Let’s be clear about one thing when it comes to the two upcoming tech-focused programs for teens at Goochland’s libraries: This isn’t your parents’ science lesson.

The often controversial subject of biosolids will be the subject of a two-year study by the Joint Legislative Audit and Review Commission (JLARC), thanks to a House Joint Resolution approved Feb. 23 by the Senate. Resolution HJ120, introduced by Del. R. Steven Landes (R-25), asks JLARC, among other tasks, to study scientific findings on the health effects of biosolids and industrial residuLandes als. The study is expected to be completed on Nov. 30, 2017. “This is obviously an issue the General Assembly has been aware of for a number of years,” said Landes, whose district includes the Piedmont region Ware and the Shenandoah Valley. “Right now, from a workload standpoint, the commission has time to do this.” The use of biosolids, the treated leftovers from the sewage treatment process, and industrial residuals has been a divisive issue in and around Goochland for some time, but came to the forefront in 2015 when Baltimore-based Synagro received permission from the State Water Control Board to spread see Beaumont > 10

DJJ official: Closing of facility won’t mean mass layoffs

As the Beaumont Juvenile Correctional Center prepares to close, Department of Juvenile Justice (DJJ) Director Andrew K. Block Jr. has assured state lawmakers that he is working to make sure as many of the facility’s current employees as possible retain their jobs. Block recently told Del. Lee Ware (R-65) that DJJ’s plan is to consolidate Beaumont into Bon
Air Correctional Center over the next 12 to 18 months. Consolidating into one facility will help minimize job loss, Block said, and also allow the department to transition at a time when the population will be low enough to avoid dangerous overpopulation at Bon Air. Beaumont currently employs 383 people, many of them hailing from the counties surrounding the facility, including Goochland Block and Powhatan. Block expects that “at a minimum, at least 200 and hopefully more of the current Beaumont employees will have
placement opportunities with DJJ. We expect that others will have opportunities” with other correctional departments. In January, Gov. Terry McAuliffe toured the 284-bed juvenile center and talked about the future of both that facility and juvenile justice overall. McAuliffe’s proposed budget includes $90.5 million in capital funding from a proposed $2.4 billion bond issue to replace Beaumont and Bon Air with two smaller, modern facilities that would have a total of 150 beds — 88 at a new center in Hanover County on the site of the former county juvenile detention center and 64 at a new center in Chesapeake. The new centers would cost an estimated $19 million less to operate each year, move incar-
cerated youth from Hampton Roads closer to their families, and produce budget savings that the governor proposes to reinvest in programs that give juvenile court judges a wider range of options for criminal sentences that keep youths in their communities. Under Block’s direction, the state already has contracted with six local and regional juvenile detention centers to create separate units for youth offenders who otherwise would be sent to Beaumont or Bon Air. The community placement programs operate in Williamsburg, Charlottesville,

The library has participated in Teen Tech Week for several years, and past programs have covered movie-making, digital scrapbooking, creating online games, and other tech-related projects.

Rosenwald School museum welcoming local students Segregation-era school building offers history lesson for kids By Roslyn Ryan Editor
Several years ago, a group of Goochland residents came together to help make sure a key piece of the county’s past would be preserved for future
generations. Drawing on the experience several of them shared as alumni of Goochland’s Second Union Rosenwald School (SURS), one of thousands of similar schools built in the early 1900s to educate black children barred from attending local public schools, the group made it their goal to restore the school and create what they hoped would be a “living museum� within its walls. Now, as the school prepares
to welcome several groups of school children on March 11, Calvin Hopkins said he is beyond pleased with the results so far. “It’s progressing wonderfully,� Hopkins said last week. Hopkins said he continues to be amazed at the way school children who tour the school respond to the stories about what Rosenwald students experienced. “They really gravitate towards it, and they are fascinated by it,� said Hopkins, not-
ing that most students today simply can’t fathom having to heat their classrooms with a wood stove, or to share a tiny building with seven other classes. In addition to the school groups, Second Union Rosenwald has been visited by church groups and several other organizations, all interested in the rich history of the building and the key role it once played in the local African-American community.
Started in 1912 when Booker T. Washington approached philanthropist Julius Rosenwald — then president of Sears, Roebuck & Co., about building schools for black children across the South — Rosenwald schools helped offer a quality education to students who otherwise might have gone without. Of the 5,300 schools, vocational shops and teacher’s homes across the South and Southwest, 360 were in Virginia.
Hopkins said he and the board are tremendously thankful for the support the SURS has received from the community, the local school system and the Goochland County Parks, Recreation and Facilities Department. They are also, he said, fortunate to have a strong leadership team behind the project. “We have a really great Board of Directors,� Hopkins said. “Everybody is really working together to make this the best museum possible.�

