ROCKVILLE — Hanover Fire-EMS Chief Jethro Piland had good news for the roughly 75 people gathered at the county’s Fire Station # 9 for a community meeting Thursday evening: As of May 1, the station will be staffed with nine full-time firefighters. It was a positive development after a difficult year, one that saw the Rockville Volunteer Fire Company officially disband after 62 years of service. But it didn’t completely alleviate concerns expressed by many during the meeting that the fire station rea Piland dangerously understaffed. When Piland explained that the new hires would likely allow him to keep the station fully staffed and operational for at least six days of the week, one woman asked what would happen “if my house catches fire on the seventh day?” The question served to underline what has been a growing concern as volunteer numbers continue to decline nationwide. YMCA ride-a-thon Pets of the week slated for April 13 By Roslyn Ryan Editor

For the fifth year in a row, Goochland YMCA instructor Michelle Emann will be staging a 12-hour stationary bike ride-a-thon at the River Road facility to raise funds for the YMCA’s Annual Community Fundraising Campaign. The ride will take place on Wednesday, April 13. The event has become a group effort over the years, with other YMCA instructors and members logging the miles alongside Emann. Goochland Sheriff Jim Agnew will be joining her again this year, as will instructor Sunnie Wright. New riders will

include Dawn Nicole Mabry and Erin Dudley, and possibly new Goochland YMCA Executive Director Andrew Dyson. “I think a good majority of the community gets excited to see us all out there in the front, riding and having fun,” Emann said. “Members and staff are Emann excited and the energy level is awesome. So many members come up to us and thank us for what we do. And so many members are amazed that we ride for so long.”

Funds will go to support project integrating the arts and other core subjects

Founded in 1994, Partners in the Arts works to help K-12 teachers integrate the arts into their lesson plans. The Partners in the Arts Engaging Creative Thinkers Award won by GMS is an Emerging Grant, meaning that it is intended to fund projects that have not yet begun. The total value of the award is up to $11,100, including $5,000 for the school, and up to $6,100 for professional development.

Once the students’ work is completed at the end of the next school year, the school can apply for a Sustaining Grant to keep it moving forward. According to Stephen Geyer, assistant superintendent for instruction, part of the grant will help pay for materials, possible travel costs for student field trips, and Rosner’s involvement as the school’s visiting artist. “We’re really excited,” Geyer said last week, noting that the Partners in the Arts program

places a high priority on fostering both creativity and collaboration.“I know sometimes creativity is hard to measure, but, as we know, it’s incredibly valued by today’s employers in all fields.”

The station, which should be ready by this fall, will help address some customers’ complaints that their water has an unpleasant smell, an issue Kilduff said stems from water sitting in pipes too long. While the solution thus far has been to simply flush out the pipes in the affected area, Kilduff said the drawback to this is that the county ends up disposing of drinkable water.

Prior to coming to Goochland, Geyer was an elementary school principal in Northern Virginia, where he established an instructional literacy framework recognized by the McGuffey Reading Center as “one of the most comprehensive and effectively designed approaches in the

state.” Geyer received a Master’s in Administration and Supervision in 2000 from the University of Virginia, where he also earned a Doctorate in in 2007. Geyer said he was “tremendously honored” to learn he had been awarded the Distinguished Alumni Award, and credits JMU’s Dr. Jean Cash and Dr. David Jeffrey for much of his success of the past

By removing the need to flush the pipes, he explained, “the project will eventually pay for itself.” The new chlorine booster station is a welcome development — particularly for those struggling with smelly water— and the project is actually just one of several projects the department has in the works. All of the projects, Kilduff notes, have one thing in common: They were all made possible thanks to the creation of the department’s Utilities Master Plan. Prior to the creation of that document, which was completed and adopted last year after two and a half years of work, “we didn’t have a plan

that took into account the next 30 years,” Kilduff said. “It’s such a great tool to have in your tool belt,” Kilduff said. “We wanted to make sure we planned everything out.” With that plan in hand, Kilduff and his staff were able to make use of newly available data and use computer simulation to predict daily scenarios of water usage. “We could look at the data and ask ‘How do we optimize the system?’ ” he explained. With the new master plan in hand, Kilduff and his team hit the ground running last July. A tank mixer was installed in the one million-gallon elevated storage tank in

two decades. “Dr. Cash taught me how to write, Dr. Jeffrey taught me how to question, and both taught me how to think,” Geyer said. “Any professional success I’ve had can be traced back to what I learned from them.” Geyer and his wife Emily, along with their two children Alexandra, 12, and William, 9, have lived in Goochland since 2011. Centerville last September, helping alleviate water quality issues caused by water getting too hot in the warmer months. The department is now taking steps to remedy water pressure issues created by a water tank near the Creekmore neighborhood that is no longer able to adequately serve local water customers. Phase one of the project is already complete, and construction should begin on Phase two this summer. Once that work is complete, “all pressure issues will be solved,” Kilduff said. “We are very excited about that, and when customers hear that they are very excited as well.”

