BOS signs off on new sick leave bank plan Program allows county employees to donate hours, use banked time during a health crisis By Roslyn Ryan Editor
Goochland County employees have a new option in the event that they are forced to miss work because of a catastrophic illness. Thanks to a recently created Sick Leave Bank, employees faced with a long-term absence from work due to catastrophic illness or injury will be able to use up to 30 days of paid sick time, even if they themselves have not accrued that time. In order to qualify to use Sick Leave Bank time, an employee must participate in the Virginia Retirement System Plan 1 and or Plan 2. The bank is filled by requiring each participant to donate one day of sick leave when they sign up for the program and one day each year after that. According to the new policy, the first 30 consecutive work days of illness or injury will not be covered by the sick leave bank and must be covered by the employee’s own accumulated leave or leave without pay. hen 16 year-old Cameron Gallagher died on March 16, 2014, just after a triumphant finish in the Shamrock Half-Marathon in Virginia Beach, she left behind a grieving family shocked by the sudden loss of a beautiful, vibrant young woman.

Thanks to an ordinance amendment unanimously approved by the Goochland County Planning Commission on March 3, anyone seeking to open a church in an area zoned for residential or agricultural use may eventually need to obtain a Conditional Use Permit (CUP) from the county. The term “place of worship” also is now more clearly defined. According to Goochland principal planner Jo Ann Hunter, county staff has been working on the ordinance change since 2013, seeking to both protect the property rights of those living in residential and agricultural areas and to ensure that places of worship are defined consistently throughout the county’s zoning ordinances. definition, a place of worship is now defined as “a building or structure where the primary purpose is for people to regularly assemble to conduct religious worship ceremonies, rituals and education.” Among the examples cited in the definition are chapels, churches, mosques, synagogues, and temples. Although a CUP is now required in residential and agricultural areas, churches can be opened as a by-right use in

all other areas of the county. Under the revised ordinance, a grandfather provision allows existing places of worship in residential and agricultural areas to expand to up to 50 percent of their existing square footage without a CUP. While the Planning Commission has approved the measure, the Board of Supervisors will still need to approve the change before it goes into effect.

Restaurant continued from >1 On March 20, two years after Cameron died, her cousin, Goochland High School student Kathleen Norman, 15, and two friends will run in the Shamrock Half-Marathon in her honor. Norman, Maddie Riddock, 15, and Meghan Edwards, 19, will take on the challenging 13.1-mile course that Gallagher had worked so hard to prepare for in the months before her death, which came on her cousin’s 14th birthday. “For all of us who knew Cameron, it really helps give life to her mission,” said Clair Norman, Kathleen’s mother. Gallagher, as it turns out, had goals that went beyond finishing the half-marathon.
Before her death, which was later found to have been caused by an irregular heartbeat, Gallagher had been planning the Speak Up 5K, a race aimed at creating awareness of mental illness and supporting those suffering from it. The race, which her family organized in her honor in September 2014, drew over 3,000 runners and has now been held in San Diego, California, Boone, North Carolina, and Tampa, Florida. While the Speak Up 5K race series is a lasting reminder of the compassion and determination Gallagher displayed throughout her life, the Shamrock race holds a special place in the hearts of Gallagher’s family and friends as well. They all recall the words
Cameron said to her good friend and race partner Abby Donelson as they neared the end of the course: “Let’s finish this.” And finish they did. As they run the race once again this year, “We’re really retracing her last victory,” said Norman, who marvels at the support the family’s Cameron Gallagher Foundation has received from runners in and around the Goochland area. The annual race “has become very symbolic for all of us, because we all have some kind of race to run,” Norman said. “No matter the challenge you are facing, you own it, and you just try to get to the finish line — that’s the goal. And we’re all kind of in it together,” she said.

Obituary MILDRED R. LACY Mildred R. “Millie” Lacy, 89, of Goochland, passed away March 10. She was the widow of Joseph T. Lacy Sr.; and was preceded in death by her parents, Herman and Ida Ransone; her son, William L. Lacy; and Lacy

Adams honored by group as ‘a true innovator’ Contributed report
In recognition of National Women’s History Month — observed annually in March — the National Society, Daughters of the American Revolution (NSDAR), has established the Women in American History award to be presented at the local chapter level. This year, the Chancellor Wythe Chapter presented its
Women in American History award to Sandra J. Adams, a true innovator and contributor and the first woman to serve as Commissioner of the Virginia Department of Agriculture and Consumer Services. Adams was recognized on Saturday, March 5, at the March meeting of the Chancellor Wythe Chapter and was presented with a
framed medal and certificate. In addition to the local recognition, a brief report about Adams will be forwarded to the NSDAR for inclusion in a database of women who have been honored in 2016. The Women in American History award encourages local chapters to recognize notable women, past and present, who have contributed or made a difference in their communi-
ties. Just as there is no limit to the ways in which women contribute, the criteria for the award is practically unlimited. According to the NSDAR, the honoree “could be a historical entity or currently alive and worthy of recognition.” Chapters honor “women who are, or have been, intellectual, educational, social, religious, political, scientific, or cultural innovators.”

