A new group in Goochland County is offering support for those serving as a family caregiver, a role that often takes a physical, emotional and financial toll. The Goochland Caregivers Support Group, which has been meeting since April, allows attendees to connect with others facing the same challenges. The first gathering took place on April 20 at St. Matthew’s United Methodist Church and subsequent meetings have been Phelon held at Gum Spring United Methodist Church. To Angie Phelon, who helps run the group, the struggles of being a caregiver are all too familiar. After her mother underwent two difficult back surgeries, Phelon found herself trying to juggle the role of long-distance caregiver with her already full life as the mother of two teenage girls. see Caregivers > 11

Group still seeking home for hounds Rescue organization fears more animals may be abandoned By Roslyn Ryan Editor
The president of a local dog rescue operation says she is concerned about a possible uptick in the number of abandoned hounds as hunting season gets underway across the county. Penny Pearsall, president of For the Love of Animals in Goochland (FLAG) said last week that the group is still trying to find a home for three hounds they rescued last February. Pearsall said that some irresponsible hunters have been known to release their dogs at the end of the season and simply let the animals fend for themselves. “It’s just easier not to feed them,” Pearsall said. For her part, Pearsall is holding out hope that she can find the hounds in FLAG’s care, including sisters Sissy and
Sue Sue, a family of their own. Sissy and Sue Sue are around 30 pounds each and are “sort of inseparable,” Pearsall said. Both were found abandoned and emaciated, she explained, but have made great strides and would make wonderful pets. “We do want them to be adopted together,” Pearsall said. “They are so close and have been together so long … if you separated tem it would just break their hearts.” Clara, a gentle, medium-sized female hound, also is in need of a loving, permanent home. Pearsall said she is hoping that all area hunters will do the right thing this year as hunting season draws to a close. County Fall Festival set for Saturday The annual Goochland County Fall Festival will take place from noon to 4 p.m. Saturday, Oct. 31, at the Goochland Sports Complex (1800 Sandy Hook Road), offering plenty of enjoyable activities for children and adults. Featuring pony rides, a petting zoo and several “make and take� activities

h, Election Day. So quaint, so charming, so reminiscent of a time before we were able to do just about everything we needed to get done from ordering pizza to paying our electric bills via an app on our phones. As a matter of fact, voting may very well be the very last

Call me a fuddy-duddy if you must, but I doubt that I am alone in preferring that exercising my right to vote require, well — a little exercise. I don’t mind being reminded that the effort I put into voting (which includes getting in my car, driving to a location other than work or home, talking to another human being, making a few selections, and then driving home again*) is far, far less effort than so many put into securing that right for me. This coming Election Day is not expected to draw huge crowds in Goochland County, though residents here have always taken their civic duty to vote seriously. But for all the many reasons you can find to skip the polls this Nov. 3, please remember that the minor “inconveniences” you have to endure are the same ones millions of people around the world would give anything to be able to suffer. Voting is a right, and the privilege of living in a free society. Make yours count. *Which is pretty much — no, exactly — the same steps I gladly perform every Sunday morning to get a cup of coffee, the only difference being that the coffee actually costs me.

