With the county’s first land use revalidation effort now behind them, the staff of the Goochland County assessor’s office are celebrating a job well done. So well done, in fact, that assessor Mary Ann Davis confirmed this week that all but one of the nearly 2,000 Goochland land parcels that have been taking advantage of the land use program — an option that Davis allows residents to take advantage of tax deferments for certain specified land uses, including agriculture, horticulture and farming — had been revalidated. “We never did get that one person,” Davis said last week, though she added that the staff had gone above and beyond to help make sure all of the residents they talked to understood the process and filled out the required form correctly. s news of former county administrator Rebecca Dickson’s death spread throughout the community last Wednesday, those who knew her described a woman who had left an indelible impression during her time in Goochland. “I will always admire Becky’s positive attitude, her humble demeanor, her dedicated work ethic, and the grace with which she confronted life’s toughest challenges,
said District 5 supervisor Ken Peterson. “Her light will continue to shine in the hearts and minds of the many lives she touched.” Dickson, who retired from her role last April, had been battling cancer for several years. Goochland residents will have the opportunity to honor her memory at a memorial service scheduled for 2 p.m. on Sunday, Feb. 5, at Goochland High School. Center for Rural Culture acquires Fall Line Farms Contributed report
The Center for Rural Culture (CRC), a non-profit dedicated to preserving rural culture in the Central Virginia Piedmont, has acquired Fall Line Farms. The CRC and Fall Line Farms operate local online farmers’ markets for the region, with the common mission of connecting local farmers with customers in search of fresh, local food year-round. The CRC’s online farmers market, Local Roots Food Co-Op, founded in 2010, serves the counties of Goochland, Hanover, Louisa, Powhatan and Cumberland, and the town of Farmville. Fall Line Farms, founded in 2008, serves the city of Richmond and the counties of Chesterfield and Henrico. Fall Line Farms and Local Roots will retain their names and continue to function in tandem under the experienced management team of Becky Lillywhite and Mary Delicate. Customers will continue to have access to a growing number of local farms and producers. The online farmers’ markets currently support over 29 farms, representing 1,200 acres of farmland in production. Customers can pick up their weekly orders at 20 locations throughout Central Virginia. This was Becky’s dream – we are privileged to understand it and embrace it.” To current county administrator John Budesky, who came on board last summer, Dickson remains one of the most dynamic and talented leaders he has ever worked with. “Her legacy, to me, can be seen in how many people she touched in so many positive ways,” Budesky said. “Her attitude, her approach, her drive, her strength…she handled the job with such dignity and left her mark on everything from the core strength of the county’s finances to the team she built. It’s all a reflection of the talent she brought to this job.” Budesky said he was told several times during his first days on the job that he would have some big shoes to fill, but insists that he has never thought of himself as Dickson’s replacement. “There was only one and ever will be one Becky Dickson,” he said Wednesday evening. “She paved the way for a better Goochland—that’s for sure.”

Court upholds Virginia biosolids regulations Contributed report
A Virginia Circuit Court has upheld the regulations that control the application of biosolids on Virginia’s farms and determined they protect the environment and public health. The Dec. 7, 2016, decision by Presiding Judge Joi J. Taylor dismissed all challenges to the state’s biosolids regulations that were contained in a 2013 suit filed by The Potomac Riverkeeper Inc. and The Shenandoah Riverkeeper. Biosolids are the nutrient-
rich organic materials resulting from the additional treatment of sewage sludge in a resource recovery municipal treatment plant. During treatment, beneficial bacteria and other tiny organisms break the sludge down into simpler, harmless organic matter, which can then be safely recycled as a fertilizer and soil conditioner. Named as respondents in the suit were The Commonwealth of Virginia, the State Water Control Board, which had approved substantial amendments to the biosolids regula-
tions in 2008, and the Virginia Department of Environmental Quality (DEQ), which administers the biosolids program. Opposing the suit and joining the Commonwealth as intervenor-respondents were the Virginia Association of Municipal Wastewater Agencies (VAMWA), Virginia Biosolids Council (VBC), Virginia Farm Bureau Federation and the Virginia Agribusiness Council. VAMWA and VBC were represented by Chris Pomeroy of AquaLaw. The Farm Bureau and Agribusiness Council
were represented by Harry M. “Pete” Johnson of Hunton & Williams. In dismissing the suit, Judge Taylor cited Virginia’s decadeslong history of successfully regulating biosolids to ensure the environment protection and public health and safety. Also cited were the conclusions of the Expert Panel on Biosolids, which was created by the 2007 General Assembly to answer a series of questions relating to biosolids, health and the environment. The panel said that during its 18-month study it

