The dining room of the Foundry in Powhatan County had no Christmas tree, stockings, mistletoe or nativity set in sight, but it was still overflowing with Christmas spirit last week. The source of the cheer emanated from the 34 women and two men spread throughout the room, most of whom shared a common bond: either now or at one time in their lives, they all have held the title of Christmas Mother. Goochland Christmas Mother 2015 Dianna Gordon Gordon was one of several Christmas Mothers from across the region who attended a luncheon on Thursday, Nov. 12, hosted by her counterpart in Powhatan County, Gayle Walters. Walters broke with the tradition of only inviting former Powhatan Christmas Mothers to share a meal and invited Christmas Mothers from other localities to join them at the annual event. A similar program was held in 2011 by the Richmond Christmas Mother. Gordon said she attended to meet other Christmas Mothers and learn about what differences or similarities exist between their programs and the one in Goochland County. “It’s a wonderful fellowship for all of us to come together and share the things going on in our counties that are unique to where we live, but we all still have that common purpose,” see Christmas Mother > 4

Shelhorse named Planning Commissioner New District 4 rep has experience on the other side of planning process By Roslyn Ryan Editor

Timing, as they say, is everything. When John Shelhorse agreed to serve as the new

District 4 Planning Commissioner — following the retirement of Joe Andrews last September — he said he felt he could make a positive contribution and share his experience in real estate development with fellow commission members. Shelhorse continued from >1 the night a controversial subdivision proposal in Centerville drew scores of residents to the November Planning Commission meeting. Shelhorse, who has worked closely with the Planning Commission and county officials in the past, said being on the other side of the process is certainly a new experience, and one that may take some getting used to. But he said earlier this week that he is determined to help keep the eastern end of Goochland County a place

that is in keeping with the Comprehensive Plan’s vision of rural character. While Shelhorse stressed that he and his fellow residents of District 4 “don’t want to see another Midlothian Turnpike” in their area, he said he also recognizes that commercial development is critical for the wellbeing of the county. “Our focus [as Planning Commissioners] is on the business side and what will benefit Goochland County,” Shelhorse said. If they can get the right kind of commercial development in the right areas, he said, “it will be a win-win for everyone.”

County breaks ground on new emergency operations facility By Roslyn Ryan Editor

Goochland County officials gathered in the Courthouse Square last Friday to break ground on a project they say will serve to make county residents much safer in the event of an emergency. The county’s new Emergency Communications and Operations Center, located next to the Sheriff’s Department building in the courthouse complex, will feature 8,500 square feet of space and an additional fenced area for storing equipment.

“This has been in the works for eight years,” said District 1 Supervisor and board chair Susan Lascolette, calling the new building one more “piece of the puzzle” for the county’s emergency services program. For Goochland Fire and EMS Chief Bill MacKay, the new facility will prove particularly valuable when weather disasters strike. “As we all know, Mother Nature will visit us every year,” MacKay said. “This Emergency Operations Center will give us the ability to manage locally and coor-

dinate efforts in an efficient manner.” Before finally digging in for the ground-breaking, county officials thanked those who had served on the building committee for the project, including Maj. Don Bewkes and Lt. Terry Pleasants of the Goochland Sheriff’s Office; Chief MacKay; Goochland Purchasing Department director Wanda Tormey; Goochland Information Systems director Qiana Foote, and consultant Bob Rivers. Loudin Building Systems will be handling the construction of the project.

Richmond City joined 14 Powhatan Christmas Mothers, past and present, to share a little about their programs. The experience was eye-opening for many who attended. “The one thing I took away was no two programs are the same, but they all work,” Walters said. Some programs have parents come and “shop” among the donated clothes and toys for their children while others adopt out families. In addition to families and children, many of the programs also serve elderly and people with disabilities. The number of people the different programs serve also varied widely, ranging from about 38 families in New Kent County to 1,600 families in Henrico County. Goochland County fell on the lower end of the spectrum with about 389 families served in 2014. In Hanover County, the

