Goochland’s high voter participation has long been a point of pride in the county, with residents able to boast the the highest voter turnout by percentage in the Presidential Elections of 2008, 2012, and 2016. Unfortunately, when it came to that last stat, a bit of revision is needed. Goochland Free Clinic and Family Services (GFCFS) broke ground Tuesday on its new 20,000 square foot building at 3001 River Road West in the Goochland

Courthouse area. For several years, the organization and its Board of Directors have been pursuing the dream of building a facility that will house 11 critical assistance programs-including the medical clinic, dental clinic, Food Pantry, and Clothes Closet—since GFCFS’s current facilities at three separate locations are no longer adequate to provide a high level of care for Goochland individuals and families in need. In 2016, GFCFS

provided services for over 1,700 Goochland residents. Housing all of our programs under one roof will ensure our capacity to respond to the needs of our clients , increase access and deliver quality services safely, efficiently, privately, and with dignity,” said Sally Graham, Executive Director of GFCFS. hard to make sure people who can’t afford to pay, or who have fallen behind, are set up with payment plans that they can manage. Over the years, she estimates, she has set up over 3,000 such plans. Currently, she has between 100 and 200 plans active. Johnson also urges residents to set aside money each month to pay the coming year’s estimated tax bill, in order to avoid having to make a large payment all at once. As willing as she is to work with taxpayers who seek her help, Johnson is unmoved by those who claim they didn’t pay their tax bills because they did not receive them. “If you live in Virginia, you know you owe taxes,”

Johnson said. “You may live in a community like Goochland that bills twice a year, or you may live in a community like Louisa that bills one a year, but you know that you are going to have taxes — so saying that you did not get your bill is not a reason for paying on time.” Johnson said it is incumbent on taxpayers to make sure they reach out to her office if they think something may be amiss. “If you do not receive your bill by Mother’s Day on Thanksgiving, you need to give us a call,” Johnson said. For those who elect to simply not pay, Johnson’s office has plenty of means to compel them to do so. In addi-

tion to preventing residents from renewing their license tags, the Treasurer’s Office can issue bank liens, take tax refunds, and even seize payments issued for jury duty. Johnson’s advice to county tax payers hoping to avoid issues? “Read your bill— there’s good information on it,” she said. “And remember that your taxes are due on June 5 and December 5 every single year. It does not change unless the fifth is on a weekend, and then they are due the next business day.” When it comes to the penalties accrued for missed and late tax payments, Johnson has one question she asks the taxpayers she works with. “What I ask people is, ‘Do

you have money to burn?’” Johnson said. “And I have never had one person say ‘Yes.’ But then I add up all that penalty and all that interest, and I tell them that they might as well take the money out of their wallet and set fire to it.”

Obituaries LINDA C. BLEHM Linda Collins Blehm, 64, wife of Steven Allen Blehm of 1878 Springhill Road, Staunton, died Thursday, March 9, 2017, at her residence. She was born June 13, 1952, in Richmond, a daughter of the late James Bernard and Annie Linda (Allen) Collins. Mrs. Blehm was employed by the Virginia School for the Deaf and Blind, with 41 years of service this May, with plans to retire. She was a member of the Shenandoah Valley Club for the Deaf and the Skyline Chapter for the Virginia Association for the Deaf. In addition to her husband, family members include three daughters and two sons-in-law, Vera and Daniel Nixon of Goochland, Margaret Blehm and Rory Roten of New Zealand and Sarah Blehm of Sandston; two brothers, James Bernard Collins Jr. and William Allen Collins, both of Bowling Green; a sister, Margaret Ellen Collins of Sandston; and three grandchildren, Karolina, Dorothy and Linden. The family received friends on Wednesday, March 15, in the Henry Funeral Home. A funeral service was held Friday, March 17, at Storke Funeral Home in Bowling Green, by the Rev. Kevin James. Burial followed in Carmel Baptist Church Cemetery. Active pallbearers were her nephews, Jeb Collins, John Collins, Tom Collins, Steve Collins, Ben Blehm and sons-in-law, Daniel Nixon and Rory Roten. MILDRED H. COCKE Mildred Heusmann Cocke, 84, of Henrico, passed away Thursday, March 9, 2017. She was preceded in death by her parents, Henry and Hazel Heusmann; and her husband, Hoyt P. Cocke. She is survived by her three sons, Alan B. Cocke (Karen), Neal H. Cocke and Gordon Cocke (Tina); six grandchildren, Chelsey, Kiersyn, Ian, Abbey, Austin and Henry. Mildred Cocke grew up in Manakin-Sabot. She was a loving mother to all that knew her. The family received friends at the West Chapel of Bennett Funeral Home. MONICA M. HUTSON Monica M. Hutson, 44, went home to be with the Lord on March 12, 2017. She was born in Williamsburg on Jan. 4, 1973. She was currently living in Richmond with her companion, Jacob. She was an R.N. at Bon