Workshop to focus on transfer of farm businesses Contributed report

As they had during the 2016 Presidential election, Goochland residents voted solidly Republican in the Jan. 10, special election to fill the
22nd district senate seat vacated by Republican Tom Garrett, who was elected to Congress in November. Capturing just over 60.13 percent of the county’s vote (1,982 total votes) was Mark J. Peake, a Republican
attorney from Lynchburg. Democratic challenger Ryant L. Washington, a former Fluvanna County Sheriff, received 35.66 percent (1,175). The special election had been closely watched across the state, since a win by
Washington would have effectively given Democrats control of the state legislature’s upper chamber. Virginia’s 22nd District runs from Goochland to Amherst County, and includes an area of Lynchburg.

Obituaries BECKY T. DICKSON Becky T. Dickson, 56, of North Chesterfield, went to be with the Lord on Jan. 18, at her home with her husband, sister and family surrounding her. Becky is survived by her loving husband, Dennis S. Proffitt; father, Jerry G. Thomas and his wife, Adelaide; mother, Anne Acker; daughter, Sarah T. Dickson; sisters, Deborah Starns and her husband, Doug, Barbara Thomas, Kathy Thomas; nieces, Alex Wood and her husband, Trevor, Taylor, Leah and Abbie Dickson Starns; stepson, Dennis S. Proffitt Jr. and his wife, Misty; stepdaughter, Rhonda Sue Eckel and her husband, Mike; grandchildren, Conner Youngblood, Kilby, Kiley and Gage Proffitt, Morgan and Ethan Stoddard; nephew, Wade Minges and his wife, Donna and their boys; niece, Suzie Neuenschwander and family; and nephew, Brian Thomas. Land Use continued from >1 began last year, was instituted to help keep the county’s records up to date, Davis said, and to make sure that all landowners taking advantage of the program were still eligible. Before they undertook revalidation efforts, the land use program was basically “on autopilot,� Davis said. According to the new pro-
gram guidelines, those landowners who did not submit the revalidation application by the December deadline would have faced removal from the program. They would have had the option to reapply this year, but would be required to pay taxes based on the fair market value of the property until they were re-enrolled. Davis and her staff worked diligently for several months to make sure no one fell through the cracks, sending out letters, attend-
ing Town Hall meetings, and publishing notices in the paper. They tracked residents down any way they could, in one case even locating a property owner who was living in Bermuda. Despite a language barrier, Davis said, they were able to get him the revalidation form and begin the process. “We kept calling and talking to him,� she said, and finally got his property revalidated. Said Davis, with a chuckle, “Persistence pays off.�

No doubt about it, Dickson was one in a million By Roslyn Ryan Editor
Like so many people in and around Goochland County, I was deeply saddened last Wednesday to learn of the passing of former Goochland County Administrator Becky Dickson. And, like so many others, I have spent much time over the past few days remembering what an incredible leader she was, and what a huge impact she had on this community. Just about anyone I have ever spoken to who worked with Becky Dickson had similar things to say about her: They would point to her
tireless work ethic, her ability to both digest and explain tremendous amounts of complicated material, and her knack for bringing out the best in those who worked for her. Having interviewed her several times, I can attest to the fact that she never seemed entirely comfortable taking much — or any — of the credit for the advances the county made while she served as county administrator, instead preferring to shift the focus to the Goochland County Board of Supervisors or to her staff. But it was always clear that her steady, capable leadership played a critical role in just about every success story during her tenure.
As those who knew her will attest, Becky was the kind of person who made others feel valued and listened to, the kind of leader people were proud to get behind. She was someone who could get people to say “yes” simply because they had confidence in her abilities and trusted that she would always do what was right for the people she served. If she will be remembered for any one thing in particular, Becky Dickson will remain among the most inspiring examples of strength and perseverance many of us will likely ever see. Rather than hide the fact that she was battling cancer, she talked frankly about it and pushed
on. When she finally decided that it was time for her to step away from her role as county administrator, she did so with a grace that should have surprised no one who knew her. Just before she retired, Dickson said her goal had always been to leave Goochland better than she found it. No one could deny that she did just that. As we remember Becky Dickson this week, let us all take a moment to consider how fortunate Goochland was to have had such a leader, and be thankful for the sterling example she set for so many. She was certainly one in a million, and she will never be forgotten.

