BOS approves annual budget, holds tax rate

A
fter months of difficult work, careful review and public discourse, Goochland County supervisors unanimously approved the county’s $46,442,404 FY2016 budget on April 20. Board members also voted unanimously to maintain the county property tax rate at 53 cents per $100 of assessed value and the Tuckahoe Creek Service District Ad Veloram rate at 32 cents per $100 of assessed value. In the end, no residents approached the podium to say anything about the proposed budget during the public comment period prior to its adoption, and board chair Susan Lascolette was the only official to offer her thoughts. “We have spent a considerable amount of time working on this budget, and we did that with the help of many, many people,” Lascolette said. “And we are so grateful for their help.” The board’s budget process included holding five public hearings and presenting the plan at the recent town hall meetings held by each supervisor. After hearing feedback from residents during all of those events, the budget was amended accordingly, Lascolette said. Amendments to the original draft of the plan included reductions in healthcare premiums for county employees ($32,000); raises of 1.5 percent for county departmental budgets ($153,000); and an increase in funding for the county school system ($160,000). The only county employes to speak, Goochland County Schools’ Finance Director Debbie White, told the board the schools were “thankful for anything you can give us.” “You are very welcome,” Lascolette said, “and thank you for all of your hard work.” Roslyn Ryan can be reached at rryan@goochlandgazette.com.

RELIC RECALL Uncovering the forgotten stories behind our stuff

What is it: "Gray Day, Goochland," by George Inness Backstory: “There is no quarter of the globe so desirable as America, no state in America so desirable as Virginia.” Thomas Jefferson wrote these words in 1795 and by the spring of 1884, one of America’s most accomplished landscape painters, George Inness, left New York City bound for Virginia. Inness found his inspiration in Goochland. For three months, Inness called Goochland his home while painting landscapes and enjoying the slower paced and incognito lifestyle. From Inness’ letters, it is clear that he stayed in
the Courthouse area, possibly at the Old Inn which was situated adjacent to the jail, which he references in multiple letters. During his stay in the Courthouse area, Innes explains in his letters home how pleased and happy he was with the progress being made on multiple paintings. Inness’ vast collection of paintings totals over 1,150 works, with four to six attributed to Goochland. “Gray Day, Goochland,” pictured here, is the most notable. How Inness ended up in Goochland remains a mystery. He traveled to many parts of the country but his first trip to the South led him to Goochland. Inness suffered from epilepsy and

was advised to seek out tranquil locations for relaxation. This or possibly his desire to remain unrecognized (as his popularity was at its peak) led Inness to end up in Goochland. Inness’ trip to Goochland began the final ten years his life where his artwork took on a more abstract rendering of shapes, softened edges and saturated color. Either way, Venter is thrilled. “If [television shows] get people interested in the Revolution, I think that’s great,” said Venter, a Goochland resident who also serves as the Vice President of the American Revolution Round Table of Richmond. Venter’s new book, “The Battle of Hubbardton: The Rear Guard Action that Saved America,” delves into the only battle of the American Revolution to be fought in Vermont. Part of General John Burgoyne’s attempt to capture Albany, the battle marked what Venter called “the beginning of the end” for the British forces. The book is available at the Goochland Historical Society and at Amazon.com. A former school superintendent who now runs a history-themed tour company, Venter takes much joy is sharing the little-known stories and characters that

