Stories about governments behaving badly have never been hard to find, but a new book by Goochland’s District 5 supervisor Ken Peterson tells a decidedly different tale. Peterson, now in his second term, has just published “In Search of Good Government: From the Grand Experiment to the Goochland Revolution,” a book he describes as a rare success story in a day and age when many local governments Peterson are making headlines for all the wrong reasons. “There’s really so much negativity around politics, so this is meant to be a positive, uplifting, inspirational story,” said Peterson, a first-time author whose career has been spent in the world of business and finance. Make no mistake about it, Sean-Thomas Pumphrey is a teacher. Not necessarily the kind who doles out homework assignments or holds forth on European history, but a skilled

As co-founder of Goochland’s Lickinghole Creek Craft Brewery, Pumphrey said he considers it his duty to help educate people curious about the craft beer movement, welcoming them into a strange and wonderful new world with its own unique — and sometimes hard to

Goochland County’s newest kayak and canoe launch is now ready for use! The launch was dedicated at a ceremony coordinated by the Friends of Goochland Parks on Thursday, Aug. 18. The new launch is located on the Eastern side of Tucker Park at Maidens Loop and is one of two non-motorized launches available to paddlers in Goochland County. Approximately 30 feet long and 10 feet wide, the new launch is a wooden ramp with steps that provide space for paddlers to position their boats and easily slide them into the James

River. Over five years in the planning by the Friends of Goochland Parks, funding for the launch was provided by The Dominion Foundation, Goochland County, L. L. Bean’s Outdoor Discovery School and a number of individuals. Goochland County’s Department of Parks, Recreation and Facilities served as the project engineer, Timmons Group was the site engineer and Harbor Dredge & Dock was the contractor. In dedicating the launch, Friends of Goochland Parks Board President Beth C. “What we did was take the principals of good government and rigorously apply them to Goochland,” Peterson said, “with positive results.” “Positive,” in this case, might be an understatement. Not only were all five board members easily reelected to office without opposition, but word has spread to other localities about the work Goochland has done. To District 2 representative Manuel Alvarez, the lessons detailed in the book are ones any locality will be able to use. “Like Ken, I am very proud of what we have accomplished in a very short time,” said Alvarez, adding that the success of the current board shows experience isn’t always necessary to effect positive change. “I think Ken did a great job of laying out the issues we
faced and how we’ve gone about solving them by using common sense, our business experience and by listening to our citizens. He also expressed that party affiliation does not matter if those elected do the right thing within the limits defined by our founders. Hopefully others who are frustrated with their government will read the book and realize that they too can make things better by selecting and electing good candidates and staying engaged.” Susan Lascolette, who represents District 1, described the book as a “must read.” “Goochland County government has made some rather dramatic changes in the last few years, but why is that?” she asked. “Ken reminds us that the key to this success is understanding that great accom-
plishments are built on great foundations.” While Peterson notes that every jurisdiction is different, “there are lessons that can be learned that have broader applications.” To him, it all comes down to “doing the right thing for the right reasons.” He smiles and simply shakes his head at the notion that he and his fellow board members have stumbled upon a magic formula for fixing all that ails local governments. “Nothing we did is extraordinary,” he said happily. “It’s all common sense.” Peterson’s book, which was published by Goochland’s Dementi Milestone Publishing, is available at the the Goochland Historical Society; Goochland Pharmacy; Courthouse Market; and Pak Mail in Centreville.

Peterson and his four fellow board members first embarked on in January of 2012. It was an election that saw four of the five board seats turn over, a fact Peterson says offered proof positive that voters wanted a change. To the new board members, the things that had angered county residents were no secret: mounting debt, pressure to raise taxes, and alarming audit findings had created challenges that needed immediate solutions. Peterson, who, like three of the other board members had never served in public office, remembers wondering if a turnaround was even possible. As it turns out, it was. Fast forward four and a half years and the county is in a very different place. Taxes have continued to hold steady—and remain among the lowest in the region—and the county’s formerly crushing debt has been refinanced. Over 40 town hall meetings have created the transparency that residents demanded, and the budget for the county schools has been increased annually. Balanced budgets have been passed each year, and, in 2015, Goochland earned a coveted AAA bond rating for the first time in county history. Peterson too, may soon be in a different place: earlier this month, he announced that he intends to run for the Virginia Senate from the 22nd District in the event Senator Tom Garrett is elected to the US House of Representatives. To Peterson, who spearheaded both the effort to refinance the county’s service district debt and the credit rating group, the process of getting the county back on solid ground wasn’t easy—but the logic behind what they did wasn’t exactly complicated, either.