Secours, but was currently working, alongside her family dogs, Hope and Marley, in the family business. She was predeceased by her brother, John “Matt� Hutson. She is survived by her mother, Debbie Jenkins Gibson of Rockville; her father, John M. Hutson of Mathews, but currently living in Buxton, North Carolina; her son, Hutson Landon Nixon, stationed in Louisiana with the Army and his wife, Taylor; along with many aunts, uncles and cousins. SIDNEY B. LOWERY Sidney Burcham Lowery, 81, of Henrico, passed away on Friday, March 17, 2017. She was born on May 28, 1935 in Crewe, to the late Mary Stanley Burcham and Herman Sidney Burcham. Sidney was a longtime member and pianist at Varina Baptist Church. She had a love for traveling to places both near and far with her family and friends. Sidney Lowery was a kindergarten teacher for many years at Fellowship Christian School. She also worked for Richmond Memorial School of Nursing and Memorial Regional Medical Center, where she was an office assistant. Left to cherish her memory are her husband of 63 years, Horace Wilson Lowery of Henrico; sister, Evelyn T. Melton of Glen Allen; daughters, Dale Lowery Lawton of Manakin Sabot, Sharon Kay Lowery of Henrico and Mary Jo Burton of Virginia Beach; son, Steven Wilson Lowery of Richmond; and grandchildren, Jeremy Miller, Sara Lowery, Candace Lowery, Joshua Burton and Christopher Burton. The family received friends on Tuesday, March 21, at Nelsen Funeral Home in Richmond, where a funeral service was held on March 22. Interment followed in Washington Memorial Park. Celebrate rural character: grow something! By Roslyn Ryan Editor

It may not seem like it, given the recent blast of late-winter cold, but spring really is right around the corner. And for so many people living in rural communities like Goochland, that means one thing above all else: It’s time to get back in the garden. Since moving to the country nearly two decades ago, I have come to know much more about gardening than I ever thought possible. Still, when you’re starting from zero, you can learn a lot and still not know very much at all compared to gardeners who have been working the soil for most of their lives. I marvel at what many local gardeners are able to coax from even the most challenging spots, and the vast troves of knowledge they have gathered over decades of planting and harvesting.

The best gardeners, I have found, seem to be the ones who never stop learning or looking to be more energy efficient, more creative, or more resourceful. Perhaps that’s what makes gardening so appealing to so many, after all— it is truly a lifelong pursuit. Several weeks ago, when it was still too cold to do much with my garden bed but stare at it from the window, I began making a mental checklist of the things I would like to grow this year. Now, before I go any further, a quick word about my garden: It is not what you would call vast. In fact, it is actually just an old recycled table with some sides placed around the top, about three feet by five feet. It might look silly to some, this table full of soil sitting out there on my back deck, but to me it is all the garden I need. And, while I m not able to grow a bumper crop of anything, last year I managed to cultivate enough basil, oregano, parsley and cherry tomatoes to

keep my household stocked all summer (thankfully, we like Italian food). And so it begins again. Over the next few weeks and months we will start to see and hear (and possibly smell) the renewing of gardens all around Goochland. Mother Nature will help, of course, but all over the county busy gardeners will be tilling, planting and watering in the hopes of bringing forth another season of perfectly imperfect produce to eat, share or sell. As you, our readers, get to work on your own plots this year, I hope you will share photos of your success stories with us. We’d love to hear your tips, your lessons learned, and your reasons for growing what you grow. After all, when it comes to embracing and celebrating the rural character of the place we call home, we can’t think of a better place to do it than in the garden. Let’s get growing!