While Fire Station 9 is located in Hanover, the issue has troubled a number of Goochland residents who live within the station’s service area. When explaining their opposition to a recent rezoning application that would have placed around 100 homes in nearby Centerville just off Rockville Road, several residents of both Goochland and Hanover mentioned that the area was already struggling to provide fire and EMS service to the people currently living there. The problem is due to a number of factors, Piland said, chief among them the fact that younger people today are simply not willing or able to volunteer the way the previous generation did. “The issue is just the dynamics of life,” Piland said, pointing out that many young people who do sign up to volunteer do not stay more than a few years before moving on to paid jobs with other departments. Piland stressed that he is tremen-

dously thankful for the work of the volunteers who currently serve in Hanover. But the fact remains that a situation could arise — if someone working at the Rockville station gets sick and can’t come in, for example — in which the fire station is not adequately staffed to respond to calls. For Hanover resident Pat Lacy, the reality of understaffing hit home last year when a fire broke out in the home of her friend’s mother. Lacy said that — because the closest firehouse to the scene was not open on that day — help did not arrive until it was too late. “I don’t think fire departments should ever be closed—I think they should be like police stations,” Lacy said. “We also need to stop building new homes if we don’t have the resources to serve them. It’s not fair to the people who are coming here, and it’s not fair to the people who are already living here.” Like many others who spoke during the meeting, Lacy pushed Piland to find ways for residents to help ease the burden. One woman asked if they could make monetary donations to the Rockville station specifically, while others urged the formation of a committee to help educate the public about fire

safety. Most seemed to agree that the problem is one that will take a communitywide effort to fix. Rockville resident Bob Wilburn said after the meeting that he was pleased with both the turnout and the way county leaders responded to residents’ concerns. “I knew we were not going to solve this problem in one budget cycle, but we’ve taken a big step,” Wilburn said. “I think our leaders have gotten the message.” Battalion Chief Jason Williams also viewed the evening as an overall success. “I think the public became more aware of some of our challenges, and I think we all know that at the end of the day it’s about resources,” Williams said. Like Piland, Williams wanted to make clear that the issues the station faces are in no way a reflection on the work of the dedicated volunteers who continue to serve the community. “We’re doing everything we can to promote volunteerism,” Williams said. “But we also want the volunteers to know we are so proud of what they’ve done and what they continue to do.”

Annual drive offers hope for those battling hunger By Roslyn Ryan Editor

For many of us, the concept of true hunger is a foreign one. Sure, we might get a bit peckish from time to time, but always with the knowledge that relief is only as far away as the refrigerator or the cupboard (or the drive-thru). Sadly, there are hundreds of Goochland County residents for whom this is not the case. For them, hunger is an everyday reality and securing food a matter of survival. For many reasons, those among us who struggle against hunger are often invisible — it is not always a need you can see, after all, and for some it carries with it a stigma they feel should be hidden. Fortunately, those facing chronic hunger do have allies right here in our community. In an effort to bring relief to the over 1,800 Goochland residents considered food-insecure, Goochland Free Clinic & Family Services, Harvest Food Pantry at Victory Christian Church, Mt. Olive Baptist Church, Neighbors Food Pantry at St. Matthews UMC, and Perkins Baptist Church Food Pantry will launch a community-wide food drive this month. Titled “Hunger Hurts, Goochland Gathers,” the drive will run from Sunday, April 24, through Saturday, April 30. For more information on this ongoing effort, see the story on page

