Goochland Free Clinic & Family Services receives $250,000 gift Contributed report

The Richard S. Reynolds Foundation has awarded $250,000 to Goochland Free Clinic and Family Services (GFCFS) to support the ALL.HERE.NOW. Capital Campaign. The gift will go towards funding construction of a new building that will combine eleven critical assistance programs, including medical and dental clinics, food pantry, and Clothes Closet, in one location. GFCFS current facilities at three separate locations with severely limited space are no longer adequate to provide the high level of care for Goochland individuals and families in need. In 2016,

GFCFS services impacted more than 1700 Goochland residents. The Goochland Free Clinic is one of the most effective organizations in this area. All of us at the Richard S. OPINION: Editorial, Letters to the Editor

Famous photo speaks to need for unity By Roslyn Ryan Editor

Even if you don’t know the name of the photographer, you almost certainly know the photo. In fact, on this very date in 1945, when Joe Rosenthal aimed his camera toward the six United States Marines raising an American Flag atop Mount Suribachi during the Battle of Iwo Jima, he created an image that would become among the most famous in history. The photo, which was later used to sculpt the Marine Corp War Memorial, earned Rosenthal the Pulitzer Prize for photography.

Seven decades later, it offers timeless lessons in the meaning of courage and perseverance. Dig a little deeper into the stories behind the image, and you also begin to understand the profound sacrifices it represents: of the six men pictured, three would be killed in action shortly after it was taken. Over the years, Rosenthal’s photograph—titled, simply, “Raising the Flag in Iwo Jima” — took on a life of its own. It was subjected to controversy (thanks to the eventually debunked claim that it was staged), recreated in movies, and featured on a postage stamp. These days, I have found myself

seeing it a little differently than perhaps I have in the past. As I look at that famous photo, I find it hard not to notice that we don’t actually see the Marines plant the flag. Instead, they are left for all eternity as a group of men striving to accomplish a task, pushing ahead with everything they have toward a common goal. I consider that at the time the photo was taken, the armed forces were soon to be integrated. Women were poised to begin entering the workforce in greater numbers and African Americans were organizing a movement that would fundamentally alter the social fabric of the

United States. From the war raging across Europe and the Pacific to the battles at home, so many millions of Americans were reaching, striving and fighting for what they believed. And we still are. Today, as we look back on the day this photo was taken, I hope we can all consider one other thing about it, something that is impossible to ignore. The men in the photo, who eventually raised that glorious flag, were able to do it because they were all working together. If we truly want to accomplish great things as a nation again, we’re going to have to learn how to do that too.

Friends may pass on, but memories remain By Jim Ridolphi Contributing Columnist

Almost 50 years ago, I was embarking on what turned out to be the first in a long series of spring break adventures. In those days, Daytona Beach was the preferred destination to escape the doldrums of a harsh winter, and celebrate the rites of spring. Admittedly, we were too young for the mission, but we readily accepted the challenge and four of us headed off in a 1965 Camaro owned by Scott Elias, headed for

the Hawaiian Inn in Daytona Beach, Florida. The trip didn’t take as long as I anticipated, and Scott did most of the driving, a large amount of it at high speed. We didn’t worry about numerous radar traps or pesky state troopers because Scott was always older than the rest of us, not in years but in maturity and experience, and we arrived in record time to sunny skies and warm temperatures. It was a week filled with wild parties, a dog named Budz and a realistic preview of what the next

few years of our lives could look like, at least the vacation portion of it. But, the next spring brought higher expectations, and Scott’s older Camaro had been replaced with a shiny new fancier edition of the classic complete with a convertible top. And this time we set our sights farther south in Fort Lauderdale, the all-time destination of destinations for spring break insanity. It was 1969 and the atmosphere was more than electric on the streets of the most times sleepy resort town. As an army of students from across

the country engulfed every motel and hotel in the town, the locals stood and marveled at the bridled debauchery. Music blasted from motel balconies, and psychedelic lights reflected from over-stuffed rooms filled with over-zealous students. As high school seniors, we somewhat observed the wildness from a distance. Truth be told, we had our moments, but again left after a week, tired, tanned, and amazed at what we had witnessed. see Friends > 7

‘Right things in the right places’ remains goal of county’s leaders By John Shelhorse District 4 Planning Commissioner