When it comes to our healthcare, what’s next? By Jim Ridolphi Contributing Columnist

With the downfall of the Affordable Care Act imminent, it seems appropriate to examine what might replace the controversial program, and how that will affect everyday Americans like you and me. In an attempt to gauge how the repeal would affect my life and family, I thought back to the way it was before Obamacare was passed in 2010. After completing those reflections, I am more convinced that I don’t want to return to

the way things used to be. In my decades of covering local government, education and politics, the cost of healthcare has dominated almost every budget session in some form or fashion, and, before Obamacare, the situation was near critical. Localities were struggling to match increasing rates for their employees, and co-pays for those covered increased each year. Personally, after reviewing my healthcare costs in years prior to the ACA, I couldn’t find a single year my rates did not increase by less than 10 percent.

Letters to the Editor Goochland couple has been key part of Goochland Pet Lovers’ success Dear Editor, I would just like to say that I am truly happy and flattered to be working with Richard and Kathy as part of the Goochland Pet Lovers (GPL) organization, a wonderful project that will enhance our life quality in Goochland County by helping to provide a greatly improved pet rescue and adoption facility here. As honorary co-chairs of our $1.5 million fund raising campaign, they have brought energy, focus and credibility to our mission. The Verlanders are genuinely caring people that represent the highest degree of giving of themselves toward a greater cause. I am confident that Goochland Pet Lovers will be successful in raising the necessary funds to complement what our county government is doing. Our goal of helping create an adoption wing along with an education-community room is almost certain with the help of Kathy and Richard Verlander, and their son and daughter in law to be, Justin and Kate. Their help, along with the support of GPL’s great Board of Directors and our volunteers has resulted thus far, in significant success. I am truly amazed at the support of our community to date. ‘Mr. Goochland’ will be crowned tonight

As the process works its way through an excruciating process, it seems more likely than ever that what Republicans really have in mind is a return to the way things used to be before the ACA took effect. Considering the unbridled actions of insurance companies in taking unlimited windfalls and unlimited CEO salaries, in the old system, there’s a potential for a scenario that frightens many Americans. While millions of citizens will lose coverage completely when ACA is repealed, many will find ourselves at the unenviable mercy of the corporate giants who put more priority on profit margins than good medical outcomes. And if people think they are paying too much for too little insurance under Obamacare, stay tuned for what may follow. Experts agree that private insurance plans and their costs will far exceed premiums currently being paid by ACA recipients. The simple truth is that — even with the recent increases — most subscribers pay under $100 a month for minimal coverage. It’s hard to imagine a private policy that could even come close to that value. I have a sneaky suspicion that those intent on repeal and replace have more of a problem with the author of the bill than the content. No one would argue that the bill is perfect, and there are ample opportunities to improve, but eliminating returns our

nation to a place that was also unacceptable with skyrocketing premiums and decreasing coverage. Perhaps, the current discussion will finally focus on the real problem with American healthcare, a runaway system of unrestricted pricing that embraces increasing premiums and rising costs for basic services. I recently received a bill for blood work and noted the high cost of the most simple of procedures. The hundreds of dollars in laboratory fees didn’t surprise me but one line did catch my attention — a $25 fee to draw the blood. There’s a word for adding every conceivable charge to a medical bill, and expecting patients to pay higher and higher co-pays. Until the government addresses rising costs in the healthcare industry, our national healthcare nightmare will continue taking more and more of our hard-earned dollars. Elections have consequences, and Republicans have earned the right to fix what they consider a broken system. The sad reality of the challenge is there are no easy answers when dealing with high-powered insurance companies