Needs of the people must be put first in all county matters
Dear Editor, Both the Goochland Democratic Committee and Goochland Republican Committee encourage all the registered voters of Goochland to come out and vote on Tuesday, Nov. 3. Goochland has an outstanding record for voter turnout. On our Goochland County Registrar’s office wall, there are three plaques. Each specifies that Goochland County led the Commonwealth in voter participation three differing years. In 2008, our voter turnout was 85.1 percent of active registered voters when statewide the average was 74.5 percent. In 2012, it was 87.4 percent when the statewide average was 71.8 percent. In 2014, it was 60.05 percent when the statewide average was 41.6 percent. In fact, Goochland County has led the Commonwealth of Virginia in active voter participation every year since 2008. Frances Ragland, our Registrar, is very proud of these accomplishments, as she should be. But we all need to have pride in what we have accomplished, whether Democrat, independent, Republican, or other political affiliation. This year it is likely that no more than 30 percent of our fellow Citizens across the Commonwealth who are registered to vote will actually travel to their precincts and cast ballots. Even though most candidates this November in Goochland County are unopposed, there are two offices which are hotly contested. There is no reason for us to be lax. In the bi-partisan spirit that continues to make our County and our country the strongest democratic Republic in the world, we enthusiastically encourage you to come to the polls on Nov. 3 and vote. Dear Editor, When I moved to Goochland County five years ago I was not engaged in the race for the Board of Supervisors and School Board. I have since come to truly appreciate the incredibly principled individuals who, while brand new to “politics”, were and are driven by the loftier motive of serving “The People”. I have also learned that there was previously a “Good old Boys” group running the County and that people felt intimidated in voicing an opinion that differed from those in power. Our Founders started this incredible nation on lofty Principles. One of the ingenious pillars employed in the building of our Nation is that of Separation of Power. James Madison wrote “The accumulation of all powers, legislative, executive, and judiciary, in the same hands whether one, a few, or many...may justly be pronounced the very definition of tyranny.” Facts are stubborn things and standing on principal is not always easy. The fact is that a candidate for Clerk of the Court is married to the Sheriff. The fact is, the Clerk’s Office employs the wife of a Judge, the wife of a Deputy, the daughter of a retired deputy, the daughter of a County official and the Clerk’s neighbor. These are all fine people, but it brings into question the correctness in having only close friends and relatives in these powerful positions. In addition, one has to question the fact that the Goochland Clerk’s office pays out hundreds of thousands of dollars more than surrounding, similarly sized counties in payroll. Is this serving “The People” or something else? Lastly, it is a state law that all ballots end up in the custody of the Clerk of the Court for safe keeping after the election! (Going from the ballet box to the Registrar, then to the Clerk of the Court!) While not suggesting anyone WOULD misuse this, the Principle stands, that this provides the potential for abuse. Friendships and allies aside, our

Statements made in recent letter about candidate were false Dear Editor, A letter to the editor published in the Goochland Gazette on Oct. 22 by Charlotte Whitmire contains false accusations that smacks of defamation of character of both Jennifer Brown and myself, Jean Bryant, current Commissioner of the Revenue of Goochland County. Ms. Whitmire’s letter states she has ‘heard’ of possible improper use of taxpayer’s money in the Commissioner of the Revenue’s office. I take personal offense to this statement as it defames my good character and that of my employee Jennifer Brown. Ms. Whitmire accuses Jennifer Brown of using county time and thus the county’s money to run her campaign. This is not true. In accordance with the Goochland County Employee Handbook, every county employee gets two 15-minute breaks and a 30minute lunch break during the day. I personally looked at each item included in the response to the FOIA request Ms. Whitmire refers to in her letter and from June through October 2015 I calculated less than 3 hours was spent at work on the emails and items in the FOIA by Jennifer Brown. Since each county employee gets 1 hour break time per day that is approximately 20 hours per month and for 5 months that would be 100 hours and she only spent three hours on her own personal break time on reading emails that pertained to her campaign. The county letter head Ms. Whitmire refers to was one letter of endorsement that I WROTE MYSELF for Jennifer Brown on my letter head that I use as Commissioner of the Revenue. I have received letters of endorsements in the past from state politicians on their letter head and I see Letters > page 7

Jennifer took the letter and took it home and scanned it and used her own paper and her own ink to duplicate this letter to include in her flyer that she mailed out in good faith that it was not an inappropriate action since I was the one that gave it to her and told her she could do so. Jennifer Brown’s work ethic speaks for itself, her working hours in this office are from 8 am to 5 pm, that is 9 hours per day including the 1 hour break she is supposed to take but people that actually come to this office and use the services know that the majority of days worked, we do not take the 15 minute breaks and rarely take 30 minutes to eat lunch because we
are busy helping people who use their lunch to get their tax and DMV transactions done in the Commissioner’s office. Ms. Whitmire’s letter asked who is doing Jennifer’s job, I can tell you that Jennifer is doing her job. Jennifer operates the Goochland DMV Select in this office and processed an estimated 22,783 transactions for the 12 months of 2014. In 2015 for the first 8 months of the year Goochland DMV Select has a grand total of 22,675 transactions already and we still have 4 more months of transactions to add to this figure. Her transactions average 2,500 per month which means add an estimated 10,000 more transactions done in 2015 than in 2014. Even with the stress and time consuming after hours events of being a candidate for office, Jennifer has not let this affect her work ethic. She is a hardworking, ethical person and if elected as Commissioner of the Revenue

