f all the hats Goochland County School superintendent Dr. James Lane wears on a daily basis — administrator, mentor, cheerleader for his school district— there is one that might come as a surprise to some: storyteller. To Lane, who last week marked the third anniversary of being hired to lead Goochland’s schools, telling the schools’ “story”— its successes, its challenges, and its goals for the future — is crucial to its continued success. see Schools > 3 Since taking over as Goochland County School superintendent three years ago, James Lane has led an effort to focus less on test scores and more on what he and his administration describe as “deeper learning.”

Residents take part in beloved holiday classic Contributed report

A magical swan sleigh, gliding across the stage; a sparkling collection of new costumes; and a “Heavenly” new scene: the 2015 production of Richmond Ballet’s “The Nutcracker” will feature never-before-seen production elements envisioned by artistic director Stoner Winslett. It debuted Dec. 11 at the Carpenter Theatre. These magical additions took the stage after over a year in production. The ballet’s highly-acclaimed version of the holiday classic runs through Dec. 23. Featured in this year’s cast are several Goochland residents, including Madeleine Muniz, 12, who attends Goochland High School; Jordan Muniz, 12, who attends Goochland Middle School; and, Gabriella Muniz, 9, who attends Byrd Elementary. New additions for the 2015 production are set to include: A new Swan Sleigh that appears at the conclusion of Act I. Designed by the production’s original scenic designer, Charles Caldwell, and built by Adirondack Studios, the soft blue swan is adorned with elegant lanterns, and is wrapped in an ornate weave of rich, golden filigree and tracery. This enchanting sleigh, which will glide across the stage, working its way in and around dancing snowflakes, is set to dazzle audiences as it carries Clara see Nutcracker > 2

Bethel United Methodist Church in Oilville will present its Christmas Cantata, “Christmas Memories,” at its 11 a.m. Worship Service on Sunday, Dec. 20. This celebratory Christmas musical experience will include Christmas memories from the congregation blended with favorite musical selections from past cantatas. At 5 p.m. on Thursday, Dec. 24, a Christmas Eve Service of Candlelight and Holy Communion will be offered. The service will include the reading of the Christmas story, Holy Communion, and the lighting of candles by each person during the singing of “Silent Night.” All are invited to attend these Christmas services. Nutcracker continued from >1 and her Nutcracker prince between magical lands. A new scene at the opening of Act II, featuring new choreography by artistic director Stoner Winslett, scenery by Caldwell, and new characters in costumes by the production’s original designer David Heuvel, including four Sugar Plum Fairy attendants danced by students at The School of Richmond Ballet. The number of angels in the production has also doubled. This year, 12 angels, also danced by students at The School of Richmond Ballet, will wear costumes that have been updated by Heuvel. This new scene, where Clara and her Nutcracker Prince travel to the Kingdom of The Sweets, is meant to mimic the Heavens, complete with twinkling stars and a castle in the clouds. New, vibrant design elements to the Snow Queen and King costumes from Act I, as well as refurbishments to the costumes for the Snow Corps. Though the wellknown, silver and icy-blue costumes originally designed

by Heuvel will retain much of their original look, colors and details will appear brighter and sharper. The Waltz of the Flowers, near the end of the second act, also will showcase new costumes, a colorful update to Heuvel’s original designs. Both the costume refurbishments and new elements for this production of “The Nutcracker” are made possible, in part, by a grant from The Cabell Foundation and The Mary Morton Parsons Foundation. In addition to new costumes, scenery and choreography, the 2015 production also will feature 187 accomplished students from The School of Richmond Ballet, who will share the stage with the entire professional company, second company and current roster of trainees. Obituaries JANE SCOTT Jane Gardner Scott, 86, of Goochland, passed away Dec. 4. She was born on June 9, 1929 to the late Marden O. Gardner Sr. and Eva C. Gardner. She was married to the late James D. Scott Sr., for 67 years. Jane worked for the Goochland Social

