County’s web portal lauded for upgrades

GCPS to use grant funds for intercom upgrades

By Roslyn Ryan Editor

Just over a year after unveiling a new and improved county website, Goochland County has been singled out by the state of Virginia as having the most userfriendly website of any locality in the Commonwealth. The Governor’s Technology Award for Best Citizen Portal was presented to Goochland representatives on Sept. 7, at the Commonwealth of Virginia Innovative

School division awarded $99,999 through state program created after 2012 school massacre By Roslyn Ryan Editor

Goochland County elementary schools will soon be seeing — and hearing — upgrades to the facilities’ bell and intercom systems, thanks to an award from Virginia’s School Security Equipment Grants program. The program, established by the 2013 General Assembly in the aftermath of the 2012 mass shooting at Sandy Hook Elementary in Newtown, Connecticut, prioritizes schools most in need of modern security equipment, schools with relatively high numbers of offenses, and schools in divisions least able to afford security upgrades. Goochland will receive $99,999 for upgrades at Byrd Elementary, Goochland Elementary and Randolph Elementary. The largest grant a school division may receive under the program is $100,000. With almost 16,000 active voters in the county, Director of Elections Frances Ragland expects a heavy turnout for the Presidential Election on Nov. 8. “If lines are long and voting is slow, please be patient and kind,” she said. “Our Officers of Election will ensure that you receive your ballot and your vote is counted.” Polls will open at 6 am and close 13 hours later at 7 p.m. Any voter in line at 7 pm will still be allowed to cast a ballot. see Forum > 2

Forum continued from >1 “One of the most important contributions a citizen can make is to be informed about the candidates and the issues in advance,” said Ragland. To assist in that effort, a Voter Forum will be held at 7 p.m. next Tuesday, Oct. 11, in the Goochland Public Library. This forum is an opportunity for county voters to learn more about the issues on the ballot next month and any recent changes to voter registration laws. This is a non-partisan, informational gathering to ensure

that voters understand the ballot that they cast on Nov. 8. The last day to register to vote is Oct. 17. The last day to vote in-person Absentee is Saturday, Nov. 5 at the General Registrar’s Office. In the 2008 Presidential Election, Goochland voters had the highest participation in the state with 85.1 percent turnout. In 2012, Goochland was again the number one jurisdiction with 87.44 percent turnout. Absentee voting began on Sept. 23 this year and at the beginning of October almost 500 absentee ballots had already been requested.

Editor’s Note In a photograph that ran in our Sept. 22 edition as part of a photo spread on Field Days of the Past, a small portion of a Confederate Battle Flag could be seen in the background behind the subject. It has since been brought to our attention that some of our readers took offense to the inclusion of the photo, and felt that it offered a tacit endorsement of what the flag has historically represented. While the flag was not the subject of the photo, nor was it in any way related to the subject, we apologize to those who were offended by its inclusion. continued from >1 as director of technology for Goochland County Schools, this is the fourth year the school division has applied for the funding and the second year it has been awarded a grant. Last year Goochland schools received $29,000. Martin said the grant will be used to install a new Internetbased communications system in the elementary schools and the Goochland Tech building, which is located on River Road next to Goochland Elementary School. The systems in place now are decades old, Martin said, and don’t meet current standards in terms of connectivity and usability. The new system, which will be purchased from the Wisconsin-based software company Singlewire, will likely be installed while schools are closed for Christmas break,

Martin said. Across the state, School Security Equipment Grant funding will pay for video monitoring systems, metal detectors, electronic-access controls, visitor-identification systems, direct communications links between schools and law enforcement agencies, and other security upgrades in 434 schools and instructional facilities. In announcing the awards, Gov. Terry McAuliffe stressed the importance of maintaining safe environments for Virginia’s students. “School safety is a fundamental element of offering every Virginia student a world class education in an environment where they can learn, grow and thrive,” McAuliffe said. “These grants will give our administrators the resources they need to keep students and educators safe so they can focus on preparing for success in the new Virginia economy.”

The School Security Equipment Grants program was established by the 2013 General Assembly in the aftermath of the 2012 mass shooting at Sandy Hook Elementary in Newtown, Connecticut. The grant criteria prioritizes schools most in need of modern security equipment, schools with relatively high numbers of offenses, and schools in divisions least able to afford security upgrades. This fourth round of awards brings the total number of school security projects receiving state funding through the program to 1,782. “Parents rightfully expect that public schools will provide safe and orderly environments in which all students can focus on learning,” said Steven R. Staples, Virginia’s superintendent of public instruction. The enhancements and systems supported by these grants will help schools meet this basic expectation.”

questions section, check and credit card registers for all county purchases, and geographic information system (GIS) maps to help residents find, for example, the exact locations where biosolids are being applied in the county. Ultimately, the award presenters noted, the website offers county residents a level of transparency and efficiency that is critical to fostering citizen involvement in government. To Goochland’s Director of Information Systems Qiana Foote, the award is validation of the hard work put in by county staff, and also a reminder that a locality doesn’t have to be large to come up with innovative solutions for its residents. “We’re a small organization,” Foote said, “but we’re really doing some amazing things.”

