each year buying replacement supplies. Paying more now for certain items, including stronger backpacks and more highly rated calculators, may end up saving you money in the long run, even if the initial pill is somewhat tough to swallow. Use technology to your advantage. Department stores and businesses that sell school supplies, such as pharmacies and office stores, may or may not discount too many items once back to school season hits full swing. But savvy parents can still find deals by using technology to their advantage when shopping for school supplies. Download apps like RetailMeNot to your smartphone and enable its updates so your phone essentially notifies you of any discounts the moment you walk into a given store. If you donÕt receive any updates, search for discounts via the app or the Internet as you shop. Chances are strong that there are deals to be had, even if you donÕt learn of the deals until you arrive at the store. School supplies can be expensive, but parents can employ several strategies to save on school supplies now and in the future.

PROJECT DESCRIPTION: Nutri-Blend, Inc. has submitted a permit modification application to add acres to an issued permit for the land application of biosolids in Goochland County, Virginia. The application is for the addition of 1773.9 acres to a permit that authorizes the land application of biosolids to agricultural and silvicultural land, and Synagro Central, LLC has submitted a permit application to authorize the land application of biosolids to land for 307.5 acres at a controlled rate protective of water quality and human health. PRELIMINARY AND FINAL PERMIT DECISION PROCEDURES: Following the public meeting described in this notice, DEQ may draft a permit based on information in the application and, if a permit is drafted, DEQ will publish notice of the draft permit for public comment. That notice will include instructions on how to comment and/or request a public hearing on the draft permit. Based on comments received on the draft permit, DEQ may make a final decision on the permit, or hold a public hearing on the draft permit, in which case, the State Water Control Board would make the final decision on the permit. The meeting will be an opportunity for the county citizens to learn about current trends in the design of animal shelters that not only meet the requirements of the Commonwealth of Virginia, but also promote the adoption of stray and surrendered animals. The event will include an interactive presentation by Dominion Seven Architects with the attendees so that a clear understanding of what features and services the community desires in the new building are addressed.
