BOS hears options for Broad and Fairground intersection Better signage will help, VDOT says, traffic circle could also be an option By Roslyn Ryan Editor

For many Goochland drivers, particularly commuters who routinely use the Oilville Exit onto Interstate 64, the intersection of Fairground Road and Broad Street Road has long been a concern. Now, thanks to a safety study recently completed by VDOT and presented to county supervisors during their Feb. 7 meeting, several options for addressing the problem are on the table. According to Alvarez VDOT representative Lindsay LeGrand, 22 crashes were reported at the intersection of Fairground and Broad between Nov. 1, 2011 and Oct. 31, 2016. A 19-year-old Mechanicsville woman was killed in a two-vehicle crash there last June. see Road study > 4

A bitter pill to swallow For independent local pharmacies, looming threat from chains remains a big concern

s is the case in so many other walks of life, the business world is full of David and Goliath stories. For every small, independent retailer working long hours behind the counter of a bakery, a bar, or a bike shop, there is much larger chain store looming nearby, selling the same items and often for less. For independent pharmacies, including the two located near Goochland’s Courthouse area, the battle can be particularly challenging. Changes in the industry, particularly the role insurance companies now play, have meant those retailers with less buying power often find themselves struggling to keep their doors open. Dawson’s Pharmacy owner Wayne Dawson likes to say he was born into the world of independent pharmacies. He helped out in his stepfather’s pharmacy in Buckingham as a boy before heading off to college, then pharmacy school, and has had a front row seat to witness the many changes in the industry over the last 40 years. The Goochland resident worked for

We’re interested in their health, and that they take see Pharmacy > 4

their medications properly.” Unlike a larger chain pharmacy, Dawson’s name is on the front of his store — and so is his home phone number. He regularly talks to customers who are visiting Goochland from out of town, many of whom are surprised to find a store specializing only in prescription and over-the-counter medications. “They kind of look around and say ‘Wow, you’ve got a real

NEWS: What’s Going on in Goochland County drug store — I can’t remember the last time I was in a real drug store,’” Dawson said. While Dawson doesn’t have anything unkind to say about the large national chain pharmacies — the ones that sell everything from greeting cards to snacks to laundry soap — he views the service he is able to offer his customers as second to none. He’s also not particularly keen on the idea of bringing any of those chain stores to Goochland. Several years ago, he fought and won a battle to prevent a Walgreens from locating just a few hundred yards from his store. Now he may be looking at another challenge: last October, the Board of Supervisors voted to approve the sale of the land once used for the county’s school bus garage to a developer with plans for a retail pharmacy, rumored to be a CVS. It is, once again, just a stone’s throw away from his front door. To Dawson, the joy of running a small business in Goochland is still something he’s willing to fight for. “I’ll see what happens — I’m not afraid to go up against them,” he said. “They can’t beat us on service, and they can’t beat us on caring. So we’ll fight them tooth and nail.”

* * * According to Johnny Moore, the current president of the Virginia Pharmacy Association, the cost of doing business these days is what is spelling the end for so many small pharmacies across the United States. Moore, who worked as a pharmacist for 44 years before retiring last year, started working at a small independent pharmacy in Winchester when he was 16. Like Dawson, he has had to grapple with the slow but steady rise in the leverage insurance companies and pharmacy benefit managers (PBMs) such as Express Scripts have. When drug companies raise prices and the insurance companies don’t increase reimbursements, pharmacies are often caught in the middle, Moore said. Moore explained that, for the most part, the independent pharmacies that are still doing well are those that have branched out and added gift shops or other amenities. Selling home medical equipment and providing oxygen tank service is also beneficial, he said, since Medicare pays well for those services. It isn’t all bad news. Moore insisted that the pharmacy industry itself is still thriving, and there is plenty of good work to be done. But he also admitted he wouldn’t go the independent route himself today. Essentially, he said, “the

outlined three possible fixes to help improve safety. The first option, which would also be the most costly, would be to install a traffic circle at the intersection. It is an option that was also proposed for the intersection of Cardwell and Broad Street Roads, but one that would likely be difficult to secure funding for given its $1.8 million project cost. A second, more cost effective option, would be to install a flashing beacon at the intersection to catch drivers’ attention,