Forty-four essays from students in grades 3-4, grades 5-6, and grades 11-12 were submitted, all seeking to answer the question “What does freedom mean to my family?” The Class I winner was Olivia Stern, with Tristian Gilman taking Honorable Mention. The Class II winner was James Hosken, with Joshua Roth taking Honorable Mention. The Class V winner was Carolyn Fortune, with Rachel Lynn McCann taking Honorable Mention. would go on to play critical roles in American history. While the book is not targeted specifically toward young people, Venter hopes that they will embrace the characters and the great impact they had. “I think young people are drawn in so many directions these days, but these stories are enduring,” Venter said. “I think if we can get these kinds of stories in front of young people, they will embrace them and enjoy them.” Others Venter hopes will enjoy the book include those visiting the Hubbardton Battlefield State Historic Park, where the book will be for sale in the visitor’s center. New law appears to take unneeded shot at poor By Roslyn Ryan Editor
Kansas Gov. Sam Brownback ignited a firestorm in certain circles last week, when he signed off on new legislation intended, in part, to curb abuses of the Temporary Assistance to Needy Families (TANF) program. While the law contained a number of other provisions aimed at reform, the most talked about thus far has been the new ban against TANF recipients spending their funds on the following: alcoholic beverages, trips to the casino or the spa, jewelry, tattoos, lingerie, bail. massage parlors and cruises. This is certainly not the full list. But, interestingly, no one seems to be able to find a single TANF recipient who is outraged at the fact that they will no longer be able to spend their funds on cruises or jewelry. And that seems pretty telling to me. Welfare reform is certainly a key measure in creating a stable and prosperous economy, and it would be hard to find many people who think it is a good idea to allow those who can’t afford basic necessities to spend money on liquor and foot massages.

But there does seem to be something a bit unsporting about offering a highly detailed — and somewhat lurid — list of all of the things that America’s poor are no longer allowed to buy. Was it really necessary? If I were one of the many forced by bad luck or other unfortunate circumstances to rely on public assistance, I might begin to get the idea that the rest of the world did not think very highly of me at all. I began to consider what it would be like if, every single day before he left for work, I reminded my husband not to spend the better part of his day kicking small children or not to run out on the check after ordering lunch. If I did, would it not imply to anyone who happened to overhear me that my husband was the kind of man who did exactly that? My fear here is that, had the bill in question simply been written to read that TANF funds were no longer to be used on anything but “food, shelter and clothing,” it would not have received nearly as much attention. Unfunded mandates: the elephant in the room continues to get bigger By Jim Ridolphi Contributing Columnist
With another budget season in the books for most localities, officials are turning their financial eye to next year’s projected revenues and expenditures. And there’s no doubt Virginia’s economy is on the rebound with increased sales tax and real estate assessments. Even with the improved economic conditions, localities continue to struggle with unfunded mandates, increased demands for service and keeping pace with employee compensation. It’s a juggling act that requires hours of administrative time, countless hours of preparation and research and an approval process that often seems overburdened and extended. But the real dilemma for local officials is judging just how much state legislators will provide localities for the numerous state mandated programs. The issue affects how we treat and release our storm water, what classes our children take in school and what roads get badly needed repairs. A perfect case in point is the latest teacher raise proposed by legislators in last minute moves in the General Assembly. Make no mistake, the extra compensation is deserved and needed for Virginia educators, but the method by which it was enacted leaves much to be desired. By very nature, the last-minute actions speak volumes regarding
priorities in Richmond, and providing teachers a few extra dollars at the last minute does not promote sound financial planning. In the end, the state funded only about one-half of the raises, and localities again were forced to juggle funds and find additional revenues. Most counties in our region provided the extra money, but common sense tells us the bill for this type of financing often comes due at the most inopportune of times. The list of unfunded mandates, either federal or state initiated, is too long to read in one sitting. More than half are focused on education, and, while state and national standards are vital to a good education, some of the requirements are burdensome and quell a system’s ability to approach unique problems with creative solutions. In the long run, it’s the citizens who pay for these millions of dollars of unfunded mandates that affect everything from the Sheriff ’s Office to the school nurse. The number of unfunded mandates has increased steadily for the past decade, and there seems to be no end in sight. But some Virginia lawmakers are getting the message and several introduced bills that would make unfunded mandates a thing of the past. As long as the Virginia General Assembly refuses to fully fund the long list of mandates it imposes on localities, taxpayers will remain in the precarious position
of picking up the bill for laws that seemed like a good idea at the time they passed. Analyzing and researching the real costs of these bills might cause some lawmakers to hesitate when considering their passage. It’s a position our local officials find themselves in each year -- in good financial times and bad. It’s a problem that seems to have a life of its own. As a taxpaying citizen, I’m concerned about just how long this beast is going to survive, and how long localities will be forced to pick up the tab for state and federally mandated programs. We all know where that bill finally lands.