2014 Christmas Mother program served 602 families and 1,156 children, Kay Beazley, the county’s 2015 Christmas Mother, said. The program gives out toys, boxes of food, and gift cards for clothes and groceries to local families. In 2015, Hanover’s program has had more than 1,300 children signed up so far, she said. “Unfortunately, it is going to be a big year, but our residents always rise to the occasion,” Beazley said. Gordon said November is an intensely busy month for her as she goes to speak to churches, schools, PTAs, women’s clubs and other groups to encourage support. But the day she is most excited about is Tuesday, Dec. 1, when volunteers will go shopping for the children and adults they will serve, she said. “I understand it is kind of a madhouse, but it will be so

rewarding when we select the gifts for each person,” Gordon said. The gifts will be wrapped on Saturday, Dec. 5, and distributed on Saturday, Dec. 12. Being Goochland’s Christmas Mother this year has put her in the Christmas spirit much earlier than before, Gordon said, and she credits that to being involved in the program and knowing what it offers to those in need. The program still has a long way to go to reach its goal of raising $75,000. Aside from cash donations, the program also needs donations of new shoes and coats for children and adults and basic toiletries. Dining with family during election season: A guide for beginners By Roslyn Ryan Editor

Now that the General Election is behind us, now that the votes have been tallied and the signs have come down, perhaps we can all move on with our lives and forget about politics for a little while. Oh, wait. No. No, we can’t do that, can we? The fact is, if you think the past few months were ugly (and many in Goochland have reported this past election to have been one of the nastiest in recent memory), the coming race for the White House promises to make what we just saw look like a JV scrimmage. What’s worse, as family members take sides over the issues, millions and millions of perfectly good meals are all but ruined because of someone’s ill-advised decision to discuss health care reform or climate change at the dinner table. Let’s face it, any kind of gathering in the year leading up to an election has the potential to get mired in political debate. (Spoiler alert for anyone wondering how Thanksgiving Dinner 2015 is going to go for my family if anyone says anything more politically charged than “please pass the green bean casserole”: not well.) So, in order to preserve the

CASA members honored at Capitol An enthusiastic celebration and reception in honor of Virginia’s Court Appointed Special Advocate (CASA) programs was held at the Capitol building on Oct. 29, and Goochland CASA was well represented. The group was treated to remarks by The Honorable Phillip Trumpeter, retired judge from Roanoke Juvenile and Domestic Relations Court, who spoke of the hard work 30 years ago to get the Court Appointed Special Advocate program started and of the day 25 years ago when the legislation finally passed. When it comes to stopping terrorism, is America mad enough to act yet? By Jim Ridolphi Contributing Columnist

Those were the words on a homemade sign taped to the window of a pickup truck in Mechanicsville the day after September 11, 2001. In a few short words,the message captured the mood of a nation and described a unified reaction to the horrible reality of an enemy who followed no rules and knew no bounds and displayed a total disregard for human compassion or survival. We stood united as a nation and pledged to defeat an enemy largely unknown to us at the time. We

engaged in a traditional war in an attempt to defeat an unconventional enemy. In the end, the hornet’s nest was stirred sufficiently to fuel a renewed commitment to terrorism seldom seen in a generation. Somewhere along the line, we took our eye off the ball and other matters that seemed important took prominence over our war on terrorism. I wonder how mad our country is after recent acts of terrorism rocked the planet and once again reminded us of an adversary who will honor no moral limits in its attempt to kill whoever they consider infidels.

Master Gardeners accepting applications for 2016 training Contributed report

The Goochland Powhatan Master Gardeners are now accepting applications for Master Gardener Training for 2016. Extension Master Gardeners (MGs) are trained volunteer educators. Virginia Cooperative Extension MGs work within their local communities to encourage and promote environmentally sound horticulture practices through sustainable landscape management education and training. As an educational outreach component of Virginia Cooperative Extension, the Master Gardener program brings the resources of Virginia’s land-grant universities — Virginia Tech and Virginia State University — to the people of the Commonwealth. All volunteers are

trained with at least 50 hours of horticultural classes and return at least 50 hours of volunteer community service through their local Extension office. Training sessions will start Tuesday, Jan. 12, 2016, and meet every Tuesday and Friday through March. Training fees are $135. The eadline for applications was Oct. 30, 2015. Once engaged and focused, it’s a populous that does not tolerate inhumanity and disregard for life itself. United, it’s a formidable group that remains resolute until a task is accomplished. Once that single gaze of attention is focused on ISIS or any other terrorist group, their demise will begin. Because, when we do get mad enough, the gloves will come off.