whose profits regularly top the nation’s corporate earning charts. I’m certainly willing to examine and score the new GOP healthcare plan, but at first light I’m not sure the nation will pay for a program that retains the positive portions of Obamacare minus the funding. Having said that, many reasonable Americans feel we can do better than the current ACA system. I’m not convinced. A major criticism of the Obama-sponsored program was the lack of transparency surrounding its passage. It seems Republicans have learned little from that misstep. Taking that a step further, perhaps the prudent path would involve a national discussion and input from the citizens who are affected by the changes. No matter the campaign promises, I would rather get it right versus rushing a bill through to appease some on the stump guarantee. In my mind, most Americans favor a change in the current system or a total repeal and replace approach … but few would opt to a return to the good old days of double digits benefit annual increases.

Luck Senior Vice President Douglas D.R. Palmore has received the Barry K. Wendt Memorial Commitment Award for 2017.

Douglas D. R. Palmore, senior vice president of customer and technical services at Luck Companies, has been named the 2017 recipient of the Barry K. Wendt Memorial Commitment Award from the National Stone, Sand and Gravel Association (NSSGA). Palmore received the award at NSSGA’s annual convention on March 6, 2017. The highly prestigious award, which is named for a longtime industry leader and advocate, recognizes an individual who exhibits exceptional, ongoing commitment to both the aggregate industry and the community in which the recipient lives. Palmore’s career at Luck Companies spans 21 years with responsibility for many areas including operational support, engineering, customer experience, innovation, emerging businesses and risk management. Active in the community, he serves on the board of Virginia Commonwealth University’s Rice Rivers Center, where he shares his knowl-

edge about environmental stewardship and preserving the region’s natural resources. He also serves on the board of Luck Companies Foundation and chairs the NSSGA’s legal and policy group. Prior to joining Luck Companies, Palmore worked as an environmental engineer for Virginia Geotechnical Services in Richmond. He holds a bachelor’s degree from the University of Virginia, a master’s degree from Virginia Tech, and an MBA from the University of Richmond. A licensed professional engineer, he is a graduate of the Sorensen Institute for Political Leadership at U.Va. “We are proud to present our association’s most distinguished individual award to Doug Palmore in recognition of his years of service to our industry, his positive work ethic and his selfless volunteer leadership,” said Michael W. Johnson, president and CEO of NSSGA. “He is very deserving of an honor that is given only to an elite group in our field.”

For many years, the men and women of Hadensville Fire-Rescue Company 6 have operated out of a facility that was designed to support the emergency services of the past. The current facility lacks dormitories as well as such essen-

tials as showers and a kitchen. The new 12,000 squarefoot facility is the first station built by Goochland County using county funds. This modern facility incorporates items that are critical to the safe and effective operations of fire-rescue services in the 21st Century. There are gender

specific dormitories, showers, a well-equipped kitchen, a designated exercise area, and a much-needed meeting room that will be available for community groups and local government meetings. To address the health and wellbeing of the responders, the station is also outfitted with

an exhaust extraction system that removes toxic gases and carcinogens from the apparatus storage area. In the event of a power failure, the entire station can be powered by the on-site emergency back-up generator. The dormitory area is protected by a sprinkler system that will, in the event of a

fire, give the station personnel the time to safely escape the building as well as assist in limiting fire spread. The facility will be formally dedicated at 2 p.m. on Sunday, March 26. The entire station will be open for tours and the Company 6 Auxiliary will be providing light refreshments.

