Supervisors honor Dickson

“I’ve always been told to leave a place better than it was when you found it, and that’s what I’ve tried to do with Goochland — I know that’s what Goochland has done for me.”

Resolution approved as county administrator prepares to retire By Roslyn Ryan Editor

County Administrator Rebecca Dickson

Goochland County Administrator Rebecca Dickson drew a laugh from the Goochland County Boardof Supervisors and county staff members during the supervisors’ March 2 meeting, when she respectfully asked that a particular agenda item be deleted. The reason? The item in question was a resolution honoring Dickson, who will

Once the local GOP votes cast in the March 1 Virginia Primary were counted, the junior senator from Florida, who came in second state-wide, edged past Trump by a tally of 1,903 votes to 1,820. Texas Sen. Ted Cruz was next in line with 984 votes, followed by Ohio’s Gov. John Kasich with 395 and retired neurosurgeon Ben Carson with 271. After a year of careful examination and spirited debate, a committee charged with determining the next step for Goochland’s once-abandoned and deteriorating Central High School complex delivered its interim report to the Goochland County Board of Supervisors on March 2. The report, which featured a number of viable uses for the property and a financial picture of how the complex could sustain itself in the future, was the most recent in a string of victories for a historic county asset that once seemed all but doomed. Located on Dogtown Road, Central High School served black students in Goochland during a time when schools were segregated by law. “We felt that [demolishing the building] would see Central High School > 4

Pancakes for dinner (and a good cause) By Roslyn Ryan Editor

G

et ready to stack ’em high. The always popular Manakin Company 1 Fire and Rescue Pancake Supper will be held from 5 to 8 p.m. on Saturday, March 12, offering Goochlanders a chance to enjoy a delicious meal for a great cause. For over 15 years, the Auxiliary has been serving up short stacks to raise funds for Company 1, an all-volunteer group responsible for the maintenance, upkeep, and grounds of the firehouse. The volunteers also purchase tools and fans for the fire and rescue trucks. This year, one of their main expenses will be a new HVAC unit. The auxiliary has been doing this pancake supper since 2000. The most tickets ever sold was

in 2006, when the group sold 696 tickets. “Currently, the pancake supper is the auxiliary’s biggest fundraiser,” said auxiliary member Jennifer Napier. “In the past, we have hosted lunches and dinners for various organizations as fundraisers. We have the luxury of a lot of great cooks and a beautiful meeting space at the firehouse to use for events. We support the fire and rescue members by providing rehab to them when they’re fighting a fire for long periods, as well as providing any manpower we can to them during their fundraising events like their annual BBQ. We’ve even helped them park cars for an event at a private club as part of a fundraiser.” The auxiliary has been in existence since the 1960s, and, prior to the firehouse being renovated, they held Brunswick stew sales as well as pancake suppers. The price of admission for this year’s event is $8 for adults and $4 for children 3 to 10. Children under 2 eat free. All money raised by the auxiliary benefit Manakin Company 1 Fire and Rescue. For tickets, contact Jennifer Contributed photo Napier at (804) 335-6505.

Supervisors approve loan to help improve firehouse Money will pay for bunk rooms, upgrades to Company 4 facility By Roslyn Ryan Editor

Thanks in part to a loan approved by the Goochland County Board of Supervisors last week, volunteers at Fife’s Company 4 fire station will be seeing some much-needed upgrades to their firehouse. On March 2, the board approved a request for a loan of $103,200 to help cover the cost of adding bunk rooms, an office and a new kitchen facility to the firehouse, as well as to upgrade bathrooms and shower

facilities and replace the building’s inefficient septic system. Company 4’s facility is currently the only one of the county’s six firehouses without dedicated sleeping quarters. According to the funding request, the improvements will give volunteers the ability to occupy the building during the overnight hours and during severe weather, and will directly benefit residents in the area Company 4 serves. The total cost of the project is estimated to be $215,000. The non-interest, 15-year loan from the county, which will include $85,000 from the general fund balance and $18,200 in available real estate tax revenues, will supplement additional funds from a loan of $111,800 made by the Goochland FireRescue Association.

