When Piedmont Smokehouse founder Chris McPherson decided to move his food truckbased catering operation into a brick-and-mortar location on Broad Street in Maidens, he envisioned a place where he and his wife and business partner Jennifer could finally have the space they needed to keep up with the booming demand for their barbecue. One thing he didn’t envision was spending over a year renting a space that he has still not been cleared to use, or having to decide whether to invest in required upgrades to the building that could end up costing him tens of thousands of dollars. Part of the problem stems from the fact that McPherson had initially intended to use the building only for catering. The decision to add a small, mostly take-out food service operation to their business model meant new regulations and new standards to be met in terms of the 100year-old building’s water and septic systems. “I know there is a certain amount of ignorance and naiveté on my part,” he said, and added that he probably would not have signed see Restaurant > 4

Middle school students earn survival skill stripes The Goochland Middle School STEM Camp Apprentices were certified in first aid this summer through Virginia Commonwealth University’s Center for Trauma and Critical Care Education. Students spent the week engaged in learning survival skills, which included map reading, orienteering, water catchment systems, GPS navigation, and food preparation for extended outdoor activities with Chef Stephanie Charns from Goochland Culinary Arts at Goochland Tech.

If the numbers are any indication, Goochland students have plenty to be proud of as they continue into the 2016-2017 school year. According to the annual “State of the Division In Numbers,” a report presented by assistant superintendent for instruction Stephen Geyer during the monthly Goochland

n today’s world, we take for granted an Air Traffic Control System that monitors all aspects of the thousands of flights that are in the air above us at any given time. What most of us do not realize is that, prior to World War II, there was little in place to handle this. Radar was a new technology and its use was almost non-existent. Pilots were on their own to get from one place to another and no one was there to monitor where the planes were or where they were going. An air attack along the coasts from the sea, similar to Pearl Harbor, would have never been detected. The Army Air Corps, recognizing the need for an air defense system, established the Ground Observer Corps in the months leading up to the start of the war. They used airmen to man a limited number of observation posts in critical areas. Pearl Harbor changed all of that. It became necessary to greatly expand the air defense system but, at the same time, all able bodied airmen were needed in jobs more important than sitting in an observation post. The Aircraft Warning Service (AWS) was created using an all civilian volunteer force to man over 14,000 observation posts along the eastern and western seaboards. A few of those observation posts were right here in Goochland County.

One such volunteer was Dorothy Rebecca Henley. The Henley family farm, located next to Luck Stone in Manakin was one of the observation posts. Dorothy Henley, a lifelong Goochland resident, was born in 1903 and died in 2002 at the age of 99. She was 38 when she became a volunteer in the AWS. Volunteers had to go through extensive training to be able to identify any and all aircraft, both domestic and foreign. Along with Dorothy Henley’s AWS identification items, the donated items also include the training booklet, a set of aircraft identification flash cards, and a special dial device that could quickly identify any aircraft. Margaret Walker was Dorothy Henley’s niece. She still lives in Manakin and, like her aunt, was also a volunteer in the AWS as a teen. She remembers going to her
grandparent’s farm to man her scheduled post duties. The bluff behind the house overlooked the James River valley and provided a perfect spot to watch a large area of the sky. While it would seem that, in 1941, one would not see many planes in the skies over Goochland, Mrs. Walker says that was not the case. The Army Air Corps base was located at Byrd Field and training flights would fly up the river and use the islands located in the James in Goochland as targets for simulated bombing runs and attack missions. Upon spotting a plane, the observer would have to log information noting the time, identifying the type of plane, the direction it was seen, and the direction it was traveling. This was then called in by code to a special phone number in Richmond and then in turn was sent to a logistics center down in
Hampton Roads, all manned by civilian volunteers. The information, usually coming from multiple observations, was triangulated and kept updated on a large map in the center. This process kept the observers on their toes and provided a built-in testing of each observer’s accuracy and effectiveness. Awards were given for those who received the highest ratings. With the advent of radar installations along the coasts and the turn of the war to being more offensive instead of defensive, the volunteer system was deemed unnecessary and deactivated in May 1944. The report highlights data from the GCPS instructional program across the dimensions of student growth, student engagement, and student achievement. While the distinctions are based in traditional achievement measures, school leaders have chosen to focus on what is best for students. “Our mission to maximize the potential of every learner is at the heart of everything we do,” said Goochland County School superintendent Jeremy Raley. “Accountability is important, but Goochland is far beyond a singular focus on minimum proficiency tests — and that’s really what the state’s SOL assessments are. We are proud of the tradition of excellence in Goochland and we embrace the challenges of continuous improvement”. Geyer cited this district-wide focus on student growth as a key to the division’s success. “We have definitely prioritized individual student growth over tra-
ditional achievement measures,” he noted. “Every child’s learning is important, and there needs to be an urgency there. Our focus on individual growth ensures that urgency-and strong outcomes on traditional measures like SOL tests simply become a byproduct of doing what’s best for students. Our teachers have embraced this philosophy, and it’s their talents and commitment to our children that make our division’s success possible”. Despite the school division’s exceptionally strong overall results, team members remain committed to continuing to elevate expectations, as well as to targeting areas of relative weakness. “While we certainly have a lot to celebrate, we face the same challenges that most school divisions across the state and nation face when it comes to achievement gaps for our students with disabilities and our African American students,” Raley said. “We have made some great progress in these areas, but we have more work to do. We are committed to closing these gaps, while continuing to raise the bar for every student.”

