The Goochland County Board of Supervisors has unanimously approved the rezoning of several parcels of county-owned property in the Courthouse area, paving the way for the possibility that the land could be developed for business use. The land, which had previously been zoned as A-1 (Agricultural limited), and R-3 (Residential general) is now zoned B-1, meaning that commercial development is allowed. Addressing the board during the Aug. 4 supervisors meeting, county planner Tom Coleman explained see Rezoning > 3

The schools’ transportation department will be welcoming two new buses to its fleet this year, including a 77-passenger model that boasts several new safety features. The bus, which holds about a dozen more students than previous models, also features a three-camera video system, two stop signs (including one on the back of the bus), LED lights on the signage and in the taillights, and a GPS tracking system.
“Folks who are saying ‘Schools were better in my day’ don’t recognize the fact that what you do today is not really like what schools were like five, 10 or 15 years ago … it seems like just as you get a handle on what you need to do, more tasks get added on.” Dr. Steve Staples, state superintendent for public instruction, addressing Goochland County teachers during the school division’s convocation celebration on Aug. 12.

Construction wrapping up As the start of the school year nears, crews are working to complete a $1 million renovation project at Goochland Elementary School that will not only upgrade plumbing but also add a secure entry point to the front of the 60-year-old building. The new entry will route visitors to the school through the front office, GCPS Finance Director Debbie White explained. An elevator will also be added to make the building’s second floor accessible to those with disabilities. White said she expects the work will be completed by Aug. 22.

County set to dedicate new kayak launch The Friends of Goochland Parks, together with Goochland County Government, will be hosting the dedication of the county’s newest kayak/canoe launch at 4 p.m. on Thursday, Aug. 18, at Tucker Park. Those wishing to attend are asked to RSVP to Beth Moore at bmoorecreative@comcast.net or by calling (804) 784-3986. To reach Tucker Park from Route 6, head south on Route 522 and take the first right past Maidens Loop. Funding for the kayak/canoe launch was provided in part by Goochland County, The Dominion Foundation and L.L. Bean.
Rezoning continued from >1 that the county was seeking to rezone the land because it would both facilitate the future sale of the property and help capitalize on the area’s value to developers. The property is located near existing business-zoned properties, including the sites of the Courthouse Commons and Town and Country developments. Coleman also noted that the Planning Commission had approved the rezoning with three conditions, including that uses deemed likely to impact residents living nearby not be allowed; that planned projects on the property be presented
before a Review and Design committee; and that light poles on the property be limited. In addition, on the two parcels of land located near residents’ homes, businesses including mini golf operations, outdoor theaters, mobile home sales, adult businesses, dance halls and gun clubs with indoor shooting ranges will not be allowed. Speaking during the public comment period, Goochland resident Jim Mann, whose family members have lived on the property adjoining the rezoned land since the 1940s, the greatest concern is what kind of businesses could eventually locate there. “If it’s sold, we would just like to be able to share our input,”
said Mann, noting that the county staff had been exceedingly helpful in addressing his concerns about the rezoning. Several board members also raised concerns about the possibility that the rezoning would prevent them from having a say in the future use of the property — and preclude them from stopping an unforeseen use that could have an impact on those living in the area — but were assured that this was not the case. In the event that the property was sold, District 5 representative Ken Peterson said, “there would be several public hearings, so nothing is going to go up in the middle of the night without anybody knowing about it.”

36 contestants, all vying for the show’s $1 million top prize. Martin, 62, who graduated from Goochland High School in 1972, wowed judges in June with her rendition of “A Natural Woman,” by Aretha Franklin. Martin says her passion for music bloomed early, and recalls a childhood spent listening to her grandmother’s transistor radio. She reveled in everything from the heartfelt ballads of early Country and Western singers to the commanding contralto of Gospel queen Mahalia Jackson. It was Motown, however, that truly spoke to her. Describing her time as a contestant on American’s Got Talent so far, Martin said it has been the ride of a lifetime. Regardless of whether or not she is the last contestant standing at the end of the show’s 2016 season, Martin said, she knows it will all have been worth it. “I love where it’s taking me, l love what its teaching me,” Martin said last month, noting that her e-mail inbox and Facebook page have been flooded with messages from people telling her that they no longer feel their age disqualifies them from going after what they want.