continued from >1 On Dec. 10, during a presentation before the Richmond Regional Planning District Commission, Lane shared a story from when he first moved to Goochland three years ago. Lane said he asked a realtor about the schools in the county, only to be told, essentially, that the best option for a student in Goochland was to travel to a private school outside the county. From that moment on, Lane said, “I made a commitment that, when I came to Goochland, not only would I make sure the realtors knew what a good school system we had, but that not a moment would pass when we would not be telling our own story.� Over the course of the last three years, from attending over 40 town hall meetings to issuing hundreds of press releases celebrating the division’s good news, Lane has been doing just that. Thanks to what he describes as a focus on values, a simplified vision statement, and a strategic plan modeled on those used by some of the nation’s most successful businesses, Lane said the school system has seen tremendous growth in recent years. But while the numbers and statistics certainly paint

a picture of a thriving school system, Lane insisted last week that test scores — including those earned on the Standards of Learning (SOL) tests — cannot possibly offer a full picture of whether a district is truly meeting its students’ needs. What he and his leadership team decided early on, Lane said, is that “we will not tell the SOL story, and, if you come to our school division, you will not find our SOL scores anywhere. If you go to the state report card you can find them — and they’re excellent — but we feel that great SOL scores should be a by-product of doing great things for our students.� In addition to what he described as a “maniacal� focus on teacher evaluation, Lane said the division focuses on measuring individual students’ growth. There also is a heavy emphasis placed on what Lane calls “deeper learning,� including project-based lessons and methods that engage students’ creativity through hands-on activities.

WELTON G. ALLEN SR. Welton G. Allen Sr., 69, of Oilville, departed this life on Saturday, Dec. 5. He was preceded in death by his parents, Deacon Gilbert and Inell Taylor Allen; brother, Clinton Allen; and aunts, Deaconess Louise Allen and Deaconess Nettie Harris.

There are new programs to help students explore the wider world, including many opportunities in the Goochland County Public Schools’ Career and Technical Education Program. In talking about the progress the school division has made in recent years, Lane stressed that a critical factor has been the relationship between the county administration and the Goochland County Board of Supervisors, calling it “always honest and always open.� “That building of trust has made it a phenomenal relationship,� Lane said. “We really are a team, and I think it’s been essential to the success of our schools.�

He leaves to cherish his memory his loving and devoted wife, Brenda J. Allen; his five children, Saundra Allen (Gary), Welton G. Allen Jr. (Charlotte), Cheryl Cobb (Joe), Juanita Jackson and Walter Jackson; five grandchildren, Dominique Anderson, Jevonne Cobb, Jacquon

Turner, Kaylah Allen and Garriel Anderson. His remains rested at Robert Mealy Funeral Home in Goochland. Funeral services were held on Thursday, Dec. 10, at First Union Baptist Church in Crozier. Interment was at the church cemetery.

County office ‘goes Grinch’ for annual contest By Roslyn Ryan Editor

W

hen it comes to holiday décor, some people are fine with keeping things understated. For the employees of the Goochland County Treasurer’s office, however, bigger is clearly better. Anyone visiting the office over the past few weeks has been treated to a trip to Whoville, the land made famous in Dr. Seuss’ classic children’s story, “How the Grinch Stole Christmas,” complete with intricately painted scenery, piles of presents, and even a tree decorated in the style of the Grinch himself. The decorations are all part of an annual contest in which county offices in the Goochland County Administration Building compete to see who can come up with the best displays. “This is the first year we’ve done it,” said Deputy Treasurer Pam Duncan, who, like the other six Treasurer’s Office employees, spent a day of her Thanksgiving holiday in the office creating their Grinch-themed wonderland. “We really enjoyed doing it,” said Duncan, noting that the group had been planning for the project since August. Juanita Pritchett expertly painted the colorful display in the hallway outside the office and others worked inside disguising wall art as Christmas presents and erecting the tree and other decorations. The theme was chosen because someone had once jokingly referred to Treasurer Pam Johnson as The Grinch, since tax collection day falls in December Duncan said the group was proud of their work, and pleased with the reaction they’ve received from visitors to the office. “It was a lot of fun,” she said. “And it was a real team effort.”

Couple’s holiday decor continues to delight Rockville home has been lighting up the block for a decade By Roslyn Ryan Editor

B

efore it ever became a monumental endeavor, David DeHart’s passion for holiday decorating started out small. “I started putting things out, and it looked so good I just kept going,” DeHart said last week about his initial foray into the world of Christmas lawn displays.