Obituaries VERNA SHOOP Verna Evelyn (Middleton) Burke Shoop passed away at King’s Daughters Nursing Home in Staunton on Sept 25. She was born on Sept. 22, 1928, in Kalamazoo, Michigan. Verna lost her mother when she was 14 and left to find her way at an early age caring for her siblings. She met and married Darreld Russell Shoop at the end of World War II and began farming in upstate New York. Verna and Darreld had six children by 1958 when they decided to sell the farm and he entered the ministry. Verna’s heart was always in the farm and she found it difficult to manage the Shoop demands of being a minister’s wife. Verna enjoyed gardening and would plant fruit trees at each new home hoping to provide fruit for the next pastor’s family. Verna and family moved to Virginia in 1966. She completed the nursing program to be an LPN. She was a very caring and loving person and her career suited her perfectly. Verna retired in 1990.Verna and Darreld spent their remaining years together first at a home in Goochland and their last 4 years in Staunton. Verna spent the last 3 and a half years being wonderfully cared for by King’s Daughters Nursing Home. Verna was predeceased by her mother Dorothy Anderson Middleton and father Harold Stanley Middleton, and her husband Rev. Darreld Russell Shoop. She is survived by their eight children, thirty-five grandchildren, fifty-eight great-grandchildren and three great-great-grandchildren. Her children include: Cynthia Williams, Dorothy Hartwell, Russ Shoop II and wife Sharon, David Shoop, Paul Shoop and wife Vali, Philip Shoop and wife Sandy, Valerie Johnson and husband Larry, and Joseph Shoop and wife Debra. The family received friends on Wednesday, Sept. 28, in the Coffman Funeral Home and Crematory. A Service of interment was conducted on Thursday, Sept. 29, in the Oakwood United Methodist Church in Columbia. A Celebration of the Life of Verna M. Burke Shoop was conducted on Friday Sept. 30, in Calvary Baptist Church, Staunton by Pastor Mike Smith. Condolences may be expressed to the family online at www. coffmanfuneralhome.net.

Students who took part in Boys State and Girls State last June, recently attended a meeting on of American Legion Post 125 to share their impression of the experience with Legion Post members. Grant Peters and Luke Sykes from Benedictine Preparatory School (BPS), and Joshua Hobbs, Larry Minor Jr., and Jordan Jones from Goochland High School

(GHS) spoke about their time at Radford University, where they were able to meet the Governor. Askia Nealy, Chelsey Stout, Lauren Creasey, Sydney Hawk and Erin Wachter, all from GHS, then spoke of their week at Longwood University. Learning how to put government into action was important to them, they said, but not as motivating as the POW/MIA Ceremony or

the 22 Push up Challenge, which was designed to raise awareness that 22 veterans commit suicide every day. The week provided all of the students insight into the workings of government and gave them new appreciation for their home state of Virginia. Funding for these programs is provided by the American Legion family of Post 215 and a grant from Goochland’s Lion Club.

OPINION: Editorial, Letters to the Editor

www.goochlandgazette.com

Celebrating the role of nation’s newspapers By Roslyn Ryan Editor

“And what is Aleppo?” In a Presidential race that has continued to deliver a steady stream of bizarre sound bites and headscratching moments, this question asked by Libertarian Presidential candidate Gary Johnson during a talk show interview last month was perhaps among the most peculiar. The interviewer, who had asked Johnson to discuss his thoughts on Aleppo, as well as the Syrian civil war and the resulting humanitarian crisis, was stunned that Johnson appeared never to have heard of the place. But even as the entire world proceeded — unfairly, in my opinion — to pounce on Johnson, few

seemed to take the time to consider how they themselves knew anything about Aleppo. Taking off the table the possibility that most of us are experts on the political struggles and socioeconomic shifts of the modern day Middle East, or that we all receive daily classified briefings from the region, it is probably safe to assume that the vast majority of those who do know anything about Aleppo know it thanks to the work of journalists. And many of the talented, courageous journalists covering stories in cities like Aleppo, and Caracas, and so many other of the world’s most dangerous places, work for newspapers. Yes, newspapers. Because even though the number of ways we con-

