Two and a half months after bidding farewell to retiring County Administrator Rebecca Dickson, the Goochland County Board of Supervisors has announced that John A. Budesky will be stepping into the role. Budesky will begin his duties as County Administrator effective Aug. 1. or Frances and Collas Lowry, Goochland’s Tanglewood Ordinary will always be a special place: it was there, on the evening of Dec. 7, 1946, that the two fell in love at a dance they were each attending with friends. The two were married two years later on, June 12, 1948. A few weeks ago, Frances, 89, and Collas, 88, returned to the place they met to mark their 68th wedding anniversary.
The Goochland School Board heard residents’ view on the topic of transgender bathroom access during the board’s monthly meeting on June 14, and shared their intention to maintain a focus on public safety when it comes to setting policy in Goochland. All five residents who spoke during the public comment period stated that they were against allowing transgender students to use the school restroom facilities that do not correspond to their biological gender. The topic has been making national headlines in recent weeks, after the release of federal guidelines instructing schools to allow transgender students to use the bathrooms they feel most comfortable using. In many communities, including Goochland, this has stoked fear about the impact of such a measure on non-transgender students’ privacy and safety. The Goochland Animal Shelter, located at 1900 Hidden Rock Lane in Goochland, has the following pets available to a good home: A male beagle mix, around 1 to 3 years old; a female hound, around 4 to 6 years old; and a male brindle and white pit bull mix, about 3 to 5 years old. Vandals hit church cemetery By Roslyn Ryan Editor
Members of Goochland’s Second Union Baptist Church have been left to deal with a significant clean up after vandals knocked over dozens of headstones in their church cemetery last Wednesday night. According to Goochland Sheriff Jim Agnew, investigators still don’t know who committed the vandalism, which involved prying up or kicking over at least 50 markers. Vivian Anthony arrived at the cemetery, located on Hadensville Fife Road, to find that her mother Katherine Glover’s headstone had been pushed off its base. The church has surveillance cameras that show a white sedan in the parking lot around the time they think the crime occurred, but Agnew said that is all they have to go on. To Agnew, the crime is as ugly as it is pointless. “There’s just no reason for this,” he said. “It’s just mean-spirited vandalism.” Agnew said there was no further damage to the headstones, and that most are likely reparable. Anyone with any information about the vandalism at Second Union Baptist Church is asked to call the Goochland County Sheriff’s Office at (804) 556-5349.

Budesky continued from >1 look forward to working with each and every one of you.” Board Chairman Robert Minnick said Budesky’s manner during the initial interview process was something that impressed him right away. “He’s very even-tempered, calm and professional,” said Minnick, adding that Budesky’s extensive background in many areas of local government also helped distinguish him in the initial pool of about 40 applicants for the position. “He’s really a good fit for us,” said Minnick, “but we also wanted to make sure that we had someone who would fit well in the community.” Minnick noted that
this very easy for you…we need to celebrate being a man or a woman—we don’t need a third gender.” Speaking on behalf of the board, school board chairman Kevin Hazzard said that he viewed the matter as a public safety issue, and that the county school board did not intend to embrace the federal guidelines. District 3 representative John Lumpkins said he was not in favor of the guidelines, and
was interested to see how other nearby localities will respond. “It’s troublesome in so many ways,” Lumpkins said. “It’s not something we can afford to ignore.” As both Hazzard and District 4 representative Beth Hardy noted, Goochland school officials have previously handled sensitive situations involving students’ needs on an individual basis, taking care to maintain an appropriate level of privacy.
“Our policy really is to be adaptive and protect the safety of our students first,” said Hazzard. He added that the board does not intend to “take the lead” in defying the federal guidelines — which are not legally binding — and will proceed with caution. “We’ll stick together as a community and we’ll do the right thing,” Hazzard said. “I think we can handle it in a positive way and set an example.”
Budesky’s significant financial and budget experience will help the county maintain its AAA bond rating and excellent financial reputation that the county has built over the past six years. Budesky, who began his local government management career as a department head in Washington County, Maryland, also served as County Administrator of New Kent County from 2005-2009 before being named Executive Director of the Virginia’s Worker’s Compensation Commission. He also brings city management experience from Hagerstown, Maryland and Manassas to his new position in Goochland County. In Hanover County, Budesky is responsible for oversight of
the Department of Finance and Management Services, including Budget, Accounting, Purchasing, and Payroll, Information Technologies, Internal Audit, the Assessor’s Office, and General Services. These departments provide services and functions that preserve Hanover’s AAA bond rating, including the County’s $400 million annual County budget and Capital Improvement Plan. He has also been directly involved in developing and implementing major County projects and initiatives in collaboration with other county personnel, community organizations, and other governmental agencies; directing and facilitating countywide strategic planning initiatives; and, serving as a liaison with Hanover
County Public Schools and the County’s Constitutional Officers. Budesky has served as Hanover’s Deputy County Administrator since July 1, 2013. Budesky holds a Bachelors of Arts in Criminal Justice degree from Edinboro State University and a master’s Degree in Public Administration from Virginia Tech. He is an International City/County Managers Association (ICMA) Credentialed Manager and a member of the Virginia Local Government Management Association (VLGMA). He has also is a graduate of Leadership Metro Richmond, the LEAD program at the University of Virginia and serves as a member of several community organizations in Hanover County.