PBMs are running the market right now, and it’s very difficult to make money anymore. The consumers are OK, but the pharmacies are not.” * * * Just across Sandy Hook Road from Dawson’s Pharmacy, Peyton “Pete” Taylor has been operating Goochland Pharmacy for nearly four decades. He graduated from pharmacy school in 1979, and is now happily dispensing medication for many of his original customers’ grandchildren. Taylor doesn’t mince words when he talks about the possibility that a large chain will locate a store nearby, or what it will likely do to his own business. But, like Dawson, he’s not prepared to simply throw up his hands. “Sooner of later they are going to be up here,” Taylor said of the competition, though he added that it is largly a misconception that the chain retailers offer better drug prices. He also knows they can’t come close to matching the level of service he provides, or the genuine care he has for all of his customers. A while back, during a conversation with a county supervisor, he said just that. “I told him ‘You can do what you want to,’” Taylor said about allowing chain pharmacies to build in Goochland. “But you’re going to miss us when we’re gone.”

but McNabb noted that the benefit gained would not likely offset the $372,000 cost. After McNabb concluded his presentation, Supervisor Manuel Alvarez asked how reducing the posted speed limit — currently 55 mph —would help reduce the number of crashes. “Wouldn’t it make sense to reduce the speed limit now between Cardwell Road and Fairground Road?”Alvarez asked, noting that the speed would have to be reduced if a

McNabb replied that he understood what Alvarez was getting at, but that he didn’t think that the current speed limit on the road and the number of accidents were related. While it was “possible” that lowering the speed limit could have an impact on the problem, “there are other problems we get into when we try and lower the speed limit,” McNabb said. “In some ways it can cause more accidents. There has to be a balance there.”

OPINION: Editorial, Letters to the Editor

Deciding who can (and can’t) call county home By Roslyn Ryan Editor

Across our land, the great debate about who gets to come in and who must stay out rages on, proving again and again that many of us who would like to describe ourselves as “inclusive” do indeed have limits on just how far we’re willing to go in welcoming newcomers. Dear reader, I’m not talking here about refugees. I’m talking about Goochland. As the county continues to hear from developers seeking to cre-

ate communities with multifamily housing options, some continue to insist that such ventures have no place here. They voice concerns about the aesthetic impact of these projects on particular view sheds, or how many news students they will add to our schools. They want to know if already difficult traffic situations will be made worse. And all of this makes sense. What’s troubling, however, is the occasional glimpse of a negative attitude towards apartment dwellers themselves. Apparently, to some,

not having the means or the desire to purchase a home is indicative of some kind of moral failing, a mark that signifies a person isn’t quite up to the standards we require of those moving here. Certainly, there are reasons to examine any development project critically, and to do our due diligence to ensure that the best interests of all residents are kept at the forefront. The impact on schools, roads and emergency services must be carefully considered. But to suggest that a person’s economic status should confine them to

living in a certain area — or define who they are as people — seems patently unfair. Goochland is a magical place, and its rural character is certainly something to champion. But it is not a giant closed development in which current residents may be totally protected from those who are not as privileged as they are. It is not a private island exempt from change and closed to newcomers who would also like to make their home here. Good zoning practice is one thing. Total isolationism is quite another.

Moore’s Lake set for new life, but not the way it was By Jim Ridolphi Contributing Columnist

You wouldn’t know it by its current condition, but Moore’s Cottages and Lake on Jefferson Davis Highway was once a luxurious retreat that attracted travelers from all over the region. Hard to believe? Maybe so, but years before there was Interstate 95, Jeff Davis was a portion of one of the busiest north-south routes in the United States, U.S. Highway 1, running from Maine to the Florida Keys. At any given time of the day, the road was packed with travelers heading for vacations, business and

family visits. In those days, road trips were an adventure, and places like Moore’s Lake offered a welldeserved respite from the rigors of the highway. Throughout the years, more than 30 cottages dotted the woods that led to a large swimming lake located at the rear of the property. Eventually, a restaurant and gas station were added, and Moore’s Lake became a local gathering spot as well as trusted rendezvous for travelers. I remember the days before the interstate, and Jefferson Davis Highway was quite a spectacle, dotted with numerous guest homes, cottages and motels. Already in what

would become a steady decline, the area around Moore’s featured a collection of junk dealers, china shops, country stores and family-run businesses. Upon pulling into Moore’s Cottages and Lake, the weary and overheated traveler left the precarious world of Route 1, or “the pike” as locals knew it, and, at the entrance, visitors were transported to an era few of us knew would soon be just a memory. A day at Moore’s Lake was the ultimate summer experience, close enough to home to provide convenience, but far away enough to provide a real escape from the normal. As a child, the towering slides

looked stories high, one of them sporting a large bump in the middle that added even more thrills to the short ride. And climbing up that long ladder to wait your turn on the slide was more terrifying than the ride down, gripping old metal rails tightly with water dripping from other bathing suits on your head. It was all worth it for the momentary thrill of a fast ride down where your bottom only seldom touched the worn metal slide. When American travel preferences changed following the completion of I-95, Moore’s suffered along with most of the Jeff Davis see Moore’s Lake > 7