Lickinghole continued from >1 said Pumphrey last week, explaining his aversion to tossing newcomers directly into the deep end of the craft beer pool. “You have to have the right product, and you have to have the right entry point. And after that, it’s a progression.” Pumphrey happily welcomes all lovers of beer to visit Lickinghole’s 221-acre farm and brewery operation, and says he’s confident the company has something for every taste. “We pride ourselves on having a very varied portfolio,” says Pumphrey, and he and head brewer David Achkio have proven themselves quite adept at pushing the limits when it comes to beer. Among the offerings visitors will find at Lickinghole are a rum barrel carrot cake beer, a Belgian-style oyster
brew, and a wildly popular tequila barrel beer that even Pumphrey wasn’t sure about before he had a chance to try it himself. For the brewery’s 3rd anniversary celebration on Oct. 1, Lickinghole will be releasing the Magnificent Pagan Beast, a brew Pumphrey describes as “super flavorful,” with an alcohol by volume — or ABV — of 17 percent. While Lickinghole has enjoyed a wildly popular reception in and around Central Virginia since opening its doors in 2013, the brewery’ reputation has also been burnished by a number of recent awards. At the 2015 Great American Beer Festival, Lickinghole’s Heir Apparent was awarded a silver medal in the Chili Beer category. the “Cofounder” title with her husband, and brand ambassador Farris Loutfi, have played key roles in the brewery’s success, Pumphrey said. Like all small business owners, the Pumphreys wear many hats, always working to balance the demands of running the brewery with those of family life. But all in all, Sean-Thomas said, the experience of creating Lickinghole has been an overwhelmingly positive one. “Just seeing the number of people who want to come out to the farm and learn about beer has been incredible,” he said, and so has the reaction to their product. He says the goal now is to continue to innovate and create new and exciting options for craft beer lovers, while also making sure to maintain a razor-sharp focus on quality. After all, he said, “it’s easy to be different, but you also have to be good.”

All five county schools earn full accreditation once again Leaders say keeping focus on students’ needs is key Contributed report
Goochland County Public Schools announced last week that each of its five schools remains fully accredited by the State of Virginia. State accreditation is based on student pass rates on Virginia’s Standards of Learning (SOL) tests in English, mathematics, history, and science, as well as the division’s graduation rate. Goochland’s schools exceeded each of the state’s 21 benchmarks by an average of 18 percent. Goochland remains one of just a handful of school divisions in Virginia to have all of its schools meet full accreditation standards each of the last five years. While this distinction is determined by traditional achievement measures, school leaders believe it’s the division’s focus on what’s best
for students that has led to the success. “Our mission to maximize the potential of every learner is at the heart of everything we do,” said Goochland school superintendent Jeremy Raley. “Accountability is important, but Goochland has far beyond a singular focus on minimum proficiency tests – and that’s really what the state’s SOL assessments are,” Raley said. “We’re proud of the tradition of excellence in Goochland and we embrace the challenges of continuous improvement.” Stephen Geyer, assistant superintendent of instruction, described Goochland’s focus on student growth as a key to the division’s success. “We have definitively prioritized individual student growth over traditional achievement measures,” Geyer said. “Our focus on individual growth ensures that urgency – and strong outcomes on traditional measures like SOL tests simply become a byproduct of doing what’s best for students. Our teachers have embraced this philosophy, and it’s their talents and com-
mitment to our children that makes our division’s success possible.” Despite the school division’s strong overall results, team members remain committed to continuing to elevate expectations, as well as to targeting areas of relative weakness. “While we certainly have a lot to celebrate, we face the same challenges that most school divisions across the state and nation face when it comes to achievement gaps for our students with disabilities and our African American students,” Raley said. “We have made some great progress in these areas, but we have more work to do. We are committed to closing these gaps, while continuing to raise the bar for every student.” The school division plans to present its annual comprehensive data report to the School Board at its Oct. 11 meeting, following the Virginia Department of Education’s finalization of statewide School Quality Profiles scheduled for late September or early October.