Perhaps having eight employees in that office is the reason we taxpayers pay $25.55 each compared to Powhatan which has 7,000 more in population than Goochland, yet each citizen pays only $12.01, and has four

employees in their office. I suppose we pay for employees twiddling their thumbs! “Buddy” Bishop brings IT experience to the Commissioner of Revenue’s office as well as to the county as a whole. He has 20-plus years experience in technology management and leadership and plans to implement Commissioner of Revenue certifications for the entire staff annually. Dear Editor, Once again, I have been asked to provide Clerk’s Office financial data to set the record straight. These are the facts: Last fiscal year, the Board of Supervisors approved and appropriated a budget that included $303,886 of local tax money for the Clerk’s Office. I wrote and remitted to the Goochland Treasurer, Pam Johnson, 12 checks totaling $548,022 in collections from fees, recordation taxes, and other sources. The net gain to the county taxpayers, over and above the $303,886 provided by the board of supervisors, was $244,136. These figures can be confirmed and reviewed at the county financial offices. Flannagan is more than qualified to serve as Clerk Dear Editor, A lot has been said of the ‘experience’ of the incumbent candidate in the upcom-
ing election for Clerk of the Court. The job of the Clerk of the Court is not something that is only mastered by those with previous experience. It has been and continues to be successfully accomplished by many different types of people with varied backgrounds all over the country. Keith Flannagan has a Bachelor’s degree in Construction Management and a Master’s Degree in Business Management. He has over 30 years of practical business experience, including overseeing multi-million dollar projects. In his line of business, Keith had to be able to understand and comply with thousands of Federal, State and Local Codes. As a successful business owner, Keith knows the value of accurate record keeping, the ability to organize, plan and prioritize work, the importance of superior customer service, and operating within a budget and on schedule. On all accounts, Mr. Flannagan is unquestionably qualified for the Clerk’s position. If needed, there are vast resources available to a new clerk from the State Compensation Board, The Virginia Supreme Court, the Virginia Clerks Association and many others. In addition, the State offers programs and classes in November and December to orientate and teach all newly elected Clerks. Her professionalism and knowledge was unparallelled, and her friendly manner put me at ease right away. For me, this probate process was new and confusing but she was so helpful and kind, the whole process went very smoothly. Dear Editor, When my dear wife passed away, I was totally distraught and unknowledgeable about procedural matters. After some time, I went to the Clerk’s Office and met with Dale Agnew. Dale sat me down, calmed me down and looked over my wife’s will. She very compassionately steered me in the right direction and helped me avoid a number of pitfalls. She didn’t have to do all that – but Dale is a kind person, as well as being competent. She knows all the facets of this complex office and she knows Goochland. We’re lucky to have her service and experience – and we should vote on Nov. 3 to keep her in the job. Jennifer Brown in the Commissioner of the Revenue’s office, along with
her co-workers, has always been most helpful to me as well – from licensing to tax questions. Judging by the numbers of folks that I’ve seen over the years in that office, she’s helped many of you, as well. She knows every position because she’s worked them all. And, the Commissioner’s Office is a very complex part of local government. She serves her fellow Goochlanders outside the office, too. Jennifer looks out for all of us running Rescue as a volunteer. New information on ‘mystery woman’ Woman’s Club donation helps ensure bus safety

As we here at the Goochland Gazette continue to celebrate our 60th year, we recently learned some more information about a Goochland resident who was featured in a photo in our recent commemorative anniversary edition. Though we had managed to gather a few facts about Mrs. Kathleen Halla, who was seen in the archive photo at the right taking part in a charity event for cancer research in 1955, we learned Halla much more after her son Paul reached out to us. Thanks to Paul, who now lives in Durham, North Carolina, we learned that Mrs. Halla was born and raised in Lunenburg County, and had come to Goochland after the local Ruritan Club recruited

her husband, a dentist, to work in the county. An active community volunteer, Mrs. Halla worked with the Home Demonstration Club, the PTA and Grace Episcopal Church, and partnered with the Richmond Chapter of the Woman’s Club to help get the Goochland Chapter started. Caregivers continued from >1 When it comes to the needs of caregivers, “I feel it is essential to assure they feel supported and are aware of resources,” Phelon said. According to information provided by AARP, an advocacy organization focused on the needs of Americans age 50 and over, the typical higher-hour caregiver— defined as someone who provides unpaid care for at least 21 hours a week—has been caregiving for an average of five and a half years and expects to continue care for another five years. As the population ages, the profile of the typical caregiver is changing. While the average family caregiver is a 49 year old woman taking care of a relative,
caregivers as a group are becoming more diverse. What does not change, however, is the strain a caregiver often faces. According to research, around 46 percent of higherhour caregivers report high emotional stress. Some may feel that they are the only one dealing with an elder who is demanding, difficult, or belligerent, or feel sad that their elder is in need and confused. Caregivers may also be dealing with siblings or other family members who criticize them or do not share in caring for the elder. Phelon said finding support can be a lifesaver for those feeling the isolation and emotional stress of caregiving. “Support groups like this one

