hose visiting Goochland County’s website over the last few weeks likely noticed some significant changes. The recently completed redesign of the site now offers users easier, more streamlined access to the information they are searching for, said Qiana Foote, county Information Technology director, who was on hand Oct. 8 during the District 5 Town Hall meeting to share information on the project. “The idea was to be more transparent,”
Foote said, noting that information should now be easier to find and the different pages easier to navigate. The site also is now more interactive, Foote said, allowing residents to raise issues they are concerned about and offer feedback on county issues. One particularly popular new feature, the My Government Services button, provides information on the nearest government services based upon location within the county. When Tom DeWeerd looks back on his 36 years in public education, the word that comes first to his mind is “rewarding.” “While I feel tremendous pride in having been a part of preparing so many students for their future endeavors,” DeWeerd said, “it is a true gift to have learned so much from them over the years.” This is exactly how so many of his colleagues feel about their work with DeWeerd, describing him as a knowledgeable, kind DeWeerd and generous leader who has helped innumerable young educators navigate the challenges of leadership. DeWeerd, currently the director of Technology and Administration, recently announced his plans to retire effective Feb. 1, though he intends to remain a part of the school leadership team on a part-time basis for at least the remainder of the 2015-2016 school year. The news that a new Planning Commissioner has been found will certainly be welcome news to a number of District 4 residents, some of whom have expressed concern in recent weeks that they do not have representation when
it comes to matters of planning and zoning. Chuck Bent, who lives near land in Centerville that could soon be rezoned to make way for a subdivision — a plan he is very concerned about — questioned in early October how he and others who did not want to subdivision could feel their concerns were being addressed if they had no voice on the Planning Commission. The next Goochland County Planning Commission meeting will be held at 6:30 p.m. Nov. 5 at the County Administration Building.

