Despite what she described as a low turnout in Goochland for Election Day 2015, county registrar Frances Ragland said the day had otherwise been a success. “Everything worked out really great, and there were no problems with the paper ballots, so we were very pleased,” Ragland Ragland said.
The low turnout — only 35 percent of voters came out to the polls Nov. 3, as opposed to the 60 percent last November and the 87 percent for the presidential election in 2012 — was not exactly surprising, Ragland said, given that only two races were contested. In those two races, Dale Agnew defeated challenger Buddy Bishop (3,245 to 2,004) to be elected to her first full term as clerk of the court, and Jennifer Brown defeated Keith Flannagan (3,366 to 2,359) in the contest for the commissioner of revenue’s office. While all other races were uncontested, no candidate on the ballot in Goochland received 100 percent of the vote. After hearing from nearly two dozen county residents opposed to a planned development near Rockville Road in Centerville, the Goochland County Planning Commission voted unanimously against the project last Tuesday. Wilton Acquisitions, LLC, has been seeking a rezoning classification from Agriculture, Limited (A-2) and Residential, Limited (R-1) to Residential, Plan Unit Development (RPUD) to pave the way for a development of 191 single family homes on 98 acres. The plan has come under fire in recent months from those living on Rockville Road, who point to already dangerous road conditions and a history of accidents, see Development > 3

Representing Wilton Acquisitions, LLC, attorney Darvin Satterwhite described the project as one that is in keeping with the county’s rural preservation goals, and urged the commissioners to consider the project as a economic engine for the area. “We are in the Tuckahoe Creek Service District, where you want this density,� Satterwhite said. “The water and sewer revenue is what is needed to pay the debt service.� Satterwhite explained that the developers had agreed to make several improvements to minimize the impact of putting more cars on the road, but continued to stress the development’s potential impact on county coffers. “Rather than taxing the people to death, there needs to be a revenue flow,� Satterwhite
said. “We don’t want fewer users, we want more.� Residents against the plan, for their part, couched their argument in terms of public safety. When it comes to Rockville Road, “we have a problem,� resident Lisa Powell said, addressing Satterwhite. “I know you are not legally culpable, but if you put all these extra cars on the road and something happens, are you morally culpable?� As one man in attendance noted, Tuesday’s meeting fell in the same week as the six-year anniversary of the death of Drew Bumgardner, a 22-yearold man killed in an accident on Rockville Road in 2009. Records show that 28 accidents have occurred on the road since 2003. Since 1985, there have been eight fatalities. Explaining that she has lived on Rockville Road for 23 years, Powell urged Planning Commission members to see for themselves how dangerous the situation has become. “Would you just humor me

other than what is best for her,” Minnick said. “It’s difficult, it’s a shock, the loss of leadership will be a blow to the county, but this is the absolutely right thing to do and we wouldn’t have it any other way.” Describing Dickson as “absolutely serious and committed to what she does,” Minnick said he knows the staff she put in place also will rise to the occasion as the county seeks to find a new administrator. “Yes, we’ll have a transition to go through but she has developed a team that is ready to go and take charge when and where necessary,” Minnick said. “The circumstances are sad and we all feel bad now, but Becky will want us all to move away from that quickly and get on with the work of serving the citizens of Goochland. That’s how we honor her time here as county administrator.”

Schools receive 24K grant award to support new safety upgrades Contributed report
Goochland County Public Schools will receive $24,000 in funding to support safety preparedness initiatives during the 2015-2016 school year. Gov. Terry McAuliffe recently announced that the Commonwealth has awarded $6 million in School Security Equipment Grants to help ensure the safety of Virginia’s schools. Getting connected By Roslyn Ryan Editor
You may not have known it — and I had to Google it — but if you happen to be one of the millions upon millions of people on Earth who cannot imagine a world without the Internet, today is a day worth celebrating. On this day, in 1990, British computer scientist Sir Timothy John Berners-Lee made a formal proposal for the communications system that would become the World Wide Web, thereby setting in motion a chain of events that would change the world in ways few could have predicted. If the Internet was a religion — and don’t ask me to prove that, for some, it isn’t — today would be its version of Christmas. Thanks to Berners-Lee’s pioneering work, my generation will be the last one — barring a giant asteroid slamming into the Earth and hitting the “reset” button on a few thousand years of human progress — that will ever remember what it was like to have to look something up in an encyclopedia (now commonly referred to as a “doorstop”) or buy music in a store. So much has changed because of the Internet that it’s sometimes hard to wrap your head around it. If someone told you 30 years ago that they were going to talk to a friend living overseas, face-to-

face, via a little screen that could fit in their pocket, you would have kindly made them a cup of tea and called for a doctor. Now, it’s called FaceTime, and we rarely give it a second thought. The more I think about how amazing the Internet is, the more I struggle to fathom how we did so much without it. Think about it: We fought wars — big wars — with nothing more advanced than radios. We found life-saving vaccines long before the age of computers and went to the moon without anybody being able to Google anything. Seriously — how did we do that? I know people who can barely make a restaurant reservation without the use of at least one app. Today, as we celebrate the birthday of the almighty Internet, let’s give it its due. It has made life much easier for us in so many ways, and that can’t be a bad thing. Of course, we also should remember that there are certain things the Internet will never be able to replace, the greatest of all being human ingenuity. That particular “magic ingredient” is what has created so much of what we hold dear, up to and, yes, including the World Wide Web. see Connected > 7