Letter to the Editor Those who oppose wall should further examine problem of illegal immigration Dear Editor, Some opine that Trump’s famous “wall” on the Mexican border is impractical for various frivolous reasons. They obviously don’t understand the illegal immigration problem along our Mexican border. I have spent a lot of time all along our Southern border from Texas to California with my Honda dirt bike and SUV. I have encountered illegals, border police, and lots of wild animals. It’s been fun. Some of our Mexican border has very high fences where illegal crossings are most likely but much of the border has no barrier to crossing other than harsh terrain such as mountains and deserts. Depending on the time of year, there are places along our Mexican border where the Rio Grande is ankle deep, 6 feet wide, with no fence, and the nearest border control agent is probably 40 miles away. There are other areas where border police are thick as hair on a frog’s back. And there are many miles along our Mexican border where access to the Rio Grande is easy, safe, and legal for swimming, boating and other recreation. It would certainly not be practical to build a physical “wall” along all of our Mexican border. President Trump will soon learn this and will compromise. The “wall” on the Mexican border will no doubt consist more of new policies and better law enforcement than structures. Illegal immigration can be stopped in a heartbeat if the U.S. has the desire to stop it, which I think President Trump does. The easiest and cheapest way see Letters > page 7

Monacan Soil and Water offering funds to college-bound students Contributed report

Are you a high school senior or college freshman interested in a college degree in natural resource conservation and/or environmental protection? Are you seeking financial support for this degree? Monacan Soil and Water Conservation District is promoting for scholarship opportunities for those of you who answered yes to the above questions. Four $1,000 scholarships are awarded statewide each year through the Virginia Association of Soil and Water Conservation District’s (VASWCD) Educational Foundation.

Letter continued from >6 to stop illegal immigration is get the U.S. Courts, lawyers, and the State Department out of the illegal border crossing issue. Then let I.C.E. and border police do their jobs, since they are perfectly capable of stopping illegal immigration. I think there is a growing consensus that we just need to

Moore’s Lake continued from >6 community, and, one by one, the old motels, drive-ins and attractions disappeared. Moore’s hung on due to the opening of Sylvesters in the old restaurant portion of the travel park, and bands across from the area played to full house crowds for years. It was a far cry from the big band sounds that flowed from the lake pavilion on summer

The purpose of these scholarships is to give financial support to students majoring in or showing a strong desire to major in a course curriculum related to natural resource conservation and/or environmental studies. Individual applicants must be full-time students enrolled in or who have applied to a college freshman level curriculum. Applicants must also document a class ranking in the top 20 percent of his or her graduating class or a minimum 3.0 GPA. Call the District office for additional details. Monacan District’s education committee can select one application to forward to the

VASWCD for consideration of one of these scholarships. Applicants must be a resident of Goochland or Powhatan county to be eligible for Monacan consideration. Completed applications must be returned to the Monacan office by 4:30 p.m. on March 15, 2017. Applications may be obtained by calling the Monacan SWCD office at (804) 5564936. Email inquiries may be directed to betty.mccracken@vaswcd.org. Completed applications can be mailed to the Monacan SWCD office at PO Box 66, Goochland 23063 or delivered to the office at 3064 River Road West, Suite F, Goochland.

rigorously enforce existing U.S. immigration law to stop illegal border crossings. We should build tent cities in the middle of the southwest deserts and send every illegal border crosser to a “tent city for at least a year before they are promptly deported at the end of a year’s detention. Only an administrative hearing similar to a “Summary Court Martial as described in the Uniform Code of Military Justice should

be required for a detention and subsequent deportation. This modification to existing law or policy should be made. When word gets around about our “no more Mr. Nice Guy policy regarding illegal immigration, illegal border crossings will stop very quickly and without construction of a physical wall.

nights beside the sandy beaches surrounding the moonlit water during Moore’s heyday. But, for the most dedicated of fans, it was still a chance to visit a familiar favorite. The lake deteriorated with each passing year, and was long closed but still used as a local swimming hole for years after. Finally, the valuable land was sold and cottages that had long ago become inhabitable were demolished, making way for a new life for an old land-

mark. After a 10-year delay, Chesterfield County has approved plans for The Shoppes at Moore’s Lake, a commercial/residential development that will feature more than 300 apartments. The project should breathe new life into the tract but I’m not sure the memories made on the new property can compare with those made during the lazy days of leisure spent at the old Moore’s Lake.