In an effort to promote conservation education, the Monacan Soil and Water Conservation District will provide partial scholarships to VASWCD Youth Conservation Camp and Forestry Camp. Monacan SWCD is sponsoring a scholarship to Youth Conservation Camp, and is available to students residing in Goochland or Powhatan counties. The scholarship of $450 to YCC includes tuition, room

and board, and all educational materials. Each scholarship winner is responsible for transportation and a $100.00 commitment fee. Youth Conservation Camp will be held at Virginia Tech on July 9-15, 2017. Applicants must be in grades 9–12 during the 2016 – 17 school year. Previous campers are not eligible. Students will participate in classes at Claytor Lake State Park, the Virginia Tech Campus and Agriculture

Farm, Mountain Lake, the New River, and Cascades hiking area. A free workshop will be held on Saturday, March 25, at Reynolds Community College in Goochland (1851

The “Bees, Trees, and Clean Water” workshop is sponsored by the Chesapeake Bay Foundation (CBF). “Not only is native plant landscaping beautiful to the eye, it provides important habitat for pollinating insects, helps curb polluted runoff, and much more,” said CBF Grassroots Coordinator Blair Blanchette. This program will feature five speakers on topics from bee keeping basics to lawn care to enhancing soil quality, along with afternoon handson activities. Participants will

learn how a few tweaks to their landscape could make a big difference for local pollinators and water quality. Lunch will be provided. Recycling program offered for area farmers and horticulture businesses New Powhatan location a first for the region Contributed report

The Powhatan Extension office and Powhatan Department of Public Works have partnered with Virginia Department of Agriculture & Consumer Services (VDACS) to bring a free recycling service to area farmers and horticulture business that were, up until now, without a location to recycle their properly rinsed pesticide containers. The Powhatan location is the first for the region, with the closest collection sites in Orange, Dinwiddie, Prince

George or New Kent. This allows growers and pesticide applicators to participate in a nationwide effort along with the Ag Container Recycling Council (ACRC) and pesticide manufacturers to reduce waste generated by disposable plastic pesticide containers. This program accepts only products that are made of high-density polyethylene (HDPE) and include 2.5-, 15, 30-, and 55-gallon containers; 5-gallon buckets (no wire handle or lid gaskets); and 250/275 cage tanks (must be cut into 2 square-foot pieces.) Before bringing containers to the collection site, applicators must triple rinse or jet rinse containers, remove plas-

tic sleeved label and/or label booklets, remove caps and contact either Rachel Grosse or Dave Johnson to schedule a drop off. Rinsing requires 30 seconds of water rinse at 40 pounds of pressure. Puncturing the bottom with a spray nozzle helps to ensure containers are not reused. In 2016 alone, across Virginia, nearly 167,000 pounds of properly rinsed plastic pesticide containers were collected and granulated for reuse for highway and agriculture uses. lthough enjoying the great outdoors is probably high on many a to-do list come spring, by the end of winter, homes can probably do with a much-needed overhaul. Owners and renters can rely on temperate days to throw open the windows and engage in some easy spring-cleaning projects. The earlier one begins spring cleaning, the more quickly he or she will be able to head outside and bask in the warm spring sun. Spring cleaning tasks can be stretched out across several days to make the jobs more manageable. While certain spring cleaning tasks can be time-consuming, many projects can be started and completed in 30 minutes or less.

Start by looking up at ceilings, molding and ceiling fans. Chances are strong that some cobwebs and dust have formed in these areas. Always begin cleaning by working from the top downward so you don’t have to clean any tables countertops or floors twice. Static-charged dusting cloths work well to catch and contain dust. Use a pillowcase on ceiling fan blades to clear the dust and keep it from cascading to the floor.

Goochland YMCA swims strong at CHAMPS By Billy Fellin Sports Editor

The Goochland Manta Rays certainly made their names known at the CHAMPS meet on March 18 at SwimRVA. Goochland took home 35 first place medals out of 41 participating swimmers and 38 swimmers posted a personal best time in at least one event.