County students earn high marks in history, reading All 5 Goochland schools remain fully accredited by way of performance on the 2016 Virginia SOL tests. GCPS is one of only 10 districts in Virginia to be fully accredited for 10 straight years. Over 90 percent of Goochland students in grades K-2 met or exceeded the PALS literacy benchmark, a 6 percent improvement over the Virginia state average. Goochland students outperformed the Virginia state average in SOL pass percentage in all content areas (English, Math, Social Studies, and Science) Goochland students in grades 3, 4, 5, 6, 7, 8, and 11 taking the SOL Reading test earned a pass rate that placed GCPS 11th among Virginia districts and 1st among nine nearby regional school districts including metro Richmond. In the same regional comparison, Goochland pass rates were the best in Social Studies and 2nd in Math. Students in Goochland earned the 6th highest History SOL pass rate in the Commonwealth. Goochland County has demonstrated SOL test results that place our student achievement levels within the top 4 of the highest funded districts in the State of Virginia; Goochland County Public Schools is the 42nd highest funded district in the State of Virginia according to the Virginia Department of Education, with a per pupil expenditure that is $145 less than the state per pupil average. Goochland High School students earned scores of 3, 4, or 5 on AP tests at a 17 percent higher rate on average compared to 2015 in 10 of 13 AP tests administered.

McPherson said Monday that he fully understands the reasons for the requirements, and the need to ensure that water and septic are up to code. He also insists the county officials he has worked with have been both helpful and encouraging. But after facing so many hurdles, he admits, he’s grown frustrated with the process. There is a chance, however, that McPherson’s luck could be about to change. During a Sept. 21, meeting of the county’s Economic Development
Authority, member Lisa Dearden raised the possibility of offering a loan to help cover the cost of the upgrades needed for McPherson to open his doors. Dearden, a small business owner with experience in the food service industry herself, said she could empathize with McPherson’s plight. Basically, she said, “it’s a small business that has been working really, really hard to open, and it’s been over a year now that they’ve been paying rent. And they keep hitting these stumbling blocks.” Dearden suggested that the group could consider the funding as an investment in the property itself, noting that upgrading the septic would
mean that other restaurant operations could locate there in the future. Though the other members appeared receptive to Dearden’s proposal, concerns were almost immediately raised about who would ultimately benefit from the investment. Pointing out that the building will not be able to accommodate an operation larger than 14 seats, County Economic Development Director Matt Ryan questioned whether McPherson would be able to grow the operation in the future. He also expressed doubts that the location would prove highly attractive to future restaurateurs. “I think I can see where it makes sense for this business,”
he said, “but not as a long-term investment.” EDA member Lucy Wysong was somewhat more frank in her assessment, questioning whether McPherson’s business plan was detailed enough to ensure that his operation would have a chance to succeed. “That’s why I would like to talk to them first,” Wysong said. “Maybe their answers will be very valid — maybe it really has been just a string of bad luck. But it seems like a lot of the problems they are having are things that should have been anticipated in their business plan.” The group ultimately agreed to invite McPherson to their next meeting so that they can further discuss the proposal.