‘Hunger Action Month’ offers all a chance to help neighbors in need Contributed report
After a long hot summer, local Goochland food pantry shelves are bare again as the Goochland gears up for the new school year and the return of cooler temperatures. Nationwide, people are asked to take action to fight hunger in their communities throughout the month of September — which has been designated Hunger Action Month — and the rest of the year. Hunger Action Month offers an opportunity to join a movement that has a real and lasting impact on local food pantries’ efforts to feed nearly 1,800 Goochland residents who struggle with hunger every day. Whether by advocating and raising awareness, making donations, or volunteering, there are several ways to make a difference during Hunger Action Month and every month to help Goochland neighbors in need. Everyone at any age can easily start by participating as listed below. All activities can be done as an individual, a family, a neighborhood, student groups or classes, a church group, a civic group, or even a business (employees and customers). Urge everyone to be involved. There are collection boxes at key locations throughout the county including Essex Bank, EZ Ship (next to Food Lion on Fairground Road),
and Goochland Family YMCA. There are several ways to help fight hunger in your community: Turn orange for hunger relief by wearing the color orange on Hunger Action Day on Thursday, Sept. 1. Share a picture of your orange style socially online by using the hashtag #HungerAction. Volunteer at a local Goochland food pantry and be part of the hunger-relief solution. Share a picture of your volunteer experience on social media with the hashtag #HungerAction. Donate non-perishable food to a local Goochland food pantry. Donate garden produce bounty to a local Goochland food pantry. Some local pantries also accept fresh eggs. Donate monetary contributions to a local Goochland food pantry to assist purchasing food. Photo offers poignant message in dark times By Roslyn Ryan Editor
Sometimes a picture is worth a thousand words. But then, sometimes, you don’t need any words at all. This month marks a year since this photo was taken, snapped in the aftermath of an Aug. 5, 2015, shooting that left a Richmond resident dead and a police officer wounded. And what a year it has been. Since this photo of Richmond
Acting Deputy Police Chief Steve Drew embracing the mother of a man who had just been killed by police appeared in the Richmond Times-Dispatch, the nation has become embroiled in a debate over police shootings, why they happen and how to stop the bloodshed. While I’m sure members of the black community would attest that the unfair treatment of minorities by law enforcement has always been a critical issue, see Photo > 7

The child chuckled only slightly, hardly discernible from the father’s position across the room, but just close enough for him to hear. It was a televised public service announcement for a support group consisting of people who stutter, and the man representing the small group was having plenty of difficulty getting his message across to the patient host. “I want to tell you a story about a little boy,” the father said to the uninterested room. He told a tale of a small boy who remembered a day when he began to struggle with what seems to most like the simplest of tasks: speaking. It was as distinctive a recollection as any in his childhood, and was patiently stored in a memory bank that included that first ride on a two-wheel bicycle, or that first Little League game. He told them of a kid who spent most of his first years in school afraid and trembling at the thought of being
called on in class; a kid who repeatedly was placed in remedial reading not for an inability to understand the material, but for not being able to shape the words that confirmed that knowledge. The stuttering became a major part of this child’s life, requiring him to devise ingenious plans to avoid public speaking in any form. The telephone became an enemy that stalked the youngster in his own home. As relatives called and spoke to every member of the family, this youth felt an anxiety that only increased as each speaker finished their flawless conversations and his turn arrived. “Did the boy not know what he wanted to say?” one of the children asked. I assured them he did. After years of cruel remarks and insults, endless oral book reports that resulted in anxiety almost indescribable, the boy learned to cope. He used every trick in the book to cover his interrupted speech, and only those who knew him best were aware of the daily struggle. His girlfriends ordered food at
restaurants and carry-outs, and his sister made important appointments on the phone. “What happened to the boy?” the small child asked. I explained that the boy finished college, and obtained a position that required no oral skills, an environment that allowed him to continue hiding from the impediment that now seemed more like a friend than a foe. “But, then the boy decided he had something to say, and could no longer allow a reluctant speech impediment to dictate the terms of his life,” I said. He picked up a telephone and ignored the predictable laugh on the other end of the line that always followed a verbal stumble on his part. Like numerous stutterers who preceded him, he learned that an inability to talk was in no way related to an inability to think. The boy, now a man, learned that most people are compassionate human beings, and only a misguided few judge a person by how they look, see Ridolphi > page 7