New book offers detailed look at Civil War mystery Goochland resident’s 10-year search for details on Kilpatrick-Dahlgren raid yields new information on controversial failed Union military operation
G
oogle the words “Kilpatrick-Dahlgren Raid” and you’ll get a history lesson. Say those same words to Goochland resident Dr. Bruce Venter, however, and you’ll get much more. In his new book, “Kill Jeff Davis,” Venter offers readers a detailed history of the failed attempt by Union Brigadier General H. Judson Kilpatrick to liberate Union prisoners of war held in Richmond. The book features political maneuvering, deception and never-beforerevealed details about the raid, some gleaned from sources no historian has ever mined. Most intriguing, of course, is the key historical detail of the mission that has always enthralled Civil War enthusiasts: After the raid, orders were found on the body of slain 21-year-old Colonel Ulric Dahlgren to kill Jefferson Davis, the President of the Confederacy. The discovery ignited an immediate war of accusations between Union and Confederate sides, with the former claiming the orders had been forged and planted on Dahlgren’s body to further vilify the Union cause. Some readers may like their history served dry and without
much fanfare. Venter is not that kind of historian. Writing with the flair one might expect from a scholar who owns his own historical tour company and also participates in reenactments, Venter delves gleefully into the lives and personalities of the men who crafted the now infamous plan — which took the group right through Goochland en route to Richmond — and the reasons it ultimately failed. Kilpatrick, Venter said, “planned an action splendidly on paper but, [was] foiled by bad weather, lapses in command and control, ignorance of terrain, logistical mishaps and infinitely permeable efforts at secrecy.” In the end, Venter said, Kilpatrick sealed his own fate. “The man who set the operation in motion and led it had personal shortcomings that contributed to what devolved into a pretty mess all the way around for the Union
high command and Lincoln’s administration,” Venter said. Venter’s book, the result of over a decade of painstaking research, has earned glowing praise from his fellow Goochland historians. Candidacy sends important message By Roslyn Ryan Editor
Here’s a question for you: What does Hillary Clinton’s run for the White House have to do with a movie made almost five decades ago? Allow me to explain. Given my preternaturally short attention span — as well as a general lack of interest in superheroes, massive explosions, buddy comedies and gross-out humor — I’ll be the first to admit I don’t find myself watching a whole lot of what Hollywood is putting out these days. I’ll humor my husband now and then by going out to see the latest blockbuster, but most movies I see lately are the oldies-but-goodies I happen upon while watching TV. And so it happened the other day that I found myself watching a few minutes of the classic film “Love Story” (kids, go ahead and Google it ... I’ll wait). I’m not going to ruin the ending for anyone who hasn’t gotten around to seeing it (you’ve had 46 years, but who’s counting?) but the female lead, played by Ali MacGraw, ends up getting diagnosed with a very serious disease.*