All Goochland schools earn full accreditation Contributed report

All Goochland County Public Schools have once again earned full state accreditation, as announced Oct. 28 by Dr. Stephen Staples, Virginia Superintendent of Public Instruction. “As we’ve said consistently, the measure of the value of a school’s success cannot be limited to a single test score,” Goochland superintendent Dr. James Lane said. “We maintain our

focus on growth and progress, rather than achievement, but are absolutely proud of our schools’ accomplishments on the SOL (Standards of Learning) tests.” “Every school that earned full accreditation this year is another school that is better preparing its students for a lifetime of success,” Virginia Secretary of Education Anne Holton said in a statement accompanying the statewide results. For

a school to earn full accreditation, students must have pass rates of 75 percent on Standards of Learning (SOL) tests in reading and writing, and a rate of at least 70 percent in mathematics, science and history tests taken toward the end of the 2014-15 school year. High schools must also meet state minimum requirements for graduation rates. Statewide, 78 percent of Virginia schools, 1,414 out of 1,823, are fully

accredited in 2015-16, up from 68 percent of schools a year before and the first percentage increase since 2010, when state officials began introducing higher performance requirements for schools. Goochland is one of 37 districts to have all of its school achieve full state accreditation. “Student learning begins and ends with the classroom teacher - and our schools are filled with professionals

Providence pastor celebrates year with new congregation Contributed report

On Oct. 18, Goochland native Karen Salmon Witt, along with the congregation of Providence Presbyterian Church in Gum Spring, celebrated her one-year anniversary as Covenant Pastor. Witt is the daughter of Jackie Morsink of Goochland and Lloyd Salmon (deceased) and sister to Kay (Salmon) Slater of Crozet. She grew up active in the life of Salem Baptist Church. She is a graduate of Goochland High School, the College of William & Mary and Union Theological Seminary (Class of 2013). In the 10 years prior to attending seminary, Witt

served as the director of Children’s Ministries at Sandia Presbyterian Church in Albuquerque, New Mexico. During her tenure there, she became a Certified Associate Christian Educator (PCUSA) and discovered her gifts for ministry and her passion for including children in the life of the congregation. Witt was ordained into the Presbytery of the James (PCUSA) and became covenant pastor of Providence in October 2014. Today, Pastor Witt is lovingly embraced by her congregation, and the preschool at Providence has been blessed with her devotion to children. When relaxing, Witt likes to

garden, practice yoga, and go for walks with her two Schnauzers, Max and Izzy. She also enjoys hanging out with her family: husband Grant Riley and two sons, Forrest, 20, and Taylor, 25. Providence Presbyterian Church has been sharing God’s love in Goochland and Louisa since 1747. Goochland’s volleyball team keeps adding trophies to its case this season, this one the 2A East Region championship. The Bulldogs undefeated season rolled on into the state semifinals Tuesday.

Goochland volleyball coach Jennifer Erixon said that the team had a mission going into the Group 2A East regional final on Nov. 14 at Goochland. “It was very apparent that we had a mission,” she said. Mission accomplished.

The Bulldogs played arguably the best they have played all season, which is saying something considering the team is still undefeated at 25-0, and rolled on Stuart’s Draft in three sets (25-17, 25-11, 25-9) to take home the region title. Goochland got off to a fast start against the Cougars, jumping out to a 7-1 lead early

on. Madelyn Ott, the 2A East Region player of the year, had four of the first seven points and was too much for the Stuart’s Draft defense to contain throughout the match. “I’m pretty excited,” she said. “I’ve never done this before. We worked a lot on tip coverage, which this team does a lot, so we were prepared for that.”