proud. Mr. Johnson graduated from the West Point schools and Virginia Tech with a degree in Business Administration. He was a member of the Virginia Tech Corps of Cadets and the German Club, of which he was president. He leaves with memories of Virginia Tech, and of three of its institutions which influenced much of his later life, the German Club, Dr. William L. Sandidge and Mr. John Peterman. Mr. Johnson and family spent many happy and memorable years in Norfolk, where he was employed by Norfolk Newspapers and formed his own advertising business. While there, he was a member of the Norfolk Yacht and Country Club and The Norfolk Assembly and a vestry member of the Church of The Good Shepherd. After leaving Norfolk, the Johnson family moved to West Point to join the York Supply Co. Inc., where he served as vice president and president for some 33 years. He also served as president of the West Point Chamber of Commerce, was a former president of the Virginia Building Materials Assoc., and was a member of the West Point Town Council, serving 14 years as Councilmember, Vice Mayor and Mayor. Along with his wife, he was a Board Member of Old St. John’s Restoration Association for many years. He and Lou enjoyed many, many pleasant hours in the homes of their friends in Norfolk and Richmond and as a member of the Souixante Plus and Societe de Cuisine. Pleasant too were happy years as a member of the CCIA in South Bristol, Maine, enjoying island picnics with family and friends on his boat, Turtle. Mr. Johnson was a member of The Order of First Families of Virginia, The Jamestowne Society, serving a term as Councilor, and The Sons of the American Revolution in
the Commonwealth of Virginia. A memorial service was held on Saturday, June 18, at Old Saint John’s Episcopal Church in West Point. Ask Fern Finding ‘serenity’ at home Dear Fern, In just a few short weeks I will be moving into a brand new home, one that I will have the opportunity to decorate from scratch. I am thrilled about this, but also a little unsure of where to start. As a career ER nurse, I know that I want my home, above all, to be a calm, welcoming sanctuary for me after a physically and emotionally draining day. I want to feel relaxed from the moment I walk in the door. The problem is that I can’t seem to figure out what kind of paint colors, furniture and window treatments to go with to get the effect that I want. I have two kids and a dog, so the “all white, cream and beige” look will not work. Can you give me a few tips on how you would approach a project like this? Dear New Homeowner, First, congratulations! Next, I say turn to the Benjamin Moore paint wheel. Between the numbers of 868 and 875 you’ll find a myriad of possibilities to sooth your soul, all the while creating a happy atmosphere for your family. Get samples of a few of your visual favorites and throw them on the walls to see just how they roll in the new spaces. These colors mostly fall
into the realm of soft and light- but don’t let that dissuade you. Darker wall colors show dirt also-it’s the paint finish that will save you. Go with a flat finish on the ceilings, and egg shell in the kitchen, bathroom, utility room, mud room, playroom and even kids’ bedrooms. Go with a slightly less glossy finish on the walls in common areas such as the living room, dining room, library/study, sunroom — even the master bedroom a nd guest room. Top off with an ultra-high gloss bright white on all trim in all rooms. Soft whites are popular and more conservative but I recommend Benjamin Moore’s “Super White” for the trim job to keep it looking crisp and fresh forever and ever amen. With the walls being lighter you’ll have an opportunity to layer on darker contrasting colors and fabrics in the curtains and furniture, which is also a more practical route for wear and tear. For example, a charcoal grey couch will hide dirt and plays well with Benjamin Moore’s “Pearl Gray,” “Mountain Mist,” “Pearl River,” “Blue Veil,” or any of their neighboring wall colors within the numbered range I’ve suggested above. ‘Bathroom’ ire makes sense, but shouldn’t drown out discussion By Roslyn Ryan Editor
Of all the strange things that 2016 has brought forth thus far — and there have been quite a few — perhaps none have been more unexpected, more positively odd, that the so called “bathroom bill” debates. Before we go any further, a few quick qualifications: I am not transgender. I have no transgender family members (that I know about), or trans-