The movie was a smash hit in 1970, and offers a fascinating look back at American culture as it existed then — not just the fashion and the cars and the way of speaking, but the attitudes and the social norms that the filmmakers couldn’t help but weave into the fabric of the story. But here also, ladies and gentleman, is where it got weird. You see, as a child of the 1980s, one who came of age as women were redefining their roles in society, gaining greater independence from outdated social norms, and forging ahead down career paths that were previously off limits, there is one part of the movie that simply left me scratching my head. When MacGraw’s character is diagnosed with a terminal illness, the doctor in the movie tells her husband. And then the husband, in turn, does not tell her that she is dying. To me — I must admit — this was coconuts. Yes, it’s a movie. No, I was not alive when it was made. But the simple fact that it was a plausible part of a script (one that ostensibly wasn’t for a science fiction film) offers a captivating peek at the way women’s see Candidacy > 7

Letter to the Editor Resident thanks local rescuers, community for help after tragic fire Dear Editor, I am writing to this letter to thank the Goochland Fire and Rescue Dept. for their dedication and assistance if putting out the fire at my resident on Feb. 20, 2016. I have been so blessed and I thanked God every day for giving me such loving and caring family, friends, and neighbors. God has blessed me to have walked out with my life at 83 years old.

The struggle for civil rights in America is an ongoing struggle, and the timeline is filled with small victories and large personal sacrifices. The baby steps forward came in many different forms, and advances made by minorities following the Civil Rights Act were painfully slow. Important events that shaped a nation’s future took place in marches in

Virginia Farm Bureau Federation president Wayne F. Pryor, a Hadensville beef, grain and timber producer, was elected first vice president of the Southern Farm Bureau Life Insurance Co. on Feb. 16. Pryor is a longtime member of the company’s board of directors. Southern Farm Bureau Life Insurance Co. is located in Jackson, Mississippi, and is owned by Farm Bureaus in 10 states, including Virginia. Pryor is serving his fifth two-year term as VFBF president. He served as Farm Bureau’s vice president from December 1998 through November 2006 and has been a member of the organization’s

By his sophomore year, Holloway was making other conference schools pay for the snub, leading Tennessee to a string of victories and bringing an excitement to Knoxville not seen for years. So, when the third Saturday in October rolled around in 1972, an undefeated Alabama team visited Knoxville to get a first-hand look at Holloway. turbo prop airplane at National Airport on a mountain-hopping flight to Knoxville. My uncle met me at the small airport and we entered a city that was alive with an excitement that is unique to big games in the Southeast Conference. By the time we got to the game, the atmosphere had reached fever pitch, and Holloway didn’t disappoint as he dodged and eluded tacklers, and led the Volunteers to a 103 lead with two minutes to go in the contest. As I sat in the stands watching this amazing athlete surrounded by uncles and four Auburn alumni who were family friends, the comments openly yelled at Holloway were shocking to a naive 22-yearold. It seemed perfectly normal to thousands who heard the same insults aimed at the quarterback. Alabama drove down for a last minute touchdown to tie the game at 10. On the ensuing
play, Holloway fumbled the ball and allowed Alabama to score and escape with a more luck than talent 17-10 victory. Following the 19-year-old’s miscue, there was a unison of racial slurs screamed at the Vol sideline, where Holloway was visibly shaken by his mistake. The lesson I learned that day was brutal and supplied with a healthy dose of pragmatism, and realization that equality was a process that would not happen overnight — or a decade. As we rode back to the hotel on a bus filled with disappointed Tennessee fans and a small vocal group of Alabama supporters, my uncle could tell I was uncomfortable. “Change comes slowly, Jimmy,” he said to me. Years later, I realize the real lesson of that fun-filled weekend was Conredge Holloway, the man. After a highlightfilled career at Tennessee, he opted to play for Toronto in