Is media a risk for children? By Jim Ridolphi Contributing Columnist
Like many other parents, I struggle with my children’s overuse of technology and electronic devices, and I often wonder if my kids are the only ones who would prefer to spend almost every waking moment in front of a screen or burying their head in a cell phone. Turns out they are not, and the amount of time youths spend in front of computers or on tablets or cell phones might surprise you. Common Sense Media provides parents and kids resources to combat the onslaught of multimedia use and monitors the time kids spend staring at screens. They recently published results of a study that gauged just how much time our children spend on entertainment media. American teenagers spend an average of about nine hours a day utilizing some type of media, not including school activities. Children aged 8 to 12 spend, on average, about six hours. Those uses include social networking, video games, talking or playing on the phone, watching TV or videos
or chatting. There’s no denying the Internet offers a myriad of educational opportunities, but it seems our children are opting for more entertainmentbased activities like listening to music or watching their favorite television show. It’s a new challenge for parents who have waded into an era they don’t fully understand and have even less idea of how to combat. The communication has become increasingly mobile and difficult to monitor, and parents have assumed a look the other way attitude in many instances. The report cites a trend that finds teenagers’ multitasking more as electronic use increases. They listen to music as they are doing their homework, and most think it does not hamper their ability to focus. As a parent, multitasking might have a role in increasing efficiency, but not among teens who need to have primary focus when doing homework or reading. It’s a new world with new challenges for parents who constantly worry about what their kids are viewing online and how much time they
are spending with electronic devices. Should parents place limits on the amount of time or kind of activities their kids view online? Absolutely. New challenges require a new set of rules and guidelines and placing limitations on media use equates to responsible parenting. It’s also important to realize the examples we set have a significant influence on how our kids approach media use. I’m guilty of bringing a laptop to the dinner table or a trip to the pool to complete work-related duties, or conducting an interview in my car while my kids sit and listen. They see me constantly connected to the outside world through my cell phone and laptop. Perhaps, it’s a message that perpetuates the theory that constant connection is the norm. Bottom line, it’s up to parents and educators to stress the ethical use of multimedia devices, and it’s never too early to set limitations. It’s also not too soon for us to realize that children often mimic their parents’ actions, and — if we don’t want constant media to become our daily routines — it may be time to take a look in the mirror.

Obituaries POLLY COCKE Polly Simpson Cocke, passed away on Nov. 6, at the age of 84 in Richmond. Polly leaves behind the love of her life, Billy W. Cocke, her husband of 62 years. She is the treasured and beloved mother of Bambi Cocke (Walton) and David Cocke and his wife, Kate. She cherished her grandchildren, Hollis Walton Zyglocke and her husband, Patrick, Ashby Walton and his wife, Lindsey, Taylor Cocke and Michael Cocke. Her four greatgrandchildren, Tatum, Lane and Briggs Zyglocke and Bailey Walton, brought great and constant joy to her life. She was born on Oct. 1, 1931 in Gretna, to Ferrell and Anne Simpson. She adored her three younger siblings and their spouses, Wallace Simpson (deceased) and his wife, Lucy (Billy’s sister), Nancy Simpson Cocke and her husband, Delano (deceased and also Billy’s brother) and Ruby Simpson Slayton, who all remained best friends throughout their entire lives. She is also survived by her many loving and devoted nieces and nephews of Virginia. Polly graduated from Gretna High School and attended Longwood College. She married Billy after his graduation from VPI, and lived in Augusta, Georgia, while he was based at Fort Gordon. They settled in Richmond, where they raised their two children and joined Trinity United Methodist Church. At Trinity, Polly taught Kindergarten and pre-school for 25 years. It was always a joy for her to see her many past students, she remembered them all. She was also involved in Bible Study, Circle, Prayer Chain and other volunteer groups there. Polly was a member of Tuckahoe Women’s Club and several bridge groups composed of many life-long special friends. She and Billy enjoyed active social lives at Hermitage Country Club and The Snooty
Fox in Goochland County, where they resided for 30 years. Polly was a faithful disciple whose love for her family was paramount. She was a beautiful woman with an incredible smile and a friend who generously shared her love and wonder of life with everyone. So many were fortunate to be blessed not only by her friendship, but the gift of her famous fresh-baked rolls. A memorial service took place on Monday, Nov. 9, at Trinity UMC, with a reception following. In lieu of flowers, please send donations to Trinity UMC Foundation, 903 Forest Ave., Richmond, Va. 23229. Her family wishes to express their most profound appreciation to the staff at Memorial Regional Hospital and Autumn Care in Mechanicsville. THEODORE DURVIN, SR., Theodore Lee “Teeny” Durvin, Sr., 98, went to be with the Lord on Oct. 28. A native of Richmond, Teeny also lived in Henrico and Goochland. He was preceded in death by his loving wife of almost 49 years, M a m i e A d a m s Durvin; his parents, Durvin Charles Leslie “Fritz” Durvin and Georgie Ann Dunn Durvin; brother, C.L. “Tud” Durvin; and sister, Gladys Durvin Harris. He is survived by his brother, Raymond D. Durvin Sr.; son, T.L. “Joe” Durvin Jr. (Carole); daughter, Shirley Durvin Uzel (James); five grandchildren, 14 great-grandchildren and three great-great grandchildren, as well as many nephews, nieces and cousins. He served in the United States Navy during the Vietnam War where he received the Navy Good Conduct medal, the National Defense Service medal, and the Armed Forces Expeditionary medal. Max then later worked as a technician for AT&T. He was a member of the Masons, the Shriners, and the Scottish Rights. It’s difficult to predict what you will encounter when a team gets on a bus and travels miles from home to play a football game. Last week, Goochland (7-3)
got more than it expected as it took on Prince Edward in a makeup game and escaped with a 64-41 victory to end the regular season. The score didn’t indicate just how bothersome the Eagles were, and the outcome was in doubt late in the contest.
“From a fan perspective, I am sure it was exciting,” Goochland coach Joe Fowler said. “But from a coaches perspective, it was excruciating.” That was largely due to a performance by Eagle running back Delquan Biggelow who finished the evening with almost
300 yards on the ground. “We couldn’t get a handle on their running back and it made it a long night,” Fowler said. Luckily, Goochland answered with a playoff caliber performance by running back Calvin Martin, who finished
with four touchdowns and 232 yards of offense. If Goochland was expecting a night off, it appeared they might get it as the game opened with the Bulldogs scoring 21 points in the first period. Wyatt Smith scored twice on the ground, and Scott Carter

