Supervisors seek ways to improve ‘customer’ experience

Sheriff makes case for new gun purchase

Goochland decides

Funding for weapons, around $24K, will come from seized drug money

‘One stop shop’ at administration building could ease burden on residents

By Roslyn Ryan Editor

Goochland County Sheriff Jim Agnew appeared before the Goochland County Board of Supervisors during the Oct. 6 monthly meeting to request the appropriation of drug asset forfeiture funds for new firearms for the department. Explaining that the weapons currently used by Goochland County deputies are nearing the end Agnew of their typical lifespan, Agnew said members of the department had experienced problems with the guns during recent range practice.

Thanks to a proposed reorganization plan by the Goochland County Board of Supervisors, residents may soon find it easier to get things done at the County Administration Building. Citing the desire to create a “one stop shop” for residents, board members have begun seeking ways to streamline the process of everything from getting a dog license to securing a building permit. “Right now, it’s Lascolette kind of a maze,” said board chairwoman Susan Lascolette, referring to the fact that someone trying to accomplish a certain task might end up going from office to office to gather the information they need. Lascolette said she understands why the system is somewhat chaotic — when the county administration took over the building at 1800 Sandy Hook Road, formerly Goochland High School, she said, see One stop shop > 2

Time is running out for those planning to voice their concerns about a plan to spread biosolids on 1,900 acres in Goochland. The Department of Environmental Quality’s public comment period on the issue, which opened Oct. 9, will close Monday, Nov. 9. Until that point, those who wish to comment see Comment period > 2

The ultimate goal, Lascolette said, is to create a space where residents can quickly gather information and access resourc-

biosolids on county land. Synagro Central LLC, a Maryland-based waster recycler, has applied for a new permit to apply biosolids to around than 307 acres of agricultural sites. NutriBlend Inc., based in Virginia, has asked to apply biosolids to around 1,586.5 additional acres. The permits can be reviewed at http://www.co.goochland. va.us/162/Biosolids-Program.

Board members continue to fine-tune the final plan, and could have something in place shortly after the new year.

GHS students address American Legion, Auxiliary On Oct. 20, Goochland High School (GHS) seniors Caleb Fisher, Logan Monk and Davis Paone spoke to the American Legion and Auxiliary about their recent experience at Boys State. Emily Hobbs, representing the Girls State cadets, discussed the teamwork, public speaking and, above all, increased awareness of patriotism that made her week so successful. Senior Branden Myrick and Benedictine College Preparatory (BCP) senior Caleb Blair attended the Youth Cadet Law Enforcement Program hosted by the Virginia State Police. They spoke of the challenging program that focused on discipline and physical fitness but still included fun. Funding for these programs for rising seniors is provided by Goochland American Legion Post 215 and a grant from the Goochland Lions Club. Shown are, from left, front row, Logan Monk, Caleb fisher, Davis Paone, AL member Aaron Wyatt and Emily Hobbs, and, back row, Caleb Blair, Branden Myrick, American Legion members Bob Hammond, Jerry Netherland and American Legion Auxiliary member Jenna Nelson.

Issues included “stovepiping,” which involves shells becoming stuck in the barrel of the weapon. Agnew said the department had been testing several potential new guns since May, narrowing down their choices based on “proven effectiveness,” costs effectiveness, and whether the gun would meet the needs of the department. After testing around 17 models, Agnew said he and his staff had ultimately decided to purchase a Sig Sauer P-320. This model is easier to clean, Agnew explained to board members, and features a grip that can be changed to suit different hand sizes. Agnew said the cost of the new firearms, including

3

accessories, would be around $24,000. The funds will come from drug asset forfeiture funds and will not cost the Goochland taxpayers any additional money, Agnew stressed. Officers also are expected to receive around $50 a piece for the trade-in of the current guns. After asking a few questions concerning ballistics and other details of the purchase, the board unanimously approved the funding. Ranked Top 1% of ALL agents in the USA!

lawn, you should correct the issues that are encouraging it to grow there. Moss is a hardy plant that will return if even a few patches remain, or if spores are left behind in the soil. Moss thrives under the following conditions: poorly drained, constantly wet soil; acidic soil; shade; grass that’s been cut too short because of uneven terrain (aka “scalping”); and compact soil. To