According to her son, her hope is that someone may see this and contact her, although she says most people she knew in Goochland are deceased or have moved away.

been surprised at the small turnout at meetings, she said. “We know that the need for this type of group is out there, we hear it all the time,” Pickels said. She stressed that they are open to meeting at a different location or a different time if it allows more caregivers to take part. The Goochland Caregivers Support Group currently meets from 6 – 7:30 p.m. on the third Thursday of each month at Gum Spring United Methodist Church, located at 191 Cross County Road in Gum Spring. Thanks to the generosity of one local organization, the Goochland County Public School’s (GCPS) Transportation Department is now better able to keep those on the county’s school buses safe. According to GCPS Supervisor of Transportation Betty Thurston, money donated to the school by the Goochland Woman’s Club was recently used to help purchase a camera system to be used on one of the school’s buses. The donation of around $1,700 was raised though the sale of the club’s cookbook, “50 Cheers!,” a book of over 250 recipes and 50 menus published in honor of the club’s 50th anniversary. The camera systems are a critical piece of equipment when it comes to ensuring the safety of students, Thurston said, and are also helpful in making sure that both students and bus drivers are following proper protocol at all times. Thurston said the use of the camera system is in no way meant to serve as a “gotcha” tool for catching drivers acting inappropriately, and more often than not comes in handy for pointing out what drivers are doing right. When it comes to students, however, Thurston said that knowing a camera is on the bus — the more advanced recording systems show three separate views from inside the vehicle — can often be just the right thing to help ensure everyone behaves appropriately. Thurston said last week that she is very thankful for the Woman’s Club’s gift, and wants all residents to know the funds have been put to good use. “It was such a generous gift,” Thurston said. “We were just very excited to be able to put it toward such a useful tool.” For more information on the Goochland Woman’s Club, or to purchase a copy of “50 Cheers!,” ($25) contact Patsy Garber at pagarber@comcast.net.

It’s never easy traveling to Lunenburg and leaving with a win, but the Chargers seemed determined to give the Bulldogs a run for the money in a 2A Conference 34 match up last week. Goochland left town with a well-deserved 24-20 win over a disciplined Charger team that
still believes in football the old fashioned way. They displayed that philosophy on the first series as they methodically drove the ball down the field, but came up short when the Bulldogs spoiled a halfback option and forced a field goal. With most of the first period gone, the Chargers led 3-0. Lunenburg employed a high, short kickoff following the opening score, and hit pay
dirt when the ball squirted loose. The Chargers wasted no time and shortly in to the second quarter, scored when running back Malik Foster found pay dirt with a five-yard run. Before the Bulldogs had run a single offensive play, the Chargers boasted a 10-0 lead. “Our offense didn’t touch the ball until halfway through the second quarter,” Goochland coach Joe Fowler said. “ Central
had a great game plan and they executed it to perfection in the first half. “Fortunately we were able to make some adjustments at halftime and play little bit better in the second half,” he added. The Chargers kicked short again, but this time the Bulldogs were ready. Calvin Martin peeled off two substantial runs, but the drive stalled. Sullivan Young booted a 36 yard field goal to make the
score 10-3. Cordell Mattox provided the third quarter spark with an interception of a Josh Paynter pass, returning it to midfield, but the drive again stalled. If the Chargers controlled the game in the first half, the Bulldogs took control in the second, and finally knotted the score with 5:00 remaining in the third quarter when Martin swept left and scored untouched.
The Chargers responded with a score late in the third quarter and took a 17-10 lead heading for the final stanza. When Martin chased down Charger running back Jamori Pegram and made a touchdown saving tackle as the fourth quarter began, it wasn’t immediately apparent how big that play would become. The defense didn’t disappoint and stopped the Chargers cold on three straight runs, forcing a short punt that gave Goochland the ball on the Charger 45 yard line with a chance to complete the fourth quarter comeback. “Those guys on defense