Ott had 14 kills and six blocks against the Cougars. Fellow all-region first team selection Josie Summitt had 31 assists and seven digs, and Alexis Wiggins, who was also a first team all-region pick, had five kills. Stuart’s Draft would press the Bulldogs in the first set, cutting down on the lead from six

points early to tied at 9-9, then back to within two at 17-15 after Goochland had extended another lead mid-set. But, the Bulldogs would go on an 8-2 run to close out set one. The Cougars jumped out on the Bulldogs in set two, taking the lead all the way through 6-5 before Goochland would

go on a 18-5 run to close out the second set. “Our second set, we never start off strong,” Erixon said. “Our main focus is to not let them get ahead. Once I got them covering the tips, they see Volleyball > 17

Volleyball continued from >12 were unstoppable. They had that mission and they wanted it.” Goochland arrived at the final by defeating Nandua in three sets on Nov. 10, then taking down Robert E. Lee on Nov. 12 in four sets before dispatching Stuart’s Draft in the final. Summitt had 24 assists against Nandua, while Ott had 10 kills. Ott add 19 kills against Lee, with Wiggins contributing 14 kills. And yet, even as the Bulldogs were handily taking Stuart’s Draft down in the final set, Erixon was still constantly coaching from the bench, directing her team and making sure that they kept focused. “Even teams that are as good as they are, they still need reminders of the little things,” she said. “I was screaming the whole time about little things that make a big difference.” The region championship is a first for the Goochland volleyball program, though they have been in the final twice before and lost both times. One thing that comes with the region title is home court advantage for the semifinal, which was Tuesday against Glenvar. Erixon said that not traveling for the Bulldogs is a huge advantage. “If we had to travel, we would have had to go two hours to one or four hours to the other,” she said. “That would have been tough.” When it came to the state tournament, Erixon made no secret about what the next mission is. “They want the state title,” she said. “They want it. They are confident, and they know what they are capable of.” Due to the time of the state semifinal and the print schedule, the state tournament coverage will be in the next edition of the Goochland Gazette.

Bulldogs shutout Wilson Memorial in playoff opener By Jim Ridolphi Contributing Writer

Goochland High School and Wilson Memorial have a history on the football field. The Bulldogs have made the trip to Fishersville on several occasions during recent play off runs, but this time, the Green Hornets came to Goochland. The results were the same

as the Bulldogs breezed to a 350 first round Conference 34A East playoff game. The Hornets progressed all the way to the state finals last year, but lost 22 seniors to graduation and arrived in town with a young and inexperienced squad that posted a 4-6 record for the season. The Bulldogs gambled early on a fourth-and-11 play from

the Hornets 39-yard line, and came up big. Reid Chenault hit Cordell Mattox who took it down to the Wilson fouryard line, and Calvin Martin covered the final yards for the opening score. Things got worse for the Hornets when John King picked up a fumble and set the Bulldogs up for their second drive from the Hornet 36-yard

line. Marcus Burton scored from 16 yards out to give the Bulldogs a 14-0 lead, still in the first period. Reid Chenault rolled out on a keeper early in the second quarter, tucked the ball and scored, and then found Scott Carter on the ensuing drive for a 45 yard pass that set up a four yard toss to Mattox, making the

score 28-0 at the half. “That was a designed roll out but they were so focused on the pass that I was able to give them a pump fake and dive in the end zone,” Chenault said. The Goochland defense turned away several scoring threats by the Hornets, one late in the first half that provided the knock out punch, and secured the shutout with stellar defensive line play. “The defense gets the credit for this one,” Chenault said after the contest. Coach Joe Fowler said those defensive stands set the tone for the game, and a goal line stand in the first half broke the visitors’ back. When the defensive stopped them with a minute and a half to go on the goal line, and we took the ball 99 yards for a score, that’s what broke their back,” Fowler said. “We played through the whistle on every play and that’s how we won,” the coach told his team after the game. “We want to win five like that.” Chenault said the team has come together, bonded and are playing up their potential just at the right time. “We’re getting to the point where all the work in the spring and summer are paying off. It looks like it’s paying off for us,” Chenault said. “We all know it’s playoff time and that means do or die.” Fowler said the quick start was a real asset against the Hornets. “We came out and got two touchdowns up early and that hurt them.” The Bulldogs will host Greensville County this week for the second round of the playoffs, and Fowler said the performance against the Hornets is encouraging. “For us to come out and put 35 points on the board against what I consider a pretty good defense is impressive,” Fowler said.