sume our news has mushroomed in recent decades, the work of the people gathering, editing and packaging that news is still going on in very much the same way in newsrooms around the world. Sure, there are certainly very talented journalists working in television and radio. But every time I hear one of those reporters cite a newspaper story as a source — and it happens quite a bit— I am instantly reminded of the newspaper journalists working hard behind the scenes to make that information available. Newspapers connect us to the places we call home, allowing us to understand what is happening in our communities, how it impacts us, and where we are headed from here. Newspapers also help us to see the bigger picture: Two people sharing a

morning paper over a cup of coffee are saying — whether they consciously recognize it or not— that the world is larger than them. By virtue of the fact that you are reading this column now, right at this very minute, you are validating the work that journalists do and the value it has to the community. And we want to thank you for that. As we celebrate National Newspaper Week this week, let us be reminded of the role that newspapers have played in our lives over the years, and the role they continue to play. And, while we re at it, let s go ahead and forgive Mr. Johnson for his transgression. Clearly, he just needs to spend a little more time reading the newspaper.

Bulldogs are winners, in more ways than one By Jim Ridolphi Contributing Columnist

Goochland High School’s varsity football team is laden with a variety of multi-talented players, and it shows. The Bulldogs are in the midst of an undefeated season, and, each week, the team gains intensity and focus as they keep their eyes on a prize in the form of a state championship. While many of these players will undoubtedly capture post season indi-

vidual honors, not a single one will wear the #1 jersey when the Bulldogs take the field. It’s not that the number is not available for use, but the simple fact is that it’s already been taken for the past five years by a member of the team who has the most challenged set of physical abilities, my son Jack. Five years ago, Coach Joe Fowler became involved in a nationwide effort each year to raise money and awareness for Muscular Dystrophy

Letters to the Editor For women’s health, screenings can make a world of difference Dear Editor, October is Breast Cancer Awareness month, and what better time to celebrate the advances that have been made in early detection! Over the last 30 years, I have had six friends diagnosed with breast cancer. I am so blessed that five of them are still celebrating birthdays with us. The sixth succumbed to the disease because, unlike the other five, her cancer was not detected early. Having noticed a small lump in her breast, she went to her family doctor who thought that they should just watch it for a while. “A while” turned out to be too late for my friend Connie. That was 30 years ago. Fortunately, today our ability to catch early cancers while they are still curable has vastly improved. Access to screening for all women, regardless of income or insurance status, has also improved. Right here in Goochland County, uninsured women can obtain free mammograms through Goochland Free Clinic and Family Services’ partnership with Parades Breast Institute and HCA. Goochland residents whose income falls below 200 percent of the poverty level can register for medical care (as well as other services). The goal at GFCFS is that every woman over 40 has a breast health evaluation every year, which at minimum includes a clinical breast exam and a mammogram. Ultrasounds, biopsies, and even screening MRIs are provided at no cost to the patient through our partners’ screening programs. And, should surgical intervention or cancer treatment be required, we work with the Every Woman’s Life program and Access Now to provide those services as well. Last year, GFCFS provided 92 mammogram referrals. Fortunately, no cancer was see Letters > page 7

Each year, I attempt to express my thanks and appreciation for Joe’s efforts to help Jack, and he waves me off with each effort. I can’t get the words out before he expresses his appreciation for Jack and his efforts, and the meaning of the message he brings to his players. Letters continued from >6 detected. In commemoration of Breast Cancer Awareness Month, free breast cancer screening mammograms are being provided to all women, regardless of their ability to pay, at The Paredes Institute for Women’s Imaging from 4 p.m. to 7 p.m. on Tuesday, Oct. 12, and Oct. 26, by appointment only. on the field of play. He prides himself more on the type of men that use the program as a springboard to meaningful and successful lives. While the wins and losses are always important, Fowler requires a higher calling for his players. Jack made his annual visit to Goochland for Coach to Cure last weekend, and torrential downpours couldn’t dampen the experience of meeting with players he considers teammates. More importantly, my family always walks away from these events with much more than the peace of mind of knowing Jack and the Bulldogs are participating in a united effort to treat and cure MD.

No, it’s something equally as reassuring — a sense of knowing that we are not in this battle alone, and, somehow, all of those children who suffer with Duchenne are lifted by the efforts of kids who run, pass, and kick for children who cannot do any of those things. As for those efforts by this year’s staff of coaches, players, students, fans and the Goochland community, I am overwhelmed by their kindness and they are all number one in my mind. As the team continues its campaign with a firm focus and a strong-willed determination, one team member will be watching … and he’ll be wearing #1.