Now, 10 years later, the Rockville Road resident’s dabbling has turned into a full-on holiday extravaganza, a blinking, whirling, dazzling wonderland that draws visitors from all over the area. He and his wife Bobbie added five new inflatables this year, including a hot air balloon and an elf climbing the side of the house. Of course, DeHart says his favorite remains the 26-foot Santa Claus, a piece that is apparently as devilish as it is rare. The kindness of strangers By Roslyn Ryan Editor

Sadly, if you happen to enjoy collecting disheartening news stories, this year seems to have offered up a bumper crop. From civil unrest in our inner cities to rising fears about terror attacks, it isn’t hard these days —particularly as the 2016 election draws near and the political sparring begins in earnest — to feel a bit uneasy about the state of, well, everything. But it’s also in times like these, when the “sky is falling” rhetoric heats up and the whole world seems in danger of spinning off its axis, that it helps to remember those instances when ordinary people around us do things that restore our faith in humanity. This week, via Facebook, we asked our readers to share stories of a time when they were on the receiving end of a random act of kindness. We got several wonderful stories (see page 7), and we’d like to hear even more. If you have a story you would like to share with us, please send it to rryan@goochlandgazette. com. *** I’ll be the first to admit it. I rush. A lot. And it’s not a good thing. From dashing out of the house without my purse (again) to quickly scarfing down lunch between errands, I am as guilty as anyone could be of rarely ever stopping to smell the proverbial roses. Naturally, this means that I sometimes miss incredibly wonderful things right in front of me, particularly if they don’t have blinking red lights attached or make a lot of noise. Case in point, last week I happened to be in the County Administration Building — not rushing for once — and I stopped for the first time to take in the series of paintings hanging on the wall in the entrance hall. The works, which were done by Goochland artist Patti Rosner and depict the county’s villages of yesteryear, are simply beautiful. I had seen images of the paintings, of course, but seeing them hung in living color, up close, was such a treat. As I endeavor to slow down (and look up!) more often, I would encourage all Goochland residents to take a look at Rosner’s work the next time they find themselves near the County Administration building. It’s truly a wonderful series, and a fitting tribute to Goochland’s storied past.

“It is better to remain silent at the risk of being thought a fool, than to talk and remove all doubt of it.” This quote, which has often been misattributed to Mark Twain or Abraham Lincoln, actually originated from a man named Maurice Switzer, from his book that was published in 1907. More than 100 years later, there are still many people who haven t learned this lesson. Whether it’s a presidential candidate, a reality television star, a professional athlete or simply an old

classmate on Facebook, there’s a good chance that someone, somewhere, is sticking his foot in his mouth at any given time. In this era of 24-hour news cycles and instant gratification, it’s hard to filter one’s words before they reach the masses. Speeches are broadcast across the world in real time. Reporters’ stories are available for consumption mere moments after the last keystroke is typed. Cameras are everywhere, observing and transmitting conversations and behavior at the speed of light. One might think that all of our technological advances would lead to

a more knowledgeable and thoughtful society. Instead, it seems as if the opposite is true. Instead of using those nearly limitless resources to gain knowledge and gather credible information, many people are relying on biased sources that will confirm the beliefs that they already have. People share memes from their favorite (usually heavily biased) social media page, with no regard for their accuracy. The joke that “it’s on the Internet so it must be true” is taken seriously by some, but only when it fits the ideas that they already held. There’s nothing to be gained by see Knowledge > 7

Faded but still precious, ornaments bring on memories of holidays past By Jim Ridolphi Contributing Columnist

W

e bought new ornaments for our Christmas tree this year. They came in a plastic-encased tube, were light as a feather and came in pretty colors with beaded decorations.The new ornaments are easier to handle, don’t become dull and dusty with years of use, and don’t have those little metal rings with wires in them that seem to always fall out and get lost. But, as we pulled out the old boxes, I discovered that new isn’t always better, especially when considering items that go on a family Christmas tree. My children immediately gravitated to the old boxes — you know the ones that have been taped and patched until you can hardly read the Merry Brite logo because it’s so old and battered from years of packing and unpacking. As they pulled the antique ornaments from their cubbyholes, they wanted to know the story behind each shiny ball or metal object. A tiny drummer boy with my name on it drew the first inquiry.