Again, I am only guessing here, but I sincerely doubt that when “Love Story” was written and filmed, Americans would have been able to foresee the numbers of women who would, in 2016, be leading companies, holding political office, and reaching the highest ranks of academia. henever I have nothing better to do,” the celebrated food writer and critic Jeffrey Steingarten once wrote, “I roast a chicken.” Indeed, chicken often becomes the go-to meal in many homes, prized for its versatility, its kindness to the family food budget, and its popularity with even the pickiest eaters. That said, we can all get stuck in a rut every now again. So if you find yourself looking for a few new ways to prepare this perennial American staple — which Americans eat around 60 pounds of per person, per year, by the way — these recipes from the Goochland Women’s Club cookbook “50 Cheers” may be just what you’ve been craving.
Chicken kabobs
8 chicken breasts, cut into 1” pieces 2 c vegetable oil 1 c soy sauce 1 c Chablis 1 c light corn syrup 4 T sesame seeds 8 T lemon juice 1 t garlic powder and ginger Your favorite fruits and vegetables
Marinate chicken and vegetables; refrigerate 2 hours. Alternate 4-5 pieces on each skewer: chicken, cherry tomatoes, pineapple, green pepper, onion and mushrooms. Grill fully: 5-8 minutes per side. Serves 6-8.

Dear Fern, I am the mother of a beautiful teenage daughter who is just about perfect in every way (yes, I know I am biased!). She is a great student, very responsible, and always respectful to her father and I. She is such a great kid, in fact, that I feel very funny asking about this. But here is my problem: My daughter, as lovely as she is, does not seem to care very much about her appearance. Now Fern, I do not expect kids of this generation to dress the way my generation did. And I know that times change. But my daughter does not seem to have any concerns about leaving the house with no make-up, messy hair and wrinkled clothes. I have tried to take her shopping, but she just seems to have no interest. I am worried that I am making too big a deal out of this, but I also fear that her unkempt appearance may eventually keep people from realizing what a smart and capable young woman she is. Please tell me what to do! Dear Keeping Up Appearances, Good grooming can help to project a more positive image, yes. But given the wonderful qualities you’ve already noted about your teenage daughter, I cannot help but think how refreshing it is that you made not one mention of a troubled teen who is obsessed with her looks because she monitors her self-worth by how others perceive her. Not one mention of your daughter not fitting in or not having friends because of her lack of interest in her appearance. While it is understandable you would want your daughter to measure up to her fullest potential in every way, how fortunate in this day and time that you don’t seem to have those broader issues to concern yourselves with! Given all of the wonderful attributes your daughter possesses, as long as she’s practicing good hygiene and looks happy, I see absolutely no downside to her lack of focus on the hottest clothing, perfect hair and perfect body image. Enjoy your sweet, smart girl!

Goat cheese roasted chicken
5 lb fresh chicken, giblets removed 8 oz goat cheese, room temperature ½ t dried basil ¼ t dried oregano ¼ t garlic salt ½ lemon 1 bulb garlic, top cut off 3-4 T olive oil, divided ½ t salt ½ t pepper Preheat to 425°. Pat chicken completely dry with paper towels. In a bowl, combine goat cheese with herbs and garlic salt, mixing until well combined. Rub the non-breast side of chicken with 1-2 T olive oil, sprinkle with salt and pepper. Put seasoned side down in a dish or roasting pan. Lift skin of chicken above breast and stuff with goat cheese, pressing into the things and as far back as possible. Rub outside of chicken with some goats cheese as well, using remaining mixture. Rub with 1-2 teaspoons of olive oil and sprinkle with salt and pepper. Stuff the garlic bulb, cloves facing inward, in the top opening and the lemon, slice-side up, in the