thoughts go toward his family. He has been married to his wife, Susan Umidi, for 38 years. They have two daughters, both graduates of the Goochland County Public Schools, and three grandchildren. School Board candidates quizzed at NAACP forum By Roslyn Ryan Editor
Several Goochland County School Board members spent last Thursday evening taking questions from the very people most impacted by their decisions and policies: county students. During a candidates’ forum organized by the Goochland Branch NAACP, school board members John Lumpkins (District 3); Kevin Hazzard (District 2); and John Wright (District 5) were asked questions by members of the organization’s Goochland Youth Council (GYC). The focus of the forum, moderated by Goochland Political Action chairman Sekou Shabaka, was on issues pertaining to the AfricanAmerican community of Goochland. Over the course of the twohour event, held at Second Union Baptist Church in Hadensville, GYC members LaMya Cowan, Darius Carroll, Askia Mealy, Jailin Cox and Kayla Maben pressed the school board representatives about their views on topics
ranging from school discipline to providing after-school tutoring. Asked to offer comment on the number of black teachers and administrators in Goochland County schools, each school board member stressed that diversity among school staff remains a priority. The schools are actively working to improve the recruiting of African American teachers, said Lumpkins, though he did caution that it may take time to reach their goals. Hazzard, too, agreed that more needs to be done. “We know that the school does not accurately reflect the communities we serve,” he said, “but we are confident the numbers can improve.” Fielding a question about how the school system was working to ensure fairness when disciplining students, Wright shared some encouraging statistics. In the past year the number of suspensions has gone down, Wright said. “When we see that, we know we are on the right track. The first suspension might be the thing
that causes a student to disengage … we need to avoid that.” Advocacy groups nationwide have questioned in recent years whether black students are often subjected to harsher punishments, including suspensions and expulsions, than white students who commit the same infractions. To Wright, the numbers tell the story. “Last year there was not a single long-term suspension,” he said. “That invariably helps everyone in the community, particularly the African American males.” While school board members did not have answers to every question — and deferred to school superintendent James Lane, also in attendance Thursday, for some information — all said they remained open to community feedback and suggestions about how they can better serve both students and parents. “The success of our students depends on the community,” said Lumpkins. “I hope as a result of the meetings like tonight you know you can reach us.”
CRLC celebrating 10th anniversary Contributed report
The Capital Region Land Conservancy (CRLC) has announced the celebration of its 10th Anniversary protecting and conserving open spaces and historic places throughout Central Virginia. During the past 10 years, CRLC has helped to protect over 6,800 acres of property, including co-holding nine conservation easements on more than 1,200 acres. In
Goochland County, CRLC co-holds three easements on approximately 290 acres along with the James River Association. CRLC’s service area throughout Central Virginia consists of 1.3 million acres of which 16,500 is privately owned property that is currently protected. On Sunday, Oct. 25, CRLC will host an event from 4 to 6:30 p.m. at Tuckahoe Plantation (12601 River Road in Goochland) to cel-
ebrate its 10th Anniversary and to welcome its new executive director, Parker Agelasto. The event is open to the public. Will someone stand up for District 4 residents? By Roslyn Ryan Editor
T
hough they put in countless hours and conduct plenty of research, county planning commissioners, for the most part, don’t often make headlines. Still, the fact that District 4 remains without a planning commission representative nearly two months after the departure of former Planning Commissioner Joe Andrews is troubling. Andrews, who was, by all accounts, a hard-working and dedicated public servant who served his district with distinction, is sorely missed by the residents of District 4, a group that now has no representation when it comes to matters of planning and zoning. It is hoped that this can be remedied soon. Being a Planning Commissioner is a tough job, to be sure, but for the sake of all of the residents of District 4, someone needs to do it. *** Last Thursday evening I had the distinct pleasure of attending the second candidates’ forum sponsored this year by the Goochland Branch NAACP. dates for supervisor and constitutional officer positions, last week’s forum was all about the school board. And while none of the incumbents on the board are being challenged for their seats this election season, they were certainly challenged by the young people from the Goochland Youth Council who were asking the questions. The board members, for their part, did well, offering the kind of honest, thoughtful and detailed answers many in the audience seemed to be seeking. The real standouts on the evening, however, were the kids. Their civic engagement at such a young age certainly bodes well for their future success, and the community’s as well. *** We hope our readers enjoy this week’s special Voter Guide, which offers a wealth of information on the fast-approaching election in Goochland. As is well-known, Goochland voters rarely need urging to get out to the polls — turnout in 2012 was over 87 percent — but that fact of the matter is that the importance of casting your ballot can never really be overstated. Fright Night coming to the Byrd By Jim Ridolphi Contributing Columnist
N
othing says spooky more than a scary movie in a movie theatre whose appearance evokes a feeling of timelessness. The Byrd Theatre sits majestically on Cary Street as a tribute to a lost era in American culture, the grand old movie theatre. Throughout the country, these masterpieces are being reclaimed, saved from the wrecking ball by virtuous groups formed to protect their unique history. Almost as many have gone the way of the wrecking ball. In 1928, the Byrd was not unique, and its architectural detail and finely positioned murals were common fare for theatres across the United States. And the mighty Wurlitzer organ that still resides in its original spot was more of a necessity than an extravagant option, as silent movies dominated America’s cinema culture. Even at the time it opened, the Byrd’s $900,000 price tag was hefty for its time, and it was immediately clear to all who visited that the theatre, named for Richmond founder William Byrd, was the recipient of a no detail overlooked blueprint. It welcomed its first visitors in 1928 for a showing of “Waterfront,”
and has been almost continuously operated ever since. That’s a testament to the theatre’s loyal fan base, and many locals who grew up attending functions at the Byrd. Eddie Weaver and others thrilled an appreciative audience as they rose from beneath the stage, and filled the room with an enormous wall of sound that was penetrating. At some shows, the audience sang along with words on the screen guided by a bouncing ball to old standbys. It’s much too corny to explain. Fine chandeliers imported from Czechoslovakia adorn the auditorium, featuring 5,000 crystals lit by 500 bulbs. The fixture was too big to fit through the door and required assembly on-site. The French Empire-style theatre is perhaps most unique for its original and period perfect architecture, which has changed little since its construction. The fact that it has never been remodeled or gutted and renovated ensures the Byrd a place in architectural history, and ensures that it remains the perfect period peace with its unchanged dignity and ambiance. This Friday, Oct. 23, the old theatre returns to its roots with a showing of “Phantom of the Opera,” starring Lon
Chaney. Michael Britt will accompany at the massive keyboard, and audiences will once again marvel at the 1925 silent classic. Benefits will assist in the restoration of the old Wurlitzer organ. Many of its numerous functions and features are inoperable, and the Byrd Theatre Foundation plans a full restoration of the historic instrument. The Cary Street landmark seemed certain to follow its counterparts into disrepair and eventual destruction, but the neighborhood and city it served would not allow it. The Byrd Theatre Foundation purchased the theatre in 2007 and began a lifelong effort of restoration. Its marbled walls and original seats provide Richmonders with a glimpse into the past and trip down memory lane as they take seats that have been occupied for 90 years. And this Friday, those seats will be filled with an audience who will enjoy a movie in exactly the same manner moviegoers viewed it in 1928. The mighty Wurlitzer will once again provide the audio, and the atmosphere will be classic Byrd Theatre. The chills and thrills of watching a scary movie in a classic movie house are a timeless reminder of what the Byrd meant to Richmond’s past, and the promise it holds for the future.
Letters to the Editor Dale Agnew has experience needed to serve county as clerk Dear Editor, Some of you may remember that I wrote a similar letter eight years ago in support of Lee Turner because we needed a Clerk with the experience necessary to fulfill the important duties of this office. The same still applies. I have worked in the Goochland Courthouse area as a legal assistant for over 50 years and in connection with my job have regular and frequent experience with the functions
of the Circuit Court Clerk’s Office. The Clerk of the Circuit Court is responsible for the proper recordation of all documents in the land records, probate of wills, filing and maintaining accurately all chancery, civil, and criminal actions, maintaining the Circuit Court docket, attending court proceeding, and maintaining accurate records of funds under the control of the Court among other duties. Carrying out these duties, requires an individual with knowledge of Virginia Code provisions as they apply to office of the Clerk, and hands-on experience in all of these area. Having worked in the Clerk’s