The Last of the Summer Wine

A

nother summer still tries to hold onto the light. On this day of the Autumnal Equinox, I am sitting by the fire pit, watching and feeling the exact, brief, mystic moment when night and day share equal time. I toast the moment and raise my glass to taste the last of the summer wine, a sweet Scuppernong with the aroma of fruits, nuts and berries preserving memories of the season just passed.

Midnight drives through the warm air on winding country roads, top down, classic rock screaming above the roar of the engine as Bob Segar reminds me that I am, after all, just running “Against the Wind”. The summer sun has gone down in the west and I glance to the east to capture the final flickering remnant of light as a ray reaches the very tip of the tallest lofty pine. It fades, yet the branches seem to be reaching, reaching, still unwilling to give up the light. Suddenly the soft gasp of a summer breeze lifts the upper most bough

ever so slightly and it catches the light one instant more and, there! The final, brief, sparkling contact and then . . . Gone! Nature yields yet again to the Old Wisdom of the Architect, eclipsing our human technology. I finish the wine, feeling grateful to remain a part of the eternal exchange. It was a very good summer. It is a very good life. It was a very good wine . . . The Last of the Summer Wine. — Goochland resident Ron Spessard is the author of the memoir “Homespun.”

For abused or abandoned parrots, area sanctuary a place dedicated to healing By Donna Cottingham James River Master Naturalist

If you are a 50-year-old parrot captured as a baby in the wild and shipped to America, bred for many years in the exotic pet trade, kept in a cage all your life and discarded when you get old, where do you end up? If you are lucky, you will live out your days with other members of your flock flying in huge aviaries, loved and well fed, at Project Perry, a parrot rescue sanctuary in Louisa County. Not all of the hundreds of birds at Project Perry share the same background. Many people don’t realize how long some parrots live, and that some birds outlive their owners. There are aged birds willed to the sanctuary, along with funding for their continued care. Other birds arrive when an owner moves away and can’t take them, but willingly pays for their ongoing care. However, there are also birds rescued from hoarders, breeding mills and animal cruelty cases. Some of those birds have special needs. One is blind. Some only have a few feathers. But ALL birds at Project Perry are treated with love, kindness and respect. Founded by Matt Smith nearly 10 years ago, Project Perry is located on 27 acres. The aviaries are large, roomy and incredibly clean. TV host Bob

Barker recently donated funding to build a large new aviary specifically for macaws. The birds are not available for adoption but anyone interested in birds should consider contacting a rescue facility instead of supporting the exotic pet industry. Keep in mind birds are very noisy, sometimes bite, and may live 40 to 50 years. Visitors are welcome by appointment until November, and donations to Project Perry are always welcome. Goochland’s Jasper Carter (27) trudges through the mud to score a second half touchdown. The rough field conditions did not slow down the Bulldogs on either side of the ball against Prince Edward.

Bulldogs record fourth shutout of season By Jim Ridolphi Contributing Writer

No one is talking about the last time the Goochland football team started a season with a 6-0 record. Nobody wants to jinx the streak, but several visitors to last week’s Homecoming game are well acquainted with that winning feeling. As part of the festivities, fans wel-

comed home the state championship team of 2006, a squad that wound up defeating Giles County for a title. That team amassed a 14-0 record on the way to a championship. Coach Joe Fowler remembers that team with a smile. “They were a very special group of kids back in 2006 and they have grown into a great group of men here in 2016,” he said. He recalls a hard fought title game

at James Madison University, but has especially fond memories of the semi final win over Essex that propelled the Bulldogs to the title game a week later. “The state title game was great, but the atmosphere for the state semifinals here at GHS the week before was amazing,” the coach said. “That was the first time we had ever made it that far and this place was electric. That

was one of the biggest crowds we have ever had here and it was a beautiful Saturday afternoon.” A decade later, this squad of Bulldogs is bringing back similar memories with an industrial strength defense that takes no prisoners and prices points allowed at a premium. Prince Edward was the latest shutout victim as the Bulldogs pleased a rain soaked Homecoming crowd, 41-0. It

was the Bulldogs fourth shutout win of the season. “We came out and battled the elements and the field was an absolute mess,” Fowler said after the game. “Our kids blocked out the things they couldn’t control and took care of the things they could and we are proud of the way they played,” the coach

Goff brings valuable leadership to the floor for the Bulldogs By Billy Fellin Sports Editor