I explained my former days as a drummer, and my first real girlfriend acknowledged that passion by purchasing the small ornament and had it engraved with my name. Like many others, it’s hung on our tree for many years. There’s a small cross that was never designed to be hung on a tree, but has occupied an important position on ours since 1960. That’s the year my father passed away on Christmas Eve, and a thoughtful preacher placed the small cross on our tree the day of the funeral. And, then there are old and worn big and beautiful red balls that adorned the tree at my grand-

father’s restaurant in Alabama for decades. When the establishment finally closed in the 1950s, the balls were distributed among siblings as a lasting reminder of a family institution that had survived five decades and supplied the means to raise a large family. There are only a few left now in large part thanks to a precocious 3year-old who ran a peddled red fire truck into the base of the tree in one of the first Christmases I remember. My father spent many holiday seasons after the event searching to replace the ornaments, and now they are divided among my family. A trumpet with a faded red ribbon signifies a few brief years in the school band playing the horn. A small embroidered barn and silo represent a Christmas spent in Wisconsin. A small sand dollar brings back memories of a Caribbean Christmas many years ago when it seemed like every palm tree in Negril was decorated for the holidays. Ornaments continued from >6 passing of relatives, the joys of sports and activities throughout the years are all displayed in one way or another. Sitting and watching my children decorate this year’s tree, I realized the importance and meaning of the Christmas tree tradition. It really reflects the story of a family’s Christmas memories, and it seems the tree is a central part in many of them. It tells the tale of those no longer here, the wishes and dreams of children growing up and a timeline of our lives.

I’d like to think that, just like Christmas ornaments, newer is not necessarily better when it comes to people, and those ornaments remind us there’s always room for improvement and reflection. The new ornaments ended up being the last ones to go on the tree. Their beauty and luster could not compare with the history the more worn ornaments enjoy. They are very beautiful and hang perfectly on our tree beside a group of battered and dull ornaments that continue to speak to us each and every Christmas. And what a story they tell.

The nonprofit world is well and strong in Goochland County. Ours is a community that cares about the quality of life for all of our neighbors. Goochland Free Clinic and Family Services’ (GFCFS) work is positively affected by that caring spirit- through the efforts of our staff, volunteers, partners, Board of Directors. Highlights from 2015 include responding to our community’s emerging needs. An example is our new Domestic Violence Program that serves Goochland and our surrounding counties. This program provides a full range of DV support including counselling, case management, a support group, court advocacy, housing, and a 24-hour response service. The program is individualized to address each survivor’s situation, depending on their needs, and serves anyone regardless of

income or where they live. The expansion in the Food Pantry hours from Thursday mornings to also include Wednesday evenings created an increase in the number of individuals receiving food assistance. We are happy to report that our many community partnerships helped us meet this need. Churches, individuals, civic groups, and other friends organize food drives, and volunteers work seven days a week to gather, shop, stock, and distribute this food. They share our belief that no one in Goochland should experience hunger. Their efforts demonstrate that commitment. The Affordable Care Act, although helping many, does not help everyone afford health care coverage. Our clients report that, with the subsidies, the premiums are affordable but the high deductibles and co-pays are not. Those costs may add up to 25-35 percent of their total income, forcing them to drop their

coverage. In addition, Virginia’s decision not to participate in the Medicaid expansion left those at very low-incomes without any options for coverage. It would be wonderful if all of our neighbors were insured and had access to health care but this is not yet a reality. GFCFS’s free clinic care services continue to provide care for those who would otherwise be without medical, dental, and mental health care. Our mission is to provide access to health care and basic human services for Goochland residents in need. Our Board and staff will be tackling the challenges of meeting that mission as we move into 2016. We will continue monitoring the community for unmet needs, evaluating the impact of our programs, and addressing our need for more space to adequately respond to need and deliver our programs. Most of all, we look forward to working with all of our partners to improve the health of our community.