Goochland’s Jackson Blacksmith Shop, which was registered as a National Historic Landmark in 1997, recently announced its Garden Wall Project. An honorary garden wall is being installed on the grounds of the historic Jackson Blacksmith Shop, and will feature engraved brick tiles to honor or memorialize family members, community organizations, business and individual patrons and any
other person who should be recognized though this historic landmark. “The personalized tiles are a good way to recognize, honor and remember special people in our lives,” said Jeffery Mabry of the Jackson Blacksmith Shop. “We are very thankful for the way the community has embraced this project. Interest in getting personalized tiles for the wall is really growing.” Since there is limited space, Mabry said it is important to
put in orders early. The purpose of this project is to enhance the grounds and maintain the shop property and further the educational programs of the site. Honoring our ‘Best Idea’ By Roslyn Ryan Editor
As we continue to wind our way through this Year of Impending Doom — otherwise known as the 2016 Presidential Campaign — it might be nice to pause for a brief celebration of something that just about all of us can agree is a resoundingly wonderful success story. I am talking, of course, about the National Park Service, an organization that happens to be celebrating its 100th birthday today. That’s right, exactly one century ago today, President Woodrow Wilson signed a bill directing the National Park Service “to conserve the scenery and the natural and historic objects and wildlife therein, and to provide for the enjoyment of the same in such manner and by such means as will leave them unimpaired for the enjoyment of future generations.” The numbers alone are difficult even to get one’s head around: 59 national parks (the first, Yellowstone, signed into law by Ulysses S. Young Goochland residents return to the classroom
landscapes — are the millions and millions of memories made within its confines, the countless imaginations sparked by its wonders, and the many lives transformed through a connection with the natural world. Let’s face it: for many of us, the way we experience the world on a daily basis has become somewhat removed from reality. We spend vast amounts of time indoors, communicate via text, and keep up with friends using social media. Much of our entertainment is flashed across some kind of screen. The National Parks, however, has for the last 100 years been providing a soothing respite for those who want to reconnect with nature and experience our nation’s unique history. And, in a day and age where so much of what is billed as “The Good Life” seems increasingly reserved for those with six-figure salaries and trust funds, America’s parks remind us that the best things in life are still available to all. Virginia has quite a few National Park sites, from the Blue Ridge Parkway to the Appomattox Court House. I hope, as we celebrate what has been billed as “America’s Best Idea,” you’ll find time this year to go out and visit one of these jewels. It’s certainly time well spent, and one more reason to be proud of this land we call home.