Editor’s note: The following submission represents Mr. Shelhorse’s views, and was not written on behalf of the Goochland Planning Commission. I wasn’t quite sure what to expect when I was appointed Planning Commissioner for Goochland County’s District 4 by the Board of Supervisors in the fall of 2015. This district encompasses the northeastern section of the county including Centerville Village. Along with District 5, the southeastern section, this is the most populated area of the county and includes the expansive West Creek Business Park bisected north to south by Route 288. I knew that the Planning Commission was a citizens’ committee tasked with “mindful stewardship of the environment, natural resources and appropriate planning and development of the county.” The operable phrase and focus is “appropriate planning and development of the county”. We are, in essence, an advisory panel for the Board of Supervisors serving at their pleasure. What I have learned over the past year is that the real challenge for the Planning Commissioners and Supervisors is how to balance good policy with good economic decisions. Unlike our state government with committees and boards assigned the responsibility of dealing with either policy or economics and to bring their recommendations to the Senate and House of Delegates, we must consider all of the issues involved with governance, growth and development and be fiscally responsible. Goochland County, like every see Shelhorse > page 7

Friends continued from >6 When high school ends, most friendships become lasting memories with brief interludes of reacquaintance. But the closeness often disappears with years of changing lives. That didn’t happen with Scott, also well known by now as the Fish for his enormous attraction to anything gambling. From the time I knew him as a freshman in high school, Scott spent time at Triple Triangle, the local pool hall. In the fall of 1970, Scott and I ended on the campus of Southwood College in Salemburg, North Carolina. It was your typical junior college campus compiled mostly of kids from up north where opportunities were limited for students not able to gain admittance to larger universities. It was a place where you went to college so you get into college later.

Shelhorse continued from >6 other county, city and town in this great nation faces cultural and economic challenges. Virginia localities are bound by the Dillon Rule, adopted by the Virginia Supreme Court in 1896, that states local governments can pass ordinances only in areas where the General Assembly has granted clear authority. Simply stated, we are bound by the laws of the state of Virginia. We can’t make them up as we go along. Goochland County updated the Comprehensive Plan in 2015 (“the Plan”) with guiding principles to promote balanced development and preserve rural character; anticipate and prepare for population growth; guide development to village areas and designated growth areas; ensure new development does not exceed the county’s ability to provide the needed services and infra-

And we made the transition or, more aptly put, culture shock, of life in Salemburg compared to our familiar haunts in Richmond quite nicely. We accomplished this by spending much of the week in neighboring Fayetteville, and when Friday arrived, we were on the road to Richmond. That freshman year of college contained enough good stories to fill a book, or maybe a couple of volumes, and Scott was almost always at the center of our adventures. I most remember the nights sitting around the dorm and debating about who could beat who in tennis. More times than not, the dispute ended in a caravan of cars heading to the Roseboro Country Club and the only two lighted tennis courts in the county. It was usually well after midnight when we arrived, and the club was deserted. Being the decent and trusting individuals

they were, the owners of the club didn’t lock the box that controlled the lights on the court. Why would they think that a crowd of mostly Yankees would invade their club in the dark of night and stage tennis matches with gambling involved? And Scott, not to my surprise, never disappointed. First appearance did not divulge his athletic prowess, but, in reality, Scott was a talented athlete, proficient in most anything he pursued that involved hand-eye coordination. Once the year was over, Scott and I lost touch with each other, and, over the years, we only passed briefly as he pursued different restaurant and club ventures, moved away, married and had a family and finally returned to Richmond and opened a deli in the far West End. A year ago, I stood outside Boychik’s Deli waiting for a friend to arrive, when the door

swung open and Scott walked out. We immediately made eye contact and it was if those many years disappeared, and we were back in that Camaro headed for Spring Break or on that tennis court in Roseboro. We spent some minutes catching up but he was on his way to the doctor and I was having lunch with a friend, so we exchanged a hug and briefly talked. He shared his latest challenges and diagnosis and I offered my words of encouragement. As it turned out, it was our last meeting — the final episode in a life of shared experiences that spanned five decades, a slew of friends, a few heartbreaks and lots of laughs. My friend lost his battle with cancer last year, and a powerful, witty, thoughtful and kind man was silenced but will exist and live in the memories and the minds of his beloved family and the friends who are left to mourn … and miss him.