Eating healthy is something everyone strives to do. It is probably the biggest New Year’s resolution that most do not follow through by March. Everyone starts out with good intentions but between busy schedules, kids, and work, where does one simply find the time? Actually, it is a lot simpler than people think. By just making a few little subtle changes, one can keep that New Year’s resolution. The perfect time to start is now during National Nutrition Month. Created by the Academy of Nutrition and Dietetics, March was picked to get people back
to eating healthy. What started out as a week has grown into a whole month due to the increase of people wanting to know more about nutrition. This year’s theme is “Savor the Flavor of Eating Right.” Who hasn’t taken a bite of their favorite food and just felt bliss? The only thing now is to repeat that sensation with foods that are good for you. The best advice is to start small. Some suggestions might include switching from soda to water, or trying an apple or banana instead of that small bag of chips. Chocolate lover? Try dark chocolate, which has been proven to be healthier. Because of FOIA, a corrupt administration that relies on backroom dealings and unethical behavior can be exposed, which encourages local, state and national leaders to toe the line when it comes to transparency and keep the promises they make to their constituents. FOIA, of course, is not just for big wigs and front-pageworthy scandals. In our humble opinion here at the Goochland Gazette, FOIA’s greatest attribute may be its egalitarian nature. No matter who you are, how much money you make, what your level of education is, or how connected you are, you are entitled under FOIA to be given the information you request. In 2002, a group of Florida editors organized Sunshine Sunday to combat and expose a glaring number of restrictions to open government
initiated by the state’s lawmakers. Their efforts didn’t go unnoticed, and — thanks to increased public awareness and citizen’s pressure on legislators — the trend changed. The Florida Society of Newspaper Editors estimate they have defeated more than 300 attempts to limit open government in the three years that followed, each one highlighted with a Sunshine Sunday. In 2005, the American Society of
News Editors launched its expanded version called Sunshine Week, designed to highlight threats to your right to open government. pet duck. I could have easily shot the bald eagle but then I suppose I could go to jail. I like seeing the Bald Eagles and Red Tail Hawks but they are becoming a nuisance. Between the Eagles, Red Tail Hawks, Raccoons, Red Foxes, Grey Foxes, and local dogs it is not possible to keep ducks or geese on a pond in

Like other Americans, Virginians have benefited from Freedom of Information laws, and information once hidden is now part of the open record and open to investigation. Journalists routinely depend on FOIA to get to the bottom of complicated issues or validate suspicions. The laws also are open to citizens, and many have filed requests in the past decade. Many have led to eye-opening investigations where government sought to hide infor-
mation or bury incriminating information. The recent crisis in Flint, Michigan, is a perfect example of highlighting the critical role that FOIA rules provide. Michigan state officials were less than forthcoming when the problem first surfaced more than a year ago. Through persistent and legal avenues, facts gathered through FOIA requests have at least provided the tip of a massive iceberg comprised of secrecy, deceit and government that is not open and transparent. We have a right to know, but, more than that, we have
a responsibility to know. The founding fathers realized that democracy does not flourish without sunshine. They appreciated and recognized the important role of the press in keeping a government fraught with human frailty honest. Transparency ensures that we all get a fair shot in a system that often overlooks some, and rewards others. Keeping FOIA laws strong and unburdened with countless exemptions is vital not only in maintaining high standards for journalists, but are necessary to ensure the integrity of our system … for each and every citizen.
Control department has too many new vehicles and too many people for what it accomplishes. Goochland supervisors should reduce our animal control department to save money since the department does not accomplish very much.
The Sheriff’s department can enforce animal license laws as good as our “dog catchers.” We do not need animal control “immediate response” in Goochland County. The Montana Sheep herders solution “Shoot, Shovel and