Morris - Slaughter Sarah Morris and Jerry Slaughter are pleased to announce their engagement. The bride-to-be is the daughter of the late Clyde W. Morris Sr., Dale Morris-Bradshaw and Henry Bradshaw. She is a 2002 graduate of Louisa County High School. She earned her Bachelor of Science in Biology at Virginia Union University, as well as a Master and Doctor of Education (Ed.D.) in Educational Leadership from Virginia Commonwealth University. Currently, she is employed as an associate principal at Twin Hickory Elementary School in Henrico County Public Schools. Sarah serves as an associate minister at Galilee Baptist Church Louisa. The groom-to-be is the son of Jerry Sr. and Priscilla Slaughter. He graduated from Louisa County High School in 1997. He earned his Bachelor of Arts in English, as well as a Master of Science in Community and College Counseling, and an endorsement in Guidance and Counseling from Longwood University. He also received an Education Specialist (Ed.S.) in Curriculum and Instruction from Virginia Tech, an endorsement in Educational Leadership from the University of Virginia, and a certificate in Executive Leadership from Cornell University. Currently, he is employed as a school counselor at Louisa County High School and is the head coach for the Louisa County Middle School Boys’ Track and Field team. Jerry serves as a deacon, usher and historian at Shady Grove Baptist Church in Gum Spring. In addition, he is member of the Alpha Phi Alpha Fraternity Inc. The couple is planning to wed on Saturday, June 25, 2016, in Louisa.

New mountain bike club finds traction By Billy Fellin Sports Editor

On a dreary and rainy morning in November, a group of young Goochland residents and their parents gathered in the parking lot Leakes Mill Park in Goochland. While the main soccer field next to the parking lot was full of soccer players running around in the brisk weather learning the game, these ath-

letes were there to learn about another athletic endeavor, though one not as common as soccer. No, as the parents loaded off the kids’ mountain bikes, the Goochland Mountain Bike Club was ready to take to the wet trails that morning at their home course. The club is still in its infancy, but Ethan Seltzer, the club head and an avid cyclist himself, believes that Goochland is

a perfect place for this type of club to flourish. “I was chatting with some folks that were involved in the series and I thought that we should do something in Goochland,” he said. “It’s a great area to ride in and I love to see active kids, including my own. I love to see kids being active.” According to Seltzer, there are two racing series in Virginia, one that is in the fall

and one in the spring. The fall series is hosted by the National Interscholastic Cycling Association (NICA) and the spring league is hosted by USA Cycling. Seltzer said that some Goochland riders participated in the spring races, but the team really hit its stride in the 2015 fall series. The team was training at Leakes Mill in November for the final of the fall season at

Woodberry Forest School in Orange on Nov. 8. The four members of the club that were present were Caleb McCaskill, Michael Mason, Garret Matthews and Thadeus Martin took some time trial runs around the park’s trails after a lengthy warm up ride. All four of the riders said that they were told about the club thanks to physical education teacher Andrew Myler, someone that Seltzer talked

with when the club was still forming. All of that training for the Woodberry Forest race as well as the entire season, Goochland finished eighth out of 17 teams participating. Mason, in particular, had a memorable fall season as he got a flat in one of the races and ran his bike for over a mile to the finish line. “It was a great first year and see Bikes > 13

Everyone had a lot of fun.” Seltzer said that the team is a composite team and the requirements for membership are broad and welcoming. “If you live in the county, and are in middle or high school, you can ride,” he said. “And, the spring series is open to any age kids. That is really cool. I should say, if you want to ride, come out and ride with us. We are a competitive team, but above all, we just want to see kids on the trails, riding, and having a good time, no matter their age or gender.”

All four kids said that they loved riding in the club, with Martin enthusiastically describing how much he loves to ride over bumps and rough terrain with a big smile on his face. Benedictine wrestling coach Ryan has lofty goals for his Cadets this season. “The goal is to stay on top and win the state championship,” he said. “I also really want to break into the Top-10 at Prep Nationals. I want to be the best in the state and one of the best on the East Coast.” Those goals may seem like reaching for the stars, but the Cadets wrestling team is already in the stratosphere with a loaded roster this season that includes two-time state champion and prep All-American Josh Wyland in the 132 weight class and another state champion and prep All-American in Robert Dupont in the 152 weight class. Both Wyland and Dupont were first team All-VISAA last