Asking someone who has felt harassed by police to view the issue through the same lens as someone who has never experienced that kind of harassment — or vice versa — is an exercise in futility. And boiling the issue down to a t-shirt ready slogan— Black lives matter! Blue lives matter!— doesn’t do much to help either side move toward a better understanding of the other. ous frustrations seemed almost worth it. “Does the man talk now? another child asked. “Oh, yes. He speaks to everyone, orders his own food and uses a phone without hesitation, I answered. “And some of the people who are the closest to him don’t even know he stutters. More importantly, he doesn’t care about the ones who still chuckle at his momentary lapses. The father explained that
the boy no longer remembers the faces of the countless kids who laughed, the adults who equated a speech impediment with stupidity or the fools who openly expressed their distaste at his inability to speak. He remembers the friends and family who supported and loved him, and never stopped talking to him even if some of those conversations took longer than normal. “But, not the ones who laughed, the child said.
Perhaps, in the end, that is why I have had this photo hanging above my desk since the day it was published. It’s a bit yellowed now, but the message is still clear: At the end of the day, at our worst moments and our best ones, we are all
people. Regardless of our backgrounds, our race, our income, or any other thing we think divides us, we need each other more than we know. Sometimes, sadly, it takes a tragedy to help us realize that.

NEWS: What’s Going on in Goochland County
Helping kids transition as school year begins
T
he dawn of a new school year is an exciting time. school with friends. Kids may not want to say goodbye to days spent For parents, getting kids ready for a new school year is lounging by the pool, but such disappointment about more than updating their wardrobe or organizing caris often tempered by the prospect of returning to pools with fellow parents. Reacclimating kids to the routine of school after a relaxing summer is a significant undertaking, and the following are a handful of ways for parents to get a head start as the school year draws closer. Establish a routine over the last few weeks of summer. Summer vacations typically lack the structure of the school year, and that lack of structure can help kids unwind and make the most of the freedom that summer vacation provides. But as summer starts to wind down, parents can begin to reintroduce some structure into their kids’ lives to make the transition back to school go more smoothly. Plan morning activities so kids can readjust to waking up early each day. In addition, serve breakfast, lunch and dinner at the same time you typically serve it during the school year so kids’ bodies can begin to readjust as well. Take kids along when shopping for school supplies. If you plan to buy your child a new computer or other supplies for the upcoming school year, take him or her along on your shopping trips. Kids who get to choose their supplies might be more excited about returning to school than those youngsters who are given what they need without offering their input. Monitor or assign summer reading. Many students are given summer reading lists to keep their minds sharp over the summer and prepare them for upcoming coursework. Parents should monitor kids’ progress on such reading lists and even discuss the books with their kids when possible. Read the books along with them if you think it will help engage them. If kids were not assigned summer reading lists at the end of the Kitchens/Baths school year, assign your own books, rewarding kids when they Patios/Decks finish a new book. Kids who read throughout the summer New Construction may be more likely to start the school year off on the right foot Doors/Windows than those who don’t crack a book all summer. Sidewalks/Pavers Encourage kids to sign up for extracurricular activiRemodels/Additions ties. Many school-aged athletes get a head start on the new school year by trying out for sports teams. Such tryouts often 20 Years Carpentry Experience VA Lic. 27505-093745-A Blanchard & Associates commence a week or two before a school year is scheduled 804-457-9426 Greg VA Lic. 27505-093745-A 20 YearsBlanchard Carpentry Experience Residential Contractor, Inc. to begin, and this can help kids ease their way back into the school year. But even nonathletes can begin pursuing extracurricular activities before the first school bell of the year rings. Theater programs may begin auditions or encourage interested youngsters to attend orientation meetings before the dawn of the school year, and such sessions can be a great and pressure-free way for kids to ready themselves for a new school year. The arrival of a new school year can be both exciting and daunting. But parents can help their youngsters readjust to school in various ways after a relaxing summer. —MetroCreative