Despite the looming threat of Hurricane Joaquin, the annual Goochland Chamber Biz Expo went off without a hitch on Oct. 1. And while organizers were forced to cancel a few children’s activities — and

move all exhibits inside — Goochland Chamber executive director Bonnie Creasy insisted none of this had a negative impact on the evening. “It was a fun event, and it offered an opportunity to visit with business owners, be introduced to new businesses, and learn about the many products available in the area,” said Creasey, noting that attendance was around 300. eliminate the moss permanently, you’ll have to correct whichever of these issues are present in your lawn. To fix the soil problems, have a soil test done to find out the pH and correct it, if necessary. Your local Virginia Cooperative Extension office can help you with soil testing. If you have compacted soil, use a core aeration machine or hire a lawn care person to do the aeration. If your soil is consistently wet, you may need to install drainage or fix a problematic grade. Consult a landscape professional to address drainage problems. If your lawn spends most of the day in heavy shade, the moss will be happy but your grass will struggle. If removing entire trees isn’t feasible, prune the lower branches to raise the canopy and prune interior branches to thin it. Offering support to those who serve By Roslyn Ryan Editor

He was just one of what looked to be around 100 soldiers, all dressed alike in fatigues, all looking more than a little rumpled and tired after what had likely been a long ride on a crowded bus. It was a day they all had been waiting for — aching for — for nearly a year, the day they would be reunited with their families after yet another long deployment. The young man marched into the hangar-like space just as the others did, lining up alongside his fellow soldiers and listening just as they did to a speech from one of the higher-ups about what a successful mission it had been. No, there wasn’t anything in particular that was different about him … until the soldiers were finally allowed to fall out of formation and reunite with the family members waiting, ecstatic, just a few yards away. It was only then that it became obvious that this young man was different than just about everyone else in that cavernous room that day. It took me a second to figure out why, and then it hit me: He was the only one not running. As a dozen fathers held open

their arms to embrace beaming children, and grateful mothers sobbed on their sons’ shoulders, this young man was quietly picking up his bag and making his way through the crowd. A lovely woman in the highest heels I had ever seen nearly knocked him over attempting to get to someone behind him, but for this young man there would be none of that. I was there covering the homecoming for the newspaper that day, and I managed to catch him before he made it to the door. As it turned out, he explained, he didn’t have much family to speak of and few friends who would have been able to make the drive to meet him there. He said it without a trace of self-pity, but it broke my heart just the same. He had been through so much, and now there he was, alone. I still think of that young man sometimes and wonder what became of him. I also think about the many, many thousands of young men and women who do come home to families who love them, but who must still contend with the horrible feeling that they are alone in their suffering.

The character behind the characters By Dan Gardner Contributing Columnist

On Friday, Oct. 30, students and staff at Randolph Elementary School dressed up for Book Character Day. Many parents joined in the fun while visiting for seasonal parties. The office staff jumped on board by portraying characters from L. Frank Baum’s novel The Wizard of Oz. As I was putting together my costume for the tin man I realized how the desires of the main characters matched up with Goochland Schools’ Core Values. The Scarecrow

wanted brains. We strive to foster creativity in our children. The Tin Man wanted a heart. We model honor, teaching kindness and integrity. The Lion wanted courage. We encourage risk taking in academics and bravery when standing up for what’s right. As Dorothy picked up travel companions she served as the perpetual optimist. She may have had her weak moments. But just as we ask our students to pursue optimism we recognize student and staff struggles that require us to lean on each other for help. I look to the wizard to remind

us of excellence, both hidden at the beginning and in his presentation of gifts at end. The wizard represents the goals that we strive to achieve. In the book, his gifts were nick knacks in substance, but self-completing in spirit. The faith they had in his powers turned their dreams into reality. All of these themes remind me of our Goochland schools’ mission and what our team does every day when they work with our students, striving to maximize the potential of every learner. Dan Gardner is the principal of Randolph Elementary School.