season. Benedictine’s Brady Biller was a second team selection last season. At the previous two Prep Nationals, the Cadets have finished 15th and 17th. Recently though, the Cadets have been a bit banged up, according to Hall. “We’ve had a couple guys hurt, a couple guys have been sick,” he said. “If we can get healthy, we’ll be pretty strong top to bottom.” At a quad in Louisa, against the Lions, Massaponax and Atlee, the Cadets were down five starters, but did well, defeating all three teams. “The backup guys really answered the bell,” Hall said. At a recent invitational in Richmond, the Cadets were down six starters, Hall said. Three of those were due to injuries and illness, while three

others were out because they were wrestling in Ohio at the Walsh Jesuit Ironman event, which Hall noted is one of the most competitive wrestling events in the nation. Wyland, Dupont and senior Ian Williams at the 285 weight class competed in the event. Wyland lost his second round matchup to Brent Moore of Graham, Ohio in a 5-1 decision. He won his second match before losing in again in his third match. Dupont defeated Hunter Miles of Claymont, Ohio in a major decision 10-2, before falling to David Carr of Massillon Perry, Ohio in a 15-2 major decision. He then lost in his third match as well. Williams fell in his second match to Gene Rigner of Reynolds, Penn., then won his second match in a 5-2 decision before falling again to a 3-2

decision to Trenton Lleurance of Broken Arrow, Okla. Despite the wrestlers not finishing the way that they would have liked, Hall said it was an accomplishment for the trio to attend the prestigious event. “It is literally the toughest kids in the nation,” he said. “It is a big boy tournament. It’s a big deal for our program.” Individually, Hall hopes that the Cadets can be competitive in every weight class, top to bottom. “We have high goals for every kid,” he said. “But, there are some really good teams out there. Bond rating, development among highlights of 2015 By Rebecca Dickson Goochland County Administrator

I

t’s an exciting time in Goochland! Last February 2015, after many years of hard work, Goochland received the highest credit rating possible of AAA from Standard & Poor’s Rating Services making Goochland the first locality of our size in Virginia to receive this rating. Obtaining this rating lets citizens know that the county’s financial health is excellent. In addition, for the last four years the budget and capital plan have been balanced and built upon the assumption of no tax rate increase. The Board has been able to provide funding for their priorities of education and public safety while remaining at .53 cents per $100 of value. Work has already begun on the FY2017 and FY2018 budget which is expected to be adopted in April, 2016. With respect to major facility improvements, the county’s public safety communications project is well underway. Towers have been built, equipment has been ordered

and the new E911 building is under construction. The new fire station in Hadensville is well underway and should be completed by late next summer. Major projects planned over the next five year capital planning period include a new elementary school, a new circuit court building, a new county/schools financial system and a new animal shelter. Funding for these projects will continue to be a major consideration and part of the five year capital plan. On the Planning front, in August, the Board adopted an updated Comprehensive Plan with full support from the community. Staff is now working on a complete rewrite of the County’s zoning ordinance. This is expected to take about 18 months. Last year, the County adopted its first ever Utility Master Plan, which included short and long term recommendations for Utilities infrastructure. Water quality and pressure enhancement projects are underway in the East End. In addition, the County is working on a feasibility study to evaluate sewer capacity enhancements in the Courthouse area. Water capacity in the Courthouse

has already been identified. Also this year, the County participated with VDOT in a pilot project to complete one of the State’s first Arterial Management Plans. The target area was generally along Route 250 in Centerville to the Rt. 288 interchange and along Ashland Road to Interstate 64. The Plan will serve as a guide for future development in that corridor. Recommended improvements to Rt. 288/Broad and Ashland at Interstate 64 have been submitted for State funding and would greatly improve safety and traffic flow in these areas if approved. In addition, the County sought a traffic study from VDOT to evaluate the possibility of a light at the entrances of West Creek and Hope Church on Patterson Avenue. As of this writing, VDOT has notified the County that a traffic light is warranted at that intersection due to expected new development. Obtaining funding will be the next step in securing a light there. On the Economic Development front we have been busy. The Notch at West Creek continues to attract businesses including the Medarva building and the Retreat at West Creek, a multi- family development. In July, Goochland County welcomed Hardwoody Park Craft Brewery to West Creek. They will be located on 22 acres adjacent to Virginia Farm Bureau. Hardywood