Turn out the lights the party’s over. The fat lady has sung! You pick the cliché, but most would accurately describe the feelings of millions as they heard the news that Ringling Brothers will be making its last tour this winter and closing up shop forever. After 146 years of capturing imaginations of the young at heart, owners of the famed circus announced the curtain will fall for the last time in May with a closing
show in Uniondale, New York. Fortunately, Richmond is on the final schedule and the circus will come to town one final time for local devotees in March. Officials are urging folks to get their tickets early for the farewell performances. Apparently, the circus doesn’t hold the same appeal for current generations as it does for those who remember the good old days when the “Greatest Show on Earth” represented excitement and a chance to experience exotic people and places. ies, and the city celebrated its arrival with a huge parade, complete with elephants and juggling acrobats taking to the streets of Richmond. One of the first movies I saw was “Trapeze,” a circus thriller starring Burt Lancaster, Tony Curtis and Gina Lollobrigida. I suspect it was the last mentioned name that was the real attraction for my father, but the entire family was thrilled with the high-flying action. And, a number of other films followed, all capturing the high energy and intrigue of circus life. I got my first real experience of
that life up-close when I interviewed a member of the traveling show for a story in the 1980s. I trekked down to the long train parked near Riverside Drive that housed some of the crew and many of the animals. Looking back, I suppose the circus had already begun its period of decline, but you wouldn’t have known it judging by the collection of characters I met on that brief visit. Letter to the Editor A very special thank you to our Christmas Mother volunteers Dear Editor, Volunteer – it has many meanings, definitions and faces. Each year, I am amazed to see the hundreds of volunteers who come together at such a busy time of the year, to give back to the community in which we live and work by supporting the Goochland Christmas Mother. These volunteers freely choose to give up their own time to support a program which benefits others. It is an honor to be involved with this dedicated volunteer group. Some interesting facts: All board members are volunteers and work year round. The program is funded solely by private donation. Dollars raised in 2016 - $60,000! Amazing! The Christmas Mother herself dedicates countless hours of personal time to spread the word about the program and extend our reach into the county. On application days, 54 volunteers came and sat with applicants to gather information about qualification. On shopping day, 106 volunteers came and assisted in shopping for our recipients. About 5,000 items were purchased. A local businessman volunteered to donate a large truck to transport these items to our distribution site. On wrapping day, 80 volunteers dedicated their entire day to sort and transform these 5,000 items into beautiful Christmas packages. On distribution day, 55 volunteers, including Goochland County deputies and their families, assisted in delivering much needed food, clothing, toys and books to our recipients. Local families, businesses and churches volunteered to adopt 82 see Letter> page 7

College News Goochland resident Kaytlyn Blair Jones has been named to the president’s list at James Madison University for the fall 2016 semester. Jones is scheduled to graduate in 2017 and is majoring in interdisciplinary liberal studies.
Circus continued from >6 fulfilled a dream many of us thought of as a child: to grow up and join the circus and travel around the world. I even spoke briefly to a small man whose job lacked dignity in the eyes of many. He was responsible for walking behind the elephants and cleaning up the resulting debris. The train was a lively hub of activity, full of camaraderie and social interaction, and I left thinking these people were a band of brothers who truly enjoyed their jobs. Upon reflection, I consider myself lucky that I got to see the operation before it changed into a mass market appeal, public relations minded marketing event and somehow lost the flavor of the old sawdust and

A local church donated 500 new books which were individually wrapped by volunteers so our youngsters would grow to love reading. Local restaurants donated refreshments on various occasions to keep the volunteers full of energy. A talented volunteer carefully handcrafted 25 beautifully knitted afghans in hopes of keeping applicants warm during the year. The local high school ROTC program volunteered to assist with the assembling of over 500 boxes to aid in the packing of food and gift items. A local bicycle association

For many generations, the circus has been a staple of Americana that I suppose we took for granted, and we never envisioned the words “Ladies and Gentlemen and kids of all ages” would fade into obscurity. Experts say the circus didn’t change with the times and short attention spans and rising admission prices finally sunk the giant operation that employed more than 500 people. Circus officials say high operating costs and sinking attendance dealt the final blow. In an effort to appease social concerns and ease expenses, the circus removed elephants from the show last year. It was too late to help. Like many, I didn’t dismay when the operation moved
from the big top to modern coliseums and brick and mortar venues. I also didn’t lament when the elephants were 86ed. But, there’s something inherently sad about Ringling Brothers shutting down the Greatest Show on Earth that tugs on the heartstrings of anyone who experienced the magic of the big top and the feeling it evoked in, well, children of all ages. When the news was announced earlier this month, I couldn’t help but think of that happy little man with the shovel. And, somewhere, that iconic tear that appears just below the eye of one of the most famous clowns who appeared on posters all over the globe seems real. The circus comes to town one last time March 23. Get your tickets early.