Central High School continued from >1 erase any physical evidence of the hard work that went into the school, committee member Sekou Shabaka told board members during the presentation, referencing initial plans for the building that had included either tearing it down or selling it. Both of those options, brought up in 2014 as the board took up what to do with the 60,000-square-foot building, had been met with serious concern by many in the community. During a sometimes contentious meeting held Sept. 14, 2014, several members of the black community told county leaders emphatically that preserving the structure — which had been used as a middle school until 2007, but then been essentially abandoned — was the only acceptable option. While supervisors initially expressed concern that the cost of such a project could prove prohibitive, the foundation of a new plan began to emerge. Using $137,000 of $500,000 set aside in the county’s Capital Improvement Plan, the school’s gymnasium was refurbished and reopened, as well as the lobby and restroom facilities. As further renovations on that area of the building move forward — allowing for its use in hosting larger events — project leaders will use a

To Slone, Trump’s success has come largely from being able to tap into an increasing middle class anger, one that may allow a disrupter like Trump to be viewed as the best available option. Among some Republican voters dismayed with the establishment, there is the notion of “burn it down, wreck it and we’ll build it back later, Slone said. “That is what I’m hearing from so many Trump supporters.

portion of the remaining funds to begin restoring the rest of the building and creating space for recreational program use, meeting rooms, county offices, small business incubation areas, and classrooms. And although the initial projections show a possible financial loss of around $28,785 in the first year of the redevelopment, Derek Stamey, county director of Parks, Recreation and Facilities, told supervisors that revenue from program and rental fees, sponsorships, and other sources could make the project nearly self-sustaining by the third year of operation. Shabaka, addressing the board of supervisors on behalf of committee chair Gloria Turner, who was unable to attend the meeting due to illness, said he and his fellow committee members are thrilled that Central High School will once again be a vibrant, thriving part of the community. “It is almost indescribable the feeling that you get, having seen that building sit there for so long and then to see the plans come into being, said Shabaka. The comments offered by supervisors was equally positive. District 1 supervisor Manuel Alvarez, who had expressed concerns about the feasibility of restoring the building early on in the process, thanked the committee members for remaining steadfast. Through their efforts, the group “allowed us to see the possibilities, Alvarez said. “This is an amazing example of self governance, said District 2 representative Susan Lascolette. “It’s an example of citizens getting involved and creating a project that means so much to so many people. Thank you so much for all of your hard work on this — it’s just spectacular.

Board members honored soon-to-retire County Administrator Rebecca Dickson with a resolution on March 2, praising her for her leadership during her six years with the county. Shown are, from left, Ken Peterson of District 5; Chairman Bob Minnick of District 4; Dickson; Susan Lascolette of District 1; Manuel Alvarez of District 2; and Vice Chairman Ned Creasey of District 3.

Dickson continued from >1 said. “The impact of her tenure in Goochland is demonstrable and lasting. Minnick’s were the only official words concerning Dickson’s departure delivered by the board. But if Dickson was hoping to end her last board meeting without fanfare, she was likely disappointed. After she was presented with a copy of her resolution and bouquet of flowers, Dickson, a widely-beloved figure in Goochland who has been praised by numerous local and regional leaders for her management abilities, was

treated to a tribute video created for her by county staff. Dickson, who was hired by the county in July 2009, previously served in Chesterfield County for 19 years, primarily in the roles of budget director and deputy county administrator for human services. She announced her retirement on Nov. 5, 2015, saying in a statement that she was stepping down to focus on her family and her health. Speaking after she was presented with the resolution, Dickson told those in attendance that she had been concerned about leaving too early, but also “didn’t want to make the mistake of doing it too late.

She had only the highest praise for the board members she has worked with and for county staff, noting that it was largely their work — not hers — that has helped to make Goochland the community that it is. She probably won’t be coming to board meetings and workshops in the future, she laughed, but she does plan to remain a part of the community. “I’ve always been told to leave a place better than it was when you found it, Dickson said, “and that’s what I’ve tried to do with Goochland — I know that’s what Goochland has done for me.