My main reason for writing this letter is to say that my mother, Nell B. Ragland, was a regular correspondent of your paper and wrote many interesting and well-written letters and articles. She, my sister, Valerie R. Roberts, and myself were avid readers of your newspaper, which has been called a number of different names, of which I’m certain you are well aware. Of further interest, my sister Valerie was Goochland County’s Christmas Mother one year (or more) and worked diligently to get enough monetary contributions from Goochland’s “dear hearts and gentle people” to put it “over the top.”

Having been a member and leader of the Goochland County 4-H program and later president of the County Home Demonstration Clubs, I also felt honored to become the secretary to Earl Truett, County Agricultural Agent, immediately after graduation from Goochland High School. School Notes Goochland Schools honored with award for iPad program Goochland County Public Schools recently announced that it has been recognized as an Apple Distinguished Program for 2015–2017 for its implementation of deeper learning with iPad Mini and iPad Air. Goochland’s 1:1 iPad program began in 2013-14 as a pilot program in grades 3-5 at Goochland Elementary School before expanding to additional schools. This school year the program provides iPads for students to take home across the division in grades 4-7, in addition to the third grade at GES. Next year, the division plans on expanding the iPad program to grades 3-8. The Apple Distinguished Program designation is reserved for programs that meet criteria for innovation, leadership, and educational excellence, and demonstrate a clear vision of exemplary learning environments. “It is an honor to be recognized for trying to change what learning can look like for our students,” said Dr. John Hendron, Director of Innovation and Strategy for

Goochland County Public Schools. “Putting new, powerful tools in the hands of our students is an incredible opportunity to prepare students for our vision of making a positive impact. We’re looking forward to the opportunities this recognition affords us to gain expertise and improve on our focus towards deeper learning.” “When we are visiting the 1:1 classrooms,” said Dr. James Lane, Superintendent, “we’re seeing types of student creation that just a few years ago would have been impossible, by choosing a mobile computing device. As we develop more digital content in addition to purchasing content, I see a future not too far off where iPad helps us re-imagine what learning can look like, when it comes to new, innovative apps, individualizing assignments for students based on their needs, and helping our teachers design engaging projects supporting the power of social learning.” Goochland County Public Schools is a leading public school division of 2560 students, located in central Virginia between Charlottesville and Richmond, along the James River. Sydney Meiller plays Anne, Tevin Davis is her father, Otto Frank, Stephanie Thompson plays his wife Edith. Anne’s sister Margo is played by Maja Huetler, a German exchange student at GHS. The Van Dann family includes Josh Jones as Herman, Leah Johnson as his wife Petronella, and Jack Paone as Peter. The dentist, Mr. Dussell is Gus Payne. The brave people who helped them are played by Sara Jan Anderson as Miep and Jonathan Adkins is Mr. Kraler. On Broadway in 1955, the The Diary of Anne Frank won the Tony Award for Best Play. In 1998 it won the Tony for Best Revival of a Play. In 1959 the film version was nominated for eight Academy Awards and won three. There will be three performances at Goochland High School, (3250 River Road West) Friday and Saturday at 7 p.m. and Sunday afternoon at 2:30 p.m. Tickets are available at the box office starting one hour before the performance.

Ask Fern Helping a friend cope with loss Dear Fern, A very good friend of mine recently lost her husband after a long illness. Understandably, it has devastated her and her children, and I try to do my best to be there for her in any way that I can. Here is the issue: Our two families were very close, traveling together on vacations and enjoying holiday gatherings, so there are several photos in my home that have her husband in them. My question is, when I invite her over, is it appropriate for me to leave these photos out on display, or should I discreetly put them away for a little while? I just want to do the right thing for my friend, but I’m not sure what that is.

friend and her children will most likely take great comfort in knowing by your continued display of these photographs, that you are in essence continuing to remember and celebrate the life of a cherished husband, father and friend. By this gesture, you are also reflecting on happier occasions which may even prompt a light hearted conversation of a sweet or humorous moment captured & frozen in time. If so, this may further allow you to reach out and be just what they need to help them through their tender grieving process- and you in yours. Goochland’s Wyatt Smith (24) broke loose in the first half of last week’s contest with Bluestone for a 38-yard touchdown, the second score for the Bulldogs in the 52-20 romp of Bluestone.