Mt. Gilead finds success with first stew sale On Saturday, March 19, the Mt. Gilead Relay For Life team met at 8 a.m. in the rain and cold to make Brunswick Stew to raise money for the American Cancer Society. They used an old stew pot and hand-made paddle provided by Sophia Pryor, worked most of the day, and made 40 quarts of Brunswick Stew. This was their first effort — next time more stew will be available since it turned out so well. Letters to the Editor Departing administrator Dickson deserves praise for a job well done Dear Editor, Rebecca Dickson walked into a quarry of malfeasance when she accepted the position of Goochland County Administrator. Much is remembered about the people that create chaos or are ousted for creating it, but the names of the individuals that come in and clean up are oft forgotten. Cleaning up is a thankless job — so is holding the fort. Rebecca connected to us. She said and did the right things at the right time. More importantly, she got the job done. She made order of the chaos. She shaped a Goochland county government more efficient and more accountable to its taxpayers and citizens. She won’t be soon forgotten. Rebecca, you will be remembered and in the best of ways: in respect, in

Those responding to letter on Animal Control service missed the point Dear Editor, It’s good that I struck some nerves about Goochland County dog catchers and our property taxes with Herb Griffith, Dr. Elliot and probably a lot of other folks. zEveryone should know that our excessive number of dog catchers and their high cost vehicles are just the “tip of the spear” in wasted local tax spending that keeps our property taxes unnecessarily high. It was also irresponsible for the Goochland Gazette to print a photo of an Eagle next to the letters as if the issue was killing Eagles rather than an over-funded County agency. The highly emotional Griffith

and Elliot letters focused on warnings about eagle and hawk protection while my previous letter clearly indicated an understanding of the law and was focused on ineffective local government tax spending. They missed the point, as the editor apparently did based on the Eagle photo, so I will try again. Our excessive number of dog catchers clearly cannot control all the predatory animals running and flying around Goochland County so most of our dog catchers are not needed and are an unnecessary County expenditure of our tax money. Keeping and taking care of pet dogs and cats is an individual responsibility. It should not be my responsibility to pay for an excessive number of County “animal wardens” to catch stray animals that routinely kill ducks, geese, turkeys, chickens, sheep and goats. Spring trip inspires discussion Having three kids at home for Spring Break presents its own unique set of challenges, but finding a way to entertain and amuse children for 10 days …Well, let’s just say it ain’t easy. This year’s discussion of the itinerary was even more complicated due to recent events that, on the surface, appear to have no apparent connection to Spring Break. One of my children suggested we trek to the National Zoo in Washington. This suggestion evoked a deluge of negative responses from my other two children regarding the and ethics of zoos who keep animals caged for most of their lives. Their position was bolstered by a recent decision by Sea World to phase out its Orca program and stop their performances by 2019. Their discussion forced me to consider the recent move, and, of course, I approached it with a bit more skepticism than them. In my heart, I think Sea World made the decision based on financial factors that were quickly spinning out of control. Since CNN’s release of the documentary, “Blackfish,” the company’s profits have plummeted,

and public opinion was moving away from their position of maintaining their commercial relationship with whales. I think intentions were probably good when the Orcas first arrived. After all, it was a different era, and many visitors got their first and only chance to see the magnificent creatures at parks like Sea World. As times changed, and images became more accessible online and tourist companies formed whale watching trips, the sight of a jumping whale was available to all of us. But Sea World’s quirky interactive shows remained popular for years until “Blackfish” opened a nation’s eyes to the indignities suffered by caged whales. Point is, I probably would not have considered the moral questions regarding zoos in general had my kids not initiated the conversation. We talked about different types of zoos and how some do keep animals in natural surroundings, and how trends are moving away from caged animals on display. We also considered the importance of rescue zoos that care for injured or sick animals with the intent of eventual release in the wild, and formed a concensus on their vital role

in caring for animals. In the end, we all had differing degrees of enthusiasm for zoos, and decided we’d postpone our trip to Washington, D.C., and explore other options for our Spring Break adventure. The week flew by, and, now, long faces have replaced carefree smiles of joy associated with sleeping late and lounging around in pajamas. The kids had a full day of fun and excitement at Busch Gardens where they also had a chance to see animals in friendly humane conditions, so Spring Break did have its share of highlights. My kids returned to school Monday, April 4, with a new sense of admiration and respect from their humbled father. Their concern for animals and how they are kept inspires me to think more about things I’ve taken for granted for most of my life. Somehow, their compassion for fellow creatures made this year’s Spring Break extra special, and watching their journey of exploration and understanding of a complicated world is all the journey I need. It also left me with a nagging guilt over why I ever laughed at that parrot dressed up in a tuxedo. Oh, well, it’s never too late to be enlightened.