Extension will offer SMART Lawn tests Contributed report
The Powhatan and Goochland Extension Offices are offering site visits by Master Gardener Volunteers from April 1 through May 13. Volunteers with the SMART Lawns program will measure participants’ total lawn area and collect a lawn soil sample, which will be sent to Virginia Tech for analysis of the soil with recommendations of lime and fertilizer applications. Participants also will receive a SMART Lawn Guide in the mail as well as a lime and fertilizer plan for your lawn. As a result, they will learn how and when to aerate, choose the appropriate fertilizer, along with the appropriate time to apply, and maintenance practices that aid in the prevention of trouble. To enroll in this program and get started towards a
healthy and beautiful lawn, pick up and complete an enrollment form from either Goochland or Powhatan Extension offices, provide a survey plat or drawing of the lawn area to be tested, and attach a check for $20, payable to the Treasurer of Virginia Tech. Soil tests for additional areas are $10 per sample. Completed forms, checks and survey plat may be hand delivered or mailed to the Goochland Extension Office, 1876 Sandy Hook Road, P.O. Members of the Goochland High School Marine Corp Junior Reserve Officers’ Training Corps (MCJROTC) recently concluded an exceptional round of competition in the eighth season of CyberPatriot – the National Youth Cyber Defense Competition. Organized by Coach Maj. Michael Petruzziello, and led by Team Captain Michael Sainsbury, the team of students from Goochland High School MCJROTC excelled in the CyberPatriot VIII qualifying rounds, demonstrating teamwork, critical thinking skills, and technical knowledge key to a successful career in cybersecurity. The team’s performance earned it a spot in the Category Round held Feb. 19-21, during which it outscored other teams to win the All Service Division’s Category Gold 2nd Place Tier Award. “This is the very first year we have competed in the CyberPatriot competi-
tion and SSgt (staff sergeant) Strong and I are extremely proud of our cadets for earning this honor,” said Petruzziello. “Congratulations to the members of our Varsity ‘Gold’ team, Michael Sainsbury, Brandon Myrick, William Glaveskas and Henry Carscadden. Great job, cadets!” Established by the Air Force Association, the CyberPatriot National Youth Cyber Education Program was created to excite, educate, and motivate students toward careers in cyber security and other science, technology, engineering and mathematics (STEM) disciplines critical to our nation’s future. CyberPatriot’s core program — the National Youth Cyber Defense Competition — challenges teams of two to six students across the United States, Canada, and from DoDD schools abroad, to find and resolve cybersecurity vulnerabilities in simulated environments. Top teams from the preliminary online rounds win an all-expenses-paid
trip to Baltimore, Maryland, for the live National Finals Competition, where students compete for national recognition and scholarships. The CyberPatriot field is divided into three divisions – the Open Division for public, private, and home school teams, the All Service Division for JROTC, Civil Air Patrol, and Naval Sea Cadet Corps teams, and the Middle School Division. Based on the results of two preliminary rounds, CyberPatriot VIII high school teams were categorized within their divisions as Platinum, Gold, or Silver Tier teams, with Platinum Tier teams representing the highest scoring teams. In all, 3,379 teams registered to compete in CyberPatriot VIII. Top teams in the Open and All Service Divisions’ Platinum Tier and the top three Middle School Division teams nationally will advance to the CyberPatriot VIII Finals Competition Baltimore, Maryland April 10-14.
Having valiantly served their country in wartime, veterans Floyd Callihan, Claiborne Cobb and George Mitchell Sr. know a thing or two about completing missions. Their latest one, however, is a little different. The three members of Goochland’s American Legion Post 215 are looking to find a home for a motorized wheelchair, one that is being donated by a generous Goochland resident whose husband, also a veteran, recently passed away. The chair, a compact and agile Quantum model, had been his. Callihan, a World War II Navy veteran who served aboard the USS Block Island in the North Atlantic, had been working on locating a recipient for the chair for some
time without much luck, so he decided to enlist the help of Post 215 Service Officers Cobb and Mitchell. Cobb served in the Air Force in Vietnam from 1967 to 1969 and Mitchell, a Marine, served there from 1968 to 1969. All three men say they are hoping to find a combat-disabled veteran — or perhaps an older veteran dealing with mobility issues — to take the chair, and Callihan can deliver it to the recipient’s home. The one caveat, they say, is that the chair will need two new batteries. The men are hoping someone in the community might be able to help them secure a donation of either the batteries or the funds to purchase them. GHS girls’ soccer confident heading into 2016 season By Jim Ridolphi Contributing Writer