There is a lot of yelling, but not a lot of talking. gender friends (at least not any who have chosen to confide in me such information). In short, the only ways I can relate to those who identify as transgender is as a Christian and as a human being.
And, from those two standpoints, I’m going to choose acceptance. I choose acceptance mostly because there seems to be too much intolerance in the world these days, but also because it just makes more sense. A man who identifies as a woman — or vice versa — isn’t someone I can pretend to totally understand. But they are still human beings -- they aren’t identifying as a fire engine, or a horse, or an egg salad sandwich. We can still find something to talk about over lunch. Sadly, actual civil dialogue about this issue seems difficult to find these days. There is a lot of yelling, but not a lot of talking. What concerns me most, especially when it comes to the bathroom debate in public schools, is the fury that seems to blaze up whenever the topic is broached. Letters to the Editor School Board must work to protect the privacy of all students Editor’s note: The following is an open letter originally addressed to the Goochland County School Board: Dear Honorable Kevin Hazzard, Chair of the Goochland County School Board, and Members of the Goochland County School Board, I am contacting you to ask that you fully consider how the Goochland County Public Schools will respond to the federal guidance document that states that all bathrooms, showers, locker rooms and other private facilities be opened to students of all genders. These guidelines even require that male and female students be allowed to share hotel rooms on school trips! This issue is about protecting the privacy of all of our students regardless of their sexual orienta-
tion. However, it does not work when we are being mandated to allow a practice that violates the privacy rights of a vast majority of our students. It is illogical and impractical that all students of any gender be forced to use the bathroom or shower or locker room with students of another gender. There must be a better way and I believe that our local school board is fully capable of making these decisions in a thoughtful and equitable way on a case-by-case basis. We do not need or want a federal directive to tell us how to make these decisions in Goochland County. Please reject this guidance document and adopt a policy that prevents access to all facilities that do not correspond to the student’s biological sex. Thank you,
Those who attacked church cemetery must be brought to justice
Dear Editor, The recent vandalism of more than 50 graves at Second Union Baptist Church Cemetery in the western end of the county needs to engage the entire community in rejecting this heinous and senseless act which besmirches the fundamental character of our county. The criminals who perpetrated this act need to be brought to legal justice and the community as a whole needs to express its total rejection of this kind of behavior. The kind of individuals who require the darkness of night to express some primitive drive that undermines the very character of what is a great and caring community need to be completely rejected. Recent graduate serves as example for young people Dear Editor, Master Chelston Freeman has been a member of First Baptist Church, ManakinSabot for his entire life. When I first met Chelston he was seven years old and he had already been baptized. From the time he could talk, Chelston enjoyed singing. He started singing with our pee wee choir, and later he advanced to our youth choir, and at the age of 15 Chelston sung with our Adult choir, the Voices of First Baptist. But his work in the church did not end with the choirs. Every quarter, our Youth Department sponsored a program called “Rocking for Jesus.” At times there could be more than 20 children under 10 with us for this overnight stay within the walls of our church. When the director of this program would ask for assistance, Chelston would be the first to volunteer his time. Chelston was also a member of our Young Adult Usher board

and, at the age of 16, Chelston expressed how he felt a calling upon his life. Under the guidance of our associated minister, Rev. Barbara Green, Chelston began his ministerial training. It wasn’t long after he expressed his calling that Chelston began to receive speaking engagements. One of his speaking engagements was held at Jerusalem Baptist where the Baptist Ministers Conference of Goochland would hold their annual Martin Luther King Birthday celebration. There he was the youth speaker and, it goes without saying, he brought down the house--the church family was extremely proud of him.
The family of First Baptist Church-Manakin is not at all surprised that when Chelston isn’t working or playing football or starring in a school play, you can find him at church, serving the people of God in what capacity that he can. Therefore, when we heard that he had joined the United States Armed forces, all that we could do was to give this young man a standing ovation for wanting to serve his country. It is therefore, our prayer that the words which we have expressed in sharing with you the characteristics of this young man will continue to allow God to open doors for him, for we believe that God is about to do a new thing in the life