October 22, 2015 appointed Dale Agnew as the Goochland County Clerk of Circuit Court. Dale Agnew was Goochland County’s Christmas Mother in 2011. She was the Goochland County Fire and Rescue Volunteer of the year in 2013. Also she has been the coordinator of Crozier Company 2’s Delicious Brunswick Stew Fundraiser for the past eight years. I am sure Mr. Flannagan is a nice fellow and I would want to be the first one to welcome him from his native Florida. I am sure that Mr. Flannagan has good experience in the construction trade and is a very good member of the Goochland Master Gardeners. Candidate making improper use of taxpayer money Dear Editor, As a Goochland resident and concerned citizen, it’s very disturbing to hear reports of possible improper use of taxpayer’s money that was happening in the office of Commissioner of Revenue. This prompted me to submit a Freedom of Information Act (FOIA) request to either confirm or refute these reports. The results from this very recent FOIA confirms some alarming facts: This FOIA response shows that we have a current employee who is a candidate for the Commissioner of Revenue office, Mrs. Brown, using county time and thus the county’s money to run her campaign. The FOIA reveals numerous emails where Mrs. Brown has been using County resources and even using a county letter head design on her campaign material and mailed out to residents asking for support and votes. These are deeply concerning, misleading and unethical practices. To be fair, Mrs. Brown might have been unaware that this is improper conduct, but based on her many years of service, that in itself is disturbing. Experience indeed is very important, but many years in one
particular government office can lead to a false feeling of entitlement and complacency. I for one do not see the advantage for Goochland on this one. Instead, I see actions that indicate ineffective stewardship. It’s my understanding that the state does require, in some instances, that a candidate either step down, take temporary leave or leave of absence while pursuing an official state office. It seems apparent this would help eliminate any possibility of improper use of taxpayer’s money during a campaign process. I submit this to the citizens of Goochland to decide for themselves whether this is appropriate or inappropriate behavior!

Under Buddy Bishop all of the deputy commissioners of revenue will be expected to become certified through the Cooper-Weldon Center in Charlottesville. This comes as a sign of commitment to the highest standards of practice as well as out of respect for the office and the people of Goochland. His opponent has worked in the office for many years but has only recently begun to seek certification. In the Clerk of the Court race the elephant in the room must be addressed. The candidate is the Sheriff’s wife. Having any husband and wife in these two positions in a small county like Goochland is unseemly at best; it presents what would be called in private businesses, a “moral hazard.” In addition, the office budget is bloated, according to the statistics available from the