The real campaign question: Is the end drawing near? I’m a desperate man. Like a man wandering through the desert after days without water searching for that one oasis, I’ve viewed Nov. 8 as the end of an election season and redemption from the endless coverage. Using a traditional approach to American elections, I could always take solace in the fact that one day it would end and a new president would enter the White House and at least a minimal amount of normalcy would return. I’m beginning to question that assumption as that momentous date approaches. Perhaps I relied too heavily on how things worked in the past and a belief that some traditions are worth preserving, especially when it comes to government and politics. But, this raucous political
season has weakened my belief in how things actually work, and I’ve been forced to face the fact that this adversarial atmosphere may be never ending. For example, normally, we would assume that once a president is elected and inaugurated, a choice for the United States Supreme Court vacancy would be one of the first initiatives. The nomination would be followed by contemptuous hearings, but, in the end, the United States Congress would concede that the president has the right to choose his best candidate for the seat. Elections have consequences and the president has traditionally possessed the right to select that justice. But, this year, I fear the fireworks will continue long past November, and I cannot envision a bunch of disgruntled legislators from both sides agreeing on that choice, or
anything else for that matter. I wonder if I am the only one longing for this silly season to end. By all indications, the ongoing battle has captured the imagination of the American viewing public, and full-time politics has proven to be just another reality show when it comes to ratings. Political reality assures us that life goes on after each and every election, and these candidates are not the first to warn of impending doom hinging on which candidate you select. But, experience tells me the nastier the fight, the longer it takes to heal the differences. In my decades of political interest, this cycle seems to be especially vindictive, more troubling and, yes, never-ending. Like every American, it’s my right and duty to be well informed on issues that shape this year’s election, but no citizen should be subjected to politics on a full-time basis.
I have a sneaky suspicion that some Americans are treating the current election like a form of entertainment with little regard for what comes after the dust settles. Perhaps the endless coverage enforces their belief that change in Washington, D.C., is an elusive target. Will the infinite game of “gotcha” end when we finally make our ways to the polls and record our votes? I’m not sure, but — if history is an accurate indicator — life goes on and the Cassandra warnings issued by the candidates will be stored until the next election in four years. I’m still viewing Nov. 8 as the light at the end of the tunnel. Problem is, that tiny beam of hopeful light could be a quickly approaching train. Even with the potential impending doom, I’m bolstered by something that has become more evident with each passing election I take
part in. Put simply, I have a lot more trust in the judgment of the American people — the good men and women of this country who represent the real spirit of this nation. Compared to the important and vital role they play
in the real quality of our American life, the political rhetoric and back and forth of the election of 2016 seem like noise. Hopefully, we can at least turn down the volume on Nov. 9 … or maybe not.

COVERT J. PERKINS Covert James Perkins, 91, of Richmond, passed away Aug. 13. Born in New York City, June 27, 1925, he served in the Army Air Force as a B-24 Bomber Pilot during WWII and in the Air Force Reserve for many years following the war. He graduated from the University of Tennessee in 1950 as a Mechanical Engineer and worked for Reynolds Metals Company for 33 years. He is survived by four Perkins children, Rand (Laurie), Rick, Peggy Harris (Rhu) and Sara Beth Duymich (Chuck); six grandchildren and 11 great-grandchildren. He was preceded in death by his wife, Sara. He was a member of Welborne United Methodist Church in Richmond, served as member of Goochland Habitat for Humanity and delivered Meals on Wheels for many years. Goochland completes pre-season, now ready for opener By Billy Fellin Sports Editor
The Goochland Bulldogs ran into an orange wall on Aug. 19 when they traveled to Powhatan High School and took on the Indians in the final scrimmage of the season for Goochland. Coach Joe Fowler was aware of how dominating the Indians were. “I don’t think we played particularly well,” he said. “But, I think a lot of that has to do with the kids in orange. They’re a physical team,
they’re bigger than we are up front, and they pushed us around a little bit.” The scrimmage was split up in two halves, each looking very different from one another. The first half was a set of 10 plays for each side, starting at various places on the field, such as their own 20 yard line, the opponent’s red zone as well as midfield. The coaches were on the field for much of this part of the scrimmage, calling in plays and adjusting and teaching as the session went
on. In the second part of the scrimmage, the coaches left the field and the Bulldogs and Indians were underway as if it were a normal game. Powhatan was able to “win” this portion of the scrimmage by a score of 10-0. Justin Deleon found a weakness in the Goochland defense and was able to break a big run for the Indians. Goochland’s offense and defense certainly both made plays in their final tune up prior to the
regular season beginning, but the Indians dominated parts of the game. While the Bulldogs were able to make some headway on the ground against the Powhatan defense, they were more flashes in the pan rather than consistent positive yardage. Defensively, the Bulldogs performed just as well as Powhatan did against the Goochland offense, save for the one run by Deleon. Goochland was able to consistently disrupt the Indians offensive
attack and limit positive yards. On the final play of the game, one of members of the Goochland secondary picked off a pass from the Powhatan quarterback, ending the scrimmage on a high note for the Bulldogs. “It’s good to end with that good taste in your mouth,” Fowler said. “Hopefully we can carry that over to practice.” The end of the short trip to Powhatan signaled the end of the

Annika, Anneliese Rogerson win triathlon divisions By Billy Fellin Sports Editor
Goochland residents Anrea, Anneliese and Annika Rogerson once again participated in a triathlon. And, not surprisingly, the three all placed highly in their respective categories. The recent race was the Virginia Home for Boys and Girls Youth Triathlon in Richmond on Aug. 20. Annika Rogerson, 9, was first place in the 8- to 9-yearold division. Andrea Rogerson, 8, finished second in the same division as Annika. Anneliese, 12, won her division of 12- to 14-year-olds.