Add chicken; toss to coat. Cover and refrigerate for at least 1 hour. Preheat broiler or grill. Thread chicken pieces loosely onto skewers and place in foil-lined baking sheet. Broil for about 6-7 minutes, turning once. Serve with brown rice prepared according to package directions. Serves 6. Extention Office offering gardening classes for spring Salad Table Workshop For those who like the idea of gardening at waist height and avoiding the pesky salad loving critters who usually dine in a traditional garden, here’s a wonderful opportunity. Salad tables allow gardeners to extend the salad growing season and grow leafy greens without straining their backs. It’s portable, inexpensive to build and can even feature wheels. This workshop will offer an alternative method for growing leaf lettuce, arugula, kale, spinach, radish, parsley, cilantro, basil and more using “cut and come again” gardening methods. The workshop is scheduled for March 5, at the Goochland Parks and Recreation Building. This is a woodcraft project with a $45 fee to cover materials. Registration is limited to 14 participants. Popular Spring Fest will again offer blooms for all Contributed report
It’s become the most anticipated event in Central Virginia. Now in its 12th year, Spring Garden Fest is a family-friendly celebration attracting more than 600 visitors annually. Fun programs, classes, workshops, and demonstrations will help hone your gardening skills. This festival of the garden might also inspire you to become a better steward of our precious natural resources. This year’s Spring Garden Fest will be held from 8 a.m. to 4:30 p.m. on Saturday, April 23, on the Goochland campus of Reynolds Community College (RCC). The special guest lecturer will be Peggy Singlemann, director of horticulture at the Maymont Foundation in Richmond, Va. and host of WCVE Community Idea Stations’ “Virginia Home Grown.” Singlemann lectures throughout the Mid-Atlantic region and has been published in local and national periodicals such as American Nurseryman, Horticulture, and Virginia Gardener. She is a member of the Central Virginia Nursery and Landscape Association, the Virginia Nursery and Landscape Association, the Virginia Society of Landscape Designers, the Virginia Green Industry Council and the Southern Garden History Society. In “Planting for Pollinators,”

Residents in those localities publicly questioned the safety of the plan, and the possible impacts on both public health and property values. For Del. Lee Ware (R- 65), the quest to secure further study on biosolids is not new.
Singlemann will discuss enhancing our home landscaping to encourage bees, butterflies, and hummingbirds. Registered participants can take advantage of educational sessions including 27 classes and workshops held throughout the day. Instruction will include building homes for pollinators, growing sustainable gardens, identifying plant diseases, growing wild native plants and shrubs, bee keeping, landscaping, and utilizing livestock and poultry in the home garden. Other topics include processing native herbs and foods, creating a backyard orchard, growing small berries and fruits, improving your soil, identifying insects, vermiculture, creating selfwatering containers, floral design and hypertufa. Because space is limited for all classes and workshops, early registration is encouraged. A $15 registration fee covers all classes with additional fees for workshop materials. Classes and workshops are reserved on a first come basis when payment is received. They fill up quickly so — again — register early for the best selection. A $20 registration fee is required on April 23rd at the door but only if space is still available.

Last year, Ware’s quest to have the Virginia Institute of Marine Sciences at William & Mary lead a study on biosolids was defeated in the House. His work on that proposal, however, was a key component in Landes’ resolution. The passage of HJ120, “puts us on track to review more deeply the nature and makeup of industrial wastes and various biosolids that are being spread on fields in Goochland and Powhatan and indeed a number of counties in Virginia,” Ware said in an e-mail last week. “This
analysis should give us more definitive knowledge than is now available. I am glad of the success of these labors, which have been greatly aided by the energetic engagement of the Goochland (County) Board of Supervisors, and I will be eagerly awaiting results of the study.” To Goochland resident Cheryl Ellison, who lent her voice early on to the fight against bringing biosolids to Goochland, said the study is a step in the right direction. Said Ellison, “It looks like the beginning of a long-overdue and much-needed conversation.”