Retreat offers owners of forest land chance to learn, connect Program to include tour of state forest, talks on land management Contributed report

Central Virginia landowners can learn more about actively managing their forestlands during the 8th annual Forest Landowners’ Retreat, to be held March 17-19 at Holiday Lake 4H Educational Center near Appomattox. Topics will include forest management planning, timber sales, wildlife management, invasive plant control, basic tree identification and measurement skills and more. A tour of the Appomattox-Buckingham State Forest will showcase pine and hardwood management, wildlife practices and water quality protection.

Sponsoring partners for the retreat include the Virginia Department of Forestry, Virginia Cooperative Extension and the Virginia Forest Landowner Education Program. “This program provides an excellent introduction to forest management issues, especially for those new to land ownership,” said Ellen Powell of the Virginia Department of Forestry. According to Jennifer Gagnon of Virginia Tech’s Forest Landowner Education Program, the retreat offers “a combination of classroom and field sessions, taught by experts, to get participants fully engaged in learning. The weekend retreat format also enables people to share their experiences with other landowners.” The program starts early Saturday morning, so Friday night lodging is available and encouraged. Three registration options are available, includ-

Boy Scout Troop 710 hosting annual dinner and auction Contributed report

For the last 20 years, Goochland Boy Scout Troop 710 has held an annual Spaghetti Dinner Auction Fundraiser, the largest of the troop’s three annual fundraisers. The event has proven to be a successful tool to help

fund troop trips, events and offset administration fees for the local scouts. This particular event has grown dramatically and requires a lot of involvement. It takes the entire troop, the leaders and scout parents/guardians to make it a success each year.

Troop 710 has produced many Eagle Scouts along the way and the troop is thriving. For the last five years, the Live Auction has been called by one of Troop 710’s own Eagle Scouts, Dustin Smith. Smith is a professional auctioneer and is giving back to the troop by calling the auction again this

year. Once again this year, the scouts will serve up some of the best spaghetti in Goochland, using a secret sauce recipe. Doors open at 5 p.m. on Feb. 25 with silent auctions. Dinner is served by the scouts and then the live auction begins at 6:45 p.m.

Goochland’s Brian Herrera, seen here earlier in the season, made history for the Goochland Bulldogs in being the first Goochland wrestler to have qualified for the Group 2A state wrestling tournament. The Bulldogs wrestling program is only two years old.

Herrera makes history for Goochland wrestling By Billy Fellin Sports Writer

Goochland’s wrestling team is only two years old. But, one wrestler has already made school history for the team. Brian Herrera became the first Goochland wrestler to qualify for the Group 2A state

wrestling tournament. Wrestling in the 182-pound weight class, Herrera finished second to David Jones of King William, who pinned him in 28 seconds in the final. In his first match, Herrera pinned Jacob Clatterbuck of Madison County in 5:23. “It was a pretty tough match,” Herrera said. “He was

a tough opponent.” Herrera advanced to the final after taking down Cole Cummins of Maggie Walker Governor’s School by a 15-6 major decision. The Goochland wrestler has only be wrestling as long as the program has existed at the school and said that expectations were high for him this

year. “A lot of people were expecting me to do great things,” he said. “Last year, I placed fifth at regionals. I worked harder this year. I did everything I could that was in my hands to try to do my best at regionals and that’s what I was aiming for.” Herrera got a late start on the wrestling season this year

as he was on the Goochland football team, which made its deep playoff run to the doorstep of the state championship game. With it only being his second season, Herrera said he never pictured he’d be having this kind of success this quickly. “I didn’t think I’d make it

this far,” he said. “But, I had the coaches believing in me…a lot of people believed in me and that gave me a lot of confidence. That drove me and pushed me to do well. It made me push harder in workouts and practice. It’s all about working harder than anyone else in the see Wrestle> 13

Bulldogs suffer heartbreaking loss in Conference 34 opening By Jim Ridolphi Contributing Writer