While most of the thousands of Goochland residents who had lost power during a powerful June 16 storm had seen power restored by Tuesday, at least 400 were still waiting. And even though the lights may be back on for many, cleaning up the mess left behind may take weeks. At Goochland resident Laurie Dove’s home on Poorhouse Road, an 85-foot tree came crashing down, narrowly missing her house and leaving a crater large enough to park a truck inside. Carolyn Phillips, who
lives on Chapel Hill Road, had hundred-year-old trees from her neighbor’s property fall on her car and block her driveway. Like many others, Phillips questions the official determination that a tornado did not touch down in the county. “We do not think it was straight line winds as it twisted trees together,” she said. Despite facing the arduous task of cleaning up, Phillips said she was thankful for the quick work of power crews. “Our electricity was out until early Sunday morning and we are so grateful for the people who got it back up and running again,” she said.

Issues plague Post 201, lead to two-game losing skid By Billy Fellin Sports Editor
After American Legion Post 201’s opening season win, the team was unable to find the winning formula in its two games this week. The team fell 9-4 to Lakeside 125 on June 13 and 10-0 to Mechanicsville Post 175 on June 16. The game against Post 175 was called early due to the storms that were coming into the area. “175 is a talented team,” Post 201 coach Eric Mead wrote in an email. “If
you are going to beat them, you have to pitch and hit with them. We just didn’t do a very good job with either.” Post 201 loaded the bases in the bottom of the first inning, but the Mechanicsville defense was able to get out of the jam. Post 175 quickly responded by putting some runs on the board. It started with Canon Lambert doubling off Post 201 starter Hunter Langston and then Brandon Crosby reached on a misplayed groundball by Post 201’s shortstop. Will Strong made his presence
known by drilling an offering to centerfield, which hopped over the wall, scoring two runs after Crosby had stolen a base during Strong’s at bat. After Post 201 left a runner on in the top of the second inning, Post 175 exploded in the bottom of the second. Tyler Blaum and Chip Granderson had back-to-back singles, followed by Justin Bishop reaching on an error to lead the bases with no outs. Aaron Saunders came to the plate and knocked in two runs with a single of his own to make it 4-0. Post 201 brought in relief pitcher

After Hayden Moore moved the pair over with a sacrifice bunt, Austin Morris brought them home with a single for the final 10-0. The top of the sixth inning ended with three consecutive strikeouts from Powhatan 201 and then the lightning was too close to continue the game and it was called. The game on June 13 was about the fourth and fifth innings, when the 201 defense gave up seven runs to Lakeside. “I felt like we came out a little flat and didn’t really get going until late in the game,” Mead wrote. “We hit the ball all game, but didn’t really start barreling anything up until the seventh. The bottom line is that we gave up nine runs. Right now our pitchers are working from down in the count a lot.” Post 201 did mount a bit of a comeback with two runs in the top of the eighth and one in the ninth, but were unable to overcome those seven runs given up. Talley was 2 for 3 with a home run against Post 125. “We need to continue to improve making batters swing at our pitches,” Mead wrote. “With that said, we are really young in the bullpen so some of this is just learning what you can and can’t get away with at this level. I’m confident that we will continue to improve in this area as the season goes on.” Post 201 returns to action on June 25 when they host Post 361 at 7 p.m. “We are doing a lot of things right. We’ve just missed some opportunities at the last two games.,” he wrote.”

When high school and college football seasons are over and it is one of the 50 weeks of the year when the Washington Redskins aren’t occupying downtown Richmond, many in the area would think that there is a football void in the area. Those thoughts would be wrong. The Richmond Black Widows, an all-female football team are making their name known in the area as they try to make a run in the 2016 Women’s Football Alliance (WFA) playoffs. And, they have a Goochland assistant coach at the helm.
Bill Donati is the head coach and the general manager of the team. The team started when Sarah Schkeeper posted on a meet up site about starting a tackle football team in the area. The post generated enough interest to get the process rolling toward becoming organized. And then, they found Donati. “I got to be a part of it in December,” he said. “They were looking for a head coach and did some research. Some people suggested my name and we talked a few times before I finally accepted. I have some people that have coached with me over the years that came on board with me.”
Donati is no stranger to football with 35 years of coaching experience under his belt as well as some state championship rings. He got into football when he was in the Navy, as a player-coach in semi-professional ball. “When I got off active duty, I kept coaching,” he said. “I started at Trinity Episcopal with one of my old coaches, Bob Tyson. He was at Tucker when I was there. And then I just kept on going.” In fact, four of the coaches for the Black Widows have state championship rings from high school football. One such coach is Harris Diggs, a fellow Goochland assis-
tant with Donati. He said that coaching the Black Widows as opposed to teams such as the Bulldogs or Hornets is quite different. “You have adults that have never played before, for the most part,” he said. “They’re hungry and listen to everything you say. They want to please. So, it’s a pleasure to coach them.” The roster of the Black Widows is full of mostly local ladies, from Richmond and the surrounding counties. The WFA has two conferences with five divisions each in the league. The Black Widows are in the National Conference’s Northeast Region Colonial Division along with the DC
Divas, Boston Renegades, Philadelphia Phantomz and the Keystone Assault. The Black Widows were 53 this season, averaging 18.6 points per game. The team was ranked No. 1 in the WFA III classification. “I love coaching this team,” he said. ” He will travel to VUU on June 25 for the team’s playoff game against the Keystone Assault. “We’re trying to raise money for our playoff game,” he said. “If we win that, we have to have money to go up to Pittsburgh for the championship game. We have a GoFundMe and are also looking into corporate sponsorship.”