The question that voters have to ask themselves is, “ Are we comfortable with the old Goochland way of family connections to get a job, stay there forever, get promoted when the boss is ready to leave; or are we going to expect that the people’s servants hold themselves to and perform to the highest standards of efficiency, keeping on the cutting edge of technological change, never satisfied with “good enough” or “ that’s the way we’ve always done it”? Obituaries MICHAL CRAIG-GORDON Michal Paula Craig-Gordon, of Goochland, passed away in the early hours of Oct. 16, after a two-year battle against cancer. She is survived by her husband, Leigh S. Gordon; her two sons, Andrew Gordon and Daniel Gordon; and her sister, Kristin Risberg. She enjoyed a 46-year career with Delta Airlines. Michal was a faithful member of Byrd Presbyterian Church in Goochland, where services were held on Oct. 20. In lieu of flowers, donations may be sent to Goochland Fellowship & Family. HARVEY SALMON JR. Harvey Salmon Jr., known by many as “Mr. Harvey,” age 74, died on Friday, Oct. 9. The cause was a lengthy battle with cancer. Born Sept.7, 1941 in Goochland County, Harvey began a very lucrative and popular career in custom auto upholstery in 1957. He was a kind, loving husband to his wife, Mary Harvey Ellen, a dedicated father,

oochland dealt Nottoway a triple dose of defeat coupling a quick hitting running game with a potent passing
attack to sink the Cougars 388. A stingy defense did not allow the visitors a point until late in the contest. It was just the kind of bounce back game Goochland needed as the team heads
toward a final push that will hopefully result in a highly seeded playoff spot. “We are pleased with the way we played in all three phases of the game,” Goochland coach Joe Fowler said. “We got
off to a great start on offense by scoring on our first two plays of the game and the defense was playing physical against a bigger Nottoway team,” he added. On the first play from
scrimmage, Bulldog running back Marcus Burton cleared the line and broke left for a 54yard touchdown run to open the scoring with only seconds off the clock. Not be outdone, Calvin

Cougar running back Thomas Parrish poked and prodded Nottoway down the field on the ensuing possession and gained his team a first down from the Bulldog 20 yard line. A fumble picked up by an alert Bulldog defense ended the threat. “Last year, Thomas Parrish had a big night against us,” Fowler said. “ But our kids did a great job of keeping him in check for most of the night. He got some yards, but he never found the end zone,” the coach added. Shortly in to the second quarter, the Bulldogs gambled on a fourth down and five yards to make, and came up big when Cordell Mattox gathered in a long pass from Reid Chenault and set the Bulldogs up at the Cougar 3-yard line. Chenault connected with Daric Clarke on the next play and the Bulldogs led 21-0. Goochland threatened again late in the first half, but the Cougar defense stiffened and Sullivan Young booted a 26 yard field goal. On Goochland’s second possession of the second half, Chenault found Mattox with a 37 yard scoring strike for a 31-0 Bulldog lead. The Cougars threatened again late in the third quarter but a stubborn Bulldog defense stopped them on a fourth down and two yards to make. “Those fourth down stops were huge because they swung the momentum back our way,” Fowler said. Wyatt Smith capped the scoring with a 25-yard run up the Nottoway middle early in the fourth quarter. Nottoway spoiled the shutout with a late game touchdown. Chenault continues to

improve his passing game, and he was on target against Nottoway. “Reid was putting the ball right where it needed to be all night long. He had a big night despite the fact that there were three or four dropped passes,” Fowler said. He also credited the offensive line for allowing Chenault the time he needed to make the connections. “There were some matchups on their linebackers and defensive backs that we felt really good about and our line gave him time in the pocket. If he has time back there, he can put on a show” Fowler said. Chenault finished the game with 208 passing yards and two touchdowns The Bulldogs are on the road this week with a matchup with Lunenburg. Fowler is taking them one game at a time, but does see a clear path for his maturing Bulldogs. “Right now we are in the fourth seed out of sixteen playoff spots,” he said. “In order to hold that and possibly, move up, we need to finish strong.” And he won’t take the Chargers lightly. “Lunenburg is always a tough place to play and they are having a good season at 52. We will need to play our best to have a shot at them. They have the ability to grind a lot of clock and shorten the game.” The game begins at 7 p.m.