Obituaries NELLIE MAE COX Nellie Mae (Stonnell) Cox, 75, of Goochland, Virginia, died peacefully on Feb. 24, surrounded by loved ones. Born Jan. 2, 1941, in Richmond, she was the daughter Cox of the late Clayton Anderson and Nellie Sheldon Stonnell. She was preceded in death by her son, Michael Wray Cox; and sister, Carolyn Stonnell Baber. She is survived by her husband, Sidney B. Cox Jr.; children, Sidney Barbee
Cox III, Robin Cox Petrine; and son-in-law, Dave Petrine and Lisa Cary Cox; sister, Janet Stonnell Gray and her husband, Cameron Gray; and brother-in-law, Penny Baber; seven grandchildren, Brandi Cox, Lindsay Cox, Brigitte Petrine Fanelli and her husband, Michael Fanelli, Marc Petrine, Caroline Petrine, Scout Towell, Sheldon Towell; and two great-grandchildren, Gabrielle Fanelli and Tess Fanelli. Nellie grew up on Greenfield Farm in Cumberland. She commented recently that visiting the farm in Cumberland “was always beautiful and did my heart and soul so much good.” Nellie and
her husband, Bobby, founded S.B. Cox Inc., which has been in business for 53 years. Nellie continued to be active in the business throughout the years. Nellie bred, raised and raced thoroughbred horses. She was the breeder of Showing Up, who finished sixth in the 2006 Kentucky Derby. In the same year, she was ranked as the sport’s second leading breeder in North America. Featured in Virginia Living, she said, “You can’t help but fall in love with them all.” Nellie lived at historic Rose Retreat Farm in Goochland for 50 years, surrounded by her precious dogs and beautiful horses and cattle. There, she raised
her children, in whom she took great pride. She took an active role in her grandchildren’s lives and activities. She always said that one of her favorite quotes was, “Grandchildren furnish me great resources and happiness.” (Thomas Jefferson) The family received friends Friday, Feb. 26, at the West Chapel of Bennett Funeral Home in Glen Allen. A funeral service was held Saturday, Feb. 27, at All Saints Episcopal Church in Richmond. Baseball readies for 2016 season Bulldogs hope to repeat success of 2015, replace lost speed By Billy Fellin Sports Editor
The sound of metal cleats walking across pavement and concrete filled the air surrounding the Goochland baseball field on Feb. 29, as the Leap Day provided what may have been the most ideal day to get outside and get field time for the Goochland baseball team.
Alongside many of the other spring sports teams for the Bulldogs, all of which have had to deal with less-than-ideal conditions this past week due to rain and the cold weather preventing them from getting precious field time, Goochland’s varsity baseball team took to the field for the first time along with its JV counterparts. Coach Wes Farkas was happy that the team was able to get out on the fields. The team participated in multiple drills as well as batting practice, while JV was making final cuts. “This is our first day on the fields,” he said. “We were able to get in the outfield last week.
It’s still pretty early on. We just got our varsity team together. It’s early in the season, but we are optimistic. With the little time we’ve had, we’re happy with what we’ve seen, especially hitting.” Farkas’ squad won the Quad Rivers Conference 34 title last season and ended with a record of 19-3, one of their most successful seasons in recent history. The Bulldogs’ season last year ended in Region 2A East play with a 7-0 loss to King William. A good majority of that roster returns for this season, but Farkas said that the team cer-
tainly lost some key pieces in seniors that graduated. But, the 2016 campaign for the Bulldogs will feature a lot of seniors this year, providing the team with experience and leadership a plenty. “We lost a lot of seniors last year, but we bring back almost all of our pitching, which is going to be huge,” he said. “We’re going to be pretty senior heavy. We’ll have a lot of seasoned guys and hopefully that’ll transfer on the field.” That almost-intact returning pitching staff will be the cornerstone of the Bulldogs’ success this season. “I think we’re going to ride
our pitching,” Farkas said. “Our offense will come and go, so we’ll have to ride the pitching. Coleman Duty and Tanner Bradshaw and Nick Norman are three returners who had the lion’s share of our innings last year. So, we’ll be looking to them on the mound. Our guys are pretty established. We have veteran guys coming back. A couple young guys might throw for us, but our core group of guys are still intact from last season.” Dury pitched the Bulldogs out of a jam in the Conference 34 semifinal last season, while Norman was excellent in the conference final against
Nottoway. Offensively, Farkas said that Reid Chenault and Scott Carter were leaders last season and will look to them to repeat that in 2016. While it is still early in the evaluation of the team, Farkas did point out a few areas where Goochland will need to work hard this season. “We’ll be new in a few places around the infield,” he said. “Our outfield is going to look pretty different too. So, defensively, we’ll have to figure things out over the next week or two. Offensively, we’ll have to figure