owners plan to invest over $28 million to build a state of the art brewing campus and distribution facility including a restaurant and amphitheater. The county expects to welcome another multi-family development across from Hardywood next year. In addition, the Board approved a new zoning category that will allow for different housing types combined with commercial uses in the Centerville Village area where higher density and mixed uses can best be accommodated. Committee work continues to evaluate possible community services that might be offered at the Central High School. Some renovations and major clean-up will need to be completed before the building can be reused. At this time, the Committee continues to work to refine a proposal to present to the Board in the New Year. Goochland is all about enhancing customer service. To that end, the county unveiled a new website in September that not only has a refreshing, more appealing look, it is easier to use and provides for better access to county resources and important information. We are also working on implementing a new customer service center in the Community Development area. The center will provide a “one-stop shop” for customers. The center will be designed to have representatives from the departments of Building Inspections, Planning

DICKSON & Zoning, Environmental & Land Development and Utilities all in one central location to provide better customer service. Goochland Parks and Recreation had a tremendous year this year. Summer camps were full and a record number of participants registered for recreation programs. Facility development continues at Leakes Mill Park and in West Creek along Tuckahoe Creek where pedestrian trails along the creek are being installed. Phase I of the trails will go from Broad Street to HCA. The plan is to have the trail run all the way to Patterson at some future point. Access to the James River at Tucker Park will be improved in the spring

with the installation of a nonmotorized boat ramp. The County is planning to partner with L.L. Bean for river kayak, fishing and boating classes. We had two very successful community events this past year, our July 4th fireworks celebration and the December 4th holiday tree lighting ceremony held in partnership with the YMCA. Both events brought the community together to enjoy friends and family. The Goochland Board of Supervisors and School Board all ran unopposed in the elections this past November and will begin their next four year term in January. We thank them for their great leadership and look forward to another exciting four years.

he Friends of Goochland Parks have made significant progress in 2015 toward

the ongoing enhancement of Tucker Park, Goochland County’s only riverfront park! We hosted our second annual Goochland Green Days in the spring and Autumn River Days in the fall. Both of these events promote environmental awareness and protection as well as

provide an opportunity for volunteers to assist with beautification of the park. Just recently, we dedicated the Donald L. Charles Sycamore Grove that surrounds the CarMax Cares stage and broke ground for a new kayak and canoe launch. All of this has been possible

thanks to the financial support we have received from corporate, private and individual donors. In 2016, we expect to complete the kayak/canoe launch and finalize plans for creating a connector between the eastern and western parts of the park.

School division keeping focus on students’ success James Lane, Ed.D. Superintendent, Goochland County Public Schools

N

earing the completion of my third year as superintendent in Goochland, I’m thrilled to have an opportunity to share a little bit of my perspective on the big challenges our school division has faced and surmounted over the past few years. Organizations, in general, are experiencing a great deal of improvement and enhancement. School divisions are no exception to this trend. Learning to educate our children for the competencies, skills and innovations that are in high demand—and anticipating those that will encompass the professional and personal pursuits of a time we have yet to even imagine—is both difficult and exciting. And it’s one I’m confident our schools are ready for, thanks to the unprecedented collaboration we enjoy with our community, families, businesses, and local government. Much could be said about the importance of partnership between schools and families. Our families are invested and passionate about their children’s education. Over the last few years we’ve seen a comprehensive movement, led by the the two governing boards of the county and schools, ushering in a dedication to partnership that has permeated throughout our school community. We are able to tackle the complexities of the “business� of schools— exemplary instruction, accurate and careful data collection, accountability, transparency in policy and budgeting, to name a few—hand-in-hand with a supportive, engaged commu-

nity, working together towards a common vision: preparing each generation to have a positive impact. This partnership continues to produce tremendous results. Our finance department has been recognized for the third consecutive year with the highest national award for excellence in a governmental agency’s communication of a budget, both the numbers and the process used to establish them. We have seen the birth and rapid growth our the Goochland Education Foundation, now formally responding to the resounding desire within the community to put resources behind the schools as we march together toward maximizing every learner’s potential. That common mission is expressed in Inspire2020, the strategic plan our board has adopted and now drives with every step we take. At its heart is a re-imagined vision for what excellent, relevant instruction should be. Together we are improving the quality of learning in our schools through a “deeper learning� approach that is supported through 1:1