Bulldogs rolling as playoffs near By Jim Ridolphi Contributing Writer

Goochland put its foot on the gas and left it there for the entire first half as the Bulldogs handed Bluestone a 52-20 drubbing last week. The win ups the Bulldogs record to 6-3 with one game

remaining against Prince Edward. A victory on the road will supply the team with a first round home field playoff game and possibly a second and third chance to stay home. After a less than stellar week of preparation, Goochland coach Joe Fowler was pleased with his team’s performance.

“We didn’t have a great week of practice, so we are pleased that we came out and played well from the start,” Fowler said. “Defensively we controlled the line of scrimmage and with the exception of one play in the first half, we locked them down on defense,” he added.

The Bulldogs were virtually unstoppable on offense, and the defense did not allow the visiting Barons a first down until late in the first half. Goochland cornerback Zach Payne set the tone as he intercepted Baron quarterback Tevarius Brooks and set the Bulldogs up with a first and ten

on the Baron 47-yard line. Bulldogs signal caller Reid Chenault found Scott Carter with a 40-yard strike to open the scoring. Wyatt Smith followed up with a 38 yard run midway through the first period. Sullivan Young added a field goal as the period ended

with the Bulldogs solidly in control, 17-0. Calvin Martin got untracked as the second quarter began and scored as he gathered in a 20-yard missile from Chenault. see Football > 13

Football continued from >14 Marcus Burton entered the scoring fray with a 35-yard run to make the score 31-0 shortly before the half. Calvin Martin scooped up a mishandled pitch and galloped 34 yards for a 37-0 lead. Bluestone’s only bright spot came shortly before intermission, when Brooks found Keith Patrick with a 60-yard bomb and the same combination added a two-point conversion to make the score 45-8 at the half. Following intermission, the Bulldog starters added one more score before Fowler called off the dogs. The large lead provided the coach a great opportunity to get his reserves some playing time before the playoffs begin. “We have a bunch of kids who work their tails off in practice, but don’t always get a lot of time on Fridays,” Fowler said. “It is always good to get up early and get those guys a chance to get significant playing time. Fortunately we were able to get a big cushion by halftime and that allowed us to get a lot of reps for our second team kids.” Due to a postponement due to inclement weather, the Bulldogs will play two games in three days as they travel to Prince Edward for the make up game. It’s a new challenge for the coaches and players. “This is uncharted territory for us, but it is what it is. We were able to get a lot of our

starters out of the game by halftime on Friday so that they would be fresh on Monday,” the coach said. A win against Prince Edward allows the Bulldogs a chance to play three home games during the playoffs. An unusual schedule also presents a new obstacle for the Bulldogs, a week off at the end of the season. Fowler said the rest is coming at just the right time for the Bulldogs. “Initially we weren’t thrilled that we drew the last week of the season for our bye week, but it has turned out to be a good thing,” Fowler explained. “We have some kids who are injured and it will be great to give the whole team a few days off to rest and recuperate.” The coach said the off time will allow players to rest on an unusual Friday off, and also help with preparation for the upcoming playoff games. “With the game on Monday, we will take Tuesday off and then get in a few good days of practice and then give the kids Friday off while the coaches go out and scout some of our possible first round opponents,” he said. With three wins a row if things go right at Prince Edward, Fowler said the team is on schedule to peak at the right time. “We are still working on reaching our potential,” he said. “But we are steadily improving every week, and our goal is always to hit our peak in the playoffs and we still feel like we are on schedule to do that.”

Cross-country coach Henry Jones speaks with his team prior to practice at Goochland High. The Bulldogs had a rocky start according to Jones, but they’ve been strong as of late.