Obituaries JUANITA CREIGHTON Juanita Graham Creighton went home to be with our Lord on Wednesday, Nov. 11. Juanita was born in Fairview on Feb. 5, 1923. She was the fifth child of 13 born to Gerald Constant Graham and Ida Pearl Harlan. She grew up in the mountains of north western Virginia near The Homestead. She Creighton would make Richmond her home after World War II. She ran a successful business as a wholesale distributor of cosmetics called Beauty Counselor. The family received guests at the Woody Funeral Home on Friday, Nov. 13. A funeral service was held on

Goochland Free Clinic & Family Services (GFCFS) will host Jingle Bell Bazaar this year on Tuesday, December 8th and Wednesday, December 9th at the Richmond Country Club. One of the premiere holiday events in Goochland County, Jingle Bell Bazaar is free to the public. Still looking for that unique gift for that special someone? Last minute shopping? glasswork, and more. All About the Beverage, Bro Bow, Dementi Milestone Publishing, For Posh Sake, Karen’s Glass, Karen Wright Jewelry, and many more will offer many fabulous and one-of-a-kind selections. “Now in its seventh year, Jingle Bell Bazaar has become one of Goochland Free Clinic & Family Services’ signature fundraising events. Agreement between schools makes social work degrees more accessible Contributed report

Virginia Commonwealth University has signed a deal with Reynolds Community College to allow eligible Reynolds students who earn an associate’s degree in pre-social work to transfer to VCU and complete their bachelor’s degree at the School of Social Work in as little as four semesters. The School of Social Work’s new articulation agreement with Reynolds Community College is the second such agreement with a Richmond-area community college. The

School of Social Work entered into a similar agreement with John Tyler Community College in 2012, and the first cohort of transfer students is currently studying at VCU. So far, 12 graduates of JTCC’s Human Services, Pre-Social Work Specialization Program, have transferred to VCU and are pursuing a B.S.W. degree. Under the new agreement, qualifying students must earn an Associate of Science degree in social sciences from Reynolds Community College, earn a minimum cumulative college-

level GPA of 2.5, earn a grade of no lower than a B in HMS 100 Introduction to Human Services and HMS 121 Basic Counseling Skills, and earn a grade of no lower than a C in all other courses listed among the pre-social work track courses. Several of the VCU social work students who transferred from JTCC said the articulation agreement helped them save money and prepared them for VCU. Detra Baker, who transferred to VCU from JTCC, said the articulation agreement offers an

“awesome opportunity” to study in a program that “has made a mark not only in Virginia but in the U.S.” Maitlin Ware, yet another JTCC graduate and current VCU student, echoed that sentiment. “I can’t wait to graduate and work in the social work field,” she said. “I definitely think that the agreement gave me a foundation of what I wanted to do in my future. I would recommend the agreement to anyone who is thinking about completing it.”

The Goochland County Board of Supervisors will conduct a Public Hearing on Tuesday, December 1, 2015, 7:00 PM Goochland County Administration Building 1800 Sandy Hook Rd., Board Meeting Room Suite 250, Goochland, VA on the following item(s). The meeting is open to the public. Ordinance to amend Chapter 1 (General Provisions), Section 1-1 (How Code designated and cited); Section 1-2 (Definitions and rules of construction); Section 1-3 (Catchlines of sections), Section 1-4 (Provisions considered continuations of ordinances); Section 1-6 (Classification of and penalties for violations; continuing violations; injunctive relief); Section 1-7 (Fines and costs); Section 1-7.1 (Assessment for courthouse construction, renovation, maintenance); Section 1-8 (Code does not affect prior offenses, rights, etc.); and Section 1-9 (Miscellaneous ordinances not affected by Code) to the Goochland County Code of Ordinances to be consistent with and to update references to state law provisions and to make the County Code consistent throughout; and to add Section 1-12 (Conflicting provisions) to establish rules of construction for the Code

Taxes Due December 7th Goochland County Taxpayers Personal Property tax, Real Estate tax and Tuckahoe Creek Ad valorem tax bills for the second half of 2015 have been mailed. Business Equipment and Machinery and Tools 2015 annual bills are also due. • If you have not received your bill(s), please contact the Treasurer’s Office at (804)556-5806 BEFORE the due date. Failure to receive your bill does not relieve you of additional charges that accrue for failure to pay by the due date. • All taxes must be paid on or before December 7, 2015 to avoid a 10% penalty. Interest will accrue beginning January 1, 2016, at a rate of 10% per year. • United States Postal Service postmarks, not business postal meter stamps, establish the timeliness of mailed payments.