Fiscal prudence something to be thankful for By Roslyn Ryan Editor
A
s dates go, Sept. 29 doesn’t really stand out on the calendar. Sure, history aficionados might recognize it as the day Italy declared war on the Ottoman Empire (1911), or the start date of a military coup in Haiti (1991). It also happens to be the birthday of Gene Autry (1907) and the day Dmitri Shostakovich’s Fourteenth Symphony had its official premiere (1969). All notable events, to be sure, but the date doesn’t exactly live in infamy. Of course, for those who closely follow the financial markets, Sept. 29
might just ring a bell (no pun intended). Because it was on this date, in 2008, that the Dow Jones Industrial Average fell 777.68 points, the largest single-day point loss in its history. The event served to underscore growing fears as the nation slid into an economic calamity the likes of which had not been seen since the Great Depression. Those of us who were young adults at the time watched as people with solid, established careers lost everything. While we may not have understood the role of subprime mortgages in the disaster, or what a credit default swap was, we were still witnesses to the unraveling of so many people’s American
Dream. Later, we would come to learn more about the financial collapse, and how it was ultimately fueled not only by greed and risky, cavalier financial dealings, but also by an unwillingness to consider the potentially catastrophic impact. We all know, of course, that the devastating effects of financial mismanagement can be found in many places outside of the banking world. There are plenty of cities and towns across the country that have served as cautionary tales over the years, localities that did not put the best interests of their citizens first. Fortunately, here in Goochland,
we have a board of supervisors that has demonstrated fiscal responsibility again and again. They have maintained a focus on transparency, and have repeatedly espoused the theory that sound financial planning and making prudent choices builds a foundation for success. Thankfully, as the county’s credit rating and balanced budgets attest, the people now trusted with keeping Goochland’s finances on an even keel have done exactly that. On a day linked so closely with those who played fast and loose with the funds entrusted to them, let us be thankful our current leaders have taken the opposite approach.

Hardly a week passes at this household without someone losing their phone. I’m not talking about physically misplacing the device, although that also has happened a fair amount of time. No, I’m talking about phone privileges, and the loss of them as disciplinary device. Many times, the infractions have no relationship with the phone, but the most severe punishments almost always involve what children today consider the death penalty. Few words carry such gravitas as “Let me have your phone,” and kids squirm more trying to avoid its capture than the bodily contortions we performed evading the swinging switch. And taking away the phone has a much different meaning than it did in past generations. Having been banned from phone use as a teenager for the simplest of offenses, I can assure you today’s phone use is not your grandmother’s version. In the past, monitoring phone use was a much more precise process, and parents thought nothing of picking up an extension and listening to a questionable conversation. Parents did not hesitate to limit usage on the home’s landline, and utilizing your phone privileges at prohibited times usually resulted in a loss of phone usage. Today, taking away the phone represents the most effective method of discipline for many parents, and the most severe form of punishment to the youths who depend on them as an important cog in their social circles. I tried to explain there is much more to life than giddy conference calls, but nothing I could say even came close to rectifying her dismay. “How will I stay in touch with the world?” she said as she walked away. I’m not sure on the connection question, but, two hours later, she was positioned on the living room floor with colored pencils and pens scattered. It
seems the loss of the connectivity had inspired her to draw some pretty amazing pictures. “Look what you found by losing your phone — your creativity,” I quickly said. “I have to find something to do since I don’t have a phone and none of my friends know where I am or how I am doing.” There’s a lesson to be learned here, but I’m not brave enough to elaborate on the consequences. Tomorrow, everyone is back to full service when it comes to personal devices … and life returns to the new normal.
continued from >6 group setting. That’s right. Most of the calls are of the conference variety and matters that once were discussed in the school hallways are not discussed in group phone calls. Honestly, I try not to listen, but my parental responsibility forces me to monitor the discussions and sometimes interject warnings regarding language or inappropriate content. What I hear is mostly reminiscent of conversations all of us had as youths, and middle school dilemmas seem to have changed little in decades. But, the phone has assumed a much larger role in today’s youthful society that it ever represented in the past, and the removal of usage is a serious offense -- at least in the minds of the recipients. So, whenever it becomes necessary to revoke those vital phone privileges, life changes around here and the unusual silence and long faces that accompany that phenomenon are not easy to ignore. For example, today we have one phone and one iPod on restricted use or lockdown, as the kids like to call it. The offender’s mood is noticeably more subdued, and the agony of a child without a personal device is written all over her face … but it doesn’t stop there. “Dad, I feel like I’m dead