Gonzalez scores 18 to lead Bulldogs past Statesmen By Billy Fellin Sports Editor
The Goochland girls basketball team had a tough stretch of games, losing eight in a row in the middle part of the season. A win against Bluestone stopped that slide before the Bulldogs found themselves on a two-game skid
after close losses to Amelia and Cumberland. But, on Jan. 17, the Bulldogs were able to put it all together for a 43-27 win over Randolph-Henry. “I feel great (about the win),” head coach James Harris said. “It could have been better. We had a lot of turnovers. But, a win is a win.” Some of those turnovers early in the game allowed Randolph-Henry
to briefly take the lead, but Lanaysia Gonzalez hit a layup, followed by back-to-back buckets from Blake Thomas to give the Bulldogs a 106 lead and the Statesmen wouldn’t threaten the lead for the rest of the game. Goochland was able to put together run after run and its defense was stout in keeping Randolph-Henry off the scoreboard.
In the second quarter alone, Randolph-Henry scored just two points, while Gonzalez scored four by herself. She led the Bulldogs with 18 points on the night, while Taylor had 12 points. In the third quarter, Goochland put together a 6-0 run followed by a 9-0 run that really gapped RandolphHenry.
Goochland went to the free throw line often in the fourth quarter, but missed chances to put some more points on the board and complete three-point plays. Despite the troubles at the foul line, the defense continued to play lights out against the Statesmen and see Bulldogs> 9

Benedictine wrestling rounding into form after CCC By Billy Fellin Sports Editor
The Commonwealth Catholic Classic wrestling tournament put on by Benedictine is an annual showcase of some of the best in private school wrestling. It is in its eighth year and this installment was no different in bringing together these schools to put the talent on display in a mini-preview of the Virginia Independent Schools Athletic Association state tournament that will happen in February. And, the host Cadets had a strong day to put the rest of the competition on notice for the post season. Benedictine won 10 of the 14 championship matches to roll to the championship 305.5-185 over second place Bishop Ireton. “We’re starting to come together,” coach Ryan Hall said. “We’re getting into late January and you’re hoping to find some chemistry and for guys to be hitting their stride. For the most part, I think we are, but there are some small things that we need to fine tune and clean up. The boys are wrestling well. We’ve got to keep improving and stay healthy.” Benedictine’s Gabe Slate started off the championship train with a 1:44 pin of Jackson Aheam of Bishop Ireton in the

Isaiah Jones rounded out the Cadet champions with a pin of Ethan Wright in 1:21 to win the 220 class. Henry Brielmaier finished second in the 113 class to Cade Adamski of Bishop Sullivan. never wrestled before,” he said. “He was getting beat up early, but he’s coming into his own and getting much better. In order for us to defend our state title and beat St. Christopher’s,
we’re going to have to be rolling on all cylinders and everyone has to perform. I’m really proud of his third place finish.” Hall said that bringing these Catholic schools together is an
“awesome” thing for the wrestling community. “It’s huge for our identity as a Catholic school and all those other schools for a true state Catholic tournament,” he said.

Biosolids continued from >3 health educators, university researchers, sanitation professionals, environmental and public health officials, and private citizens. “The expert panel concluded that land application is a viable reuse of biosolids,” said Judge Taylor, “that has been shown to be protective of the environment when applicable law and regulations are followed.”
The court found that Virginia’s biosolids regulations, as amended by the State Water Control Board in 2008, “fulfill the statutory requirements of Virginia Code … and that the record reflects substantial evidence supporting the Board’s decision…” Further, said the court, “The DEQ found the Regulations are designed to manage the land applications of biosolids in a manner that prevents runoff into surface waters and groundwater; that biosolids do
not contribute to local nitrogen and phosphorus allocation any more than other well-managed agricultural operations; that organic matter in the biosolids helps to build and stabilize the soil, thereby reducing erosion and runoff in the long term, that established buffer, setback, and slope restrictions were protective of state waters and karst topography; and that land application could occur under established conditions without negative environmental impact.”

MSWCD offering four scholarships Contributed report
Monacan Soil and Water Conservation District is promoting four scholarship opportunities for those of you who answered yes to the above questions. Four $1,000 scholarships are awarded statewide each year through the Virginia Association of Soil and Water Conservation District’s (VASWCD) Educational Foundation. The purpose of these scholarships is to give financial support to students
majoring in or showing a strong desire to major in a course curriculum related to natural resource conservation and/or environmental studies. Individual applicants must be full-time students enrolled in or who have applied to a college freshman level curriculum. Applicants must also document a class ranking in the top 20 percent of his or her graduating class or a minimum 3.0 GPA. Monacan District’s education committee can select