In the Garden
Beautiful plants or garden thugs? By Judith Maly Goochland-Powhatan Master Gardener
I planted two Japanese Barberry plants three years ago that I bought from a reputable garden center. They have multiplied like rabbits – I only wish rabbits liked to eat them. Today I pulled up twenty. Are there other plants I should avoid that take over my garden? Yes, there are many invasive species available at garden centers. An invasive species is usually hardy, adaptable and easy to grow, all qualities we look for in landscape plants. Example: We go to the garden center looking for “deer resistant” plants. We are directed to Japanese Barberry (Berberis thunbergii). We like it, the deer will hate it. Then we get it home and down the road discover all its bad habits. Yes, the deer leave it alone due to their distaste for its harsh chemicals and thorny spiny branches. Barberry is hearty and grows pretty much anywhere. And it does. It prefers full sun but will flower and bear oval berries even in heavy shade. It produces many seeds, and germination rates can be as high as 90%. Birds deposit it and before you know it you have 40 barberry plants in your landscape where you thought you would have two. Not only is Barberry incredibly invasive but it is a vector for deer ticks which carry Lyme disease. Japanese Barberry has denser foliage than most native species. As a result, the plants retain higher humidity levels – as much as 100 percent at night. Ticks need humidity and become desiccated when levels drop below 80 percent. In the open, ticks can only be active for 15- 16 hours a day but when they are protected by Japanese barberry they can be active 23 to 24 hours a day. Now all these ticks are hanging out on the branches just waiting for you, the dog, or a raccoon to walk by. So much fun for $9.99 a quart pot. Some other common invasive perennials found in garden centers are Nandina (Nandina domestica) which colonizes by spreading underground roots sprouts and by animal-dispersed seeds. It can persist as a seedling for several years. Another is Japanese Spiraea (Spiraea japonica) which can rapidly take over a landscape. Once established Spiraea grows very rapidly and forms dense stands that outcompete existing shrubs. Seed of Japanese Spiraea last many years in the soil, making control very difficult. These are just a few examples. The term “invasive” is relative. To me it means a perennial that not only spreads but is quite vigorous and difficult to control. Do your homework before going to the garden center or before accepting plants from dear Aunt Sally. The Virginia Invasive Plant Species List (www.dcr.virginia. gov/natural_heritage/invspinfo.shtml) and your local county extension office are good places to start your search. For more information about invasive plant species or any other gardening questions, contact your local Virginia Cooperative Extension in Goochland (804)556-5841 or Powhatan (804) 5985640.

Benedictine graduate Townley Haas stands among friends and family that greeted his arrival at Richmond International Airport on Monday, Aug. 15. He was sporting his gold medal from the 2016 Olympic Games in Rio that he won in the 4x200 freestyle relay.
Haas returns from Rio Olympics with 4x200 gold medal By Billy Fellin Sports Editor
Benedictine graduate Townley Haas was told by his mother that “some people” would be present when he arrived at Richmond International Airport on Aug. 15 for his return from Rio. “This is not ‘some people,’” he said with a laugh. The concourse area was packed with Haas supporters, friends, family and the media to welcome back the gold medal winning swimmer back to
Richmond. And, it didn’t take long for the hardware to emerge from his backpack. Haas pulled the medal out from its safe home of two boxes in his backpack to show to anyone that wanted to see the object that showed his hard work had paid off. “It’s just been an incredible honor to represent my country and my family down there,” he said. “To be able to bring home gold was just awesome.” Haas qualified for the Olympics in two events. The first was the 200 meter
freestyle, which he swam a 1:46.13 to qualify for the semifinals. In the semis, he swam a 1:45.92, which punched his ticket to the finals. In the finals of the 200 free, he swam a 1:45.58, good for fifth. Not bad for his first Olympic event. But, the real show was in the 4x200 freestyle relay. Teamed up with Ryan Lochte, Conor Dwyer and someone named Michael Phelps, Haas was the second leg of the four-man relay. When he entered the water, Team USA had only a slight edge. But,
but the time Haas was done, he had extended the Americans lead to over two seconds in the event. Team USA eventually won the event by a three second margin, with a 7:00.66 to silver medalist Great Britain’s 7:03.13. It was the fourth straight gold medal in the 4x200 relay that Team USA has won. “I never expected to go that fast,” he said. Haas said he could feel the support from his friends and family here in Richmond the entire time he was in Rio.
“I would get Facebook notifications and texts,” he said. “It’s been incredible. It’s great to have this support.” He said that it was absolutely incredible to stand on the podium, gold medal around his neck and hear the Star Spangled Banner playing. “That’s the dream right there,” he said of that moment, “when you’re hearing the national anthem. It’s just awesome.” While he was a rookie on the team,

Goochland football lost several starters from last season, but Joe Fowler is confident in his squad.