won the game with that “three and out” in the fourth quarter. We were worried that they would just bleed the clock with their running game like they did in the first half, but the defensive line and linebackers stepped up and made some huge plays on that series to get us the ball back in a hurry,” Fowler said. The Bulldogs returned to a familiar ground game, and a steady dose of Martin yielded the final go-ahead score, killing most of the remaining clock on the way. The win and the way it was accomplished provide the Bulldogs with a little extra swagger as they approach the final two weeks of the regular season. “We hope that this will give our kids some more confidence as we go into the home

stretch. I don’t ever remember us coming back from 10 down with six minutes left in the game,” Fowler said. “But our ability to pass the ball effectively from anywhere on the field makes us dangerous. We aren’t three yards and a cloud of dust anymore. Not that we can’t grind on teams, but if we need to go to the air, we have that option with the kids we have right now.” The bulldogs host Bluestone on Friday and then travel to Prince Edward for a make up game on Monday. “It’s all about peaking at the right time. I think we can do that and hit our stride in the playoffs,” Fowler said. “It will be tough this week with a game on Friday and then playing again on Monday, but this is a resilient group that can handle the quick turnaround.” Photo by Billy Fellin

On Oct. 20, Goochland’s Meghan Wright and Riley Powers headed to the course at Dogwood Trace in Petersburg to compete in the Central Zone qualifier for the State Girls Open golf tournament. There were 20 golfers competing from schools across the Richmond area, such as Cosby, Maggie Walker Governor’s School, Patrick Henry, and Glen Allen, just to name a few. Wright and Powers shot identical scores, 123 over 18 holes. While the pair did not qualify for the state tournament, both were commended on their sportsmanship throughout the tournament that earned praise from many, including other coaches.
Bulldogs honor seniors By Billy Fellin Sports Editor
On Senior Night for the Goochland Bulldogs, the seniors get to play whatever position they want on the floor. So, seniors Corinne Whalen, Madelyn Ott, Maddie Parker, Brenda Moore and Josie Summitt took the floor and got ready for the night that was honoring them. Even with the freedom to play wherever they chose, the Bulldogs were usually in the perfect position to answer any volley from Central Lunenburg, as they rolled to a 25-9, 25-6, 25-16 win. After Goochland continued its undefeated season, the five seniors were honored by their teammates and coaches as the fans stayed to enjoy the ceremony.
“This group of seniors is absolutely fantastic,” Goochland coach Jennifer Erixon said. “I have enjoyed the opportunity to coach them and watch them grow not just as volleyball players, but as young women. Without their leadership and experience this year, we wouldn’t be as successful as we are now. Summitt left her own mark on Senior Night as she led the Bulldogs against Lunenburg with 33 assists. Erixon said that his particular group of seniors have meant a great deal to the Goochland volleyball program as a whole. “With their competitive attitudes, drive to win, and leadership skills, they have really contributed to the success of the program this year and past years,” she said. “The girls are always willing to offer
advice, run drills, make suggestions or provide tips. They all play a hand in helping build this team. They hold the other players accountable and lead by example.” Erixon said that she will miss all of the seniors after they leave Goochland. “I love all of their personalities, smiles, and their presence on the court,” she said. “They have all grown into incredible young women who are capable of so much. I will definitely miss them next year, and the team will miss them too.” The seniors have more games in front of them though, as the Bulldogs look forward to the playoffs, hoping to make another deep run as they did last year. Goochland’s regular season was completed on Tuesday against Bluestone.

Obituaries EDWARD BINFORD SR. Mr. Edward “Earl” Binford Sr. passed away peacefully at home on Oct. 21, 2015. He is survived by a loving family. His remains rest at the Robert Mealy Funeral Home. Funeral services were held at 2 p.m. on Saturday, Oct. 24, at the Fauquier Baptist Church in Goochland.
LOYD C. CREEKMORE Loyd Clarence Creekmore, 83, of Goochland, died Oct. 18. He was preceded in death by his wife, Gwen; and grandson, Scott. He is survived by his children, Mike (Bobbie), Steve (Sandra) and Susan; two grandchildren, Doug and Clint (Kelly); and two great-grandchildren, Nathan and Eric. After retiring, he worked for many years as a school bus driver for Goochland County Public Creekmore Schools. The family received friends Wednesday, Oct. 21, at the Parham Chapel, Woody Funeral Home, where funeral services were held Thursday, Oct. 22. Interment followed at Greenwood Memorial Gardens.