head coach Jennifer Erixon said. “They love that fact. However, it presents a rather challenging task to keep them focused and motivated at times. I am constantly trying to find drills, games, and situations to put the girls in to challenge them.” Erixon said that she’s been happy with the performances in the matches recently, but mistakes and bad games still occur and there are still things that the Bulldogs can work on to up their game even more. “It’s important for them to know how to mentally push past the mistakes and make things better on the next play,” she said. “They can always improve. The girls need to work on better communication on and off the floor, moving the ball around when hitting, setting a good block, consistent serve-receive passes, block-hitter coverage and game knowledge.” All of those skills will come
in handy with the upcoming playoffs, as there are just three games left in the regular season for the Bulldogs. For those playoffs, Erixon is already starting to get the team prepared for what they will face once it is do-or-die time. “I’ve been trying to put the girls in various competitive drills, each one with a different goal on which to focus,” she said. “We’ve done some conditioning for strength and endurance as well as drills where they have to come from behind to win. I’ve been trying to come up with drills to make it as game like as fast paced as possible. I’ve also had many talks and discussions with the team about how much it will take to get further in the playoffs, not just physically, but mentally and emotionally as well.” One thing the Bulldogs have going for them is experi-
ence. Goochland went 21-3 last season and had a deep playoff run, as well as five seniors on the roster with that playoff experience. That experience will tone down the awe-factor that can take some first-time playoff teams and players by surprise. Erixon said that the team needs to play as one during the playoffs and realize that mistakes are made and move on from them. “It’s just how they react and respond to the mistake,” she said. “Coaching the mental and emotional part of the game is the hardest part of it. So, the girls really need to figure out how to push past their mistakes and frustrations, and focus on the task at hand, which is to go as far as possible in the postseason. They are most than capable of performing well in the post-season, as well as we function as a team and help each other get there.”

Local communities address poverty issue during seminar Oct. 5 presentation offered closer look at complex issues facing Goochland and many other localities By Laura McFarland News Editor
POWHATAN – The issue of poverty is a complex problem that is going to take the whole community working together to find solutions. Although success is never guaranteed, if people in key areas like education, health care, the criminal justice system and business can start working together, a community has a greater chance of affecting change. That was the underlying message at a recent presentation dealing with poverty that was attended by key leaders in Powhatan and Goochland counties on Monday, Oct. 5 at the Goochland campus of J. Sargeant Reynolds Community College. Keynote speaker Andy Crawford, director of the Bedford County Department of Social Services, gave a one-hour seminar dealing with “Bridges Out of Poverty” by Ruby K. Payne. The book and the community support program it inspired take a comprehensive approach to helping people escape poverty. “If you can get people in all of those areas working on the same model, you can affect change,” Crawford said. Kimberly Jefferson and Catherine Pemberton, directors of the Goochland and Powhatan Departments of Social Services, respectively, sponsored the introduction to a resource they both feel could help their communities improve how they handle the issues surrounding poverty. About 52 people attended the seminar, including members of Goochland County’s YMCA, department of social services staff and board, free clinic, school district, local nonprofit organi-
zations and churches. Jefferson said she was pleased with how the county was represented and hopes they will support two one-day training seminars she and Pemberton want to hold in early 2016 in the two counties to introduce them to the “Bridges Out of Poverty” system. Finding solutions to the issues of poverty that Powhatan County faces is achievable, she added. Goochland Community Partners is very active and has representatives from a number of the community’s key organizations, Jefferson said. She added she feels many of those leaders would support the training classes. “I think Andy brought up some key points to give a better understanding of how people think,” she said. “This kind of help people understand why people may do the things they do.”
Not just money Crawford said that at its core, “Bridges Out of Poverty” is about exposing potential differences in the way people think and act to help combat preconceived notions and prejudices. Many of the examples he gave during his talk were ones he has seen and heard of in Bedford County since it implemented the system. “Bridges Out of Poverty is a philosophy. It is not a program. It is not something you do. It is a lot of things you do,” he said. Payne’s system talks about three class systems – poor, middle class, and wealthy – but those terms exist on a broad spectrum and people don’t have to fit neatly into one category, Crawford said. “It is not saying you have to be in one of those three; it is saying those three classes exist and you have to understand them before you can help people in those classes,” he said. People are more complex than that, and the issue of poverty doesn’t simply boil down to an issue of having money or not, he said. In examining a person’s life, it helps to look at what kind of key resources
they have in certain areas: financial, emotional, mental, spiritual, physical, support systems, relationships/role models and knowledge of hidden rules. If a person doesn’t have money but has strong resources in many or all of the other areas, they have a better chance of making it financially, he said. Crawford gave examples of how being lacking in some resource areas can be a huge hindrance. If a single mother lacks a good support system and her child falls ill, who can she get to watch the child while she works? “When you have a support system, you can have a crisis and be OK with it. When you have no support system, you can’t,” he said. If a child does not have any steady role models in his life who are appropriate, nurturing and do not engage in destructive behavior, who should he model his behavior after, Crawford said. Some of the resources are less obvious than others, as in the case of knowledge of hidden rules, which is when people within each class have an unwritten set of rules in which they operate, he said. Problems are created when people assume that everybody naturally knows many of these rules they take for granted, such as how to dress or speak during a job interview, when the reality is there might not have been an opportunity for them to learn it. Some attending the introductory seminar wondered if the system Crawford described leaned too much on stereotypes. He said the purpose of the system is to train people to see how others are different. “It is a way to teach people to be more understanding of each other and understanding of why they do different things,” he said. Law enforcement officials are seeking the public’s help in locating a man they say robbed the Essex Bank in Centerville on Oct. 16 shortly before 10 a.m. Described as a tall, thin white male approximately 20 to 30 years of age, the suspect reportedly handed the clerk a note that demanded money and said he had a gun. The man was wearing a khaki shirt, jeans and a khaki hat with a red “p” on it at the
time of the robbery. A gun was not displayed. According to the Goochland County Sheriff’s Department, the man left on foot in an unknown direction with an undetermined amount of cash. Witnesses say he could be driving or riding in a silver or champagne colored sedan, possibly an Infiniti model G35 2005-2010 year. Anyone with information about this suspect is asked to call the Goochland Sheriff’s Office at 556-5349 or Crime Stoppers at 780-1000.