Goochland High School’s Rachel McCann (16) is joined by a number of returning starters, as the Goochland girls’ soccer team prepares to embark on its 2016 campaign. Coach Tom Reid is at the helm for his eighth season. McCann is one of five seniors on the team this year. The team is coming off a 15-4 season in 2015 and will look to continue that success once again. The Bulldogs open the year on a five-game homestand.
Hope springs eternal, but the Goochland girls’ soccer team is counting on more than a wish to accomplish another winning season. And the team has reason for optimism, as they return a bevy of experienced starters coupled with a slew of young, enthusiastic players. It’s a combination that provides confidence for veteran coach Tom Reid. “The team has six 1st team all district, five second team all district and one second team all state players returning,” Reid said. “The team consists of five seniors in midfielder Hannah Liddle defenders Brenda Moore and Hannah Herrmann, striker Rachel McCann and Nadia Socarras and four other starters from last year,” he added. This year’s turnout for junior varsity and varsity soccer is a testament to the sports increasing popularity. Sporting a 15-4 record from last year doesn’t hurt either. “On the teams we also have nine 11th graders, seven 10th graders and 13 ninthgraders and seven eighth graders. First impression of this year’s team is that they can be impressive on the field,” Reid said.
Hermann, McCann and Moore serve as tri captains for this year’s campaign. “They will work to provide the family (team) spirit and encourage a high level team that can compete at the state level,” Reid said. The coach likes what he sees so far, and sets his sights high for this year’s squad. “After our scrimmage with Louisa, we believe that the team can play good soccer this year,” Reid said. “We feel that a district championship, and conference 34 championship, with their goal of going to Radford for the State, is reachable.” But anyone who knows Reid, it’s about more than the wins and losses, and he approaches soccer with a real life philosophy. “After eight years of high school coaching, as always the season is approached as a learning experience. We hope to teach soccer skills and a ‘sprit for life’ both today and tomorrow. Respect is contagious and works well with attitude that is always positive.” The coach also has a tremendous respect for the defensive side of the game. “Our defensive team can have the greatest impact on the team success. They always need to play well with discipline in order for our strikers to continue to score. Possession is an important part of our philosophy.”
The team will depend on striker Maddie Panas to complement McCann in the center. The team’s forwards and midfielders are also good strikers, and Reid said the team’s speed should provide an edge. “We have some speed that should cause other teams problems,” he said. As always, Reid is counting on a team effort to ensure this year’s success. “We look to midfielder/ forward Lesley Jenkins, midfielder Megan Wright, midfielder Maddie Goff, and defender Emma Holcombe as impact players. Non-starters are going to be a great group with talent to support the team.” Reid is looking forward to a successful season. In his normal calm, refreshing and collected manner, he keeps it all in perspective. “We need to always play with determination and desire to excel while having respect for team members, coaches, other teams and officials.” Goochland begins the year on a five-game homestand, which began on Tuesday agianst Trinity Episcopal. After the Titans, the Bulldogs will take on Cumberland on March 16., then Randolph-Henry on March 21.