technology and by changing the ways students learn. Our students are taught to apply knowledge in real-world settings that demand creativity, collaboration and critical thinking. Rather than simply regurgitating or recognizing information on a multiple choice test or worksheet, our students are finding new opportunities for constructing their own responses to relevant problems. They build, design, perform, and make products that demonstrate the mastery of skills. We have also had to re-think the way we want to assess learning. Our widely recognized Balanced Assessment Project integrates the essential components of performance and growth assessment to ensure we will never base a child’s mastery of content on a static test of singular achievement. Accordingly, we have seen tremendous progress in the ageold achievement gaps that have existed for decades among minority students and students with disabilities. Those groups in addition to students that come from economically disadvantaged homes are mak-

ing incremental gains that we have not seen before. It’s further proof to us that by focusing on teaching the whole child and refusing to make SOL testing the heart of our work, all children will learn and they will succeed. We have seen significant growth, both in the numbers of families enrolling in our schools and in our ability to respond to that development. The aforementioned partnerships between the board of supervisors and school board and the collective efforts of our selfless volunteers and community partners has enabled us to address facilities needs that had gone without attention for years. The newly renovated Goochland Tech has led to Goochland now offering opportunities in all 16 career clusters and has expanded the capacity of our high school by nearly 10%. Additional

County embracing development

W

ith 2015 c o m ing to a close we wanted to look back on some of the year’s highlights in Economic Development. The Notch, the newest phase of development in West Creek continues to attract new business. Earlier this year, the Medarva building — the first building of the West Creek Medical Park— received its Certificate of Occupancy. The Medarva building is the newest location of Virginia Physicians for Women. The new location offers an upscale, spa like setting for VPFW patients. Virginia Physicians for Women has been fine-tuning quality since the practice first began in 1973. Currently with 27 physicians and growing, VPFW operates six offices in the Richmond area, including three in the West End. According to VPFW Chief Operating Officer Ronnie Milligan, “We actively evaluated five different sites before we decided on The Notch at West Creek. We wanted to be in a high-volume, high-visibility area that was easily accessible and part of a medical park destination. We feel strongly that we have found that at the Notch at West Creek Medical Park.”

Phase two of the county’s first apartment building will include three new buildings, bringing the project to a total of 336 residential units. Upon completion there will be twelve residential buildings, a resort-style clubhouse and pool, an onsite fitness center, an outdoor kitchen and fireplace, a media/business center, and walking and jogging trails. The project has been highly acclaimed by the marketplace for its energy efficient construction and upscale design. Earlier this summer, Goochland County welcomed Hardywood Park Craft Brewery to West Creek. Hardywood, co-founded by business partners Eric McKay and Patrick Murtaugh four years ago as a small brewing operation in Richmond, plans to invest $28 million over five years to build a state of the art brewing campus and distribution facility. The 60,000-square-foot brewery will be located on 22 acres off of West Creek Parkway adjacent to Virginia Farm Bureau. West Creek was chosen out of 150 potential sites and recognized for its easy access, abundant infrastructure, and scenic beauty. “This was the most beautiful, and perfect with its proximity to the highways and infrastructure, I think it is going

to be one of the most beautiful breweries in the country,” said Eric McKay. The official “groundbreaking” took place in November and an expected opening is scheduled for spring of 2017. We are excited to add Hardywood to the list with Lickinghole Creek and Midnight Brewery as nationally recognized, award-winning breweries located in the county. Goochland County is committed to attracting and retaining the best people and businesses including assisting our businesses who wish to expand all while preserving our rural character. Goochland County Economic Development is embarking upon a new business retention and expansion (BR&E) program targeted at existing local companies. Throughout North America, in both urban and rural markets, existing companies provide roughly 80 percent of net new jobs and capital investment. The goal of Goochland County’s program is to systematically build strong relationships with key businesses in the market that will foster an understanding of prevalent issues and challenges that these businesses face — today and tomorrow. Goochland County has contracted with ExecutivePulse for technology as well as related consulting and support services. ExecutivePulse is a leading North American provider