County should have high fines and fees for people who don’t control their animals to reduce the tax burden on everyone else. Shame on residents who fail to control their animals, but it should not be my responsibility to pay taxes for their failure. The “Montana sheep herders solution” remains a better course of action in a rural county rather than a bunch of dog catchers running around in high-cost vehicles. I would

much rather spend my own money in Las Vegas than give it to Goochland County to redistribute for all sorts of dubious purposes. And veterinarians who make a shameful living by preying on people’s emotions for their pets should be advising customers on how to control their predators rather than fussing about those of us who suffer from their success. Goochland groups partner to help fight hunger Contributed report

Seeing the need to feed over 1,800 food-insecure Goochland County residents, Goochland Free Clinic and Family Services (GFCFS), Harvest Food Pantry at Victory Christian Church, Mt. Olive Baptist Church, Neighbors Food Pantry at St. Matthews UMC, and Perkins Baptist Church Food Pantry are working together to launch a community-wide food drive this month. “Hunger Hurts, Goochland Gathers,” runs Sunday, April 24, through Saturday, April 30. The Goochland County Board of Supervisors has proclaimed this week as “Hunger Awareness Week” in Goochland to urge all citizens to actively participate and support these local food pantries and their Goochland neighbors in need.

The Federation of Virginia Food Banks considers western Goochland County to be a “food desert,” an area where populations live more than 10 miles from a supermarket or large grocery store if in a rural area. “Goochland food pantries work hard every week to keep the shelves full for those who are facing hunger daily,” said Sally Graham, executive director of GFCFS. “For several years now, Goochland has come together to avoid food shortages in the food pantries. This just shows how much this community care about their neighbors in need.” Everyone at any age can participate as a family, neighborhood, church or business. There will be collection boxes at key locations throughout the county — including Essex Bank, EZ Ship, and the

Goochland Family YMCA — and at special events such as the GYAA Spring ’16 Opening Ceremony on Saturday, April 9. Requested items to donate include:

Kindergarten registration set for April 14 Contributed report

Thursday, April 14 marks the sixth annual Regional Kindergarten Registration Campaign, coordinated by Smart Beginnings Greater Richmond. This campaign establishes one common registration day for 152 elementary schools in the Richmond region. Children who are five years old by Sep. 30 can start kindergarten in the fall, but first they need to be registered. Kindergarten registration for Goochland County is from 8 a.m. to 4 p.m. on Thursday, April 14. To find the school in your attendance zone, visit www.glnd.k12.va.us or call (804) 556-5630. There is quite a bit of paperwork needed to register a child for kindergarten, and pulling everything together takes time. Parents and caregivers are still encouraged to attend registration even if they do not have all the documents because exceptions could apply. In the Richmond region, 1 in 8 children enter kindergarten already behind in language and literacy skills. This preparation needs to begin long before a child reaches kindergarten. “Children start learning as soon as they are born. Every day, there are teachable moments that parents can use to prepare their child to be ready for school,” added Schultz. Keyhole Gardens offer environmentally friendly, low-cost places for growing space Does the idea of a garden bed that requires no expensive materials and no backbreaking digging appeal to you? What if this garden fertilized itself, required little water, and had no weeds, yet kept your family supplied with fresh produce all season? Welcome to keyhole gardening. If you haven’t heard of them already, you may hear about keyhole gardens soon, especially if you follow both popular gardening trends and

environmental issues. A keyhole bed is a circular, raised garden bed, about three feet high and six feet in diameter, with a notch cut into the bed. (from above, it resembles a deep-dish pizza with a slice removed.) The garden walls can be made from any material, as long as it’s strong enough to support the weight of the soil, such as fieldstone, concrete blocks, logs, or hay bales. The center of the bed contains an open “tube” about a foot in diameter and four feet high. Usually supported by chicken wire, this open-

ing contains a compost pile. The surface of the bed slopes down slightly from the center to the edge. Typical kitchen waste (peelings, egg shells, coffee grounds) and lawn waste (chopped leaves and grass clippings, for example) go into the center hole. weeds and adds to the soil as it decomposes. Next, a base is built with layers of any combination of newspaper, grass clippings, leaves, or straw. Under the center hole, a layer of stones allows for drainage under the compost. Finally, the top layer should be four to five inches of a good potting mix. To help the breakdown of the center compost pile, you might add some red-wiggler earthworms. They will thrive there, feeding on the composting materials. As they multiply, they will move into keyhole bed to work their magic, breaking up the soil as they produce their castings. The result will be even richer, more nutrient-dense soil for your plants. While we in Central Virginia don’t have the challenge of gardening in a dry-climate zone, those who do find that keyhole gardens use “greywater” very well. Greywater is collected rainwater or saved water from household cooking and washing chores. Such water should not be poured directly onto plants, but it can be safely added to the center compost.