Obituaries continued from >4 WAYNE PARRISH Wayne “Chicken” Parrish, 57, of Goochland, passed away Saturday, June 18, at VCU Medical Center in Richmond. Mr.Parrish was preceded in death by his father, Primo Parrish; and brother Doug Parrish.Survivors include his wife, Lynn Parrish; his daughters, Erika Parrish Johnson (Rick) of Powhatan, Ashley Parrish Norman (Chris) of Rockville, and Dallas Ann Parrish of Goochland; his mother, Hazel Parrish of Sandy Hook; and sister Ann Jessee
(Jeff) of Sandy Hook. The family received friends on Tuesday, June 21 at Lacy Funeral Home. A service will be held at 1 p.m. Wednesday, June 22 (today) at Ragland Memorial Baptist Church. Interment will be in the church cemetery.In lieu of flowers, memorial donations may be made to the Massey Cancer Center at 401 College Street Richmond, Va 23298. ew things grab our attention like a midsummer thunderstorm. Steamy temperatures and turbulent atmospheric conditions often conspire to produce amazing visual pyrotechnics and house-shaking booms. Thunderstorms occur when cold upper air descends and warm, moist air rises. When these air masses collide, they form thick cumulonimbus clouds, often referred to as “thunderheads.” Thunderstorms may begin and end in an instant, or several storms may string together to make thunder and lighting clusters. While thunderstorms can occur during any time of the year, they’re more likely to occur in spring and summer. According to a NASA study, the most intense and powerful thunderstorms occur in the eastern part of the Andes mountains in Argentina. But strong thunderstorms can occur just about anywhere moisture, unstable air and lift (from sea breezes or mountains) causes air to rise up. Thunderstorms have the potential to cause significant damage and injuries, most notably from lightning strikes. It’s always wise to seek shelter during a thunderstorm so you are protected from lightning, falling limbs from trees and hail, which often accompanies thunderstorms. Despite thunderstorms’ harmful potential, they can be very enjoyable to watch or chase. But storm spectators should keep these tips in mind. Watch thunderstorms from the safety of indoors. It may be tempting to be out in the storm, but if you head outside during a storm, you are risking injury or even death. Consider watching a storm from the comfort of inside a garage, where you can leave the door open and

see, hear and smell the storm while it comes through. Keep flashlights or candles handy. Strong storms can knock out power. Always have a backup light source readily available in case the power goes out. Also, you may need a battery-powered radio or a charged mobile phone at the ready to keep up on storm alerts. Keep pets in an interior room so they do not get too spooked. Thunderstorms frighten many animals, so pets should not share in your storm-watching endeavors. They may injure themselves trying to escape the noise.
It’s best if pets are kept in a quiet, dark space until the storm has ended. Steer clear of standing bodies of water. Downed power lines may leach electricity through puddles, potentially causing electrocution if people are standing in puddles. Do not touch any wires that seem suspicious. Water is an easy conduit for lightning, so avoid any bodies of water during a thunderstorm. If you’re caught in a thunderstorm and don’t have indoor shelter, do not seek shelter under trees, which can attract lightning strikes. Accuweather.com advises that people
who cannot find reasonable shelter after a storm should take steps to minimize their risk of being struck or injured. Crouch as low to the ground as you can, but do not lie down on the ground or put your hands down. Stay on just your feet to cover as little ground as possible. You also want to be as low as you can to reduce your risks of being a lightning target. Keep anything that is a good electrical conductor away from you.