The clock ran out on Goochland’s basketball season last week as a three point shot that would have tied the game rolled harmlessly off the rim with no time remaining. It was the final gasp of a final offensive mission that found Goochland desperately searching for the leveling bucket, and Brunswick trying equally as hard to deny that chance. There was no doubt that Goochland had its chances in the 5754 loss, and it was the kind of game that can give a coach gray hair. Just ask Brunswick’s Charrekko Walker. “It was the longest thirty seconds of the season. When that last shot got to the rim, I turned around and said overtime Walker said. It ended a conference quarterfinal that featured fast and furious as the teams traded leads and played in offensive spurts. “It was a game of runs,” Walker said. “We came out here and thought they were going to blow us out.” The first of those came early in the game when Goochland opened a quick 12-5 lead only to see that overtaken by a by 16-3 Brunswick run that briefly gave the visitors the lead shortly before half.

Wrestle continued from >12 room and staying focused.” On the mat, Herrera said that he enjoys the rush of first stepping into the circle. “It’s that adrenaline rush when you’re in there with your opponent in the circle,” he said. “Hearing the

Goochland opened the second half and quickly opened a seven point lead but the visitors again mounted an offensive run, this time 18-6, to regain the lead. The Bulldogs fought back but struggled against a Brunswick press that often resulted in intercepted passes and ball handling errors. “We tried to put them in some bad situations,” Walker said. “Sometimes, it works and sometimes it doesn’t. Tonight, it worked.” Walker said his game plan involved not allowing Goochland forward Jack Twombly to get the ball inside. “He’s a great kid, and we knew he could be a problem for us,” Walker said. Twombly still ended with 16 points and 16 rebounds, but the defense did make that inside game hard to negotiate. Even with the difficulties, Goochland had a chance to take the game to overtime late in the contest, and that’s a credit to the character of this team according to coach Preston Gordon. “These kids wouldn’t quit…it’s the fight and the fire that is in these guys. Its the competitive edge in them that wants to win and compete,” Gordon said. Regarding that harrowing final 30 seconds, “I was hoping we would get some cleaner looks,” Gordon said. “We tried

to get Deion a screen coming off a double, but it just didn’t happen.” Brunswick played zone and pressed all night with the exception of that final minute, where they deployed a man to man defense that paid dividends. “I tip my hat to heir players. They did a fantastic job,” the coach said. Gordon bid farewell to three seniors and a majority returning base of underclassmen with a positive note. “We’ll come back with a chip on our shoulders and being prepared to handle these situations and take care of the basketball better, being able to manage the game better late in the game,” Gordon said. One of those returner starters, sophomore Deion Harwood, put a farewell stamp on his performance with five three point shots. “I think he hit three 3’s in the second quarter,” Gordon said. And those seniors leave with a real sense of accomplishment and a belief that Goochland basketball is on solid ground. “It will be tough losing Jack, Josh and Clay,” Gordon said. “Josh and Jack have been in this program for four years, and we’ve talked about Clay’s contribution, but what Photo by Jim Ridolphi a great senior class. Those guys are Goochland sophomore Deion Harwood (10) hit five three-point shots in the 57going to make great husbands and 55 Bulldogs loss to Brunswick in the Conference 34 opening round. Harwood fathers.” scored 17 points for Goochland.

people cheer you on drives you and it’s something you don’t really feel in any other sport. Or, at least I don’t.” Herrera will compete at the Group 2A meet at the Salem Civic Center in Salem, Va. on Feb. 17-18. He said that he’s definitely nervous for his first time competing against the top competition in the state.

“It’s pretty tough competition out there,” he said. “I’m just working this week. I’m working really hard. Just trying to do my best to see how far I can go this Friday and Saturday, just to see how I do.” Regarding the high stakes and competition at the Group 2A state meet, Herrera said that he is confident in his preparation plan.

“I just need to focus,” he said. “I need to listen to the coaches, they’re the ones that are watching me and coaching me. But, a lot of it is just pushing through for those six minutes and being mentally tough.” The Group 2A wrestling field is wide open at the 182-pound weight class as last season’s champion, Tristan

Bonds of Grundy High School, is now at Ferrum College. So, the opportunity is there for Herrera to continue to add to his Goochland wrestling legacy that he has created in a very short amount of time. Strasburg won the Region 2A East title with 225.5 points, with Clarke County in second with 170.5.