Maddie Goff is an allaround good player for the Goochland Bulldogs volleyball team. She has 93 kills on the season thus far, so she can bring the heat at the net. Goff also can bring the ball off the floor, as she has 105 digs this year, including 16 in the Bulldogs 25-8, 25-19, 2521 sweep of Amelia on Sept. 28. Of those digs, only 16 have been errors resulting in a 74percent dig percentage. Her versatility, steadfast play and leadership on the floor are just a few reasons why Goochland is 10-2 this season. “I think we’ve been pretty successful this season,” she said. “We’ve been working hard at practice. We’re growing closer and communicating very well. But, we still have a lot of work to do to get to where we want

Bulldogs continued from >12 added. The Eagles challenged the Bulldogs early with its spread offense, but once adjustments were made, gaining yards on the ground proved almost impossible for the visiting Eagles. And when Calvin Martin scored his first of two TDs late in the first quarter when he escaped Eagle defenders and scrambled around end for a seven yard touchdown, it started an offensive barrage that quickly dashed the visi-

to be.” And, where is that place, exactly? Well, it’s somewhere that Goff got to experience last year. “I’d like to be just as successful as we were last year,” she said. “We have some obstacles to overcome, just like we did last year. We have some people in new positions this year.” After that state championship, Goff said that many of the players leftover from the state championship were chomping at the bit to get back on the floor for more high school volleyball. “After having such a successful season, a lot of us were like ‘I can’t wait until next season starts,’” she said. “Now that the season is about halfway through, the playoffs are getting closer and we just need to keep working harder.” One side effect of being a state champion is the higher expectations that come with it

the following season. Goff said that she’s certainly felt that. “(People) are like ‘oh you’ve gotta do it again and repeat,’” she said. “People are setting the bar really high. We just have to make sure to get there.” Having the bar set that high is not necessarily a bad thing, according to the Goochland junior. “It makes me work harder,” she said. “All the girls work harder too.” Last season, Goff said that she “filled the void” during the state final of communicating with her teammates and picking them up prior to the thrilling three set run the Bulldogs went on to win the crown. “I’ve stepped into that role this season,” she said. “Once I start talking, everyone starts talking. It’s a domino effect.” Goff said that while she is a catalyst for the communication on the floor, it is an area where improvement is needed for Goochland.

tors’ hopes. With the ground game shut down, the Eagles tested the Bulldogs secondary through the air, but had limited success. “Our defensive line did an incredible job getting after their quarterback,” Fowler said. “I don’t think their quarterback threw a pass where he wasn’t under intense pressure.” Jasper Carter added another score early in the second period with a three yard plunge to put the Bulldogs up 14-0 after a successful two-point conversion. Freshmen safety Devin McCray turned out the visitors

lights on the next possession as he intercepted a pass and returned it 63 yards to make the score 21-0 at halftime. “That really kind of broke their back when they were trying to hang with us,” Fowler said. “Devin picking off that pass and taking it to the house really turned the tide.” Martin gathered in a 32yard Tanner Bradshaw strike early in the third quarter and Bradshaw added another TD on a one yard run. Massie Neal capped the scoring with a six yard fourth quarter touchdown run. Buckingham visits this Friday. Game time is 7 p.m.

Goochland’s Maddie Goff (15) sends a shot over the net earlier in the season against Powhatan.

“We definitely need to communicate more,” she said. “Our biggest thing is when we struggle, we get in our own heads or we play to a level that’s below our own. So, we just need to keep doing what we’re doing and

stay with our game plan and not drop our play to a lower level.” Off the court, Goff said she focuses on volleyball and enjoys photography. She’s planning on going to college and is undecided on a major

and whether she is going to play volleyball at the next level. However, right now she is focused on her ultimate goal for the 2016 season. “I want to make it back to the state final,” she said.

Butts falls short of 2A tourney By Billy Fellin Sports Editor

Goochland golfer Peyton Butts fell just one stroke short of making the cut for the Group 2A state tournament on Oct. 3. Butts finished tied for 14th overall at the Region 2A East tournament with a 79. Banner Robson of Robert E. Lee and Gaines Swink of Madison County each were the final individual qualifiers for the Group 2A state tourna-

ment with 78s. Butts was only six strokes behind Henry Lutz of Prince Edward, who shot a 73 for the region title. “Peyton hit the ball well, but struggled on the putting surface,” Goochland head coach AJ Nash wrote in a text message. “The greens were bumpy and slow, which gave him trouble. Hopefully, he will make states next season.” Jackson Raines was the second Goochland golfer to qualify for the regional

tournamnet and he made the most out of the opportunity. Raines finished in 47th place with an 89. “Jackson played really well,” Nash wrote. “(I was) very happy with his score. He shot 96 to get in at the conference tournament and improved on that score. It was a great round by him.” Randolph-Henry won the Region 2A East title with a 306 and East Rockingham was second with a 313.