Most notably, the Bulldogs defeated Essex in convincing fashion 41-14 in 2012 for the Bulldogs’ second state title. Of course, both teams are quite different from those squads as just coaches remain from those teams as freshman in 2012 would have just graduated this past spring. Benedictine reloads for 2016 season By Billy Fellin Sports Editor
Benedictine’s football team lost more than a couple key contributors from the state championship team last season. Now, the Cadets enter the 2016 season trying to replace those players, a task easier said than done. “It’s not going to be easy to replace Donovan Tennyson, Scott Bracey, Justin Smith, Anthony Roberson,” Benedictine head coach Greg Lilly said. “It’s not normal to have four guys like that throwing and catching passes for you. A lot of good players that played a lot for us last year. We just have to find some new guys this year.”
Offensively, the Cadets lost five starters, but return the entire offensive line and have an experience and strong depth at running back in senior Alex Williams and junior Wendell Davis. The wide receivers, such as seniors Sterling Palmer and Sylvester Mayers, are talented but inexperienced. “The skill guys, they’re just going to have to play together for awhile,” Lilly said. On the defensive side of the ball, the Cadets return almost the entire unit that suffocated opponent’s offenses last season. The group as a whole is fast and experienced, especially in the secondary. Up front, the Cadets will need to work on generating a better pass rush
with the line, anchored on the ends by Chris Collins and Matthew Vergara, with Isaiah Jones and Jaymare Fleming on the interior. Lilly said that conditioning wise from the summer, his team has looked good over the past few months. “We had a really good summer,” he said. “From a conditioning and strength standpoint, we’re where we’ve been the past few years and maybe even a little ahead.” Benedictine begins the attempt at a state championship three-peat on Friday against St. John Paul the Great. The game was originally scheduled to be a home game for the Cadets, but was moved to St. John Paul due to concerns over the heat.
As of Monday, the forecast on Friday was calling for highs in the upper-90s. Lilly said that the scrimmages that the team participated in against J.R. Tucker, Trinity Episcopal and Midlothian were all good tests for his team, especially the skill guys that are still working to be cohesive. “The kids performed well (in the scrimmages),” he said. “We were proud of their effort and their preparation. We just have to continue to get better each week.” Lilly said that a three-peat isn’t necessarily the focus right now, but it isn’t out of the question. “Our approach right now is compete with one another and get better every day,” he said.

TERMS OF SALE: All sales are subject to confirmation by the Circuit Court of Goochland County. The meeting is open to the public. PROPOSED LEASE-LEASE BACK OF COUNTY PROPERTY RELATED TO THE COUNTY’S PUBLIC SAFETY RADIO COMMUNICATIONS FINANCING PROJECT The Board of Supervisors of Goochland County, Virginia, will hold a public hearing on an estimated $9.9-million-dollar financing consistent with the adopted FY 2016 Goochland County budget. This financing will be conducted through a lease-lease back arrangement with a financial institution, to be selected, of certain County property to finance the acquisition, installation and equipping of an emergency operations center, radio towers and related equipment to provide an emergency and public safety radio communications system to serve the County. County properties which may be a part of the leaselease back arrangement include portions of one or more of the following: the Emergency Operations Center site, 2938 River Road West, the Fire Training Center site, 2485 Old Courthouse Road, the West Creek Water Tower site, 567 Creekmore Road, Central High School site, 3675 Robinson Road, and Fire Station 6 site, 4812 Three Chopt Road. The public hearing will be held at 7:00 p.m. on Tuesday, September 6, 2016, in the County Administration Building Board Meeting Room, 1800 Sandy Hook Road, Goochland, Virginia 23063.