“We did better this year than any other year that we’ve gone,” Goochland head coach Helen Brown said. “We just keep getting better and better.” The Manta Rays had several swimmers earn four first place medals. Six-year-old Emmerson Ayala won first place medals in the 25 back, the 25 free, the 50 back and as a member

of the 7-8 Free C Relay team. Ayala contributed 126 points by himself to the Manta Rays total, with his four wins and a sixth place finish in the sevento-eight year old medley relay. Christine Kemmerly, 17, won first place in the 100 back, the 100 IM, the 50 free and on the 200 Medley B relay team. Fritz Kemmerly, 17, grabbed first place medals in the 100

back, the 100 breast, the 200 IM and as a member of the 200 Medley B relay team. Brown said that while her children have helped out on the pool deck in a coaching aspect previously, this year was the first time it was a formal junior coaching program, with formal training and instruction. “The hope is that in a few years they may want to come back and be a coach,” she said. “Or, they can use this experience volunteering for us to get them a job in the future. I wasn’t surprised that it helped. One thing about our team, and I don’t know if it’s the same across the board, but our Goochland team wants everyone else on the team to do great. The coaches and kids are right there to help out

someone else.” While the winter season is now complete for the Manta Rays, the summer season is not too far off as practices begin on June 5. Brown is excited for the upcoming summer session as she hopes she’ll have more of the high school swimmers joining the team. “I’m really excited that the program is growing,” she said. “The swim program at Goochland High School has been growing really well. Now that we are in the (Greater Richmond Aquatic League), we offer more of the events that high schoolers swim. The Goochland boys soccer team’s original opener was postponed due to the cold and wintry mix in the area last week. But, the team didn’t lose a beat in its first game of the season on March 20 on the road against RandolphHenry in a 4-1 win. The Goochland girls tennis team opened the season with a 7-2 loss to Rappahannock on March 17. Danielle Daly and Lindsey Parker were the two Bulldogs that grabbed wins at number one and number two singles, respectively. Daly won her match 8-4 and Parker won 9-8 (7-3). BOYS LACROSSE

Benedictine’s boys lacrosse team started the season 0-3, most recently falling to St. Christopher’s on March 17 18-3. Henry Vita, Nicholas Hastings and Jack Nott scored the goals for the Cadets.

Goochland’s Ryan Johnson, 7, had a strong performance at the CHAMPS meet at SwimRVA on March 18. Johnson won the 25 free with a time of 23.79 as well as the 50 free wth a time of 43.78. Johnson also finished second in the 100 IM with a time of 2:01.27. He finished third as a member of the 7-8 Mixed100 Medley B Relay team with a time of 1:40.82. Johnson was also on the sixth-place finishing Mixed 100 Free A Relay team with a time of 1:17.66.

Boys, Girls State programs provide many benefits for our local students Dear Editor, The American Legion Family of Post 215 has been interviewing students from Goochland High School (GHS) and Benedictine College Preparatory (BCP) for participation in the American Legion Boys State, the American Legion Auxiliary Girls State and the

Youth Cadet Law Enforcement Program. American Legion Boys State and American Legion Auxiliary Girls State are premier programs for teaching rising high School seniors how government works. The programs are held at Radford (Boy’s State) and Longwood (Girls State) Universities. The students, while becoming selfgoverning citizens, learn leadership skills, and active participants in developing a government complete with cities and officers. They are provided the opportunity to run for an office, create laws and build public speaking skills.

Alice Mae Smith, 85, of Crozier, departed this life on March 12, 2017. She was preceded in death by her husband, James Smith. Surviving are seven children, Harold J., Lillian, Brenda Ahmad (Hafiz), Linda Green, Terry Brown (Junius), Alice and Melvin Smith; seven grandchildren, one devoted, Keysha Ahmad-Winborne; 15 great-grandchildren, two great-greatgrandchildren, two sisters, three brothers, nieces and nephews, other relatives and Smith friends. Her remains rested at the Robert Mealy Funeral Home in Goochland. Funeral services were held on Saturday, March 18, at First Union Baptist Church in Crozier, Rev. Frank Lomax III officiant and eulogist. Interment church cemetery.

FY2018 Goochland County Budget: The making of a general county levy or the imposition of other taxes or the collections of such levy or taxes shall not constitute an appropriation nor an obligation or duty to appropriate any funds by the Board of Supervisors for any purpose, expenditure or contemplated expenditure. The laying or making of any levy in an amount sufficient to cover or pay all estimated and contemplated expenditures for the fiscal year shall not be construed as imposing any obligation or duty on the Board of Supervisors to appropriate any amount whatsoever.