New look Goochland football Bulldogs shoot 174 to defeat ready for 2016 campaign Buckingham, Prince Edward By Jim Ridolphi Contributing Writer
While most of the county is spending evenings avoiding the above average August temperatures, a determined group of athletes is embracing the humidity and feverishly preparing for the upcoming prep football season. Goochland’s 2016 football team began practice earlier this month, but in actuality, the preparation began months ago in the weight room. As the first days of practice pass, Coach Joe Fowler likes what he sees. But he also realizes that this year’s team may not be as flashy as some of the more recent editions. Quarterback Reid Chenault broke every school passing record in his four years as a varsity player, and is now plying his trade at University of Richmond. After losing six starters on offense from last year’s district winners, Fowler said the offense would return to a style of play that will appear familiar to
Bulldog fans. “We’re getting back to Goochland football and running the ball,” Fowler said. “I have a 250 pound quarterback and he will run the football.” Tanner Bradshaw will assume the starting role under center, and he will depend on a talented offensive line to open up lanes for some experienced running backs. “Tanner has some big shoes to fill,” Fowler said. “He’s done a great job this pre season, but he’s a different type of player from Reid,” he added. Calvin Martin should capture the premiere back role and a supporting cast of returning runners should make Goochland a threat on the ground. “We are very fortunate that we have three of our four leading rushers back from last year,” Fowler said. “Marcus Burton is returning at fullback and we are expecting big things out of him. Calvin Martin was our leading rusher, receiver and scorer from last year.”
The Bulldogs feature their usual bevy of running backs waiting in reserve for a chance to carry the ball. “We’ve got backups who are starters on defense that we think can run the ball with not a bit of drop off,” the coach said. John King and Cole Nuckols will start on defense, but could also see action in the offensive backfield, and Fowler has several backup fullbacks chomping at the bit for playing time. The Bulldog defense lost four starters. Fowler said experience on that side of the ball could make them competitive. To combat an influx of spread offense formations that seem to increase each season, this year’s squad will employ 4-2-5 defense designed to counter the speed attacks of many offenses. “We got most of our kids back on defense and they have looked really good during pre season,” Fowler said. “We can match up with spread and run teams. This is as fast as defense as we’ve ever had.”
By Billy Fellin Sports Editor
Just like many of the other August days that the Richmond area has endured this month, Aug. 11 was a hot one outside. But, the Goochland golf team braved the heat and went out and put up a low score to defeat Buckingham and Prince Edward 174-213-215 at The Hollows GC. Goochland’s Peyton Butts was the medalist of the tournament with a 1-under 34, which certainly impressed his coach. “Peyton played his best tournament round by far,” Bulldogs golf coach AJ Nash wrote in an
Haas continued from >11 Haas said that veterans Phelps and Lochte were incredibly helpful to him. “They’re great,” he said. “They’re really supportive and nice. They’ll always talk to you
email. “Peyton has been steady throughout practice rounds and our first match. He is consistently the first person at practice and one of the last to leave. The fact that he made four birdies really makes me excited for the season he is going to have.” Justin Falconer shot a 9over 44, Jackson Raines show an 11-over 46 and Meghan Wright shot a 15-over 50 for the Bulldogs. “The team performed well,” Nash wrote. “Justin played steady bogey golf, which we can improve on.” Another golfer to have improved during the offseason is the No. 2 golfer on the team,
Meghan Wright. The 174 was the same score for the first match of the season for Goochland last season as well, ironically enough. “I was not expecting us to score the first time out,” Nash wrote. “But, I’m glad we did.” Nash wrote that one big area of improvement that they’ve been working on is course management and improving during practice. “That means making the necessary swing changes to get better, which is not always fun,” he wrote. “Once it’s match time, I just want my team to go out there and play the best golf they can while enjoying themselves.”
if you need help or just want to ask something. They’re great.” While Haas had the opportunity to stay for the closing ceremonies of the Olympics, he said he chose to come home prior to returning to school at the University of Texas. “Hopefully, pretty similar to
what it was last year,” he said of going back to Texas as a gold medalist. “I had a lot of fun. I’m sure it’ll be a little different.” Haas said that “right now” he’s focused on hanging out with his family and friends before thinking about the next Olympics in 2020.