Advice for letting go ahead of big move Dear Fern, I am hoping you can help me with a somewhat delicate situation. My mother, who is 82 and still quiet independent, recently decided to move to a smaller home. She has asked me to help her as she packs up her things, which I happily agreed to do. Here, however, is the problem: My mother is something of a packrat, and many of the things she wants to take are things that will not fit in new home (including a giant sectional sofa bigger than her new living room) or things that really should just be tossed (boxes of old holiday cards, broken appliances, and clothing she has not worn in decades). Cadets’ LB Ellis Brooks commits to Duke By Billy Fellin Sports Editor

It was the day before Spring Break officially started, but the Benedictine campus was almost empty, save for the baseball team getting ready for their game and some lacrosse players practicing on one of the open fields. Benedictine linebacker Ellis Brooks held court in an outdoor patio area and all eyes were on him as he made

his college decision. He took off the visor he had been wearing and put on another one, blue and black, with the Duke ‘D’ logo on it, and proudly said he would commit to playing football at Duke University. Brooks joins his friend and teammate Scott Bracey with the Blue Devils. Bracey will be at Duke one year ahead of Brooks, who is a junior. “Scott is like a brother to me,” Brooks said. “I’ve known him prob-

ably the longest out of everyone at Benedictine. It wasn’t so much that he told me Duke is so great, Duke is so amazing. But, he showed me how he interacted with the coaches and how they interacted with me. It showed me these people are honest and these people are true.” Brooks chose Duke among around 20 scholarship offers, including from Virginia Tech and Michigan. Duke was the first school to offer

to Brooks. “It’s right for me because, first of all, great academics,” he said. “I see myself being with the people there. The coaches, the coaching staff, the players. It reminds me a lot of being here at Benedictine. I love it here and I wouldn’t trade it for anything. So, if it isn’t broken, don’t fix it.” He said that since Duke has always been the focal point and in the back of his mind before making it official,

he didn’t think it was a tough decision overall. “Duke’s always been there for me through the entire recruiting process,” he said. “I was just waiting to pull the trigger the entire time. But, every single school, it’s hard to put one in front of the other. It’s been a process that’s meant a lot to me. I thank everyone out there that recruited me, offered see Brooks> 13

The Goochland Parks and Recreation Youth Basketball Tournament winners are recognized after their individual championship games with the Wayne Samford Championship Trophy. The tournament and trophy are named after a member of the Goochland Recreation Advisory Commission, Wayne Samford, who tragically passed away a couple of years ago. He founded the D-3 Basketball Super Camp in 1994 to promote basketball officiating excellence on all levels and is held at the University of Richmond every June. thing that I really enjoy doing,” he said. The Cadets’ offense will look a lot different for Brooks’ senior year than the previous years. He noted how the absence of Bracey will affect Benedictine’s offense this coming year. “We don’t have Scott Bracey

anymore, so we don’t have anyone breaking 80-yard touchdowns anymore,” he said. “We might have to do it the hard way now. But, we have a good team and a lot of good talent coming back. Coach (Greg) Lilly is on us hard and hopefully we can come out and get our third

straight state championship,” Brooks added. Since his decision about college has been made, Brooks said that it takes some stress off his shoulders for next season. “You don’t have to worry about this and I can focus on my academics and my football team,” he said. “I know I’m

She was born Feb. 22, 1948, a daughter of the late John Ryland Brooks and Ernestine Satterwhite of Goochland. She is survived by her daughters, Colleen Anne Hash and Brenda Lee Lucase; her brother, Donald R Brooks; eight grandchildren and seven great-grandchildren. Per her wishes, there will be no service, but the family requests your presence at her Celebration of Life on Sunday, April 3, 2016, at the McDaniel Montpelier Center for Arts and Education at 17205 Mountain Road in Montpelier.