WILLIAM FOUTZ William Carlyle Foutz, died peacefully at home on April 19. Born Oct. 21, 1931, Bill was the youngest of 10 siblings, all children of Annie and Edward Wiley of Bedford County. He was predeceased
by his siblings; and his son, William Jr., and is sur v ived by Shirley, Foutz his wife of 58 years; son, Craig; daughter, Laura (Ken) Jurman; granddaughter, Anna Claire; grandson, Ryan Clark; numerous nieces and nephews. A graduate of Stewartsville High School and a Navy Korean War veteran, Bill proudly served in the ceremonial guard at Arlington and on the USS Palau. Lynchburg College proved pivotal in Bill’s life, where he was captain of the soccer team, president of the 1957 senior class, and where he met and married Shirley. They raised their family in Bon Air and were active members of Bon Air Christian Church. Bill spent 40 years in brokerage before his partial retirement to Goochland County. Over the years, he spent many volunteer hours working for the YMCA. In recent years, he also served as “Commander of the Flag Bearers,” a group of veterans who spent untold

hours raising funds to create a Lynchburg College Veterans Scholarship Fund. We will miss the irrepressible grin beneath the white cowboy hat as well as his broad knowledge concerning worldwide events and politics which came primarily from his avid, extensive reading. Bulldogs teams posting wins By Jim Ridolphi

T
he Goochland varsity baseball team started off the week with a win against Randolph Henry, 5-4, in a game that featured stellar pitching and some timely key defensive plays. After jumping out to a 3-0 first inning lead, Goochland turned in key double plays in the fifth and sixth innings to secure the win. Cory Alexander picked off a first base runner after nabbing a short fly ball, and starting pitcher Coleman Duty added another when he foiled a sacrifice bunt play
in the sixth. Duty faced only 29 batters, striking out seven and allowing only eight hits. The Bulldogs traveled to Bluestone the following night, April 22, and nabbed a 9-6 win over the Barons. The Bulldogs then took on crosscounty rival Benedictine in their third game of the week on April 23. After giving the Cadets four runs in the opening stanza, Goochland never recovered. Starter Scott Carter got in early trouble with three hit batters and a walk. Chris Doczi came in to stop the bleeding, but the damage was done as the Cadets mounted a 5-0 lead before the Bulldogs answered with two runs, one scor-
ing on a wild pitch, in the fourth inning. Goochland dropped the 7-2 decision and moved to 8-2 on the season. Both teams used five pitchers. The girls softball team continued their win streak with a 9-1 win over Randolph Henry and a 5-0 victory over Bluestone. The girls soccer team recorded an 8-0 win over Prince Edward upping their record to 6-2, and the boys soccer team lost to Prince Edward 3-2 for their first defeat of the season. Their record is now 6-1. The girls tennis team defeated Prince Edward 7-2, and the boys’ team nabbed a 6-2 victory.

and he was very outgoing.” Toney, who passed away on April 12, at the age of 84, put his gift for connecting with others to good use, both as the owner of Saddlery Trade Association and as a lifetime member—and past president — of Deep Run Hunt Club. Toney, a long-time resident of Manakin-Sabot, also served as president of the Goochland Chamber of Commerce in the early 1980s, back when the organization was still in its infancy. “He was just such a lovely, lovely
man,” said Marian Elam, who was Executive Director of the Goochland Chamber during Toney’s tenure. “He was always so supportive,” Elam said, recalling a time when she was considering attending a management training program and Toney was one of the few who encouraged her to go. After graduating from Richmond’s Benedictine High School in 1948, Toney worked for saddle companies including BT Crump and Richmond Harness. He later moved to Shelbyville, Tennessee, where he
became President of Blue Ribbon Saddlery. A grandfather of 10 and great grandfather to 13, Toney served as a deacon at Dover Baptist Church in Manakin, where his funeral was held on April 17. Asked what lessons she had taken from the way her father lived his life, Thompson paused before focusing on the one thread that seemed woven into everything Garland Toney did. “A good work ethic,” Thompson said. “I think that’s what all of us got from him.”