structure; and protect natural, scenic and historic resources. These principles underlie the deliberations and evaluations of the Planning Commission in our recommendations to the Board of Supervisors. As noted above, the eastern end of our county is directly adjacent to Henrico, which is pretty much built out to the boundary. So, as progress and growth will have it, we are directly in the face of encroaching development. That’s both good news and bad news. Good news in that we are a very attractive location for both commercial and residential development with water and sewer services of the Tuckahoe Creek Service District in place, and bad news in that we have to, note the above guiding principles, “preserve rural character, not exceed the ability to provide needed services and infrastructure, and protect natural, scenic and historic

resources.” This would seem to be a quandary but thanks to the good work of the county administration, planning staff, and prior planning commission and board of supervisors we have the updated Comprehensive Plan that provides a detailed roadmap for the future. Development of the well planned and ideally located West Creek Business Park bisected by the Rt. 288 corridor provides an extraordinary location for commercial development as identified in “The Plan.” The Centerville, Manakin, Oilville and Courthouse villages are also designated for commercial development. Recent interest by well qualified and experienced developers to build up-scale residential, commercial and multi-use projects along this corridor in West Creek will provide both tax revenues necessary to support infrastructure improvements and expansion and rein-

force “The Plan” to maintain our rural character in those areas so designated throughout the county. I am advised and believe that the inclusion of retail businesses in the northern and southern ends of the corridor will enhance the demand and continued growth of West Creek, which is the principle economic driver for the county. We should all recognize and be grateful for the opportunity it provides us to manage growth in such a way as to maintain the rural character of Goochland that we so favor and are committed to preserve in accordance with “The Plan.” Again, simply stated, development is inevitable and we strive to get the right things in the right places. I’m sure I speak for my fellow commissioners when I say that we need and encourage your input as well as your understanding as we go about our deliberations and recommendations.

Cadets win fourth consecutive VISAA crown By Billy Fellin Sports Editor

Benedictine wrestling reached the pinnacle of Virginia Independent Schools Athletic Association competition once again on Feb. 18 in taking home its fourth state

championship in a row. But, it certainly wasn’t easy. The Cadets were pushed to the limit by St. Christopher’s, with the two teams meeting up six times in the championship matches. It came down to the 182weight class, with Bailey Coats

facing off against Carter Davis of the Saints. Coats was the fifth Cadets wrestler to go up against the Saints and it was his 3-2 win over Davis that clinched the tournament title for Benedictine. “We went in there as a slight

underdog,” coach Ryan Hall said. “We needed to wrestle well and we did. Hats off to St. Christopher’s for a well-wrestled tournament, they brought their A-game. It came down to the wire. We got the job done and it feels really, really good. I’m just happy for the boys and

proud of the boys for winning our fourth straight state title.” In the finals, Benedictine won five state championships, including Coats’ clinching win over Davis. Gabe Slate, a freshman, got the win at the 106-pound weight class by pin over Bishop

Ireton’s Jackson Ahearn in just 40 seconds. Brady Biller won the title at the 132-pound weight class as he defeated Norfolk Collegiate’s Miles Edmonds by an 11-6 decision. see Wrestle> 12

Bulldogs wrestling, swimming compete at states By Billy Fellin Sports Editor

Just by qualifying for the Group 2A state wrestling meet, Goochland’s Brian Herrera had cemented his name in Bulldogs athletics history by being the first wrestler to appear in the state meet. Herrera made his time count while wrestling at the Salem Civic Center on Feb. 17-18. “I think he did really well,” Goochland wrestling coach Ken Bouwens said. “Even making it to states is a big deal and a big accomplishment that he and everyone involved should be proud of.” He started his state meet run against Anthony Desefano of Appomattox, who won by decision 7-3. Herrera bounced back in the first round of the consolation bracket with a pin of Danny Parrish of RandolphHenry in 3:30. His next win was also by pin and in very quick fashion, taking just 46 seconds to defeat John Battle’s Dylan Carrier. Herrera then faced off against Desefano in the third-place match and improved on their first matchup, but fell to a 6-5 decision and a fourth place finish overall. “It was really close,” Bouwens said of the third-place match. “They