Goochland XC team hitting stride By Billy Fellin Sports Editor

Goochland cross-country coach Henry Jones said that his team has had a “rocky” season, due to some of his top runners being sidelined or not on the team. That doesn’t mean the Bulldogs haven’t been successful this season. Quite the opposite, in fact. On Oct. 28, the boys rolled into Pocahontas State Park and won the Conference 34 meet by a wide margin over Nottoway, 22-66. Goochland’s Austin Bruce won the meet with a time of 18:37. Adam Norman finished fourth with an 18:58, Josh Hobbs was sixth with 19:10 and Reid Caudill was seventh with 19:31. Earlier in October, the boys team won the James River District meet with 45 points,

besting Randolph-Henry and Cumberland and its closest competition. “It was great. The boys were excited and we did extremely well,” Jones said. “We were concerned about Cumberland, but when it was all said and done, the boys did really well.” Bruce finished third for the Bulldogs with a time of 18:50 in that meet, with teammate Norman just behind at 18:50 in fourth. Caudill finished 10th with a time of 19:59, and Henry Carscadden finished 12th with a 20:02. Bruce in particular has been a strong member of the team this season and has really stepped up, according to Jones. “Austin has really grabbed the bull by the horns,” he said. “He’s been really strong. He broke 18 minutes at the

Milestat course at Pole Green Park a couple weekends ago.” “I think the boys team is doing great especially for not having some of our strongest runners,” Bruce said. “I think we’re having a great season.” Bruce has someone on the girls team who also can help push him throughout the season- his sister, Brittni. “I think it’s fun,” Brittni said of having her brother on the same squad. “We can really push each other on.” Brittni has been strong for the girls this season as well. She finished sixth for the Bulldogs in the conference meet with a 22:23, just ahead of teammate Jill Pillow who ran a 23:22, followed by Maddie Muniz with a 23:38. At the district meet, Bruce finished fifth for the Bulldogs with a time of 22:45, while

Pillow had a time of 23:04. Muniz’s participation in the meet was a huge positive for Jones and the team in general. “We were afraid we wouldn’t have a team because of a conflict with a field trip,” Jones said. “But, (Muniz) has decided she wants to run instead of go on the field trip. She’s been rather key this year. She’s been an exceptional runner that has really stepped up.” Both squads will advance to the 2A East regional meet, and that’s when the keys to being a seasoned runner will really come into play. “Usually, it means who has put the most miles on their legs,” Jones said. “That means their legs can endure what their bodies are going through.”

Wills for Heroes Program benefits Goochland County first responders Contributed report

The Goochland County Department of Fire-Rescue (GCDFR) announced the successful conclusion of its Wills for Heroes (WFH) Goochland Program, in partnership with Capital One. The WFH Program in Virginia is jointly sponsored by the Virginia State Bar’s Young Lawyers Conference (VSB YLC) and the Virginia Bar Association’s Young Lawyers Division (VBA YLD). The organizations worked together to support Goochland County’s first responders by providing free wills, powers of attorney, and advance medical directives. GCDFR launched the WFH

Goochland Program by holding an information session for local first responders on October 7 at GCDFR Company 3, Centerville; and an information session on October 10 at GCDFR Company 5, Goochland. During the sessions, local estates attorneys volunteered their time and provided estate planning information to Goochland County first responders and their spouses. Session participants were able to ask questions and speak individually with estates attorneys regarding specific questions and concerns. Following the information sessions, GCDFR held two sessions during which estate planning documents

were prepared and executed. The first session was held on October 21 at Company 3; the second session was held on October 24 at Company 5. The document preparation/execution sessions were staffed and supported, on a pro-bono basis, by local estates attorneys, Capital One attorneys and other legal professionals, and attorneys from the VSB YLC and VBA YLD. To meet WFH Program requirements, participating volunteer estates attorneys separately completed training for the WFH Program. Additionally, volunteer attorneys completed continuing legal education, tailored to the WFH Program.

According to Fire Marshal Doug Davies with GCDFR, “the WFH Goochland Program was a success and greatly assisted 26 Goochland County first responders and their spouses.” The WFH Goochland Program was supported on a pro bono basis by 31 local attorneys and other legal professionals, including 19 Capital One Legal Department volunteers and eight volunteer estates attorneys. The WFH Program was created in the wake of the September 11, 2001 terrorist attacks after it was discovered that many first responders who perished in the line of duty lacked basic estate planning documents.