County makes its choice By Roslyn Ryan Editor

Well, Super Tuesday has come and gone, and with it any last doubts this writer had about Donald Trump’s sticking power. These are, after all, strange times we’re living in. It seems The Donald couldn’t quite pull off a GOP win in Goochland – that went to Marco Rubio — but the fact remains: There are far more people in this great nation willing to buy what Trump is selling than I ever would have guessed. And while being wrong stings a bit (I was the one, if you’ll recall who scoffed at the idea that the wannabe Comb-Overin-Chief would still be around in October, never mind March), the sheer nail-biting thrill of watching his ascent has served to dull the pain. Let’s face it, there are many of us who just can’t look away from Trump, no matter how we personally feel about him. He simply defies all probability and logic. He is a school-yard bully who never seems to get his comeuppance, an out-of-control train that never seems to derail. He is a modern-day Godzilla, impervious to bullets. Donald Trump is the most improbable candidate for President that ever was (maybe not counting Joe Walsh of The Eagles, who ran in 1980). And he appears now to be the Republican establishment’s worst nightmare.

Goochlanders, it seems, have for the most part realized what the rest of the country will eventually come to know: Trump is fun to watch, great with a line, and easily the most keyed in of all the candidates to what so many Americans are angry about, but he does not have the experience, temperament or judgment to be President of the United States. It obviously remains to be seen where the long and winding path to November will take us, and there are guaranteed to be at least a few surprises along the way. But it won’t be boring. *** If you happen to like trivia, here is an interesting tidbit: On this day in 1876, inventor Alexander Graham Bell made the very first telephone call. Thinking about this reminded me of something I heard earlier in the week. As a way to allay the frustrations of people overwhelmed by the millions of things phones can do these days, an industrious American company is marketing a brand new phone that does, essentially, one thing … it makes calls. That’s it. Revolutionary, right? Of course, if you’re over the age of 20, you probably had one of these at one point. As they say, for better or worse, everything comes back around eventually.

Dover Baptist honors local officers Every day in this country 78,000 police officers report for duty and do indeed “stand in the gap” protecting and serving. Sadly, almost every third day, one of those officers gives their life in the line of duty. It was a national news story such as this that grabbed the attention of Pastor Todd Kube of Dover Baptist Church in Manakin-Sabot. After much prayer, Pastor Kube, along with Keith Catlett and a host of other church members, decided to do what Dover does best: serve lunch and welcome Goochland’s law enforcement men and women to a Sunday morning service dedicated just to them. On Feb. 21, Law Enforcement Sunday invited local state troopers, county officers, and their families to visit one of Manakin’s oldest churches and be recognized for their service and dedication. Sheriff Jim Agnew and over 10 officers and their families attended the service and were treated to a delicious meal lovingly prepared by the members of Dover Baptist Church. Savoring down-home cooking and a cake in their honor, Sheriff Agnew noted that the idea of a Law Enforcement Sunday was a first of its kind in his memory and it was an honor to be a recipient of the church’s efforts.

Letter to the Editor Election Officers rose to the occasion once again during Primary Dear Editor, The results of the General Election are in and we congratulate the voters of the county who took the time and effort to exercise their constitutional right to self-government. Goochland’s turnout was 48.31 percent of active voters, almost 50 percent higher than the turnout for the November general election and substantially higher than the statewide average of 34.8 percent. The operation of our polling

places went smoothly despite the unusual occurrence of simultaneous primaries which required voters to state their preference for a ballot by party affiliation. It is a tribute to the extraordinary goodwill, discipline, integrity and devotion of our Officers of Election who put in a 16 to 18-hour day to ensure our voting was fair, open, transparent and successful. As the presidential contests continue please recognize your neighbors whose devotion to democracy made it possible for you to express your preference here in Goochland. Now, it seems, his supervisors are fans of his as well. “Eric is an excellent officer,” said shelter coordinator Julie Lawrence. “He just helps in all aspects of the operation.” A 2006 graduate of Goochland High School, Taliaferro said he decided to apply for the job because he has always loved working with animals. He is scheduled to enter the police academy at the end of the month, and said his focus is to continue doing everything he can to be an asset to the department. “I’m just trying to be a sponge,” he said, “and absorb everything I can.”