s election years go, 2015 is not shaping up to be one of Goochland’s most
exciting.
In contrast to 2011, which saw many incumbents challenged — and many ultimately defeated — this year’s race features only two contested races (for Clerk of the Court and Commissioner of Revenue). Still, Goochland County Registrar Frances Ragland said last week that she is still hopeful county residents will hang on to their record as the county with the highest voter turnout rate in Virginia. “I don’t expect it to be quite as high as in years past,” Ragland said, though her office is still staying busy in these last few weeks before Election Day on Nov. 3 In 2012, 87.4 percent of those eligible to vote in Goochland cast their ballot. The purpose of this election is to choose candidates for the offices of the Senate of Virginia for the 10th Congressional District member, House of Delegates for the 65th Congressional District member, clerk of court, commonwealth’s attorney, sheriff, commissioner of revenue, treasurer, board of supervisors member for Districts 1, 2, 3, 4, and 5, school board member for Districts 1, 2, 3, 4, and 5 and Monacan Soil and Water Conservation District directors.
Do I need to have a photo ID to vote? You will be required to submit an acceptable form of Photo ID when you check in at the polls this year. If you do not have one, the registrar can make one for you free of charge in the registrar’s office. Acceptable forms of photo ID include: Valid Virginia driver’s license DMV-issued photo identification card Valid United States passport Valid employee photo identification card Other government-issued photo identification card Valid college, university or high school student photo identification card (issuer must be a recognized institution of education located in Virginia) File photo

Voters should prepare now for Election Day

lections decide the leadership that guides legislation and enforcement of regulations. The right to vote is something many people take for granted, but elsewhere in the world many people have no say with regard to their political leaders, which only emphasizes the importance of participating in the election process whenever you’re afforded the opportunity to do so. The first step to prepare for Election Day is to confirm your eligibility. Age, legal residency and citizenship status are just a few of the factors that may affect your eligibility to vote. County clerks, municipal offices as well as the Division of Motor Vehicles should have voter registration forms, and additional information is available online. Canadians can register or check voter registration status at www.elections.ca. Voter registration may have to be filed several weeks to a month in advance of Election Day in order for you to be eligible. In the United States, when voter eligibility is in
question at the time of an election, a person typically may cast a provisional vote, which will then be considered after other ballots are counted. Once your eligibility has been verified, it is important to know the dates of key elections. Local newspapers often print schedules and this information can be found online as well. Various local and federal elections occur each year, and November is when national elections take place in the United States.