went back and forth the whole time. (Desefano) had to take a few injury times because it was getting so aggressive. He fought a tough match the whole time. There’s not much more I can say, I wasn’t disappointed in him at all. He left it all out on the mat. We were really proud of him and his performance.” Bouwens said that while Herrera’s appearance shows that the system is working for the young program. “It gives us confidence as a coaching staff,” he said. “There’s no reason we can’t do well in this sport even with how young we are. Brian is just in his second year. That makes me really excited for some of the guys that I’ve got right now that are sophomores. I’ve got a lot of freshman this year. What we were able to accomplish with Brian, it makes me excited for what the team will look like in the next year or two.” The performance by Herrera gives the Bulldogs as a whole a boost of confidence, according to Bouwens. Bouwens also said that Herrera’s work ethic and mentality about the sport sets a high bar for future Bulldogs wrestlers. “I hope it draws more attention to the sport and brings our numbers up for next year,” he said. “It was definitely a good thing and a fun experience.”

Just up the road from Salem in Christiansburg, the Goochland swim team participated in the Group 2A state swim meet and had success as well. The girls 200 freestyle relay team of Sophie Summitt, Hannah Keeter, Aishlinn Hyman and Meredith Hickey finished sixth with a time of 1:54.30. In the 200 medley relay, Hickey, Summitt along with Victoria Spooner and Campbell Ferguson finished 13th with a 2:17.71. Hickey was also 16th in the 50 free with a time of 28.24. On the boys side, the 200 freestyle relay team of Payton Harrigal, Zack Abbott, David Tremain and Garrett Kemmerly also placed sixth in their state meet appearance with a time of 1:40.64. Kemmerly was 11th in the 500 freestyle with a time of 5:55.80 and was 12th in the 100 breaststroke. Harrigal was 15th in the 50 free with a time of 24.86. Both teams finished 15th overall.

he said. “They’re gritty. That’s what it comes down to at the end of the day. It’s about the hard work. Throughout the season, ups and downs, the belief never left and we continued to work every day. For them to be rewarded for that, it gets me excited, because they saw the end result and it was the result they wanted. If they didn’t want it, if they didn’t work as hard as they could to get there, it honestly wouldn’t have been achieved. It was so close at the end. St. Christopher’s is a great

program and they’ve been chasing us for a while. It was just a good battle.” One big aspect of the Cadets win wasn’t all about the five wrestlers who won the state championships, but the wrestlers who, as Hall described, wrestled “above their seed.” “My 170-pounder, Alex Choate, was a sixth seed and won by double overtime in the quarterfinals and then won the semifinals and finished state runner-up,” he said. “My 195 pounder, a first year wrestler, was a

five seed and ended up taking third for us. Both of those guys stepped up for us was huge and important for us to get it done.” While the VISAA high school season is over, the Cadets have one more match on their schedule for the year. Benedictine will head on Feb. 24-25 to the 82nd National Prep Wrestling Championships at Lehigh University in Pennsylvania. The tournament hosts the top private school wrestling programs in the nation and has been a hurdle for the

Cadets in previous years. However, last year, the team broke new ground and finished 12th, the highest they’d ever finished. “We’re refocused,” Hall said. “We have big goals, we want to be Top-10. We had two big goals this year, to be state champs again but also to do something at Prep Nationals. I think we’re very capable of being Top-10. It’s hard to do, but we’re taking at least 12 of our guys who qualified, possibly 13 out of 13. We really want to be Top-10.”

On the commercial development front, Budesky said the county has seen over $251.9 million worth of new capital investment over the past five years, with 2016 boasting the largest increase at $87.1 million. The unemployment rate of 3.5 percent, measured in December of last year, is also lower than the state average (3.8 percent) and that of the Richmond Metropolitan Statistical Area (3.9 percent).

Budget continued from >1 “Since arriving in August of 2016, I have spent countless hours listening to the diverse needs, challenges and wants of our residents, various departments, and organizations throughout Goochland County,” Budesky wrote in a letter to board members concerning the plan. “I believe that the proposed budget reflects those perspectives. In addition, I, along with our staff, continue our focus on supporting the adopted priorities outlined in the Board of Supervisors Strategic Plan.”

The county maintains the region’s highest median family income at $86,610, as well as the highest median home value ($313,900). Looking at the projected General Fund revenue projections, revenues are increasing by $2.4 million, or 4.9 percent, to a total of $50.3 million. According to Budesky, the strongest growth can be seen in personal property tax revenues, which have increased by 8.5 percent. An increase in reassessments of 2.2 percent and new construction of 1.2 percent are “reflections of modest growth in real estate tax revenues, which is our primary funding source,” Budesky said.