Cadets baseball: new look for ’16 By Billy Fellin Sports Editor
The Benedictine baseball team isn’t starting from scratch going into the 2016 season. But, they’re pretty close. The Cadets, which are ranked No. 6 in the opening Times-Dispatch Top 10 poll, lost 17 players from last year’s team, which coach Sean Ryan said accounted for 85-percent of their offense as well as 85percent of innings played. “It’s going to be a different year, because we have a lot of younger guys,” he said. “We’ve never had a year where we had to replace 17 graduated seniors. In previous years, we’ve had a lot of experience. The experience paid off last year with a really special year. It is exciting in many ways because you get to work with a lot of new and talented kids. But, there is going to be a learning curve as well.” There isn’t exactly a guide or a how-to for how to replace
17 seniors that accounted for that many innings and offense. Ryan said that his team is just going to have to learn how to do it on the fly. “It’s really hard,” he said. “We’ll have seven new guys in the batting order and seven new guys in the field. It’s a little bit overwhelming in spots to experience that much turnover. But, the good thing is that I feel like there’s a lot of talent and the learning curve won’t be that big.” Benedictine finished last season as the No. 3 ranked team in the state and an 18-6 record. Junior Eli Ottinger returns on the mound for the Cadets. He went 3-1 last season with a 4.02 ERA with 15 strikeouts and four walks in just over 15 innings. “He’s really poised for a big year,” Ryan said of Ottinger. “He’s been pitching as a No. 3 or No. 4. We’ve gotten him some innings the past two years to prepare him to be one of our
top starters and he has improved quite a bit since last year. He’s gotten bigger and stronger. He’s throwing the ball harder and has developed a few more pitches that will help him go deeper into games.” The Cadets will have Will Simon back, who hit .343 last season and will bat in the number three spot, as well as take the mound. Simon has committed to the University of Richmond. “He’s a really talented hitter who is getting better and better every game,” Ryan said of Simon. Joining Ottinger and Simon on the mound will be junior Jake Lingle, who Ryan said could eat up a lot of innings either as a starter or as a reliever. Also returning is sophomore Greg Ryan, a middle infielder who has committed to Pittsburgh. Senior Lynchburg pledge Joe Triano, another middle infielder, returns as well. off a season where he hit .273. Yeargain could bat anywhere from lead-off to the five spot, according to Ryan. “He’s really versatile,” Ryan said of Yeargain. “He’s come a long way defensively. He’s going to kind of be our leader defensively. A lot of what we do on
defense will run through him. We’re expecting him to really be vocal and lead the new guys.” The goal of the season for the Cadets is to be in the top eight when the end of the season comes around and to be in the running for a state title. “Our schedule is always
challenging,” Ryan said. “I think we’re going to get stronger and stronger as the year goes on.” Benedictine dropped its opener at Paul VI 7-0 on March 12. The Cadets travel to Fork Union today for a 4:30 first pitch.
Bulldogs will Lace Up For Cancer in May By Billy Fellin Sports Editor
The fight against cancer will continue on at Goochland High School thanks to a young boy and his friend. Luke Farkas, son of Goochland baseball coach Wes Farkas, had the idea to do a project on pediatric cancer for his Gifted Research Interest based project for his school. “I decided to do cancer because a kid on my baseball
team has cancer,” Luke said. “I decided to use that topic because I wanted to raise money to help people like him.” Luke, 9, brought the idea to his dad and it has spread like wildfire across the Goochland athletic department. “We thought this would be a great idea to raise awareness and raise money for local cancer research,” Wes said. “We’ve done cancer awareness games before in recent history. When he brought the idea to me to
keep it pursuing it, I thought it would be great to go beyond just baseball or baseball and softball and unite the whole athletic department on one thing. All the coaches are excited to be a part of it.” Luke wrote a letter to the Goochland coaches explaining the idea and asking for their involvement and Wes distributed it to the other coaches. “(Luke) did all the legwork,” Wes said. “I’m really excited and proud of him for stepping up
and doing that.” The Go4theGoal Foundation raises money for pediatric cancer research. The Lace Up 4 Pediatric Cancer initiative was started in 2011 after a soccer team in New Jersey wanted to stand with those fighting cancer, according to the organization’s website. Players wear gold shoelaces that are purchased for $5, $4 of which goes directly to helping kids fight cancer, according to the organization’s website.
In addition to the gold shoelaces, gold t-shirts will also be a part of the initiative. Luke said that he was happy to be helping his friend that has cancer and was happy that the Goochland teams decided to participate in his idea. Wes said that the department is targeting the week of May 9 as the week where the gold shoelace games will be played as a majority of the sports have home games that week. Boys and girls soccer are both
home against Nottoway on May 9, with softball and JV baseball home against the Cougars on May 10. Varsity baseball and JV softball have home games against Central Lunenburg on May 12. “I tried to pick a week where most every team had a home game,” Wes said. “Almost every team has said that they’re going to do it. It is awesome to have everyone rallied behind this initiative.”

3. FY2017 Goochland County Budget: The making of a general county levy or the imposition of other taxes or the collections of such levy or taxes shall not constitute an appropriation nor an obligation or duty to appropriate any funds by the Board of Supervisors for any purpose, expenditure or contemplated expenditure. The laying or making of any levy in an amount sufficient to cover or pay all estimated and contemplated expenditures for the fiscal year shall not be construed as imposing any obligation or duty on the Board of Supervisors to appropriate any amount whatsoever. No part of the funds raised by general county levies or taxes shall be considered available, allocated or expended for any purpose until there has been an appropriation of funds for that expenditure or purpose by the Board of Supervisors. Further, the advertisement of this contemplated budget does not limit, in any way, the ability of the Board to make further reductions or adjustments at any time as deemed necessary or appropriate by the Board. The following is a synopsis of the proposed operating budget for the Fiscal Year 2017 as required by Section 15.2-2506 of the Code of Virginia.