ack in 2007, when she noticed a number of home buyers struggling with the same issues again and again in their quest to purchase a home, real estate agent Jody Clower began researching online tools that might offer some support. The only problem? There weren’t any. And, worse, the very nature of the World Wide Web seemed to be contributing

to the problem. Thanks to the Internet, Clower said, people searching for a home were suddenly able to vault over critical steps — such as assessing both their needs and their finances — and go straight to looking at houses. “What it did was to really obstruct the home buying process,” Clower said. “There was a big gap in the process, and this affected both the home buyer and the agent.” That was when Clower, a Goochland native who spent

time in the software industry before transitioning to real estate, came up with the idea for Nestiny, a free, educational website for home buyers that aims to simplify the buying process. Clower said her “a-ha moment” came when she saw that consumers were getting confusing information and inaccurate data while researching home-buying online. “I kept waiting for someone to fix it, but then I finally said ‘You know what? I’ll fix it,’ ” Clower said. The concept behind Nestiny is simple: offer potential buyers a low pressure, more approachable way to research the home buying process before they start searching, thereby streamlining their path to the perfect home for them. After incorporating her business last year, Clower said she and her small team have seen a steady increase in traffic and received plenty of praise from both buyers and agents. To Keller Williams Realty agent Diana Morgan Bradley, watching Clower grow her business has been a pleasure person-

company, explaining that staying open to new ideas has been critical to Nestiny’s success. Whether it’s positive or negative, “It’s a gift to get feedback on what you’re doing,” Clower said. “Without that we wouldn’t have the product we have now.” As for the future, Clower said she’s excited to see where

she and her team can take Nestiny in the years ahead. One thing she’s certain of, she said, is that the company’s home base won’t be changing any time soon. “I’m a Goochland girl,” she said happily. “And I’m really excited about building a business here.”

Parents urged to help ready children for kindergarten Contributed report

Thursday, April 14, marks the sixth annual Regional Kindergarten Registration Campaign, coordinated by Smart Beginnings Greater Richmond. This campaign establishes one common registration day for 15 school divisions – that’s 152 elementary schools – in the Richmond region. Children who are 5 years old

by Sept. 30 can start kindergarten in the fall, but first they need to be registered. Kindergarten registration for Goochland County is from 8 a.m. to 4 p.m. Thursday, April 14. To find your school in your attendance zone, visit www.glnd.k12.va.us. or call (804) 556-5630. There is quite a bit of paperwork needed to register a child for kindergarten, and pulling

everything together takes time. Parents and caregivers are still encouraged to attend registration even if they do not have all the documents because exceptions could apply. These are the documents needed for registration:

School Entrance Health Form (This can be turned in any time before the first day of school) Photo ID for parent or legal guardian.

While registration rates improved, more than 4,000 children were not registered on Child’s official, cer- time in the spring last year tified birth certificate — enough to fill about eight Two proofs of address elementary schools. “Our goal is to help more parents understand what it means for their child to be ready for kindergarten, and how they can help them at home,” said Rich Schultz, executive director The County of Goochland, Virginia proposes to increase property of Smart Beginnings Greater tax levies, while keeping the tax rate unchanged at $0.53 per $100 of Richmond. NOTICE OF PROPOSED REAL PROPERTY TAX INCREASE

3. Effective Rate Increase: The County of Goochland proposes to adopt a tax rate of $0.53 per $100 of assessed value. The difference between the lowered tax rate and the proposed rate would be $0.016 per $100, or 3.07 percent. This difference will be known as the “effective tax rate increase.” Individual property taxes may, however, increase at a percentage greater than or less than the above percentage. 4. Proposed Total Budget Increase: Based on the proposed real property tax rate and changes in other revenues, the general fund budget of the County of Goochland will exceed last year’s by 3.2 percent and the total budget of the County will be 2.3 percent more than last year’s. A public hearing on the increase will be held on April 18, 2016 at 7:00pm in the Board Meeting Room at 1800 Sandy Hook Road, Goochland, VA.

Read and look at books every day. Stick to a regular bedtime and wakeup time. Practice counting real objects — like cereal or crayons. Talk about their feelings and what kindergarten will be like. Meet and play with other children their age. Show respect and use good manners. Find and name letters of the alphabet everywhere you go. Visit and explore libraries, parks and museums.