BETTY JANE JARRELL Betty Jane Jarrell, 80, of Goochland, passed away Monday, Sept. 19. Betty was preceded in death by her husband, Linford Dean Jarrell. She was retired from Travelers Ins. A two-hour road trip to Charlotte Courthouse had seemingly no effect as Goochland’s undefeated Bulldogs arrived to take on the RandolphHenry Statesmen last week. And the Bulldogs wasted no time establishing their dominance against the undermanned Statesmen, taking
their opening possession and marching it down the field for a touchdown. But, an inability to consistently gain yardage in key situations still bothered coach Joe Fowler, and provided reason for concern. “We came out flat on offense and did foolish things,” the coach said. “Fortunately we were better than they were and were able to pull it out in the
second half.” Admittedly, the opponent didn’t push the visiting Bulldogs and according to Fowler, that might be part of the problem. “We have a tendency to play up or down to our competition. Sooner or later, that is going to bite us. We need to play consistently well from the beginning of the game.” Cordell Mattox scored the team’s
first two touchdowns on a pair of four-yard runs, and Marcus Burton made his return to the lineup a successful one with a two yard scoring run to make the score 21-0 at halftime. But, it was Goochland’s defense that did not allow the Statesmen in to Bulldog territory until late in the first half and limited them to three first downs in the first half of

Nash said that it will be just like a normal week of practice for Butts and Raines to prepare for the region tournament. “We’ll be practicing at a couple different courses this week,” he said. “We’ll work on some things I saw (from the conference meet).” While the Bulldogs fell short of advancing as a team, Nash said he was happy with how the team performed. Goochland returns all but one player, Riley Powers, to the roster next season.

NORMAN F. WASHBURN
Obituaries continued from >9 Andrea Tinsley (Maurice) and Troy Minor; her grandchildren and great-grandchildren; sisters, Jeanette Powell (Alvin) and Hester Chand; foster sister, Angela Payne; and a host of nieces, nephews, other relatives and friends. Her remains rested at the Robert Mealy Funeral Home, in Goochland. Funeral services were held on Saturday, Sept. 24, at Shady Grove Baptist Church. Rev. Reginald Cleveland officiating. Interment at the church cemetery.
Norman Frederick Washburn, 89, of Maidens, passed into eternal life on Sept. 22. He was born on July 19, 1927, to Harold L. Washbur n a n d Gladys W. Washburn Washbur n in Burlington, New York. He graduated from Morris High School in Morris, New York, in 1945. Norman joined the Merchant Marines and sailed for six years on tankers for Standard Oil Co. He also served in the Army for two years.

Norman was preceded in death by the love of his life for 41 years, Lynda Black Washburn; his parents; his two brothers, Douglass and Frank; and his two sisters, Onley and Mary. He is survived by his children, Michael (Rhonda) of Duffield, Va., John (Pat) of Kenbridge; Thomas (Janet) of Culpeper; Carol Frazeur (Dean) of Montpelier; and Margaret Allison (Richard) of Goochland; grandchildren, Larkin and Riley Allison, Thomas Wesley and Andrew Washburn; many nieces and nephews; and a large extended family. The family is thankful for the help of his caregivers over the past two years and his many
special friends who visited as well as the Bon Secours Hospice Program. Norman was proud to be a farmer, and he raised his family in Charles City County. In 1978, he left Charles City to manage Walnut Hill Farm in Rockville. He was a member of the American Legion in Charles City, the Ruritan Club in Rockville and Cartersville, and was a member of St. Matthews UMC. A funeral service was held on Monday, Sept. 26, at St. Matthews United Methodist Church, with visitation one hour prior to the service. In lieu of flowers, donations may be made to the Rockville Ruritan, P.O. Box 21, Rockville, Va. 23146.