Bulldogs ready for post-season challenge By Jim Ridolphi Contributing Writer
Embarking on a path with an unknown ending can produce a fair amount of anxiety or nervousness, but it didn’t seem to affect the Goochland volleyball team as they hosted a second round Conference 34 playoff game last week. The team came out loose and relaxed, and seemed to enjoy their first taste of postseason play since last year’s successful run in the playoffs. That spirited attitude was prompted by a move made by coach Jennifer Erixon less than 24 hours before the game with Greensville County began. Sensing her team was not moving well and playing flat, Erixon shook things up. “I moved some people around and we have a different offense that we are running,” the coach said. “I told them about it yesterday at 5 p.m. so they had 30 minutes of practice with it and tonight was the first time running it,” she added. As Goochland entered post season, Erixon sensed the team wasn’t energetic, so she took action. “They were stuck in a rut,” she said. “They were too used to their normal routine and they were bored with that,” Erixon said. “I wanted them to get that drive back.” The position changes appeared to work well against Greensville County. The Bulldogs closed out the visitors in short order and advanced to Saturday’s finals against Amelia.
The Bulldogs defeated Greensville 25-14, 25-7 and 258 to gain a spot in the finals. “I’m happy with it. I saw a lot of extra movement on the court and players taking charge,” Erixon said. Goochland continued its undefeated season against Amelia with a 26-24, 25-22, 25-14 win and the Conference 34 title to boot. If we don’t start tackling people, we won’t be in the playoffs for very long.”

School grant continued from >5 gency notification, real-time location tracking, and a mass update system to better facilitate communication and resolution of emergency situations in all school facilities. “We intend for our schools to be places where students, staff and community members can pursue deeper learning,” superintendent James Lane said. “As we work together to maximize the potential of every learner, we must also commit to ensure that all of our schools are safe.”
The School Security Equ ipment Grant program was established by the 2013 General Assembly in the aftermath of the Dec. 14, 2012, mass shooting at Sandy Hook Elementary in Newtown, Connecticut. “All those who visit our schools throughout the school year will be safer today because of this grant award,” school board chairman John Lumpkins said. “This will provide our schools and first responders with necessary tools to respond quickly and effectively if a security threat does arise.”

Rice Jr.; daughter, Teresa and her husband, Kenneth Thompson; granddaughter, Kimberly Rice and her fiance, Tim Mohr; Billy’s brother, Charles Rice and his wife, Linda; Jane’s sisters, Margaret Robertson and Dorothy Bear; and brother, James Waldrop; sisters-in-law, Olivia Rice, Virginia Rice, Colleen Waldrop; and brother-in-law, Robert Tignor; and a host of wonderful and very special cousins, nieces and nephews. Billy spent his career in the printing business with J. W. Fergusson and Sons. Jane was a homemaker and child care provider who worked briefly at Blair’s

They were long-time members of Grove Avenue Baptist Church of Richmond, and welcomed visitors at Forest Grove Christian Church and Perkins Baptist Church both in Goochland. They loved and were so grateful for their combined families and many dear and long-time friends. Their love for family and friends was exceeded only by their love for each other. On Aug. 4, Jane and Billy would have celebrated their 65th wedding anniversary. The family received friends Friday, Nov. 6, at Bliley’s-Central, followed by a celebration of their lives.