Use scissors to practice cutting and crayons to draw. There are advantages for parents, children and schools when children are registered on time on April 14. Parents can get important information that they might otherwise miss;. Schools can adequately prepare for space, staff and materials; and Teachers can prepare for the child in the classroom. For more information about kindergarten registration and what to bring on April 14, parents can visit www. SmartBeginningsRVA.org or dial the phone number “21-1” and find information specific to their school division. Bulldogs reload for 2016 season By Billy Fellin Sports Editor

The last home game of the season is always designated as Senior Night. It is a special night to honor the seniors that will be graduating and thanking them for their contributions to the team and the program. Most of the Goochland High School spring sports teams will have a Senior Night. Goochland softball is not one of them. It isn’t because the softball team is irreverent to seniors. No, it’s because

there aren’t any seniors on the roster this year for the Bulldogs. “We’re a very young team,” Goochland softball coach Amy Henneberger said. “We’re working on basic skills (so far) and trying to see who is going to go where.” The Bulldogs had only one loss last season, but it came at the worst time. Page County took down Goochland 6-4 in the Region 2A East semifinal. Goochland had a two-out rally in the fourth inning, but wasn’t able to get enough runs to advance and continue its season.

“Hopefully we’ll go even further than we went last season,” Henneberger said. Junior second baseman/shortstop Jordyn Laing, junior catcher/outfielder Casey Spencer, and junior pitchers/ third baseman Sarah Ramsbottom and Kailyn Spencer represent the experienced leadership on the team. Seven sophomores (Faith Gerdes, Cherish Sims, Caitlyn Robinson, Katelin Martin, McKenzie Reams, Hallie Massengale and Kisha Braxton) and one freshman, Catoria Towles, round out the roster.

The youth is certainly there, but the Bulldogs have a history of excellence on the diamond and the juniors of Laing, Spencer, Ramsbottom and Spencer certainly have the experience to bring along the younger players. Henneberger said that pitching, led by Martin, Ramsbottom and Spencer, will be a strong facet to the team this season. “Our pitching will still be strong,” she said. “Our hitting and our quickness on the bases will also be another strength for us.” As far as things the Bulldogs will

need to improve on as the season progresses, working hard in practice is one area that Henneberger and the team will need to focus. “Our defense (is also an area where we’ll need to work),” she said. “We have a lot of people in new spots.” The Bulldogs participated in a scrimmage against Fluvanna on Wednesday and will start the season on the road Tuesday against Amelia. Goochland will open its home schedule at 5 p.m. Thursday, March 17, against Cumberland High School.

GHS soccer aims for regionals and beyond By Billy Fellin Sports Editor

Goochland’s boys soccer team lost in a rain-soaked overtime contest to Bruton at the 2A East Region level last season. It was a tough pill to swallow for the squad, but coach Jake Zarone and coach Kellen Jones feel the team are looking strong on the quest to return to, and exceed, the playoff experience of last season. “We have a lot of returners,” Zarone said. “And, we have those younger guys that fill out our depth. We’ll have a better idea after our scrimmage Wednesday, but I think we’ll have a good season.” Senior defender Matthew McCauley, senior midfielder Giovanni Esposito, senior

defender Tanner Hawk and senior midfielder Sullivan Young are four players that Zarone pointed out who will be key pieces of the puzzle this season for the Bulldogs in terms of their leadership and bringing along some of the new players on the team. “We’ll be looking to them to get us through the season,” he said. The youth and experience of the team is well mixed. If a young defender, such as freshman Bret McLeod, or young midfielder, like freshman Jacob Hayward or sophomore Joseph McCann or Jack Golighty are on the field, they’ll be bolstered by the experience around them. That type of depth and mix will be beneficial for the Bulldogs moving forward this

season. Some juniors in the midfield in particular are two players that Zarone said to keep an eye on for big contributions this season. “I’d keep my eye on Omar Ibarra(-Balderas) and Jesus Barbosa (Camarillo),” he said. “Our seniors are pretty established. From out freshman class, we have (Hayward) who is looking pretty decent this year and our goalkeeper Zach Gordon is someone to keep an eye on.” Since many of the players on this year’s team were a part of that regional loss to Bruton last year, this team both knows how to win consistently in the regular season as well as in the playoffs. “I think they’re up to the task,” Zarone said. “I think

Regionals will Zarone said that their goal “Every year we are aiming to kind of be new waters for us is to make it further into those go to states,” he said. “I think it is past that first round, which we new waters for the 2016 cam- definitely a possibility.”
